Dear Applicant
The world of County Sports Partnerships (CSPs) is changing. Over the last decade our network has
become an important part of the sport and physical activity landscape across England. For some
time we have been developing from earlier models of multi-agency collaboration to independent
organisations looking to diversify their income and meet wider social outcomes. More recently, a
new and exciting Government strategy for sport and physical activity will have a radical impact in
the longer term on how our sector designs and measures the impact of its work.
As the umbrella body representing the interests and development of CSPs, we want to ensure that
our own governance is appropriately dynamic, visionary and in line with the high standards
expected from publicly funded organisations. With that in mind, we have decided to embark on a
process of Board renewal to bring fresh energy to our work and generate a shared momentum for
all that we need to lead and achieve.
This is a really exciting time to get involved with the Network – following the recent publication of
a game changing new Governemnt strategy for sport, as well as a Government commissioned
independent review of CSPs being under way.
We are looking for candidates who will bring the specific expertise outlined in this pack, but who
also importantly bring drive, commitment, the ability to ask intelligent questions and who can
hekp us become more enterprising whilst retaining our collaborative culture. Some of you may
have access to important networks or contacts in other sectors relevant to our work and can
enhance our strategic and political influence through your gravitas. Others may bring a strong
geographic overview of sports and physical activities.
You will need to be committed to our aims and values, and to equality and diversity. We’d like to
encourage a diverse Board – of thought, experience and background, and make-up.

ABOUT THIS PROCESS AND THE
CONTEXT
CSP Network Board
The purpose of the Board is to enable the CSP Network to achieve its mission and charitable
objects through effective leadership, governance, influence and accountability.
The Board members are both the charity trustees and the company directors of the CSP
Network, which is a charitable company registered with both the Charity Commission and
Companies House.
The Board’s key roles are:
Leadership – to provide effective leadership to CSPs and key stakeholders, guiding, upholding
and protecting the values, integrity and reputation of the CSP Network.
Governance – to ensure the CSP Network complies with its Articles of Association/governing
documents, governance best practice, and any other relevant legislation or regulations,
safeguard the assets and continuity of the organisation.
Strategy – to set the strategic direction and strategic objectives of the CSP Network, develop,
approve and monitor the implementation of the Business Plan.
Financial – to take financial responsibility to safeguard the assets and continuity of the
organisation, agree strategic priorities for funding, investment and business development,
explore commercial opportunities, assess and manage risk and compliance, and ensure that
financial information is accurate and that controls, monitoring and reporting systems are robust
and defensible.
Partnership – to ensure that strategic relationships and alliances are developed at high levels
through effective partnership engagement, transparent communication, relationships and
satisfaction.
Advocacy and Influence – to champion and advocate the work of CSPs and the CSP Network,
engaging with and influencing key decision makers and influencers.
Delivery & Impact – to provide scrutiny and constructive challenge with regard to delivery plans,
policies, progress and impact.
The charity’s Articles of Association further outline the formal powers of the Board.

The context for this recruitment process
A recent governance review has reinforced the need for CSP Network to strike an appropriate
balance between:
 supporting/representing while also stretching/challenging the network to maximise its
potential;
 seeking direction from member CSPs while also providing leadership taking account of the
wider context and collective purpose; and
 respecting CSPs’ independence while also facilitating collective action and impact.
As such our fundamental approach can be summarised as follows:
 The CSP Network Board has a dual role to support the long term success of CSPs which
requires it to lead a strong, well established and resourced umbrella body and central team.
 As a federated structure we celebrate the local ownership, presence and independence of
CSPs, while also championing the power of the network to provide national reach and a
holistic, inclusive approach – this is our key USP.
 We avoid directing CSPs and instead provide high quality ‘offers’ or ‘asks’ which CSPs
independently and voluntarily decide whether to pursue. However CSPs have agreed that at
times it may be appropriate to act collectively, for example to provide national reach and
coverage to meet external stakeholder needs and exemplify our unique selling point.
 CSPs have also agreed that there should be a set of expectations that CSPs sign up to as part
of their membership of the network, such as responding to consultations, contributing to
working groups and adopting network policies.
 As the umbrella body, the CSP Network Board seeks to reflect the views of CSPs in forming
policy and strategy. However at times the CSP Network Board also needs to lead and drive
the future direction of the network, taking account of the wider context and stakeholder
views. This is important so that at times the Network can be responsive and take a
dispassionate view of the potential opportunities that ongoing change will offer.
Board composition, appointment, expectations & induction
The Board seeks to provide a balanced ‘competency-based’ structure consisting of 11 Trustees,
and a blend of internal and external expertise, influence and contacts, within CSP staff teams
and Boards, and as well as those with no direct involvement with member CSPs. There are:
 Six members associated with CSPs (Board Members or staff) drawn from nominations from
member CSPs though also participating in an open process that places a focus on skills and
competencies;
 Four members not connected to CSPs, identified through an open process to meet identified
needs; and
 One Chair, drawn from nominations received from member CSPs or identified by the Trustees.
In addition a member of staff from Sport England is often invited to join Board meetings as a nonvoting observer.

