If the Tech Inspector suspects fuel to be incorrect for any of these reasons, he
will consult with the Race Director or other qualified person. The inspection
team is reminded that every consideration is to be given to the competitor
prior to disqualification.

NOTE 1: IKF strongly recommends the use of the VP MS98L Fuel program
for all race events. Pump gas contains elements such as oxidizers than make
efficient fuel testing very difficult. Because of this the possibility of non-conformance to fuel standards is much more difficult to determine.

dimpling or media blasting. Rod ends must be concentric with wrist pin
and crank journal. The use of Briggs hex head bolts, part number 555654 is
allowed. There may be a minor grinding of the cylinder for clearance of these
bolts. Minimum weight is 130 grams.

Club events are encouraged to use this fuel.

NOTE: Some classes in Shifter, Speedway and Road Racing may require
a higher octane fuel and may request an exemption to this requirement. A
request must be made, in writing to the IKF office. The request will be either
be approved or denied by the appropriate committee chair.

2010 Grand National Bids & Questionnaires
Review of the bids and questionnaires
received for the 2010 Grand Nationals.
The bidders below will have the opportunity to make a presentation at the Spring
Board Meeting, with voting to follow.
President Bill Hilger called the Saturday Open Meeting to order at
8:08am. Directors present at Roll Call
were Glenn Araki, Bill Hilger, Jack
Hoegerl, Don Holmboe, John Motley,
Mike Schorn, Rick Scribner, and Art
Verlengiere. Gary Richter was not in
attendance at the Meeting.
President Hilger welcomes Glenn
Araki, newly elected 2009 IKF Director,
to the Board. Araki gives a brief history
of his involvement in karting dating
back to 1970.

President Hilger welcomes the following members and guests in attendance:

description of the meeting format and
agenda. States that, in the last year, the
Board has taken a look at every aspect
of IKF trying to cut down expenses
and improve our coordination with the
tracks. Made changes to the insurance
program, Karter News is now a virtual
magazine, worked on changing forms,
working on pit pass program, added
motorcycle insurance and the new IKF
website. Asks for input so the IKF can
better serve the members. Will continue
to work on these in 2009.

Scribner asks for the status of the Santa
Maria Kart Track; Verlengiere states that
they have another year on the lease, up
to three years.
Hoegerl asks about the combined 2 and
4 Cycle Speedway by South Dakota Kart
Club. Hilger answers that they want
to have a combined event. Will agree
to host the 4 Cycle alone but not the 2
Cycle. Hilger states that the 2 Cycle is
open for other tracks/clubs/promoters and could be discussed at the April
Board Meeting.
Roger Miller states the Northern California Karters are reviewing the 2010 Road
Race Grand National. States that the
NCK Board will be looking at attendance
at their first and second 2009 races. NCK
Board is cautious at this time based on the
economy. Hilger asks if the IKF Board
can have an answer 30 days prior to the
April Meeting. Verlengiere states that he
will have the Grand National Agreements
ready for the April Board Meeting.
Hilger states there are no bids for
the 2010 Speedway Pavement Grand
National. Feels if the 2009 Speedway
Pavement Grand National is successful,
there will be a 2010 Speedway Pavement
Grand National. Feels that they may not
award the event in April.
Treasurer’s Report - Presented by Hoegerl.
Accounts Receivable Summary is as
expected this time of year due to recent
publication of the Tech Manual and
the billing cycle for advertising in that
publication. Discussed two past due
accounts.
Profit & Loss – 3 Year Comparison:
Regional income, pit pass sales, and
memberships are down from 2007.
Income from the Grand Nationals was
slightly increased. Overall expenses
were lower in 2008. Expenses should be
greatly lowered in 2009 with the introduction of the virtual Karter News. Discusses cost cutting efforts by the Board.
The goal for 2008 was to break even
and feels that we are have successfully
achieved that goal.
Balance Sheet: Hoegerl explains the
regional and reserve accounts, committee budgets. Hoegerl reported money
was added to the reserve account in
2008; this account could be accessed if
IKF had a financially negative year.

