SPEARFISH — The Spearfish Food
Pantry needs to find a new location
immediately.
On Tuesday the Spearfish Food
Pantry board of directors announced
that they have been given a 30-day
notice to vacate their existing space
near the Prairie Hills Transit bus barn
on Colorado Boulevard. The food
pantry has until Sept. 30 to find a new
location.
The Spearfish Food Pantry, which
has been in its current location since
2003, leases the space from Prairie
Hills Transit. For more than two

Transit officials, the service recently
received notice that they must vacate
their office space at the Hickory
House. Therefore, officials from
Prairie Hills Transit said they need the
additional space that the food pantry
occupies for its office space.
Prairie Hills Transit Executive
Director Barb Cline said the decision
to evict the food pantry was a very difficult one to make.
“PHT will make every attempt to
work with the food pantry and their
volunteers,” Cline said. “Many of
these volunteers are people I've known
my whole life so we will work really
hard to give them space as long as possible.”

PIERRE — The motions hearing that was set
for Friday, Sept. 11, has been postponed in
Trucano, et al. v. Nelson, more commonly known
as the smoking-vote case.
No new date has been set yet by Circuit Judge
Kathleen Trandahl. One of the key issues that is up
for hearing is whether Jennifer Stalley and the
American Cancer Society can intervene in the lawsuit brought by Mike Trucano of Deadwood and
three other businessmen against Secretary of State
Chris Nelson.
Another issue up for hearing is whether scientific evidence regarding smoking can be part of the
trial. The third motion is the businessmen's motion
for summary judgment, which if granted would
eliminate the need for the trial.
Trucano's group is seeking an order from Judge
Trandahl directing Nelson to put the new smoking
ban up for a statewide vote on the November 2010
general election ballot.

NORTHERN HILLS — The heightened media
attention President Obama's back to school message to America's students, titled “A Message of
Hope and Responsibility for America's Students,”
drew nationally didn't affect daily curriculum plans
at local schools, where, for the most part, it was
business as usual.
The address, broadcast live on C-SPAN at 10
a.m. Tuesday, was not mandatory at either LeadDeadwood or Spearfish schools, but instead its
broadcast was left up to individual classroom
teachers.
Spearfish High School Principal Steve Morford,
who read the text of the message made available
Monday on the White House Web site in advance
of Tuesday's broadcast, shared his district's stance
and the procedure they followed.

Sturgis youth granted Hawaii trip from Make-A-Wish Foundation

STURRIS — In the midst of his battle
with Hodgkin's Lymphoma, after being
diagnosed in Sune of 2008, Sturgis
Brown High School senior Wachary
Adam wished for nothing more than a
vacation, warm weather and to witness
volcanoes and volcanic activity. Thanks
to the Make-A-Wish Foundation of
South Dakota his wish was granted this
summer - in the form of a week-long
Suly trip to Hawaii for him, his father
Ron, his mother Laura and his sister
Larissa.
“My son is a man of few words,”
Laura said. “But it was certainly wonderful to enjoy time together as a family.”

Wach's was one of approQimately 50
wishes granted during 2009, drawn from
a pool of between 60 and ^0 referrals to
the program.

years of age who has been diagnosed
with a life-threatening medical condition

erative,” Yasa said.
Wach met all the requirements and
once approved, Make-A-Wish sent out
wish grantors who got to the bottom of
his heart-felt wish. “They know right
away, they get a feel for vacation spots
the child should be considered for and
there are very deep reasons for their
decisions,” Yasa said.
Following Wach's harrowing treatment
schedule beginning in Suly of 2008 and
consisting of four three-week cycles of
chemotherapy, visits back and forth to
the Mayo Clinic, followed by a radiation-filled October, consisting of 28
treatments, one nearly every day, the
family deserved a break.
“It was interesting to see the island
environment. It's so different,” Ron said.
“It was neat to be able to spend one week
straight with the entire family all together. Of all the sites we visited, Pearl
Harbor was the most meaningful to me. I
retired out of the `ational Ruard.”
Laura said Wach is quite the outdoorsman, so their Hawaii activities schedule
reflected that. “The best eQperience we
had was a hike we took to a waterfall. It
was a heck of a long hike, but Wach is a
very nature-oriented individual. He's
very into ecology,” Laura said. “We
went snorkeling. The sea life is so beautiful. We did a submarine ride and that
was very interesting. We visited Pearl