Government strategy
The Government has recently published a new strategy for sport and physical activity, ‘Sporting
Future: A New Strategy for an Active Nation’.
At the heart of Government’s new sport strategy is a simple framework which sets out a set of
outcomes that define why government invests in sport and by which organisations should look to
measure impact:

Economic development
The strategy recognises the role that CSPs have played in much local partnership work over many
years, working closely with local authorities, schools and others. Many do an excellent job and are
rightly valued by local stakeholders, but their role varies from place to place. The Government is
explicit in supporting local organisations to work together in their areas so that local people can
get the most value from sport.
The Government has commissioned an independent review of the role played by CSPs in the
delivery of sport and physical activity at the local level, which will also consider the impact that
new structures in local government created through devolution deals have on local delivery of
sport and physical activity. This review will be completed by autumn 2016 to complement Sport
England’s new strategy.

ABOUT US
The CSP Network is a nationwide network of 45 County Sports Partnerships (CSPs) which are
committed to Improving Lives by Growing Grassroots Sport and Physical Activity.
Collectively CSPs employ 670 staff and have a turnover of over £60 million. All CSPs provide a
consistent set of high quality services, in collaboration with partners, which we apply to produce a
diverse range of high impact solutions designed to meet local need.
As a registered charity and the umbrella body for County Sports Partnerships, the primary purpose
of CSP Network is to effectively lead, support and represent CSPs to enable the network to fulfil its
statutory and charitable obligations and achieve its mission:
‘Improving people’s lives by growing grassroots sport and physical activity’
To achieve this, the organisation undertakes the following key functions:

Provide leadership to challenge, stretch and inspire CSPs, whilst championing the local
ownership and independent nature of CSPs and the leadership role of their Boards.

Provide advocacy and promotion to position CSPs effectively and increase support amongst key
stakeholders.

Secure and develop programmes, funding & resources and facilitate collaboration within and
across the network to drive efficiencies, effectiveness, maximise commercial potential,
sustainability and impact.

Create tools, training and guidance and provide targeted support for individual CSPs when
needed to help CSPs continually improve and maximise their collective impact and to sustain
nationwide coverage.
Goals by 2020:
 Get 500,000 more adults regularly participating in sport
 Reduce the number of adults that are inactive by 250,000
 Get 1 million young people more active

Technical skills being sought
All appointments to the Board will be competency based. CSP Network Board members should
have a commitment to the role and function of CSPs; understand the nature of federated
structures; have sufficient independence to take an objective and dispassionate view; offer a
range of business skills and competencies; and come with contacts and influence within
appropriate high level networks.
Among skills and know-how that we are keen to introduce to our Board are:
 Credibility, profile, networks & influence within national agencies, government departments
and the media. We want to extend our reach and influence and help raise the profile of the CSP
Network.
 Business Development & enterprise, including new service development, commissioning, grant
aid, fundraising and sponsorship. We need to help generate ideas about how we diversify our
funding to grow our impact, but also help our CSP members to do the same.
 Maximising and measuring social impact, so that we can help to reduce inequality.
 Customer insight & engagement & developing responsive services to help us become
‘customer centric’ in how we approach and design our work.
 Digital technology and data analysis, so that we can respond to a world that is changing,
whether using technology as a means of better understanding how we engage people or as a
route towards physical activity.
We are also seeking applicants who offer a significant track record of achievement in one or more
of the following sectors:
 sport;
 education;
 health;
 local government.
You would be able to guide cross sector links and broker partnerships.

ABOUT THE ROLE
(For information purposes only)
1. Position and role
Position: Board Member.
Role: To contribute to the development, leadership and governance of the County Sports
Partnership Network (CSPN)
2. Remuneration
None of the roles are remunerated, but expenses are paid on production of appropriate receipts .
3. Time Commitment
These are voluntary positions. Time commitment includes attendance and preparation for 4-6
Board meetings, contribution to one Board Sub Group and up to two CSPN events annually as a
minimum.
Other appropriate contributions will be considered and agreed following appointment and may
include acting as the CSPN Board lead for a specific project or contract, or to represent the
Network time limited working groups or at conferences and events etc.
4. Development
On successful appointment to the Board, you will be required to undertake a skills audit. We will
have a full-day Board member induction session which you will be required to attend. You will
also be required to participate in an annual Board appraisal exercise.
5. Board meetings
The Board will meet 4-6 times per year. At the moment, it is expected that half of these meetings
will take place in London and the remainder in the north or the Midlands. Members will be
expected to attend meetings arranged by consensus by the group.
6. Tenure
The appointments are for an initial period of three years with the possibility to be re-appointed for
one additional term.
7. Selection, eligibility & appointment
A small panel of Board members delegated by the Board, comprising the Chair and two membrs of
the current Board who do not intend to continue, will conduct the final interviews, supported by
Campbell Tickell. For applicants from the Network, it is expected that your candidacy would have
the full support of your CSP (via the Chair of Chief Executive).