Hilger opens the Floor to discussion by
members and guests.
Jim McMillan (Mac) states there are
several things that he would like to discuss with the Board about the upcoming
season i.e. rules. Some are more important, none are deal breakers but all are
important in general:
Discussion: Stock CR 125. Will be solid
deal in 2009 RR GN. There will be some
rules issues. Passes list to the Board.
Wants them resolved before their season
starts in March. The way they start their
season is the way the rules will be for
the year. States that it is basically what
SKUSA is doing with the Stock CR 125. If
we can incorporate what they are doing
in the Stock class, It makes it a perfectly
clear deal to cross over from anywhere
you want to race. Comments by Holmboe not picked up on the tape. Motley
states that Region 11and the Northwest
wrote the rules. Mac states they have
done it exactly the same way ever since.
He has no problem with that and no
problem continuing with it.
Mac states there is one deviation that
has taken place that he is vehemently
opposed to. States they have raced it as a
pure stock type of class i.e. everything is
stock. States there was huge controversy
at the RR GN when they had monster
farings on the karts. It clearly says in
the Rulebook that you don’t have that.
Response was that was the way we do it
here and the way it would be done at the
GN. He states that no one in his region
has run the monster farings in the stock
class. This year it was adopted in the
Rulebook. Is aware of only one person
in the Northwest who makes the faring.
Now all of our racers who have raced

tion, will have to spend $300 for the faring to race the class. Holmboe states the
Northwest individual does not care if it
goes away now. Mac does not understand how it got in the Rulebook. Mac
states that everyone has a CIK faring
on their kart-why make the $300 monster faring mandatory for the upcoming
Grand Nationals. Holmboe explains why
it was added but his comments were not
picked up by tape.
Discussion on the word “stock”. Says it
is misleading. Holmboe asks what Mac
is proposing on motors. Mac says that
is directly out of their rules. Comment
about pipes. Mac states the monster faring issue is much bigger to him. His guys
have the equipment. Discussion of the
monster faring. Motley discusses a draft
of some potential SKUSA rule changes.
Mac states they cannot show up at the
RR GN with the wrong faring. Does not
want his regional racers to have to spend
$300 to participate in the class. Discussion of change to Section 306.9.3 in the
Rulebook. Holmboe to work on a rule
change for Board consideration.
Mac states the other issue is the TaG
class – front brakes. Based on participation in his region, probably 80% of the
people who race TaG are Rotax racers.
Rotax racers have front brakes. He will
not tell the TaG racers on the starting
grid of the upcoming RR GN to unhook
their brakes before they get on the track.
Holmboe states the reason they do not
have front brakes. Discussion by Board
regarding brakes. Mac feels that the
majority of the TaG racers at the 2009
RR GN will be Rotax racers. Verlengiere
asks Holmboe about the Rotax racers in
the Northwest.
Mac is not asking for it to be mandatory,
he is asking that it be common between
TaG and Rotax to say the same thing. He
does not like the idea of mixing it. He
will always be an advocate of putting
karts on the track, especially road racing
at high speed, and having part of them
with rear wheel brakes only and part
with rear wheel and front wheel brakes.
Discussion by Board. Mac states that
he would like the TaG class to have the
same wording as the Rotax class i.e. rear
brakes optional. Mac states that the two
item of high priority are the brakes and
faring. The reason he brought up the faring issue is it affects the cost to race; he
wants to keep the cost down. Discussion
by Board and audience. Debbie Kuntze
says to put in place for 2010. Mac states
that they will need to take the class out of
the RR GN schedule as there will be no
participation. Mac and the Board discuss
running the class as a local option. Verlengiere asks Mac what he wants. Mac
wants the front brakes to be optional in
TaG just like in Rotax. Additional discussion by Board and audience.

race exemption for the 2009 Road Race
Grand National to run the TaG Light
and TaG Heavy classes with optional
front brakes. Add to Section 312. Second

Jim McMillan announces a major international sponsor of the 2009 Road Race
Grand National. Mac discusses the participation of the World Formula at the
event. Discusses the scheduling of events
over the RR GN.
David Williams, Region 7 Sprint
announcer, joins the Meeting. Discussion
of recent PRI show. Comments that the
event was great for karting.
Verlengiere states that the Region 7
Sprint series management team decided
to implement self validating pre-tech.
States that the karts will be stickered
when the self validating pre tech form is
given to the tech person. Motley states
that the form was discussed by a previous Board.
Sharon Barros asks about redrawing
the line for Region 7 and Region 11, i.e. a
Region 11 club hosting Region 7 events.
Verlengiere states that the club is 40
miles north of the line. Region 7 Sprint
has more tracks/clubs/promoters than
they have weekends for the events so
they were forced to pull two supporting clubs from the program and go on
the rotational system. Araki states they
had more tracks that wanted to race in
2009 and some tracks had to step down.
Scribner states that there are too many
tracks in both Regions. Araki states the
issue is the Kerman Kart Club, which
hosted one of the biggest attended races,

