Coal is here to stay in Indonesia
DESPITE fluctuating prices, increasing environmental concerns,
promising new gas reserves, a strengthening push for renewable
energy and signs of recovery in nuclear power generation, coal is here
to stay as there is no effective alternative to the large amounts of
power generated from coal, nor is there an effective alternative in
steel-making. This is good news for Indonesia with its large, and growing, coal industry being a major contributor to the economy.
There have been a few negatives lately with variable prices caused

by global economic fluctuations particularly affecting Indonesia’s major
coal export sources in Asia, and changing government policies which have created
uncertainty for coal miners operating in the country and for foreign investors associated
with the industry. On the positive side has been wet weather in Australia which has hit
coal producing regions, an uncertain political climate in Mongolia and continuing pressures on the industry in North America and Europe.
It remains crucial for the future of the coal industry in Indonesia that the government
plays its cards right in the future, while also balancing domestic demand, environmental,
community and infrastructure issues. With so many conflicting interests this is not an easy
task and there will be mistakes along the way but it appears the government is making
some progress in regards to the industry’s future … and will continue to do so.
This progress is not helped by the Fraser Institute’s recently published survey which
rated Indonesia 96th and last on its index of attractive mining jurisdictions. Although
Indonesia rates as one of the world’s top 10 most prospective places, the number of
respondents who said they would not invest there because of regulatory difficulties and/or
corruption is alarming. This ranking is hard to fathom and difficult to justify as the government is making some positive moves, it is the world’s biggest coal exporter, the industry
is growing and there are quite a few foreign companies involved, all of which indicate that
there are much worse jurisdictions for coal investment.

WALAUPUN sedang menghadapi tantangan harga yang bergejolak, keprihatinan akan
lingkungan, ancer-ancer cadangan gas baru, dorongan meluap-luap untuk menggunakan sumber energi yang dapat diperbaharui dan tanda-tanda pemugaran tenaga nuklir, batubara akan terus hadir karena tidak ada pilihan lain untuk tenaga raksasa yang
diprodusirnya, dan juga tidak ada pilihan lain dalam pembuatan besi. Ini adalah berita
baik bagi Indonesia yang industri batubaranya adalah masokkan utama ekonomi negara.
Memang ada beberapa hal negatif belakangan ini seperti perubahan harga disebabkan
oleh perubahan ekonomi yang berdampak terhadap ekspor batubara di Asia, dan
perubahan kebijaksanaan pemerintah yang mencetuskan ketidakstabilan bagi operatoroperator pertambangan batubara di Indonesia dan bagi para penanam modal asing yang
bersangkutan dengan industri tersebut. Dipihak positifnya ialah cuaca hujan di Australia
yang melanda daerah-daerah pertambangan batubara, situasi politik di Mongolia dan
tekanan-tekanan pada industri ini di Amerika Utara dan Eropah.
Tentunya penting sekali bagi masa depan industri batubara di Indonesia kalau pemerintah bertindak adil dengan mempertimbangkan keperluan domestik, lingkungan, komunitas dan hal-hal infrastruktur. Dengan adanya bermacam kepentingan yang berbeda,
sudah pasti tugas ini bukannya mudah dan tentunya akan terjadi kesalahan-kesalahan
dalam pelaksanaannya namun nampaknya pemerintah terus membuat kemajuan dalam
hal masa depan industri ini…dan akan terus berbuat demikian.
Sayangnya hal ini diwarnai oleh penerbitan sebuah hasil survei dari Fraser Institute
yang meletakkan Indonesia pada nomor 96 dan terakhir pada indeks tempat-tempat pertambangan yang menarik. Walaupun Indonesia menduduki tempat sepuluh utama sebagai negara yang prospeknya tinggi, jumlah responden-responden survei tersebut yang
menyatakan bahwa mereka tidak ingin menginvestasi disini adalah sangat mengejutkan.
Ranking demikian sulit untuk dimengerti karena pemerintah terus bergerak secara
positif, ia adalah pengekspor batubara terbesar di dunia, industri ini terus berkembang
dan ada perusahaan-perusahaan asing yang terlibat didalamnya, yang semuanya ini
menandakan bahwa ada tempat-tempat lain yang jauh lebih buruk untuk investasi
batubara.

Maiden 29 million tonne Katingan Ria reserve
A MAIDEN JORC-compliant reserve of 29 million tonnes has been established at Realm Resources’ Katingan Ria Project in Central Kalimantan.
Katingan Ria, which is 51%-owned by Realm, is shaping up as a simple,
open-cut operation that will supply low ash and low sulphur coal suited for
modern Indian and Chinese power generation.
Reserve estimates are based on JORC coal resources of 89 million tonnes.
This was established following phase 3 drilling with 6 million tonnes classified as measured, 44 million as indicated and 39 million as inferred.
Realm’s chairman Richard Rossiter says, “We are pleased to achieve this
important milestone, with sufficient reserves now defined for well over 10
years of operation. This estimate paves the way for possible financing and
development following the expected receipt of the final Pinjam Pakai
(forestry) operations permit in the second half of 2013.”
The project is planned as a 2.5 million tonne/annum open cut mine. The
planned operation consists of an open cut haul back mining method using
hydraulic loaders and rear dump trucks to dump both in-pit and ex-pit. Coal
is transported by 60 tonne road trucks about 45km to a stockpiling and barge
loading facility on the Katingan River. Barges will then transport coal
435km to river mouth for transhipment to coal ships for delivery to market.
Coal is planned to be sold unwashed, meaning there is no metallurgical
treatment required to achieve a saleable product. The coal is expected to be
predominately sold as a low ash and low sulphur coal ideally suited for modern Indian and Chinese power generation.
Reserves have been estimated by applying realistic mining, metallurgical,
economic, marketing, legal, environmental, social and government factors
to the coal resources. Mining factors (such as recovery and dilution) have
been defined from the proposed open cut mining method.
The pit optimization study, which delineated the life of mine pit used in
the reserves statement, was based on the area that was economical to mine
at a reasonably low product coal sales price. No metallurgical factors are
applicable as the ROM coal is sold as a raw coal without processing.
In addition, due to the seasonality of the Katingan River, coal mining and
barging has been limited to about 9 months in the year with campaign-style
barging planned to take advantage of periods when river depths are fully

pleted in the mine planning and also the level of confidence in the resources.
Resources are reported inclusive of reserves.

