The council hired Jim Shepherd as city attorney, replacing previous attorney Art Rodriguez. The council also moved to ad- vertise to fill the city secretary position, which was vacated by Tammy Edwards early this month. Recent resignations have left the city without a city manager as well. Scott Perry served a short stint with the city in January, replacing John Cobb, who resigned in October. Ray delivers meals to the elderly and disabled in Decatur through the Meals on Wheels program for Wise County. She has delivered meals five years and has become friends with many of her clients. “I feel like them giving me a hug makes my day, and me giving them a hug gives them a break as well,” she said. On Wednesday, Decatur Mayor Joe Lambert and Justice of the Peace Terri Johnson followed Ray on her route as part of Mayors for Meals, a national campaign that invites community leaders to deliver meals for the organization. Chico Mayor J.D. Clark, Boyd Mayor Brent Wilson, Bridgeport Mayor Don Majka, Decatur Main Street Manager Frieda Hanley and Wise County Committee on Aging board members also helped deliver meals to the more than 80 clients countywide. The routes cover most towns and communities in Wise County, except for Alvord. Several churches make and deliver meals to Alvord residents. Ideally, Committee on Aging executive director Donna Brown would like to break up the current four routes into several routes. MORE THAN FOOD — Meals on Wheels delivers more than 80 meals to clients in Wise County five days a week. On Wednesday, community leaders were invited to deliver meals. Messenger photo by Joe Duty Brown said that delivering the meals made the leaders aware of how the elderly are living in their county. “It’s important for them to be aware that there is a problem,” Brown said. “We might be the only ones they see, ever. We do have some (clients) that get out, but we have some that are home bound.” Clark, who helped in Chico, said the experience showed the dedica- tion of those who deliver on a regular basis. “At the first house we got to, the delivery driver (Debbie Briley) knew all the dogs’ names,” he said. “This is more than just dropping off food. She really had a connection with the people she was visiting, even to the point that the dogs were excited to see her. And that may be the only person that resident sees that day.” Lambert reiterated the organization’s mission. “It’s a reminder that there are a lot of people here that still rely on someone bringing their meals to them,” Lambert said. “In addition to bringing in meals, it’s somebody to check on the welfare of those senior citizens. It’s also very important for them to have human contact. “It’s a valuable program in the community, and I applaud those who are involved in this.” For Ray, the 15 to 20 people on her five-day-a-week route are her friends. “About a month ago, my route was getting so large that I couldn’t handle it in the time allotted. My boss said they were going to divide the route up,” she said. “That was an extremely hard day for me, to tell people that I could no longer deliver people those meals. “I felt like they were taking away my friends, my grandparents, away from me.” For information on Meals on Wheels or to volunteer, call Brown at (940) 627-5329. WISE COUNTY Environmental firm’s test confirms pollutants Part four in a recurring series By BRANDON EVANS Earlier this year during a cold, wet, winter, a river of sludge moved through the lawn of an Allison home after a gas-well pit overflowed. “It rained and rained and rained, and the sludge was not contained,” said Christine Edwards-Ruggiero. “It ran into the yard. So we had the sludge tested.” Spills and strong odors have mounted after a gas well was placed by the home of Tim and Christine Ruggiero. Almost half of their 10acre property was converted to gas production. Was Jesus really crucified on Friday? Where did this celebration originate? The origin of this event is questionable. This we do know, the apostles had no part in it and this celebration was never authorized by Jesus or his apostles. Paul said of the Galatians “Ye are fallen from grace” (Galatians 5:4). Their fall was caused by their contention that the law was essential for salvation. Those partaking in the Good Friday celebration are not mindful of the danger of celebrating this event. Why? Jesus said: “As Jonas was three days and three nights in the whale’s belly. So shall the Son of man be three days and three nights in the heart (grave) of the earth” (Matthew 12:40). If we contend that Jesus died on