Summer Days at Fritwell School
By the time you read this we will have broken up from school
after another very enjoyable academic year and hopefully, will
be enjoying the summer sunshine.
The Pop In - Bicester
The Pop-In is situated by the Bus Stops in
Manorsfield Road, Bicester.
We are open Monday-Friday 10am-12 noon
for Tea, Coffee etc. for reasonable prices.
Over 60s are very welcome to join us.
It’s incredible what goes on behind the scenes in a school
during the holidays. Walls have to be washed and new
displays put up; classrooms have to be deep cleaned. Window
cleaners have to be organised-and our windows are really high,
fences have to be mended and painted, and the grounds have
to be maintained. It takes a lot of forethought by Val in the
office and Bill and Di Lake (our caretaker and cleaner) to
organise all the people who might be visiting and to get
everything done around the teachers’ holidays.

The teachers themselves will have to name books and drawers,
put up displays (after the cleaning has been done), prepare
lessons and swot up on their new class. I’m really lucky to have
such a dedicated staff, who are always fully prepared for the
beginning of the new term.

We finished our term with a Presentation Evening for our Year
6s. After enjoying their talents and the presentation of the cups,
we shared a buffet with the children, parents and governors. It
was a truly lovely evening and one that I hope we repeat next
year.

Having just returned from a holiday in Cornwall I just had to mention
the beauty of the hedgerows down there. We were near Lands End
and of course the Spring flowers were at their very best. The
variety and colours were breath-taking and it really made me think
about the state of our Oxfordshire verges. Naturally the Cornish
lanes have very high embankments on each side of their roads and
these are full of bluebells, red, white and pink campion, even wild
purple gladioli which is amazing. We presumed these tall
embankments, often reinforced with beautiful stonework, were to
protect from the savage prevailing westerly winds and it was
extremely windy whilst we were there. These winds, unusually,
were really cold, especially in the evenings which surprised us.

As I’ve said before this cohort of children were great
ambassadors for our school and if we could have given them all
an award, we would have done.
One day we were amazed to see 18 red kites circling in the sky
over the headland which is most unusual apparently and made the
local papers! Buzzards, of course, are frequently seen and heard.
We did a lot of walking, cycling, cliff climbing and swimming – cliff
climbing because to get to the beaches you had to get down the
cliffs via the tracks and down the rocks. Naturally whilst there we
kept hoping to see basking sharks (as we had done in the past), or
dolphins, but alas no luck this year; however we did see several
North Atlantic Grey Seals which was exciting and something to
remember.
Just one plea for next year! We are desperately looking for
someone to help with our Cycling Proficiency Programme. If
there’s anyone in the community who would be willing to give
up an afternoon a week to help train our Year 5 children to use
the roads safely, we’d love to hear from you.

The size of the farmers' fields is something else. Most fields are
much, much smaller than here in Oxfordshire with beautiful stone
walls and hedges bounding them full of wild life. It seems a shame,
somehow that our farmers are intent on enlarging our fields,
removing our hedgerows or flailing them to death rather than
preserving what will help to sustain our wildlife.
Wasps
If you have a wasps’ nest, you are welcome to borrow my
“Wasp Lance”. It reaches 20ft or more and puffs wasp killing
powder through a nozzle. Only one application is usually
necessary.
No charge, but a donation to the church would be welcome.

Now it is back to the old routine and getting into the swing of daily
cycle rides and so on! And on a happier note, have you seen the
beautiful blue, wild Sylvaticum geranium now appearing with
Mallow, Rose Bay Willow Herb, glorious sky blue Scabious and that
pretty little white, pink or pink and white striped Columbine at the
road edges, not to mention the brilliant dark purple Knapweed?
You'd pay a fortune for one of those in a Garden Centre!