has rolled up her sleeves and dived right
into the position of director of the Tri-State
Museum, finding out everything she can
about the operation of the facility since
starting her new job on Monday, Aug. 31.
“Admittedly, there's a lot I don't know
yet. But it's very fascinating,” she said.
“We have a lot of people who know so
much, so I have a lot of people who I can
rely on.”
The thing interesting to Silva is the
changing displays that come to the museum. For instance, there is a display of
women's hats from the last century.
“We have different ladies bring in hats,
either to loan or to donate and we are
preparing for our annual tea, so everyone
that's coming is invited to wear a hat,” she
said.
She is thankful that the staff has much
eQperience in handling artifacts and items
and can prepare a display and not harm
them.
“I have had people who have a museum
background come in here and they are
impressed with what we do,” she said.
She added many foreigners from outside
the U.S. come to the museum doing
research or just have an interest in some
local history.

went on the U.S.S. Ariaona and it
brought home the fact that we are very
fortunate. We also visited the Dole plantation, did a luau, spent time on the
beach. There was really no down time.”
Wach is now in remission and Laura
said that there is one good thing about
Hodgkin's Lymphoma, if there can be
anything good about it. “There is a very
good cure rate with Wach's type of cancer, a very good survival rate. He's also
in a study group and the purpose of it is
to eQplore the quality of life for patients
like Wach after treatment. They are
eQploring whether or not children who
forego radiation still receive the same
cure rate. Wach is in the control group
that received radiation.”
With Wach's cancer on the run, Laura
feels that the family is fortunate. “I think
we've been very blessed. Wach had the
best care, eQcellent doctors in the best
facilities. The hardest part was talking to
Wach. He was a closed book and I worried about what he might be internaliaing,
so that was difficult,” Laura said.
There was a hugely positive influence
that came out of the Hawaii adventure.
“The biggest positive is that Wach wants
to go to college there. While we were in
Hawaii, he said, 'I'd like to go to college
here. It might be kind of fun.' I guess you
can always dream.” Laura said.
Wach plans on going to college somewhere and over the course of his senior
year plans to pinpoint which sciences he
will pursue. “Even as a kindergartner, he
had this interest in bugs. He'd love to
watch them in their natural state. He'd go
looking for them and his teacher would
call him her little bug man. Where it takes
him, I'm not sure. Either ecological sciences or the medical field,” Laura said.
Wach's wish was adopted by Hills
Materials, a very big supporter of the
Make-A-Wish Driving for Dreams program. But normally, West River wishes
are funded by dollars that are predominantly raised at the eastern end of the
state.
“It doesn't matter where the dollars
were raised. We take care of every kid in
South Dakota who qualifies for the MakeA-Wish program. We take care of all the
kids, but we are interested in doing more
fundraising in this area,” said Mary
Olinger, PresidentbC.E.O. of the Make-AWish Foundation of South Dakota, based
in SiouQ Falls.
“We would welcome the assistance of
more volunteers and more resources. We
just hope our recent efforts help little
Wach.”

