RE:
UTAH SYMPHONY & OPERA: CONSIDERATION OF ANNUAL INKIND INTEREST FORGIVENESS
PROJECT AREA:
West Capitol Hill
PREPARED BY:
Jill Wilkerson-Smith
EXECUTIVE SUMMARY: In 2001, the Agency provided a $250,000 grant and a $500,000 loan to
Utah Symphony & Opera (US&O) for expansion of its facility in the West Capitol Hill Project
Area. The Loan Agreement allows US&O to pay the interest on the loan through Ain kind@
goods and services for the community. Every year, US&O is obligated to submit a report
detailing the services provided and those proposed for the upcoming year for the Agency=s
approval. In February 2011, the RDA Board approved an amendment to the Loan Agreement
forgiving $250,000 in loan principal in exchange for five full-length concerts at the Gallivan
Center. Representatives from US&O will provide a brief report on their in-kind efforts for 2014,
and request the Board’s acceptance of its report.
ALTERNATIVES:
1)
Accept the 2013-2014 distribution of services as Ain-kind@ value in lieu of interest
payments, and approve the proposed services to be provided over the 2014-2015
season.
2)
Request US&O to provide additional information about the 2013-2014 services or
suggest a different mix for services for 2014-2015.
3)
Reject the in-kind services and require the interest payment be made.
FUNDING: Not applicable.
ANALYSIS AND ISSUES: As part of its Loan and Grant Agreement with the Agency, US&O has
the option of paying the interest Ain kind@ by providing goods and services to local schools,
community groups, and neighborhood residents. On a yearly basis, US&O is required to provide
a report to the Agency Awhich shall contain (a) a detailed description of all Value in Kind during
the 12-month period ending on the previous August 31st for which Borrower desires credit and
(b) a plan of the types and amounts of Value in Kind that Borrower plans on completing during
the next 12-month period.@ The Agency has the right to approve the distribution of services
among the various categories as well as any changes in the type of services. In addition to
reporting on the educational services of Utah Opera, US&O also provides information on its
symphony services since the original Loan Agreement with Utah Opera was executed prior to its
merger with the Utah Symphony.
Interest due on US&O’s loan this year totals $15,000, which is based on the original loan
amount of $500,000. US&O has provided services in the following major categories:
Opera Educational Outreach, Symphony Educational Outreach, Community Groups, and
Neighborhood Residents. Attached is the Progress Report provided by US&O outlining
the distribution and relative value of the services provided in the 2013-2014 season. A
summary of US&O’s in-kind services follows:
Opera Education Outreach:
Symphony Education Outreach:
Community Group Room Rentals:
Neighborhood Residents (Concert Tickets):
TOTAL 2013-2014 In-Kind Contributions:
$17,673
$34,736
$22,675
$402,520
$477,604
For the 2014-2015 fiscal year, US&O is proposing contributions similar to what they
provided during the 2013-2014 fiscal year by offering services to schools and facility
space for community events. The Board can review the list of these offerings in the
attached annual progress report. Staff has reviewed the proposed services for the
upcoming year and believes they will provide adequate in-kind services in lieu of an
interest payment. The Loan Agreement, as amended in 2011, also requires one full-length
symphony concert at Gallivan Center each year. This year’s concert occurred on August
20th and was well attended.
BACKGROUND: During the 2001-2002 budget process, the Board allocated $750,000 to
Utah Symphony & Opera (“US&O”) for expansion of its facility at 336 North 400 West
in the West Capitol Hill Project Area. The Agency=s contribution was allocated between a
$250,000 grant and a $500,000 loan. The loan, which was closed on October 19, 2001,
carries a 3% interest rate and a 10-year term with annual interest only payments. The
principal balance may be paid in full at any time without penalty and will become due at
the end of the 10-year term.
In July 2010, US&O approached the Board requesting the RDA forgive 50% of the loan
principal in exchange for a concert series subject to Board approval. The Board approved
an amended Loan Agreement forgiving 50% of its loan principal in exchange for five
free annual concerts at the Gallivan Center. The loan term has been extended to
September 30, 2016. US&O performed its fourth free concert on August 20, 2014.

