THE DIRECTOR
Assalamualaikum dan Salam 1Malaysia
G
rateful to the Almighty for His bounty, Health Education Division was
able to carry the trust and responsibility given throughout 2010.
Various strategies and improvements were implemented on the
existing programs in accordance with current needs. Following the increase in
cases of non-communicable diseases due to unhealthy lifestyle practices, the
division had taken the measure by adding three new media campaigns such as
Reduce Sugar Intake, Prevention Of Non-Communicable Diseases And Intervention
Of Non-Communicable Diseases Risk Factors.
As a division that always serious and consistent in fighting dengue fever, a special project ‘Jom Ganyang
Aedes’ was implemented in 2010 by appointing Aznil Haji Nawawi as anti dengue icon. The appointment
of celebrity could attract the public’s attention to collaborate in fighting Aedes.
The division also emphasized on the collusion between agencies to strengthen existing programs. One
of the remarkable achievements in 2010 was the collaboration with Pos Malaysia Berhad in promoting
organ donation to the public. The division has also been awarded MS ISO 9001:2008 certification on
13th August 2010. The existence of standard system will motivate the government servants to work more
systematically and well-organized.
Last but not least, I would like to record my sincere thanks to all the agencies and individuals who were
involved in achieving our desired goals. My heartfelt appreciation goes to the editorial board for their
dedication in publishing this annual report. May the achievements outlined here can be used as a benchmark
in planning strategies and actions to improve the program performance from time to time.

Executive
SUMMARY
Health promotion is an extensive field that covers many disciplines. It is carried out by enhancing the ways
to access health information, empowering the community to adopt a healthy lifestyle, creating a healthy
environment with supporting policies, expanding the facilities as well as building partnership with various
government departments, private sectors, non-governmental organizations (NGOs) and associations.
As a way to improve the accessibility of health information to the public, the Division has carried out
media campaigns via TV channels, radio, newspapers, magazines and outdoor media. Amongst the
Media campaigns which were implemented are Healthy Lifestyle Campaign, Tak Nak Merokok (Say No to
Smoking) Campaign, Dengue Prevention Campaign and Prevention of HIV/AIDS Campaign. It came to our
consensus on the importance of prioritizing the prevention and control of non-communicable diseases,
the Division has introduced new media campaigns which are Reduce Sugar Intake, Prevention of Non
Communicable Disease and Intervention of Non-Communicable Disease’s Risk Factors. In addition, the
Division also conducted media campaigns on Organ Donation and HPV.
In line with development of ICT as part of the society’s life, the Division has taken opportunity to create and
intensify the health-based portals. The availability of MyHealth and Infosihat portals helps in heightening the
public’s accessibility to health information. In year 2010, a total of 94 new titles have been uploaded to the
MyHealth portal. Various multimedia elements such as video, animation and health related games were
created to attract the community. Division has also published a total of 3.3 million pieces / units of health
educational materials in many forms such as leaflets, posters, manuals, guidelines and booklets. These
materials were then distributed throughout the country for the usage of health staff and the community.
At the state and district levels, different approach of health promotion were applied to improve health
information accessibility, particularly face-to-face activities such as talks, demonstrations, individual advice
and small group discussions.
The division has implemented Reduce Sugar Intake Program as part of the effort to empower the society
to practice healthy lifestyle as well as to further fortify the media campaign implementation at national level.
This noble effort has been publicized to all walks of life through activities held in various settings such as
schools, government offices, community and shopping centres. As a mode of recognition to young doctors
who are competent in conveying information to their peers, the Division has introduced award categories
which are Doktor Muda Harapan, Doktor Muda Cemerlang and Doktor Muda Gemilang. Initiation of these
three levels of recognitions will motivate the young doctors to continue serving as peer educators.
On the other hand, this Division has undertaken a rebranding exercise to the Promotion of Dengue Prevention
Program by appointing famous celebrity, Aznil Haji Nawawi as Anti Dengue Icon. The program has been
revived by naming it “Jom Ganyang Aedes” (Lets Crush Aedes) to demonstrate the Division’s solemnity in
combating Dengue. Engagement of celebrity element in the program, was able to attract society participate
in the gotong-royong activity. Another remarkable success was achieving re-establishment of 1,740 COMBI
localities until the end of 2010 for an identical reason.

