Bikeway Types
Bicycle Lanes
o ?On many busy thoroughfares, bicyclists
have their own travel lanes designated as
bike lanes. Bike lanes are striped and
marked with a bicycle symbol and
directional arrows to indicate preferential
use by bicyclists. Motor vehicle drivers
know where to expect bicycles and
realize that bicycles are an important part
of traffic.
Multiuse Paths
o These bike facilities, such as
Periwinkle Path, are separated from
the roadway and are generally more
recreationally oriented. These paths are
also used by pedestrians, joggers, and
skaters. Consequently, extra caution is
advised. A bicyclist should give an
audible warning when passing or
overtaking others on a path. Bicycles
must yield to pedestrians
Shoulder Bikeways
o Highway shoulders with a paved width
of four feet or more are generally
considered suitable for bicycling.

These are usually found on roads with
relatively high traffic volumes and
speeds.
Shared Roads
o In many areas, bicyclists do not have
dedicated travel lanes. In these
situations, bicyclists and motorists
share the road. This is common on
local streets and many rural roads.

TIPS FOR CYCLISTS
The Law
Laws governing bicycle use can be found in the
Oregon Vehicle Code and in the Albany
Municipal Code. Under Oregon law, ORS
814.400 (1)(1), all bicycles ridden on public
streets are subject to the same rules and
regulations as motor vehicles, except those
provisions which by their very nature can have
no application. Listed below are the laws that
most frequently affect bicyclists and bicycling
safety:

The first settlers to stake a land claim in the Albany
area were Abner Hackleman and Hiram Smeed in
1845. It was settled by Hackleman’s son Abraham,
the Burkhart family and others. Thomas and Walter
Montieth arrived in the area three years later with
plans to establish a town. With water power and
river transportation in mind, the Monteith’s
purchased Smeed’s land claim and had a portion

near the river surveyed for the town
site. By 1866,
the town was established as a Willamette River
shipping center. The city continued to grow as a
commercial center in the valley when the railroad
reached Albany in 1871. By 1886, Albany had
sidewalks described as in “good repair” but paved
streets did not arrive until 1918. Exporting grain
from surrounding farms substantially bolstered the
economic base. In 1891, Albany was further
strengthened by the completion of the bridge linking
North Albany and other agricultural areas.

Valley, 24 miles south of Salem, the state capital,
and 40 miles north of Eugene, the state’s second
largest city. With a population of 47,500, Albany is
the state’s 12th largest city. It is the largest city in
Linn County and is the county seat. It is also the
second largest city in Benton County.

Get in the middle of the lane
at busy intersections
whenever you are moving at
the same speed as traffic.
Don't forget to signal when
moving to the center of the
lane.
Always ride with and in the
same direction as the flow of
traffic.
o Riding the wrong direction is a
leading cause of bicycle
accidents. It places the
bicyclist in a location at
intersections that may be
overlooked by motorists
watching for the normal flow
of traffic and endangers other
riders. Riding against traffic is
illegal.
Obey all traffic signs and
signals.
Bicyclists must use the following
hand signals.
o For a left turn, left arm
extended; for a right turn, right
arm extended or left arm
creating a 90-degree angle
with the hand extended
upwards.
Position yourself correctly at
intersections.
o If you are turning left, signal
appropriately, watch for
vehicles and merge carefully
to the center of the turn lane.
Make your turn occupying the
same space a vehicle would.
o If you are not turning, follow
the travel lane and watch for
vehicles that may be crossing
your path.
o Bicycles may pass other
vehicles on the right when
passage can be made safely.
Yield to pedestrians.
o On sidewalks where bicycle
riding is allowed, you must
yield the right-of-way to
pedestrians and give an
audible warning before
overtaking and passing.
You must slow down when
approaching or entering a cross-walk or
a driveway or crossing a curb cut or
pedestrian ramp when a motor vehicle
is approaching the crosswalk or
driveway.
Ride as close as is safe and practical to
the right curb, edge of the roadway or
parked vehicles on streets without bike
lanes.
Walk your bike on downtown sidewalks.
o Albany prohibits riding on sidewalks
in business districts.
o Other cities may have more restrictive
laws.
Do not carry passengers on a bike
unless it is designed for more than one
rider.
o
Ride Defensively
Be predictable.
o Motorists need to know what you are
planning to do, even in a bike lane.
Signal well in advance if you intend to
turn or merge into another lane.
Avoid riding in driver blind spots.
o Be sure the driver has seen you before
making a maneuver that puts you in
conflict with a motor vehicle. Watch
for vehicles turning suddenly at
driveways and intersections.
Beware of parked vehicle doors which
may open unexpectedly, loose gravel,
and rough pavement.
When the road is wet, braking is slowed;
and the road can be slippery.
When crossing angled railroad tracks
ride slowly and turn as close to a right
angle as possible to avoid having your
wheels “catch” in the tracks.
Be aware of pedestrians and skaters that
may pop out from between parked
vehicles.
At intersections, be prepared for
vehicles turning across your path.
o If in doubt, merge into the motor
vehicle lane to travel through the
intersection.
Ride in the middle of the lane in slow
traffic.
Equipment
Wear a helmet.
o An ANSI approved bicycle helmet can
protect you from head injuries and is
required by law to be worn by cyclists
under the age of 16.
Use a pack or a rack.
o Do not carry articles that prevent you
from keeping both hands on the handle
bars and having full control of your
bicycle.
Be visible!
o Wearing bright and reflective clothing
is recommended.
o Riding a bike at night requires caution
because it is difficult for a motorist to
see you. Pedals with reflectors,
reflector tape, leg lights, and spoke
reflectors also help to increase a rider’s
visibility. You must also display a
white light visible 500 feet to the front
and a reflector visible 600 feet to the
rear. A red rear light is also
recommended.
Use a bell.
o A bell will help to warn people of your
presence. Sirens or whistles are
prohibited because they may be
confused with emergency vehicles.
Carry a lock.
o Lock your bike to a permanent object.
Secure the frame and both wheels if
possible.
Engrave your driver’s license number, or
that of another related person, on your
bike frame.
Keep a record of your bicycle make,
model and serial number.
