Secure Certificate of Indian Status and
Cross Border Update
Community Notice
As of April 2012, approximately 35,000 secure status cards had been issued in total (23,000 of the
domestic and 12,000 of the border crossing format). Intake began in border communities in 2009, with the
first cards issued in December 2009. The cards are only available at a few locations, due to setbacks the
government has incurred in implementing the system in which the cards are rolled out. Two formats of
the Secure Certificate of Indian Status are available. A border secure format (with machine-readable
zone) and a standard, domestic format of the SCIS are available. The new cards is a more reliable and
secure form of identification and can be used to access federal programs and services such as
non-insured health benefits and treaty annuities. The new secure CIS card will replace the existing
laminated card. The existing laminated cards will still be valid until the expiry date has lapsed and the
new secure status card becomes available.
Cross Border Information:
In 2009 the government of Canada received approval from the US to use the new SCIS card for
entry into the US by water and land. A Canadian Passport is required to entry into the US by air. The
Chiefs-in-Assembly have passed resolutions that direct the Chiefs of Ontario to advocate and ensure the
privacy rights of First Nations are not affected during the practical use of the new SCIS card. As a result,
First Nation citizens can choose if they would like to use their SCIS cards for cross border
purposes. In order to receive this format, the applications go through two extra steps.
1) Declaration of consent to share information with Passport Canada, Canada Border Services
Agency and US Customs and Border Protection.
2) A check to determine if any travel restrictions apply which is performed by Passport Canada.
The laminated cards are still valid at border crossings along the Canada-United States border, as the new
cards are being prepared for the First Nation peoples. This period of flexibility is entirely at the discretion
of the US officials.
Information on Obtaining a New Secure Certificate of Indian Status:
The new cards are available to every First Nation person that posses status under the Indian Act.
The following offices are currently accepting (in person) applications for the secure status card: AANDC
Headquarters in Gatineau, AANDC Regional Office in Winnipeg, AANDC Regional Office in Regina,
AANDC Regional Office in Calgary and Edmonton, and Treaty 7 First Nations Offices. The AANDC
website advises that the remaining First Nations will continue to issue the current version of the status
card (CIS). As of today, an exact date for the national launch of the new Secure Certificate of Indian
Status has not been announced. The Chief’s of Ontario office will continue to monitor the status of the
situation, and keep the First Nation informed of any changes.

Bill C-3:
Those applying for registration under Bill C-3 can apply for an in-Canada SCIS (domestic format) at
the same time Bill C-3 has been passed into law. The government of Canada has not developed their
guidelines for determining Bill C-3 eligibility and not much is known on the reasoning behind the setback.
First Nation government must control the decision making on this issue. The government continues to
state that they are trying to find a safe, secure way of making sure the right people gain access to the
cards, and that they are not obtained by fraudsters.
Status Update:
At this time, INAC has suspended issuing the border crossing format until problems related to the
travel verification check are resolved with US officials. Since the delay in processing the border secure
cards has created a significant backlog, INAC will be issuing a reconfigured version of the in-Canada/
domestic format of the SCIS. As an interim measure, the reconfigured domestic format of the SCIS will
be issued to all applicants. The field on the back of the card was modified and is now left blank. AANDC
has received assurance from the US Department of Homeland Security that US officials will continue to
accept the domestic SCIS and current CIS for entry into the US by land and water, without a deadline.
AANDC also confirmed that they are working on the re-design of the card to include nationhood
information (in addition to band name). It is unclear when the national roll-out of the SCIS will be
completed.

Please be advised that Health Centre will be experiencing an interruption to their power service
on Thursday June 7th, 2012. Due to this power interruption, the Family Health Team clinic and
Health Centre will be closed for the day for appointments. The Family Health Team staff will be
providing Health Checks throughout the community that day. The Health Staff will be available
throughout the day for home visits. Please note that our phone service
will be down to one incoming line.

As the end of the school year approaches, children are
“on the countdown” to the last day of school. Many
students are looking forward to summer and months
free of homework and tests. Still, this may be a
bittersweet time for children who will miss teachers
and friends.
Here are several fun ways to start your child’s summer
and celebrate their accomplishments.
1. Cook your kids favourite meal. Ask your kids what
they want as a celebratory meal and have fun making
it together.
2. Surprise the kids on the last day of school with a quick
trip to a beach or hike through the woods.
3. Pop the tent, and some popcorn and set up a backyard camp. Tell stories, roast marshmallows and
stare at the stars.
4. Take a drive to a nursery. Let the kids pick out a few
vegetables or flowers to tend to over the summer.
5. Create a summer book chart, stock up on stickers to
reward all the books your kids will read this summer.
Decide on an end-of-summer reward when your kids
reach milestones.

Announcing a New Community Program
Several weeks ago we asked for volunteers to help with a new
program called “The Lunch Box”. Thanks to these volunteers and
our special funding, the program is almost ready to go and we are
very excited to share it with the community.
The Lunch Box program is intended to assist people to put nutritious food on the table. Unlike a food bank, where you choose
your own groceries, the Lunch Box is an actual plastic container
filled with all the non-perishable ingredients and instructions
needed to make a nutritious, quick and easy meal for four people.
There will be a choice of meals available each week, such as
vegetable chowder, turkey with stuffing or tuna-noodle casserole.
Each meal also comes with fruit for dessert.
People who would like to receive a “Lunch Box” just need to telephone or stop by the Health Centre. You will be asked to sign-up
for that week and can then come and pick up your box. Once the
box is empty, it must be returned to the Health Centre within 1
week so that it can be re-filled and given out again. If you need
to, you can ask for a new lunch box every week that the program
runs.

