ear Residents, as you have noticed, our neighborhood has
initiated work on construction for streets and sidewalks. The
City Council awarded a bid to repair sidewalks in an area for
southeast Richardson between Spring Valley Road and Centennial
Boulevard along the eastern stretch of Central Expressway. This Sidewalk
Repair Region is the last of 11 regions approved in the 2010 Bond
Program. Construction will include the removal and replacement of
qualifying residential sidewalk repair needs, installation of barrierfree ramps, alley approach repairs and other related improvements.
The federal government provided a grant for the construction of ADA
compliant ramps where there were none.
Construction began in March and will be complete by August.

Preventing a Garage Door Break-in
A wire hanger is all a thief needs to break into your garage. A number
of online videos show how it’s done. You can use something as simple as
a plastic tie wrap or stainless steel wire gauge to prevent it. To view the

f you receive a phone call from someone telling you that there is a
warrant out for your arrest and to wire money immediately to avoid
being arrested, be advised, this is a scam. Many reports and warnings
have surfaced on the internet advising of this scam and we have seen the
same incident reported here in Richardson. Never provide financial or
personal information over the phone to someone you don’t know. If you
believe you may have a warrant, ask for the warrant number and issuing
agency, then hang up and call that agency using a phone number from
a resource you trust. Many courts have an online method to check and
see if you have a warrant. The City of Richardson Municipal Court has a
website you can use at http://bit.ly/1nc2YMt.
The work being done now (first phase) is funded with a federal
matching grant awarded to the city. The work in this contract is
specifically limited to sidewalk ramp installations and installing new
sidewalks where no sidewalks exist. Repairs to fix the existing sidewalks
cannot be included in this contract, to comply with the requirements of
the grant funding.
The work to repair broken sidewalks (second phase) is funded by the
2010 Bond Program. It will be done after the ramps at the corners are
finished. The broken sidewalks near the areas being worked on will be
fixed later if they qualify for repairs under the Sidewalks Program.

The Richland Park/Oaks
Crime Watch needs more volunteers to help patrol our neighborhood. We have fairly good
coverage during the daytime, but
are in need of help for nighttime. Unfortunately, late night is
when we experience most of our
problems. Therefore, we need
more volunteers at night, every
day of the week. This is a great
way to get out, meet new people,
learn new things and experience
something different in life.
In order to join the Crime
Watch Patrol, you will need
to fill out an application form
which we submit to the Richardson Police Department. The
police will run a criminal background check on each applicant.
Once all the paperwork has been
cleared, the applicant will receive
about six hours of training. All
new applicants will also be assigned a patrol partner.
Crime Watch Patrols are extremely effective because criminals do not want to get caught
by anyone, police or otherwise.
So when you put those reflective
signs on your cars and patrol
the neighborhood, the bad guys
tend to go some place else. The
problem is we need to maintain
these patrols at all hours in order
to keep crime away.
Each shift usually consists
of one and half hours of patrol
time every other week (total of 3
hours per month.) The two shifts
where we need the most help are
evenings (7 p.m. to midnight)
and deep nights (midnight to
6:00 a.m.).

Dear Neighbors,
Setting trash out the night before collection is not only unsanitary, and
against city ordinance, but it poses serious hazards to our pets and our personal
safety in alleyways.
Scavengers like coyotes and opossums are attracted by food garbage. For 6
years now, opossums have been bringing dinner scraps, namely chicken bones,
into my yard and leaving the remains for my dog. Recently, my dog Molly choked
on a bone. I am very thankful that I was home to help her.
The following guideline is posted on the COR website:
City Ordinance requires that regular trash be set out at the collection
point by 7:00 A.M. on the Regular Trash Collection day. City
Ordinance also prohibits residents from allowing regular trash bags
to be set or left out on days other than designated collection days.
For our safety, sanitation, and the safety of our pets, PLEASE do not set out
food trash the night before collection day.

approach homes and residents. Richardson requires
the credentials shown below to be worn by all
solicitors in Richardson.

Remember you now have to have a city
permit for garage sales. They are free but
you still have to have one. You can get
them online on the city website, print it
off and tape it to the front of your house.
You can have three a year, no longer than 72
hours each. For more information, check the

it. Should the crooks

can’t rob your home.

