Foreword
Dear readers,
Berlin: High in Demand.
The forewords to our annual reports have been quite similar for a few years now – and
we are very happy about that. This is because the Berlin economy continues to expand
without interruption. In 2015 it not only saw economic growth rise and unemployment
fall, but also achieved another very important claim to fame: Berlin is the Number 1
startup city in Europe. In no other city have investors shown as much confidence and
provided as much capital to young entrepreneurs. In the past year, Berlin passed London
to reach the top spot, with investments totaling a solid EUR 1.4 billion in the first half
of 2015 – a record! Our numbers as a business development agency are also breaking
records: In our strongest year since the beginning of Berlin Partner, we can now report
that we have supported companies in 289 projects, created 6,650 jobs and invested
roughly EUR 723 million in Berlin.
What is driving this economic boom? It is a mixture of established businesses, science
and the startup scene. People's openness and creativity has created the lively startup
scene in Berlin – a metropolis that never gets old, constantly reinvents itself and gives
everyone space to test out ideas. Science, established businesses and young creative
entrepreneurs are constantly finding new ways to collaborate on the development of
products and technologies for the future. This effective mixture is like a magnet for international companies. In 2015 well-known brands and global corporations also chose
Berlin for the development of ground-breaking innovations. This is how we are expanding Berlin into a testing laboratory for the future issues of a growing global metropolis
step by step.
We would like to express our heartfelt thanks to the Berlin government for the good
collaboration in 2015, in particular the Senate Chancellery and the Senate Department
for Economics, Technology and Research, and also to our service partners, the district
offices and our private shareholders and Berlin partners that are so committed to our
city. We look forward to 2016 and are optimistic that we will be able to announce more
collective success in next year's report.
Kind regards,
YourYour

Review after 5 years of Business Service
Berlin and Tel Aviv launch exchange program for startups
Berlin Partner for Business and Technology and the Senate Department for Economics,
Technology and Research founded the Business Service in 2010. The Business Service has
specialized in businesses located in Berlin thanks to its employees who work at the Berlin
Partner office and also in the district city halls. In the past, Berlin Partner has primarily concentrated on helping businesses who plan to establish in Berlin. Its local mission means
that the state's service offers should actively support companies that would like to grow
in Berlin. Review after five years: With the assistance of the Business Service, companies
in Berlin have invested EUR 1.5 billion in the city and created roughly 13,600 new jobs.
"The beating heart of the country’s bubbly innovative scene" – that is how Tel Aviv's
mayor Ron Huldai described his city. It is a profile that fits perfectly to the booming
startup scene in the German capital, said Berlin's mayor Michael Müller. In October, both
became sponsors for a startup exchange program that Berlin Partner initiated in cooperation with Tel Aviv Global. The program includes free use of co-working space for two
to four weeks for startups that are looking to achieve growth and internationalization.
Part of the program involves T-Labs, the Charlottenburg Innovation Center CHIC, Rainmaking Loft, Betahaus, the German Tech Entrepreneurship Center GTEC, Ahoy! Berlin, the
Cleantech Innovation Center, the TU Berlin and the Berlin School of Economics and Law.
During their stay, Israeli entrepreneurs will be able to network with the Berlin startup
scene and potential cooperation partners in established businesses. In Tel Aviv, Berlin
entrepreneurs can make use of the The Library as co-working space.
Green light for WindNODE – Berlin as a reference project in
the shift to renewable energy
The initiative called "WindNODE – Wind in Northeast Germany" has been supported
by the states in eastern Germany and was one of the winners in the competition for
the "Show Window for Intelligent Energy – Digital Agenda for the Shift to Renewable
Energy", which was held by the German Ministry for Economics and Energy. The show
window region called WindNODE covers the entire grid of the electricity company and
consortium leader 50Hertz and represents a real-life laboratory for a complete energy
system. The cluster management for energy technology in Berlin-Brandenburg developed the WindNODE initiative from the beginning. The goal of the initiative is to develop
innovative technologies and processes for supplying energy in the future. This can make
Berlin a reference project for the shift to renewable energy.
Yael Weinstein, Tel Aviv Global, and
Andrea Joras, Berlin Partner, sign partnership agreement for the startup exchange
program.
Pop into Berlin – Berlin on tour in Europe
Pop into Berlin – visitBerlin and Berlin Partner collaborate for the first time to open Berlin
stores in five European cities. Each pop-up store promoted Berlin for one week as a place
that is creative, innovative and worth living in. The stores opened between September 21
and December 12 at the best locations in the city centers of Stockholm, London, Vienna,
Amsterdam and Paris. They transported Berlin's attitude towards life and presented the
creative and innovative ingredients necessary for this. visitBerlin presented Berlin by
showing innovative brands and products from the city. Berlin Partner made its contribution to the stores by showcasing Berlin and its booming startup scene, five founders
presented their products. As brand ambassador and promoter for Berlin, a place for
networking with representatives from businesses and a hot spot for everyone in search
of new trends, the pop-up stores were a successful platform.
The Berlin truck stopped in five

Metropolitan Solutions – the leading smart city conference comes
to Berlin
Space for innovation: in Berlin at one of ten
Zukunftsorte (groth areas)

