RESOLUTION REQUESTING THE ASIA FOUNDATION THRU MR. EFREN N. BALAJADIA, DIRECTOR, BOOKS FOR
ASIA TO DONATE AVAILABLE BOOKS TO THE VARIOUS ELEMENTARY SCHOOLS IN KALIBO, AKLAN THAT WAS
DAMAGED BY FLASHFLOOD BROUGHT BY TYPHOON QUINTA
WHEREAS, the Municipality of Kalibo being the capital town and educational center of the Province of Aklan, envision an
economically-progressive community characterized by the influx of more goods and services, as well as accelerated developmental thrusts of
this municipality;
WHEREAS, on the evening of December 26, 2012 a strong flashflood caused by continuous heavy rains in the mountainous areas of
the Municipality of Libacao and Madalag, Province of Aklan brought by Typhoon Quinta rushed through the major streets, thoroughfares and
agricultural lands of Kalibo having overflown from the Aklan River which drastically affected the Municipality resulting to damage to properties,
livestocks, crops and other valuable belongings including books and other information technology equipments in various elementary schools in
Kalibo;
WHEREAS, this Elementary Schools engulfed by flashflood are in dire need of books to supplement the books being damaged by the
said flashflood;
WHEREAS, the ASIA FOUNDATION is a nonprofit, non-governmental organization committed to the development of a peaceful,
prosperous, just: and open Asia-Pacific region. It supports Asian initiatives to improve governance, law and civil society, empower women,
strengthen economic reform and development, and promote international relations. It has a network of seventeen (17) field offices and a proven
track record in Asia since 1954 and has been a leader in building human and international capacity throughout the Asia-Pacific, providing
thousands of scholarships, more than 40 million English-language books and countless opportunities for training, expert assistance, and effective
policy dialogues;
WHEREAS, BOOKS FOR ASIA puts one million brand-new books into the hands of students, educators, and local and national
leaders in eighteen (18) countries annually which empower future and current leaders with information because they know that an educated
population is better equipped to fight poverty, desease, injustice, and instability;
WHEREAS, the ASIA FOUNDATION thru Mr. Efren N. Balajadia, Director, BOOKS FOR ASIA has the necessary books for donation to
the needing educational institutions which end result will enhance the learning and thinking skills, and understanding of their pupils/students;
NOW THEREFORE, in view of the foregoing premises, upon motion made by Hon. Ariel O. Fernandez and Hon. Rodillo L. Policarpio,
duly seconded, be it RESOLVED as it is hereby RESOLVED to request the Asia Foundation thru Mr. Efren N. Balajadia, Director, Books for Asia
to donate available books to the various elementary schools in Kalibo, Aklan that was damaged by flashflood brought by Typhoon Quinta;
RESOLVED FINALLY, to furnish copy of this Resolution to Mr. Efren N. Balajadia, Director, Books for Asia, the Asia Foundation, 36
Lapu-Lapu Avenue, Magallanes Village, Makati City;

A RESOLUTION REQUESTING THE HONORABLE CARLITO S. MARQUEZ, GOVERNOR OF THE
PROVINCE OF AKLAN AND CHAIRMAN OF THE PROVINCIAL SCHOOL BOARD OF AKLAN, FOR
FINANCIAL ASSISTANCE FOR THE REHABILITATION OF ALL PUBLIC SCHOOLS AFTER FLOOD
WATERS BROUGHT BY TYPHOON “QUINTA” DESTROYED MOST OF ITS SUPPLIES, EQUIPMENT,
BOOKS AND OTHER REFERENCE MATERIALS
WHEREAS, when Typhoon “Quinta” with its floodwater overflowing the banks of the Aklan River hit the
Municipality of Kalibo in the Province of Aklan last December 26, 2012, the education sector particularly the
public schools with most of its school buildings at ground level and prone to flooding were inundated;
WHEREAS, when Typhoon “Quinta” hit the Municipality of Kalibo with its rushing floodwater engulfing
most of the town at 10:00 o’clock in the evening, there is little time for the community to salvage any of the
damaged materials and equipment nor to mitigate its effect and damages;
WHEREAS, these school materials, books and references and equipment play a vital role in educating
our school children and preparing them to life’s challenges. The acquisition and availability of these materials for
the school will help these school children go back to their studies and school activities;
WHEREAS, in the past several calamities that hit our beloved town, local government units and
non-government organizations, extended assistance to the education sector of Kalibo. Such aids paved the way
for the town’s recovery from such devastation and help mend the trauma suffered by the school children;
NOW THEREFORE, upon motion of Emmanuel Soviet Russia A. de la Cruz, and duly seconded, be it
RESOLVED as it is hereby resolved to request the Honorable Carlito S. Marquez, Governor of the Province of
Aklan and Chairman of the Provincial School Board of Aklan, for Financial Assistance for the rehabilitation of all
public schools after flood water brought by Typhoon “Quinta” destroyed most of its supplies, equipment, books
and other reference materials;
RESOLVED FINALLY, that copies of this resolution be given to Barangay Chairmen of all barangays of
Kalibo, Public School Heads and Principals of all public schools and Dr. Jessie Gomez, Superintendent of the
Department of Education;
DONE in the Municipal Hall of the Municipality of Kalibo, Aklan, Philippines this 10th day of January in the