❱❱❱ Do you have a GPS on your dash? Chances are you have put in
your work, store, office, and other places you have been. Did you also put
in HOME address? If you did, take it out and title it something else. That
way if someone takes your GPS, or if it is built into the dash on your car,
the crooks won’t know where you live. Everyday these items are stolen
just to follow the directions to someone’s home because they know you
are not there. ❰❰❰

can make you an easy target.
• Avoid wearing valuable loose
fitting jewelry.
• Avoid talking on your cell
phone or texting when going
to and from your vehicle,
being distracted makes you a
target for criminals.
• After making a purchase,
check to make sure you
have your credit card,
correct change, checkbook,
identification and wallet
or purse before leaving the
counter.

suspicious activity to Police.

Council Homeowners Association Meeting.

❱❱❱ Gathering Soles for NETWORK Recap
Richardson donated 1,978 pairs of shoes to
NETWORK of Community Ministries.
In three weeks the shoe drive brought
in as many shoes the nonprofit
normally receives in an entire year.
Shoes will be distributed through
the Richardson-North Dallas
Family Clothing Center, which
is operated by NETWORK.
Held in conjunction with “Ask
Not…the Dallas County Day
of Service” to honor the life
and legacy of President John F. Kennedy.
❱❱❱ Electronic Cigarette SUP Requirement
Zoning Ordinance amendment requires
businesses desiring to primarily sell electronic
cigarettes to obtain a special permit. Special
Use Permits (SUP) allow the Council to
review requests for new businesses on a caseby-case basis to prevent clustering and ensure
location appropriateness.
❱❱❱ Richardson to Host 2014 Miss Texas
Pageant
July 2014 at the Eisemann Center and the
Renaissance Dallas/Richardson Hotel. The
pageant will take place July 5, 2014, preceded
by several days of preliminary competition
and related events. Miss Texas was founded
in 1936 by a group of civic minded citizens
concerned about higher education;
preliminary to the Miss America pageant.
❱❱❱ Cash Defeasance and C.O. Bond Sale
The City Council has reviewed plans to
lower $8.1 million allocated in the 20132014 Budget for new debt to $7.9 million
to fund a dog park, Next Generation 911
System, equipment for various departments,
and other capital projects. Certificates of

Obligation (C.O.) are planned to be priced
through a competitive sale on April 7 and
approved by Council that evening. The City is
saving nearly $768,000 in interest payments
by paying off the remainder of the 2004
General Obligation Refunding Issue six years
early. The City paid off nearly $2.1 million in
2013 and will pay the remaining $1.8 million
in principal in 2014.
❱❱❱ Indoor Court Joint Study with SVAA
In April 2013 the Council supported
pursuing a feasibility study with the Spring
Valley Athletic Association (SVAA), a nonprofit organization that offers children the
opportunity to play recreational sports in the
Richardson / North Dallas area. Preliminary
findings of the study, including market
characteristics of the surrounding area, sports
participation, and the presence of nearby
sports centers, were presented to the Council
on December 2, 2013. SVAA is studying the
feasibility of their participation in creating an
indoor athletic center attached to Huffhines
Recreation Center, which SVAA would
operate and the City could use.
Richardson Fire Department Receives Class 1 Rating

Additionally, it allows residential

concerns for the environment. Many organic products are offered
to help you develop a naturally-inspired green environment. There
are also traditional solutions for the gardener who is exploring the
“greener” side.
A successful garden begins with good soil. Organic material is
important to the soil composition. It helps with drainage and
increases the soil microbe population. Expanded shale is used to
break up hard, compacted clay soils. Top dress your flowerbeds and
containers with organic mulches. They not only break down slowly

Homeowners Association meeting.
Will the City’s Classification 1 Rating from ISO lower
our insurance rates?
❱❱❱ No, the market will still drive insurance rates. Fire
protection is only a portion of personal insurance
premiums, and ISO ratings are not used by all insurance
companies. For companies that do use ISO, the rating
is only a benchmark. Commercial properties may see
a decrease in their premiums due to the high value of
commercial buildings. More information on this topic is
available in the HOA Edition of the Richardson Today and
the ISO News Release. ❰❰❰
Who would regulate farmers markets within the City
should the proposed ordinance be passed?
❱❱❱ The City’s Health and Community Services
departments will regulate farmers markets within the
City should the draft ordinance for such be passed by the
City Council. The proposed ordinance would require a
permitting process so that City staff would be aware of the
date, time, and location of such markets as well as be able
to communicate City regulations with such organizers
and/or vendors. ❰❰❰

