The GOSL intends to apply funds
from the consolidated fund to cover
eligible payments under the Contract
for The Rehabilitation of Streets in
Castries, Vieux Fort and Soufriere.
Bidding is open to all interested
bidders.
1. The Government of Saint Lucia
herein represented by the Ministry
of Infrastructure, Port Services and
Transport invites sealed bids from
eligible bidders for The Rehabilitation
of Streets in Castries, Vieux Fort and
Soufriere. The time for completion
is four (4) weeks from the date of
possession of the site.
2. Bidding will be conducted
through
standard
National
Competitive
Bidding
(NCB)
procedures and is open to all eligible
bidders.
3. Bidders shall have the following
experience
and
capabilities
requirements:
Minimum average annual turnover
of EC$1.0 million calculated as
total certified payments received for
contracts in progress or completed,
within the last 3 (three) years. In case
of Joint Ventures (JV), JV members
should jointly meet the requirement,
at least one partner must meet at
least forty percent (40%) of the
requirement, and all other partners
must meet at least twenty five
percent (25%) of the requirement;
Bidders
must
demonstrate
access to, or availability of, financial
resources such as liquid assets,
unencumbered real assets, lines
of credits, and other financial
means, other than any contractual
advance payments to meet: (i) the
following cash flow requirement:
EC$200,000 and (ii) the overall cash
flow requirements for this contract
and its concurrent commitments.
In case of JV, JV members should
jointly meet the requirement, at least
one partner must meet at least forty
percent (40%) of the requirement,
and all other partners must meet at
least twenty five percent (25%) of
the requirement;
The bidder must have experience
under contracts in the role of
contractor,
subcontractor,
or
management contractor for at least
three years prior to the applications
submission deadline. In case of JV,

within the last ten years, with a
value of at least EC$0.5m that have
been successfully and substantially
completed and that are similar to
the proposed works.. In the case of

executed during the past five years a
minimum experience in the following
key activities: Reconstruction of
approximately 150 meter of road
including placement of 200mm thick
of sub-base layer, 175mm thick of
crushed stone base layer, 50mm thick
of Asphaltic Concrete surfacing.
In the case of JV, JV must meet all
requirements and at least one partner
must meet the requirements for one
characteristic.
4. A margin of preference for
eligible national contractors/joint
ventures shall not be applied.
5. Bidding documents (and
additional copies) may be obtained at

Request For Proposal (RFP)
(GOSL) endeavors to undertake the
rehabilitation of 18 km of the West
Coast Road (under project name
Project Phase 3.2) with a view to
significantly improving the quality of
this road. This initiative involves the
strategic maintenance of 18 km of the
West Coast Road between Anse La
Raye and Colombette through:
• pavement strengthening
• application of an asphaltic overlay
has undertaken the rehabilitation
of the section of West Coast Road
between Roseau to Anse La Raye
and Soufriere to Colombette under
Project Phase 3. This project was
completed in November 2011.
Scope of Consulting Services
The purpose of the work is to
prepare engineering details, drawings,
specifications, quantity and cost
estimates acceptable to the Ministry
of Infrastructure, Port Services
and Transport for subsequent
competitive bidding.
The scope of services is detailed as
follows:
a) The consultant shall carry out
the complete detailed engineering
design and cost estimates for the
proposed improvement of the project

order to locate the road precisely
and subsequently prepare all the

engage suitably qualified consultants

to be undertaken
(h) Details of environmental and
social mitigation measures to be
adopted.

investigations as are necessary to
prepare the design, cost estimate,
specifications and drawings.

TAKE NOTICE that the Claimant National Insurance Corporation has filed a claim against you and your Company
in the High Court of Justice, St Lucia in Claim No. SLUHCV2012/0482.
AND IT HAS ALSO BEEN ORDERED that service of the Claim Form in this action be effected on you and the
Company by advertisement in two (2) consecutive issues of the Official Gazette and in two (2) consecutive issues of a
Local Newspaper circulating in Saint Lucia.
THAT the Claim Form and Statement of Claim can be viewed at the High Court at Peynier Street, Castries, Saint
Lucia or at the National Insurance Corporation Office 1st Floor, Francis Compton Building, John Compton Highway in
the City of Castries in the State of Saint Lucia.
IF YOU DESIRE to defend this action or to be heard you must within twenty-eight (28) days of the last publication
file an Acknowledgement of Service and you must within forty-two (42) days after the last publication file a Defence
at the Registry of the High Court of Justice, Peynier Street in the City of Castries in this Island
IN DEFAULT of filing such Acknowledgement of service and Defence within the time stipulated, the Court may
hear the case in your absence without further notice and judgment may be granted in favour of the Claimant.