states that they had tried to realign a
couple of years ago and asks what happened. Hilger states they are going to
adopt where you can have two regional
series in one region. Scribner feels a great
club is being denied a race for a whole
year. Verlengiere states that Santa Maria
and Kerman were offered a date but felt
that eight races were enough for a year.
Discussion of realignment of Regions 7
and 11. Hilger states it will be done by
the February Board Meeting.
IKF Executive Director - Verlengiere
feels the sport needs some form of governing, some sense of rules, and some
continuity. IKF is a quiet company, maintained a Rulebook, and empowered local
people at all levels to build and create the
program. The environment has changed
and there is more profit and opportunity
out there in the different regions and at
different levels of competition. All of us
are part time volunteers with full time
jobs. He feels they all do their best to help
the IKF but feels we are at a crossroads.
Feels the way we are structured, it is very
difficult to grow the company. Feels
that the IKF needs a person with a huge
amount of energy, enthusiasm, an understanding of the sport of karting to go out
there and build this company. Which
means that the Board of Directors needs
to step back, create a plan, share the plan
with that person and create a roadmap
and evaluate the progress at scheduled
Board Meetings. Finding that person is
the biggest problem of all; it has to be a
special person. Feels that at this point in
time that we need an Executive Director.
In order to do that we have changed our
insurance pass prices dramatically. We
have been able to maintain status quo.
We have got a number of tracks back,
made adjustments in other areas and
made ourselves competitive with other
companies. We need someone to take it
to the next step. It is going to cost a lot
of money and once again, we are going
to gamble the company because anyone
with any talent is going to cost money
(tied to salary and performance). The
right person can create something exciting about the IKF in the karting community with people want to come to this
company. Currently we don’t have that
– we are working on it. We need someone to create that. Discussion of prior
Executive Directors. Debbie Kuntze says
they had no plan; Julie Kuntze says that

they did not have a mission statement, a
goal. Verlengiere states that there is huge
chaos in karting today. Agrees that there
is huge opportunity to grow. Hilger says
there is huge risk. Mac says they need
the right agenda and the right person.
Hilger says that we need to attract the
Juniors. Verlengiere says there is a ton
of business out there. Hilger could be
gone by the time they get someone out
there; they need someone to get sponsors and excite the people. Agrees that
we need the right person. Debbie Kuntze
states they need a job description with
accountability. Verlengiere states they
would share in the revenue. Mac states
that they will need to understand karting.Villarreal says they need an outside
source to do the interviewing. Motley
agrees. Hilger states there will expense
in addition to salary. Mac discusses a
possible new Sprint regional program
in Texas. Hilger suggests that someone
meet with the track/club.
Motley states the SFI Tech Director
Inspection matter needs to be readdressed. Discussion of current IKF safety items. Verlengiere asks if we will have
better tech people? Motley says it will
make sure they know the Rulebook, it
will elevate those persons interested in
doing tech to a more formalized structure. Verlengiere asks if Motley comes
across unqualified techs? Motley says
not usually when he does it. Verlengiere
asks if he is not giving them free reign.
Motley replies he is absolutely correct.
Araki states that every series and area
has that problem, especially in the pre
tech area.Discusses legal position if you
only certify some safety equipment.
Hilger states that there is an advantage
to have SFI. Discusses certification.
Motley states that other organizations
certify their tech personnel. Hoegerl
states that there are not enough tech
people to go around.

Clone Testing - Hilger states that we do
not have any results of the clone engine
testing at this point. There has been some
engines running on dynos and waiting
on parts for another. Hilger states they
are still looking at it. Need more data
back.Hoegerl asks what we will do when
our tracks request to run the engine as a
local option. Verlengiere states that we
should be proactive. Hoegerl says there
is a lot of excitement about this engine
and asks if we are going to insure it; he
thought there would be an answer at the
Meeting today. Hilger says we will have
to ask the insurance company. We have
no National rules. Discussion of the flywheel. Engine has changed from 2008 to
2009. Tremendous problems with tech
issues. Discussion of class, engine and
tech issues. Hoegerl says that tracks are
setting their own rules. Hilger told them
to put a claimer on the engines if they
are going to run at the tracks. Hoegerl
felt that we would be a leader in this not
a follower; people are looking for direction and someone needs to start leading.
Verlengiere agrees. Hilger asks who will
pay the engine fee for the clone engine.
Scribner does not remember the Local
Option 206 being a sealed motor. Nash
states that it is supposed to be a low budget, low entry level class. Discusses seal
system and recall. Board discusses the
B/S L0206 class.