CHURCH NEWS
Dear friends,
As many of you will know by now we are holding a confirmation service on 25th October 2015 at St.
James’ Somerton. Anyone who lives in the Benefice (Ardley, the Heyfords, Fritwell, Somerton,
Souldern) is welcome to consider confirmation, and everyone is welcome to attend the service.
You won’t find the service of confirmation in the bible (baptism is the mark of Christian faith in the
bible), but over the centuries confirmation has developed as a way of marking maturity of faith for
older children and adults. It is the natural companion of infant baptism, celebrating the point where
the believer owns the faith that was pledged on their behalf by their parents and godparents.
It’s not too late to consider being confirmed this year, or starting the journey of faith that may lead to
confirmation in the future.
Confirmation marks the point in the Christian journey at which you affirm for yourself the faith into
which you have been baptized and your intention to live a life of committed discipleship. This
affirmation is confirmed through prayer and the laying on of hands by the confirming bishop. The Church also asks God to give you
power through the Holy Spirit to enable you to live in the way of Jesus. Your confirmation will be led by the bishop (The bishop of
Dorchester, Colin Fletcher). There will be a rehearsal before the confirmation service so that you understand everything that happens in
the service. We will make sure you know where to sit and when you need to move. Some parts of the service will be for the whole
congregation to join in; some will be for just you and the other confirmation candidates to say.
Most of the confirmation service will normally take place at the front of the church, but for the renewal of baptism promises, candidates
will be asked by the bishop to gather around the font. The bishop will speak to every candidate by name saying:
(name), God has called you by name and made you his own. He then lays his hand of the head of each saying: Confirm, O Lord, your
servant with your Holy Spirit.
The Church of England has two authorized confirmation services. One is taken from the 1662 Book of Common Prayer and is in 17th
century English. Most confirmations use a service in contemporary English, taken from Common Worship (2000).
When you were baptized as a child, your parents and godparents were asked to declare publicly on your behalf that they believed in
God and that they would bring you up to follow Jesus. They were asked to answer, on your behalf, that you had decided to turn away
from everything which is evil or sinful and instead to turn towards Christ. At confirmation, you will renew these decisions and
promises.
The declarations made by you will be made in front of the church congregation; the local Christian community will promise to support
you and pray for you.
The bishop will make the sign of the cross on your forehead with oil. This is a sign of the outpouring of God's Holy Spirit. It is like an
invisible badge to show that Christians are united with Christ and must not be ashamed to stand up for their faith in him.
At Baptism, godparents stood alongside your parents to make the same promises on behalf of the child being baptized. As you prepare
for confirmation you will be asked if you would like a sponsor to stand with you as a symbol of their journeying with you in faith.
Usually this is someone who has previously been confirmed. It may be one of the people who has prepared you for confirmation or it
may be a good friend, a fellow churchgoer, a relative, or a godparent.
It is normal for Confirmation to be followed straight away by Holy Communion. This will be a very special occasion for those taking
communion for the first time.
Confirmation is not the end of the journey of faith. There is always more to learn as we walk with God and one another. In our Benefice
we offer a variety of services, study groups and activities which provide space to grow. Please visit our website or pick up a pew sheet
from church to see what is going on.
The apostle Paul sums up the Christian life in these verses from Colossians (3:12-17):
‘Therefore, as God’s chosen people, holy and dearly loved, clothe yourselves with compassion, kindness, humility, gentleness and
patience. Bear with each other and forgive one another if any of you has a grievance against someone. Forgive as the Lord forgave you.
And over all these virtues put on love, which binds them all together in perfect unity. Let the peace of Christ rule in your hearts, since
as members of one body you were called to peace. And be thankful. Let the message of Christ dwell among you richly as you teach and
admonish one another with all wisdom through psalms, hymns, and songs from the Spirit, singing to God with gratitude in your hearts.
And whatever you do, whether in word or deed, do it all in the name of the Lord Jesus, giving thanks to God the Father through him.’

as a memorial to Rodney Allan which will cover a diverse range
of music. Currently some of our rehearsals are being taken by
Judith Sheridan who is a classically trained soprano and vocal
coach with over 25 year’s experience teaching and performing

Notes from St Olave’s
At St Olave’s we have been enjoying our usual rotation of
different services, at which we have been delighted to welcome
old friends and new. We have also continued to run Messy
Church, every second Sunday of the month at 4-5.30 in St
Olave’s – a time of craft, food and celebration. We have been
amazed by the creativity of the children, who have produced
some really stunning crafts! Everyone is welcome to this, and
there is no need to book – please just come along.