Metropolitan Solutions is the world's largest international smart and green city conference trade fair. Berlin Partner supported the Deutsche Messe (German trade fair)
at the first trade fair held by Metropolitan Solutions in Berlin, organizing a joint
booth where twelve Berlin and Brandenburg companies as well as ten international startups from New York and Tel Aviv presented their products and solutions. Further, Berlin Partner organized two international conferences: One was "Smart Solutions for Urban Challenges" as part of the Asian-Pacific Weeks, which involved
international guests and addressed future strategies and visions for modern cities
around the world. The other was "Electromobility – Globally Connected" where experts discussed international approaches, concepts and best practice examples for
urban electromobility. Two other highlights were organized matchmaking with a total
of 227 participants from 34 countries and nine guided expert-led tours to reference
projects in the smart city of Berlin. A total of 4,022 trade fair visitors, 2,482 conference
participants and 146 exhibitors made Metropolitan Solutions one of the largest smart
city events in the world right from the start in Berlin.
Matching platform alle-helfen-jetzt.de brings together charity
projects and companies
In order to promote the support and integration of refugees, Partner for Berlin founded
the matching platform "alle-helfen-jetzt.de." The platform's goal is to bring together
charity projects and companies. Countless charity projects and social entrepreneurs in
the capital are introduced on the platform. Companies that would like to do something
for refugees gain an overview and can support projects systematically. This should help
charity reach its destination more quickly and promote integration. In order to promote
long-term cooperation as much as possible, charity projects define their needs very
precisely. The best matching partner among the companies is then found through the
platform – and often this involves more than monetary donations. An important side
effect: Companies and refugees come into contact – the first step toward integration
into the labor market.
Berlin braucht uns.
alle-helfen-jetzt.de is making charity
projects visible in the capital.
5
The best of two worlds
A lot of innovation in Berlin occurs at various interfaces – between clusters and sectors
or between the established economy and science and the creative entrepreneurial scene.
Berlin Partner's task is to network these worlds – and there were over 100 formats for
this in 2015.
BarCamp Health-IT
BarCamp Health-IT took place at the conhIT, Europe's leading trade fair for health IT, and
focused on "KIS, Big Data, mHealth, Apps & Co". The cross-cluster event was organized
together with the Cluster ICT, Media and Creative Industries and the Health Capital cluster. Each participant presented their project in a short pitch at the interactive workshop.
In the subsequent sessions, there was space for detailed presentations, discussions and
exchange. Finally, of the 90 participants, 13 offered content sessions.
Smart matching for a smart city
During Metropolitan Solutions in May, international companies, research facilities and
startups with a smart city and urban-tech backgrounds were brought together. Among
others, a startup delegation was invited from New York and Tel Aviv in order to introduce
the Berlin smart city eco-system. Berlin's mayor Michael Müller visited the startup area
of the joint booth at the trade fair. This subject will be addressed in greater depth this
year – for example, with a Smart City Hackathon organized by Berlin Partner and ending
at the 2016 Metropolitan Solutions.
eMO hosts investor dinner
Rocket meets Adlershof:
two entrepreneurial scenes meet each other
Digital startups in the Rocket family met tech startups from Adlershof at "Rocket Ventures Meets Adlershof." Berlin Partner and Wista-Management GmbH invited them to
Adlershof for a joint pitch at the beginning of October. The meeting showed that both
worlds can learn a lot from each other: The high-tech startups are defined by scientific
work and activities in niche markets. They are interested in becoming technology leaders rather than brand leaders. The stages of development are often very time-consuming. They don't receive feedback from the market until very late. Its quite different for
ICT companies. They view their customers as sparing partners. According to the motto
of "fail fast," mistakes should be identified early on. The focus is always on the question:
What is the benefit for the customer?
Electromobility is as much a part of Berlin as the diverse startup world. Many young entrepreneurs enrich the mobility scene with their innovative solutions. eMO supports this
effort with networking platforms. At the investor dinner on May 29, eleven innovative
Berlin companies presented exciting solutions that are ready to be launched on the market. The selection process was followed by matchmaking with seven cleantech investors.
Optic cluster held startup event at Osram
How can corporations and startups work together successfully? How do the structure
of an established company and the flexibility of a startup fit together? And how does
a corporation profit from a startup and what does a startup gain from this? These and
other questions were discussed on November 17 in the context of the workshop called
"Synergy between Corporates and Startups," which Berlin Partner and Osram partnered
to organize. Osram used the stage in order to show 30 participants its new business
concept for partnering with young companies and to enter into contact with them in
individual talks.
Berlin Partner's Business Service and B!Gründet hold DemoDay
For the first time, business representatives from all over Germany gained the opportunity to meet an exclusive selection of 30 startups from all of Berlin's universities at
the DemoDay. The matching sessions showed the potential for future cooperation between industry and university spin-offs. Parallel to this, teams from the areas of deep
tech, Internet mobile and software/hardware made pitches. The networking event was
organized by B!Gründet, the entrepreneurial network of Berlin universities, and Berlin
Partner.

Overview
The German capital is booming and Berlin Partner for Business and Technology is helping to actively co-shape Berlin's growth. Staff at Berlin Partner travel the world to persuade companies, investors and talent that Berlin is the business and technology place
to be. When they arrive in the capital, Berlin Partner supports the businesses and research institutions, helping them grow in Berlin and network in the region. The success
stories that unfold are communicated by Berlin Partner in its marketing of the capital
throughout the world. Berlin Partner's success is measured on various indicators: Its focus is on the number of jobs that have been created or secured in Berlin with the support
of Berlin Partner. Other central concerns are the investment volume and the external
resources acquired for the projects supported by Berlin Partner. 2015 was the best year
since Berlin Partner began keeping records: Berlin Partner for Business and Technology

million in Berlin (2014: 579) and the creation of 6,650 jobs (2014: 5,670). In 2015 the
number of founded companies rose by 60%. Furthermore, roughly EUR 36 million in
external funding was acquired.

