Chief of Fleet Operations Report
As I reflect on the past five years, and how far we have come since the
reorganization in 1997, I must give thanks to all those involved with keeping
this organization alive. Some of you have been helping since that time and
earlier, while others are more recent contributors. Whether your involvement started years ago or weeks ago, pat yourself on the back for a job well
done. With your help, Starfleet Command stands on the edge of a new day.
I am delighted to have served as your Chief of Fleet Operations since
February 1997 and would like to take a moment to express my appreciation.
I first want to thank FADM Don Dailey, CINC, for helping point us in the right
direction and being an anchor that kept us stable. I could always count on
him to be there with a piece of advice or tap on the shoulder. Additionally, I
extend my thanks to the following people below.

Those contributors I neglected to mention please know that the omission
was not intentional. There have been so many loyal members; it is difficult
to list everyone. Job well done for all!
Read on further in this Newsletter to find out the results of the CFO Election, recently completed on September 7,2002. My thanks to VADM Lee V.
Schmidt, Fleet Elections Officer, for another job well done. Through the rest
of this year, the transition has begun from my term in office to the beginning
of the new term starting January 1, 2003. I will be revising my website to
reflect my new position, proposing a new Starfleet Command Application
and Starfleet Command Brochure to reflect the new CFO, and making
information available to the new CFO so he can prepare to take command.
Please give the new CFO some time to acclimate to his new position and
work out the details of how his administration will function. I will do my best
to en$ure that a smooth transition takes place. I look forward to serving you
in the next administration. It will be up to the new CFO to declare who will
be on his Admiralty Board.

ADM Andy Sams has stepped down as the Deputy Chief of Personnel.
His sole position is now CO of the USS Adventure.
CMDR Jeff Wolfe is now the Acting Deputy Chief of Personnel. He is
working closely with ADM Lillian L. Habeck in getting orders and other
documents processed. He continues to serve as the Chief of Security

COMM Valerie J. Rose has been appointed as the new Chief of Recruiting. She is in the process of getting SFC Brochures prepared to be sent
to all Commanding Officers that request one or that SFC HQ cannot get

RADM Darren Merritt has returned to Starfleet Command and has been
appointed the new Chief of Intelligence. He can be reached bye-mail at:

CAPT Anne M. Zecca, CO of the USS Eclipse, has been appointed as
the new Deputy Chief of Intelligence under RADM Merritt. Reports have

LTCDR George F. Stanley has been appointed as the new Fleet Training

Anthony 1. Day, CO of the USS Bismarck, has been promoted to Commodore.

LT Eric Morelli, CO of the USS Desert Rose, has been appointed as the
Acting Deputy Fleet Public Affairs Officer under LTCDR Steven Fredette .

LTCDR Rusty Harrell, CO of the USS Indiana, has been appointed as
the Deputy Chief of Engineering under COMM James H. McCoy.
Luz M. Cavallone has been promoted to full Lieutenant and given
command of the USS Callisto in the Starbase 04 region. She can be

LT Ian C. Pryor is the new CO of the USS Tranquility in the Starbase 04

Ship Decommissioned
The USS Leionov has disbanded at their request and been decommissioned. The remaining members have been reassigned to Starbase 05
pending reassignment. Any of them may be approached openly by any
unit representative to join another ship.

The AFED has been amended effective August 8, 2002. Those changes
have been made to the online AFED available on my website in both the
affected web pages and to the document itself. Also, the AFED individual
documents that made up the AFED have been combined into one
document, also available on my website at:

Effective May 19, 2002
Article 5-8 c. To be deemed eligible for a Command Staff Officer position
or Deputy, the officer must have a minimum of four years service in
Starfleet Command.
Article 5-10 a. 4) To be deemed eligible for a Command Staff Support
Officer position or Deputy, the officer must have a minimum of two years
service in Starfleet Command.

