ESTIMATED NET COST TO NEW CANAAN
$ 16,173,536
SAXE MIDDLE SCHOOL NEW CANAAN, CONNECTICUT HOW MUCH WOULD THE PROJECT COST AN INDIVIDUAL TAXPAYER? •
EsNmated Net Cost is $16.2 million -‐  $18.6 million total project minus $2.4 million expected state reimbursement -‐  Includes 23% conNngencies, a 9% increase from prior esNmate. -‐  Project is approx. 40% renovaNon and 60% new construcNon •
Annual debt service on $16.2 million (including principal and interest for 20 years bonds at 3%) is approximately $1.06 million •
Average cost would be $148 per taxable account per year (based on 7,122 taxable accounts) •
Cost per $100,000 of assessed value would be $13 per year. A home assessed at $1,000,000 (assessed value is 70% of market value) would pay $130 per year SAXE MIDDLE SCHOOL NEW CANAAN, CONNECTICUT WHAT ARE THE ADVANTAGES OF PROCEEDING NOW? •  Saxe is overcapacity now and will remain so with increasing enrollment that ranges from 1333 to 1376. •  The Language Lab and one Computer Lab were converted to General Classrooms this fall. •  Proposed plan will solve problems by fall 2017 and allows 2 summers for construcNon. •  Delaying will raise the cost significantly ( e.g. interest rate risk and construcNon escalaNon esNmated at 4 -‐ 5% annually). SAXE MIDDLE SCHOOL NEW CANAAN, CONNECTICUT SUMMARY •  Project design and development is proceeding on schedule •  Most criNcal pending item – funding approval by Board of Finance and Town Council by end of November •  Board of Finance review & vote scheduled for Nov 10 •  Town Council review & vote needed by end of November •  Recommended project sets Saxe on the road to conNnued success for next 10 -‐ 20 years SAXE MIDDLE SCHOOL NEW CANAAN, CONNECTICUT SAXE: Do it once. Do it right. SAXE MIDDLE SCHOOL NEW CANAAN, CONNECTICUT APPENDIX SAXE MIDDLE SCHOOL NEW CANAAN, CONNECTICUT WHY NOT FIX AUDITORIUM NOW AND DEAL WITH CLASSROOMS AND MUSIC LATER? •  Spliqng the project is a bad idea for four reasons: -‐  Does not meet exisNng criNcal student needs in music and academics. Saxe is overcrowded and needs fixing now. -‐  Is much more expensive ($2 -‐ $3.5 million more) -‐  Elongates construcNon at Saxe from 1 year to 3 – 4 years -‐  Classroom and music phase is likely never to happen.