Our Fathers’ Day service was a particularly special event for us,
and we were delighted to welcome a special guest preacher,
Rev. Gill Nichols, from the television series “An Island Parish”.
We also listened in awe to a stunning poem from a talented
young member of the congregation, about how much she loves
her dad. We all enjoyed the lovely homemade cakes after the
service – thanks to everyone who contributed. And the
children enjoyed making beautiful personalised keyrings for
their dads, (and mums, grandads, teachers etc).
All ages are welcome for a time of craft, stories,
celebration and food. Children need to bring an
adult!
We were pleased to welcome the school for a very special and
beautiful service at the end of term. The leavers all received
their gifts of Bibles, and we would like to wish them all the best
in their new bright futures.

take place on August Bank Holiday Monday – please look out

Souldern Chapel 146th Anniversary
Fritwell Wesleyan Reform Church

On Sunday 21 June, Souldern Chapel and Sunday School
celebrated their 146th Anniversary with guest preacher Pastor
Andy Wilcock from Sheffield.
Last month we celebrated our Church Anniversary. Although
it was a miserable wet day on the day of our sale, we were
uplifted by the number of people who turned out to support
us. We raised just over £1250 altogether. Most of the money
was raised by Don who sells his plants, vegetables and
flowers during the year. A big thank you to him, look out for
his table outside his house at the end of North Street as he
has already started raising funds for next year. May I say
thank you to all who supported us over the weekend – giving
things to sell, buying, helping on the stalls, and attending the
service on the Sunday. We were privileged to welcome Rev
Stephen Griffiths into our pulpit and it was good to share
fellowship after the service over a cup of tea.
In the afternoon the chapel was almost full as the Sunday
School children celebrated with flowers, songs, recitations and
musical solos. The eight pupils, Matthew Carlisle, Lydia
Glennon, Scott Jones, Sophia Large, William and Sophie
Noble, and Imogen and Ned Curry had worked hard to prepare
and they gave an impressive performance. The Sunday School
is led by Mrs Audrey Westbury who has been the teacher for
the past 73 years (half of the total 146 years) and before that
was a pupil herself for 10 years! She was thanked for her
continued hard work and given flowers and a card by the
children.
We were sorry to hear that June was taken into hospital and
our prayers are for her to make a speedy recovery and for her
to be able to worship with us again. We are also thinking of
Allan and Iris, following the death of Donna, and assure them
of our prayers.
The service was followed by a fantastic tea served in the school
room and grateful thanks go to all those who contributed to the
lovely spread of food. The flowers were taken to elderly and
unwell people who were unable to attend the service.
We are now looking forward to celebrating our Harvest
Festival in September.
The Chapel evening celebration, led by Pastor Wilcock was
also well attended and followed by yet more food.
In October all our services will be held at 10.30 am
Thank you to everyone who came to celebrate this special day.
We hope to see you again soon.

The Cats' Protection Open Day on Saturday 6 June in the
garden of Sheila Mason was a great success raising an
amazing £926. This is probably the best ever result.
49ERS CLUB As usual we are always on the look out for folk

ERROR IN JULY'S ISSUE An error was made in the last issue
of the 3Ps and I apologise if the entry under 'New Residents
and Subscribers' has upset anyone. The Harris Family, in fact,
left this Village many moons ago and were certainly not new
residents at all. It was whilst searching my desk for copy to
send to the Editor for July's issue that I came across a slip
giving the Harris details and assumed, wrongly as it turned out,
that this was a recent contribution for inclusion. It was, in fact,
information I had failed to destroy having sent it off long ago. I
do apologise for this mistake and hope that it has not caused
anyone to be concerned or upset. Madeleine Gilpin
PUMPKINS PLEASE get in touch with Louise Gardner about
PUMPKINS because if no one offers their help it will be gone
forever. It closed in July. What a terrible shame for all our up
and coming teeny tinies. Surely someone, or some people if
they want to share the help, can come to the rescue. Come on.

