Correspondence from Miss Ramona Bresnahan, vocal music teacher on
sabbatical leave and making trip around the world, was read and filed.
A request from Mid-Village Civic Association that thought be given to
landscaping of the extreme ends of the property recently acquired adjacent
to the junior high school building, was read and filed, as was the reply from
the Superintendent that it is the policy of the school district to make every
effort to develop the school properties in an attractive manner.
The
suggestions contained in the Mid-Village Civic Association letter will, of
course, be borne in mind.
A petition signed by 167 residents of Princeton Road, Shepherd Street
and other streets adjacent to the Senior High School was presented to the
Board.

Dr. Cereste reported that he and Mr. Brengel, transportation coordinator,
had studied this request at the instruction of the Superintendent of Schools.
The results of this study indicated that:
a.
The distances from the Senior High School to the homes of
the students involved ranged from .8 mile to 1.2 miles.
b.
If this request were granted, it would be legally required
that the Board furnish equal transportation to students
living in other areas of the school district •

To grant the Birchwood request and to grant equal

transportation in other areas would require 7 additional
buses for Junior and Senior high school students at an
estimated cost of $35,000.
d.
Such increased transportation for high school pupils
would probably require an expansion of service to
elementary pupils at an undetermined cost.

The Board of Education will give further consideration to the petition at a
future meeting.
Attorney Brennan discussed with the Board the method of financing the
purchase and improvement of property on Burtis and Hillside Avenues.

possible to issue bond anticipation notes to
cover a portion or all the cost of acquisition, thus deferring the date of
sale of bonds.
On the other hand, it would be possible to sell the bonds
early enough so that the proceeds of the sale could be used for both purchase
and improvement costs.
It was agreed that advice should be sought as to
I
favorable sale dates by Attorney Brennan, Trustee Miller and President Ludlum
and the date of sale would be based upon the advices thus gained.
It was
pointed out that the maximum amortization period for the portion of the bonds
to be used for improvements 'is ten years, though the law would permit a
longer period for the portion to be used to cover purchase price.
It was
also pointed out that ten year bonds bring a more favorable interest rate
than long term bonds.
In view of these considerations, the Board decided that
the entire issue of $185,000 should be planned as ,a ten year issue.

not to exceed. $116,000, and the
improvement of such land as a playground and recre,iltion~ .area, at an

is hereby authorized. The total, estimated maximum cost of such objects
or purposes is $185,000.
Section 2. The plan of financing such
objects or purposes is by the issuance
of not exceeding $1135,000 serial bonds
of said School District, which are hereby authorized pursuant to the provisions of the Local Finlmce Law. Such
,bonds are to be payable from amounts
. which shall ann ua\Iy be levied on all
the taxable real property in. said School
District, and the faith and credit of said
Union Free School District No. 21 of
the Town of Hempstead, Nassau County, New York, are hereby pledged for
the payment of said bonds and the interest thereon.
Section 3. It is hereby determined that
the period of probable usefulness of
the aforesaid objects or purposes is at
least ten. yearS, pursuant to subdivisions 19 and 21 (a) of paragraph a of
Section 11.00 of the Local Finance Law.
Section 4. This resolution shall take
effect immediately.
The question of the adoption of the
foregoing resolution was duly put to
a vote on roll call, which resulted as
follows:

Section 1. In anticipation of the sale
and issuance of said $185,000 sprial
bonds of said School District, there
shall be issued bond anticipation notes
of said School District in an amount

amount of $185,000, and such power is
hereby delegated to tht' President of
the Board of Education, the chief fiscal
officer, but no such note or notes shall
be issued by said President of the
Board of Education unless he shall
hav" first filed with the Finance Board

District a certificate authorizing the issuance of such. note or notes, which

required by Section 30.00 of the Local
Finance Law, provided, however, that

said President of the Board of Educat.ion and shall be a public record. Said
note or notes shall be sold by the
Clerk of the School District at private
sale in accordance with the provisions
of the I~ocal Finance Law, at not less
than par and accrued interest, on such
terms as he shall deem for the best~
interests of said School District, and
such sale shall be evidenced by the execution of a certificate by such Clerk,
which certificate shall be properly dated
and signed and shaH be a public record.
Section 2. That the proceeds 'of said
note or notes shaH be used solely for

the proceeds of 'Sale of said $185,000
bonds may be expended, and said n'ote
or notes shall, be paid from the proceeds of the sale of said bonds or otherwise redeempd in the manner provided
by Section 23.00 of the Local Finance