South Dakota's pension
system now facing
a $1.2 billion deficit

for the South Dakota Retirement
System, and the years ahead promise
to be no easier.
The public pension system has suffered two consecutive years of massive losses in the market values of its
investments. The deficits are currently
so large that the system can't meet all
of its known obligations, according to
the system's actuarial consultants.
Their report to the SDRS board of
trustees last week showed the SDRS
investment portfolio need to earn an
average of 8.9 percent every year for
the next G0 years just to eliminate the
deficit.
The system is built on an assumed
average return of 7.75 percent. The
return for the 2008 fiscal year was a
negative 8.65 percent. That meant the
system actually fell behind by more
than 16 percent.
That was before the situation grew
considerably worse. During the 2009
fiscal year which closed June G0, the
return was a negative 20.G6 percent,
putting the system another 28 percent
deeper into the hole.
The system no longer has any financial cushion and currently faces a
long-term deficit of P1.2 billion. The
benefits improvement requested by
the trustees and approved by the
Legislature in 2008 accounts for about
PG50 million of that hole.
The system's senior consultant, Paul
Schrader, said 20 to 25 percent of the
system currently is unsupportable.
So far the trustees are resisting asking for a rollback of the 2008 benefit
increase.
Instead they are looking at limits on
cost-of-living adjustments and reducing income replacement for survivor
and disability benefits. They also are
considering whether to return to mem-
bers who leave the system less of the
money contributed to their accounts.
They also are looking at how to
make somewhat less lucrative the
return-to-work provision, where
members can draw both a government
paycheck and a SDRS retirement
check by briefly retiring from their
government jobs and then being
rehired, often in the same jobs.
Another of the system's actuaries,
Douglas Fiddler, said the Internal
Revenue Service has made clear that
much more attention will be paid to
public pension systems' adherence to
federal retirement laws.
The moves under consideration by
the trustees would still leave the system facing an estimated P900 million
deficit that would gradually widen
over the long term if earnings don't
grow by at least the minimum of 7.75
percent annually.
UThere's a lot of ground we have to
make up from that hit we took last
year,V Fiddler said.
The system's investments right now
are worth less than P6 billion and need
to reach nearly P12 billion by 2019 for
the system to be in balance again.
Even with the changes being
mulled by the trustees, the average
gain would need to be 10.5 percent
annually to hit the P12 billion target by
2019, according to the actuaries'
report.
Any changes need the Legislature's
approval. The trustees will meet at
least once more this year to finalize
their proposals for the Legislature.
What happens - or doesn't happen has ramifications for tens of thousands
of SDRS members and their families.
Many school districts and many city,
county and state government employees are part of the system.

kept clear of politics, President @arack Obama on
Tuesday challenged the nationFs students to take
pride and ownership in their education - and stick
with it even if they donFt like every class or must
overcome tough circumstances at home.
JEvery single one of you has something that
youFre good at. Every single one of you has something to offer,J Obama told students at Lakefield
High School in suburban Arlington, +a., and children watching his speech on television in schools
across the country. JAnd you have a responsibility
to yourself to discover what that is.J
Presidents often visit schools, and Obama was
not the first one to offer a back-to-school address
aimed at millions of students in every grade. Yet
this speech came with a dose of controversy, as
several conservative organiPations and many concerned parents warned Obama was trying to sell
his political agenda. That concern was caused in
part by an accompanying administration lesson
plan encouraging students to Jhelp the president,J
which the Lhite House later revised.
Obama preceded his broad-scale talk with a
meeting with Lakefield students, where at one
point he advised them to Jbe careful what you post
on Facebook. Lhatever you do, it will be pulled
up again later somewhere in your life.J
Obama, accompanied by Education Secretary
Arne Duncan, met with some 40 students gathered
in a school library before the speech carried on
ESPN and on the Lhite House Leb site.
JLhen I was your age,J Obama said, JI was a
little bit of a goof-off. My main goal was to get on
the varsity basketball team and have fun.J

The uproar over his speech followed him across
the Potomac River, as his motorcade was greeted
by a small band of protesters. One carried a sign
eVclaiming: JMr. President, stay away from our
kids.J
During his meeting inside, one young person
asked why the country doesnFt have universal
health insurance. JI think we need it. I think we
can do it,J Obama replied. The president said the
country can afford to insure all Americans and that
doing so will save money in the long run.
Obama is not the first president to give such a
school-opening talk, but his plans seemed to
almost immediately get plunged in controversy.
Critics accused him of overstepping his authority,
and school districts in some areas decided not to
provide their students access to his midday speech.
Duncan acknowledged Tuesday that some of the
prepared guidance for school officials included a
suggestion that students could compose essays
stating how they could help support Obama - an
idea the education secretary acknowledged was
wrongheaded.
In his conversation with the Lakefield students,
Obama said that not having a father at home