buka 2,5 juta ton per tahun. Operasi yang direncanakan terdiri dari metode tambang terbuka
angkut belakang menggunakan pemuat hidrolik
dan truk-truk bongkar belakang untuk pembongkaran di dalam dan di luar lubang tambang.
Batubara diangkut oleh truk–truk berkapasitas 60
ton sejauh 45 km ke fasilitas penumpukan dan
bongkar pasang tongkang di Sungai Ketingan.

batubara sejauh 435 km ke muara untuk dipindahkan ke kapal-kapal batubara yang akan mengangkutnya ke pasaran.
Batubara direncanakan dijual tanpa pembersihan, dengan kata lain tidak memerlukan pengolahan matalurgi yang biasanya diperlukan bagi
menghasilkan produk yang dapat dijual. Batubara
itu diperkirakan akan dijual kebanyakannya sebagai batubara berkadar abu dan sulfur rendah
sesuai untuk pembangkit tenaga listrik modern
India dan Cina.
Jumlah cadangan diperhitungkan dengan
menggunakan faktor-faktor pertambangan, metalurgi, ekonomi, penjualan, hukum, lingkungan,
sosial dan pemerintahan keatas sumber-sumber
batubara.
Faktor pertambangan (seperti pengerukan
kembali dan pencairan) telah diperkirakan dari
metode pertambangan terbuka yang diusulkan.
Studi optimisasi untuk menentukan umur lubang
tambang dan besarnya cadangan, didasarkan
pada luas bidang yang dapat dieksploitasi secara
ekonomis dengan harga jual batubara yang rendah. Tidak ada faktor metalurgi yang harus diperhitungkan karena batubara ROM dijual murni
tanpa pengolahan.
Ditambahkan disini, oleh karena perubahan
musim di Sungai Katingan, penambangan dan
pengangkutan batubara terbatas hanya pada sembilan bulan setahun dengan menggunakan pengangkutan berkampanye bagi mengambil kesempatan sewaktu dalamnya air sungai dapat dilayari
sepenuhnya. Semua cadangan batubara diklasifikan menurut detil yang yang diperoleh sewaktu
perencanaan tambang dan juga pada tahap keyakinan atas sumber-sumber yang dilaporkan termasuk cadangan-cadangan.

Adaro is a fully integrated coal mining and energy company from exploration through to power.
It is Indonesia’s second largest thermal coal producer, operates the largest single coal mine in
Indonesia and is a significant supplier to the global seaborne thermal coal market.
The company’s coal characteristics are subbituminous, medium heat value and ultra-low pollutant coal, with total JORC-compliant resources
of 4.6 billion tonnes and reserves of 1.1 billion
tonnes. Because of its environmental characteristics, Adaro’s coal is trademarked as ‘Envirocoal’
with acceptance among blue-chip power utilities.
The 2013 forecasts followed a record final
2012 quarter which saw production reach 13.31
million tonnes, up 7% year-on-year, and sales
volume of 13.96 million tonnes, up 12%.
Demand is increasing, especially from emerging
economies spearheaded by China and India.
2012 was Adaro’s second best production year
with the coal market rebounding towards the end
of the year after challenging conditions. It also
introduced a new Envirocoal product, E4500, a
blend between E5000 (Tutupan) and E4000
(Wara), in order to provide more options to its
customers and to optimize its product portfolio
revenue. Adaro sold 1.95 million tonnes of E4500
in 2012 to customers in Korea and Indonesia.
This year Adaro plans to introduce another
Envirocoal brand, E4700, which will be a standalone non-blended product from the northern area
of Tutupan pit. Also, Adaro is developing an
overburden crushing and conveying system and a
2 x 30MW mine-mouth power plant, both of
which will be commissioned by June 30 2013.
The company maintains geographical diversification to reduce risk and sells Envirocoal to 49
customers in 17 countries. It remains a leading
domestic supplier with 10.74 million tonnes or
23% of its total sales volume. In 2012 exports to
India amounted to 15% of the total, to Spain 12%,
Japan 9%, Korea 8%, Hong Kong 8%, China 6%,
Malaysia 5%, Taiwan 4% and USA 4%.
Adaro is also increasing production through
acquiring interests in other producers. It has
entered an option to provide a convertible loan for
three years which will result in acquisition of controlling interest in PT Bhakti Energi Persada
(BEP), which owns 7 low-grade thermal licences
in Muara Wahau district, East Kalimantan.

jumlah produksi di tahun 2013 ke 50 sampai 53
juta ton dari 47.2 juta ton ditahun 2012 dan mengatakan bahwa peningkatan dihasilkan dari
penyempurnaan bisnis serta penghematan biaya.
Adaro adalah sebuah perusahaan pertambangan
batubara sekalian pembangkit tenaga dari mulai
eksplorasi sampai tenaga listrik. Ia adalah
perusahaan kedua terbesar Indonesia yang memprodusir batubara panas, mengoperasikan tambang batubara tunggal terbesar di Indonesia dan
supplier pasaran batubara panas dunia melalui
laut yang signifikan.
Ciri-ciri batubara perusahaan ini adalah subbituminous, dengan nilai panas menengah dan
mengandung kadar polusi yang ultra-rendah,
dengan batubara yang memenuhi kriteria JORC
sebanyak 4.6 milyar ton dan cadangan 1,1 milyar
ton. Oleh karena cirri-ciri lingkungannya yang
baik, batubara Adaro ini dijuluki “Batubara
Enviro” dan diterima baik oleh para pembangkit
tenaga listrik ternama.
Ramalan tahun 2013 menyusuli hasil kwartal
akhir tahun 2012 yang meyakinkan dimana produksi mencapai 13,31 juta ton, naik 7% tahun
demi tahun dan jumlah penjualan 13,96 juta ton
naik dengan 12%. Permintaan terus meningkat
terutama dari ekonomi-ekonomi baru Asia yang
dipelopori oleh Cina dan India.
2012 adalah tahun produksi kedua terbaik dengan pasaran batubara membaik setelah keadaan
pasar yang mencabar. Ia juga memperkenalkan
sebuah produk Batubara Enviro baru, yang
diberi nama E4500, sebuah campuran E5000
(Tutupan) dan E4000(Wara), untuk memberikan
lebih banyak lagi pilihan kepada pelanggannya
dan sekalian mengoptimasikan portfolio pendapatannya. Adaro menjual 1,95 juta ton E4500
pada tahun 2012 ke pelanggan-pelanggannya di
Korea dan Indonesia.
Tahun ini Adaro merencanakan untuk memperkenalkan satu lagi merek Batubara Enviro,
yaitu E4700, sebuah produk murni (bukan campuran) dari bagian utara tambang Tutupan.
Adaro juga sedang mengembangkan sebuah sistem pencernahan timbunan kotor dan pita pengantar serta 2 x 30MW pmbangkit tenaga listrik
yang diperkirakan akan dikomisikan pada
pertengahan pertama tahun 2013.

