MESSAGE
T
he Canadian Home Builders’ Association (CHBA) is the voice of the residential
construction industry in Canada, representing over 8,500 companies from coast
to coast. We are a 3-level Association – members join their local Home Builders’
Association and gain representation at the local, provincial and national level. Residential
construction impacts: 902,000 jobs, $51B in wages, $125B economic activity.
The Canadian Home Builders’ Association of British Columbia represents more than
1,600 members. The industry contributes over $18.2 billion in investment value to British
Columbia’s economy creating 133,700 jobs in new home construction, renovation, and
repair – one of the largest employers in British Columbia.
The Canadian Home Builders’ Association of the South Okanagan is one of nine
local home building associations located throughout the province. Our Association
strives to maintain the open and purposeful relationship we have built with all levels of
government to advocate on behalf of our members and homeowners alike. In addition,
our representatives are constantly working to reduce the end costs to the consumer
through government imposed fees.
Most people have dreams of owning their own homes… our membership hopes to make
that dream come true. Please use this directory as an ongoing reference and contact our

N
ew home builders participating in the EnerGuide* initiative work with an
energy advisor to develop energy efficiency upgrade packages that they can
offer you before construction of your house begins. After a house is completed
the energy advisor visits the home to verify that the energy efficiency upgrades were
included as planned. The homeowner is then provided with the evaluation report and
official label that shows the EnerGuide rating of the home.
An EnerGuide rating shows you, and future buyers, exactly how energy efficient your
home is at the time of construction. The rating is calculated based on standard operation
assumptions so that you can compare the performance of one house to another.
STEP 1 - REGISTRATION The builder must first register with Natural Resources Canada
(NRCan) by completing the EnerGuide Rating System (ERS) Initiative Enrolment Form.
STEP 2 - ENROLMENT OF HOME The Builder completes the ERS Home Enrolment Form for
each house they wish to enroll. Each house enrolled in the program will be charged the
enrolment fee and must have its own blower door test conducted in order to receive
the EnerGuide label.
STEP 3 - PLAN EVALUATION The builder chooses a Certified Energy Advisor (CEA) in their
area to perform the Plan Evaluations and fan testing. The Energy Advisor’s listed are
certified by CHBA BC to perform plan evaluations in BC.
STEP 4 – FINAL CERTIFICATION LABEL The completed files with all required information are
sent to Natural Resources Canada to register and approve file results. Once the home
rating is approved by NRCan, CHBA BC will issue an EnerGuide Rating System label
and a homeowner’s report to the builder for signing and forwarding to the homeowner.
The label should be prominently and permanently displayed as this is the proof of the
homes high energy efficiency standard. This label is backed by the Government of Canada
and it shows the consumer that a trusted, independent expert from the EnerGuide rating
system initiative has evaluated the home for energy efficiency.

Hiring a professional contractor
Y
ou want to work with a reputable contractor – one that treats you
fairly and honestly, puts their promises in writing, and backs up their
work. You should not deal with anyone who offers a special price if
you pay cash and nothing gets written down. A cash deal means a lot more
risk for you, and far less control over how your project turns out. And that’s
no deal at all.
How can you be sure everything is being done properly and above-board?
STEP 1: GET INFORMED
Knowledge can protect you from risks. Home renovation
and construction is a complex process. As a consumer, you need to know where you stand
and that your interests are protected. Don’t sign a contract unless you are satisfied that
it includes all the necessary information and fully represents what you have agreed to.
These items should be addressed in a written contract:
Building codes and permits. Most projects, even minor ones, require a building permit
and must adhere to code requirements. As the homeowner, you are responsible for
ensuring this happens. Your contractor can usually look after this on your behalf.
Insurance. Does your Homeowner’s Insurance cover construction-related risks?
Liens. Each province has requirements for holding back a portion of all payments to your
contractor for a set period of time. Doing this protects you from claims if the contractor
fails to pay suppliers and subcontractors.
Workers’ Compensation. Those employed to work on your property may require
coverage under provincial Workers’ Compensation programs. Without it, you could be
liable in the event of a workplace injury.
Warranties. Professional renovators provide a clear written warranty on their work.
Custom new home builders should provide a third-party new home warranty.

STEP 2: HIRE A PROFESSIONAL
Know who you’re dealing with. How can you find
a good professional contractor? Ask around. Some of the best recommendations come
from friends, family, co-workers and neighbours who have had positive experiences.
Other sources of information include:
• Home Builders’ or trade associations
• Building materials stores
• Utility companies
• Better Business Bureaus
How do you know they are on the level? Professionals provide the following, often as
part of your written contract:
✓ Full contract information, including name,
✓ Their government issued Business
address and phone number
Number or GST number, and proof of

STEP 3: GET CONTROL
Get it in Writing! Professional contractors always work
with a proper, written contract. A contract spells out a clear project plan and what you
and your contractor have agreed to. It is the best way to protect yourself and ensure
things go as planned – and a valuable part of what a professional contractor provides.
A written contract should include the following:

Obtain building permit if
required by municipality, or

Check with provincial
government about
applicable lien regulations
and requirements
Call insurance company
to ensure your coverage
includes construction-related
risks
Verify contractor’s business
liability insurance
Verify that required Workers’
Compensation coverage is in
place
Insist on a written contract
– don’t do business with
anyone who won’t provide
one
Read the contract details to
make certain it represents
what you have agreed to
Make sure the contract
includes a clear warranty
Sign it and have your
contractor sign it
Keep written receipts for all
payments
Get any changes to the
signed contract in writing
Follow up on any warranty
issues in a timely manner
