opportunity to achieve sustainable growth and diversity
for the region.
Toowoomba and the wider Surat Basin is a regional centre that is
continuing to experience high growth and increased investment

successful industries. TSBE remains committed to fostering and
facilitating the sustainable growth and development of our region. As
such, TSBE wholeheartedly supports the local business community
by being an information centre, advocacy agent for key infrastructure
issues and providing vital services to local businesses.
The Development Status Report is updated bi-annually to equip readers

Development Status Report
November 2014
Executive Summary
The succeeding Development Status Report for the Toowoomba region highlights
the significant levels of investment within the area. The projects listed within this
publication are categorised into four difference phases of development:
•
•
•
•
Projects Underway
Projects Approved and Awaiting Commencement
Projects Proposed
Projects Recently Completed
Due to the nature of the document, some information has been excluded and this
must be acknowledged as a limitation of this report. This information relates to
developments where commercial-in-confidence arrangements still currently exist or
where information still has public availability restrictions in place. These areas are
marked as ‘TBA’. The report also excludes the majority of developments under the $2
million construction cost threshold. These limiting factors must be taken into account
when reading this report.
Conservative findings show approximately $11 billion development spend in the
region. Included in this total is the $300 million spent building the long-anticipated
Brisbane West Wellcamp Airport and Business Park. The airport is now complete,
and commercial flights in and out of the region have commenced. Another large
infrastructure project is Interlink SQ, currently underway with Stage One due for
completion in 2015. In total, projects currently underway totalled more than $3.9 billion
and are expected to contribute significantly to development in the region. Awaiting
commencement is the approved QIC redevelopment of Grand Central and Gardentown
shopping centres, with the construction cost contributing $460 million to total
development spend. Additionally, $1.7 billion will be spent building the Toowoomba
Second Range Crossing, with construction beginning in 2015 and completion set
for 2018. Projects approved and awaiting commencement totalled $2.3 billion. Also
included in the total development spend figures are major proposed projects, including
the Melbourne to Brisbane Inland Rail Project and the new Bunnings, with these
figures totalling $4.1 billion.
The below chart demonstrates the report’s overall findings:
Development Spend Distribution (million)
Proposed - $4,057
22%
Underway - $3,967.3
39%
Projects Approved & Awaiting
Commencement - $2,251.5
39%
TSBE would like to thank the companies that contributed information to this document.
They are formally acknowledged at the end of the report. Any proponent with
information to be included in future editions can contact TSBE on (07) 4639 4600.

development spend
for our region
well in excess of
