Board Cancels Community Center Project
Plans for a Creekview Community Center, an $11 million
project that was the center of public attention for more than a
year, have been canceled.
The decision came on a 4 to 1 vote on Jan. 2, with only
Melvyn C. Finkelstein, President of the Board of
Commissioners, in favor of the center. Commissioner Donald
R. McCallin, who supported the project from its inception,
voted to cancel it in deference, he said, to Nevin W. Funk, the
Commissioner who oversees recreation for the Board. Funk
made the motion, with a second from Commissioner Al
Bienstock, to cancel the project.
The vote ended more than 18 months of discussions,
surveys, studies and public debate and followed a vote last fall
to hire an architect to design the facility.
The Board said at the time that once the design of the
complex was completed it would know whether the center
could be built under the proposed budget.
But before the design was authorized, Commissioner Funk
asked the Board to eliminate the center entirely. The bottom
line in his decision, he said, was that the center was the type of
project Hampden doesn’t have to have at this time.
Bienstock, who was the prime opponent of the center,
reiterated his main reasons: The center would compete unfairly
with profit-making businesses in the Township and would be
hard pressed to be a financially successful enterprise.
McCallin called the opposition by Funk, Bienstock and Vice
President Isabell Stathas “a lost opportunity we’re going to
regret.”
Finkelstein said the center would have “been for the betterment of the Township” and would have helped improve
property values, especially in the Township’s northern
sections. He said as far as he is concerned the project “is over
and done with forever and ever.” Residents who wanted it, he
added, “are never going to get it.”
The center, modified and reduced in size after a public
meeting last summer, would have included an aquatic center, a
wellness/fitness area, an elevated track, two gymnasiums,
multi-purpose rooms, a senior citizen center, a lounge/vending
area, a banquet room and a kitchen.

The Board of Commissioners took the following actions at
recent meetings:
• Adopted ordinances that prohibit the use of engine brake
retarder equipment on certain roadways in the Township,
restrict truck traffic on Simie Street and restrict parking on
Gleim Court.
• Adopted an ordinance amending the Subdivision and Land
Development Ordinance to regulate stormwater
management in the Cedar Run watershed.
• Clarified the conditions of approval for the preliminary land
development plan for The Brambles Arms
development.
• Approved resolutions congratulating Jason S. Bollinger and
James L. Durgin on achieving the rank of Eagle Scout.
• Granted waivers to several sections of the Subdivision and
Land Development Ordinance and approved, with
conditions, a preliminary subdivision plan for Silver Brook
development, 97 lots on 57 acres at 781 Orr’s Bridge Rd.,
zoned Residential-Suburban, owned by William and Grace
Trayer.
• Approved, with conditions, a final subdivision plan for Good
Hope Farm South Phase VIII, 18 lots on 7.3 acres at the
intersection of Jacob and Barbara Lanes, zoned ResidentialSuburban, owned by The McNaughton Company.
• Approved, with conditions, the final subdivision plan for
Townes at Cross Creek Phases III, 34 lots on 19 acres at
Coppercreek Road and Hillside Lane, zoned ResidentialTowne, owned by Classic Communities.
• Approved, with conditions, a preliminary/final land
development plan for St. John’s Center, one lot on 5 acres at
Rt. 641 and St. John’s Church Road, zoned CommercialGeneral, owned by W.F. Partnership.
• Approved, with conditions, a preliminary/final land
development plan for Giant Food Store, one lot on six acres
at Mechanicsburg Plaza, Simpson Ferry and Allendale Roads,
zoned Commercial-General, owned by Giant Food Stores.
• Approved, with conditions, a preliminary/final land
development plan for Purina Mills, one lot on 10.5 acres at
475 St. John’s Church Rd., zoned Industrial-General.
• Approved a final subdivision plan for Eric and Barbara
Weigel and Scott and Tracy Weigel, two lots on four acres at
1831 Hunters Dr., zoned Residential-Country.
• Approved a special exception for IBM Warehouse and
Distribution Center to expand a non-conforming use at 5267
Simpson Ferry Rd., zoned Commercial-Limited.
• Accepted the resignation of Richard D. Flinn, Jr., as the
Township’s Emergency Management Coordinator and
appointed Michael H. Gossert, the Township’s Assistant
Manager, to succeed him.
• Appointed McKonly & Asbury as the Township’s auditor for
2003 and LeTort Management and Trust Co. as the
administrator and investment manager of the Township’s
Uniformed and Non-Uniformed Pension Plans,
effective Jan. 1, 2003.
A NEW WAY IN — Construction crews, working before the Township
was hit by an early snowstorm, move hundreds of tons of earth as part of
the project to build a road connecting the Cumberland Technology Park to
Good Hope Road. Once the work is completed, visitors will be able to
access the park from both Wertzville and Good Hope Roads.