3. Neighborhood Residents
Utah Symphony | Utah Opera provided 10,063 tickets to the following organizations (see
attached document) for the admission of their clients, staff, and guests, and also for use in their
own fundraising activities. The overall in-kind value of the tickets provided to these
organizations between September 1, 2013 and August 31, 2014 was $402,520.
4. Utah Symphony Summer - Gallivan Center Concert
On August 20, 2014, Utah Symphony performed a two-hour concert for a crowd of about 400
people in the downtown Gallivan Center Plaza. We featured our Associate Conductor, Vladimir
Kulenovic, on the podium conducting classical favorites from Mozart & Beethoven. Although
we had an enthusiastic and appreciative crowd, we did not see the attendance numbers we did
last summer. We believe the impending weather that night was a large factor.
Section b, as prescribed in § 2.5, ¶ (c): “a plan of the types and amounts of Value in Kind that Borrower
plans on completing during the next 12 month period:”
b) Plan of the types and amounts of in-kind value that Utah Symphony | Utah Opera plans
on completing during the next 12 month period (2014-15 season):
Utah Symphony | Utah Opera (USUO) will continue to offer all our Education and Community
Outreach activities during the next 12 month period. Attached are descriptions of the programs
we will offer. Additionally, our Utah Opera Resident Artists will continue to perform “Random
Acts of Opera” at the Salt Lake City Downtown Library. The in-kind value of these services will
be very similar to the total for the period ending August 31, 2014.
Utah Symphony | Utah Opera plans to continue to make our Production Studios facility available
for the use of community groups as we are able to provide, and at the same rates indicated for the
2013-14 reporting period.
As an important component of our Community Outreach Programs, Utah Symphony | Utah
Opera will continue to provide tickets and ticket vouchers to community groups in our area.
These tickets will be provided as available for the use of the community groups in their own
fundraising activities, or for the admission of their clients, staff, and guests, as applicable.
Additionally, we will continue to present free summer programs in Salt Lake City and other
municipalities across the Wasatch Front.
We have enjoyed partnering with the Gallivan Center for a free concert on the plaza in the
summer months and look forward to presenting our final performance per this agreement in
summer 2015. Per Carlton Christensen’s motion at last years’ presentation meeting, we look
forward to discussing continuing this partnership of future principal reduction in the loan and
would like to return at a separate Board meeting this year to share ideas on that item of business.
Thank you again for this opportunity, we look forward to our continued partnership with the
Redevelopment Agency of Salt Lake City and are grateful for your support!

Utah Symphony Education Offerings
FAMILY AND LOLLIPOPS CONCERTS
These concerts are designed to help children and families discover the joy of orchestral music.
Most Lollipop Concerts feature an interactive, educational Family Music Fair in the lobby prior
to the concert.
IN-SCHOOL CONCERTS
Each year, members of our orchestra perform educational concerts all over the state of Utah.
Teachers receive materials that help them prepare students for their attendance, as well as activity
suggestions to help support their teaching of the core curriculum.
FIFTH-GRADE CONCERTS
These concerts are offered at Abravanel Hall to all fifth-grade classrooms within busing distance.
Before their visit, teachers receive classroom materials to help prepare students for the concert, as
well as personal visits from Utah Symphony Guild Docents. Each season, to make our program
more relevant, we craft a theme for our Fifth-Grade Concerts that relates to other 5th-grade
curriculum concepts.
SYMPHONY PRO-AM
An annual interactive program where adult amateur musicians can apply for an opportunity to
play in a side-by-side performance with Utah Symphony musicians. The purpose of this
exceptional event is to provide a unique experience for amateur adult musicians to not only
perform at Abravanel Hall, but to interact with professional musicians on stage and build a strong
relationship with the art form and the organization.
CORPORATE CLASS
Through the generosity of corporate underwriting, students are given a full tour of Abravanel
Hall, including the stage and backstage area, after which they attend the pre-concert lecture in
Abravanel Hall’s First Tier Room. The group attends the symphony concert and is then invited to
the VIP Intermission Reception, where the students and sponsoring Corporation are recognized.
TEACHER DEVELOPMENT WORKSHOPS
Through several different types of workshops we enable teachers to earn re-licensure points,
experience thematically-linked performances by collaborating arts organizations, and explore
elements of music and practice listening skills for themselves.