Verlengiere asks to speak about sponsors and the clone motors. Appreciates
that there has been long time sponsors
of the IKF. Companies have come along
with competing products and nobody
hesitated to plug them in at the expense
of other people who have supported
the IKF – that’s business and he accepts
that. He gets the distinct feeling that
we are obstructing the clone motor, he
does not feel this is in our customers
best interest. He may be wrong but that
is the impression that he gets. Verlengiere asks where the facts and dissention
are coming from - just what he sees out
there. Verlengiere does not feel that it
serves our members to continually put
off addressing what we are going to do
with those things because we feel obligated to sponsors. Hilger states that no
region has come to him wanting run
the clone engine. Hoegerl states that a
couple of tracks in his region run it at
their club races and from being at the
meeting, they were told they could not
ask for insurance from us to run it at
their club races and definitely not at
their regional events. Hilger states that
he told them the only issue he had was
that he would like to have a statement
from the engine builder that it is a racing engine. Scribner asks if we require
that from anyone else. Verlengiere feels
that we are bringing undue hurdles to
this company or a group of importers.
The market will determine the viability of the motor. States that Hoegerl is
asking for us to show some leadership
to our members that want to use the
product. At least address it and come
up with something good. Hilger states
they are addressing it at a track right
now and the clone people are meeting
this weekend in Iowa. Hoegerl says he
fully expected the testing to be done.
We knew this was going to cost us some
money. He expected the guys to blow a
motor up. Wanted to know where that
threshold was. Verlengiere states that
maybe Ralph should send the motors
to RLV. Hilger says parts are on back
order. Hoegerl says if they blow up one
motor, we will send him another motor
to test. Schorn states that he has not got
his motor yet. Scribner says that it was
supposed to be done and the results
by this meeting; we are not progressing in the schedule that was set forth.
Verlengiere states that, if the motors are
a complete disaster, why are so many
people running it. Asks him to consider
our members and examine it. Nash suggests they do a claimer. Nash states they
need some rules. Hilger states that he
would be expecting some input on the
clone from the 4 Cycle Tech Committee.
Nash says this is the first he has heard
of the clone testing. Hilger states that
clone testing was discussed at the previous Board Meeting and is the Meeting
Minutes. Verlengiere states that he does
not want to do anything with the clone,
he wants the people on this Board and
the Committees that represent that end
of the sport to investigate and decide.
Nash states the best dyno is to put it on

the testing. Hoegerl says the members
are coming to the IKF wanting to run

verbiage will be added to the ikf website and karter news magazine.
hilger tells Motley to ask the 4 cycle
Tech committee about the homologation fee. consider it still an animal
engine.
Motley tells the board to keep in mind
that 2009 is the last year of the tire
approval process. it will need to be done
again. priorprocess was well portrayed
and got a lot of response to it. hilger
asks if he needs to put it in the karter
news. verlengiere states that southern
california sprint has a multi year contract with bridgestone, at least 6 years
– does not know how that will affect the
program. Motley says they need to go
through rfp process as before. Tabled
for future discussion.

his first board Meeting as a director.
felt the process was fair, board was
open minded, decisions not made based
on personal feelings or personal gain.

is a perception of the board being self

not perceive that the board listens to
people. don amigliore feels that his
voice is heard here. Motley says the
competitor has a voice and at the event
also. amigliore says they need to educate and organize. verlengiere states
that the reputation of past boards being
self serving was earned. a whole new
concept in the last 6-8 years. amigliore
states that his past perception has been
you get manufacturers on the board
and part of that is self serving. Maybe
you want to help write the rules, help
influence the board and sell your products. Then you go to the track and find
that there is a tire rule or an oil rule,
that seems very self serving. Those are
the things that you see as a racer. in the
past, look who is on the board. Manufacturers from five different companies.