HARVEST SUPPER AND SERVICE St. Mary's A-w-F will be
holding its Harvest Supper on Saturday, 3rd October with the
Harvest Service on Sunday 4th October. Do keep your eyes
open for information on where to obtain tickets for the Supper,
which Jenni Carr and friends will be organising.
VIRIDOR LIAISON MEETING: This was on 8/7/15. Attendees
were 17. Tribute made to Hazel Watt for her stalwart work at
meetings with condolences expressed. Matters covered were
signage, on site contractors for Cells F1 and E5 at old Landfill
Site, soil importation for restoration, negotiations with Bicester
to use produced gases from incinerator, concerns raised over
closure of amenity area for re-cycling facilities in 2017 and
presentation of paper on waste strategy to Government
Cabinet with decision brought back to us. Waste tonnage
debated, visitor numbers to plant given, Viridor student training
courses reported. Lorry fire in June with successful handling
reported, also Duke of Gloucester's visit 11.6.15. Continued
concerns over flying plastic litter from lorries and Viridor's
monitoring of this reported. EAgency informed Meeting that
details on 'real time' monitoring can be supplied. Rod Lerwell
emphasised Plant very stable. External lighting changes and
Viridor's intentions to investigate improving internal lighting,
reported. A letter to local resident about this and also about
raising land levels to conceal Development prior to tree planting
to be sent. Light pollution trials to be undertaken with onset of
darker nights. 30/6/15 old landfill site closed with restoration
scheduled for 21 December 2019. Danger from bottom ash
handling raised concerns especially with lorry movements of
this to Dewars Farm. DEFRA stipulates lorries MUST be
covered to avoid dust danger. Viridor stated this processed
first at Plant. Standard Rules Permit obtained by Smiths for
ash with risk assessment done there. Martin Brown of Smiths
to attend next Liaison Meeting. Lorry early arrival at site
covered. Meeting informed funding/grants still available for
small projects. LCF Tax Credit scheme closing down in 3
years' time. Help from Viridor with form-filling offered on Project
Applications. For site tours contact on line. Groups of 10 to 20
preferred. Tree planting by railway line to cover Bucknell's
viewpoint reported, with land to be raised first. New website

MACMILLAN FUND RAISER on Saturday 6 June Renee
Barber hosted another of her fabulous events in aid of
Macmillan Nurses. As usual it was a most successful occasion
and an amazing total of £1000 was raised. Two charming
letters have been received from Macmillan in which they
rightfully praise Renee for her amazing efforts on their behalf
having raised £7,347.26 over the years. £1000 pays for a
Macmillan nurse for 272 hours or a Macmillan Specialist Nurse
for 40 hours. A wonderful achievement. The Charity supports
sufferers and their families helping them to receive essential
medical, practical and emotional care as they believe no one
should face cancer alone. Renee remembers her sister and her
dear friend Pat Gilbert Smith with these events. On this
occasion her great grandson, Sebastian, had made fantastic
Minion cakes for sale which were delicious.
AFECT NEWS At the A-w-F Parish Council Meeting held on
19th May it was agreed that enquiries would be made into the
Lease on the Quarry Field so that AFECT's suggestions about
putting seating there, a cross path over the field for walkers,
nest boxes in the Wood and finally communication with OCC
about procedures with the Footpath from Fewcott to Fritwell
were discussed. As it was also the AGM of the PC AFECT
updated the Meeting on AFECT's year's activities. Mike Stokes
has been monitoring the new plantation of trees which are
coping with the dry conditions, at present, with only three
failures so far, although some sleeves have once again been
removed and replaced. Contact has been made with OCC
about the Footpath with OCC agreeing the scheme in principle,
allowing AFECT to seek contractors for the work. Once a
reasonable specification is obtained OCC will be contacted
again for formal approval, which is not guaranteed at the
moment but providing a reasonable Report is made by AFECT
a final decision will be made then.

HAZEL WATT (1935-2015)

It is with great sorrow we report Hazel’s death on June 21.
Many of us will know Hazel from her fantastic work on behalf
of this area on the incinerator protests, enquiries and
demonstrations, together with her work for Bucknell, fighting
Thames Water on the leachate leaking into their water system,
and her work on the Viridor Liaison Committee. She was a
very active Parish Councillor for Bucknell with her erudite and
pithy, as well as humour-filled comments and advice. One of
the last emails she sent read 'Success is not final, failure is not
fatal; it is the courage to continue that counts!' Well that is
certainly a great tribute to Hazel who was courageous to the
end, even thinking of such small details as making sure things
she had borrowed were returned to their owners, at a time
when she was in the greatest pain.
This year, why not book the hall for your party!

A celebration of her life took place on Friday July 10 at Lower
Farm, Bucknell, attended by huge numbers of relations,
friends and neighbours. Hazel had wished everyone to be
dressed both informally and colourfully, and they certainly
were. It was a beautiful sunny day and the celebration was full
of laughter and memories, music and poetry. It was one to
remember a lady who was a 'tough old bird who supported the
underdog' as one eulogy pronounced. Hazel's working life
began after she had won a scholarship to University in
Montreal, Canada graduating as a geologist and taking up a
post at Phillips, North Canada.
Challenging times led to her teaching in Dudley, UK, a tough,
deprived area of the Midlands, working at Brockmore
Secondary Modern School. One anecdote mentioned a breakin where most of the school was severely vandalised EXCEPT
Hazel's class, which puzzled the Head Teacher but which said
a lot about Hazel's teaching (and must have provided a clue
as to the perpetrators—Ed.) Hazel ended her career as
Deputy Head of the 6th Form at Wheatley School where her
insights made her invaluable to her pupils and the staff.