Patients in hospitals are also equipped through various activities to help them manage their illness. In year
2010, 88,056 patients and families were given patient education in hospitals throughout Malaysia. Through
20 Quit Smoking Clinics which were formed in hospitals throughout the country, a total of 1,249 clients
have sought advice while 22.17% of them have successfully managed to quit smoking. This achievement
is outstanding in effort to form non-smoking society.
Exerting the concept of smart collaboration with other agencies, the Division and the National Transplant
Resource Centre has been successful in establishing collaboration with POS Malaysia Berhad in promoting
organ donation. POS Malaysia’s strength is through the access of 19 selected post offices throughout
Malaysia. Additionally, continuous collaboration with the Ministry of Education has been established through
the Doktor Muda Program and PROSTAR. Apart from that, the Division has partnered with the Ministry of
Information to obtain slots for health education in the mass media.
In order to produce competent health agents, health staff were trained with fundamental subjects to
functionalise health promotion to the society. This core training includes Health Education Methods, Theory
of Health Behaviour Change, Production & Application of Health Education Materials, Effective Presentation
and Patient Education. Besides that, health staff were also trained on the implementation of the existing
health promotion programs.
Furthermore, the Division had the opportunity to work with WHO in conducting the Global Youth Tobacco
Survey and the Global School Personnel Survey in selected schools. The studies were to determine the
level of tobacco consumption among students and school employees throughout Malaysia.
Year 2010 has also recorded a memorable moment to the Division upon awarded MS ISO 9001:2008
certification on 13th August 2010. This accomplishment will definitely contribute the Division in implementing
better quality, systematic and well planned programs.

INTRODUCTION
Health Education division began as a unit in the Ministry of Health in 1968. This unit was upgraded to a
division in the Public Health Department in 1993 once their roles and functions had evolved in line with
the change of time. Now, Health Education Division is responsible to determine the direction of health
promotion throughout Malaysia. The role is in line with the emergence of diseases due to modern and
sedentary lifestyle.
As a division at national level, this division plans and develops programs as well as formulates policies
related to healthy lifestyle. The role is manifested in collaboration with other departments, government
agencies, media, NGOs and private sectors. The collaboration is essential to create conducive environment.
This division also formulates guidelines and manuals for the use of Health Education Officers and health
promotion practitioners at ground level. It also standardizes the delivery of health information to the public.
Furthermore, this division provides technical advisory services in health promotion to other agencies. This
cooperation is necessary to develop health literate and healthy society. This division also monitors and
evaluates the implementation of programs. Therefore, the programs can be expanded from time to time.

1. Healthy Lifestyle Promotion Program
Healthy Lifestyle Media Campaign
The campaign was targeted towards housewives by emphasizing the following seven tips in order to
achieve 10,000 steps in a day:
i.
Develop walking as a daily routine
ii.
Never bother of what other people say
iii.
Walking is for health
iv.
Walk with family or friends at leisure time
v.
Set a target, increase number of steps within your ability until you achieve the target
vi.
Record the progress
vii.
Upon successfully developed walking as a daily routine, continue the activity as brisk walking

Reduce Sugar Intake Media Campaign
This campaign focused towards food handlers, housewives, working adults and children. The recommended
key messages were seven smart moves in reducing sugar namely:
i.
Drink plain water as opposed to carbonated drinks, syrup and cordials.
ii.
Limit the use of sugar, sweetened condensed milk, sweetened evaporated milk and sweetened creamer to only one teaspoon per cup of drink.
iii.
Avoid or limit the consumption of sugar in cooking and baking.
iv.
Prepare cakes and cookies with low sugar content.
v.
Avoid taking snacks and sweetened beverages between meals and before bedtime.
vi.
Replace desserts like cookies, cake and sweet porridge with healthier options like fruits.
vii.
Read the ingredients listed on food labels and avoid those that feature sugar at the top of the list. Choose products that are labeled ‘low-sugar’ and ‘sugar free’.

