in this city after they allegedly gang-raped a

lack of consistent health
care system for poor
health of Aetas in the
province.
PMS President Dr.
Agnes Lourdes Fernando said that most Aeta
folk, especially children,
have remained malnourished amid “sporadic”
medical attention they
get, especially from the
government.
Fernando said this
was the observation of
her PMS team which,
since three years ago,
have regularly been
holding medical missions
in Aeta communities in
Nabuklod and Camachiles in Floridablanca town.

Farmers hit sale of Luisita sugar
mill to Arroyo Cabinet member
CITY OF SAN FERNANDO - The Alyansa ng Manggagawang
Bukid ng Hacienda Luisita (Ambala) questioned
yesterday the alleged
sale of the Central Azucarera de Tarlac (CAT)
to First Lucky Holding
Corp, owned by the family of former agriculture
secretary Cito Lorenzo, as it insisted that the
sugar mill is part of assets that should be used
to pay them.
In a joint statement,
Ambala and the partylist Anakpawis said the
sugar mill, located within
Hacienda Luisita in Tarlac, is part of the assets
of the Cojuangco-owned
Hacienda Luisita Inc.
(HLI) which still owes
P1.33 billion to the farmer beneficiaries of land
reform in the estate that
used to belong to Pres.
Aquino’s family.
Workers at the sugar
mill are reportedly now
being fired as a consequence of the sale,
Anakpawis Rep. Fernando Hicap said.

Inside-job holdup leads to arrest of 2 employees

MEXICO, Pampanga- The police here
arrested the driver of a vehicle which
was held up in Barangay San Juan
here last Friday by four men in police
attire who carted off P100,000 payroll
and other items.
Two of the suspects who pretended
to be cops were identified by the driver were also arrested . One of them
turned out to be also an employee of the
same company transporting the payroll.
Local police chief Supt. Jose Mark
Basa said at 12 noon last Friday, Xiao
Wegan, sales manager of New Hope
San Simon Agricultural Inc. and Jeffrey
Galang y Dagdag, driver of their company vehicle, left San Simon town with
payroll worth P100,000 for workers
at their company branch in Magalang
town.
Cruising Barangay San Jose here,
four men in police T-shirts and jackets and riding two motorcycles blocked
their path and announced a holdup.
The men took off with the payroll and
a Sony laptop before fleeing towards
Magalang town.
Basa said, however, that his probers
noticed unusual behaviour of Galang
during investigation. This pushed them
to further examine the driver who eventually confessed to being accomplice in
the holdup.
Galang identified the other suspects,
leading the police to the arrest of Jonef
Simbulan, 21, also a sales technician of
New Hope San Simon Agricultural Inc.
and Raymond Castillo, 24, both of Barangay Sto. Niño in San Simon.
Police were able to recover the
payroll although it was not immediately
known whether the entire amount was
intact. Simbulan was also found in possession of a .38 pistol.
Police are still tracking down the
two other suspects whose identities
were withheld pending their arrests.
The suspects were charged with
robbery-holdup and illegal possession
of firearms.

SAMAL, Bataan- A still unidentified assailant stabbed
a mother and her two-anda-half-year-old girl sometime
Sunday night inside their residence in a housing subdivision
here.
Initial reports showed that
Mariven Javate, 33, and her
child, Allysa sustained multiple
stab wounds over their hands

and various parts of their bodies. The mother’s body was
found sprawled near a toilet
bowl while that of the child
near the comfort room.
Relatives of the victims
who asked not to be identified said the victim’s husband,
Marlon Javate, a civil engineer
working in Africa, repeatedly contacted his wife Sunday
night.
They said that unable to
contact his wife, the husband
on Monday asked one of their
female relatives to go to their
house at Lopez Subdivision
in Barangay East Calaguiman, Samal town. Two relatives
found the mother and her child
already dead at 1 in the afternoon.
The relatives said the door
of the kitchen was open. They
also found sautéed onions and
garlic that Maribel prepared for
a dish that she was no longer
able to finish cooking.
The mother and her child
were the only occupants of the
house.
A cousin of Maribel pointed to a small tree at the back
of the house that has some
blood stains that he said might
have been used as escape
route over a concrete fence.
Police are still investigating
the crime.