Ardley & Fewcott Gardening Club
The Annual Membership of £5 is now due.
At the recent AGM Maureen Hamilton and Jean McGarry were reelected and agreed to serve one more year on the committee as
Chairman and Secretary. Eileen Binns was also re-elected. New
committee elected are Ian Turner, Elaine Greenwood and Jean Bird.
Many thanks to the retiring committee, Don Barker, Sue Howkins and
Jenny Price for their help, contribution and time given over these past
years.
A friend summed up her character in a list of over 20 attributes
which were the exact thoughts of us all as we remembered
with great affection a loving, thoughtful brave and amusing
Hazel. Our thoughts and sympathies go to her relations,
friends and neighbours.
Regrettably we have to cancel the autumn show this year, but we will
be back! It is hoped that we will have a subcommittee in place for next
year. If you would like to be part of the show committee please let it be
known, we are looking into holding a spring show early April, watch this
space!

Fritwell Forget Me Nots
The trip on July 14th was to Cotswold Woollen Weavers, in the
idyllic setting of the tranquil village of Filkins. Following an
informative talk, members were free to browse the goods on
display and walk around the village. The visit was completed
with a cream tea.

checked out, he had his arm injury
dressed, and he is OK.
The trip on 11th August is a 2 hour river trip leaving and
returning to Windsor. Members are advised to take a picnic.
The boat is licensed and soft and hot drinks will be available to
purchase. The cost of this trip for members is £14.50. Should
there be any spare seats available the cost will be £19.50 for
non members.
The coach will leave Souldern at 11.00 a.m. and pick up as
normal at designated stops.

IMPORTANT INFORMATION FROM THE PAROCHIAL
CHURCH COUNCIL
FRITWELL PARISH COUNCIL
A Parish Council Meeting was held on Monday 13 th July
2015 in the Village Hall.
The PCC has been informed that the Oxford Diocesan Board of
Finance proposes to sell part of the Fritwell Glebe Land that
stretches from behind Town End Cottage (at the crossroads) to
close to the motorway bridge on the Brackley Road. This
follows from the advice to the Glebe and Buildings Department
from its planning consultants to work with Cherwell District
Council (CDC) with a view to selling the land.
Cherwell Local Plan: District Councillor Mike Kerford-Byrnes
gave an update on the Local Plan and issues related to
planning over the next five years, explaining that most of the
houses required to be built in Category A villages like Fritwell
had already been approved and in some cases, built. A further
250 homes were still required in Category A villages in the
Cherwell District, although additional developments could be
considered sometime in the future.
Election of Officers: Jeremy Rooth was elected Vice Chair.
Other responsibilities for issues such as winter salt spreading,
footpaths, the Emergency Plan and the Cemetery were shared
between Parish Councillors.
Verges in North Street: Following some very insightful
communications from residents, it was agreed to approach
Oxfordshire County Council to enquire about the feasibility of
traffic calming measures.
Village Gates: These have recently been repainted and now
look splendid. Huge thanks to Bernie and Sue Girling for an
excellent job.
Pond: Negotiations are ongoing with a contractor and local
farmers to arrange for silt to be dredged from the pond and
spread on nearby farmland after harvest.
Mobile Library: Please note the recent changes to the Mobile
Library timetable. The van will now stop only in Mays Close on
alternate Wednesdays between 11.00 – 11.30am., starting on
8th July 2015.
Allotments: If any residents are interested in allotment rental,
please notify a member of the Parish Council so that interest
can be gauged.
Parish Projects: The new Parish Council are keen to enhance
a sense of community by seeking the ideas of residents for
projects that would improve and enrich the lives of all those
connected to Fritwell. If anyone has any suggestions, please
pass them to one of the Councillors.
Volunteer Register: The Parish Council would like to make a
list of those who might be willing to use their skills and
expertise for the benefit of other residents from time to time.
Such skills might include helping with snow clearance, visiting
housebound folk, minor repair jobs and generally being a good
neighbour. If you are willing to volunteer in this way, please
contact the Clerk. Thank you.
Sewage works: We have just been informed by Anglian Water
that they need to install a new processing plant at the sewage
works on Raghouse Lane. This means that the sewage works
will need to be emptied by tanker every couple of days for at
least a month after the plant has been installed. Anglian Water
have been asked to keep tanker journeys between the hours of
10 am - 2 pm, thus avoiding school times.
It may be that CDC decline to grant planning permission in line
with the Local Plan, in which case negotiations would cease.
However, if CDC does grant permission, and if a developer can
be found, it would mean houses being built on the land in the
future (probably 8-10 years). This is unlikely to prevent
development of already identified sites in the village but
covenants can be placed on the land to ensure that normal
council guidelines on proportions of affordable housing and first
time buyer housing could be exceeded. Money raised from the
sale of the land will go into an investment fund which pays for,
among other things, the cost of the ministry in the Diocese.
This is a matter that could affect (for good or bad)
everyone in the village, so the PCC (which has the sole
right to make any objections) wants to consult local
opinion as widely as possible. It has therefore asked for
the consultation period to be extended to the end of Aug,
which will give everyone a chance to make their views
known to the PCC. All representations will then be taken
into account when commenting on the proposal to the
Director of Glebe and Buildings.