Health care sector, health care services and life sciences: The capital region is one of the
world's leading locations in everything related to health. The region is made especially
strong by the excellence in research and health care services, which are also closely tied
to businesses. Numerous technology parks and networks, particularly in the area of biotechnology and medical technology, have created outstanding infrastructure and made
it possible to transfer the new scientific findings to innovative products in health care.
This benefits patients in Berlin as well as international guests that come to our region
for medical treatment as well as people in other parts of the world thanks to the high
amount of exports. The healthcare industries defines the capital region in particular
with its over 20,000 companies and roughly 314,000 employees. It is not only a guarantor for the highest level of health care services, but also an engine for growth and employment, with annual growth rates between three and five percent. The over 100 new
companies founded in the past year demonstrate the innovativeness of this industry.

ifp Institut für Produktqualität GmbH
The Berlin ifp Institute for Product Quality is an accredited laboratory for the contractual analysis of food and feed, drinking water and pharmaceuticals. ifp also researches,
develops and produces innovative diagnostics for use in laboratories or directly on-site
in production operations. Worldwide, tests are used for quality control in businesses
and laboratory companies as well as regulatory bodies. Further, the company also offers
water analyses for end users. Due to the strong growth in recent years, ifp moved into
its own new building in Adlershof in 2014 and completed an extension for more new
employees in 2015. A critical factor in the decision to relocate the company from Steglitz
to Adlershof was the wish to use the potential of a high-technology location where a
very special innovative and entrepreneurial spirit prevails. At the same time, they were
also thinking about the future major airport that is only a few minutes away by car. In
addition to expanding the range of analytical services in the food industry, the company
in Aldershof has been pressing ahead with its service for the pharmaceutical industry. In
2015 the company invested in an isolator in order to test the sterility of pharmaceutical
and medical products.
The company plans to increase staff to roughly 250 employees by the end of 2016, with
almost half the employees being hired in the last few years. The production that initially
remained at the old location should be moved from Steglitz to Aldershof in the near
future. The investments in the new corporate headquarters in the Adlershof Technology
Park totaled roughly EUR 14 million. Berlin Partner supported the company before its
expansion in Adlershof. Starting in 2013, ifp received networking assistance and was
advised on investment funding, the subject of staff and subsidies in the area of modern
energy usage and electromobility.

"With the new master plan called the 'Healthcare Industries',
the capital region has set the standards for the development of the
industry through 2018. Basic research, innovation, spin-offs and
use will also be the foundation for the successful implementation
of the cluster strategy in the future."

In the area of information and communication technology (ICT), over 9,700 companies
generated annual sales revenue of roughly EUR 13.2 billion with about 96,000 employees. And these figures are on the rise, as Berlin is the European bastion of IT startups.
The reasons for this success include the multifaceted collaboration between technical
specialists and creative entrepreneurs as well as the internationally competitive level of
ICT research in the region. It is possible to gain a quick start with the countless innovation laboratories, incubators and accelerators where new ideas are experimented with,
new areas of business opened up and new business models tested.
The capital region is the leading media location in Germany with major international
appeal. It doesn't matter whether you are talking about film, television, games or the
press: Berlin-Brandenburg is in the perfect position for all areas of the media economy.
The region has an excellent infrastructure, outstanding training opportunities and an
innovation-friendly environment. The Berlinale (international film festival), the German
Film Prize, the International Games Week, the Berlin Web Week, the Media Convention
and many other events mean that the most important gatherings in the film, media and
creative industry take place here.
Both nationally and internationally, Berlin is considered a meeting place for creatives
and is the perfect location for lifestyle, advertising, art, music and design. The capital
region has gained a great reputation in every area of the creative industry thanks to
first-class events, including the ECHO Award, the Festival Lollapalooza Berlin, the DMY
International Design Festival and the Berlin Fashion Week with the highlights PREMIUM,
Panorama Berlin and Mercedes-Benz Fashion Week Berlin.
Example of a business location project
Doodle AG
In January 2015, Doodle AG opened the office of its subsidiary Doodle Deutschland
GmbH in Berlin. Doodle AG is a 100-percent subsidiary of the Swiss media company
Tamedia. Doodle is known for its online tool to coordinate meetings. In Berlin, the office
will have functions for customer support, online marketing and the ongoing development of mobile doodle applications. Further, the international activities will also be
bundled here, so that Berlin will serve as the hub for international market launches.
Over the next three years, roughly 30 jobs should be created in Berlin and about EUR
300,000 invested. Berlin Partner supported Doodle in the search for a location, helped
it win employees and advised it by providing information on investment cost funding.
"The founding of a German Doodle subsidiary is a
logical step in our growth offensive.
Germany is a key market for Doodle – in 2014 our Web-Service
was used more here than anywhere else in the world.
Naturally, the dynamism and internationality
of Berlin are in perfect harmony with the Doodle

philosophy."

Zalando
Zalando is Europe's leading fashion platform online for women, men and children. The
range of products is extensive, including brands known worldwide, local and fast-fashion
brands, and self-designed private labels. Berlin is home to the international headquarters for all foreign markets served by Zalando SE, with all businesses being controlled
from here. The logistics network with three central logistics centers in Germany makes it
possible to efficiently supply all customers throughout Europe. Zalando is an innovative
Berlin technology company that has seen rapid growth in sales and employees: At least
1,500 more employees should be hired. That would make the online company founded
in 2008 the largest private employer in the capital with its roughly 5,000 employees. The
urban Zalando campus that is planned at the Mercedes-Benz Arena in order to unite
all the Berlin locations there, if possible, should be viewed as a long-term commitment
to the Berlin location and set the strategic course for sustainable corporate development. Berlin Partner is supporting the company in its expansion at the location, helping
among others with the recruiting of staff.

Transport, mobility and logistics shall be influenced by subjects such as urbanization,
climate change and digitalization. They are an important driver of everything from political, economic and technological developments to planning and intelligent, smart
mobility. Berlin is tapping into global trends such as the networking of data and modes
of transport, the automation of vehicles and the electrification of drives, and is combining them with its own strengths. Ground-breaking solutions are already being developed
tested and used in many projects, companies and research facilities. Berlin has become
an attractive location for the innovative transport industry thanks to its mixture of
large companies, many small and medium-sized enterprises (SMEs) and well-known scientific facilities. In addition to its close proximity to the scientific competencies of the
industry, the city offers an ideal network, attractive investment funding, highly qualified
professionals and managers as well as interesting living labs. The Transport, Mobility
and Logistics cluster in the joint innovation strategy of Berlin and Brandenburg networks actors from businesses and science and supports them on various levels in the
realization of projects. In the area of electromobility, for example, it has been possible
to bundle actors and projects with the support of the Berliner Agentur für Elektromobilität eMO and the Transport, Mobility and Logistics cluster in Berlin-Brandenburg and
draw international attention. This success will be continued with intelligent mobility.