Bukit Asam expands sales and facilities
STATE-OWNED coal miner PT Bukit Asam,
which operates mines in South Sumatra and East
Kalimantan, intends to increase coal sales this
year by 25% to 20 million tonnes and expects to
benefit from higher average selling prices. To
facilitate expanding sales, the company has set
aside Rp2.5 trillion (US$258.13 million), including a Rp1.5 trillion port expansion at Tarahan in
Lampung province and a US$18 million upgrading of loading facilities at Kertapati port in
Pelambang, South Sumatra.
Bukit Asam’s president director Milawarma
says the production increase is intended to meet
growing coal demand, especially from foreign
markets. The company’s exports are directed
China, Hong Kong, India, Japan, Malaysia, the
Philippines, Taiwan and Vietnam. It hopes
exports will grow to reach 50% of total revenues
from the current 45%.
He says the company will this year focus on
exporting high-calorie coal, with a caloric value
above 6000, as it provides better profit margins.
“Japan needs high-calorie coal for its technology
and because that coal produces low dust.”
PT Bukit Asam has assembled an impressive team to advance its energy projects in
Indonesia.
However, the company will continue exporting
low-calorie coal to India.
Milawarma says the Tarahan terminal expansion is one of important programs needed to
achieve the company’s targets. The expansion
means construction of a new ship loader and a
new dock, and the purchase of four new rotary car
dumper (RCD) units. The expansion will mean
the port can manage large vessels and increase its
annual capacity to between 22 million and 25
million tonnes from 15 million.
By accommodating large vessels, the company
also hopes to reduce overseas freight costs as
Tarahan functions as point of origin for exports to
China, India, Japan, Taiwan and Vietnam. “The
bigger the vessel, the cheaper the cost will be. We
may be able to reduce the freight costs to China,
for example, by $3 per tonne. The reduction will
certainly benefit us,” Milawarma says.
To support the Tarahan port, Bukit Asam is
constructing a US$29.1 million coal-fired power
plant, with capacity of 2x8MW. The plant is slated to begin operations in the second half of 2013.
It is also increasing the capacity of the railroad
used to transport coal from its Tanjung Enim concession in South Sumatra to Tarahan.
Bukit Asam says it has saved about Rp75 billion by developing its own coal handling facility
(CHF) at Kertapati. The project was managed by
its own employees. “If we buy a CHF, it costs
around Rp90 billion, but it only costs Rp15 billion to build ourselves,” says corporate secretary
Joko Pramono. “The CHF is part of the Kertapati
Port renovation. The refurbishment is expected to
increase port capacity to annually accommodate
2.7 million tonnes of coal.”

Rp2,5 triliun (AS$258.13 juta) termasuk Rp1,5
triliun untuk pengembangan pelabuhan di
Tarahan, Propinsi Lampung dan AS$ 18 juta peningkatan sarana bongkar muat di pelabuhan
Kertapati, Palembang, Sumatera Selatan.
Dirut Bukit Asam Milawarma menyatakan
bahwa peningkatan produksi dirmaksudkan
untuk memenuhi peningkatan permintaan
terutama dari pasaran-pasaran luar negeri.

Indus Coal to initiate
MukoMuko drilling
ASX-LISTED Indus Coal intends to initiate a JORC-compliant drilling
program on its MukoMuko Coal Project in Bengkulu province of
Western Sumatra by the end of June. The drilling was delayed while the
company focused on completing legal and technical due diligence, and
financing and settling the first stage of the purchase of the Jambi Coal
Projects, also in Sumatra.
While completing this work Indus has ensured that the MukoMuko
project has met its environmental and forestry commitments, continued
to accumulate data for the preliminary feasibility study, maintained
ongoing native title commitments in the local villages and progressed the
exploration program via additional outcrop sampling.
MukoMuko covers 2337 hectares of which about 63% encompasses
the coal-bearing Lemau Formation and about 19% the secondary
prospective Bitunan formation.
Late last year Indus agreed to a series of transactions to purchase an
indirect interest in three thermal coal-bearing concessions totalling
14,394 hectares in the thermal coal producing region of Jambi province.
In early 2013 it purchased a 38% stake in BEP and BMC, representing
stage 1 of the acquisition. The company has the right to purchase a further 38% interest while the vendor has the option to sell to Indus a further 24% shareholding, subject to the satisfaction of certain conditions.
The concessions are Block 7 (5001 hectares), Block 8 (4380 hectares)
and Block 9 (5013 hectares) in Jambi province, to the east of the
MukoMuko project and with similar risk/reward profile. All three have
granted exploration licence IUPs while Block 9 also has an AMDAL
clearance (environmental licence). Indus expected that a production IUP
and all necessary forestry permits would be granted for Block 9 during
the first quarter of 2013. AMDAL clearances and forestry permits for the
other blocks are expected before June 30.
Numerous operating coal mines are in close proximity to all three concessions with stripping rates between 1:1 and 1:6. Regional costs of coal
mine production are about US$32 per tonne while the coal being mined
has an average calorific value of 5300-5700 kcal/kg and sulphur content
of 0.059-1.04%, and sells for US$48 per tonne.
A 150-hole JORC-compliant drilling program for 15,000 metres has
been planned across the concessions and will start with a 70-hole campaign on Block 9 over a ‘sweet spot’ of 1000 hectares.
Indus is focused on bringing the MukoMuko and Jambi projects to
production over the next 12 months and is continuing to build scale with
local coal partner PT Param Energy, a company founded by Indus executive director Vinay Hariani and which is a vertically integrated coal
mining business with 15 years of experience in coal project identification, coal mining and international coal trading in Indonesia.