Traffic Congestion Study Results Due
A study on Carlisle Pike congestion, from Rt. 114 in Silver
Spring Twp. to 32nd Street in Camp Hill, is nearing completion
and results should be in the hands of Hampden’s Board of
Commissioners in February.
The Board said the congestion management study, commissioned by the State Department of Transportation and being
prepared by the engineering firm of Gannett Fleming, will determine the extent of the congestion and possible ways to alleviate
it.
The Carlisle Pike, one of the busiest thoroughfares in the
Harrisburg area, is Hampden’s most congested roadway. It is
not uncommon for traffic to be bumper to bumper from 32nd
Street (the Camp Hill Bypass) to Silver Spring Twp.
Commissioners for years have urged PennDOT to put a high
priority on improving traffic flow on the Pike and various feeder
roads.
Approximately 18 months ago, the Commissioners approved
a 12-year priority list for highway construction projects in
Hampden. And topping the list was a full interchange at Rt. 581
and St. John’s Church Road. The interchange would include an
east-bound off ramp and a west-bound on ramp and would provide direct access to the Industrial Park, reducing truck traffic
on the Carlisle Pike, St. John’s Church Road, Trindle Road and
Sporting Hill Road.
At the time, the project was funded by the state for preliminary engineering in 2003. The Commissioners had asked that
the engineering begin in 2002, but in the state’s 12-year plan the
engineering funding now has been delayed until 2006.
Unless the priority changes, the Commissioners said, construction on an interchange won’t begin for at least another five
or six years. It is hoped that the results of the current study will
show that the interchange should have increased priority.
In the meantime, they said, the 30,000 vehicles that use the
Carlisle Pike daily will continue to increase, creating more congestion.
Hampden Receives Award
Hampden Twp. is one of only 12 Pennsylvania communities to be chosen as a recipient of the 2001 Penn PRIME
Workers’ Compensation Loss Control Award.
The award is given annually to state municipalities that
show a commitment to reducing workers’ compensation losses
and use aggressive risk management and loss control techniques.
Penn PRIME is a non-profit municipal insurer established
by the Pennsylvania League of Cities and Municipalities.
Clear Sidewalks— It’s The Law
Township Commissioners are asking residents to keep
sidewalks on their property clear of ice and snow. They also
are reminding property owners that the repair of broken or
damaged sidewalks is the responsibility of the property owner.
EMS HONOR — Two long-time members of the Hampden Twp.
Ambulance Association, James White, left, and Robert MacKay,
receive plaques from Township Commissioner Isabell Stathas, on
behalf of the board of Commissioners, “in appreciation for dedicated and outstanding service” to the Association. MacKay has
been an Association member since 1978. White joined in 1986.
Board Approves Budget
The Township’s Board of Commissioners gave final approval in
December to the 2003 budget that calls for $21.4 million in expenditures and the same taxes as were levied in 2002.
Commissioners said a substantial cash carryover at the end of
the year and increased revenue estimates were instrumental in
keeping taxes unchanged for the 22nd straight year.
The Board also reminded residents that the quarterly trash
collection fee increased by $1 on Jan. 1 because of an increase in
the state’s landfill tipping fee. The fee was raised by the State
Legislature last July to $7.25 a ton, from $3.25.

Youth Programs
2003 Summer Camp — New Participants
Summer Camp applications are now available from 7:30
a.m. to 4:30 p.m. Monday through Friday at the Recreation
Department. New participants who live in the Cumberland
Valley School District will be accepted on a lottery basis in
order to prevent long registration lines. New participants may
submit registration forms and deposits beginning at 7:30 a.m.
on Feb. 10. Applications will be accepted until 2 p.m. on Feb.
24 and must be submitted in person. Mail-in and after-hours
registrations will not be accepted.
Applications will be assigned a number in the order in
which they are received. Because of the lottery, it is not necessary to be the first one to submit your application. Families
with multiple children will be assigned the same number. The
lottery will be conducted at 5 p.m. on Feb. 24 in Room 202 of
the Township Building. Parents may attend. After all available
spots are filled, children will be placed on a waiting list and will
be assigned in the sequence their number was drawn.
Preschool
This program is for children 4 to 5 years old and will
emphasize fine and gross motor skill coordination, as well as
early educational skills to prepare children for entry into the
Cumberland Valley School District. The instructor, a mother of
two, has a degree in elementary education and has worked as a
pre-school teacher for 14 years. Classes are limited to 12 children. There is one immediate opening for January to May due
to a family relocating. Classes are held from 9-11:30 a.m.
Monday, Wednesday and Friday in the rear room of the
Township Building. The cost is $21 a week for residents and
$30 for non-residents. Call the Recreation Department to register.
Kinder Tots
This is a special class for two year olds, designed to develop gross motor skills, creativity through movement, physical
development and body awareness. Parental assistance is
required. The class will be held from 5:30 to 6 p.m. on
Wednesdays from Feb. 26 to April 2 at the Good Hope Middle
School auditorium stage. The cost is $35. (Code 3781)
Daytime KinderGym
This is a developmental floor gymnastics program for children 3 to 5 years old, with emphasis on social and gross motor
development, physical fitness and movement education, while
learning numbers, colors, shapes and words. It will be held
from 1:25 to 2:10 p.m. at the Facilities Building on the following
Mondays: Feb. 24, March 3, 10, 17, 24, 31. The cost is $60.