Attention Medical Transportation Clientele
Please be aware of the following:
1. If you have your own vehicle then you are
expected to take yourself to all local
appointments. Local appointments are
Eganville, Pembroke, Killaloe, Renfrew,
Petawawa, Beachburg, Cobden and Arnprior.
2. Transportation will only be provided if you are
unable to drive due to a procedure you are going
to be having during your appointment.
3. Clients must give 2 days notice of upcoming
appointments so that we can fit you into the
schedule.
4. Pick up of prescriptions is not a benefit under the
transportation program. Only if the Medical Van
or Car is going by the pharmacy can this service
be provided. Please call early in the morning to
see if we are going by the drug store.

Pikwàk anagàn Tibadjumowin
Niigan Mosewak is a free summer camp hosted by the O.P.P. Eastern Region
Provincial Liaison Team (PLT) for at-risk Aboriginal youth.
It is centered around First Nation teachings with an equal amount of time spent on team-building, healthy relationships, sports
and camp activities.
This is the fourth year that Niigan Mosewak will be offered. The camp will host forty Aboriginal youth from across Eastern
Ontario. Candidates may be referred by their communities, community services, school, police or the courts.
It is both a youth diversion program and an at-risk youth program for youth ages 11-16.
The program focuses on the delivery of key life skills, leadership development, healthy relationships, positive self-esteem and
self-awareness education based on traditional cultural teachings. The goal of the program is to encourage youth to become
role-models and leaders in their communities.
The program will be held at Golden Lake Camp on beautiful Golden Lake just outside of Eganville, Ontario. The camp has
food services, sleeping cabins, games areas, swimming area, canoes and sporting equipment. Visit the website:

Another goal of the camp is to foster a positive relationship between Aboriginal youth and police. The instructors are a
combination of Aboriginal and non-aboriginal police officers, Elders, Aboriginal youth mentors and qualified Golden Lake Camp
counsellors.
The camp will be held from the 27th to the 31st of August 2012.
Participants will be picked up and dropped off by bus or by their parents/guardians.
Participants will be selected and notified after the application submission deadline of July 1st.

Duties

and the Algonquins of Pikwàkangàn EarthWalkers.
Responsibilities
- Draft a work plan under the supervision of the BRWP coordinator and BWRP chair.
- Consult with the BRWP scientific advisor at Carleton University.
- Conduct field work and prepare reports
 Lead half-day field trips with youth groups such as the Renfrew County Stewardship Rangers and the
Algonquins of Pikwàkangàn EarthWalkers.
Supervision
- The student(s) will be supervised by the BRWP coordinator and the BRWP chair. The oversight will initially be in person on
a daily basis until a work plan has been established; it will then revert to in-person weekly or more often as needed supplemented with telecom and web-based communication.

The BRWP coordinator and BRWP chair will instruct the student on workplace health and safety practices. Workers’
compensation insurance covers the position.
Mentoring

The student(s) will be mentored by the BRWP chair (a professional wildlife ecologist and adjunct research professor at
Carleton University) and Dr. Murray Richardson (Dept. Geography & Environmental Studies) at Carleton University in Ottawa
who have been conducting stream assessment monitoring over the past three years under the RiverWatch program of the
BRWP.
Qualifications
- Post-secondary training in environmental studies to understand ecology; know about assessment methods and be able to
conduct analysis and write scientific reports.
- The position(s) require that the student(s) have access to a car; travel expenses will be reimbursed.
Performance measurement
The primary measure of performance is completion of field work and field excursions and a report for the BRWP RiverWatch
program.

Duties
Under the supervision of the BRWP coordinator and in consultation with the BRWP chair, produce video material for education and awareness for posting on the BRWP website and broadcast on local cablevision.
Responsibilities
-Draft and implement a work plan under the supervision of the BRWP coordinator and in consultation with the BRWP chair
including the content and schedule for video of BRWP-related events and field trips.
- Conduct videotaping at BRWP events and field excursions.
- Produce and edit video footage to short news-type clips (approx 3 minutes)
- Work with new and existing footage to produce webisodes about local environmental stewards including at the Algonquins of
Pikwakanagàn First Nation on Golden Lake.
- Upload video clips for broadcast on the BRWP website and local cablevision.
Supervision
- The student(s) will be supervised by the BRWP coordinator in consultation with the BRWP chair. The oversight will initially

established mentoring goals, tracked achievement and provided career counseling to many students over the past 15 years
as an adjunct research professor at Carleton University in Ottawa.
Qualifications
- Post-secondary training in Broadcast television/journalism – training in and ownership of video equipment, computer and
editing software; ability to write and produce news video
- The position requires that the student have access to a car, video camera and a computer with editing software. Travel expenses will be reimbursed.
Performance measurement
The primary measure of performance is the production of video clips of events and field excursions and webisodes.

Pikwàkanagàn in Search of Foster Parents
We are in search for Aboriginal foster parents who are licensed,
or individuals who are willing to take the training to become a
foster parent.
Foster parents work together with Pikwàkanagàn Child & Family
Services/ Family & Children’s Services of Renfrew County staff to
develop a plan for each child in care. The ideal plan is usually to reunite a young person with his
or her family. When a reunion is not possible, the plan may require long-term foster care.
Foster families play an essential role in the child's daily life.
The stable and caring home environment that foster families provide helps encourage healthy
growth and development.