BALANGA CITY - Three
or four suspected
members of an acetylene
gang bored a hole near
the vault of a pawnshop in
this city passing through
drainage canals but
failed to open the vault
where a big amount of
cash and jewelries were
stored, owner of Dignity
Pawnshop said Monday.
“The first layer of the
vault was opened but the
robbers failed to open the
second layer because it is
acetylene-proof,” Lawyer
Gil Calina said.
He said the thieves
apparently entered the
pawnshop from the
canal last Saturday. An
employee discovered the
robbery Monday morning.
Calina, operator of
five Dignity Pawnshop
branches and president
of the 90-member Pawn
Brokers Association in
Bataan, said it pays to
use a vault that acetylene
torch cannot penetrate.
“Our loss was minimal.
The robbers got our CCTV
camera, some computers
and office equipment,” the
lawyer said.
He showed the first
layer of the vault that
suspected acetylene
gang members opened
a few meters from the
hole the thieves bored at
the concrete floor of the
pawnshop.

“Seeing Blue: A World

Series” as part of the US
State Department’s efforts to promote ocean
conservation.

oceans as it brings to
Pampanga ‘Seeing Blue:
A World Oceans Month
Movie Series,’” said an
invitation sent by the US
Embassy to local media.
The invitation said
“a special screening will
be held at the Angeles University Foundation’s St. Cecilia Auditorium on Friday, June 19
at 10:00 a.m.” and that
“Department of Science
and Technology-Project
NOAH (Nationwide Operational Assessment of
Hazards) Information Officer III Jo Briones will be
the guest speaker.”
The embassy said

Bataan town
observes
428th year

ABUCAY, Bataan- This town on Thursday observed
its 428th founding year with pageantry marked with
colorful floats and street dancing.
The weather cooperated with the festivities. It
was not so hot and neither was there any drizzle.
Some men and women enjoyed dancing to the tune
of bouncy music from loud speakers mounted on vehicles.
Street dancers in colorful costumes regaled the
big audience who lined up along the MacArthur Highway.
It was a day to remember with lovely young ladies
making the colorful floats lovelier eliciting “ohs” and
“ahs” from the big crowd filling the streets.
Two floats were noticeable and seemed to outshine the others. One was banca-inspired from a
fishing village. Another float was laden with beautiful
flowers. Both had lovely muses.
Mayor Ana Santiago led her constituents in the
long parade.

The exhortation of Governor Bren Z. Guiao
for his people to end their collective grief, rise from
despair, and believe in a renascent Pampanga
brought the first ray of hope in the wake of the
Mount Pinatubo eruptions.
It was the faintest flicker of hope though, the
Kapampangan trapped in the most desperate
straits: damned in a wasteland of buried homes
and broken dreams, doomed in a landscape of
death and desolation.
Beyond PR savvy – of which Guiao was a
guru – the slogan was founded on the governor’s
unwavering faith in the Kapampangan character:
of grit and resiliency, that had served him well in
rising from every adversity: be it socio-politicoeconomic, as in the agrarian unrest, the Marcos
dictatorship, and the communist rebellion; or
natural, as in the floods that perennially devastated
the croplands and aqua farms of the province and
damaged its infrastructure.
Sharing that strong faith were motley groups
of men and women crisscrossing the economic,
political and religious divide to find common cause
in the salvation of Pampanga. Their advocacy
most manifest in the antecedent “save” to their
movements.
Thus it came to pass: When the national
government all but gave the actual order for
the forcible evacuation of the province, in its
pragmatic rationalization on the futility of fighting
nature, the “save movements” mobilized the
population in vehement opposition to any scheme
of abandoning Pampanga and relocating its
people.
More horrifying than the physical devastation of
the province by the eruptions and the subsequent
lahar rampages was the irretrievable loss of the
Kapampangan soul that a hegira would most
certainly bring about.
“There was a lot of sentiment underneath it all,
an attachment to the old hometown, its past, its
people, the memories, and everything it stood for.”
Thus wrote a noted columnist of the motivation of
the Kapampangan to stand his ground – literally
on murky, shifting volcanic sand – and fight with
all his might for his very life.
This is the pith of the Pinatubo story: a tragedy
transcended by the triumph of the indomitable
Kapampangan spirit.

