Man-camp starting June:
Hotel-like open camp

The Voyageur Trailer Court will be an open camp for Mosaic contractors
only, according to the company’s expansion project manager, Paul McMillen,
who met with the Town of Esterhazy’s mayor, Herb Hozjan; aldermen Bob
Unchulenko, Lorne Schentag, Bryan Brewer, Pauline Jeannot and Roy Spence;
and with RCMP Sgt. Lawrence Whiteman on Feb. 9 to discuss the 450- to 550man camp to be built in the trailer court on the west boundary of the town,
according to the minutes of the committee.
McMillen stated that the open camp will be operated similar to a hotel. There
could be accommodations for 44 contractors as early as June; however the camp
is expected to be in operation from September, 2010, to January, 2012.
China orders 350,000 MT
Canpotex potash

Canpotex, the marketing agency for the three Saskatchewan potash companies – PotashCorp, Mosaic Co and Agrium – has reached a contract agreement
with China’s Sinofert to deliver approximately 350,000 metric tonnes of potash
before the end of March,
The sale price was not officially announced; however, it is estimated to be in
the lower end of a USD $350-410-per-tonne range.
PotashCorp made the announcement on Feb. 8, indicating that second-quarter potash prices will reflect “much-improved” conditions. “As a result of this
[spot] sale, Canpotex is now fully committed on sales through the first quarter
of 2010 and will announce plans with respect to second-quarter pricing early in
March, after thoroughly reviewing the changing and much-improved overseas
potash market conditions,” a company press release dated Feb. 8 stated.

Police complement to get
worse before it gets better

be meeting with the
Minister of Public Safety
to see if we can get two
or more officers.”
Regina Beach artist Ward Schell led a two-day Portrait Painting in
Acrylics workshop for 15 artists. The workshop was hosted by the
Esterhazy ad District Arts Council on Feb. 6 and 7. Schell is a graduate of the Emily Carr School of Art in Vancouver, the University of
Regina, and the Banff School of Fine Arts. Schell recently completed
murals for the Calgary Heritage Park.
Fraud, theft case
adjourned to March 9

The court hearing for
former
Esterhazy
accountant Jim Besler
has been adjourned for a
third time, this time
until March 9.
Besler first appeared
in provincial court on
Oct. 6, in Moosomin, one
day after he presented
himself to Esterhazy
RCMP. He was charged
with fraud over $5,000
and theft over $5,000.
Besler appeared in
provincial court on Nov.
10; however, a provincial court judge was not
in attendance and
Besler’s
case
was
adjourned. He was
scheduled to appear
again on Dec. 22 and
again Feb. 9. On both
occasions, the matter
was handled by teleconference and an adjournment granted.
Besler was a senior
partner in the former
Skilnick Besler Miller
Moar and Company
accounting
firm.
Following Besler’s unannounced departure from
Esterhazy and disappearance, the firm was
renamed Skilnick Miller
Moar
Grodecki
&
Kreklewich.
A warrant for Besler’s
arrest was issued in
September. On Oct. 5,
he turned himself in to
the Esterhazy RCMP.
He was taken into custody overnight and
appeared in provincial
court in Moosomin the
next day, charged, and
released on undertaking.

Er . . . what’s up stock?
There is a way to make a lot of
money in the market; unfortunately it
is the same way to lose a lot of money
in the market.