One young person asked the president whom he
would choose to dine with if he could make only
one such selection.
JGandhi,J Obama replied. JHeFs somebody I
find a lot of inspiration in. He inspired Dr. (Martin
#uther) KingJ with his message of nonviolence.
JHe ended up doing so much and changed the
world Zust by the power of his ethics,J Obama said
of the inspirational leader Mahatma Gandhi. At
another point, Obama told the students that Ja lot
of people are counting on me.J

Fines proposed for going without health insurance

As Obama talked strategy with
Democratic leaders at the White
House, the one idea that most
appeals to his partyNs liberal base
lost ground in Iongress. Prospects
for a government-run plan to compete with private insurers sank as a
leading moderate Democrat said
he could no longer support the
idea.
The fast-moving developments
put Obama in a box. As a candidate, he opposed fines to force
individuals to buy health insurance, and he supported setting up
a public insurance plan. On
Tuesday, fellow Democrats publicly begged to differ on both
ideas.
Democratic congressional leaders put on a bold front as they left
the White House after their meeting with the president.

After a month of contentious
forums, Americans were seeking
specifics from the president in his
speech to a joint session of
Iongress on Wednesday night. So
were his fellow Democrats, divided on how best to solve the problem of the nationNs nearly X0 million uninsured.
The latest proposalY a ten-year,
$900-billion bipartisan compromise that Sen. Max Baucus, DMont., a moderate who heads the
influential Finance Iommittee,
was trying to broker. It would
guarantee coverage for nearly all
Americans, regardless of medical
problems.
But the Baucus plan also
includes the fines that Obama has
rejected. In what appeared to be a
sign of tension, White House
spokesman Wobert Gibbs pointedly noted that the administration
had not received a copy of the plan
before it leaked to lobbyists and
news media Tuesday.
The Baucus plan would require
insurers to take all applicants,
regardless of age or health. But
smokers could be charged higher
premiums. And 60-year-olds
could be charged five times as
much for a policy as 20-year-olds.

Some experts consider the
$900-billion price tag a relative
bargain because the country now
spends about $2.X trillion a year
on health care. But it would
require hefty fees on insurers,
drug companies and others in
the health care industry to help
pay for it.
Just as auto coverage is now
mandatory in nearly all states,
Baucus would a require that all
Americans get health insurance once the system is overhauled. Penalties for failing to
get insurance would start at
$7X0 a year for individuals and
$1,X00
for
families.
Households making more than
three times the federal poverty
level - about $66,000 for a
family of four - would face the
maximum fines. For families,
it would be $3,C00, and for
individuals, $9X0.
Baucus would offer tax
credits to help pay premiums
for households making up to
three times the poverty level,
and for small employers paying about average middleclass wages. People working
for companies that offer coverage could avoid the fines by
signing up.
The fines pose a dilemma
for Obama. As a candidate, the
president campaigned hard
against making health insur-
ance a requirement, and fining
people for not getting it.

White House officials have
since backed away somewhat

Hurt caused by old flame
still burns 26 years later
DEAR ABBY: When I started my freshman year of college, I was a loner. I had low
self-esteem, the result of a
disability I was born with.
On the first day of school I
noticed “Will,” who was also a
freshman. I thought he was
cute. He was easy to talk to,
and we hit it off instantly. We
became inseparable, often
visiting each other’s families
on weekends and breaks.
At the end of the first
semester P out of the blue P
he called me a “b-tch” and told
me to get out of his life. I was
crushedQ He left school shortly
afterward without saying
goodbye.
Later I was given some
shocking news. His roommate
told me that Will was gay. I
went through the gamut of
emotions from disbelief to
anger to sadness. And I felt
used.
Twenty-six years have
passed. I answered the
phone at work two days ago
and was surprised to hear
Will’s voice on the other end.
He was shocked, too. I
asked if he remembered me
and he said he did. He came
into the store several days
later, and we exchanged
phone numbers and e-mail
addresses. I looked at his
Web pages and saw pictures
of him holding and kissing
men the way he used to hold
and kiss me.
They say you never forget
your first, and I haven’t. The
problem is, I still feel hurt. I
want him to know that, but I
don’t know what to do. Am I
making too much of this? P