Friday yet was resurrected Sunday morning, we must conclude Jesus told us wrong. Let’s let the Bible answer this misconception. What day of the week did Jesus really die? Daniel, the prophet speaking of the crucifixion of Jesus, said he (Jesus) would be cutoff in the MIDST of the week (Daniel 9:27). What is the mid-week day? It is Wednesday. Thus God did not choose Daniel to witness a lie. Early in the morning Sunday (first day of the week), he was already risen “…very early in the morning the first day of the week…” (Mark 16:2). Jesus was laid in the tomb in the evening on Wednesday. Seventy-two hours from late Wednesday comes to late Saturday. Jesus was exactly three days and nights, asleep and buried. The celebration of Good Friday makes God, Jesus, and the prophets liars. Listen to what the Apostle John says: “He that believeth not God hath made him a liar” (I John 5:10). Beware of traditions: “Making the word of God of none effect through your tradition…” (Mark 7:13). “Prove all things” through diligent Bible study. City’s finances reminiscent of 2008 By PHIL MAJOR Chris & Linda Brown 5A Spending and revenues for the city of Decatur continue to be below 2009 levels. But Finance Director Brad Burnett said that comparisons to 2008 track fairly closely. Revenues have dropped 7 percent compared to February 2009, which accounts for the first five months of the city’s fiscal year. The city has managed to trim its spending during that time by $544,974. Burnett pointed out that the $4,428,641 the city has spent so far this year is almost the same as the $4,418,797 that was spent during the same period in 2008. The comparison is also similar on the revenue side, with $6,857,015 brought in so far this year, down from $7,371,703 a year ago but up slightly from the $6,785,301 raised two years ago. Decreased revenues include franchise taxes, civiccenter receipts, sales taxes and hotel/motel taxes. Burnett also noted the recent warrant roundup netted the city $47,975, more than double the $19,000 it brought in a year ago. The collection firm the city hired to track down outstanding traffic fines has collected $70,000; the city will keep about $50,000 of that. Airport Manager Mike Sayers’ report showed sales of aviation fuel down from last year, with 2,451 gallons in January and 2,363 in February compared to 4,093 and 3,243 gallons a year ago, respectively. He said bad weather played a role in decreased sales. Library director Cecilia Barham reported continued increases in library usage, with overall traffic rising 10 percent. She said the library plans workshops to assist residents in filling out governmental paperwork, which was identified as a community need. Police Chief Rex Hoskins said crime continues to increase, particularly thefts and burglaries. It was day one of the horse events in this year’s Wise County Youth Fair. Cody Stevens, 13, of Boyd, sat atop a 21-year-old mare with the barn name Lightning. Blind in the left eye and sometimes ornery in nature, it’s the final year Lightning, aka Apache Love, will perform in the Youth Fair. “I’ve been riding since I could sit up, literally,” Cody said. “My mom got me into it. She’s a professional horse trainer. She’s been doing that since before I was thought of.” “She’s been around horses since she was 2 weeks old,” her mother, Laura Stevens, said. Complete with a confident I’ve been riding since I could sit up, literally. My mom got me into it. Cody Stevens Boyd smile and a fist full of firstplace ribbons, it’s hard to believe tragedy struck Cody’s life a mere two weeks ago. On Sunday, March 14, a fire reduced her home to ruins. “When I first found out I just fell over,” she said. “My hands were shaking. I was hoping when I woke up the next day it had all been a bad dream.” Cody was staying at a friend’s house when the fire occurred. Her mom was out of town. They lost everything in the flames, in- cluding Cody’s horse-riding clothes. “I found all her clothes melted in what used to be the closet they were kept in,” Laura said. Fortunately Jacque Ray, of Jacque’s Apparels in Weatherford, donated a handcrafted riding outfit for Cody to use in the fair. But Cody also lost something more personal and dear. “My father went to prison for drugs when I was 7,” Cody said. “He got out but went back one year later for the same thing. I lost all the letters he had written me over the years.” Participating in the Youth Fair and getting back on the horse has helped her cope with the loss. “This is the best day of the year for me besides my birthday and Christmas,” Cody