IAV GmbH – Ingenieurgesellschaft Auto und Verkehr
As one of the leading development partners in the automotive industry, IAV offers more
than 30 years of experience and an enormous spectrum of competence on every aspect
of a vehicle. The service portfolio includes solutions for potential serial production in
all areas related to the drive train, electronics and vehicle development. The company
supports manufacturers and suppliers worldwide with more than 6,000 employees and
first-class equipment, from the achievement of the project to serial production. Highquality testing equipment with component testing facilities, testing laboratories and a
complete crash-testing system demonstrate the company's own expectations for quality. As an engineering partner, IAV has invested a lot in the latest measuring technology
to ensure its place at the top. A result of this is that it has one of the world's topperforming high-altitude chambers for vehicles (up to 5,300 meters) for the testing of
engines under extreme conditions. Outside of major vehicle manufacturers, this gives
it one of the world's best systems of this kind. The high altitude system already takes
into account the future statutory requirements for vehicle development and simultaneously allows for qualitative and quantitative improvements to the development process.
A total of EUR 13 million is flowing into Berlin as a result of IAV's involvement. Berlin
Partner has supported this investment project by providing information and advice on
investment funding. In its ongoing collaboration, Berlin Partner has also supported the
company in a European project to reduce emissions and in a network project in the
area of electromobility. IAV was also able to rely on the services of Berlin Partner to
address the issue of retaining skilled workers and to handle regulatory management.

Berlin Agency for Electromobility eMO
"Electromobility made in Berlin" set more important standards both nationally and internationally in 2015. All roads to sustainable mobility lead to the Berlin Agency for
Electromobility eMO. It is the main contact and a promoter of electromobility together
with partners from businesses, science and administration. And this is all to achieve
added value in and for Berlin-Brandenburg. Project development played just as important a role as location marketing. Since 2013, eMO has successfully coordinated the
"International Show Window for Electromobility in Berlin-Brandenburg," which is funded
by the federal government as well as the states of Berlin and Brandenburg. In roughly
30 core projects, approximately 100 partners are conducting research and tests around
the clock. Extensive amounts of preliminary results have already been achieved, supplying valuable information for optimizing use in daily life and developing electromobility
along the value-added chain. The "InitiativE Berlin-Brandenburg" is a project that has
been funded by the German Federal Ministry for the Environment and run by the eMO
since 2014, precisely because electromobility pays off in practice, above all for fleet operators. By the end of December 2015, 250 electrical vehicles had already been brought
onto the road. Interested companies and municipal institutions benefit from cheaper
leasing conditions for electrical vehicles, including the right charging station. Berliner
Verkehrsbetriebe (Berlin Transport Authority) is one of the regional actors that is electrifying its car fleet through the project.
Communication and international collaboration
The eMO held the third conference on electromobility in the capital on March 25. Under
the motto of "Berlin Is Charging Up," roughly 600 participants discussed how even more
electromobility can be brought on the road. At the conference, the company Local Motors, which recently set foot in Berlin, started its competition "Urban Mobility Solutions
for Berlin": Developers from the entire world were called to design an urban vehicle of
the future for Berlin over the next few months. eMO sat on the jury that crowned the
winner in the summer.

The Formula E premiere on May 23 in Tempelhof brought electromobility a lot of visibility. Roughly 21,000 spectators watched the race in Berlin live. eMO was on board as a
partner and used the event for a traveling exhibition called "Berlin Electrified" to generate public excitement for "electromobility made in Berlin-Brandenburg." An additional
highlight on this day was the Guinness world record for the WAVE Trophy. Before the
Formula E, owners of electric vehicles were invited to participate in a parade of electric
vehicles on the Formula E track. A new Guinness world record was set with 577 vehicles
taking part in front of an enthusiastic audience.

"Car Exchange – Testing eMobility" is the name of the game from the end of May to
the middle of October. Roughly 2,000 people applied to participate in the project eMO
initiated to exchange a gasoline car for an electric one for twelve days. 100 Berlin and
Brandenburg residents won the opportunity. Besides private citizens, representatives
from the media and politics took part in the campaign, including government deputies,
members of parliament, the district mayor of Charlottenburg-Wilmersdorf, Lichtenberg,
Marzahn-Hellersdorf, Pankow, Tempelhof-Schöneberg and Spandau. eMo got participants excited about electromoblility with the "car exchange" and showed that this is a
sensible and reliable addition to the urban scene.
• Roughly 3,000 electric cars and
commercial vehicles are on the

In 2015 eMO also increased its international activities and expanded its international
network as it aims to develop projects and market Berlin. On May 21 and 22, eMO invited experts to the international conference on "Electromobility – Globally Connected"
as part of Metropolitan Solutions. Mobility experts from Beijing, New York, Amsterdam,
Copenhagen, Paris, Oslo and Berlin presented strategies, best practices and trends from
the areas of charging infrastructure and electric passenger and freight traffic. Furthermore, tours of various regional electromobility companies were given for international
guests who gained practical insights into what "electromobility made in Berlin" looks
like. The Korean-German Electromobility Forum on May 19 showed the latest developments in electromobility in Korea and Germany, with a special focus on the subjects
of charging infrastructure, ICT and batteries. Besides regional companies, a 25-person
Korean delegation also took part. The event was organized by eMO in collaboration
with KEIT, the Korea Evaluation Institute of Industrial Technology, and in cooperation
with the Korean Embassy. How the market has developed in China, what opportunities
German companies have in the Land of the Rising Sun, and what companies should
consider in China – all this was discussed at the event called "Electromobility in China –
Development & Market Opportunities" on October 1 in Berlin. The invitations were sent
out by the AHK Greater China Beijing, the Berlin Chamber of Commerce and Industry
and the eMO.