18-19, 2009. verlengiere discusses the

The IKF Board of Directors met via
telephone conference on Wednesday,
February 11, 2009 at 5:00 PM (PST).
The Meeting was called to order by
President Hilger. Present at roll call
were Directors Mr. Jack Hoegerl, Mr.
John Motley, Mr. Rick Scribner, Mr.
Mike Schorn, Mr. Art Verlengiere, Mr.
Glenn Araki and IKF Office Manager,
Pat Eldridge. Mr. Don Holmboe and
Mr. Gary Richter were not present at
the Meeting.
2009 Speedway Pavement
Grand National Questionnaire
Hilger states the questionnaire was
received from Jamaica Speedway. Discussion of security deposit. Will be a
Firestone only rule; they will be major
sponsor of the event. Hoegerl asks
Hilger if it is still the tire of choice,
reply is yes. States that they will be
running the same spec tire in their
pavement series. Nothing new.
Verlengiere asks for deposit information for the 2009 Road Race Grand
National. Hilger confirms deposit
received. Clarifies that the deposit

Section 104.6.5 Exceptions
Hilger states the IKF office received
a request for an exception from a nonIKF member. The non-member participates in IKF insured events, running
under IKF rules. Discussion by Board.
Araki states that participants have run
out of their class and it was put back on
the tracks to control this from happening. Verlengiere says they are talking
about moving up for age not necessarily moving from Seniors back to Juniors.
Araki refers to participants moving up
from Junior to Senior classes at a club
race that is IKF insured and then get
turned in by an IKF member later and
not be moved up because he was not
eligible. States that the club would take
care of the problem. Hilger states that
is how it was done in the past. Verlengiere asks Hilger if they are talking
about a 14 year old that wants to get

an exemption to run as an adult. Hilger says that is correct. Araki confirms
that it the same thing. Araki states it
could be a 14 or 15 year old wanting
to run the adult class but is not eligible
at that time to race in that class. But
they would do it anyway. Araki asks
if the IKF Board should let each club at
an IKF sanctioned track individually
handle the situation. Hilger states that
IKF should know if it is happening at
IKF insured events. Board agrees that
the non-IKF member request can be
submitted for approval.
Hilger asks how the wristband matter worked at CalSpeed. Clarified that
wristbands were used at CalSpeed.
Verlengiere states he will ask the tracks
at an upcoming meeting. Araki states
sign up went smoothly.
Hilger informs Board of waiver information requirements from our insurance company. Recent posting on a
website also discussed the importance
of waivers.
Hilger states his meeting regarding
the Duffy casting is postponed to a
later date due to bad weather.
2008 Financial Report
Hoegerl states the financial report for
2008 given at the January Board Meeting indicated a small profit for the year.
As a result of adjustments for depreciation of office equipment and payroll liabilities, the final report for 2008
resulted in a small net loss. Verlengiere
comments “Good Job” to Hoegerl.
SFI Tech Certification
Hoegerl talked to Mr. Carl Olson from
SFI regarding the tech certification.
States SFI is very interested in putting
together a 2 and 4 cycle certification
program for the IKF. Their certification program runs for 2 years, expiring
December 31st. The participation minimum age is 18. Olson stated he would
need 3-4 weeks to assemble the test.
He works out of the IKF Tech Book.
He puts the test together and sends to
the 2 and 4 cycle committee chairmen
for them to approve and/or make any
changes that need to be done. After
that, it is up to the IKF to have a 2 and 4
cycle tech seminar and they administer
the test during that event. The tests are
sent to SFI, are graded, certifications
are sent out from SFI with a SFI patch
to the persons who passed the test.
All their work is included in our SFI
yearly sanction fee. Hoegerl states
his concern is when, where and how
the IKF would conduct the seminars
where they felt they would get some
participation to cover the expenses for
the event. Sounds like there are really
no hang ups to go through with this
process; seems very willing and able
to do it. Hilger asks if they would need
to pick different locations, travel wise;
Hoegerl agrees. Motley gives information to the Board regarding his previous experience doing this. Hoegerl
discusses previous events with Carl
Olson, i.e. stand alone events, larger
events. Best participation was where
there were other big events going on
where the people were already there.
Hoegerl states he is not looking for
answers tonight but feels it can be
done. His concern is the two years.
Feels the best time to do it would
have been at the January Board Meeting. Light weekend, rooms available.
Not a lot of racing is going on at that
time. Discussion of how to do in the
Mid West, Hilger suggests Des Moines.
Hoegerl agrees. Hoegerl has no specific dates right now. Hilger suggests
a letter to engine builders to see what
interest they have. Motley suggests the
expiration date could be July 1st.
Motley states the one he attended had
more non-engine builders than engine
builders; persons interested in doing it
to upgrade their clubs tech.
2009 IKF Board Meeting Locations
Verlengiere states the Board needs to
have a Board Meeting in Sacramento
this year, Seattle next year. Problems
in Region 11, we need to invite people,
take input, really need to go to Sacramento. Hilger states it would have to
be the Fall Meeting. Scribner states it is
a great idea but last year when we had
a meeting in Sacramento, he made flyers, posted them at the races, handed
them out in all the pits, inviting them
to the Meeting, and no one showed up
at the Meeting. Verlengiere asks when
a change can be made, Hilger replies
a change can be made after the April
Meeting. Verlengiere asks the Board
to think about it and decide after the
next meeting.