SNOW POLICY
In the event of inclement weather, the Recreation
Department will use the following guidelines:
If the Cumberland Valley School District announces a
morning delay all morning programs will be canceled. If the
district announces an early dismissal all evening programs
will be canceled. If the district cancels classes for the entire
day all programs will be canceled.
Participants may also call the Recreation Department’s
Weather Cancellation Line at 558-6252 to hear a recorded
message regarding the cancellation of programs.
KinderDance
This is a developmental dance/movement and fitness program, which teaches the basics of ballet, tap, acrobatics and
creative movement. It will be held Wednesdays at the Good
Hope Middle School auditorium stage. The cost is $50.

Swing Dance
Participants will learn the basic/intermediate steps of the

Adult Golf Lessons
Girls Softball
The course is open to anyone 14 years of age and older and
of all levels of ability. Participants must supply their own golf
clubs. Classes will be held Wednesdays on Feb. 12, 19, 26 and
March 5 at the Good Hope Middle School Commons Area. The
cost is $45. The schedule:

First Aid and CPR
Participants will learn adult, infant and child CPR as well as
Standard First Aid in this American Red Cross course. The
course will be held from 5 to 9 p.m. on Feb. 3 and from 5 to
7:30 p.m. on Feb. 4 in the rear room of the Township Building.

Youth Baseball Registration
Boys Lacrosse Registration
Boys in grades 5 through 8 who are interested in playing
lacrosse can register from 6:30 to 8 p.m. on Wednesday, Jan. 22
at the Facilities building. The season will begin in March with
practices behind Good Hope Middle School. Games are held
through early May. Fees are $50 for the first boy in a family and
$40 for each additional boy. Fees do not include equipment or

Discount Ski Lift Tickets
Discounted ski lift tickets are available at the Recreation
Department for Big Boulder/Jack Frost, Ski Roundtop, Montage,
Elk, Camelback, Liberty, Seven Springs, Blue Mountain and
Whitetail. MasterCard and Visa are accepted. For more details

The Hampden Youth Baseball Association will register
youngsters, 6 to 18 years of age, from 1 to 4 p.m. on Jan. 25 at
the Facilities Building. Players must be Township residents and
turn 6 years old by July 31, 2003. New registrants must have a

HMMS Soccer
IRS/AARP Tax Aid Program
The Hampden-Middlesex-Monroe-Silver Spring Youth
Soccer Association (HMMS) will conduct registration for the fall
2003 and spring 2004 seasons from 1 to 4:30 p.m. on Sunday,
Feb. 2 and 23 at the Cumberland Valley High School cafeteria.
All players must register at one of the walk-in registration dates.
All players who played with HMMS in the fall of 2002 will
remain on the same team for the spring 2003 season. The player’s coach will contact parents at the end of March with a
spring schedule.
Children who did not play in the fall of 2002 but are interested in playing in the spring of 2003 must register on Feb. 2.
Look for the “Spring Registration” table. HMMS will fill any
available openings on existing teams with new spring registrants. Spring registration is on a first-come, first-placed basis.
Children playing soccer with HMMS during the 2002/2003
season should receive a pre-printed registration packet by mail
in January. Registration forms will also be available on line at
www.hmms-soccer.org at the local Township Building and at
registration.
Need a Summer Job?
Applications for summer employment are available at the
Township Building. Categories include lifeguards, pool admission desk staff, playground director, playground staff, summer
camp director, summer camp assistant director, summer
camp staff, adventure camp director, adventure camp staff,
office assistant, bus drivers and highway, golf course, wastewater, park/pool and maintenance/lawn care personnel.
Public sledding will be available on the large hill at
Creekview Recreation Area -North, weather permitting.
Restrooms near the North Park pavilion will be open and heated.
Volunteer tax assistants, trained by the IRS, will conduct
free tax-assistance sessions for senior citizens, the disabled and
low-income families of any age. The sessions will be held from
9 a.m. to 1 p.m. every Wednesday Feb. 5 through April 9 at the
Emergency Services Building. No appointment is necessary.
Residents are asked to bring last year’s tax return information,
appropriate tax forms, their W-2, 1099, interest statements and
other important tax information. Call AARP at 238-2277 with
any questions.
Aquatics Instructor Wanted
The Recreation Department is seeking a qualified individual to teach deep water aerobics during the summer months at
the Hampden Pool. Applications can be obtained at the

