(IDB), the Corporacion Andina de Fomento (CAF)
and the Fondo Financiero para el Desarrollo de la
Cuenca del Plata (Fonplata). Besides these
institutions, the Brazilian Development Bank
(BNDES).

“dialogue forum amongst the responsible
authorities of transport, energy and
communications infrastructure in the
twelve South American countries, their
objective is to promote the development
of the infrastructure under a regional
view, seeking the physical integration
amongst the countries.”
IIRSA OBJECTIVES
Since IIRSA website:

infrastructure in an integral and integrated
way
‡ Improve the competitiveness and insertion
of South American economies at an
international level
‡ Promote social and economical growth of
South American countries.
ORGANIZATIONAL STRUCTURE

‡
Executive direction committee: Conformed by the
Transport or Public Works Ministers from the twelve countries
that integrate the initiative. They are the policies creator
organism and meet once a year.
Technical coordination committee: Conformed by the
international financing institutions (IDB, CAF, Fonplata). They are
the organism in charge of proposing to the countries the
alternatives for integration and financing.
Technical executive groups: Integrated by institutions of the
States and the private sector of each country. Their function is to
design and propose the national strategies and projects that make
up IIRSA.

GROUP 1 OF PROJECTS
Venezuela - Brazil Interconnection
Strategic Function:
To develop strong economic sectors such as the heavy
industry, durable goods, mining and jewelry,
agribusiness and tourism (both ecological and
Caribbean types), using as a starting point the
existing paved road between Caracas and Manaos and
the transmission line between Guri and Boa Vista.
To connect Manaos with the South of Venezuela.
Anchor Project:
Caracas - Manaus (existing road requiring
rehabilitation) (BR-VE)

1. Caracas-Manaus (Existing road requiring rehabilitation)
2. Extension of Guri-Boa Vista current transmission line
3. Negro River Waterway up to the border with Venezuela
4. Optic-Fiber Lines or Other Suitable Technology to
connect Caracas with the north of Brazil
5. Caracas-Manaus (Existing road requiring rehabilitation)
6. Deep Water Port in the northeast of the Caribbean Coast
of Venezuela or reconditioning of existing Guanta Port.
7. Extension Guri-Boa Vista current transmission line
8. Optic-Fiber Lines or other suitable technology to connect
Caracas with the north of Brazil
9. Railway connecting the deep water Port or Guanta Port
with Guayana City.
10. Second Bimodal Bridge over the Orinoco River