Challenger signs mining and marketing agreement
CHALLENGER Deep Resources’ subsidiary PT
Bestindo Energy has entered an exclusivity
agreement relating to the right to mine and market coal from the KEM Coal Project in Central
Kalimantan.
The agreement with CV Kara Elmas Madenleri
(KEM) gives Challenger the exclusive right, for
60 days, to conduct due diligence on the KEM
project and to enter into a mining operation-production agreement, which would give Challenger
full control of all coal production and marketing
within the project area.
KEM owns the KEM project which is in
Murah Teweh district and 12km east of the Barito
River, the main river transportation route for the
area. The project covers 335 hectares with an IUP
operation production licence in place. It is a
multi-seam high-quality thermal coal project with
existing infrastructure in place to enable an early
start to production, including a 12km haul road
and loading jetty. Coal can be sold FOB barge at
the jetty site or transhipped further downstream to
a stockpile for later, direct loading on the mother
vessel for shipment to final consumption markets.
Challenger has staff onsite to complete due
diligence, to begin mine plan drilling and to prepare infrastructure agreements. “This is a very
important development for Challenger,” says the
company’s president and CEO Ranjeet Sunder.

view this project as having very low risk and relatively low capital requirements which are both
key elements in our Indonesian coal strategy.”
This agreement follows an MoU signed last
year with Indonesian coal marketing firm, PT
Surya Dinamika Lestari (SDL) to market domestic thermal coal from the Tabang project in East
Kalimantan. Under the terms of the MOU the
parties will work together to develop a marketing
plan and negotiate a formal coal sales agreement
for Tabang coal production. SDL will seek to
secure domestic buyers for the coal and will
advise Challenger on the best pricing parameters
for different production scenarios.
Tabang comprises four properties in close
proximity. The ATRP and Pelangi properties are
under formal purchase contracts while CBM and
Inhuwa Purba (IP) are under exclusive MoUs.
Challenger is developing Tabang using a threestep approach. Step one involves construction of
a short-haul road and jetty facility on the Belayan
River for production from the ATRP property.
Steps two and three add infrastructure and development of the Pelangi, CBM and IP properties.
After review, Challenger has determined that the
Tabang project has favourable coal economics for
export to India and China, while also supplying a
burgeoning Indonesian domestic power market as
its economy grows.

terdiri dari seam ganda batubara panas bermutu
tinggi dengan infrastruktur tersedia termasuk
jalan sepanjang 12 km dan bongkar muat jetty,
yang memungkinkan produksi seawal mungkin.

Killara continues Bengkulu due diligence
KILLARA Resources is continuing its due diligence on the Bengkulu Coal Project in Sumatra
and is negotiating an extension owing to wet
weather which has prevented measurement of
coal seam thicknesses in the recently identified
outcrops.
The rain increased river and tributary water levels and the proposed extension is expected to
allow for re-assessment of the seams under more
favourable field conditions.
The Bengkulu project covers 2000 hectares of
the larger Bengkulu Forearc Basin. Regional geological mapping from Indonesia’s Ministry or
Mining and Energy Resources along with initial
Killara field work shows this covering the
prospective Lemau Formation and an area of
Quarternary volcanics.
Lemau is the foremost coal-bearing formation
in Bengkulu province.
Despite poor field conditions due to an extended wet season, Killara geologists identified and
sampled two coal outcrops from the Lemau
Formation with a potential strike length of 3.5km.
Laboratory analysis of the samples was within
expected ranges for the formation and indicates
the presence of a moderate energy, direct export
thermal coal with low levels of ash and sulphur.
The due diligence follows the executive of a
Memorandum of Understanding agreeing on
commercial terms to acquire an 85% interest in
the Bengkulu province tenement.
The due diligence has comprised general reconnaissance mapping and representative sampling of
coal occurrences along with socialization programs. Success will lead to a stratigraphic drilling
campaign.
The project is 100% APL forestry (Areal
Pengunaan Lain or non-forestry) and no permits
are required from the Indonesian Forestry
Department to complete exploration or production
activities.
Following successful completion of the due
diligence Killara has the option to proceed with
the transaction by way of a series of payments
which in total amounts to US$2.75 million.
If due diligence is favourable Killara can elect
to pay US$100,000 for the concession as an
option exercise payment, a further US$100,000
upon receipt of necessary permits to enable exploration, US$250,000 upon completion of an initial
resource drilling program, US$300,000 upon the
upgrade of concessions to production status,
US$500,000 upon completion of a bankable feasibility study and decision to mine, and US$1.5 million to commence commercial production.
Killara has also conducted legal due diligence
on the Nunukan Coal Project in East Kalimantan.
The project comprises three IUPs that cover
15,103 hectares of the largely unexplored Tarakan
Basin coal province.
The due diligence showed that two of the IUPs
were ‘Clean & Clear’ based on information provided by the Indonesian Ministry of Energy and
Mining Resources, however the third one had
expired.
Given its integral nature to the Nunukan project, Killara has terminated any further work on the
project pending re-issuance of the ‘Clean & Clear’
status.

diperlukan untuk dapat memulai eksplorasi,
AS$250,000 seselesainya program pemboran
permulaan, AS$300,000 ketika peningkatakan
status konsesi ke produksi, AS$500,000 seselesainya feasibility study dan keputusan untuk
penambangan dan AS$1,5 juta untuk memulai
produksi komersil.
Killara telah pula melaksanakan due diligence
hukum di Proyek Batubara Nunukan di
Kalimantan Timur. Proyek ini terdiri dari tiga IUP
mencakup 15,103 hektar daerah propinsi
batubara dataran Tarakan yang belum pernah
dieksplorasi.
Berdasarkan informasi Kementerian Sumber
Tenaga dan Pertambangan Indonesia,dua IUP
dinyatakan ‘Bersih dan jelas’ sedangkan yang
ketiga telah daluwarsa.
Karena proyek Nunukan bersifat satuan,
Killara telah menghentikan kegiatan dalam
proyek ini sampai mendapatkan status ‘Bersih
dan Jelas’.