GUEST ARTIST MASTER CLASSES
As available, Utah Symphony Guest artists will hold master classes for members of Utah
Symphony Youth Guild and other distinguished young musicians in the community.
OPEN REHEARSALS
These rehearsals are scheduled throughout the year to provide a variety of times, repertoire, and
soloists for the school groups in attendance.
CONDUCTOR VISITS AND MEET & GREET SESSIONS
In between or after performances, secondary band and orchestra students have an opportunity to
chat informally with the conductor and members of the symphony
Utah Opera Education Offerings
RESIDENT ARTISTS PROGRAM
The Resident Artist program is designed to offer training that helps young opera professionals
further their careers and to provide opera outreach performances. These professional artists tour
the state for Utah Opera, presenting age-appropriate educational programming in Utah schools,
providing over 200 performances each year.
WHO WANTS TO BE AN OPERA STAR?
Provided to elementary schools across the state, this interactive assembly format provides
students with an introduction to the art form of opera through the framework of a television game
show.
OPERA 101
Geared toward junior high school students, this program features scenes and dialogue in which
the Resident Artist singers introduce concepts of Opera.
OPERA UP CLOSE
Offered to high schools, this program is designed to be presented during a single class period for
a large choral or fine arts audience. Ensemble Artists perform, talk about specific challenges and
rewards they have met and answer questions from the student audience.
RESIDENCIES
Our Resident Artists conduct five week-long residencies in smaller communities throughout
Utah. During the week, they offer elementary, high school and junior high presentations and,
whenever possible, give a concert for the community.
OPERA-TUNITIES
Secondary school students and their teachers from across the state are invited to attend the final
dress rehearsal for each opera performance in the Capitol Theatre at a special reduced rate.
MUSIC! WORDS! OPERA!
This summer week-long teacher development program trains teachers to create and produce
original operas with their own students. During the year following the summer workshop, Utah
Opera provides financial support as well as a composer to aid in the music composition process.
Three schools participate each spring in the Children’s Opera Showcase.
BLIND AND VISUALLY IMPAIRED NIGHT AT THE OPERA
Each year, 150 members of the blind and visually-impaired community are invited to our special
outreach event in which they learn about the opera, pass around prepared fabric samples of
costumes (with Braille labels). Braille libretti and large-print programs are available, as well as
headsets through which a play-by-play description of set and stage action is broadcast.
Community Outreach Programs
BUILDING TOURS
Groups of 10 or more may request a tour of the Capitol Theatre, Abravanel Hall, or the Opera
Production Studios.
INTERNSHIPS
In partnership with school districts across the Wasatch Front, our internship program offers
valuable hands-on vocational training in arts administration (marketing, development, education),
costuming, or set and prop construction.
STUDENT MARKETING AMBASSADORS
An extension of the Internship program, high school and college students receive in-depth
experience with arts marketing by working with our marketing department to encourage fellow
students to purchase discounted student tickets to US|UO concerts and to promote the US|UO
brand. They also create branding materials, speak to area classes, and help advertise Utah
Symphony and Utah Opera performances on their campuses.
ACCESS TO MUSIC
This annual event for children with autism and other special needs and their families features our
Opera Ensemble Artists with the Utah Symphony at the Capitol Theatre.
ANNUAL FESTIVALS
Each year, USUO collaborates with local arts and community organizations to provide a
comprehensive look at performing art, fine art, and humanities-related subjects of a specific time
period or genre. Events occur over a one- to two-month period.
MUSICIANS IN THE CLASSROOM
Utah Symphony Musicians travel to schools on a volunteer basis to cover basic musical concepts
in the core music curriculum as they perform, demonstrate and interact with students in the
classroom. They also conduct ensembles, give master classes, perform with the students, offer
musical and technical suggestions, and answer questions.
UTAH SYMPHONY YOUTH GUILD
Utah Symphony’s Youth Guild is dedicated to giving families a greater involvement with the arts
and supporting the Symphony through volunteer service activities.
UTAH SYMPHONY GUILD VIOLIN OUTREACH PROGRAM
This Utah Symphony Guild program provides free violin lessons to students in an after-school
program at the Northwest Multi-Purpose Center in Salt Lake’s Rose Park neighborhood.
