In the world
of child care
the statement,
“small is a
beautiful
thing,” is true
for many
things. Small
ideas form big
creations.
Small hearts
have big
feelings. Small
arms give big hugs. Small spaces house a world of
possibilities.
Fraser Child Care Center took on a construction project to
restructure classrooms. These smaller classrooms have
opened up new possibilities for the children. Walls were put
up and walls were taken down. Bright eyes watched the
construction crew paint walls purple, green and blue. Of
course, one little girl, wanted her classroom to be pink, ‘the
best color in the world!’ Every classroom is an animal from
the jungle. The children have fun sharing with parents and
grandparents, ‘I’m a Monkey,’ or ‘I’m a Zebra.’ Whether a
child is a monkey, a zebra, a parrot or a butterfly, all the
children have benefited from the changes. Staff have been
able to give more individualized attention to the children
which has led to more learning experiences and increased
self esteem. In smaller groups, the children have been more
cooperative, more verbal, and more responsive to the staff.
Negative attention seeking behaviors, such as throwing toys
and screaming have decreased. It is clear to see when
spending time in any of the fifteen classrooms that they are
fun places to be!

Fraser, Ltd. has taken small, yet significant steps to
achieve our goal of improving our Child Care Center.
“What would be best for the children?” was on our minds
when construction planning was taking place. The $300,000
construction goal has almost been met because of the
generosity of the Fargo-Moorhead community.
A New Option for Homeless Youth

Living in rural North Dakota, Jenny (not her real
name), 21, found herself in a relationship with an
abusive and controlling boyfriend. Unfortunately, this
was not unfamiliar territory for Jenny whose family
had a long history of violence and substance abuse.
Jenny was disconnected from positive peers and any
sense of safety. At the urging of a friend, Jenny took
a bus and fled to Fargo, ultimately to save her life.
Jenny would stay in shelters when there were beds
available or with new acquaintances she met on the
street. After experiencing homelessness for 1.5 years,
Jenny needed a new start and a renewed purpose. She
found Fraser, Ltd.’s Transitional Youth Services (TYS).
As a resident of the Transitional Living Program, Jenny
received housing, basic
needs items, clinical and
peer support, case
management and
independent living skill
resources. Within eight
weeks, Jenny was
working part time in
hotel services and taking

and threats to Jenny’s established plan popped up, but Jenny
had the safety net of Fraser, Ltd. and her expanding social
capital to protect her. Instead of giving up, each challenge
became more manageable. Jenny, now 24, lives in her own
apartment and is enjoying what she calls the most rewarding
part of her day, her role as a CNA at a local nursing home.
Jenny’s story represents the determination and drive that
many of the youth at Fraser, Ltd. possess and display when
they are given the opportunity to do so in a safe and
inclusive environment.
Empowering Youth
In order for youth to succeed they need to be reconnected
to and reengaged with education and employment systems
as well as build support networks. Transition age youth are
often too old for children’s services and yet not
developmentally ready for adult social services. It is crucial
to have services and programs that understand the unique
needs of the population. When basic needs like food,
adequate clothing, and a safe place to sleep are not
available, homeless youth will take their attention off of
independent living and focus on survival.
Fraser, Ltd.’s Transitional Youth Services started in 2009,
adding a new department to a stable and well rooted agency
with a long history of serving and supporting those in need.
Since its inception, Transitional Youth Services has been
working to achieve immediate support options and often life
saving strategies for providing basic needs items for
homeless youth and young adults. Program development is
happening daily as highly trained staff work to address the
intricate needs of this disenfranchised population.
Permanent Supportive Housing
Fraser, Ltd. is excited to be making great progress towards
what will become North Dakota’s first and only Permanent
Supportive Housing (PSH) option specifically tailored for
transition age youth. PSH will complete Fraser, Ltd.’s
continuum of care for homeless youth in the Fargo/
Moorhead community. Building on successful best practice
models already incorporated in Fraser, Ltd.’s Transitional
Youth Services programming, PSH will lease 21 single-unit
apartments and four family apartments to individuals 18-26
years old. Tenants will pay a portion of their income
towards rent, while still receiving the support of Fraser,
Ltd.’s Transitional Youth Services. Fraser, Ltd. will join the
community in celebrating the end of homelessness for each
tenant that moves in. What a great opportunity this would
have been for Jenny, and so many others that have found
themselves in similar situations.