2009 Road Race Grand National Tire Rule
Verlengiere states he did not realize
the tire rule for the 2009 Road Race
Grand National was approved. Motley
states the only classes mandated for
MG tires are the set up Sprint classes.
Verlengiere asks if any Board Member
cares if that is the only tire contrary to
the Rulebook. Verlengiere reads Holmboe’s comments. Scribner asks what
the rulebook says – reply is tires are
open at the Road Race Grand National.
Hilger asks if tires are open at every
Grand National; replies are no. Hilger
states Speedway is open but they go
out and get a tire deal and tire rule. No
spec tire program. Verlengiere asks
who approves the tire rules. Hilger
states the Board will pretty much follow what the Speedway Committee
will do. States it helps the competitor
because they only have to bring one
brand of tire to the race. Verlengiere
states that maybe it is a non-issue. Asks
Hilger if the Board approved. Hilger
met with them and had no problem
approving it. One class over what the
Rulebook allows – felt it would not be
an issue.
Rotax Front Brake Issue
Verlengiere asks to revisit the Rotax
front brake decision. Board received
a letter from Jim McMillan asking to
revert back to the way it was before
they voted at the January Board Meeting.
Motion by Verlengiere to nullify the
vote re: Section 312 IKF RR GN Schedule 2009
Delete the 6th paragraph: Allow a one
race exemption for the 2009 Road Race
Grand National to run the TaG Light
and TaG Heavy classes with optional
front brakes.

call regarding an announcement at
the 1st Florida Winter Tour Race that
the IKF was adopting the KF engine
program. Verlengiere called Motley
and shared this information. Motley
believes the statement was the WKA
and IKF were looking at KF engines. Is
an accurate statement.

Clone Engine Discussion
Verlengiere states he talked with
Ralph Woodard and he is done with
the testing. He gave the dyno sheet to
Hilger. Verlengiere asks if he gave him
anything to compare it with, Hilger
says no.
Hilger spoke with Lee about the flywheel thing. He said he had concerns
with it, but thought if no one messed
with anything, he thought it would be
ok. It just died when it got to an upper
range. Discussion of horsepower, rpm.
Verlengiere asks if Terry has got back
with anybody; Hilger has not heard
anything. Hilger states that in his area
a local track is looking into putting in
a box stock clone with a moderately
priced entry level kart. Verlengiere asks
if we are still working on that, Hilger
states that the 4 cycle technical committee is still proceeding with getting
more data from additional testing.
2009 Road Race Grand National Tire Rule
Hoegerl has concerns about the tires
being selected for any of the Grand
Nationals without going through the
Board. This is totally new to him. If
they come to the Board and say we
have this deal, can we have a spec tire
at the Grand Nationals; the Board had
to approve it in the past. Asked how the
Road Race deal went through. Hilger
states when he went down there they
could do it because no one else wanted to do Road Race. He worked a deal
with them so they could have the Road
Race Grand National. They felt the MG
tire was the best tire for it. Scribner
thinks that Hoegerl is trying to say the
Board needs to formalize that because
it is contrary to the Rulebook. So Mac
needs to come to the Board, they need
to vote on it, formalize it and post it on
the website. Or, Hoegerl states, Hilger
needed to bring it to the Board and tell
him what he had to do to make it happen. Board will probably follow. Scribner feels it should be formalized and
published on the website. Motley says
it is a unique situation and the Board
should support it.