IN ATTENDANCE here tonight is a small universe in grief, with our dearly departed
Sonny at its vortex. All of us inter-connected with the common bond of love, of
affection, we have for him, and he had for us.
Each of us having taken a part, at some
time or the other, in Sonny’s journey through
life. Allow me to share mine.
Sonny was serving as city economist in
the early ‘80s when he was introduced to me
by Ram Mercado, his journalism mentor and
publisher of Pampanga Eagle where Sonny
was starting his writing career as a columnist. I
was at that time moonlighting as editor of Max
Sangil’s Live News which shared the same
printer with the Eagle, the Bankers’ Press.
Weeks after this first meeting, Ram
scrounged a fact-finding mission for Sonny and
me to then strife-torn Zamboanga City, where
upon knowing we were Kapampangans, the
widow of the martyred mayor Cesar Climaco
told us to our faces that it was our cabalen Col.
Rolly de Guzman that killed her husband. Little
did we know then that this same Colonel De
Guzman would himself figure in our own almost
extrajudicial extinction.
It was in the immediate post-EDSA period
that Sonny and I – along with the departed
Ody Fabian, Bert Basa and budding journalists
Elmer Cato, Jay Sangil and Arnel San Pedro
whom we fondly called the “Kamias Trio” – lived
unseparated lives chasing after stories, primarily
on the insurgency, that took us to mountain lairs
of the regular units and urban dens of partisans,
even right to the battlegrounds and encounters;
and established the Shanghai Cartel, so-called
because we shared and wrote our stories at the
city’s famous restaurant and phoned these to
our respective newspapers and wire agencies
in Manila.
Abad Santos
In 1988, we helped Elmer put up the Angeles
Sun which within its very first month was taken
to court for libel by Mayor Antonio Abad Santos,
owing to the column “Political estafa” by Sonny
Lopez. The case though was dismissed right at
the fiscal’s office.
But Abad Santos would not rest easy. On
September 6, 1988, six bodyguards of the
mayor, brandishing M-16 assault rifles and
machine pistols swooped down on Radio dzYA,
ordered the radio staff to leave, and posted
themselves at the studio, their guns pointed
to the hosts of the Tagamasid program Sonny
Lopez and Bong Lacson, even as we continued
on the air with the exposes of corruption in the
city government and the events at the station
which caused a mini-people power downstairs
the dzYA building.
All the while through our broadcast, Sonny
had his right hand inside his shoulder bag,
clutching at the ready, his trusty and rusty .38
pistol with only three bullets in its chamber.
Vigilantes
It was the coverage of the insurgency in
the region, notably the exploits of the urban
partisan unit of the NPA, the Mariano Garcia
Brigade, that earned us the ire of the military,
and merited our inclusion in the order of battle
of the right-wing vigilante groups.
At the tail-end of the so-called “festival of
killings” in Angeles City in May-June 1988
where over 40 were killed including policemen
and para-military forces on one side and a
doctor, lawyer and leftist sympathizers on the
other, the order came for three newsmen to be
added to list of fatalities.
The names were Sonny Lopez of Malaya
and United Press International, Elmer Cato of
Manila Chronicle and Kyodo; and Bong Lacson
of People’s Tonight and the Associated Press.
It was only through the intervention of a
friend in the military who separately hid us
the day we were supposed to be killed, and
a businessman patron who pleaded our case
with the head of the vigilante group that we
were spared from sure execution, with the most
extreme prejudice.
A week later, in a party at the home of the
friend that hid us, Sonny, Elmer and I were the