said. “It’s a special event.” Youth Fair builds the character of participants. Yeah, my kids were raised in barns. Now they are both in Lubbock pursuing careers in agriculture.” Once upon a time on the rolling prairies of Wise County, a bulk of the children grew up on the farm. It was second nature for them to participate in the Youth Fair livestock shows. But the diminishing number of family farms makes recruiting new participants challenging. “There’s fewer people involved in agriculture,” Dunlap said. “There are fewer family farms. I don’t think there’s as large a group of people that appreciate agriculture as there used to be.” The USDA monitors the loss of tens of thousands of acres of farm land every year to urban and suburban development. “There are fewer people raised on the farm,” Elmore said. “We struggle to find kids, but we have almost half the county pass through here. Continued from page 1A Several citizens spoke during the meeting, expressing concerns over rumors that have spread through town, from city employees losing health insurance funded by the city to the possible closure of the library. Librarian Randy Dunaway stressed that the library is a vital resource to the community, adding that 319 people visited the library in February and 108 people used the computers. The library also issued 16 membership cards during the month. “Membership is growing by leaps and bounds,” she said. “Where will these people go? They use the computers for job searching. There are people who don’t have home computers. Some don’t have vehicles. For them to go to Decatur would be a hardship.” While the council didn’t answer questions about the library, it did approve a move to United Healthcare for employee insurance later in the meeting. The move reflects a 2 percent increase in rates as compared to a 38 percent increase with the city’s current company. In other business, the council discussed the future of The Pantry, the former grocery store building. The building suffered minor interior damage in a Jan. 2 arson fire. The business has been closed for more than three years, and the council said the owner has several times said he would reopen the store. Fire Chief Monty Nivens said that other than fixing the back door, he hasn’t seen any improvements made to the store since the fire. A roll of insulation removed from the store during the fire still sits on the front sidewalk. “All the windows are broken, it’s been on fire and the back door has been kicked in — I don’t think he’s going to do anything with the building,” Nivens said. Councilman Malcolm Hardy III made a motion to begin the condemnation process on the building, pending an inspection by the city’s building inspector. Before the vote was made, Heather Sooter spoke from the audience and encouraged the council to refrain from demolishing the building if possible. Sooter has applied for a grant to open a grocery store and would like to purchase the building. She has been unsuccessful in her attempts to contact the owner. The council unanimously approved Hardy’s motion. The council opted not to extend the city’s contract with North Texas Animal Control Authority (NTACA), deciding to use the county’s animal control services. Owner Kerry Payne was at the meeting and said he would be willing to extend the contract for a short period of time until the council can approve a contract with the county. Payne also said that after seven months of service, he still responds to 20 calls a month, which is covered by a $1,075 monthly cost to the city. He said the county charges $65 a call. “If a call for service needs to be made to the county, I believe city hall has to make those calls,” he said, adding that weekend and after hours calls couldn’t be referred from city hall. “I’m not putting the sheriff ’s department down, but it’s not going to be at the same level of service.” Mayor pro tem Dewayne Sherwood said that he appreciated Payne’s service, but that he felt that the city’s original intention was to eventually use the county once Payne had “made a dent in the stray dog population.” “You’ve done a great job, but I think we need to go back to the county,” he said. The census, that is. With a national participation rate of 29 percent, Texas stands at 24 as of Thursday afternoon. This lags far behind the top five in the nation. Montana, North Dakota and South Dakota are leading the way with participation rates in the 40s. Our neighboring states — New Mexico, Oklahoma, Arkansas and Louisiana — are tracking in the 30s, except Louisiana at 29. The U.S. Census Bureau