December 2004 Vol. 35, No. 11 RON MATYSEK AND SAAD JASIM RECEIVE FIRST CHAIRMAN’S AWARD Two Chamber Vo l u n t e e r s w e r e recognized for t h e i r outstanding contributions to the Windsor & District Chamber of Saad Jasim, Don Marsh, Ron Commerce at Matysek the Chamber’s 128th Annual General meeting on November 7, 2004. Don Marsh, the Chair of the Board for the Chamber introduced Ron Matysek from the Bank of Montreal and Saad Jasim from the Windsor Utilities Commission to the audience and gave each a plaque of appreciation from the Chamber, recognizing their exceptional efforts to support the Chamber and the Community. “It has been my concept to initiate a ‘Chairman’s Award’ to acknowledge the volunteer and leadership efforts of certain individuals who have gone above and beyond in their support of our Chamber and our Community. We are indeed fortunate to have two such individuals here today” said Don Marsh. Ron Matysek was instrumental in the vision of the Business Excellence Awards Program years ago. He has also been the driving force on other Committees such as Roseland Rotary Club and Windsor Regional Hospital Long-Term Care Committee. At the Chamber, Ron has demonstrated his unquestionable leadership abilities to both the Business Excellence Awards Committee and the Small Business Committee, where he held the position of Vice-Chairman and Chairman. Dr. Saad Jasim was involved in many environmental committees and just this past September, hosted the 2004 – Pan American, International Ozone Association Group Conference in Windsor. Saad won the 1998 Professional of the Year award from our Chamber of Commerce, and continues to be involved with the Chamber. DECEMBER 2004 CHAMBER SPEAKS ON REGIONAL ECONOMIC DEVELOPMENT Essex, Ontario – On November 10, 2004 the Chamber urged all municipal governments in the region to make Economic Development a top priority, coincident with resolving the Border situation. Don Marsh, Chair of the Board for the Chamber spoke to the joint meeting of the City of Windsor and County of Essex Councils on behalf of the Chamber, stressing the importance of a regional approach to solving this emerging issue that transcends municipal boundaries. “Recognizing that economic factors have reshaped the market place, our Chamber has long identified the need to address the Economic Development model much more vigorously, to create conditions for a new regional Economic Development structure and to open the process for the business community to have its rightful place in enhancing the process,” said Marsh. The Chamber’s message on Economic Development was well received by the municipal dignitaries. There was recognition of the importance of engaging the business community when it comes to attracting new investments to the region. The Chamber sees the role of the business community as a fair and honest broker for the process. “There is an important role in the Economic Development area that our Business Community would be glad to embrace.” Marsh said in conclusion, “it is a leadership assist role, with responsibility to bring new investment to our region. A new, focused and reinvigorated Economic Development establishment led by a business driven Board of Directors could be the right incentive for the Business Community to take this active role.” To obtain a copy of the Chamber’s Presentation on Economic Development call Igor Siljanoski at 966-3696 ext.28 or visit our website at www.windsorchamber.org. 3 ONTARIO CHAMBER OF COMMERCE Canadians Deserve a Tax Break - Canadian Chamber Substantial tax relief could be offered by the federal government if it limited annual spending increases, further paid down the debt and became more efficient in delivering public services, today stated the Canadian Chamber of Commerce. The statement was made by the Canadian Chamber in its pre-budget submission to the House of Commons Standing Committee on Finance. To obtain the submission visit: http://chamber.ca/cmslib/general/P reBudget041103.pdf “There is no question that the federal government has made progress on the fiscal front in recent years, but it cannot be complacent in the face of global competition for attracting investment, skilled employees and businesses,” said Michael Murphy, Senior Vice-President, Policy, Canadian Chamber of Commerce The Canadian Chamber told the Committee that families earning between $25,000 and $35,000 annually need an income tax break because many of the public transfers they receive, such as child tax benefits, are clawed back as income rises. Easing the burden of personal taxes is the Canadian Chamber’s top priority for Budget 2005. As well, the Canadian Chamber called for a lower corporate tax rates to put Canada in an even stronger position to attract businesses. It noted that even after the significant reductions in the general corporate income tax rate in the past several years, Canada’s effective tax rates on capital (which incorporate income tax, capital tax, sales taxes on capital components and depreciation allowances) are well above those in the United States and many other countries. CANADIAN CHAMBER OF COMMERCE Acting on Key OCC Recommendations the Minister of Finance Delivers Fall Economic Statement Acting on Key OCC Recommendations the Minister of Finance Delivers Fall Economic Statement On November 4, 2004, The Honourable Greg Sorbara, MPP, Minister of Finance, delivered his government’s first economic statement since the May Budget. The Minister referenced the TD Financial Group Report, Ontario: The Land of Opportunity, - a report that was prepared specifically for last month’s Ontario Economic Summit. Specifically, the Minister remarked that the Report 4 states that the Ontario economy could be doing better and that the Government of Ontario agrees. He spoke about several different issues, but the Ontario Chamber of Commerce was pleased to hear about three specific initiatives the Minister addressed: 1. Labour Market Development 2. Northern Ontario Grow Bonds 3. Single Corporate Tax Collection System First, the Minister stated in his remarks to the Legislature that “the Ontario and federal governments will soon announce agreements on labour market