only “civilian” guests, all the others were in the
police and military services as well as para-
military groups. A businessman-looking whitehaired gentleman approached our table and
introduced himself as Col. Rolly de Guzman
and in a soft but firm voice accused us of being
propagandists, if not actual members, of the
CPP-NPA that warranted our inclusion in the
vigilantes’ death list.
We had trouble looking for our balls that
night. We went home assured though that
we’d been delisted and would live beyond the
insurgency wars.
Politics
Sonny’s joining politics did not diminish any
his relationship with his media peers. On the
contrary, it further strengthened our bonds. As
we went all out for him, to the point of lambasting
some other political pretenders. Here’s a take
from a column in the March 22-28, 1992 issue
of The Voice, titled “First was Sonny Lopez.”
WITH THE successful conversion of Clark
Air Base from a military installation into a
special economic zone emerging as the most
viable issue to prop even the most asinine
political platform, every Angeles City candidate
now claims he first thought of the economic
alternatives to Clark long ahead of the others.
That’s a lot of bull. None of the mayoralty
bets in the city ever thought of an Americanless Clark, much less any alternative uses to
the base even as late as 1990.
The truth of the matter is that all of them...
slavishly worked for a continuing American
presence at Clark. Some even resorted to
sponsoring pro-base rallies at the height of
militancy among the anti-US forces in the city.
If there is one single candidate who can
rightfully lay claim to being the first to not
only think of but advocate alternative uses to
Clark, this is none other than sangguniang
panlungsod-bound Angelo “Sonny” Lopez…
It is on record that one factor that greatly
contributed to Sonny’s loss in his Angeles City
council bid in the local elections of 1988 was his
advocacy for alternatives to Clark.
Against tactical prudence and the
heightened emotions of the time, Sonny made
the alternatives to Clark – the international
airport, the business and industrial zone,
the agricultural productivity center – as the
centrepiece of his campaign, from leaflets to
meetings, grand and small.
Even earlier than that, Sonny had already
preached the gospel of Clark’s economic
productivity, even without the Americans.
“An artificial economy exists in Angeles,”
Sonny often said then in various fora, knowing
whereof he spoke, being the former city
economist….
In 1995, Sonny ran – and lost – for city mayor.
Dismissed as a quixotic quest of reaching the
unreachable star, I found in Sonny’s run a test
of character. Witness as I am to its unfolding.
Soon as Sonny made public his aspiration
for the city mayorship, immediately came
summons to separate meetings with two
powerful personalities.
The first in Apalit, with the celebrated Don
of the time asking Sonny to be running mate of
his preferred candidate, the city’s crying doctor
finishing his last term at vice. With the air of a
feudal lord about him, the Don promised to open
his enormous war chest for Sonny’s campaign.
With a courteous “I am grateful for your
offer” followed by a curt “I cannot accept,”
Sonny stood up from the table to leave, the Don
flabbergasted, having been used to politicos
ever in supplication before him.
The second was in Lubao, with our dear
nanay ng laging saklolo – to use the term of
endearment of Manila Bulletin’s Jun Icban –
pleading with Sonny to reconsider and run
for vice mayor instead, vowing family support
through his campaign, onto his victory,
and beyond, re-election and ultimately, the
mayorship insinuated there.
Again, Sonny was grateful but firm in his
resolve not to back out of his mayoralty dream.