unveiled a map for this year’s census that colorfully shows like Cedar Valley, Okla., (71 participation rates by state level, percent, No. 13 in the nation) and county level and city level. YOUR VIEWS Attorney General a hypocrite State Attorney General Greg Abbott has sued the federal government to block the federal insurance requirements. However, while Mr. Abbott decides to embark on such a taxpayer waste of money, I must remind Texans that the federal government’s insurance requirements appear to enhance the state attorney general’s compliance with laws formed by our federal and state legislatures. This law requires that non-custodial parents paying child support also purchase health insurance for their children. Where was his lawsuit then? I’m not advocating that children go without health insurance or that the new laws, signed on Tuesday, are not mutually beneficial for the healthcare providers, the insured and the insurance companies. I am in favor of both these programs. What I take umbrage over is the political pandering to voters in an election year to be particularly partisan while hiding his hypocrisy over other similar healthcare mandates. In January 2008 in the Dallas Morning News, Texas Attorney General Greg Abbott even went as far as suggesting broader legislation for children’s medical care by stating, “a private insurance company would contract with the state to cover a pool of children, a court could order parents to buy the private insurance based on their ability to pay, the court could order the insurance premiums withheld from a parent’s paycheck, and parents who provide proof of insurance could opt out.” We must now ask ourselves why the attorney general would support one mandate over the other. Well, the answer is money, federal money. The Office of Attorney General explained “the imperative” to produce more orders for medical support in the request for proposal for services for the Texas Child Support Enforcement System. Buried at page 151 under section 4.4.8.8 of T2 TXCSES it states, “ ...beginning FFY 2009, the establishment of medical support will be one of the performance metrics by which the Office of Attorney General will be measured to garner incentive funds. Therefore, it will be imperative to increase the percentage of cases with a medical support order.” Shame on you, Mr. Abbott. The audacity of your hypocrisy astounds me. Tracy Smith Greenwood Climbing over life’s obstacles March 20 finds me in Abilene, attending my first ever “Players in Progress” festival – basketball sporting event for kids from 4 to 13. It includes lots of activities for the young and the young at heart. Bounce houses and carnival games offer prizes to be won. A rock climbing wall bids the young participants to see if they can ring the bell at the top of the climb. Kids offer their best in individual skills competitions and group performances, all vying to be first. There are collectively about 300 basketballs bouncing in unison on the ACU hardwood. Fits right in with March Madness. It is a basketball lover’s paradise. But the most impressive part of the weekend is the theme, “The Climb.” Each contestant is instructed to bring a rock; decorated or plain, flat or round, big or small. The description of the rock unimportant, but the messages they conveyed is long remembered by me. Each child was directed to write one thing they had overcome this year. A plethora of challenges and victories, joys and fears, obstacles and stepping stones. Learning to spin (the basketball). Having five surgeries in one year. My parents’ divorce. Getting back on my horse after being bucked off. Passing TAKS. Getting over my fear of big dogs. Losing our house to fire. Learning to read. Snowboarding. Back handspring. Losing Papa to cancer. I laugh at some, cry reading others. Life is sometimes hard at 4 or 104. But it is about the climb and what we learn along the way; never give up, respect of self and others, practice self-control, love is important, forgiveness is a gift we give, honor God by serving and caring for others. Freshman begins career on sprint, leading Lady Eagles in points By RICHARD GREENE Taking her place at the starting line, Briana Compton has a good idea what many of her fellow older competitors are thinking. “They are probably thinking that I can’t run that fast,” said the Decatur freshman. Through her first three high-school meets, Compton is making a habit out of proving them wrong and leaving them in her dust. The freshman leads Decatur, scoring 77 points in the three meets. At her last meet