Good Morning,
I am siting at my kitchen table trying to put together a presentation for my class Thursday night and I
can't focus because I just keep thinking about all the unbelievable things I heard and felt yesterday in
and after my meeting with Jeff King. I was so humbled and am so grateful for all of the support and
praise that you and Candy have given me. I got a little emotional at one point because I felt so
overwhelmed. Lauren also said to me (and I cried then too) that you told them I was the best hire you
ever made. I literally can't believe or begin to tell you what that means to me.. I'm teary now as I'm
typing.
Honestly, I had sorta been telling myself it would be silly/lame to leave a teaching job for a teaching
job... If i get offered a job I can say I want to think about it... Within five minutes of sitting with Jeff I
knew I was sitting with someone who shares my passion, who's speaking to the core of who I am as a
teacher, that believes in what I believe about kids and education. He was speaking my language and it
was genuine and authentic- I felt the connection I feel with educators like you, Silv, Gary and
Danielle. He gets it, he loves it, lives it, breathes it, and speaks it from the center of his being because
it's all that he is.On top of that he was saying how this district has the best leadership and all the
money it needs to do everything right. He said "When Candy and Eric do something- they do it
right!" I could tell he really believed it. Instantly, I felt like "I want to work like that- to really believe
in the work I do." I knew I couldn't pass up this opportunity it was too Heaven sent! When I got in
my car I thought "This isn't a teaching job- it's my life's passion." I know that you are so intentional
and knowing me as a teacher and a person recommending me for Fallbrook Street is and will be the
opportunity to use my gifts to their greatest capacity. There was no way I could have said no to any of
that! Jeff could have sold me a car by the end of that meeting!! Danielle and I celebrated at Estrella's
... we saw Joe on his way to the Father Daughter Dance. Then at Fro Yo, next door, we saw Fran- a
supervisor from her school- Danielle said this is why we call it SMALLbrook :)
I am so very grateful to you for all the ways you know me and care about me. Thank you for this
HUGE blessing to be a part of all that is happening at Fallbrook Street and in the district. I am beyond
excited- I know I am going to learn so much. I'm really looking forward to developing my craft and
working with the best leadership to become the best teacher and leader I can.

My name is Cecil B.Jack , and I represent a company by the name of Trade Check.
Our company administers a Business Expense Reimbursement Plan, that can provide
revenue for the school district. Our plan uses pre-tax dollars to pay for employee
expenses.
Our plan has been reviewed in great detail by the IRS and their finding,
as established in a Private Letter Ruling document, states that our 132
Reimbursement Plan meets all of the statue requirements as required
by IRC Section 132, Working Condition Fringe, and IRC Section
62(a)(2)(A), Accountable and Non-Accountable Plans.
What is a Private Letter Ruling: A private letter ruling, or PLR,
is issued by the Internal Revenue Service to establish with certainty
the federal tax consequences of a particular transaction before the
transaction is consummated or before the taxpayer's return is
filed. A PLR is issued in response to a written request submitted by a
taxpayer and is binding on the IRS if the taxpayer fully and
accurately described the proposed transaction in the request and carries
out the transaction as described. PLR's are generally made public,
as this specific PLR can be viewed on the IRS web.
Again, our plan uses pre-tax dollars to pay for your teacher's
expenses. The plan also lowers the taxable wage of all of the
employees that use it. The plan has a use it or lose it structure.

In summary, we are offering a 132 Plan that is a turn key program that
includes all required documents along with the associated
administration functions that are required for a fully accountable

We are currently discussing the implementation of this plan with both
the Hayward and San Diego Unified School Districts.
Both districts
have had a favorable review of the plan.

of our plan.

I'm hearing talk around town that a group of parents is coming to the meeting tonight to address their
concerns about the future of ISS. I'd be happy to speak very briefly on behalf of the District. While
I'm not qualified to speak of the financial impact, I can certainly attest to the excellence in instruction
that is taking place in ALL of our schools and the collaboration between teachers, PTAs, and local
administrators at the sites.
It's not the buildings, the desks or computers, or the books and pencils...it's the teachers that guarantee
a high caliber education for our students!