South East Asia acquires Penajam East
SOUTH East Asia Resources, formerly Victory
West Metals, has finalized acquisition of a
Singapore-based company, South East Asia
Energy Resources (SEAE), which holds interests
in a number of Indonesian thermal and coking
coal projects, and has the ability to secure further
projects. The most recent coking coal project
acquired by the new company late last year is
Penajam East in East Kalimantan.
The acquisition agreement provides South East
Asia with full title to all coal and production to
existing jetty port facilities 34km from the mine.
All infrastructure is in place for immediate mine
production, including camp, mining equipment,
haul road and processing crushing facilities.
The Penajam East project comprises two coking coal mining concessions with total area of 164
hectares with IUP Production approval over the
area. The project is within the Kutai Basin and has
been subject to previous mining and exploration
which should advance the development process.
Five mining pits are already open with overburden removed and are available for recommissioning leading to reduced start-up costs and time.
Coal thickness ranges between 0.45 metres and
1.1 metres, and there are additional opportunities
for further exploration.
The coal quality has been sampled over the 4
coal seams by SEAE geologists and has been sent
for independent analysis. The company will commercially market the coal as coking coal and
negotiations are under way with a Chinese steel
mill in this regard.

reduce the project’s sulphur content to produce
medium grade coal with less than 1% sulphur suitable for exporting.
Following initial production, stage 2 will
involve further exploration of the concession, in
particular concession 2. Further drilling and
exploration will continue throughout both concessions to look for additional mining opportunities.
The Penajam East project will run concurrently
with development of South East Asia’s other East
and South Kalimantan thermal coal developments. On December 5, 2012, SEAE entered into
an advanced funding/offtake arrangement term
sheet with Guandong Era Elemen Resources.
Guandong agreed to provide prepayment finance
of US$3 million to SEAE, an advance which satisfies the condition of the acquisition of SEAE

mengeksplorasi lanjut konsesi, terutama konsesi

Palace considers Petangis acquisition
PALACE Resources’ 70%-owned subsidiary
Paser Pte Ltd has signed an MoU with PT
Punggungan Tengah Samudera Indonesia for
exclusive rights to explore, mine and market coal
from the Petangis project in East Kalimantan.
With exploration infrastructure in place and
with Petangis being in close proximity to its
existing Paser project, Palace is in a strong position to quickly mobilize its technical teams and
assess the project’s potential efficiently and cost
effectively.
Palace believes the 100 hectare Petangis project is highly prospective with initial coal samples
taken from outcrops within the prospect area
returning assay results including calorific values
from 6876-7149 Kcal/kg, 1.07%-1.54% sulphur
and 11.26%-16.02% ash content. It lies within
the Tanjung Formation and is about 127km
southwest of Balikpapan and about 4km north of
the Paser project.
Good quality haul roads exist in and around
the concessions area with jetty locations within
14km. These are also within a short distance to a
deep water harbour with an existing operational
port nearby.
A comprehensive due diligence process,
including a drill program, began during the first
quarter with a coal quality report expected to be
received during March.
The 100 hectares of Petangis is within a
greater 1000 hectare general survey licence but
the MoU covers the lesser area. An application to
convert the 1000 hectare concession from a general survey status to exploration status was submitted to the local authority in early December
2012.
If granted the exploration status will provide
Palace with the ability to mobilize a drill team
and undertake its full due diligence process.
Further analysis of drill results from the Paser
project returned higher than expected average
sulphur content at depth rendering the project
less attractive at current commodity prices and
causing a temporary suspension of the proposed
project. Palace continues to pursue its mining
objectives in the region and as a matter of priority has decided to further investigate the Petangis
project and determine the economic viability.
The Paser results followed an initial 10-hole
drill program designed to investigate coal quality, depth, thickness and spread of coal seams
below surface.
A sampling program across the 43 hectares
resulted in submission of about 150kg of coal
samples to a laboratory in Samarinda for coal
quality and processing analysis. The samples
were collected along strike and down dip of the
coal seams within the location to ensure a representative sampling program.
On April 16, 2012, Palace announced that it
had entered into a heads of agreement with the
original Paser shareholders with regard to acquisition of the Paser project in East Kalimantan.

dekatnya Petangis dengan proyek Paser, Palace
berkedudukan kuat untuk memobilisir grup teknisnya dan mengevaluasi potensi proyek dan biaya
secara efisien.
Palace percaya bahwa 100 hektar dari proyek
Petangis diperkirakan sangat berprospektif dengan
sampel awal batubara dari outcrop di kawasan
prospek menghasilkan assay menunjukkan nilai
kalorifis antara 6876-7149 Kcal/kg, sulfur 1.07%1.54% dan isi abu 11.26% -16.02%. Ia berada di
Formasi Tanjung lebih kurang 127km diselatan
Balikpapan dan 4km diutara proyek Paser.
Disekeliling kawasan konsensi-konsensi ini
sudah ada jalan pengangkutan yang baik dan
lokasi-lokasi jetty dalam jarak 14km. Juga terdapat pelabuhan air dalam didekatnya.
Sebuah proses due diligence yang menyeluruh
termasuk program pemboran, telah dimulai pada
kwartal pertama dan laporan mutu batubara
diharapkan diterima pada bulan Maret.
100 hektar Petangis itu berada di kawasan lebih
besar yaitu 1000 hektar yang mempunyai lisensi
survei umum walaupun MoU hanya menyangkut
kawasan yang lebih kecil tersebut. Permohonan
menukar status konsensi 1000 hektar itu dari lisensi survei umum ke eksplorasi telah diserahkan
kepada yang berwenang setempat pada awal
Desember 2012. Kalau disetujui Palace dapat
memobilisir tim pemboran dan melaksanakan
proses due diligence penuh.
Namun analisa hasil pemboran lanjut dari
proyek Paser menunjukkan isi sulfur yang lebih
tinggi dari rata-rata sehingga membuat proyek
tersebut kurang menarik ketimbang harga komoditas pada masa ini, karenanyaia telah menghen-
tikan proyek yang diusulkan. Palace tetap
meneruskan objektif-objektif pertambangannya di
kawasan itu dan sebagai prioritas telah diputuskan
untuk menyiasat lanjut proyek Petangis dan
menentukan kemungkinan ekonominya.
Hasil-hasil Paser tersebut menyusuli program
pemboran 10 lubang awal bagi mengusut mutu
batubara, kedalaman, tebal dan luasrnya seam
batubara dibawah permukaan.
Sebuah program percobaan/sampel diseluas 43
hektar menghasilkan penyerahan sekitar 150kg
sampel batubara ke laboratorium di Samarinda
untuk analisa mutu batubara dan prosesnya.
Sampel-sampel tersebut dikumpulkan disepanjang
dan kedalam seam batubara di lokasi bagi menentukan program percobaan/sampel yang representatif.
Pada tanggal 16 April, 2012, Palace mengumumkan telah membuat perjanjian dengan
pemegang-pemegang saham asal Paser mengenai
akuisisi proyek Paser di Kalimantan Timur.