Berlin is a showcase for intelligent energy – the capital region and a consortium of 43
partners from all the eastern German states successfully applied to the German Ministry
for Economics and Energy to become a model region in the shift to renewable energy.
Here, technological solutions are developed for the networked energy system of the
future. Hardly any other city can surpass Berlin here. It offers ideal conditions and cooperation opportunities right in the middle of a region with an above-average amount
of renewable energies fed into the grid. Against this backdrop, Berlin Partner has supported the founding of companies and their expansion, the development of the city,
the initiation and implementation of networks and association projects, the transfer
of technology, and internationalization. The Energy Technology cluster has grown at an
above-average rate in recent years, with increasing sales and social security contributions.
As part of the shift to renewable energy, Berlin has set the goal of being a climateneutral city by 2050 – reducing carbon dioxide emissions by at least 85 percent from the
base year of 1990. As a digital metropolis in Europe, Berlin is developing ground-breaking innovations that contribute to this goal: Intelligent networks and the expansion
of virtual power plants should ensure, for example, that the requirements for network
stability and reliable supply are ensured and also take into account the increasingly
fluctuating production of energy from renewable sources.
Example of a business location project
ZaaK Technologies GmbH
The company ZaaK Technologies GmbH was founded in Berlin in May 2015 and will create roughly 20 jobs in the next three years. Berlin Partner supported it in the search for
skilled staff, helped it choose the right business location, provided network contacts
and advised it on funding and subsidy options. The company is pursuing the following innovation: Coal power plants produce more than a few hundred million tons of
flying ash per year. Much of this is disposed in landfills, which has a negative impact
on the environment and health. A slurry in ash pools can also lead to the pollution
of the groundwater. Due to rapid growth in the construction industry, the availability of qualitatively high-quality sand has become a global challenge. Zaak Technologies GmbH developed an innovative and sustainable production process that makes
it possible to turn waste from industrial coal power plant production into a diversely
usable, high-quality product – ZaaKSand™. It is a 100 percent ecological industrial
sand that can be used in various sectors of industry. ZaaKSand™ is approximately 50
percent lighter than natural sand, another material for construction and perfectly
suited for concrete, mortar and stucco. Buildings that are erected with industrial
sand exhibit up to 500 percent higher heat insulation and are up to twelve percent
lighter than buildings that are built with normal sand. Additional applications include landscaping, roof greening, foundry sand and use for water treatment, to name
a few examples. The company was awarded the Berlin-Brandenburg innovation prize.

and electrical industry as well as the machinery and plant industry have a long tradition
in Berlin, which is being continued by companies such as Procter & Gamble/Gillette, OTIS,
Viessmann and Jonas & Redmann. Together with the chemical-pharmaceutical industry,
they are the strongest sectors of industry in the capital in terms of sales and employment. Other core areas are the food industry and the print and paper industries. These
"classical" industries make a major contribution to the development of top technologies
"made in Germany" and ensure networked supplier relationships in the capital region.
Berlin is profiting from the strong digital industry in the city, which is advancing the
digitalization of production and controlling processes as they move in the direction of
Industry 4.0. Germany's largest digital communication network, easy access to investor
and venture capital as well as the high level of innovativeness also make the city attractive for providers and users of Industry 4.0. Berlin is developing into an international
hub and meeting place for innovative concepts and smart solutions for networked companies and production. Capable Industry 4.0 suppliers such as Bosch Software Innovations, PSI Automotive & Industry, Cisco and the Fraunhofer Institutes IPK, IZM, FOKUS
and HHI as well as a series of specialized small and medium-sized enterprises (SMEs) are
developing new business models for future urban production in Berlin.

Financing Services
Talent Services
Finance solutions for all phases of corporate development: Berlin offers companies better funding and location conditions than many other European metropolises. Besides
subsidies and loans for investments, complete financing solutions are offered, including syndicated loans, public loans, state guarantees and public investment capital. Research and development projects are effectively promoted by attractive state, national
and EU programs. With the business financing package, Berlin Partner helps companies
realize their plans by identifying and combining suitable funding and financing solutions. Existing products were refined in the interests of the Berlin economy, with the
Investitionsbank Berlin and the Senate Department for Economics, Technology and Research collaborating on the project. Among others, this made it possible to open the
regional economic structure program (GRW) for the digital economy in 2015.
"Berlin = a great pool of talent!" The company Virgin reduces it to this simple formula
in a current study on the Berlin location. In recent years, Berlin has been growing by an
average of roughly 40,000 people per year. Berlin Partner's Talent Service brings the best
employees together with companies by closely networking with regional actors in the
area of staff. The Talent Service offers special services with the business talent packages,
which are coordinated with the individual needs of the companies.

Foundry GmbH is a special kind of advertising and communication agency. The company
uses its innovativeness to position companies, products and services correctly on the
market, helps with the development of new business segments, in the repositioning
of brands and the launching of new brands on the market. Sustainable, economic success, creativity and investment support are the priorities. A high-performing network of
private equity partners gives Foundry the necessary access to investment capital. The
founder already has an extensive track record of success – he was heavily involved in
the development of the brand for Zurich Versicherung, the launching and revamping of
various Nestlé and Colgate-Palmolive brands as well as various services for Swisscom,
Orange and AT&T. Berlin Partner helped Foundry GmbH establish its location in Berlin,
particularly with the application for subsidies from the regional economic structure program. The collaboration will also be expanded in the future to startups that are already
in Foundry GmbH's incubator.

The startup Flag
In 2015 visa support requests increased once again. Many foreign founders came to the
city, in particular because of the many incubators and accelerators. Unfortunately, such
constellations are not covered by legislation, which means that there is a tremendous
need for advice on participation in entrepreneur courses, on the subsequent search for
investors in Berlin and finally on the foundation of a company. The Business Immigration Service offered by Berlin Partner checks applications and documents prior to
submission and provides valuable tips for the employer service and the Registration
Office for Foreigners. This is how it worked with the founder Yael Biran from Israel, who
founded the startup Flag with two German partners. The idea for the Flag project was
developed as part of the Exist Funding Program at the TU Berlin over the preceding two
years. Yael Biran and her co-founders received funding from the program and could use
an office on the campus of the TU Berlin. Berlin Partner helped the founder obtain a
work permit.