EVERY school in our District on ready to go!
I would love to talk again soon. We have ordered over 1,000 books to send home with over 500
employees and PTA representativs this summer (thank you Wallis!)! I dont know if I can think of a
time in my 25 year career that I had over 500 people reading the same book at the same time and
building momentum in this way! Something BIG is happening here!
So now, we have to make the funding happen! Maybe we can talk on Monday if you have a few

positions. Specifically, BP/AR 5148.3 (as sited in Exhibit D of your June 3rd Meeting Agenda) states
under Family Literacy Services:
When any district preschool program receives funding for family literacy services pursuant to
Education Code 8238.4, the Superintendent or deignee shall coordinate the provision of:
1. Opportunities for parents/guardians to work with their children on interactive literacy activities,
including activities such as shared reading, learning the alphabet, and basic vocabulary development
2. Parenting education for parents/guardians of participating children to support their children's
development of literacy skills, including, but not limited to, parent education in:
a. Providing support for the educational growth and success of their children
b. Improving parent-school communications and parental understanding of school structures and
expectations
c. Becoming active partners with teachers in the education of their children
3. Referrals to providers of adult education and instruction in English as a second language as
necessary to improve parents/guardians' academic skills
These are the services that the Parents as Teachers program provides under the leadership of Martha
Covarrubias and Pearl Gonzalez. These positions should not even be considered for elimination until
a determination is made about how the requirements for Family Literacy Services will be met. It is
evident that these requirements would be well-met by the Parents as Teachers program as it currently
exists.
I urge you to reject Resolution #20-12/13, or at least table the matter until the realignment of the
preschool program is further along and a determination can be made of how the parent involvement
provisions will be met.

Good Afternoon Everyone,
Mrs. Masten forwarded this email to me from Mr. Leach at ISS. Mr. Forseth and Mr. Billinglsey will
be meeting with Mr. Leach on Wednesday morning. I expect that he will attend our
board meeting tonight with other 7th and 8th grade parents from ISS.
As you know, ISS enrollment has dropped dramatically,particularly in 7/8. We have less that 15
students combined in the 7/8 CORE program, therefore will be downsizing 2 teachers at ISS (and their
class size is still lower than our other schools). With this low enrollment in 7/8, we cannot support the
CORE program for them.
7/8 grade parents still have the opportunity for 5 day a week home school program as part of the
Classic program.
We will be prepared to address this issue tonight should it be necessary.
In addition, we have been contacted by NBC news regarding the elimination of the PAT
program. Mr. Bixler will provide the district comments if necessary. Mr. Forseth and Mrs. Curcio
will be providing a presentation tonight about the reallocation of these funds to meet the needs of our
students in Kinder and 1st grade.

Hello,
I wanted to contact you again regarding the irresponsible plan to eliminate the middle school core
program. I have contacted a few families around town and have informed them about the upcoming
board meetings this month.
So far there are five families that are on board with attending and sharing how this decision is
impacting our lives.
I plan on speaking with more families this weekend and next week about attending the meeting on the
17th as well. We are making up a flyer and will be putting an ad in The Village News next week.
I intend to put it out there as many ways as I can so that the people of this community understand what
they are losing.
We really need to stop this plan as soon as possible to give these kids the reassurance that we won't be
putting their futures up in the air.

I was disappointed to learn that you are considering eliminating the classified teaching positions responsible for the operation of the Parents
as Teachers program at the Mike Choate Center. This action is a clear indicator of the District's intent to obliterate this invaluable community
resource.
The Parents as Teachers program is one that the District should be promoting and even expanding, not eliminating. Parent involvement
increases the likelihood that students will
Earn higher grades and test scores, and enroll in higher-level programs
Be promoted, pass their classes, and earn credits
Attend school regularly
Have better social skills, show improved behavior, and adapt well to school
Graduate and go on to postsecondary education

You state in Exhibit D, "Educational Services CSBA Policy Update," of your June 3rd Meeting Agenda that "parents/guardians are essential
partners in supporting the development of their children," but your lack of support for the Parents as Teachers program belies this position. If
parents are essential partners, we need to be giving them the tools and opportunities to invest in their children's education. The Parents as
Teachers program does this. Martha Covarrubias and Pearl Gonzalez effectively motivate and educate parents to be involved in their
children's intellectual development. The music classes and Ready, Set, Go! activities that they lead give parents hands-on opportunities to be
involved with their children and, in the process, hands-on training to effectively help their children in these activities.
The preschool years are exactly the time we need to be emphasizing parent involvement. Kathleen Cotton and Karen Reed Wikelund state:
"The research also shows that the earlier in a child's educational process parent involvement
begins, the more powerful the effects will be. Educators frequently point out the critical role of
the home and family environment in determining children's school success, and it appears that
the earlier this influence is "harnessed," the greater the likelihood of higher student achievement. Early childhood education programs with
strong parent involvement components
have amply demonstrated the effectiveness of this approach."