Altura acquires interest in operating project
ACQUISITION of 33% of an operating East
Kalimantan coal mine has transformed Altura
Mining from explorer and developer into a producer. The transaction provides the ASX-listed
company with a direct interest in PT Delta
Ultima Coal, the owner and operator of the PT
Binamitra Sumberarta tenement.
The Delta operation produces and sells a
medium energy thermal coal at an annual rate of
1.5 million tonnes but plans are in place to lift
annual production and sales to 2.0 million tonnes
by 2015. The mine has two defined resource
areas with Gunung Lampu in the east of the tenement and Noni in the west, both serviced by a
road network to the processing plant.
Altura also has the Tabalong project in South
Kalimantan with first production expected later in
2013, pending final mining approval. Tabalong
has a JORC-compliant resource of 13.385 million
tonnes of high-grade thermal coal.
The Delta mine is on a 1260 hectare IUP in the
Mahakam River delta in close proximity to the
centres of Balikpapan and Samarinda. Coal is
mined via open pit methods, crushed on site,
loaded on barges at the company-owned loading
facility on a river in the delta and barged to an
offshore loading point.
PT Delta Ultima Coal owns and operates all
the coal processing plant and machinery necessary to lift, crush and fill barges from its load-out
facility at the river barging site. The processing
plant with hourly capacity of 1000 tonnes is centrally located to the mining areas with the port
facility on a river 5km from the processing plant.
The plant has a stockpile capacity of 75,000
tonnes which is sufficient for storage of product

The ability to control the process from the runof-mine delivery point to loading of barges for
cargoes allows for maximum flexibility for the
supply chain. Product coal is transported by
truck to the barge loading facility 5km east of the
processing plant. This facility has the capacity to
load barges at an hourly rate of up to 800 tonnes.
Coal is transported by 8000 tonne barges to the
offshore loading point for transfer to ships varying in size from Handysize to Panamax vessels.
The coal resources in the IUP are on the limbs
of an anticline and total some 57 million tonnes.
Coal currently produced and sold is a highly
desirable medium energy thermal coal with a
calorific value on an air dried bases of 55005700 kcal/kg and a gross as received basis of
4800-5000 kcal/kg.
Altura has engaged independent consultants to
review the mine plan with a view to completion
of JORC reserve estimates in the second quarter
of 2013. There is also a significant opportunity to
further increase resources through drilling of previously unexplored areas.

barat dan keduanya dihubungi dengan jaringan
jalan ke tempat pemrosesan. Altura juga mempunyai proyek batubara Tabalong di Kalimantan
Selatan yang diharapkan produksi pertamanya terjadi menuju akhir tahun 2013 tergantung izin pertambangan. Tabalong mempunyai 13,385 juta ton
batubara panas bernilai tinggi yang memenuhi
syarat-syarat JORC.
Tambang Delta terletak diatas IUP sebesar 1.260
hektar di delta Sungai Mahakam berdekatan dengan Balikpapan dan Samarinda. Penambangan

ton yang dianggap cukup bagi menyimpan produk
hingga diperlukan di sarana bongkar muat.
Kemampuan mengendali seluruh proses dari
penambangan sampai ke pemuatan tongkang
memberikan fleksibilitas yang maksimum dalam
hal rantai suplai. Produk batubara diangkut dengan
truk ke sarana bongkar muat 5km disebelah timur
tempat pemrosesan. Sarana ini berkapasitas
memuat 800 ton per jam. Batubara lalu diangkut
menggunakan tongkang berkapasitas 8000 ton ke
sarana bongkar muat kapal lepas pantai untuk
kapal-kapal berkapasitas kelas Handysize sampai
Panamax.
Sumber-sumber di daerah IUP terletak di kaki
bukit batu dan berjumlah 57 juta ton. Batubara
yang diprodusir dan dijual waktu ini adalah
batubara panas berenergi menengah yang sangat
baik dengan nilai kalorifik 5500-5700 kcal/kg kering dan 4800-5000 kcal/kg kotor.

of Pan Asia and will appoint a non-executive director to Pan Asia’s board.

Harum completes KUP acquisition
PT Harum Energy has completed the acquisition of 50.5% of PT Karya
Usaha Pertiwi (KUP) for a total consideration of US$2 million. KUP holds
a mining business licence (IUP) for a thermal coal concession in Kutai
Kartanegara Regency, East Kalimantan. KUP’s concession area of about
2700 hectares is adjacent to Harum’s Mahakam Sumber Jaya (MSJ) and
Santan Batubara (SB) mines. Due to this proximity, KUP coal is expected to
have similar characteristics to coal from MSJ and SB, and allow its future
coal production to utilize most of Harum’s existing infrastructure.
Pre-operation and exploration activities at KUP are expected to begin
shortly. Harum’s operating mines produce low ash, low sulphur thermal coal
with bituminous characteristics which are marketed to a diversified customer base in Asia.
Indomining signs contractor deal
Indomining, a subsidiary of Toba Bara Sejahtera (TBS), has signed a
US$115 million agreement with RPP Contractors Indonesia to develop a
coal mine in East Kalimantan. Work to be undertaken includes land clear-
ing, overburden removal, ripping, loading and transporting waste management, road maintenance, and treating water.
RPP replaces previous contractor Saptaindra Sejati, whose commitment
had expired. Indomining’s concession, which covers 683 hectares of land, is
in Sanga-Sanga, Kutai Kartanegara, East Kalimantan. Total coal reserves at
the mine, which the company has operated since 2007, are estimated to be
37 million tonnes.
TBS owns a majority stake in three coal subsidiaries - Indomining
(99.99%), Adimitra Baratama Nusantara (51%) and Trisensa Mineral Utama
(99.92%). The company is targeting production of 12.1 million tonnes by
2014, up from the 7.6 million tonnes estimated for 2012.
Investama opens mine in Aceh
With the opening of its new mine in Aceh, Sumatra, publicly-listed PT
ABM Investama aims to sell 6 million tonnes of coal this year. Last year’s
coal sales were slightly more than 4 million tonnes. The company has coal
reserves and resources of 221 million and 561 million tonnes respectively.
ABM Investama is a member of Tiara Marga Trakindo Group, the distributor of Caterpillar heavy equipment, and runs its coal mining business
through subsidiary PT Reswara Minergi Hartama, which has a concession
in South Kalimantan held in turn by its subsidiary PT Tunas Inti Abadi, and
in Aceh held by yet another subsidiary, PT Media Djaya Bersama.
PHI Group acquires Tambang Sekarsa
PHI Group has signed a definitive agreement to acquire 70% of equity
ownership in PT Tambang Sekarsa Adadaya (TSA) for $10.5 million cash
and stock. PT TSA owns a 9690-hectare coal concession with 71 million
tonnes of measured coal resources and 205 million tonnes of indicated
resources in West Sulawesi. The agreement will see PHI pay a total of $5.25
million in PHI Group common stock and $5.25 million in cash to TSA.
The company intends to set the annual production level at 3 million
tonnes by the second year of full operation.