Berlin Partner’s office in Brussels
Enterprise Europe Network
Berlin Partner introduced the new concept of the "project factory" at its Brussels office
in 2015. Berlin Partner organized four events on the subjects of energy technology, the
creative economy, the health economy and ICT for Berlin companies and partners in science with promising project ideas and Brussels references and business representatives
from other EU regions. The events concentrated on the EUR 80 billion in the comprehensive EU research program Horizont 2020 and offered participants the direct expertise
of the EU Commission and Berlin Partner's experts in Brussels. Berlin Partner became a
member of the Brussels local network ERRIN (European Regions Research and Innovation Network) in 2015 and was able to gain new cooperation partners, particularly in
the European regional offices in Brussels, for Berlin concerns. In 2015 this led to a total
of nine network projects that Berlin Partner initiated and will continue to support. Further, Berlin Partner coordinates the H2020 email service in Brussels, a bi-monthly online
service with more than 1,000 subscribers from the region in the meantime. It provides
information about EU programs, projects and EU deadlines in Brussels and Berlin.
In 2015 the Enterprise Europe Network at Berlin Partner set the standards for the future:
After successful contractual negotiations with the EU Commission, which were concluded in the summer of 2015, membership in the world's largest advisory network for EU
SMEs with a European and international focus will be continued through 2021. This will
give Berlin Partner 15 European experts in the Enterprise Europe Network who will use
their international know-how and extensive industry knowledge in the Berlin clusters
to support innovative projects pursued by Berlin companies and scientific partners that
want access to European and international markets.
Since January 1, 2016, Berlin Partner in Brussels has been at a new address: In the Rue
du Luxembourg 3, in a lively area at the heart of the European Quarter, right next to
European institutions and the EU parliament.
"ERRIN was very pleased to note the registration of Berlin Partner

Business International Package
The EU and International Service of Berlin Partner organizes and also supports numerous delegation trips taken by Berlin decision-makers in economics and politics, entrepreneurs and investors. Strategically important markets are constantly visited. These
politically supported business trips abroad repeatedly offer great opportunities to promote the economic and investment location of Berlin. The EU and International Service
area bundle the important information for such occasions and coordinate measures
planned by Berlin Partner. An example:
In September, Senator Cornelia Yzer traveled together with Berlin Partner to Israel. Tel
Aviv, like Berlin, is one of the leading locations in the digital media and creative economy. The delegation was accompanied by Berlin startups and visited the software company Check Point, the global market leader for data security systems. This resulted in an
expansion of the collaboration with Check Point and the integration of the company's
Berlin office in Smart City conferences. In October, an important cooperation agreement
was signed by Berlin Partner and Tel Aviv Global, the business development organization
in Tel Aviv, to support and network startups. Berlin's mayor Michael Müller and Berlin
Partner traveled to Tel Aviv again for this occasion. The cooperation agreement includes
an exchange of co-working spaces for the internationalization of founders. The Israeli

When Berlin Partner for Business and Technology moves into the

and the related opportunities to engage in joint partnerships with

City’s marketing campaign be Berlin
On behalf of the state, Berlin Partner has been successfully handling the be Berlin marketing campaign since 2008. With many ideas, activities and events, the campaign explains what makes Berlin so special and establishes an entire city internationally as a
brand – whether as a growing economic and scientific location, as a creative metropolis
or as a "city of opportunity." With the selection of the right highlights, the campaign
supports the desired future trends and developments of the capital.

City of opportunity
With the message that Berlin is a "city of opportunity," the 2015 umbrella campaign for
selected representatives from the entrepreneurial scene in Berlin provided a platform
where they could tell their personal success story and showcase Berlin as a European
startup hub. The so-called Berlin Ambassador accompanied the marketing campaign
for the capital at national and international events such as trade fairs, conventions or
pop-up stores, making the Berlin startup spirit possible to experience up close. Whether
at the expo in Mailand, at the ambassador reception in Prague or at the five European
destinations of the pop-up stores, the Berlin ambassadors were always present and
authentically conveyed the appeal of Berlin to the public.

Berlin is Europe's creative and cultural metropolis No. 1. As Berlin industrial companies
frequently collaborate with creatives, entrepreneurs and scientists on the development
of new products and exhaust their innovative potential, the industrial campaign "We in
Berlin..." made two projects possible to experience in 2015: As part of the #berlindustrie
rocks campaign, be Berlin produced a total of 15 animation films that stood for one of
the partner companies in the industry campaign. The films had background music with
individual remixes of the song "Berlin" by the Berlin band Bollmer. The remixes were produced with 15 Berlin musicians and labels and in cooperation with Universal Music. The
animation films were spread virally and could also be viewed in movie theaters across
Germany. With a creative mind, trainees and students from the areas of communication,
design and photography interpreted the Berlin industrial landscape and translated their
impressions into surprising pictures and films. The results were exciting exhibitions that
shed new light on robots and cleanrooms, smart production, IT and innovation. The
cooperation project organized by the Senate Department for Economics, Technology and
Research, the Berlin Chamber of Commerce and Industry and Berlin Partner with four
Berlin educational institutions led to the exhibition called "Industry Finds City."