RESOLUTION RESPECTFULLY REQUESTING HONORABLE SENATOR PILAR JULIANA “PIA”
S. CAYETANO FOR HER FINANCIAL ASSISTANCE IN THE AMOUNT OF TWO MILLION PESOS
(P 2,000,000.00) FROM HER CONGRESSIONAL INITIATIVE ALLOCATION FOR THE
UPGRADING/REHABILITATION OF MUNICIPAL HEALTH CENTER OF THE MUNICIPALITY OF
KALIBO, PROVINCE OF AKLAN
WHEREAS, the Municipality of Kalibo as the premier capital town of the Province of Aklan has evolved as the
business, trade, educational, medical and socio-economic activity center of the province and the entire Northern
Panay and bent forward to make effective and responsived the delivery of health services to the people;
WHEREAS, as the capital town, the Municipality of Kalibo is doing its best to effectively implement various
programs and projects geared towards the upliftment and betterment of its people. Along the line, this aspired
advancement is one need to give emphasis and reinvigorate the health services program of Kalibo to which the Kalibo
Municipal Health Office would be the focal point to consider being the center that houses programs and projects that
delivers basic health services to the people;
WHEREAS, said Office aims to translate the existing and almost dilapidated one storey building into a two
storey structure with upgraded medical facilities and laboratory equipments to cater the health care standard
requirements and services by giving more focus to the mostly needy and underprivileged constituents;
WHEREAS, the combined Internal Revenue Allotment (IRA) allocation from the National Government and
locally generated revenue is insufficient to cover the cost for the rehabilitation of a building prompting the LGU-Kalibo
to source out construction funds from National Government entities and individuals who in one way or the other could
provide the much needed financial assistance for the delivery of quality public services to the constituents;
WHEREAS, with the upgrading and rehabilitation of the Municipal Health Center of Kalibo, it can surely deliver
quality health services through the availability of upgraded medical equipment laboratory facilities to the populace of
Kalibo and other adjacent Municipalities with preference to patients from the locality who could not afford to pay the
cost of private clinics and hospitals;
NOW THEREFORE, in view of the foregoing premises, upon motion made by Hon. Nilda B. Tambong and
Hon. Arnaldo M. Tejada, duly seconded, be it RESOLVED as it is hereby RESOLVED to respectfully request
Honorable Senator Pilar Juliana “Pia” S. Cayetano for financial assistance in the amount of Two Million Pesos (P
2,000,000.00) from her Congressional Initiative Allocation for the upgrading/rehabilitation of Municipal Health Center of
the Municipality of Kalibo, Province of Aklan;

and services, trying its best to upgrade and rehabilitate all its municipal roads;
WHEREAS, the Local Government Unit of Kalibo on its strong resolve to provide a well-maintained
road network particularly on the urban growth center has given more focus on the improvement of various
dilapidated roads/streets to bolster socio-agri-tourism and economic activities of Kalibo as the premier
town and show window of the Province of Aklan;
WHEREAS, supportive of this development thrust, a considerable amount was allocated from the
20% IRA Development Fund and other local sources to initially fund the proposed project and is ready for
implementation this first quarter of 2013;
WHEREAS, much to the desire of the LGU-Kalibo to transforn such initiative and intervention into a
concrete reality, cannot be facilitated in just overtime considering the huge budgetary requirements
needed for the project amounting to more than Ten Million Pesos;
WHEREAS, considering the urgency of the need, the LGU-Kalibo deemed it necessary to request
assistance from outside sources and other funding institution;
NOW THEREFORE, in view of the forgoing premises, upon motion made by Hon. Ariel O.
Fernandez and Hon. Emmanuel Soviet Russia A. Dela Cruz, duly seconded, be it RESOLVED as it is
hereby RESOLVED to respectfully request Honorable Senator Francis Joseph “Chiz” Guevarra Escudero
for his financial assistance in the amount of Two Million Pesos (P 2,000,000.00) from his Congressional
Initiative Allocation for the concreting of D. Maagma Street, Poblacion, Kalibo, Aklan;