at Nocona, Compton medaled in all five of her events — the 100, 4x200, 4x100, triple jump and long jump. She won the 100 and both relays. The success is not something that Compton expected. She actually didn’t expect to have the opportunity to run on the varsity squad. “My mom said I would, but I wasn’t sure,” Compton said. Decatur coach David Park could tell that the freshman was surprised upon finding out that she was going to run on varsity, starting with the Lady Eagles’ opening meet at Bridgeport. “She came out like a freshman should,” Park said. “She was quiet and worked hard. I don’t think she understood how good she is or can be. The first meet when I put her on varsity, she was stunned.” That shock didn’t slow her down. Compton won the triple jump with a 331.5 effort in her first meet. She took second in the 100, running 13.45. Compton helped the 4x200 to a second-place finish and the 4x100 to fourth. Since that first meet, she’s improved in most of her events. Cooper showed Thursday he is finding the right balance, winning the 800 at the Argyle Track and Field Meet. He ran a season-best 2:01.6. “That was really good,” Cooper said. “It was three seconds under last year’s time.” Cooper has been working on his speed. “I wasn’t sure about today,” he said. “I’ve been practicing with sprinters, running shorter distances.” Cooper hopes to see his time come down before the District 5-5A meet April 14. Mitchell wins 3,200 Through the first six laps, Northwest’s Cooper Mitchell found herself between two Argyle runners. Then over the last two laps, the Lady Texan sophomore took off and left the competition to win the 3,200 in 12:24. It was a time that surprised her. “I haven’t got close to that,” Mitchell said. “My best this year was 12:35. Last year, I kept getting 13s.” Mitchell drafted off Argyle’s Allea Harris and Ashley Gonzalez until she made her move. “It was nice to have someone to pace with,” Mitchell said. “I was afraid they were going to make a move or try to squish me out, so I decided to go.” Northwest distance coach George Lutkenhaus said about Mitchell, “She ran a smart race.” Mitchell took second in the 1,600, running 5:46. Northwest took the top three spots in the mile. Malisa Lewis won the race in 5:33. Caren Stuebe was third in 5:49. Clayton jumps to gold With her teammate Alyssa Holmes unable to jump Thursday, Bridgeport’s Mariah Clayton took full advantage of the opportunity to take gold in the high jump. “She’s been taking second,” said Bridgeport coach Alan Green. “She continues to improve. She’s been clearing 5-0, and last night she got to 5-2.” Her sister, Taylor, took sixth, clearing 4-10. Green expects the Taylors and Holmes, who has cleared 5-4 multiple times this year, to have strong showings at district next month. “They all have a chance to clear 5-0 to give them a legitimate shot at regionals,” their coach said. The sophomore struck out 11 and held the Jacksboro Tigers without a hit over seven innings in the Yellowjackets’ 2-0 win. “He had everything going,” said Boyd coach Dwayne Gardner. “He placed his fastball wherever he needed. They never hit anything to the outfield.” Only five Jacksboro batters reached base against Cate, who walked three and hit a batter. “He had one slider that got in on a lefthander,” Gardner said. Jacksboro’s leadoff hitter in the second reached on a throwing error. Boyd (5-9, 1-2) could not give Cate a lead until the sixth inning. “The Jacksboro kid was on as well,” Gardner said. Cate walked in the sixth. Jordan Mitchell came in to run for him. Gardner put on a hit-and-run, putting Mitchell in motion. The Panthers (12-4-2, 3-0) pounded out 17 hits in a 22-2 victory over the Chico Dragons. In its three district wins, Paradise has scored 56 runs. Tuesday, five Panthers finished with multiple hits. After four years to be in the playoffs, it shows we’re moving in the right direction.” Decatur could not slow Birdville’s potent attack led by Clifton and Tyler Wagley, who teamed for all five of the Hawks’ goals. Birdville outshot Decatur 16-3. “We fought and tried,” Carrillo said. “We were not able to play the ball as much as we wanted. They were very dangerous up front.” Stokes said Decatur could not match Birdville’s physical play. The Hawks were able to force turnovers in Decatur’s defensive zone and create chances. Birdville also controlled the midfield throughout. “We knew our only chance was to be physical,” the Decatur coach said. “We weren’t able to mix it up. We’re relying on freshmen and sophomores, and we’re still making mistakes.” Decatur