office in Jakarta headed up by the group’s vice president - operational
support and analysis, Marty McKowen. Jamieson Group is a leading
global provider of performance improvement and transformation solutions within the resource industry.
Founded by David Jamieson 17 years ago, the company’s head
office is in Australia. Jamieson Group has a team of experienced consultants across all corners of the globe to provide innovative, hands-on,
practical consulting. The group boasts a successful track record in
assisting clients with productivity improvement, business process
engineering, project management, and attitudinal and behavioural
change through coaching and training.
Notable highlights for the Jamieson Group include a 23% increase
in mine output for an open cut mine, a greater than 30% increase in
coal production for a contract mining client and a reduction in gold
production costs of 10% for another client.
Marty McKowen brings to the role 16 years in consulting and
around 13 years in Indonesia. Previous management roles have been
with Leighton Contractors Indonesia and with Barrick Gold
Corporation.
He has shown an emphasis on achieving successful outcomes by
ensuring that the people have the right systems and skills to be able to
do their job.
Marty McKowen says, “Jamieson provides a range of support to the
industry. At the moment we are providing supervisor training and
coaching to a major mining company and we are also in conversations
with two concession owners in Indonesia and Malaysia to provide the
project management support to develop and run their mines.
“I’m looking forward to reinforcing our commitment to Indonesia
by establishing a local base camp. We aim to partner with the growing
mining industry and share our expertise, with the ability to offer
Indonesian specific approaches in terms of training and coaching with
an end result of improving viability and maximizing value for all
clients and their stakeholders,” he says.
The group opened a preliminary office in Jakarta in 2000 with all
activity streamlined via the head office during the global financial crisis under the shelter of Australia’s strong economy.

director for PT Atlas Copco Nusantara. Since
June 2010, he worked as business line manager
for the company’s Mining and Rock Excavation
Service division in the United States.
He originally joined Atlas Copco in 2005 as
product line manager for Atlas Copco Drilling
Solutions and in 2007 became Intermountain
regional manager.
Jess Kindler graduated with highest honours
and earned a Bachelor of Science degree in
mining engineering from the Colorado School
of Mines in the US in 1998. He served as a
Captain in the US Army Corps of Engineers
until 2002, completing both Ranger and
Airborne training.
He then joined Ingersoll-Rand as worldwide
service manager for Drilling Solutions and later
ran the DM30/DM45/DML manufacturing
workshop.
He worked at two underground mines as an
engineer and supervisor for UNOCAL and
Vulcan Materials, and in 2012 earned an MBA
degree from The Wharton School, where he
achieved the class leadership award.

Fluid couplings avoid AFC downtime
THE Jin Cheng Coal Group, one of the biggest
coal groups in China, found a way to avoid
unexpected downtimes of the AFCs (armored
face conveyor) and to raise the productivity of
the Chang Ping Coal Mine. In the past, the
underground mine was facing a lot of problems
because of their AFC drives equipped with two
two-speed motors but then the head of Jin
Cheng decided to replace the two-speed motors
with Voith Fluid Couplings (type 562 DTPKWL2), in order to prevent chain breaks as well
as gearbox and motor break downs in the future.
The couplings provide a lot of benefits for
AFC drives. “Based on the hydrodynamic principle, the fluid couplings protect the whole
drive train from overload situations, which
often happen at Chang Ping Coal Mine”, head
of the Mechanical and Electrical Department of
Chang Ping Coal Mine, Mao Weihong says.
“The 562 DTPKWL2-1000 couplings are so
powerful that they can easily handle blockages
of the AFC without downtime or damage of the
equipment.”
Mao Weihong says he is very satisfied with
the exchange of the equipment. Furthermore, he
compliments the reliability of the couplings and
especially their soft start function. “For upcoming mining projects, we will also rely on Voith
Fluid Couplings to raise our productivity.”
Since installation of the couplings in 2009,
the AFC experienced no chain breaks, which
also means significantly reduced maintenance
efforts. Nowadays, the 225 metre wide and
1000 metre long coal panels produce an annual
output of 3 million tonnes in the Chang Ping

Whittle implements new Prober C software
WHITTLE Consulting, which provides strategic planning services for mining companies,
has announced a significant upgrade to its inhouse Prober software. The company says that
the new software can increase mining NPV by

Cat develops MT5300D AC for 320-ton-capacity
CATERPILLAR has developed the MT5300D AC 320-ton-capacity
(290-tonne) mining truck as part of its ongoing investment in the Unit Rig
products acquired through the acquisition of Bucyrus International.
The new truck integrates a Cat C175-16 engine and Cat 360T AC electric drive system with the proven Unit Rig MT Series trucks. The
MT5300D AC takes its place in Caterpillar’s large mining truck product
line between the 250-ton-capacity (227-tonne) 793F and the 360-toncapacity (327-tonne) 795F AC.
The new truck builds on Unit Rig’s 50 years of electric-drive mining
truck experience and the thousands of units currently working in mines
around the world. The strength of the Cat engine and drive system combine with Cat dealer support and Unit Rig designs to deliver high performance and efficiency to mining customers. The MT5300D will be
commercially available in the near future.
The MT5300D AC leverages Unit Rig’s millions of hours of field
experience with the MT Series truck chassis, hydraulics, electrical system
and suspension and integrates those systems with a proven Cat engine,
AC drive and vehicle information management system. The Cat AC electric drive train is state-of-the-art, efficient and reliable, and has logged
hundreds of thousands of hours in the lab and field, most notably in the