Souldern Solstice: Despite the weather this was a hugely
successful event and the Council thanked Ian Gray and
his team for all their hard work in organising the event.
Potholes: The majority of these have now been filled
Parking: This is still an issue. There has been no progress
with the marking of a disabled space in the High Street.

Dog Litter Bins: There is now a 3rd bin insitu in Church
Lane.
Speeding: After some discussion It was felt that the
main culprits are people from within the village and that
it is mainly a question of attitude. it was agreed that the
Council should speak to the Community Officer about
the problem and Cllr Fatemian will chase up the
provision of the black box that was promised last year.
Playing Field Bins: These are not being emptied because
they are often overflowing. Regulations as to whether a
bin has to be supplied to be looked into. If not it will be
removed and a sign put up asking that all rubbish should
be taken home.
Playground: The annual Rospa inspection will be on
Friday 24th July and Tania Noble will attend. A new
basketball net has been ordered and the next working
party will be on 12th September.
Nancy Bowles Wood: A new bench has now been
installed and the original 2 benches and picnic table
have been repainted. The pathway, especially round the
entrance to the wood is very overgrown and
responsibility for the upkeep of this (landowner or
highways)is to be established so that regular cutting can
be maintained.
Football Club: The Chairman of the club, Colin Lester,
was present at the meeting and gave an update on what
is happening. The new season starts on 5th September
and the club are very keen to find new players especially
if they have a village connection. It is planned to do a
leaflet drop round the village. They are also looking for
sponsorship for a new team strip and a line marker.
Planning Matters: Leycroft Barn still pending; Beech
House tree works – No objections were raised; Cooption of New Councillor: As Dara Masterson-Jones is
no longer moving it was resolved to co-opt her back on
to the Council at the next meeting.
Wall & Hedgerow running from Court House to the
pond: Full repair works are now underway. Drivers are
asked to please take particular care in this area.
Playing Field Wall & Shed: The state of the wall along
the south side of the playing field is now in a very
precarious state in places and quotes are being sought
for the repair work
Next meeting: There next will be a planning meeting on
Wednesday 12th August followed by an ordinary
meeting on Thursday 17th September. Both meetings