Motion to quash charges vs Veloso
recruiters submitted for resolution

“in due time” or in about three
months.
This after the urgent motion
to quash information and warrant of arrest filed by the Public Attorney’s Office headed by
lawyer Persida Rueda-Acosta
was submitted for resolution
Tuesday.
Both Acosta and State
Prosecutor Mark Roland Estepa said that Judge Nelson
Estepa has the prerogative
on when the resolution can be
made.
Acosta said that a judge
usually has 90 days to come
up with a resolution. “Depende
sa kanya kung kalian niya
ire-resolve,” Acosta said. Estepa on the other hand said
“it’s actually the judge prerogative.”
Acosta led a team of lawyers while Estepa was assisted by Public Prosecutor Efren
Clint Mallare in the oral argument over the PAO motion in
connection with Criminal Case
no. SD (15)-3666 before the
sala of Judge Nelson Tribiana.
Mallare said both parties
have amplified their position in
the open court. Both Lacanilao and Sergio were present
during the hearing, he said.
In an interview after the
hearing, Acosta maintained
the charges and the arrest
should be quashed altogether.
“Sabi naming walang offense. Yung elements ng illegal recruitment ay wala dun
sa information charge” Acosta
said, noting that section 6 of
the Illegal Recruitment Act provides the alleged victim should
have paid the supposed illegal
recruiter.
“Dito, inalok lang daw ng
trabaho. Wala na, plain ang
simple. Yung damage, yung
element of damage ay wala,”
Acosta said.
Acosta said the case may
set a dangerous precedent:
“Halimbawa ikaw may magturo sa iyo o nire-recruit mo
’ko di lang ako natuloy, pulis posasan. Yun na. kulong
ka na. Dangerous precedent,
Kaagad na makukulong ka
mayroon lang mag-fabricate
ng statement laban sayo,” she
added.
The case should also be
dismissed because of the alleged illegal arrest on Lacanilao and Sergio.
The arbitrary detention
supposedly committed by the
National Bureau of Investigation, she said, also renders the
arrest null and void. “Null and
void din yung ginawang inquest. Kung null and void ang
inquest, null and void din ang
information dahil walang elemento nung kaso na sinasabi,”

provincial jail.

Ex-BM: Support Nanay’s health care for women
LUBAO, Pampanga – Alarmed by
the increasing number of teenage
pregnancies among Filipinos, former
Second District Board Member Olga
Frances “Fritzie” David Dizon urged
local officials and other groups to support the health care programs of the
Pampanga provincial government.
In an interview at the recent “Buntis (pregnant) Congress” here sponsored by Gov. Lilia Pineda, Dizon
said the all-out support from various
sectors on the health care projects of
Pampanga will drastically reduce the
cases of teenage pregnancies threatening the “lives and future” of women
and their children.
“The governor has prioritized
health care since 2010 to protect her
constituents, especially the most gentle among them which are the females
and youth. Nanay (Pineda) said a
lot of times that a healthy person is
productive. A mother which benefited from Pineda’s programs such as
this congress could help in improving
her family’s quality of life,” said, Dizon
who is now the chief-of-staff of the
two-term governor. She was a board
member when Pineda was on her firstterm beginning 2010.
“Pineda and the provincial board
led by Vice Gov. Dennis Pineda have
instituted programs to help women
deal with challenging times and their
other projects are focus on making
them productive while they take care of
their children,” added Dizon, who is reportedly eyeing a return as member of
the Sangguniang Panlalawigan (SP).
In a recent press conference hosted by the Capampangan in Media Inc.,
the Pampanga Medical Society (PMS)
disclosed that the province is not exempt from the worldwide trend in teenage pregnancy explosions. The group
blamed internet pornography for the
problem.

and utilize” the building by virtue of the letter
signed by then site manager Romeo S. Garcia
on January 15, 2002.
Garcia even praised
Catacutan for his efforts
in renovating the morgue
building saying it is both
“laudable” and “highly appreciated” because
the said building was
“abandoned, looted and
vandalized since 1992
after its construction.”
However, Rodriguez
said Catacutan is now
illegally occupying the
morgue building since
a Deed of Transfer and
Acceptance (DOTA) was
already awarded to the
local government unit
(LGU) by the defunct
HUDCC-PPMO
which
no longer has authority
over the said property.
Rodriguez also pointed out that Catacutan
has no lease contract
from the HUDCC-PPMO
or the National Housing
Authority (NHA) to occupy and utilize building
other than the 2002 letter
signed by Garcia.
In a January 30, 2015

building is presently occupied by Catacutan
and that “there is no contract of lease executed

On 22 May 2015, petitioner through counsel, Atty. Venancio Q. Rivera III
filed a verified petition praying that after due notice, publication and hearing, an
Order be issued directing the Local Civil Registrar of Mabalacat City, Pampanga
to correct the entry pertaining to the Date and Place of Marriage of Parents from

police station para sumailalim sa imbestigasyon.
