EDUCATION

Faculty of Geodesy of the University of Zagreb

Architecture and Constraction in Split. The title
of geodetic engineer is obtained at the Faculty
of Geodesy. (cca 80 students graduated from
the Faculty of Geodesy per year).

The Faculty of Geodesy of the University of
Zagreb started the Bologna process in 2005.

Having completed the secondary geodetic
school, the title obtained is: geodetic
technician. (65-100 pupils complete their
education at these schools per year).

NATIONAL REAL PROPERTY REGISTRATION AND
CADASTRE PROGRAM
Since 2003, the Government of the Republic of Croatia, through the Ministry of Justice and the State
Geodetic Administration, has been implementing the National Real Property Registration and Cadastre
Program, known as Organized Land (Uređena zemlja.)

Start of Project: 15th of January 2003.
The main goal of the Project is to built effective system of land administration, with
effective real estate market by decreasing corruption and supporting private sector
development.
The main goal of Cadastral system development is the establishment of a new,
intergrated cadastral system.
MAIN CHALLANGES
•
Procedure of determining the rights, registration of ownership was carried
out at a much slower pace than was the case in other countries.
•
The overall state of registers was poor due to the mismatch of the data in
the cadastre and land registries.
•
Lack of IT systems to respond jointly, quickly and efficiently to a great
boom in the number of transactions since the start of privatization in 1992.
•
Organizational level – Cadastral officies were under the auspicies of local
municipalities (untill 1999).

MAIN CHALLANGES
•
Insecurity of titles and long delays in their registration were the main
obstacles to the development of the mortgage system of offering loans in
the construction sector and provided fertile grounds for corruption.
•
Complex transformation of the State property into the private property
•
Process of denationalization, privatization, return of the property, records
destroyed during the war, difficulties encountered by the displaced
persons and refugees, etc.

are transformed into a digital vector

DIGITAL ORTHOPHOTO MAPS
SGA produced (2002-2008 ) the DOF
maps in the scale of 1:5,000 (DOP's)
covering the entire territory of the
RoC.
NSDI STUDY
Study has served as the basis for
defining the articles which relate to
NSDI in the Law on State Survey and
the Real Property Cadastre from 2007.
NSDI Law is entered into force (May 2013.).

The SGA Geoportal was launched as a test live
version on May 26, 2009.
The SGA Geoportal was launched on July 20,

SGA is a central place in Croatia - collect, update,

REFORM ACTIVITIES – E-SERVICE
- Resolve the problem of availability of data
The cadastral data has been available on the Internet since
November 9, 2005, ( www.katastar.hr).
The land registry data has been available on the Internet since
November 9, 2005, ( www.pravosudje.hr).
The cadatral maps, DOF, topographic maps are available on the
Internet since November, 2012 (www.geoportal.dgu.hr)

COST RECOVERY POLICY IN THE

The issuance of larger quantities of cadastral data is administered by specific

The institutions responsible for registries are budget users.

Fees and charges - For the moment all fees and charges are income of State
Budget without direct link to costs of registers

Return of invested resources - is not established in the Republic of Croatia.
