Task Group Formed on CAS QP 1 Implementation The PCCP Advisory Committee has formed a volunteer Task Group that is in the process of reviewing the CAS QP-­‐1 Implementation Plan developed several years ago to see what modifications might suit current workforce trends. Comments from from QP-­‐1 contractors are welcome and may be sent to any of the Task Group Committee members listed below. OSHA Issues New Reporting Requirements for Illness and Injuries On Sept. 11, OSHA announced a final rule requiring employers to notify the agency when an employee is killed on the job or suffers a work-­‐related hospitalization, amputation, or loss of an eye. The rule, which also updates the list of employers partially exempt from OSHA record-­‐keeping requirements, will go into effect on Jan. 1, 2015. Previously, OSHA's regulations required an employer to report only work-­‐
related fatalities and in-­‐patient hospitalizations of three or more employees. Under the revised rule, employers must notify OSHA of work-­‐related fatalities within eight hours, and work-­‐related in-­‐patient hospitalizations, amputations, or losses of an eye within 24 hours. All employers covered by the Occupational Safety and Health Act, even those who are exempt from maintaining injury and illness records, are required to comply with OSHA's new severe injury and illness reporting requirements. To assist employers in fulfilling these requirements, OSHA has a Web portal under development at: https://www.osha.gov/report_online/ for employers to report incidents electronically, in addition to phone reporting options. Executive Order Will Require Prospective Federal Contractors to Disclose Labor Law Violations The Fair Pay and Safe Workplaces Executive Order, signed by President Obama at the end of July, will govern new federal procurement contracts valued at more than $500,000, and be implemented in stages during 2016. Key among its provisions is the requirement that prospective federal contractors disclose labor law violations that have occurred within the past three years and that agencies consider these violations when awarding federal contracts. The crackdown on repeat violators is designed to ensure that those with a history of placing their employees in danger do not receive contract awards and therefore cannot delay important work and waste tax dollars. It gives a priority to contractors with clean records so that they do not have to compete against those who provide low-­‐ball bids because they are experts at skirting the law. However, companies with labor law violations will be offered the opportunity to receive early guidance on how to improve and comply with the Executive Order. The Order further directs companies with federal contracts of one million dollars or more not to require their employees to enter into pre-­‐dispute arbitration agreements for disputes arising out of Title VII of the Civil Rights Act. It also requires contractors to give their employees information concerning their hours worked, overtime hours, pay, and any additions to or deductions made from their pay, so that workers can be sure they are getting paid what they are owed. provision of the order requires the General Services Administration to develop a single website for contractors to address their reporting requirements in one location, even if they hold multiple contracts across different agencies. This special program is open only to current QP certified contractors at the discounted rates of PCI Level 1 for $845 and combined Levels 1 and 2 for $1095. To be eligible, registrants must be current contractor organizational members. Contractors who enroll will have any QC training audit deficiencies held until the class has been completed. Just a reminder that it is now possible to submit both your Corrective Action Plans and Maintenance Applications through the SSPC web site. The CAP Form online has been upgraded to include the ability to attach all of your files to the online submission. QP-­‐1 QCS Waivers No Longer Available Please note that waivers are no longer available for those QP-­‐1 quality control supervisors not meeting the requirements for having a Level II coating inspector certification coupled with completion of the SSPC Quality Control Supervisor (QCS) course (or equivalent) in-­‐person or online.