Furthermore, in reviewing your agenda for the meeting on Monday, June 3, I noticed that you are just having a first reading of the
requirements to align your preschool program with the California State Preschool Program. In light of the state requirements, it seems
premature to eliminate these classified positions. Specifically, BP/AR 5148.3 (as sited in Exhibit D of your June 3rd Meeting Agenda) states
under Family Literacy Services:
When any district preschool program receives funding for family literacy services pursuant to Education Code 8238.4, the Superintendent or
deignee shall coordinate the provision of:
1. Opportunities for parents/guardians to work with their children on interactive literacy activities, including activities such as shared reading,
learning the alphabet, and basic vocabulary development
2. Parenting education for parents/guardians of participating children to support their children's development of literacy skills, including, but not
limited to, parent education in:
a. Providing support for the educational growth and success of their children
b. Improving parent-school communications and parental understanding of school structures and expectations
c. Becoming active partners with teachers in the education of their children
3. Referrals to providers of adult education and instruction in English as a second language as necessary to improve parents/guardians'
academic skills
These are the services that the Parents as Teachers program provides under the leadership of Martha Covarrubias and Pearl Gonzalez.

These positions should not even be considered for elimination until a determination is made about how the requirements for Family Literacy
Services will be met. It is evident that these requirements would be well-met by the Parents as Teachers program as it currently exists.
I urge you to reject Resolution #20-12/13, or at least table the matter until the realignment of the preschool program is further along and a
determination can be made of how the parent involvement provisions will be met.

and interactive and conforms to the Common Core State Standards (CCSS) that your state requires.

opportunity to enhance technology integration at San Onofre. It is a 3 year grant and we had to plan
and utilize the funds that would produce the best student results.

I'm sure you've all seen yesterday's NAFIS newsletter with the following statement:
"FY 2014 Foundation Payments –The Department is releasing FY14 Foundation
Payments at a rate of 50% beginning the first week of March. These reduced
payments are necessary while the Department gathers and evaluates
information about certain LEAs that were consolidated from former Section
8002 recipients. These LEAs were made eligible by new statutory language
included in the FY 2014 appropriations." Looks like you can anticipate about
half your normal foundation payment very soon.
It's not "great" news, but it's better than what might have been. Hopefully,
the DoEd can determine soon the impact of the consolidated districts and will
see its way to making the rest of the foundation payment yet this year. Our
thanks go out to NAFIS in the person of John Forkenbrock for once again
looking out for the interests of 8002 districts.

National Council on Educating Black Children

My Brother's Keeper
The National Council on Educating Black Children commends our President Barack
Obama for developing a national initiative for Black and Latino Males; an elevated
focus that is supported by our Board of Directors and our membership.
For 27 years, NCEBC has been committed to improving the academia of rigor and
relevant instruction for African American children. In 2006, after the Schott
Foundation report on Black Males in Public Schools, a new priority emerged for
NCEBC. We declared that the absence of educational equity, justice and quality in
schools, have an adverse effect on building positive outcomes for Black males , as
reported by researchers. A "Call for Action" was sounded at our 2007 Convention in
Norfolk, VA, with school district teams, writing Black Male Action Plans (BMAPs)
that identified issues and solutions for school drop- outs, suspensions, expulsions, low
graduation rates, cultural incompetency and illiteracy.
At each subsequent annual convention, delegates are engaged in a process to develop
community, school, or district BMAP's. The charge to teams is to: 1) return to their
cities, share the BMAP through a report out to the community at large, 2) engage
stakeholders to further define the plan, and eventually 3) establish a Commission for
Educational Equity, Justice and Quality for African American Children. The
Commissions are comprised of stakeholders listed in our flagship document, The
Blueprint for Action. Our Black Male Action Planning process has been conducted
with over 107 cities, school districts, and Nova Scotia.
Far too long, too many young males of color have been sacrificed, by the wealthiest
nation on the planet. In the words of Nelson Mandela, "You can judge the soul of a
nation by the way it treats their children." The declaration to elevate this discussion to
a national level is welcomed with exuberance.
NCEBC continues to address the areas research identifies as correlates with school
failure. We collaborate with stakeholders, and maintain a growing partnership with
faith-based institutions, school districts, and community centers, to establish Augustus
F. Hawkins Literacy Centers. Currently there are 17 Literacy Centers operating in 6
states. NCEBC provides a challenging and culturally relevant curriculum for grades
preK-6,that is in alignment with common core standards, and a strong focus on

