Inside this edition
Ahhh! September –
It’s almost the end of August and while some of the fields are rolling
swathes of gold and brown, others have already been trimmed and
tailored, ready for the winter; the hedgerows are laden with deep red
ripening elderberries and fat blackberries, and bustling with birds
feasting on the harvest. On most days the sky is blue and many of the
trees are that deep ‘late-summer’ green – the Cotswolds are looking
stunning! No-one could doubt that this is an Area of Outstanding Natural
Beauty – although there are those who see a different green, a different
gold, who wish to tear out a swathe and use it to fill their coffers (and use
the pictures they took in their glossy brochures).
This autumn developers are threatening our District Council with a
number of Appeals against the Council’s refusal to grant planning
permission for developments that, for the most part, are not being built
for the local communities or to meet the needs of local people – and they
are breaking the government’s National Planning Policy Framework.
(There are very few exceptions for building on an AONB – and large
developments are not one of them.) September starts a difficult time for
our local authorities.
Meanwhile we need to get some ideas together on plans for our
community’s future. The obvious issues are where new housing could and
should go, what amenities we might really need in five, ten and twenty
years’ time - the doctor’s surgeries, libraries, sport and leisure facilities,
and how to deal with traffic problems, and parking! How about marketing
our town to attract more tourism? We all have ideas and they can all
count, so please get involved (before you read somewhere that ‘local
people said ‘xxx’, so ‘xxx’ is going to happen’ -and you think: ‘did I?’).
Community matters because we can make a difference - so perhaps this
autumn is the time to get along to some of the meetings, listen to what is
being said and share our opinions – it’s our community too!
Talking about community, there might still be time to catch the Big
Feastival (Jamie and Alex) at Kingham and the traditional Moreton Show followed by Cheeses on the Green in Churchill, Chippy Jazz, Family Food
and Farming in Bourton – plus two ‘steam-ups’, art and crafts at every
level, two concerts and a soiree, David Starkey at Sudeley Castle, and a
stunning selection of exhibitions. You see, we really are pretty good at
community - take a look at our centre pages of events and plan your
diary!

BE PATIENT DURING HARVEST
The NFU is urging motorists to be patient when driving behind slow moving farm machinery.
NFU South East Crops Board chairman Laurence Matthews says: “Harvest only happens once a year,
so please be patient if you find you are driving behind a slow moving tractor, a combine harvester or a
cultivator. Farmers are working around the clock to deliver your daily bread and to produce food for
livestock.
“Straight after harvest we need to move equipment that will be used to till the land and sow crops for
the coming year too. It’s a question of give and take on the roads right now.
The NFU is also reminding its farmer members to check their mirrors frequently and to pull over if
they see a queue building up behind them.”

Thank you to the motorists of the North Cotswolds
North Cotswold Cycling Club have organised a series of family fun rides from
Moreton through the beautiful and quiet country lanes and villages of the North
Cotswolds. Unfortunately, it is impossible not to cross the very busy main roads that link our bustling
market towns. Many of our lanes also carry considerable traffic and do not make passing cyclists easy.
This letter is to express gratitude to local motorists who have shown great patience and willingness to
share the roads and to allow our young people to ride safely together with adults and learn the
pleasures of rural cycling. Our overwhelming experience has been of motorists slowing or stopping to
allow us passage and affording us protection by their road positioning and consideration. We hope
we have shown our appreciation at the time, but this is a further thank you.
Relationships are not always sweet between different groups of road users so we are very grateful for
the generosity and patience that has been shown. With a little mutual respect and understanding it is
possible to share our roads and make them safer for young people to cycle and gain self-reliance and
a sense of achievement.

There has been much in the news about tax avoidance, particularly with
reference to limited companies specifically set-up to avoid paying tax &
national insurance. Whilst I don’t condone anyone deliberately trying
not to pay there fair share I do feel that Parliament has made a rod for
its own back. It is up to Parliament to legislate & up to government
agencies to police that legislation. In the case of personal service
companies not only is the legislation unclear but some individuals
working for government, even some working for Her Majesty’s Revenue
& Customs, are paid through this type of company. In a lot of cases this
not only reduces the amount of tax & NI payable to HMRC, from both
the employee & employer, it also takes the employee off the books
thereby reducing running costs, a wheeze that is often seen when
companies are looking for a buyer. Fundamentally, most of these
companies are working within the law yet there has been outcry from
newspapers & politicians condoning such a practice. Rather than
setting their sights on these arrangements perhaps Parliament should
be looking at why so many of these companies exist & seek a way of
harnessing the skills, expertise & the potential revenue that these
companies bring through these fluid arrangements. The crux of the
matter is that most of us are paying too much tax & this has become a
burden for individuals, families & business alike. As I have so often said
in my articles in the past, it is time that tax is not only made simpler, it
has got to become fairer and set at a level where everyone is happy to
contribute.
Many readers will be aware that many tax codes issued by HMRC are
wrong & therefore it is wise to check these and query them as soon as
possible. If you pay too little tax, because a tax code issued by HMRC is
incorrect, you are no longer able to argue that it is their mistake & you
may be required to pay any underpayment, interest or penalties
immediately. If in doubt seek advice from your accountant or give me a
ring for free, impartial advice. I will be happy to help in any way that I