IKF Pre Tech Certification Form
Motley states the pre tech form was
used at the Region 7 Sprint race this
past weekend. Felt it went really well,
good conformance to the rules, very
few issues. Explains incidents at the
event. Will use inexpensive chassis tag
next time to tag them once they are
teched. Hoegerl asks when the tags
would be put on. Motley replies they
had them bring the completed paperwork to the tech area and then handed
them a sticker. They will hand them an
inexpensive armband with instructions
on how to put them on. Suggests having plenty of spare forms at the tech
area. Worked pretty well. Expected
more issues with things not being in
conformance. He was happy with it.
Once the competitors get the swing
of things, it will work well. Discussion by Araki and Motley. Motley says
really thorough spot checks were done
throughout the day and a lot of checking when they came through. Key was
doing all the checking.
KF Engines
Motley asks the Board if they have
been following the KF engine thread
on the internet. About slowing down
the TaG Leopard and Leopard Juniors
then rescinded the decision. The IKF,
except in a couple of regions, does not
run many Junior TaGs with Junior
Leopard TaGs, a handful in Region 11
and small handful in Region 6. Comments that one of the arguments for
rescinding it was all of the complaints
they had on the internet. States there
were 6 guys who complained a lot.
Was told they did it because, if you are
going to slow the Leopard down, you
better slow the KF3’s down as they are
just as fast. He looked at that, however, the TaG Juniors were faster than
the KF3’s. Feels that something will be
done and appropriate the IKF should
follow. Scribner and Motley discuss
how to slow them down. Feels some
testing was flawed. Holmboe did dyno
runs for him. Wants the Board to be
aware of this.

Region 6 Local Option Classes
Motley states last year they ran the TaG
classes in Region 6 with TaG USA rules.
Was not happy as there are conflicts in
the rules. For 2009, there were going
to change and go to all IKF. Now they
are requesting to TaG USA rules in the
TaG classes in Region 6. Worse this year
as TaG USA will allow the 2009 Leopard. Back to local option issue and why
it is a problem/issue. Schorn explains
how/why this came about. No match
funds from the IKF. Discussion of 2009
Leopard, which is not IKF approved.
Motley states the PRD Spec class had
a tremendous turnout at the Region 7
Sprint race. And entrants came back
on Sunday for the regular TaG Class.
Schorn asks about the weight break for
the PRD in TaG USA.
Section 104.6.5 Exception
Araki asks if the Board needs to set
some type of guidelines for the approval process. Have received requests
where they are not of age according to
the Rulebook. Needs to be within the 12
month period of their age group. New
process they are encountering. Need
to set guidelines on who they approve
and who they not approve. Discussion
of current exception requests. Araki
states that in certain senior sprint classes the competitor has to be competition
age 16, not attained age 15. Verlengiere gives history of the reasons for the
exceptions. Araki gives example to
Board. Lengthy discussion by Board.
Verlengiere suggests the Exception
Request include the classes they want
to move up in. Send to Committee for
verification. Board agrees.
Race Scheduling
Scribner states Region 5 Speedway
scheduled two regional races on two
different tracks on the same day. Was
told the promoters were fine with it
but he asks how the karters feel about
this. Hoegerl states this was done in the
past for several years. Region has 18-20
races a year, hard not to have a race on
the same night. At the regional meeting,
the promoters did not have a problem
with it. Understands the concern about
the participants. Unless they are given
direction that they cannot do it, it will
probably happen again. Hilger states
he was at the regional meeting and
argued the point, but they want to have
all of their punch races in June before
the Grand National because they want
their punches. After the Grand National, they don’t care about the punches.
Hilger had one complaint –they don’t
travel. His problem was with one track
allowing both IKF and non-IKF members on the track at a regional race.
Hoegerl tells Scribner that he can send
an email or newsletter out to tell them
to stop doing this. Hoegerl says it has
happened for many years and the promoters do not seem to care. Schorn suggests Scribner send an email to approve
this time but they should start working
to not have regional races on the same
date. Scribner and Hoegerl agree. Hilger says the regional coordinator argued
the point too but it fell on deaf ears.
Hoegerl states that it should be forwarded to the coordinators and governors and they will make every attempt
not to do it next year. Scribner states
that he gets the regional series in all
kinds of formats and is hard to figure
out. Wants to develop a form for next
year so everyone submits their schedule on a standardized form. Hoegerl
states that the tracks want to have their
races before the Nationals because their
turnout is very small after the Nationals. Hilger says it keeps the racers at
their local tracks to get their punches
instead of traveling somewhere else
before the Nationals.
Section 716
Schorn discusses Section 716.16.3.
Scribner states he received a call
regarding this. Hoegerl asks Schorn
if this came from Terry Nash; Schorn
says he discussed this with Terry. Terry
asked him to poll the committee members and he gave Terry the information. Verlengiere comments to Hoegerl
that he hates doing things like this. He
received the information this afternoon.
Has not been able to make any phone
calls. Schorn states that he polled the
Committee Members; he did not talk to
Lee Miller or Syd White. Terry talked to
Syd about it. The rest of the Committee Members were in agreement. Mike
Alton said Lee Miller wanted to do this
also. Talked to Andy Bear and couple
of other engine builders, WKA trustees – all of the same opinion. Hoegerl
asks about people that have built their

motors by the rules as printed now –
Schorn replies they are still legal. Hoegerl states it is the perception of how
much horse power one makes over
the other. Schorn states zero difference in the Seniors, 2/10ths of a hp in
the Juniors, can make that up in tires.
Schorn makes it easier for the home
builder. Araki asks for and Schorn
gives a history of the rule. Discussion

