On behalf of the members of the Arkansas Ambulance Association, welcome to Arkansas EXPO 2016! For more than four decades, the ArAA
has worked tirelessly to promote excellence in the ambulance industry. Like no time in our past, the need for education and training remains
the driving force that enables us to carry out our primary mission — caring for others.
Today’s society presents EMS providers with many unique and dangerous challenges. This year’s EXPO is packed with content designed to
raise awareness and better equip providers to meet new challenges. Our theme — The Challenge of Change. It Starts with Us. — sums up the
commitment we, as an industry, have made to meet the demands placed on us.
Whether you are on the front lines or play an administrative or operations role in your agency, EXPO has something for you. We look forward

Once thought of as riding in to save the day, public safety professionals many
times now find themselves riding in to face the battle. The risks to EMS,
fire/rescue, and law enforcement are at an all time high. Agencies are
struggling with ways to craft policy that addresses the emerging threats of
domestic violence. How is your agency responding? What are the industry
best practices when it comes to protecting your most valuable asset — your
employees?
EMS directors, supervisors, managers, and owners are encouraged to attend
this premier roundtable session as we look to openly discuss critical safety

APRIL 19: 1 DAY … 2 SESSIONS … A LIFETIME OF PROTECTION
Recent events have made it clear that specialty training in the medical response
to a dynamic threat incident such as an Ac ve Shooter is the key to saving lives.
This course also covers the response to Explosives based incidents.
This course involves hands on and didac c training. It is designed for the street
medical providers and law enforcement personnel that would first respond to
these events, with a concentra on on forcing forward urgent medical care to the
vic ms. Tac‐Med, L.L.C. was founded in 2007 by a cadre of veteran medical, law enforcement, and military personnel who saw the need for specialized medical
educa on related to tac cal casualty care in law enforcement, military, and complex emergency opera ons.
Tac-Med’s educators are recruited for their military, law enforcement, and rescue experience, and their medical exper se. This allows them to intui vely understand — and func on effec vely — in austere environments.
Our staff doesn’t just educate our colleagues on how to perform in demanding condions — but live these experiences every day. By working side-by-side with those we
instruct, our staff are true “quiet professionals,” and are eminently qualified to provide training in tac cal casualty care, disaster response, and austere medical operaons.

Founding Partner
Doug Wol erg is an a orney and founding partner of Page, Wol erg & Wirth. PWW represents private, public and
non-profit EMS organiza ons, as well as billing companies, so ware manufacturers and others that serve the
na on’s ambulance industry.
Doug has been involved in EMS for more than 30 years, becoming an EMT at age 16 — and his en re professional
life since then has been dedicated to EMS. He was also an EMS instructor, and served as an EMS administrator at
the county, regional, statewide and Federal levels, including the United States Department of Health and Human
Services. His engaging and humorous presenta on style has been featured at EMS conferences na onwide.
Doug’s work as an ambulance industry a orney and consultant focuses primarily on reimbursement, compliance,
coding, business counseling and transac ons, contracts and other areas of the firm's prac ce. Doug is a Cer fied
Ambulance Coder (CAC) and a founder of the Na onal Academy of Ambulance Coding (NAAC). He is admi ed to
prac ce before the United States Supreme Court as well as numerous other Federal and state courts.
A prolific EMS writer, Doug has authored hundreds of ar cles and columns, and he is an author, co-author or
contributor for many of the industry’s leading textbooks. He serves as a member of the Journal of Emergency
Medical Services Editorial Board. Doug also served as a Commissioner of the Commission on Accredita on of
Ambulance Services (CAAS).

Ryan Stark is an associate a orney with Page, Wol erg & Wirth, LLC. He has been with the firm since 2007 and
concentrates his legal prac ce in HIPAA, labor, Medicare reimbursement, contrac ng and related areas of the law
that affect the emergency medical services industry.
Ryan enjoys working closely with clients to improve their compliance and helping clients understand their legal obliga ons by giving them prac cal, straigh orward advice. He also monitors important legisla ve and regulatory changes, and plays a big part in developing the firm’s industry alerts, compliance publica ons, webinars and conference materials. Ryan is one of the principal authors of PWW’s widely used Ambulance Service Guide to HIPAA
Compliance. He also speaks on a wide variety of topics at client sites and PWW seminars, conferences and webinars,
including the firm’s signature ABC3 Conference.

The ability to bring dynamic, internationally renowned education to Arkansas’ EMS providers is made possible through the partnership
between the Arkansas Department of Health and the Arkansas Ambulance Association. Subgrant funding program once again helps the
ArAA keep course fees low and affordable. Registration fees for this year’s conference are covered in part by the grant and attendees are
required to pay a daily facility fee only — a savings of more than $350. The ArAA and the Health Department have partnered together to
develop this year’s conference which will feature EMS management, leadership and trauma tracks. The conference will feature topics and
sessions that will keep you up-to-date on all of the issues facing our industry. Expanded topic content will include dynamic speakers, high
fidelity simulations, and two world class education partners TAC-MED, LLC and DT4EMS.
TRAUMA TRACK FEATURED SPEAKER
Dr. Dennis is an attending surgeon at the Cook County Trauma and Burn Units
in Chicago Il. He is the Chairman of the Department of Surgery at Midwestern
University, Chicago College of Osteopathic Medicine and holds a faculty
position at Rush University as an Assistant Professor of Surgery. He is board
certified in general surgery and critical care. Dr. Dennis actively engages in
both clinical and laboratory research, most recently publishing several studies
on electronic control devices, including the TASER.

Dr. Dennis has been a part of law enforcement and EMS for more than twenty
years. In addition to his clinical and academic roles, he is a sworn law
enforcement officer and the team surgeon and TEMS provider for the Northern
Illinois Police Alarm System Emergency Services Team (NIPAS EST).