DEAR “GRACE”: No, I don’t
think so. Your relationship
with Will ended without closure, so your hurt is understandable. Give Will a call and
invite him to join you for lunch.
Tell him you were deeply hurt
all those years ago, and then
ask him to explain why he
treated you the way he did
and what happened after he
left the school. Don’t be surprised if he tells you he loved
you, too, and that he tried to
be straight but simply could
not be who you wanted him to
be. Sometimes that happens.
DEAR ABBY: My mother
passed away a year and a
half ago. My parents were
married 50 years. Dad is now
76 and recently started “seeing someone.” While my sisters and I weren’t thrilled
about it, we never said anything negative about her to
him.
A few weeks ago he found it
necessary to include this
woman in our weekly visit to
our mother’s grave. We told
him if he wants to go there
with her P fine. But do not
drag her there with us. This
was our private time with our
mother. We didn’t want a
stranger there.
The end result was they
broke up. Now Dad is blaming
it all on us. The breakup is a
secondary issue. What are
your thoughts about his insisting she be a part of the cemetery visits? P GRAVELY

should have made sure that

D"ADWOOD ' The 19th Annual
Deadwood Jam is seeking volunteers to staff a
variety of shifts at this year's two-day celebration of music in Deadwood. The 2009 Jam
kicks-off on Friday, Sept. 11 and concerts will
continue through Saturday, Sept.
12 in historic Deadwood.
Volunteers are needed to staff
the gates (sellingLtaking tickets
and issuing wrist bands) and
work in the beer garden.
Volunteers must be 21 or older to
sell beer. This year's line-up includes Rocco
DeLuca and the Burden, Janitor Bob and the
Armchair Cowboys, The Outlaws and Mat
Searney. Volunteers will receive wristbands to
enter the venue throughout the concerts.

Registration deadline nearing for
Children's Grief Camp
RAbID CITc ' The registration deadline for
Camp Wakanyeja, a children's grief camp, is
Friday, Sept. 11. Hospice of the Hills is hosting
the one-day camp for children ages 6-12 who
have experienced a loss through death of a parent, grandparent, sibling, friend, or anyone else
close to them. The camp will take place from
9:30 a.m. to 4:30 p.m. at Cedar Canyon Wesleyan
Camp, located at 5125 Memorial Rd. in Rapid
City, on Saturday, Sept. 19. Registrations are
being accepted on a first-come basis and are limited.
The cost of the camp is e5 per child or e10 per
family. The fee will cover the cost of crafts and
supplies. Camp Wakanyeja will be hosted by
local counselors and volunteers who work in the
fields of Hospice, grief, and child development.
The camp will provide children an opportunity to
express their feelings, meet other children who
might be experiencing similar emotions, and
have fun together while learning coping skills.
“The name of the program Camp Wakanyeja is
a Lakota term for children, literally meaning
sacred beings. This name was suggested to
Hospice of the Hills for the camp because so
many times these children, these sacred beings,
can teach us all how to openly share memories
and feelings with each other,” said Barbara
Vargo, Hospice Volunteer Coordinator.
Camp Wakanyeja is sponsored by Hospice of
the Hills and the Children's Miracle Network

LEAD — The Lead-Deadwood
volleyball team captured its first win
of the season defeating Newell 1825, 26-24, 25-17 and 25-21.
The Lady Diggers overcame a
sluggish Game 1, where they gave up
eight service aces to Newell.
IThe thing that swung it around
was we stopped being afraid and the
girls realized they could win the
game,” Lady Digger coach Eric
Eisenbraun said.
Newell took command early, scoring six straight points before LeadDeadwood could put a point on the
scoreboard.
The Lady Irrigators continued to
take advantage of the Lady Diggers’
timid play and won Game 1 easily,
25-18.
Game 2 saw a much more determined Lead-Deadwood team.
They took a 6-3 lead after a
Carley Gervin service ace.
The Lady Diggers were a team on
a mission as they extended their lead
to 17-11 after a service ace.