The Search & Rescue Division now has their own prefixes and suffixes

Please note that Search & Rescue Midshipman and Search & Rescue
Cadets still have the prefix "SA" denoting that they are in Starfleet
Academy. Once they graduate from the Academy, they change to the
prefix "SO".
I have noted that a number of ships with their own Listserves make
extensive use of them to keep their members informed of events.
Sometimes, they will also put that information out to the SFC Listserve. I
would like to encourage ships & units to share this information with the
larger SFC Listserve more regularly. Sometimes, people travel great
distances and, armed with information about events taking place in other
areas (which is to be considered an invitation) could meet fellow members of SFC across the country by attending those publicized events,
even if they are held by local ships or units. So, if you would like to meet
more of your fellow SFC members, publicize your events well in advance
and, while I am on this subject, notify the Fleet Public Affairs Officer,
LTCDR Steven Fredette, at [email protected]
so he
can help in this effort - it's part of his duties. I also encourage ships or
units that do not have their own Listserves to consider starting one. If you
need help, I can certainly assist. I have created many Listserves already.
Alii need is a list of names & e-mail addresses for your particular unit
and with that can easily put together a Listserve & make the CO or
designated individual the Moderator for that Listserve.
I have updated the SFC Application and placed it on my website. The
form is effective 8/27/2002 and includes information about joining the
Starfleet Command Listserve. Please be sure to invite your new members to join the SFC Listserve so they can participate in it and be informed of events across the Fleet. I have also added more details to the
section that we here at SFC HO complete so, when you are filling out the
information, be sure to leave that section alone as in the past.
It has recently been brought to my attention that there is some confusion
about the Starfleet Academy exams. Let me clear this up. The Cadet
Promotion Exams (CPE) are for the Cadets to take so they can graduate
from Starfleet Academy before the 6 month standard timeframe. If they
do not take the CPE in the 6 month timeframe, they are promoted to

Ensign automatically. CO's do not have to request that Cadets be
promoted since this is automatic. If they successfully complete the test,
which is graded by the Commandant, Starfleet Academy, then the
affected CO is notified by the Commandant of the successful completion. In those cases where a test is passed, the Commandant will
request the Chief of Personnel to send promotion documents to the
affected CO to present to the member. When a Midshipman turns age
13, they will automatically be promoted to Cadet and a CPE will be sent
to that new Cadet. If a ship has a member that is under age 13 but they
think the Midshipman should be allowed an exemption to take the CPE,
they need to write the Commandant, Starfleet Academy, explain why they
think the Midshipman is deserving of an exemption and, if the Commandant approves, then the Midshipman will be advanced to Cadet and can
be sent the appropriate CPE and, if they pass it, can be advanced to
either Ensign or Lieutenant, jg if they get all the answers correct. 38 out
of 50 correct answers qualifies the member for Ensign.
Please be advised that members that allow their memberships to lapse
cannot be promoted or recognized. The AFED speaks of maintaining
active status by sending in renewal dues. If a Commanding Officer of a
unit allows their membership to lapse, they can be relieved of command
if only because they are no longer members of SFC. In this case, a First
Officer that remains in paid status can be promoted and become the new
Commanding Officer, simply by chain of command. CO's are expected to
set the proper example for their crew. If there is a financial difficulty,
some leeway can be granted. In such an instance, perhaps a crew will
be willing to assist in helping the CO renew to retain command. Since
this is a fan club, we don't simply automatically relieve CO's of their
command for failing to renew especially if there is a financial difficulty but
refusing to send in renewal dues would be a reason to be relieved of
command.
I am greatly pleased to see the growth of many units this year. In my
estimation, we are primed and ready to see a tremendous resurgence of
growth, both numerically and qualitatively in Startleet Command. I hope
that the coming years will see this happen. It can only happen if you, the
members, want it and do what is necessary to realize it. Starfleet Command Headquarters will be undergoing change soon but the Ships &
Units as well as the Command Staff Support will essentially remain the
same and I hope that the next administration will be equal to the task
presented to them by you .

Hospital Ship, was commissioned on June 17, 2002, under the command of CMDR David A. Miller, MD, located in Wildwood, Missouri in

Conglomeration 2002 Report
The meeting was held on August 17, 2002. Staff in attendance were
FADM Paul A. Sundstrom, ADM Mark A. Bischoff, ADM Sandy
Sundstrom, FADM Don Dailey, RADM Teresa Remaly, FCAPT Terry
Remaly, FCAPT Cathy Dailey, CMDR Brian Mitchell, CMDR Antonio
Remaly & LTCDR George Stanley.
I spoke about the number of ships that have been commissioned in 2002
which has far exceeded the numbers in the past few years. This signals
a growth potential. In connection with this, the appointment of COMM
Valerie Rose as the Chief of Recruiting has helped to create the potential.
There were several attendees that are not members but showed an
interest. Connected with this, the various ship and starbase members
gave reports on what their units are doing presently.
I presented the only available CFO candidate, ADM Mark Bischoff, to
those present. I also gave a short report on the Fleet history of the other
CFO Candidate, VADM Jerome Eller, what positions he has held, how
long he has been a member, and that he is running for election for the
second time.
ADM Bischoff gave the attendees the opportunity to ask questions and
spoke about his time in Fleet.
The meeting lasted slightly longer than the allotted time and members
gathered for dinner afterwards. A good time was had by all.