“Let’s Reduce Sugar” Program At Primary School Level
The division had collaborated with the Ministry of Education Malaysia to organize Reduce Sugar Intake
Campaign in primary schools throughout Putrajaya. 11 primary schools in Putrajaya were involved in this
program. The program aimed to deliver the following message to the students:
i.
Cultivate the practice of reducing the amount of sugar in food and drinks
ii.
Always drink plain water
iii.
Bring plain water to school
iv.
Reduce the intake of sugary snacks
v.
Increase fruits intake
The program was carried out from 8th until 15th October 2010 with various activities such as exhibitions,
quizzes, games, preparing drinks demonstration, treasure hunt and food display.

Seminar “Stop at One, Less is Better”
This division had conducted a seminar in conjunction with Reduce Sugar Intake Campaign at Parcel E
Auditorium, Presint 1, Putrajaya. The participants involved in the seminar were from Ministry Of Higher
Education, Ministry of Domestic Trade, Co-operatives & Consumerism and Ministry of Energy, Green
Technology & Water. The seminar was conducted to encourage the working adults to:
i.
Cultivate the practice of reducing sugar in drinks and food
ii.
Always drink plain water
iii.
Create awareness on the seven steps to reduce sugar intake

The program was conducted on 13th May 2010 with various activities such as exhibitions, quizzes, health
screenings and talks.

Cooking Workshop “Less Sugar, Better Health”
Health Education Division in collaboration with The Star Publications (Malaysia) Berhad had organized a
cooking workshop on 19th December 2010, held at Berjaya Times Square which focused on the reduction
of sugar in food. The cooking demonstration was done by Chef Rossham Rusli, Head Chef (Malaysia
Cuisine) from Berjaya University College of Hospitality while 28 housewives and working adults participated
in this workshop.

Non-Communicable Disease Prevention & Control Promotion Program
Intervention of Non-communicable Diseases Risk Factors Media Campaign
This campaign focused towards Malaysian population with objective:
i.
Create awareness regarding risk of developing chronic diseases as a result of non-communicable diseases.
ii.
Create awareness among the public that they can reduce the risk of non-communicable diseases by leading healthy lifestyle.
iii.
Encourage the public to act immediately or reduce the risk of developing non-
communicable diseases.
Key messages to achieve the ideal body weight by following the seven ways:
- Know your body mass index
- Eat according to your requirement
- Eat vegetables and fruits during main meals
- Reduce the intake of fried and fatty foods
- Increase the level of physical activity – practice 10,000 steps every day
- Believe that you can do it
- Get support from friends or family
Advertisement on the campaign was channeled through various mainstream media beginning December
2010 until 19 Jun 2011. It included:
- Television (106 spots)
- Radio (1,891 spots)

Prevention of Non-communicable Diseases Media Campaign
This campaign focused towards Malaysian population regarding:
i. Prevention of chronic diseases such as pulmonary, cardiovascular diseases and diabetes due to non-communicable diseases.
ii. Creating awareness among Malaysian population about the risk of developing pulmonary cancer, cardiovascular diseases and diabetes.
iii. Providing information to the public that they can reduce the risk of developing pulmonary cancer, cardiovascular and diabetes.
iv. Encourage the public to act quickly to prevent or reduce the risk of pulmonary cancer, cardiovascular diseases and diabetes.
The key messages were practicing healthy lifestyle which include:
i. Know your body mass index (BMI)
ii. Perform physical activity
iii. Healthy eating habit
iv. No smoking
v. No alcohol
Advertisement on the campaign was channeled through various mainstream media from 8 until 29 December

Tak Nak Merokok Media Campaign
The campaign was targeted to adults aged 15 years and above. It emphasized on:
- The rights of non-smokers
- Effects of smoking
- Steps to quit smoking
Advertisement on this media campaign has been channeled through various mainstream media from August
to November 2010. It included:

Nafas Baru Bermula Ramadhan Campaign
The campaign was carried out throughout the month of Ramadhan to encourage the Muslims to leave their
smoking habit. Campaign locations were Ramadhan bazaars, shopping centres, mosques and surau in all
states. Various activities were conducted such as announcement in print media, talk shows on TV and radio,
road shows, seminars, exhibitions, distribution of health education materials, Friday prayers sermons as well
as other interventions.
Infoline
Infoline is a telephone information service that provides advice and tips to quit smoking. It also disseminates
information regarding Quit Smoking Clinics in Malaysia. In 2010, 464 calls were received in which the majority
were male callers (84.5%), Malay (51.1%), aged between 25-44 years (64.4%) and working (90.7%).
Most of the callers obtained information regarding Infoline through cigarette box (29.5%), newspaper (25%)
and radio (24.8%) in line with Tak Nak Merokok Campaign conducted in 2009 and 2010. The majority of
the callers inquired for themselves (84.7%), in general (6%) and for the husband (4.3%). The most frequent
questions inquired were on how to quit smoking (90%), complaints (6.5%) and facts of smoking (2.4%).

quitting smoking. Among the indicators that had
been identified was the success of reducing the number of

Seminar on Women and Tobacco
In 2010, a series of seminars on Women and Tobacco was held on:
- 31st May 2010 at Mid Valley Mega Mall, Kuala Lumpur
- 3rd November 2010 at Multipurpose Hall, Level 8, E10, Putrajaya
- 24th November 2010 at B1 Auditorium, Prime Minister’s Department Complex, Putrajaya
The theme ‘Women and Tobacco: Beware” seminar was to give exposure to the public about various
matters such as increasing number of women who smoke, exploitation of women in cigarette marketing and
efforts in addressing the issue of smoking including passive smokers.
Apart from presenting project papers, this seminar also incorporated other activities such as health screening,
exhibition, examination on the level of carbon monoxide and so on.

Dengue Prevention and Control Promotion Program
Dengue Prevention and Control Media Campaign
This campaign was aimed to encourage the public to:
i.
Spend 10 minutes every week to search and destroy the breeding grounds for Aedes
mosquitoes inside and outside house
Seek immediate medical treatment should there be any dengue fever symptoms
ii.
This campaign was aired from September until December 2010. It included:
- Television (1,378 spots)
- Radio (975 spots)
- Newspapers (95 insertions)
In addition, two new television advertisements were broadcasted:
i. Society’s Indifferent Attitude: Flats
ii. Society’s Indifferent Attitude: Gotong-Royong

Dengue Prevention and Control Activities At State Level
Health Education division plays an active role in addressing dengue fever issues that frequently affect this
country. Health education activities on dengue prevention and control will be monitored and reported to the
Operation Room at state and national level daily. In 2010, 5,905 gotong-royong sessions were conducted
throughout the country which aimed to eliminate breeding grounds for Aedes mosquitoes. Among other
top activities carried out were distribution of pamphlets (4,479,309 sessions), individual advice (3,446,273
sessions) and demonstration (1,687,407 sessions).
Communication for Behavioral Impact (COMBI)
This division also mobilizes and empowers the community to take initiatives to combat Dengue Fever.
Communication for Behavioral Impact (COMBI) was introduced through change agent to influence the local
community to practice positive behaviors. In addition, the involvement of community leaders can help to
mobilize the planned activities. The effectiveness of implementing COMBI materialized when many localities
who conducted the program managed to reduce the rate of dengue fever cases effectively.
In 2010, this program has expanded and shown favourable improvement in several states. Selangor recorded
an increase of COMBI new localities by 316 followed by Johor (212) and Negeri Sembilan (125). Details of
each state are shown in the following chart:

COMBI Activities and Gotong Royong Perdana
Anti-dengue Icon and ‘Jom Ganyang Aedes’
Dengue prevention activities were continued with ‘Jom Ganyang Aedes’ campaign by appointing famous
celebrity, Aznil Hj. Nawawi as Anti-Dengue icon. The appointment of icon was an inaugural approach and
hopefully be able to encourage the public to take positive actions in preventing dengue fever. The icon also
participated in gotong-royong activity with the local community.
‘Jom Ganyang Aedes’ campaign was officiated by the Honourable Minister of Health on 10th July 2010 at
Kajang Mewah, Selangor. Thereafter, every states implemented the same campaign and it gives positive
impacts in encouraging people to participate in gotong-royong activity.