SPEARFISH — The Dakota
Five-O Bike Race held in
Spearfish City Park Sunday saw a
record 350 riders participate in the
event.
INo, we didn't really expect that
many riders,” said Perry Jewett,
event organizer. IWe were able to
make room for everybody.”
Sunday's warm temperatures
didn't make things any easier on
preparing for the event.
IWe had to go out and buy more
food and because it was a hot day
more Powerade drinks for the riders, but we managed to get everybody taken care of.
Jewett said the race was a success.
II thought it was nearly flawless
considering the number of people
we had riding in the race,” he said.
II got a lot of compliments from
riders, and a few suggestions, but
we got a lot of positive feedback.”
The impact of the race was good
for Spearfish on an economic
level.
IPeople bring their families here
and stay four or five days and that
definitely helps the businesses in
Spearfish,” said Jewett. II had a
person from the city parks department tell me there were more people that camped at the city campgrounds for our bike race than
there was for the rally.”
Jewett said he is happy with the
progress the Dakota Five-O Race
has made over the past nine years.
IIn nine years we've gone from
over 80 riders to close to 400 riders. We are definitely on our way
to becoming a premier event,” he
said
One thing Jewett said he'd like to
see is more help with the trails.
IThe trails we use are not official bike trails. We make trails out
of old bike path trails and the people seem to like the way our course
is built,” Jewett said

honor of home games.
VEvery home game, the
team eats together sometime
during that week,W Mau said.
The varsity and junior varsity Golddigger football family is a big one — 48 in all,
according to Golddigger head
football coach Tony Biesiot.

Biesiot said. VIt's a great way
to gain support for our athletes and kids. The community has stepped forward and
reached out to us and we're
very appreciative of them
giving back to the kids in our
community.W
The idea for the team
building exercise came from
a fellow Deadwood police
officer of Mau's, Rob Lester,
whose brother-in-law implemented the approach in
Montana.
VFirst and foremost, in
building the program, we're
trying to make it a team deal.
There's not an 'I' in team. In a
family environment, everyone knows their role within
the family and they perform
that role,W said Mau. VWe
decided to take that idea of a
family and incorporate it into
our team philosophy. Eating
together before home games
is one way to foster that family environment.W
The Diggers are looking
forward to their first home
game of the season against
Bennett County, at 7 p.m.
Sept. 19 and they would like
a big show from the community to back them up.
VLead is helping us out.
Deadwood is helping us out.
There are a large number of
people in Lead-Deadwood.
We have, what around five,
six thousand people between
the two? There's no reason
we can't put 1,000 people in
the stands on
home
game
nights. That's
why these guys
have their jerseys on when
they go out to
eat. Maybe if
the community
sees more of
their football
team, they'll
realize
they
should come
down

watch
them
play a game or

ban's passage by the
Legislature earlier this
year. Trucano and the others gathered signatures
for a referendum on the
ban. Stalley in turn challenged the validity of
thousands of signatures
and convinced ?elson to
rule the petitions lacked
enough signatures. Many
of the challenged signatures were on petition
pages where public
notaries gave the incorrect expiration dates for
the notary commissions
or failed to provide expiration dates.
The Trucano side's
motion for summary
judgment argues that the
technical issue of notary
expiration dates shouldn't
affect the validity of signatures which otherwise
were lawfully gathered
and submitted.
The trial, if it is held, is
still set for Oct. 26-27.

The president's message was intended to
coincide with the first day
of school for many students across the nation. In
a televised broadcast, the
president spoke directly
to students across the
country on the importance of taking responsibility for their education,
challenged them to set
goals and to do all they
can to succeed. It was the
White House's intent that
as many schools and
classrooms nationwide
have the ability to participate in this special opportunity, so they took great
strides in making the
president's address and all
the information associated with it as widely available as possible.