From September 21 to December 12, the first Berlin pop-up store took a trip through

visitBerlin presented a colorful framework program for "Pop into Berlin" in order to show
Berlin's diversity. This included press events, investor evenings and live artistic performances. Throughout the entire day, visitors were able to learn about various products
and innovations from Berlin. 3Yourmind and BigRep showed the latest 3D print technology in the pop-up stores, and Panono presented the first 360-degree camera. And the
wireless audio systems by Raumfeld ensured the right sound. VFX Box, specializing in
special effects and animation, projected the small robot Myon with augmented reality

Berliner Zukunftsorte (“growth areas”)
Berlin has over ten Zukunftsorte (“growth areas”) with enormous space potential and
highly specialized competencies. In 2015 be Berlin and the Zukunftsorte introduced a

the first time at a Metropolitan Solutions trade fair stand in May. A broad-based media
flight accompanied the event.

In Berlin, there are many projects that are supporting refugees – whether in the area
of education, sports, mobility, jobs or health. Many Berlin companies would like to get
involved. The initiative alle-helfen-jetzt.de takes up this interest and brings Berlin companies and charity projects together on one Internet platform. Charity initiatives can
also present their projects at alle-helfen-jetzt.de; companies can search for the right
project for them and support it with donations, know-how, services or payment-in-kind.
This should help charity reach its destination more quickly and promote integration.

Business location marketing
A major focal point of the location marketing measures is on the five clusters of the
joint innovation strategy for Berlin-Brandenburg. Its strengths and potential were particularly demonstrated in the context of trade fairs and other important activities in the
clusters, primarily by advertisements and online marketing measures in trade media
and various publications. These classical measures were supplemented by event marketing, advertorials, media cooperation and social media activities.
Weeks
An established format for the location marketing is called "Weeks." This aims to generate a large amount of cross-regional attention for a subject by bundling the events of
various partners over a period of one week and promoting them jointly. Berlin presents
itself as the center of the event in select business segments. In 2015 this was achieved
for the two Berlin Fashion Weeks, the Berlin Web Week, the Asia-Pacific Week and the
Health Week Berlin-Brandenburg.
Berlin Web Week Berlin Web Week is one of the largest festivals in the digital scene in Europe and set a
new record with 30 events and roughly 22,000 visitors from the entire world in 2015. As
compared to the previous year, the number of visitors and events increased by roughly
20 percent. The Berlin Web Week bundled numerous events related to the Internet, digital economy, technologies and digital media. Highlights included the digital conference
re:publica, the startup conference HEUREKA, the media congress Media Convention and
the Video Days, which took place for the first time as an event on the YouTube portal and
attracted over 6,000 visitors. Berlin Partner coordinated the marketing measures and
promoted the umbrella brand through a cross-media communication campaign both
nationally and internationally.

Asia-Pacific Weeks

The 10th Asia-Pacific weeks took place from May 18 to 29. 90 event partners presented
116 events that were attended by over 2,300 guests. The APW Economics and Technology
Conference, organized by Berlin Partner, the Asia Europe Innovation Dialogue and the
conference trade fair Metropolitan Solutions were the main business formats. With a
focus on "Smart Cities," participants discussed urban challenges that Berlin and growing
metropolises in Asia face. Partners from Berlin and Asia discussed subjects such as viable energy, mobility, resource and environmental management, the recycling economy
or digital infrastructure. In the marketing work, Berlin Partner was responsible for the
invitation to bid for an online reservation and matchmaking tool as well as the realization of all the communication material. Important events were recorded in films and
communicated through social media (YouTube, Twitter and Google+) for the first time.
With advertisements in daily and popular newspapers as well as trade journals, 2.3 million readers were reached.
Berlin Fashion Week
The Berlin Fashion Week has become the most important marketplace for fashion in Europe with 14 trade fairs and fashion shows, roughly 200 events and over 270,000 visitors
from the industry each season. Berlin Partner coordinates the marketing measures for
Berlin Fashion Week and promotes the umbrella brand nationally and internationally.
The main information tool is the official Internet portal that was redesigned in 2015
and conferred the German Design Award in February 2016. The portal became one of
the most visited information platforms for the Berlin Fashion Weeks in 2015 and offers
an overview of all the activities and actors in the fashion industry as well as the fashion location Berlin. In addition to the digital platform, Berlin Partner coordinates with
national and international media on advertising physically across the city and placing
advertisements in trade magazines and online media.

The key visual for the Berlin Sports Week 2015 shows the dynamism and diversity.
Berlin Sports Week
The Berlin Sports Week took place for the first time from May 30 to June 6. Initiated by
Berlin Partner through the marketing campaign be Berlin, this week of sports included
various events throughout the entire city. In the proven Week format, over 80,000 sports
lovers took part in 120 events. Framed by the DFB Cup and the Champions League Final,
there were elite and mass sports events, such as the awarding of the "German Soccer
Ambassador" (Deutscher Fußball-Botschafter), the opening of the Füchse Sports Park or
the lottery for the European Maccabi Games, which drew German sports celebrities to
the city.
Health Week From October 7 to 15, the Berlin-Brandenburg Health Week took place for the third
time. With a new concept, the Health Week focused on knowledge-based and technological innovations in the healthcare industries, which are being researched, developed and applied in the capital region. On October 10, a day for the public was
held in cooperation with Urania Berlin. During the entire Health Week, the capital
region was the event location for diverse professional events in the health care industry. The international highlight in 2015 was again the World Health Summit,
which brought roughly 2,000 participants from roughly 90 countries to Berlin. At
the health dinner that Berlin Partner organized, Berlin's economics senator Cornelia Yzer met representatives from German and international life sciences companies
in order to discuss prospects and growth strategies at the location. The Health Week
was flanked by comprehensive measures in print and online media as well as outdoor advertising and radio advertising with a total range of 11.2 million recipients.