When it comes to risking money I
am a cautious man. I don’t bet on the
ponies and I don’t play poker. Crap
games? Not likely. Lottery tickets?
Do I look like that big a fool?
And I certainly don’t dabble in the
market. Nope, I play my financial
cards close to my vest and I pinch my
nickels until the beavers squeal.
Mind you there was a time when I
was tempted to take a flyer. The lure
was dat ole debbil temptress, gold. I
was young, employed and had some
shekels to spare and decided it might
not be a bad time to buy a few ounces.
But then good sense prevailed. Surely
it would be better to wait a few weeks
until the price of the commodity came
down. After all, $35 was an outrageous price to pay for an ounce of gold.
That was then – 1965 or thereabouts. As I type, the price of gold is
cresting well above $1,000 an ounce.
If I’d had the foresight to borrow, say
10 grand back in the sixties and sink it
into gold stocks . . . well, let’s just say I
wouldn’t be typing these words, I’d
have hired someone to do it for me.
Someone like, oh, say, my financial
advisor.
Yeah, and if wishes were horses I’d
be riding in Cinderella’s coach behind
12 matched Lipizzaner stallions. I
could (if I had the wherewithal)
always climb aboard the bullion buggy
this afternoon but I don’t have the
nerve. Gold may be a heavy metal
but it’s still too flighty for me. So
what else – energy stocks? Crude oil,
perhaps? Yeah, right. In the past 10
years oil’s gone from under 20 dollars
a barrel to over a hundred. What is it
this morning – sixty? Eighty? Forty?
I’ll pass on the petroleum roller coaster, thanks. Same thing with soybean
and pork belly futures – way too risky.
Nope, if I was a gambling man I’d
shun the soft yellow lure of gold for
something darker and softer. Like
chocolate.
Seriously. Gold had a good decade
but chocolate had a better one, posting
a 288-per-cent profit between 2000
and 2010. But guess what commodity
did the best of all – better than gold,
silver, platinum – or chocolate – over
the past 10 years.
The cigarette. Yep, the most profitable stock market investment turns
out to be the lowly gasper. Which is
ironic, considering that over the last
10 years, most western countries have
banned smoking in bars, restaurants
and public spaces.
Truth is, tobacco floggers couldn’t
care less, because they’ve found some
new suckers for the drug they peddle.
According to Patrick Collinson, investment columnist for The Guardian
newspaper, cigarette manufacturers
more than made up for lost markets in
the west with fast-growing sales in
countries like Nigeria and Pakistan.
Nice, huh? Of the two most popular
commodities we produce, one rots your
teeth and the other rots your lungs.
But you don’t have to compromise
your morals by investing in anything
as foul as tobacco. I’ve got another hot
tip for you: beer.
Sure. Suppose you had a thousand
dollars and invested it one year ago in
Delta Air Lines stock. You would have
about fifty bucks today.
If you’d invested your grand in
American International Group Inc.
(AIG) a year ago, you’d have $33
today.
Could be worse. A thousand-dollar
investment in Lehman Brothers or
Enron would leave you with exactly
zero in your current bank account.
On the other hand if you’d bought a
thousand bucks worth of beer this
time last year, drank all the beer and
turned the cans in for the recycling
refund you’d have $214, give or take a
buck.
That’s more than enough to purchase a nice wheelbarrow to chauffeur
your liver around.
All kidding aside, you don’t want to
take any investment advice from me.
Not only am I a chickenbleep when it
comes to gambling, I’m not terribly
lucky either.
Although there was that one lucky
streak I had in Vegas a few years
back.
Oh yeah, I remember it well.
Drove into the parking lot of the Sands
Hotel behind the wheel of my crummy
five-year old Chevy Malibu. After 24
hours at the tables I rode home in
style – tinted windows, designated
driver, the works.

LOOKING BACK
Fifty years ago, 1960 -
A mining technique that had been proven in Europe but
was new to the western hemisphere was imported by
International Minerals and Chemical Corporation (Canada)
Ltd. to assure “long-term efficiency and safety” in the operation of the potash mine that was under construction back
then in Saskatchewan. The technique, called tubbing,
employs a cast iron lining for the mine shaft. It was a vertical application of cast iron vehicular tunneling commonly
used under rivers and lakes.
Forty years ago, 1970 -
Rev. Marcel A. George arrived to take over duties as
parish priest in Our Ladies of Victories Parish. He succeeded Rev. Dobbel Steen, who was forced to resign because of ill
health. Father George was a native of Saskatchewan, having been born in Antler.
Thirty years ago, 1980 -
The Canadian Association of Postmasters and Assistants
recently issued a letter to community newspapers which had
needlessly generated community concern and controversy.
To set the matter straight, the Postmaster General, The
Honorable John Fraser issued the following statement:
“Closing small rural post offices on Saturdays will not
become Canada Post policy until an overall study of rural
mail service is completed.”
Twenty years ago, 1990 -
Saskatchewan Winter Games officially opened on Feb. 18
in Melville, with a capacity crowd on hand in the Melville
Stadium. As part of the ceremonies, athletes paraded in

SUMA bearpit shows
health is still the issue
Maybe Premier Brad Wall’s
Saskatchewan Party cabinet
wouldn’t have been all that
shocked to hear that health
care was the top-of-mind issue.
Nevertheless, that health
reports
care delivery so dominated the
‘bearpit session’ at this month’s
from the
SUMA’s annual conference in
Regina tells us much about
what’s on voters’ minds these
days.
For the uninitiated, at the
annual gathering of local mayors, councillors and administrators, SUMA holds what’s affectionately known as the ‘cabinet bearpit’ –
an opportunity for average locally elected officials to grill provincial cabinet ministers on anything.
It’s a tradition that’s interesting for a couple reasons.
First, that SUMA can summons the entire provincial cabinet before its
assembly for a no-holds-barred accountability session says much about
the clout SUMA has. It’s often hard for organizations to get a single minister to their annual meetings – let alone the Premier and the entire cabinet for a public accountability session.
There again, no organization in Saskatchewan represents a more thorough cross-section of this province, spanning the urban-rural split, all
geographic regions and all political stripes. And perhaps no organization
is closer to the voters.
Second, the neat thing about the SUMA bearpit each year is that it
doesn’t matter whether you’re the mayor of Saskatoon or Regina or a
councillor from the smallest village: You still get to grill the Premier and
cabinet anything they want. This makes the SUMA bearpit a pretty good
gauge of what’s on the minds of voters right now.
And judging by the question at the most recent bearpit, it wasn’t revenue shortfalls in the budget, carbon capture technology or funding
problems for the First Nations University that SUMA delegates want to
know about. The majority of questions were on health care.
Some of the questions mayors, councillors and administrators peppered at Health Minister Don McMorris with were broader and more
policy-based. For example, Weyburn Mayor Debra Button questioned
why communities outside Regina and Saskatoon should be expected to
pay 35 per cent of the capital costs for new hospital construction when
big city residents don’t have to. (McMorris replied that this has been the
long-standing tradition, that many local people want to contribute as a
means of exercising input and control, and that the practical reality is
that the province can build 10 hospitals instead of six if there this much
provincial contribution.)
Other questions were even more pointed, like the one from Willow
Bunch Mayor Renaud Bissonnette, SUMA’s vice-president of towns, who
pointed out the unfairness of smaller communities having to woo doctors
with costly incentives.
“What’s happening is there’s a bidding wars going on out there
between municipalities,” Bissonnette said. “There’s signing bonuses of
$50,000, there is cars, and there’s a place to live. You know what? That’s
big money.”
“It’s starting to be a concern with municipalities because we’re taking
our money which we’re supposed to use for paving streets and snow
removal and all that and we’re using it for doctor retention and recruitment.”
But other health questions were of a more personal nature. Elrose
Mayor June Hintze – who recently lost her husband to cancer – told the
moving story of her husband having to go to Alberta to see a cancer specialist to avoid the three-to-five-month wait at Saskatchewan cancer
clinics.
“If we’re not getting the health care that we should be getting in
Saskatchewan then people need to know that,” Hintze said. “We have a
big problem not only with specialists but retaining doctors in our community.”
McMorris later told reporters that he wasn’t all that surprised,
because health care is the issue that comes up most in caucus and cabinet meetings.
Given that, Wall, McMorris and company should be especially wary.
Judging by the SUMA bearpit, villages, towns and smaller cities want
some answers to the costly, complex questions revolving around health
care.

Club committed to grooming, signing trails
Changes to the provincial
snowmobile licensing regulations in the past few years
have made a world of difference for clubs like the
Esterhazy SuperSledders.
The changes have all been
for the good and for the betterment of the sport.
A few weeks ago, I was
invited to “take a ride” with
SuperSledders’ club president Randy Abdai, to have a
close look at what the club
has focused its energies on
this season and last. We met
at Kaposvar One Stop
Service (KOSS), headed
southeast, connected with
SuperSledders club president Randy Abdai
the abandoned CP rail line, at the club’s shack in the Kaposvar Creek valley
and sledded on a wellmarked groomed trail that ran parallel to the Kaposvar Creek, then along the edge of a
field and down into a glorious gully were Gerard Kristoff welcomed us with a warm fire
inside the club’s shack.
What a thrill to see one of my favourite summer hiking trails in wintertime. It took me
awhile to get my bearings – winter has a way
of transforming even the most familiar landscapes. It didn’t take long to shake the jitters
and realize that Randy is a skilled driver. He
has been sledding since he was 12 years old

An easy afternoon ride, I was told, would be

wonderful trails that I am told run from Spy
Hill to Rocanville and Moosomin. Alas, there
just was not enough time.

after only serving one-sixth of their sentence through
this process. Our Conservative government is getting
tough on crime by ending this all-too-common practice.
Meanwhile, the Liberals are so out-of-touch with
Canadians that they used their majority in the
Senate to block our legislation that would protect
children from drug dealers. Proroguing Parliament is
helping to bring Senate committees back to earth so
our government can pass effective laws that will keep
families safe.

Feel-good story? McKeever gets gold
As one can clearly see,
Brian McKeever is one
of the most amazing
athletes on Canada’s
roster at this year’s
Winter Olympics being
held in Vancouver.
But McKeever, one of
11 members of Canada’s
cross-country ski team,
cannot see clearly at all.
In fact, he’s legally
blind.
The
native
of
Canmore, Alta., will
become
the
first
Canadian winter athlete
to ever compete in both
the regular Olympics
and the Paralympics,
the events for disabled
athletes that follows.
Five Paralympians have
competed
in
the
Olympics in summer
events. McKeever, 30,
will be the first to compete in the two competitions in the same year.
When he’s competing
as a Paralympian,
McKeever is allowed a
sighted guide. He
employs his brother
Robin for that task, but
in the regular Olympics,
he’s on his own. And
while it’s challenging for
McKeever, since he has
only 10 per cent vision,
most of it peripheral, he
is still one of the best in
the world at his sport.
McKeever started skiing almost as soon as he
could walk and by the
age of 12 he was competing. But when he was
18, he was diagnosed
with Stargaard’s disease, an inherited form
of macular degeneration
that his father, Bill, also
battled.
In this year’s Games,
McKeever will compete
in the 50-kilometre
event which he won at
the Canadian trials.

Campylobacteriosis, or
vibriosis, is a venereal
disease of cattle caused
by a bacterium that
lives in the lining of the
reproductive
tract.
Infection in a herd
reduces reproduction
and prolongs the calving
period. Pregnancy rates
may be reduced by up to
40 per cent in infected
herds. Vibriosis has a
severe
economical
impact on producers.
The bacteria causing
vibriosis can be found
everywhere! It most
commonly causes problems in community pastures or when different
groups of cows are
mixed during the breeding season. It can also
come from neighboring
cow herds or wintering
bulls from different
farms together. The
organism is transferred
between infected cows
by bulls. The bulls harbour the infection in
their sheath. As bulls
age, the lining of their
sheath develops folds,
which can effectively
harbour the vibrio
organism. Therefore,
older bulls are more
likely to harbour the
organism and carry it
between cows than
young bulls. Infection
establishes quickly in a
herd. A cow or a bull
can act as carriers and a
source of infection in
future breeding seasons
for the rest of the herd.
Cows and bulls infected with the bacteria
show no clinical signs.
They appear happy and
healthy.
However,
infected cows will cycle
consistently but not conceive. The bulls will
work hard throughout
the breeding season and
longer if left in the pasture. Some cows will
eventually recover from
the infection and conceive. This will result in
a long and drawn out
calving season the following spring. In certain instances, the only
evidence of the infection
is a high rate of open
cows and a high rate of
late cows at pregnancy
checking time. A small
percentage of cows will
abort at four-to-seven
months of gestation.
The bacteria causes
irritation of the lining of
the reproductive tract in
female cattle, leading to
delays in conception and
may lead to them
becoming barren due to
permanent damage to
the reproductive tract.
Most infected cows
develop immunity and
eventually become pregnant.

The R.M. of Grayson No. 184 is now accepting
applications for a Municipal Maintenance Works Person,
seasonal position, to commence May 1, 2010. Duties to
include, but not limited to:

• Maintenance and repair of Municipal Equipment.

This position is for outside work and requires applicant to

months after the initial
infection. Therefore, the
diagnosis is most often
made on historical findings. Vibrio can be confirmed by culturing the
sheath of bulls. It can
be diagnosed in the cows
by culturing the cervical
mucous three weeks to
three months post infection.
The best treatment is
eliminating open or
infected cows from your
herd. Any bull confirmed to have been
infected should be culled
from the breeding program.
Vibriosis can be a devastating
disease.
Prevention is key to
ensure a high conception
rate in your cow and

We’re doing it again!