Panay is bent forward to make effective and responsive the delivery of various development programs and
services, trying its best to upgrade and rehabilitate all its municipal roads;
WHEREAS, the Local Government Unit of Kalibo on its strong resolve to provide a well-maintained
road network particularly on the urban growth center has given more focus on the improvement of various
dilapidated roads/streets to bolster socio-agri-tourism and economic activities of Kalibo as the premier
town and show window of the Province of Aklan;
WHEREAS, supportive of this development thrust, a considerable amount was allocated from the
20% IRA Development Fund and other local sources to initially fund the proposed project and is ready for
implementation this first quarter of 2013;
WHEREAS, however, much to the desire of the LGU-Kalibo to transform such initiative and
intervention into a concrete reality, the same cannot be facilitated in just overnight time considering the
huge budgetary requirements needed for the project amounting to more than Ten Million Pesos;
WHEREAS, considering the urgency of the need, the LGU-Kalibo deemed it necessary to request
assistance from outside sources and other funding institution;
NOW THEREFORE, in view of the forgoing premises, upon motion made by Hon. George L.
Quimpo and Hon. Peter Jene N. Lao, duly seconded, be it RESOLVED as it is hereby RESOLVED to
respectfully request Honorable Senator Vicente “Tito” Sotto III for his financial assistance in the amount of

WHEREAS, it is the mandate and primary duty of every Local Government Units to ensure and support public
safety, security and health as an element of general welfare and provide the necessary services needed especially
during occurrence of disaster and/or calamity;
WHEREAS, in the evening of December 26, 2012, a strong flash flood caused by continous heavy rains in the
mountainous areas of the Municipality of Libacao and Madalag brought by Typhoon Quinta rushed through the major
streets, thoroughfares and agricultural lands of Kalibo having overflown from the Aklan River which drastically affected
the Municipality resulting to damage to properties, livestocks, crops and other valuable belongings;
WHEREAS, along with this and in line with LGU – Kalibo’s thrust to provide safety and to safeguard the
general welfare of its constituency, it is the intent desire of the municipality to construct/rehabilitate the drainage along
the area at Federico O. Icamina Bliss Site which is one of the main outlet of the drainage system of the Municipality of
Kalibo;
WHEREAS, the construction/rehabilitation of the drainage system in the aforesaid area is a vital infrastructure
intervention which will serve to mitigate the impending threat of flooding during typhoons and continous heavy rains in
the municipality;
WHEREAS, considering the urgency of the need and with the meager resources of LGU-Kalibo to finance the
project, it is deemed necessary to request Honorable Senator Antonio F. Trillanes IV to give priority and extend
financial assistance to the above mentioned development project which is of great importance to public safety and
welfare;
NOW THEREFORE, in view of the foregoing premises, upon motion made by Hon. Rodillo L. Policarpio and
Hon. Ananias V. Solina, duly seconded be it RESOLVED as it is hereby RESOLVED to request Honorable Senator

WHEREAS, the Municipality of Kalibo, center of government, education, trade and commerce and
economic activity of the Province of Aklan was engulfed by flood water on the evening of December 26,
2012 when a strong flash flood caused by continuous heavy rains in the mountainous areas of the
Municipality of Libacao and Madalag brought by Typhoon Quinta rushed through the major streets,
throughfares and agricultural lands of Kalibo having overflown from the Aklan River which drastically
affected the municipality resulting to damage to properties, livestocks, crops and other valuable
belongings;
WHEREAS, after the aftermath of Typhoon Quinta, the town of Kalibo was left behind with debris,
rubbish and thick mud which is now the responsibility and obligation of the Local Government Unit of
Kalibo to do the cleaning, clearing and sanitation activities. Due to the accumulated huge volume of
rubbish, debris and thick mud, restoring cleanliness and sanitation of the surroundings of the municipality
seem an insurmountable task;
WHEREAS, in line with this, the Honorable Mayor William S. Lachica thru various Radio Stations in
Kalibo called for help and assistance for the cleaning and clearing of the town of Kalibo;
WHEREAS, the LGU-Kalibo has availed the overwhelming response, services and assistance
through bayanihan spirit, unity and cooperation from divergent sectors of the society. A spirit that will make
Kalibo free of rubbish and debris, and friendly to the environment;
WHEREAS, the people of the Municipality of Kalibo, thru the representation of Honorable Mayor
William S. Lachica, Honorable Vice Mayor Madeline A. Regalado and the Members of the Kalibo
Sangguniang Bayan deeply appreciate and recognized the concern, support and assistance of various
