The intent of Bylaw 4475», 2 0 i 4 is to amend City o f Coquitlam
Zoning Bylaw No. 3000,1996 in relation to the M-8 Retail and
Light Industrial Zone to permit uses to accommodate a KIA West
head office and dealership at l y s i and 1881 United Boulevard.
If approved, the proposed Zoning Bylaw text amendment will
permit, only at i 7 5 l and 1881 United Boulevard, the following ^
uses in the /V\-8 Retail and Light Industrial zone:

2. Retailsale, leasing and rental of automobiles;
3. Servicing and repair of automobiles; and
4. Unenclosed storage.

That Council:
1. Give first reading to City of Coquitlam Zoning Amendment Bylaw No. 4475,
2014; and
2.
Refer Bylaw No. 4475, 2014 to Public Hearing.
Report Purpose:
This report presents a Zoning Bylaw Text amendment to accommodate a sitespecific request for KIA West to locate their head office, a car dealership, and
associated uses at 1751 and 1881 United Boulevard.
Strategic Goal:
This application upholds the corporate objective of enhancing economic
opportunity.
Background:
This Zoning Bylaw Text Amendment application is to amend the M-8 Retail and
Light Industrial zone to permit KIA West to locate their head office, and a car
dealership, with all associated uses including car washing, servicing, and storage
of vehicles at 1751 and l 8 8 l United Boulevard (Attachment l ) . The proposed
amendment is specific to these t w o sites, and will not permit these uses on
other sites with the same zoning elsewhere in the City.
Both sites are zoned M-8 Retail and Light Industrial, designated Highway Retail
Industrial in the Southwest Coquitlam Area Plan (SWCAP) (Attachments 2 & 3).
The sites were previously occupied by Surfwood Supply for the sale and service
of construction related machinery, and the existing building, located at l 8 8 l
United Boulevard, was built in 2010 to accommodate this use. Surfwood Supply
has since moved, and KIA West has found the site and building suitable for their
business needs, resulting in the request for the subject Zoning Bylaw Text
Amendment.

Proposed Development:
The proposed text amendment would enable KIA West to renovate the existing
building and landscape the site to meet their corporate needs for a proposed
auto dealership in Phase 1 (Attachment 4) and, at a later date, expand their
operations on site by adding a second building and expanded parking area in
Phase 2 (Attachment 5). The proposed Phase i would accommodate the moving
of KIA West's dealership operations from the site they have outgrown at 688
Lougheed Highway, as well as relocate the existing KIA Canada office from 1550
Hartley Avenue, where this office use is currently not conforming to the Zoning
Bylaw. Staff are currently working w i t h the applicant t o prepare a Development
Permit application for Council's consideration of the form and character of
Phase 1 of this development.
Discussion/Analysis:
The intent of the M-8 Retail and Light Industrial zone is to provide for
commercial uses, generally located in larger buildings, in addition to industrial
uses that are enclosed. The zone currently provides for some retail uses
including the retail sale and rental of household goods and business goods.
The proposed text amendment would expand the amount of retail uses
permitted in this zone, but limit the proposed office, auto sales and associated
uses to the t w o subject sites.
Official Community Plan (OCP)
This amendment can be supported through Policy VE5 of the SWCAP, which
encourages the development of a strategic employment land use for the
Fraser Gateway Employment Corridor that is responsive to the changing needs
of business and ensures a sufficient supply of employment land to meet future
long-term needs. This policy additionally calls for interim measures to
broaden the range of land uses permitted in the industrial zones to respond to
emerging and ongoing business needs.

Industrial Zones Consolidation
Under the proposed industrial zones consolidation work which staff are
currently undertaking, this site would have a new zone classification, the B-l
Business Zone. This zone would permit the existing uses of the M-8 zone, plus
some additional uses including office, but the auto sale use would only be
permitted on the subject sites at 1751 and I 8 8 l United Boulevard.
Bylaw No. 4475, 2014:
The attached Bylaw (Attachment 6) has been prepared for Council's
consideration. The amending bylaw would permit the following in the M-8
Retail and Light Industrial zone, only at 1751 and 1881 United Boulevard:

An office use;
Retail sale, leasing and rental of automobiles, trucks, trailers, campers,
and recreational vehicles;
3. Servicing, washing, installing parts and accessories, and repairing
automobiles, trucks, trailers, campers and recreational vehicles; and
4. Unenclosed storage.
Financial Implications:
There are no immediate financial impacts w i t h this report.
Conclusion:
Staff support the proposed Zoning Bylaw Text Amendment t o the M-8 Retail
and Light Industrial zone for the following reasons:
• The proposed uses increase business and employment opportunity;
• the amendment is specific to the t w o affected sites; and
• the proposed uses should have minimal impact on existing commercial
and retail uses that exist along the United Boulevard corridor.
Therefore, Staff recommends that Council give first reading to Bylaw No. 4475,
2014 and refer the bylaw to Public Hearing.

A Bylaw to amend the "City of Coquitlam
Zoning Bylaw No. 3000,1996", and amending Bylaws
WHEREAS certain changes are necessary for the clarification and effective and efficient
operation of Bylaw No. 3000,1996 and amending Bylaws, in accordance with the Local
Government Act, R.S.B.C., 1996, c. 323;
NOW THEREFORE, the Municipal Council of the City of Coquitlam in open meeting assembled,
ENACTS AS FOLLOWS:
1.
Name of Bylaw
This Bylaw may be cited for all purposes as the "City of Coquitlam Zoning Amendment
BylawNo. 4475, 2014".
2. Zoning Bylaw No. 3000,1996, as amended, is further amended as follows:

PART 19 INDUSTRIAL ZONES, Section 1908 M-8 Retail and Light Industrial, Subsection (2)
Permitted Uses under Commerc/o/, is amended by adding the following:
