President’s Message . . .
What a packed year this has been already! We are well into March and I am just
now sitting down at a computer to take time out and address this great
Association.
For those of you that missed our Annual Peace Officer of the Year Awards dinner,
it was amazing. I want to thank our vice president, Brandon Casarez, for pulling
off an absolutely wonderful event! We held the dinner at Rancho Canada once
again and the staff and facilities were attentive and comfortable. We had a
great turnout from law enforcement agencies throughout Monterey County. The
acts of heroism, selflessness, and dedication to our chosen profession were well
honored and appreciated by all those affected and those who came to support
our outstanding officers! We had several large raffle items that were donated
by local businesses. Hunter Supply of Salinas donated a $500 gift certificate,
VCSI (Vigilant Canine Service International) donated $100 cash, Pro Squad
donated a $100 gift certificate, and Talbott Vineyard and Winery donated a tasting
for 10 with a picnic lunch and tour of the vineyard.
This month we are honoring officers from Monterey Police Department, Soledad
Police Department, and Salinas Police Department for acts deserving of Awards
of Merit and Acts of Valor. We will be holding a March dinner on Wednesday
the 20th at Gino’s in South Salinas.
Join us in April for the Support Services Person of the Year Award dinner!! The
dinner will be held at the Salinas Elks Lodge and is scheduled for April 17th. We
cannot forget or take for granted the great work that our non-sworn personnel
does to make our jobs that much easier!! We could not do what we do, day in
and day out without the support of such dedicated individuals.
Those who are interested in serving on the MCPOA Board of Directors, I
encourage you to reach out to myself or any other board member currently
serving or who has previously served! We are always looking for people that
have a passion to continue building this organization and making us the best we
can be for our membership!
In closing, please mark in your calendars our Annual Peace Officer Memorial
and dinner on May 1st. In the wake of recent disasters, I extend a hand to all
those able to attend to remember those who have fallen serving and protecting.
Keep the memories of those that paid the ultimate price alive. Hold a candle in
memory of the sacrifice they made to keep their communities safe, to teach us
how to be better, and to remind us to be ever vigilant. I hope to see you there
my brothers and my sisters!

Loran “Butch” Baker and Elizabeth Chase Butler died defending their beloved City of Santa Cruz on February
26, 2013. They were shot and killed while conducting a police investigation on Branciforte Avenue. The
suspect was subsequently located and died in a shooting with Santa Cruz Police Officers and a Santa Cruz
County Deputy.
The tragic event shook the very foundation of the City of Santa Cruz and the Law Enforcement community.
The following is a brief memorial for the two heroes we lost on February 26, 2013:
Loran (Butch) Lee Baker Jr.
September 16, 1961 - February 26, 2013 - Resident of Santa Cruz
Baker was born in San Francisco, California on September 16, 1961. Butch and his wife Kelly
were 10 and 11 years old when their love story began. Being childhood sweethearts and
lifelong soul mates gave Butch the support to fulfill his lifetime engagement to police work.
Butch’s passions were his family, friends, Santa Cruz Police Department, Giants baseball, and
his Apple iPad. His family will remember him for his bigger than life personality, sense of
humor, family commitment, and continual love. His friends will remember his moral standards, high ethics, investigative knowledge, unmatched expertise, and his commitment and
honor to Santa Cruz Police Department. Butch believed it was his lifelong duty to protect and
defend the city of Santa Cruz. It was a duty he respected and always held close to his heart.
Police accomplishments included a Medal of Valor for his heroic actions in the 1989 earthquake and numerous state and federal law enforcement awards.
Butch is survived by his wife Kelly, children Jillian, Adam and Ashley, parents Loran and Virginia, Sister Sandy and his many,
many friends.
Elizabeth Chase Butler
March 16, 1974 - February 26, 2013 - Resident of Santa Cruz, California
Elizabeth is a longtime resident of Santa Cruz, having first come to the city to attend the University of California at Santa Cruz in 1992. The 38-year-old was a ten-year veteran of the Santa Cruz
Police Force, who had attained the rank of Detective in Charge of Sex Crimes Investigations.
Elizabeth excelled at interviewing both suspects and victims. She was also known for her detailed
and comprehensive reports and her impressive testimony in court. Her passion to help others
grew as she handled more and more cases with child and female victims. During her years as an
officer of the SCPD, she also worked on a drug task force, a hostage negotiations team, and on
several homicide investigations.
Elizabeth was born on March 16th, 1974 in Boulder, Colorado. She was the youngest daughter of
Gerald Butler, a Northrop Grumman fluid mechanics engineer, who is deceased, and Louise
Butler, a retired teacher at Hawthorne High School in Hawthorne, California. Elizabeth attended
St. Margaret Mary Grade School in Lomita, California, Bishop Montgomery High School in Torrance, California, and University of California in Santa Cruz. After receiving her Bachelor’s Degree in 1996 in Community Studies from UCSC with special
projects at the La Familia Center and the Homeless Garden Project, Elizabeth found employment at Lenders for Community
Development in San Jose, where she was trained to help minority small business owners obtain start up loans. Eventually, she
moved to San Francisco for three years and began working for Wells Fargo Bank. After the tragedy of 9-11, Elizabeth and her
long-time partner Peter Wu, presently a Santa Cruz Metro employee, moved back to Santa Cruz and started the Clay Digs, a
ceramics studio on Swift Street. In 2003, Elizabeth was accepted into the Santa Cruz Police Department.
Elizabeth is survived by her much loved partner Peter Wu and their two sons Joaquin Wu, age 5 #189; and Stellan Wu, age 2
#189;. Many people in the city of Santa Cruz know Elizabeth and her family through Musical Me classes, WPENS preschool
classes, and the couple’s former ceramics business, The Clay Digs. Elizabeth is also survived by her mother, Louise, and her
adored sister Alexis Butler, a Film Production teacher at Culver City High School in Culver City, California. Elizabeth also
leaves behind her much admired 91-year-old grandmother, Nelda Osborne, a retired high school art teacher who resides in
Lake Oswego, Oregon. In addition, Elizabeth was especially close to her uncles and aunts, Chase and Wynne Osborne of Bend,
Oregon, and Peter and Terry Osborne of Portland, Oregon. She was particularly close to her five cousins: Alex Osborne of
Berkeley, California, Peter Osborne of Huntington Beach, California, Ally Kreuger of San Francisco, California, Casey
Rodhouse of Bend, Oregon, and Louise Osborne of Portland, Oregon. She was much loved by her uncle Frank Butler of New
Orleans and by her partner’s aunt and uncle, Sam and Hayley Chan of British Columbia, Canada.

Federal Officer Safety Act
Becomes Law
A federal law providing immunity for federal agents
from local prosecution was signed into law by
President Obama with the “fiscal cliff” deal on
January 2, 2013.
The Officer Safety Act, which was strongly
supported by the Federal Law Enforcement Officers
Association (FLEOA), provides a legal process to
federal officers who intervene to prevent the loss of
life or serious bodily injury to a third party.
Prior to the act’s passage, federal officers could be
exposed to local criminal prosecution if they could
not substantiate that they acted within the scope of
their employment. Now, federal officers will be able
to petition the court for a removal hearing in order
to have their case heard in a federal venue.
The act was sponsored by Sen. Charles Grassley
(R-Iowa) and Rep. Dave Reichert (R-Wash.). It was
attached to the National Defense Authorization Act
for Fiscal Year 2013.
The legislation stemmed from the injustice faced
by Will Clark, a special agent with the Bureau of
Alcohol, Tobacco, Firearms, and Explosives. In
2008, while serving in the U.S. Virgin Islands,
Special Agent Clark intervened to save the life of a
battered neighbor. Clark was subsequently charged
with murder.
“It’s important for our legal system to support the
heroic acts of federal officers when they risk their
lives in their personal capacity to prevent the loss
of life,” said Jon Adler, FLEOA’s national president.

Executive Director’s Note . . .
First, my heart and deepest condolences go out to the families, friends and fellow officers
of Santa Cruz Police Department and Law Enforcement Agencies’ Fallen Officers Sgt. Loran
“Butch” Baker and Detective Elizabeth Butler.
The February 22, 2013, Annual Peace Officer of the Year Dinner at Rancho Canada Golf
Club had great attendance to recognize MCPOA’s 2012 Officer of the Year from small and
large agencies. Each law enforcement agency also had an opportunity to recognize one of
their own.
It was great to see some new faces at the Dinner and participation of so many of the agencies from throughout
Monterey County. If you were unable to attend, I can tell you that there appeared to be competition among
the agencies as to who was going to have the most tables reserved. Well, the winning Agency with the most
reservations was Seaside Police Department with 26; Second place was Probation Department with 23; and
Third place was Gonzales Police Department with 21.
The Annual Support Services “Employee of the Year” Dinner, April 17, 2013, at Salinas Elks Lodge is only $25/
person. I hope you will be able to come and join us in recognizing those who work behind the desks, telephones,
computers, and even the old file cabinets that may still exist.
On Wednesday, May 1, 2013, MCPOA will hold the 19th Annual Police Memorial with services to honor and
remember the Officers killed in the line of duty throughout the years. It will be even more special to remember
the two officers from Santa Cruz Police Department, Sgt. Loran “Butch” Baker and Detective Elizabeth Butler, who
recently lost their lives in the line of duty. A Buffet Dinner (by Francisco’s Restaurant) will follow the services
In addition, an election of MCPOA Board of Directors will be held (by ballot) on the evening of May 1st. If you are
a current member of MCPOA, you will be eligible to vote for President, Vice President, Secretary, Treasurer, and
three (3) Board of Directors seats. If you are interested (or have questions) in serving on the Board, contact me or
one of the current Board members.
Board Member Fred Garcia is on the (Golf) ball getting MCPOA’s 43rd Annual Golf Tournament rolling with the
planning. So, SAVE THE DATE: Friday, October 11, 2013. More information to come. Start now and get your
Foursomes together.