TRIPS
New York City - Do Your Own Thing
The bus will leave at 7:30 a.m. on March 22 from the
Hampden Pool parking lot. Departure from New York is at 7
p.m. The cost is $36, with $10 non-refundable. Payment is due
in full at the time of registration. Cancellations for bus trips
must be made at least one month in advance to receive a
refund, minus the non-refundable deposit. No refund will be
granted if cancellation is made after Feb. 21. (Code 3988)

Washington, D.C.
This April 5 trip will leave at 8 a.m. from the Hampden
Pool parking lot, arriving near the Smithsonian Institution at
about 10 a.m. Participants will plan their own itinerary for the
day. The bus will depart Washington at 5 p.m. It will make a
fast-food dinner stop on the way home. The cost is $35, with
$10 non-refundable. (Code 4001)
St. Michael’s
Escape to St. Michael’s on the Eastern Shore on April 26 or
Aug. 16. The bus will leave at 8 a.m. from the Hampden Pool
parking lot on both days. St. Michael’s is a historic town filled
with shops, attractive restaurants, inns and the Chesapeake Bay
Maritime Museum. Upon arrival in St. Michael’s, participants
will have time to browse and shop. At 2:30 p.m., a one-hour
cruise is scheduled on Miles River, an arm of the Chesapeake
Bay. After the cruise, a 4:45 dinner is scheduled at the Crab
Claw Restaurant, where the choice of entrees will be crab
cakes, soft shell crabs, crab imperial and fried chicken. The
return to Hampden is immediately after dinner. The cost of the
trip is $70 a person and includes the cruise and dinner. A $25
per person, non-refundable deposit and your choice of entree is
due at the time of reservation. The balance is due one month
before the trip. No refund will be granted if cancellation is

‘Lion King’ on Broadway
This trip to New York City is scheduled for Saturday, May
3. The bus will leave at 7:30 a.m. from the Hampden Pool parking lot. Show time for the “Lion King” is 2 p.m. The bus will
depart New York at 7 p.m. The cost of the trip, including show
ticket, is $147. A $25 per person non-refundable deposit is due
at the time of registration. The balance is due by April 3. (Code

New York City - Ellis Island
The bus will leave at 7 a.m. on May 10 from the Hampden
Pool parking lot, arriving at the South Street Seaport at about 11
a.m. Participants can take a ferry to the Statue of Liberty, then
to Ellis Island. The bus will depart for Hampden at 6:30 p.m.
The cost is $36 a person for the bus transportation, and $10 is
non-refundable. No refund will be granted if cancellation is
made after April 10. The cost of the ferry is extra. (Code 3991)
New York City Grand Tour
The Recreation Department is sponsoring a four-hour
Grand Tour of New York City on May 17 and June 14. A professional guide will narrate the tour, from mid-town to the
Battery. The tour also will travel to Harlem and Upper New
York. The bus will leave at 6:45 a.m. from the Hampden Pool
parking lot, stopping in Allentown for breakfast, which is
included in the trip price. The bus will depart New York at 6
p.m. The cost of the bus fare, tour and breakfast is $63 and is
due at the time of registration, with $10 non-refundable.

The Recreation Department is planning a periodic E-newsletter that will be sent to anyone who asks to be