services and immigration.” Secondly, as part of the government’s Northern Ontario Prosperity Plan, the Minister remarked that a Northern Ontario Grow Bonds pilot project has been initiated. Lastly, the Chamber has recommended to the Minister of Finance and to the Premier, that the Province should consider working with the federal government to streamline corporate tax collection. Business celebrated a victory on November 4, as the Premier announced plans to merge the federal and provincial tax collection and audit systems. The Minister reiterated this commitment in his speech to the Legislature. DECEMBER 2004 2003-2004 ANNUAL MEMBERSHIP SATISFACTION SURVEY RESULTS Kim Teron, Chair In May, the Membership Services and Development Committee completed its annual spring survey of our members. Your feedback each year helps us to improve the Chamber and its benefits. Overall, respondents are happy with the Chamber activities, but we noted that a number of respondents are not aware of all of the benefits available through the Chamber, such as the Affinity Programs. As a result of your feedback, your Chamber’s Membership Committee is committed to improving the communications of these programs. Watch for more information on the Affinity Programs throughout the next year. Kim Teron, Chair, Membership Development Committee Services and WILL MANDATORY RETIREMENT PROVISIONS BE RETIRED? C u r r e n t l y, workplaces in Ontario are allowed to h a v e provisions that require employees to retire at age 65 or older. Stephen C. Roberts The Ontario H u m a n Rights Code (O.H.R.C.) prohibits discrimination in employment on the basis of “age” but ”age” is defined to mean 18 years and older but less than 65. Therefore, employees who are forced to retire at age 65 do not have the right to complain that they are being discriminated against. Recently the Minister of Labour, Christopher Bentley, announced that the Ontario Government is “committed to ending mandatory retirement and giving Ontario workers the right to choose when they want to retire.” The Minister released a consultation paper entitled: “Providing Choice: A DECEMBER 2004 Consultation Paper on Ending Mandatory Retirement” which can be found on the Ministry’s web site: www.gov.on.ca/LAB/english/T. In addition, public consultations are being held this fall to get further input on this issue. During these consultations the Government is hoping to receive comments on issues such as Economic Impacts, Labour Market Issues, Employment Issues and Pensions and Benefits. Allowing workers to have the right to choose when they retire will have a significant impact on employers. For example, the Workplace Safety and Insurance Act provides that loss of earning (L.O.E.) benefits cease at age 65 and an employer’s re-employment obligations also cease at age 65. These provisions would then be discriminatory pursuant to the O.H.R.C. and would need to be changed. Therefore, workers L.O.E benefits and an employer’s re-employment obligations would potentially continue beyond age 65. Similar age limiting provision in collective agreements, pension and benefit plans could also be found to be discriminatory. Employers would be faced with the additional costs of funding the workplace insurance system and pension and benefit plans to ensure workers benefits and employment rights beyond age 65. In addition, employers would have continuing accommodation obligations for workers who were over 65 which could also have significant cost consequences. Stephen C. DECEMBER 2004 7 WINDSOR DISTRICT CHAMBER LAUNCHES SMALL BUSINESS WEEK, 2004 The Chamber took the lead to start Small Business Week on October 15. A special luncheon was held at the Caboto club to honor small business owners. A panel of distinguished speakers was put together comprising four previous winners of the Entrepreneur of the Year Award, namely, Ms. Ann Waters (Anne’s on the Avenue), Mr. Don Larkin (Windsor Collection Service of Windsor), Mr. Chris Ryan (Patrick O’Ryan’s), and Mr. Leo Deluca (Koolini’s). The topic that the panel addressed was “Tips for Succeeding in Running Your Business”. The talks of the speakers were well-received by the audience for they truly represented considerable wisdom and good business acumen; pure gold. To save space, only one point from each panelist will be outlined below: • Ann Waters advised small business owners to constantly reinvent themselves. This is very appropriate in today’s rapidly changing world. It is not wise to stick to what worked yesterday because it will be obsolete tomorrow. • Don Larkin emphasized that to succeed in a business, an owner must know the basics of the business: how to serve customers well, how to buy cheaper, how to control cost, and how to make money in this line of business. • Chris Ryan stressed that you don’t have to reinvent the wheel in order to succeed. Study successful businesses in different lines and different cities, adapt them and apply them to your business. • Leo Deluca strongly recommended that a key to success is to have a good business plan always. Sticking to your business plan is important, but it is also essential that you make the plan a living document by adjusting it to accommodate surprises. All in all, it was a very rich and rewarding event. Encouraged by this success, the Chamber is thinking about repeating this format periodically in order to pass on best practices from successful entrepreneurs to others who can benefit from them. CANADIAN BLOOD SERVICES RECOGNIZES THE CHAMBER Ottawa, Ontario – On November 8, 2004 the Canadian Blood services recognized the Windsor & District Chamber of Commerce for outstanding contribution to the country’s blood supply. Shakti Wadehra, long time member of the Board of Directors for the Chamber, received the award on behalf of the Chamber at a national celebration. The Chamber has supported Canadian Blood Services for many years as part of its annual Challenge Cup games. Shakti Wadehra receives award on behalf of the Chamber 8 Year-round, Canadian Blood Services receives many units of blood thanks to the Challenge Cup, particularly during summer months leading up to the final Challenge Cup Games day in September.