National Council on Educating Black Children

My Brother's Keeper
The National Council on Educating Black Children commends our President Barack
Obama for developing a national initiative for Black and Latino Males; an elevated
focus that is supported by our Board of Directors and our membership.
For 27 years, NCEBC has been committed to improving the academia of rigor and
relevant instruction for African American children. In 2006, after the Schott
Foundation report on Black Males in Public Schools, a new priority emerged for
NCEBC. We declared that the absence of educational equity, justice and quality in
schools, have an adverse effect on building positive outcomes for Black males , as
reported by researchers. A "Call for Action" was sounded at our 2007 Convention in
Norfolk, VA, with school district teams, writing Black Male Action Plans (BMAPs)
that identified issues and solutions for school drop- outs, suspensions, expulsions, low
graduation rates, cultural incompetency and illiteracy.
At each subsequent annual convention, delegates are engaged in a process to develop
community, school, or district BMAP's. The charge to teams is to: 1) return to their
cities, share the BMAP through a report out to the community at large, 2) engage
stakeholders to further define the plan, and eventually 3) establish a Commission for
Educational Equity, Justice and Quality for African American Children. The
Commissions are comprised of stakeholders listed in our flagship document, The
Blueprint for Action. Our Black Male Action Planning process has been conducted
with over 107 cities, school districts, and Nova Scotia.
Far too long, too many young males of color have been sacrificed, by the wealthiest
nation on the planet. In the words of Nelson Mandela, "You can judge the soul of a
nation by the way it treats their children." The declaration to elevate this discussion to
a national level is welcomed with exuberance.
NCEBC continues to address the areas research identifies as correlates with school
failure. We collaborate with stakeholders, and maintain a growing partnership with
faith-based institutions, school districts, and community centers, to establish Augustus
F. Hawkins Literacy Centers. Currently there are 17 Literacy Centers operating in 6
states. NCEBC provides a challenging and culturally relevant curriculum for grades
preK-6,that is in alignment with common core standards, and a strong focus on

Looks great Julie! One thing I would like for you to include in your comments in the
beginning is the opportunity you have had to leap ahead in tech integration has
happened due to the dodea tech grant. I want to be sure the board remembers we had
special funding to integrate tech more quickly on the base than in our other schools.
These presentations can get tricky if it looks as though we have "haves and have nots"
their (and my) responsibility is to also ensure equity for students, so this can be a bit
sensitive.
But it also can help leverage all the things we want to do at all of our schools, but it
takes money to do it! It is great to have your school as an example of what is in store for
all Fallbrook children as we dedicate more money to it in the future.

As you know, the White House and the Federal Communications Commission (FCC) are deeply eng
E-Rate program. In our current roles as the Executive Directors for AESA and AASA respectively, L
interested in ensuring that our organizations accurately advocate the reality and needs of our natio
service agencies when it comes to Internet connectivity. It is also critical that we provide accurate

It has come to our attention that education leaders at state and local levels have been approached
called EducationSuperHighway (ESH). Conversations included requesting E-Rate applicants (districts) t
their E-Rate applications through an ESH portal. The portal, called the Item 21 Portal, refers to the

Hi David!
What a great surprise to hear from you! It is crazy that it has been 20 years ago! Thank you for
reminding me about how old I am! Haha!
I am a superintendent now, and I absolutely love it, although I have loved every job I have had along
the way. I am in the last year of my doctorate now, should be defending my dissertation by this time
next year. It is rough going back to school when you are this old!
My husband, BIlly, is also now at the District Office in San Marcos, Director of HR. He is supper
happy and busy too!
So, I think when you were my student, I either just had my son, Austin, or my daughter, Halle - but I
don't remember. They are both in college now - so that means you are old too!
I hope you are doing well. Let me know what you are up to...