advertise upcoming recreation programs, trips and special

with other organizations.
ATTENTION POOL MEMBERS
Individuals who purchased a Hampden pool pass in
2002 should keep their membership cards, which will be
valid for future seasons with the purchase of another
membership. Resident ID cards issued in 2002 are valid
for three years. New IDs will not be issued until the date
of expiration on the card. DO NOT THROW THE CARDS
AWAY.
NASCAR - Winston Cup
The Recreation Department is sponsoring a June 1 trip to
the NASCAR Winston Cup race at Dover International
Speedway in Delaware. The bus will leave from the Hampden
Pool parking lot at 7:30 a.m., arriving at Dover about 11 a.m.
The race begins at 1 p.m. After the race, the bus will leave at
about 6 p.m. The cost of the transportation and a mid-grandstand seat is $135. A $35 per person, non-refundable deposit is
due at the time of reservation. The balance is due by May 1.
Cancellations must be made at least one month in advance to
receive a refund, minus the $35 deposit. (Code 3999)
‘Gypsy’ on Broadway
The bus will leave at 7:30 a.m. from the Hampden Pool
parking lot on Saturday, July 12, for Broadway, where participants will see the renowned musical “Gypsy,” starring
Bernadette Peters and featuring such songs as “Everything is
Coming Up Roses” and “Let Me Entertain You.” The bus will
leave for Hampden at 7 p.m. The cost is $142 a person, which
includes transportation and orchestra seat. A $25 a person nonrefundable deposit is due at the time of registration, with the
balance due by June 12. Cancellations must be made at least
one month before the trip to receive a refund, minus the

Washington Luncheon Cruise - Mt. Vernon
This champagne brunch cruise aboard the “Odyssey” is set

parking lot at 7:45 a.m., with the cruise beginning at 10:45 a.m.
Appetizers, entrees, salads and desserts are on the menu. The
cruise will end at about 1:30 p.m., followed by a trip to Mt.
Vernon, where participants will have more than two hours to
tour the historic landmark. The bus will leave Mt. Vernon at 5
p.m. and arrive back in Hampden at 8 p.m. Dressy casual attire
is recommended. No jeans, shorts, tank tops or halter tops are
allowed. The cost for bus fare and the cruise is $82 a person. A
$25 non-refundable deposit is due at the time of the reservation. The balance is due Aug. 13. Cancellations must be made
at least one month in advance to receive a refund, minus the
deposit. There is no refund if a cancellation is made after Aug.

Carnival Victory Cruise
This 8-day/7-night cruise is scheduled to sail from New
York on Sept. 27, with stops in Boston; Portland, Maine; and
Sydney and Halifax, Nova Scotia. The ship, Carnival Cruise
Line’s Victory “fun ship” will return on Oct. 4. Prices start at
$760 a person for a double occupancy stateroom. The cost
includes roundtrip bus transportation from the Hampden Pool
parking lot, all meals aboard ship, all entertainment, use of all
ship facilities including four swimming pools, seven whirlpools,
a 214-foot water slide, Nautica Spa, duty free shops, the largest
casino at sea, dance clubs, lounges and library, all taxes and service charges. A Travel Professionals host will escort the trip
with a minimum of 16 passengers. Contact the Recreation
Department to receive a detailed itinerary and registration
form.

Snow Emergency Policy
Following are highlights from the Township’s Snow and Ice
Emergency Ordinance:
A “general” or “limited” snow emergency will be declared
whenever street conditions are dangerous because of snow
accumulation.
A “limited” emergency normally will be called when eight or
more inches of snow are forecast. The emergency will continue for 24 hours after the snowfall ends or until canceled by the
Township Manager.
A “general” emergency will be declared under dire blizzard
conditions.
Vehicles traveling in the Township during a general emergency snowstorm (blizzard-like conditions) must have fourwheel drive capability or be equipped with chains or snow
tires (all-season radial tires are not considered snow tires).
The parking of vehicles on any street, road, or highway during a general or limited emergency is prohibited.
Following are snow removal priorities:
• Top priorities are the main roads, including Orr’s Bridge
Road, Good Hope Road, Lamb’s Gap Road, Creekview
Road, Central Boulevard, Erb’s Bridge Road and Skyport
Road.
• After the main roads are clear and remain passable, road
crews will attempt to open the principle access road to each
development. However, if main roads require additional attention, development plowing may have to be halted.
• After the snow has stopped falling, plows will return to
the developments to make a pass on each of the roads in each
direction. Once all development roads are open, plows will
return to widen them, if possible, to the curb.
• Residents can help in three ways: Don’t travel unless necessary; don’t shovel or blow snow onto plowed or treated
streets (the Township has an ordinance that prohibits this,
under penalty of law); and move your car off the street so that
plows have more room to operate. This is especially critical in
cul-de-sacs. Residents can also help by removing snow from
fire hydrants near their property.
• Plowing will begin when the snow is three inches deep.

Replace Old Detectors
Smoke detectors that have been in your home for more
than 10 years should probably be replaced, according to the
National Fire Protection Association.
The NFPA said that its studies indicate that older residential smoke detectors have a 30 percent probability of failure
within the first 10 years. Unless you know the detectors are
new, it says, it is recommended to replace them when moving
into a new house.