New Season 2013-14 Fixtures start 7th September
This season we have 4 teams entered in the Witney & District Youth
Football League - U9s, U10s, U13s & U14s. The U9 s and U10s will be
playing the new format mini soccer agreed by the FA. Every 6 weeks
children will play 4 league games, train and have the opportunity to
play in a tournament, repeating the cycle every 6 weeks throughout
the season. Signing on - If you missed our signing on evening in
August don’t worry there may still be spaces. Telephone the secretary
(see above).
Training. At the moment the managers are training at our home
ground from 6pm. As a small club with limited space, different age
groups may train on different evenings. However from October 10th
all the Youth teams will train on the astro turf pitch at The Cotswold
School, Bourton on the Water as follows:U7’s 6pm-7pm
U9s 6pm – 7.30pm
U13s 6.30pm – 8pm
U10s 6pm-7.30pm
U14s 6.30pm – 8pm
Coaches are sponsoring the U9s kit, and Cotswold District Council for
sponsoring the U14 kit. A special thank you to District Councillor
Sheila Jeffery for helping to arrange this.

We are always looking for volunteers to help out in any way that they
can; collecting match fees, helping out at fund raising events, serving
refreshments at home fixtures, helping with training, being part of the
committee.
Defibrillator The Youth Committee are supporting the Club’s fund
raising venture to purchase and house a defibrillator unit at the home
ground of Bourton Rovers on the Rissington Road. Look out for other
fund raising events on the BRFC website following on from the success
of the annual football in the river on August Bank Holiday.

The U10s, U13s & U14s will start the season in new kit. Pulhams
Shipston on Stour and District
Angling Club
"Providing high quality angling in & around Shipston"
Shipston on Stour and District Angling Club runs angling on seven
sections of the River Stour which it rents from local landowners and
farmers. It also leases the recently renovated Railway Cutting Lakes in
Aston Magna from the Batsford Estate. The club provides over 100
local anglers with pleasure angling and a very active match section,
which competes for over 40 matches a year on home and away
waters.
TheClub marked its 60th Anniversary in August with three weekends
of fun and frolics that started with a Duck Race on the Club’s stretch
of the River Stour at Willington, which raised £251 for Shipston Home
Nursing. The main festival weekend saw anglers fishing in a
competition that tested them over 3 days and 3 different venues.
The overall winner was the Club’s main festival organiser, Stuart
Fleming, who after putting in months of effort organising events and
sponsors, got his rewards. Prizes, from a host of generous sponsors,
were awarded by Shipston Town Mayor Ronnie Murphy who also
presented Mrs Jan Oakey of Shipston Home Nursing with the cheque
for £251. Each day of the weekend was supported by a host of
activities based at Shipston Sports Club culminating in a pig roast,
bbq and band on each of the three nights.
For the last event in the celebrations the Club hosted an
‘Introduction to Angling ‘day, which was attended by over 25 children
and their parents. The day took place at the Club’s lakes at Aston
Magna and was well attended, despite rain which was at times
torrential - and everyone, including some parents, caught fish. Club
Chairman, Mike Wells, noted “We’d booked people into 2 hour slots
and when the first 2 hours was up, no one left because they were
having such a good time. Luckily the club members present just got
out more tackle and everyone fished on.”

Rotary charity duck racing
The sun shone on Saturday 27th July in Bourton for North
Cotswolds Rotary Club's annual duck racing charity event. Put off
by BBC forecasts for thunderstorms in the South, crowds were
thinner than in some previous years. Nevertheless, the day was a
great success and almost £1250 was raised for charity. “We are
delighted with the result,” said club president Phil Randall. “This is
very much a community event supported by local people as well as
tourists, and everyone seemed to enjoy themselves. That is what
Rotary is all about – giving service and having fun at the same time”.

The Great Cotswold Charity Bake Off
On Saturday 26th October at The Cotswold School an exciting
new charity event takes place in which all members of the
community can become involved – adults and children of any
age or skill. Do give it a go, either by baking one or more of your
favourite dishes (at £5 per plate of 8 portions of one recipe
entered), or by being a judge - £5 per judging plate of three or
more portions plus tea or coffee, or better still enter a dish AND