New Initiative of Anti-Dengue Campaign
A National Committee meeting on dengue chaired by YAB Tan Sri Muhyiddin bin Hj. Mohd. Yassin, Deputy
Prime Minister of Malaysia was held on 20th September 2010. The Ministry of Health was urged to use
terrifying message in encouraging people to take preventive measures against dengue fever. A new tagline
was introduced: ‘INDIFFERENCE, DEATH AWAITS”. Every state has used the same approach to suit the
local cases accordingly. The following are the details of the printed and outdoor media published for this

Primary School Health Promotion Program (Young Doctor)
The program involves collaboration between Ministry of Health and Ministry of Education. Young Doctors
Club has been established as co-curricular activities in primary schools since 2007. Young doctors are
primary school students from year 4, 5 and 6 that are chosen and trained as peer educator that acts as a
catalyst for behavioural change in positive health practices among students.

The evaluation was divided into three levels which were Young Promising Doctors, Young Excellent Doctors
and Young Glorious Doctors. In 2010, a meeting was held to refine the language in the evaluation.
Young Doctors Club
There were 184 operating procedures training sessions for Young Doctors Club carried out to 1,257
Advisory Teachers in 2010. During the same year, 124 primary schools had established Young Doctors
Club. This brings the total number of schools that implement the Young Doctors Club Doctor until December
2010 is an amount of 1,255 which translates to 16.3% of all primary schools throughout Malaysia.

In addition, 3,566 new young doctors were appointed which is an increment of 12% from the previous year.
Thus, making a total number of young doctors until December 2010 to 33,440 people and the ratio of young
doctors to peers is 1:19 (Number of students in the Young Doctor school is 668,170). The establishment of
Young Doctor’s Club was able to educate as much as 21.8% of the total of 3,060,239 students in primary
schools across the country on health foundation.
On peer educators activities, environmental sanitation inspection was the most extensive activities carried
out (4,712 sessions) followed by personal hygiene (4,499 sessions) and demonstration of hand washing
(3,493 sessions).

6. HIV/AIDS Prevention and Control Promotion Program
HIV/AIDS Prevention Media Campaign
The campaign was aimed to educate and encourage adults with risk of contracting HIV/AIDS to undergo
HIV screening test. It also focused on creating awareness to the youth on the risk of HIV infection.
The media campaign was carried out intensively for three months beginning September until the end of
December 2010. It included:
- Television (438 spots)
- Radio (1,459 spots)
- Newspapers (156 insertions)
- Entrance of 7-eleven (300 units)
- Tableview at the chosen cafeterias (150 units)
- Uniboard (50 units) & miniboard (10 units) in six fishing villages

School PROSTAR Club
School PROSTAR Club is established in secondary schools to convey healthy lifestyle and adolescents health
message. Until now, 1,692 School PROSTAR clubs were established in secondary schools throughout the
country.
Peer Educator Training (PRS)
In 2010, 97 training sessions were carried out to 5,507 PROSTAR members. The cumulative number of
training conducted from 1996 until 2010 was 2,224 sessions which involves 131,066 PROSTAR members.

Peer Educator Activities (PRS)
In 2010, PROSTAR members that were trained had conducted 347 activities involving 17,749 teenagers.
Thus, the cumulative number of activities conducted in school was 7,646 involving 960,901 teenagers.
National PROSTAR Convention 2010
The national PROSTAR Convention 2010 was held at Bukit Merah Laketown Resort, Perak on 26th to
28th March 2010 to give recognition to all active PROSTAR members and to provide a platform for them to
exchange ideas.
The convention involved 450 PROSTAR members from all over Malaysia, 150 observers from Orang Asli
PROSTAR, Higher Learning Institute PROSTAR and Puteri UMNO PROSTAR. The closing ceremony of
PROSTAR Convention was officiated by YB Datuk Rosnah bt. Abdul Rashid Shirlin, Deputy Minister of
Health on 28th March 2010. Among the activities organized were:

There were 19 post offices involved in this program which aimed to promote organ donations. The opening
ceremony was held at the POS Malaysia headquarters and was officiated by YBhg. Tan Sri Dato’ Sri (Dr) Aseh
b. Che Mat, Chairman/Non-executive Independent Director of POS Malaysia on 22nd October 2010. POS
Malaysia has committed in distribution organ donor pledgers registration forms at post offices throughout the
country. POS Malaysia also printed advertisements on POS Malaysia envelopes, for a period of 6 months.
Promotional activities were carried out at the post offices throughout the country from time to time.

The training was conducted to increase participants’ knowledge and skills in organ donation promotion and
provides exposure to the participants on the implementation of organ donation awareness campaign.

The purpose of the roadshow were to inculcate awareness among the public on the importance of organ
donation especially cadaveric donation, highlighting issues related to organ donation and encourage the

Organ Donation Promotion Activities and Echo Training to Health Staff
The activities were implemented at the state level according to 2009 Organ Donation Campaign Guideline
which includes forum, advisory services, registration counters, exhibitions, surveys and quizzes.
Public, employees, students and health government servants were involved in 457 organ donation promotion
activities in 2010. In addition, 22 echo training sessions were carried out to the health government servants
and religious officials.

Patient Education Program
The educational program is established to educate the patients and their family members on disease
management and side effects of a treatment. The focus is given to four major diseases in Malaysia such as
diabetes, hypertension, asthma and kidney. In 2010, there were 43 state hospitals, specialists, district and
institution with Health Education Officers, translated to 31.4% of the hospitals throughout Malaysia.

A total of 33,699 patients and their family members’ education sessions were carried out for diabetes,
hypertension, asthma and kidney through Patient Education Unit. Meanwhile, 57,357 patient education
sessions were conducted by other departments in hospital. Through these activities, 88,056 patients and
families were educated.

Health Talk
Patient Education Unit in hospital is responsible for delivering health talks to their staff, patients, beneficiaries
and the public. The unit is also invited to deliver talks at the nearby schools, government offices, NGOs,
colleges, universities and private companies. In 2010, 446 talk sessions were held involving 33,175
participants.
Quit Smoking Clinic
There were 20 Quit Smoking Clinics were established in the hospital led by Health Education Officers.
Through these clinics, 1,249 clients sought for advice while 277 (22.17%) of them had successfully quit
smoking.

Serving as a ‘one stop centre’, it provides many activities and facilities for the convenience of patients and
their families. Among the facilities available at this centre includes health screening, library and internet. As of

Training for Staff
Training for civil servants in the hospital was also held to enhance the knowledge and skills in Patient
Education and Health Promotion field. A total of 13 sessions of Communication Course for Medical Officers
and Paramedics were carried out to 954 participants, while 55 sessions of Patient Education and Basic
Communications Course was given to 3,569 participants.
Furthermore, Patient Education Unit at the hospital also conducted other activities such as Commemoration
of Special Health Days’ and health exhibitions at the public spots like Hospital Lobby and Emergency
Department.

Mass Media Program
Health Education in Mass Media
Among other roles played by the division is to implement media advocacy in order to increase community
awareness and knowledge about healthy living. Therefore, this division often collaborates with the local
media agencies to obtain complimentary slots on television and radio as well as newspaper column. In
2010, 41 slots on television, 51 slots in radio, 8 magazine insertions and 10 newspaper insertions were
obtained from the media agencies covering various current health topics. At the state level, information on
health education was embedded in scheduled radio slots of local stations. In the same year, 31,317 slots
on health education were aired covering the latest health issues.
Health Media Award Event
The event was held on 25th June 2010 at Seri Pacific Hotel, Kuala Lumpur and was officiated by YB Dato’
Sri Liow Tiong Lai, Minister of Health Malaysia. The event served as an appreciation and recognition to the
journalists and media agencies for their contributions in promoting health to the public. It also contributes
to strengthen the existing relationship with the media that has been built over the years. Over 300 guests
attended the event which consists of MOH staff, the media and external judges.
In 2010, 213 entries received for all contested categories. The entries included Health Journalism Award
(television, newspaper & magazines), Best Health Program (television and radio) and Best Medical
Photographer for newspapers.