Schorn states they are going to run
two World Formula classes if enough
entries come, asks if they have a cut
off date. Hilger states they were not on
the original list of classes. Schorn states
some local racers called him and said
the classes were not on the list. Asked
what they need to do to get it run.
Told them to sponsor the class and put
money in for it. Does not know what
happened since then. Schorn states
that not all of them know it is spec tires
now, that might change their idea also.
Schorn will support whatever they
want to do; just needs to know what
it is. Hilger states that. if the promoter
does not feel that he will get enough
entries, he should not be forced to run
the class if he can drop it. Schorn wants
to know what the cut off date is. Hilger
does not know. Hilger will talk to Jim
McMillan.
TaG Engine
Motley states that next years TaG
engines will be the same as this years
TaG engines as they were approved
through 2010. Verlengiere states his
reference was to the KF Motor. Motley
is not proposing anything on that; just
keep in mind as potentially a solution to
the problem they have with the current
TaG Motors. Those motors are highly
controlled in terms of what can be done
on them as opposed to open. Basically

Billet Aluminum Setup Rack is as rigid
as it is easy to setup! The user adjustable setup rack features billet scale
pockets in the billet frame pontoons
for the least
deflection possible in any
platform currently available.
This adjustable setup rack
is machined
from 6061-T6 Billet Aluminum and
offers quick, side-to-side pad adjustments from 52” to 66” of track width,
and length adjustments for wheelbases from 90” to 120”. The unit has

TAYLOR MIINCH VICTORIOUS
IN IKF ACTION
Californian scores three poles, three
victories and four podiums.
February 12, 2009 – 14-year-old Taylor Miinch had a successful event this
past weekend at the International Kart
Federation (IKF) Region 7 race as the

Top Kart driver scored three victories
and four podiums. Along with the final
results, Miinch also scored three pole
positions as he started his West coast
karting action off in fine form.
Saturday: With a dual race day format, Miinch would participate in both
the Yamaha Junior Super Sportsman
and HPV 2 divisions in both Saturday
and Sunday’s action. Looking to continue the momentum from his triple
Duffy win last season, Miinch started
the IKF season off in fine form as he
scored the pole position in the Yamaha
division. Miinch progressed through
the heat race, taking the checkered flag
over the field of drivers. As the rain
continued to fall for the final, Miinch
made it a perfect day by taking the
main event victory by more than 14
seconds
Looking to continue his Yamaha
success in HPV 2, Miinch narrowly
missed the pole and would start inside
the second row in the third position.
Looking to improve throughout the
day, Miinch did so as he led the final
until late in the race. Looking to score
his second victory of the day, Miinch’s
process was impeded by a kart that cut
the track. With officials not having a
direct view of the incident, Miinch had
to settle for a second place result and
his second podium of the day.
Sunday: Happy with Saturday’s
results, Miinch came out of the box
on Sunday morning looking for more.
With the rain falling throughout Saturday’s action, Sunday looked to be
the same as early morning showers
forced rain tires back on the kart for
qualifying. Looking at ease behind the
wheel of his P1 Engines powered Top
Kart, Miinch went on to score the pole
position in both classes of competition.
HPV 2 was a carbon copy of Saturday’s
Yamaha Junior Super Sportsman final
as Miinch took the lead early and never
looked back. The talented Californian
turned some of the fastest laps of the
event showing true consistency to draw
away from the strong field to take his
second victory of the weekend.
Next on the docket was the Yamaha
division where Miinch was again the
kart to beat. Getting knocked off the
track early; Miinch had to take evasive
action to get back on course all while
being careful not to advance his position. Working hard, Miinch worked
his way through the field and to the
lead. The consistent pilot got into
another one of his unbeatable rhythms
and drew away from the field to score
his third victory of the weekend and
a sweep in the Yamaha Junior Super
Sportsman class.
Taylor will enjoy one weekend off
before traveling across the country to
Florida. Looking to keep his momentum rolling at the Homestead Karting
Complex, Miinch will do battle in the
TaG Junior and KF3 divisions at the
Florida Winter Tour.