Australian technology in coal energy milestone
TECHNOLOGY developed by an Australian
company is behind a major coal upgrading
milestone announced for New Zealand’s coal
energy sector. South Australian-based GTL
Energy and New Zealand Government-owned
Solid Energy New Zealand jointly announced
they had achieved sustained production runs at
New Zealand’s first commercial coal upgrading
plant utilizing GTL Energy’s coal upgrading
technology.
The companies have signed an agreement for
the formation of a joint venture company,
GTLE Development Ltd, to focus on the operation of the plant, further project development
and deployment of the technology globally.
Solid Energy is commissioning its Mataura briquette plant in Southland, which will produce
lignite briquettes for New Zealand’s South
Island energy market using GTL Energy’s technology.
The technology involves converting lowgrade coal into higher-rank fuel by the removal
of moisture from the coal and converting it into
briquettes which feature higher energy content,
reduced emissions, improved handling and
transportation characteristics and increased
market value.
Once fully commissioned, the Mataura plant
will be operated by GTLE Development

through a wholly-owned New Zealand subsidiary to annually produce up to 90,000 tonnes
of low-moisture and higher-energy briquettes
from about 150,000 tonnes of lignite.
The joint-venture company will manage briquette production at the Mataura plant, trial the
product in international thermal export coal
markets and focus on developing and deploying
the upgrading technology globally. Solid
Energy will have a 20% stake in GTLE and will
continue to own the Mataura plant.
Feedstock for the plant will come from Solid
Energy’s nearby New Vale Mine and will be
transformed into a high energy product for the
joint venture under a tolling arrangement which
underpins continuous production.
This product will support the domestic market development along with proof of technology for global deployment. Solid Energy will
market the product to its South Island customers with trials due to begin shortly.
Solid Energy and GTLE are in consultation
with staff at the plant about transferring their
employment to the GTLE New Zealand subsidiary. In addition to the Mataura plant and its
United States commercial demonstration plant
in North Dakota, GTLE has plant projects
under various stages of development in
Indonesia and Australia, and opportunities
under review in the USA and Europe.
Solid Energy’s group manager coal developments Brett Gamble says, “We have worked
closely with GTL Energy over many years, and
the opportunity to combine our collective
expertise and assets to accelerate commercialization and deployment of the technology
makes a lot of sense for both of us. We are
excited about the future of this proposed venture and believe the transformation of low rank
high moisture coal into higher energy briquettes
has potential to create significant value.”
GTL Energy’s CEO Fred Schulte, who will
also be CEO of GTLE, says, “This deal will
create a company with the ability to accelerate
technology deployment. The achievement of
continuous, safe and reliable production at the
New Zealand plant will provide the demonstration that is expected to support more widespread adoption. We will now have a production facility, engineering and operating capabilities in a single organization. The new entity
will be looking beyond a technology licensing
business model and moving into project development, ownership and operations. Despite
challenging coal and capital markets, we have
exciting projects which make sense regardless
of market timing, and we look forward to bringing these into fruition through 2013.”

Altura awarded Philippines contract
Altura Mining has won the first of three coal operating contracts that it bid
for as part of the Philippine Energy Contracting Round 4 (PECR4) in March
2012 and is awaiting confirmation of the results of the remaining two bids.
The operating contract known as Area 3-Cantanduanes covers 7000 hectares
and is on Catanduanes Island on the eastern seaboard of the Philippines.
Altura has been focused on identifying coal resources in the Philippines
with the establishment of a new company, Altura Mining Philippines Inc
(AMPI). Applications for three coal resource areas were lodged with the
Philippine Department of Energy (PDE). AMPI is following the same model
used in Indonesia for the acquisition, exploration and development of coal
operations. Acquisition of Area 3 brings Altura’s total South East Asia coal
holdings to more than 24,000 hectares.
Cuesta Coal raises Aus$12 million
A placement has resulted in Cuesta Coal raising Aus$12 million, much of
which will be used to fast-track the development project at Moorlands,
14km west of the Blair Athol Coal Mine in the Western Bowen Basin in
Queensland, Australia. The placement was taken up by Longluck
Investment (Australia), a subsidiary of Beijing Guoli Energy Investment Co.
Cuesta will also use $5 million to redeem 50% of the $10 million convertible notes that will be issued to the vendors upon settlement of the acquisition of the Orion Coal Project from Hannigan & Associates. Orion is to the
immediate north and a continuation of Cuesta's existing resource at
Moorlands, which contains a combined resource of 136.3 million tonnes and
an exploration target of 85-150 million tonnes.
Davao starting date brought forward
Coal Asia Holdings has brought forward the expected commercial production starting date for its mining project in Davao Oriental, the Philippines, by
three months to October 2013. The mine is expected to annually produce
600,000 tonnes of high-grade coal. The company, which holds the country’s
second largest coal reserves and resources, says the date has been made possible by early completion of drilling and exploration activities.
Coal Asia, through subsidiary Titan Mining and Energy Corp, is also evaluating and testing two new previously undiscovered large coal deposit areas
within its coal operating contract in Davao Oriental. Its other mine, in
Zamboanga Sibugay, is expected to begin production in 2015. Coal Asia has
secured offtake agreements with domestic and international buyers and
plans to export coal to India, Japan, Taiwan, Hong Kong and Vietnam.
Tigers Realm receives Amaam mining licence
Following recent approval of Tigers Realm Coal's mining licence application by Russian federal subsoil agency Rosnedra, the agency's Chukotka
Branch has issued Tigers Realm Russian subsidiary NPCC with a mining
licence over the area covered by its mining licence application for the
Amaam Coking Coal Project in Russia's Far East.
Issuance of the licence enables Tigers Realm to exercise its right to
increase ownership of NPCC and the Amaam project to 60%. Amaam North
remains 80% owned by the company. Achieving this major milestone on
schedule clearly demonstrates the high level of support NPCC has received
for the Amaam project. The Amaam pre-feasibility study is in its final stages
with the key findings expected to be announced in early April.
Celsius receives Blumont funding
Celsius Coal has received the first Aus$5 million tranche of a $10 million
strategic funding arrangement with the Singapore-based Blumont Group
which will pay for the 2013 exploration and development program at its
Kyrgyz Republic coal prospects. The company has announced a maiden
total inferred, JORC-compliant resource of 255 million tonnes at the Uzgen
Basin project, comprising 230 million tonnes at Kargasha deposit and 25
million at Kokkia deposit.