Community Health Promotion Centre is a facility that provides health promotion services which focuses on
developing knowledge and healthy lifestyle skills among the society. This centre provides various services

In 2010, 94 new topics were uploaded into the MyHealth Portal. The cumulative number of topic that was
uploaded until now is 748 topics in English and 715 topics in Bahasa Malaysia.
The number of hits for MyHealth Portal in 2010 was 551,459. A significant increase for this year was due to
the contribution by the multimedia elements such as animation, video and health games. The total number
of registered users for MyHealth Portal was 6,650 members.

‘Ask the Experts’ received an overwhelming response from the users with 1,645 questions were submitted
with an average of five questions per day.

Graphic Service
In 2010, 492 FA which included 31 printed and non-printed materials were produced. Among others were
posters, pamphlets, logos, banners, buntings, guidelines, clinic building design, icon and others.

This division provides exhibition materials loan to the State Health Department, District Health Office and
hospitals. In 2010, 1162 health education materials were proofread and 871 materials were revised and
translated.
Audio Visual Service
This division also provides support in audio visual such as preparation of audio visual aids in official
ceremonies, video or audio presentation and video shooting in formal ceremonies and publicity.
Printing
As a leading body for health promotion programs at the national level, the division serves as a storage and
distribution centre of health education materials. The division always received supplies of health educational
materials printed by external printing company. An inventory system was established to manage the incoming
and outgoing materials. The division was also equipped with four high-tech printing machines, conventional
printing machines and heavy duty paper cutters for internal printing works. The internal printing works involved
a total of 195, 050 sheets of A4-sized prints throughout 2010.
The amount of printed materials received from the printing company in 2010 was 3.3 million pieces/copies
with the following breakdown:

A total 3.3 million pieces/ copies of printed materials were distributed throughout 2010 involving 473
applications. About 2.48 million (75.9%) of these materials were distributed to the Health Education Units
throughout the country while 0.82 million (24.1%) were distributed to the external customers such as private
companies, individual, university students, other ministries, non-governmental organisations, religious
organisations and private medical practitioners.

In-Service Training
In 2010, this division had conducted two courses using the provision from Development Expenditure of 9th
Malaysian Plan:

Mind Transformation and Creativity
ii.
Service And Discipline of Government Servants
Excess of the provision was spent to send 12 staffs from this division to attend the training/conference/
seminar organized by external agencies in specific areas such as International Symposium of Health Science,
Diabetes Asia Conference 2010, Crisis Management and others.
This division also collaborated with the Institute of Behavioural Health Research to conduct trainings to
improve the skills of Information Officer.

During the same year, 54 trainings were carried out to strengthen the existing programs. Mostly are train
the trainers program for Young Doctor Program, PROSTAR, Organ Donation, Healthy Lifestyle Campaign,
COMBI and others.
Apart from strengthening programs, core health trainings was also conducted to public health officials on
the ground. The purpose of this training is to develop skills in implementing any health promotion activities.
In 2010, 38 core trainings were carried out involving 1042 participants. The core trainings include:

Research Program
In strengthening the existing programs, this division had taken the initiative to conduct needs analysis studies
as well as evaluating the effectiveness of programs from time to time.
Media Campaign Assessment
The assessment was carried out by the appointed company to measure the effectiveness of media
campaigns. The main focus was to identify the exposure and understanding of the message, the intent to
commit recommended action and the action taken as per recommendation. In 2010, three media campaign
assessments were conducted which includes:
- Healthy Lifestyle Media Campaign
- Tak Nak Media Campaign
- Dengue Prevention And Control Media Campaign
Evaluation on the effectiveness of PPKK
Clients data starting January 2009 to April 2010 from three PPKK was evaluated which involved 93
respondents. Result shows that 60% of the respondents who had weight problems, had lost weight after
joining the activities in PPKK and 7% of them had achieved the ideal weight. Respondents with cholesterol
problems, 52.4% of them obtained favourable cholesterol level after joining the intervention. Those with
blood sugar problems, 52.7% of them had obtained acceptable sugar level while for those with excessive
fat problems, 55.6% of them had achieved favourable fat level after joining the activities in PPKK.
Evaluation on Let’s Reduce Sugar Program in Primary Schools in Putrajaya
The evaluation was carried out at 11 primary schools in Putrajaya that conducted Reduce Sugar Intake
program. Tremendous improvement shows that student’s knowledge on food that contains high sugar
level increased from 2% to 75% after following the program. 29% knew all the six steps to reduce sugar
compared to 16% before the intervention. 84% knew that one teaspoon is recommended for a cup of tea
as compared to 64% before the intervention.