Thames Valley Police Update from PC Brown
Councillor Calling
Since June a van was broken into in Ardley and a quantity of
tools stolen, a vehicle had its wing mirror removed and
damaged whilst parked in North Street, Fritwell. A male was
arrested for driving under the influence of drink/drugs on
Somerton Road, Ardley. Number plates were stolen from a
vehicle parked on The Crossway, Ardley.
It’s been another Planning month. While I realise some get fed
up with this topic, managing the surroundings in which we all
live is perhaps the most important and certainly the most longlasting thing that Cherwell does. Epitomising this is the Local
Plan, which aims to direct housing, employment and
infrastructure until 2031 – it’s both hugely important and a
dreary saga!
We are seeing agricultural plant being stolen particularly on the
Thames Valley Police border into Buckinghamshire. Two
tractors were stolen just on the Oxon borders with Bucks in
Thame and Watlington in April and June respectively. Please
report any suspicious activity and be extra vigilant.
When I was first elected, now an unbelievable thirteen years
ago, Cherwell was in the throes of updating the 1996 Local
Plan. Huge rows raged about Cherwell Heights (now being built
as Longford Park on your right as you enter Banbury) and
Bicester airfield (now not being built but conserved for uses
compatible with its heritage), which slowed down decision
making until it was overtaken by changes in Government policy.
Out and about
The team conducted joint visits to licensed premises to offer
advice to landlords on how to combat drug use in the toilets.
This was a result of drug swabbing that had taken place a
couple of months previously. On 10th June members of the
team assisted with a cross border operation with neighbouring
areas by conducting Automatic Number Plate Recognition
(ANPR) checks. Several stop checks took place and
intelligence gathered. On 13th June the team attended Launton
Church Fete and Candleford Beer Festival in Fringford to offer
bike marking, crime reduction advice and give residents the
opportunity to engage with us and raise any concerns they may
have within the area. On 17th June the team attended a visit to
Brownies at Steeple Aston to provide information and
assistance in obtaining one of their badges. On the 20th and
21st June officers also attended the FlyWheel event at Bicester
Heritage to give attendees an opportunity to engage with police
and for local residents to raise any concerns they may have in
the area that they live.
First there had to be a County structure plan to coordinate
development. Then this was binned for a South East Regional
Plan, with greater housing numbers, which was then overruled
by Secretary of State John Prescott to include even more
building. Next the whole process was changed so we had to
scrap all progress so far and start again. Then the South East
Region was scrapped and policies were put into a National
Planning Policy Framework while housing numbers had to be
derived by councils (but not to be less than the – scrapped –
Region’s) so we undertook a detailed Housing Needs
Assessment. Alongside all this were repeated consultation
exercises (which, naturally, wound up those adversely affected
by potential development) and – at last! – a Local Plan with all
boxes ticked, ready for the final hurdle of Inspection.
But, no! Even as the Inspector started, another dramatic hike in
housing numbers was imposed on us called the Strategic
Housing Market Assessment “SHMA”. More ludicrous than
even, this started from a notional number of jobs that might be
created in a future Oxfordshire and then calculated how to
house all the resultant notional workers – on such flimsy logic
your environment is trashed – and the Inspection was
suspended for the Plan to fit in thousands of extra houses.
Somehow, our officers achieved this and the resulting Plan has
been approved, with a bit of Inspectorial tinkering (depriving
Bicester of one of its last green spaces, sadly) and will be
approved by Council tomorrow.
Speed checks
The team have been out and about conducting speed checks
last month, PC Sullivan carried out 2 checks in Fringford where
1 ticket was issued and 7 warnings given. WPC Brown and
PCSO Kidd carried out a speed check in Blackthorn where 6
tickets were issued and 5 warnings given and also a further
check in Middleton Stoney where 4 tickets and 6 warnings
given.
The recently set up community speedwatch group have been
out and about and conducted 2 checks with nobody found to be
speeding. We look forward to receiving updates from checks in
the near future.
Ghastly as you may think this all is, the alternative is worse! As
the law now stands, a Council without an approved Local Plan
and without a five year pipeline of houses (in Machiavellispeak, this actually means five years plus twenty percent, ie six
years, including catching up any shortfall, measured against the
new SHMA numbers which didn’t exist five years ago….) can
be ridden over rough shod by developers. With its current 5.1
years supply and this Local Plan, Cherwell may be able to at
least resist the worst ravages of developers, even though vast
swathes of our Oxfordshire will still be concreted over.
Summer crime prevention advice
Following some basic crime prevention advice can reduce your
chances of becoming a victim.
Ensure that all windows and doors in your home are locked
and secure – double lock UPVC doors using the keys.
Remove keys from reach of the letterbox – they can be fished
out and used to gain entry to your home.
Property mark your valuables to help identify them if they are
stolen.
Don’t advertise your home to burglars - Use timer switches to
make your home look occupied when you are out – a house left
in darkness shows no one is home.
Leaving windows and doors open in the warm weather gives
thieves an opportunity to enter your property. It only takes a
few seconds to grab your handbag through the kitchen door!
If you are in your garden ensure windows and doors out of view
are secure. Close windows even if you are just popping out for
a few minutes.
This was exemplified at this months Planning Appeal where I
supported Kirtlington parish, who are fighting an application
turned down by Cherwell for a housing estate of 95 units,
increasing their village by a quarter at a stroke. Without a Local
Plan and five year supply, any of our villages could face this
threat so it’s better to have a Local Plan bloated by thousands
of spuriously justified homes than no Plan and a chaotic free for
all – such are the choices your local representatives have to
make!