The Berlin Dual Career Network is a central point of contact for all double career couples in science.
With its science marketing, Berlin Partner positions the German capital as an excellent
science location and communicates that science is a factor for the location. The science
portal Berlin Sciences (www.berlinsciences.com) offers an overview of the scientific landscape; and at the cooperation platform marktreif.berlin/en companies and scientific institutions can find cooperation partners. Trade fair appearances, lectures at universities
and close collaboration with scientific partners are a fixed part of science marketing.
Berlin is also promoted internationally as a science location: In August, the 15th annual
GAIN conference took place in San Francisco, with approx. 400 German scientists who
were in the US and Canada at this time speaking about their career paths and the future
prospects for Germany. Berlin Partner had a stand at the Talent Fair, presenting Berlin as
a science location and labor market and offering the services of the Berlin Dual Career
Network.
Berlin has one more advantage in the international competition for the best minds
thanks to the Berlin Dual Career Network (DCNB) which has been part of Berlin Partner
since February 2015. The Dual Career Network is contributing to the competitiveness of
the scientific and research location of Berlin, since many of the recently appointed professors and managers at research institutes also have highly qualified partners. To make
the dual career couple succeed, the Dual Career Network helps partners continue their
own careers by providing information and advisory services related to job opportunities,
the search for positions and employer contacts.

Marketing for Berlin as a sports metropolis
Press and publicity work
With sales of more than one billion euros, sports are an important economic factor in
the sports metropolis of Berlin. It is also important for the city's image and as a means
of integration, inclusion and understanding between people. In order to take these aspects into account, Berlin Partner and the city's marketing campaign be Berlin carried
out not only the Berlin Sports Week, but also other projects and communication campaigns for the sports metropolis of Berlin in 2015:
Together with partners from businesses and politics, Berlin Partner communicates the
issues that define the business and technology location. The focus of the press work is
on the companies themselves: It does not matter whether the work involves a press conference on rails with Abellio, a private supplier in passenger transport, or a press meeting in Microsoft's startup accelerator or a presentation given in the factory hall of the
innovative SME Dieringer Blechverarbeitung – Berlin Partner was invited to over 40 press
conferences and press and background talks in 2015, sent out roughly 80 press releases,
presented Berlin to four international journalist delegations and conducted numerous
interviews. The international activities of Berlin Partner were supported with press and
publicity work. For example, the startup exchange program with Tel Aviv attracted a wide
range of media coverage in countless Israeli media. Likewise, the pop-up stores tour was
accompanied by press conferences and meetings on-site. In particular, the media was
strongly interested in the development of Berlin as a startup metropolis.
The campaign "We Want the Games"
Between September 2014 and March 2015, Berlin Partner carried out the 360-degree
campaign "We Want the Games" to announce Berlin's interest in the 2024 Olympic and
Paralympic Games. After the development of the campaign theme with its core messages, the campaign was run in all media and throughout the city of Berlin. Besides
placards and advertisements, radio and video clips were produced and various social
media, PR and promotional campaigns were implemented.

The new magazine published by Partners for Berlin takes a glimpse behind the scenes:
What companies are new in Berlin? What is happening in the strong economic clusters of
the city? What news and events are there in the Berlin Partner Network? The magazine,
with an issue of 15,000 copies, illuminates the subjects that move the economic and
technology location of Berlin: The title of the first edition was Smart City. The second edition was dedicated to the healthcare industries in Berlin. Over the next year, four editions
will appear. The magazine is published in cooperation with Laserline publishing house.

Berlin Partner has supported the activities in the "Sports Metropolis Berlin" initiative for
six years, strengthening the reputation of the capital as a sports city regionally, nationally and internationally. The six top Berlin associations are involved (1. FC Union Berlin,
ALBA BERLIN, BERLIN RECYCLING Volleys, Eisbären Berlin, Füchse Berlin and Hertha BSC),
as are the most important sports facilities and event organizers in Berlin (Olympia Stadium Berlin, Mercedes-Benz Arena, Max-Schmeling-Halle, Velodrom and Stadium an der

• with BMW Berlin Marathon
• with the ROWING Champions League
• with International Stadionfest Berlin (ISTAF)
Two additional editions of The Berlin Times appeared in 2015 as Berlin Partner, die WELT
and Times Media cooperated on the project. They showed the new picture of Berlin – as
a founder metropolis in Europe, the birthplace of innovation and a unique business and
scientific location. The edition on October 3 was distributed worldwide through numerous embassies as part of the reunification celebrations. It reached roughly 1.5 million
readers worldwide. In the coming year, two more English editions of The Berlin Times
should shape the world's picture of Berlin.

Berlin-Partner network
The network of Berlin Agency for Electromobility eMO
In 1994, 21 Berlin companies became partners in a Berlin association to promote the
capital (Berlin Gesellschaft für Hauptstadt-Marketing mbH). The plan was to develop
the Berlin economy, position Berlin as an economic location and ultimately generate
interest in Berlin among investors. Working closely with the state of Berlin, it increased
acceptance for Berlin as the new capital, bundled the marketing of the economic location and developed overarching capital marketing for Berlin. With funding from the
private sector, it was possible to double the public funding for the marketing of Berlin.
A public-private partnership model that has been operating successfully to this day. In
the meantime, the Berlin-Partner network has over 270 partners in businesses and science and positions Berlin as a popular, dynamic, international and globally recognized
economic metropolis.
Berlin Partner assumes responsibility for Berlin Agency for Electromobility eMO, answering to the state of Berlin on this matter. Its partners are the state of Brandenburg and
companies and institutions in business and science. The eMO is financed with public and
private funds. The eMO network currently consists of 60 partners. They are divided into
seven premium partners, 24 partners, 15 eMO club members and 14 network partners.
With the support of the Berlin-Partner network, it runs marketing campaigns and partnership projects that shape the image of Berlin as an attractive location for business,
science and technology, a creative capital, a cultural and sports metropolis and a city
worth living in. The target groups are investors in Germany and abroad, decision makers
and publicists from businesses, science, politics, culture and media.

Erhard Haus and at the future BER airport). This offers the opportunity to collaborate
with potential customers directly and early on. Partners receive direct access to the data,
maps and urban models of the BLC. In the form of a council and with diverse boards
specializing in certain areas, they work together with Berlin Partner for Business and
Technology, the Senate of Berlin and other private and public partners to develop the
content of the BLC.