Is the City still looking at City-wide Wi-Fi?
❱❱❱ The City is continuing to assess the possibility
of providing such an amenity; however, the current
infrastructure needed to implement City-wide Wi-Fi is
tremendous and expensive, not to mention the possibility
that such infrastructure could very quickly become
deficient due to rapidly changing technology. Visitors
to many of the City’s public buildings such as City Hall,
Eisemann Center, the Library, and Heights and Huffhines
Recreation Centers can access Wi-Fi. ❰❰❰

The Residential Inspection Program was established to compliment residents’ efforts to maintain
neighborhood desirability and encourage reinvestment. By working together we can keep Richardson an attractive, healthy, and safe place to live! Over the years, minimum property maintenance
standards have been established to help realize this
goal. Below are some of the issues our code enforcement staff address on a daily basis:
Address Numbers
To enable the Police and Fire Departments to
respond quickly to emergency calls, address
numbers must be posted so that they are clearly
visible from the street and alley. Numbers must be
posted on the curb or curbside mailbox and on the
front and back of a residence on the home, garage,
fence, or other structure between 3 and 10 feet off
the ground. Address numbers must be a minimum
of 3 inches high so that they are easily seen.
High Grass and Weeds
Residents are responsible for maintaining the grass
and weeds at their property, including all adjacent
parkways and alley easements. Grass and weeds are
in violation when they reach a height of 12 inches.
Vegetation
Trees, bushes and other vegetation must be kept
trimmed 7 feet above sidewalks, 14 feet above
streets and alleys, and 1 foot back from the alley
pavement. All vegetation should also be kept
trimmed so that it does not obstruct the view of
motorists or pedestrians using public streets and
alleys.
Fences
Residents are responsible for maintaining the
fence around their property. Fences should be
maintained so that they do not lean severely and
are not missing slats or sections. New fences or
significant replacement of existing fences require a
permit. Call the Building Inspection Department
at 972-744-4180 for more information.
Open Storage
Open storage is defined as the placement of
an item that is not customarily used or stored
outside, or that is made of a material that is not
weather resistant in an unenclosed outdoor area
for more than 24 continuous hours. Open storage
is prohibited in the front yard, on a front porch,
under a carport, or any other unenclosed area.
All items stored outdoors must be screened from
adjacent properties, streets and alleys by a 6-foot,
solid wooden fence. Outside storage is limited to
one percent of a residential lot.
Trash and Debris
Residents are responsible for ensuring their
property, including all adjacent parkways and alley
easements, is free of litter and debris. This includes
not placing trash out for collection on noncollection days. To ensure timely collection, trash
should be placed out before 7:00 am on collection
days only.
Brush And Bulky Item Collection
Brush and Bulky Item Collection (BABIC) is a
free service offered to Richardson residents. The
service is designed to help residents dispose of
large amounts of brush and oversized items like
unwanted appliances and furniture that cannot be
placed out for regular trash collection. Residents
must request BABIC service prior to placing an
item on the parkway for collection. Requests for
brush or bulky item collection service can be made
24-hours a day, 7-days a week by leaving a voicemail message at (972) 744-4111 or by completing
an on-line request form. If you wish to dispose of
(rather than recycle) small bundles of branches,
they should be cut to 3-foot lengths and placed out
for regular trash collection.

Minimum Property Standards
Residents are responsible for maintaining homes
and businesses by keeping the exterior (brick,
wood, siding, roof, windows, doors, etc.) free of
holes and other defects. All wood surfaces must be
painted and in good condition.
Home Occupations/Garage Sales
Home businesses are permitted in Richardson
so long as they are incidental to the primary use
of the premises. If you want to operate a business from your home, please contact Community
Services to ensure your business does not violate
the home occupation ordinance. A residence may
conduct up to three garage sales per year. Each
sale may last no longer than three consecutive
days.

Residents may not park vehicles on grass between
a front building wall and the street, or between a
side building wall and the street on corner lots. In
addition, vehicles may not be parked on vacant or
unimproved lots.
Junk Vehicles
Junked vehicles, which are vehicles that are
wrecked, dismantled or inoperable and do not
have a current registration or safety inspection