senior Justin Smith made the start at keeper. He made 10 saves. “He did a good job of stepping up,” Stokes said. “He definitely didn’t embarrass himself.” Smith started facing shots less than two minutes into the match. In the seventh minute, Birdville’s fourth shot got past him. After a defender laid in front of the initial shot, Clifton was able to lift the ball to the left of Smith for a 1-0 lead. In the 25th minute, Decatur turned the ball over on the defensive end, giving Birdville captain Clarke Renfro a breakaway to the goal. Renfro centered a pass to Clifton, who booted the ball into the right corner for his second goal. Decatur looked as if it would limit the damage to two goals going into the final minute of the first half. But Birdville earned a corner kick that Clifton headed home with 23 seconds left to make it 3-0. Just more than a minute into the second half, Wagley, who failed to score on his three first-half shots, found the back of the net on a breakaway. Wagley scored again, walking in on Smith in the 45th minute for the game’s final goal. Decatur had few scoring opportunities. Senior Arturo Pacheco booted a ball over the goal from 20 yards away on the Eagles’ lone first-half chance. With 17:06 left, Carlos Alvarez kicked wide of the goal from 20 yards out. Gustavo Huerta took Decatur’s best shot of the night, putting a ball on the Birdville keeper with 12:41 remaining. “Gustavo played good for us,” Stokes said. “Valentin did a good job on defense. Jake Anderson, a freshman, was real impressive. The loss dropped Decatur to 1-1 in District 5-3A. “We left some opportunities, and Iowa Park hung around and took advantage of some mistakes,” said Decatur coach Neal Hall. The two teams were knotted at 2 after seven innings. With one out in the top of the eighth, Iowa Park used an error, an infield-single and a bloop single to load the bases. The Lady Hawks then pushed across a run on a botched rundown. They added a second run on a fielder’s choice to take a 4-2 lead. Decatur could not answer in the bottom of the inning. Decatur pitcher Megan Dittrich took the loss, despite allowing just three hits and striking out 11. She was charged with four runs — two earned — and two walks. Chelsea Patterson led the Lady Eagles at the plate, going 4-for-4. With the game tied at 2, she got to third base with one out in the bottom of the sixth. Decatur left her stranded at third. Leia Andriotto and Jazmine Lujan had Decatur’s other two hits — doubles. Andriotto collected an RBI. The Iowa Park Hawks outlasted the Decatur Eagles in an extra-inning slugfest to open District 5-3A baseball Tuesday night. The Hawks pushed across the winning run in the bottom of the eighth inning on a passed ball to beat the Eagles 13-12. “Iowa Park is a good baseball team with lots of speed,” said Decatur coach Chris Carter. “We played really good at times. At times we didn’t.” Decatur (3-13, 0-1) opened the game by putting up four runs. But starter Clint Moore could not protect the lead, allowing Iowa Park to score three in the bottom of the inning. An 8.5” x 11” journal will be printed concerning the history of the Wise County Heritage Museum. Shooting a 336, the quartet of Hunter Hargrove, Drake Harper, Dylan Rottner and Blake Lindsey won the tournament at Runaway Bay. That was four strokes better than second-place Sanger’s 340. The victory followed Decatur’s win the week before at Nocona Hills. “It’s a tough course,” said Decatur coach Jay Harris. “I’m proud of them to get into the 330s.” Harris added that he had to pull kids up from Decatur’s second squad for the tournament. Decatur’s “B” took sixth with a 371. Hargrove finished second individually to Iowa Park’s Blake Posey, who won the tournament with a 78. Coming off shooting a 76 last week, Lindsey fired an 83. Harper shot 85. Rottner had an 89 to round out Decatur’s scorecard. Bridgeport’s top team finished fifth with a 364. Kameron Brazier led the squad with an 84. Her triple jump is leading the district, and she also hasn’t had a warm day to really hit the board and jump good.” Competing in five events keeps Compton busy and tired by the end of the meet. “I get tired but also bored at the end,” Compton said. 5B As the Lady Eagles near the District 5-3A meet, April 15-16, Park hopes that Compton remains a scoring machine. “When you get to district, every point is important,” Park said. “You hope to get the right amount over 16 events.” Compton is hoping that her freshman season continues with a trip to the regional meet. “That would be very exciting,” Compton said.