group discussion, face-to-face interviews and questionnaires. Following are the topic of materials that were

Commemoration of Special Health Days
World Health Day
World Health Day was launched by Yang di Pertua Negeri Melaka, TYT Tun Datuk Seri Utama Mohd Khalil
Bin Yaakob on 11th April 2010 at Dataran Pahlawan, Banda Hilir, Malacca. The theme was Urbanization and
Health which aimed to raise public awareness about current health issues globally. Among the activities were
walking 10,000 steps along the Malacca River, street fiesta (Health Zone), seminar, exhibition and gotongroyong.

International Thalassemia Day
National Level International Thalassemia Day was officiated by YBhg. Dato’ Dr. Hasan bin Abdul Rahman
representing the Honourable Minister of Health on 10th May 2010 at Legend Hotel, Kuala Lumpur. The
theme was “Knowledge is Strength” which emphasized on the society’s role to have the knowledge about
thalassemia and encourage the target groups to undergo Thalassemia test. Among the activities were forum,
seminar, exhibition and advertisements in the mass media.

World No Tobacco Day
The opening ceremony of the World No Tobacco Day at national level was officiated by YB Dato’ Sri Liow
Tiong Lai, Minister of Health Malaysia on 31st May 2010 and was held at Mid Valley Mega Mall Exhibition
Hall, Kuala Lumpur. The theme was “Women and Tobacco – Beware!” which aimed to increase women’s
knowledge about the negative impact of smoking. It also emphasized on government’s effort to protect
them from the tobacco industry. Among the activities organized were press conference, advertisements in
the media, women and tobacco seminar, ‘No Tobacco Day 2010’ Special Edition publication and distribution
of educational materials.

Organ Donation Awareness Week
The Organ Donation Awareness Week was held in Taman Tasik Titiwangsa on 16th to 24th October 2010
and was launched by YB Dato’ Sri Liow Tiong Lai, Minister of Health Malaysia. The theme ‘1 Malaysia
1 Hope’ : Donate Organs For Life was to encourage the society to pledge to be an organ donor. It also
encouraged the government, private agencies, and non-governmental organizations to offer support by
giving commitment in promoting organ donation. The activities conducted during the week include talk
shows such as ‘What Say You’ (RTM 2), Bicara Hati Talk Program by National Heart Institute, friday prayer
sermons, joint venture program by Ministry of Health and Pos Malaysia, Al Kuliyyah and others.

World AIDS Day
The World AIDS Day at national level was held at the Education Technology Division, Pengkalan Chepa,
Kota Bharu on 5th December 2010. The theme was ‘Fight AIDS: Everyone’s Responsibility’. The opening
ceremony was officiated by YBhg. Dato’ Dr. Hasan Abdul Rahman, Deputy Director General of Public Health
representing YB Minister of Health Malaysia. The objective is to announce government’s commitment in
providing preventive services, treatment, care and support for those infected with HIV. It also inculcates
awareness among the public the importance of not neglecting HIV sufferers. This event was also aimed to
increase support and involvement of government and non-governmental agencies as well as local community
in preventing the spread of HIV/AIDS. Activities that were conducted include HIV health promotion activities
with KAFA Football players (Red Warrior), officiating of AIDS Bicyclethon among the population, seminar and
HIV/AIDS forum.

Health Education Activities by the Health Staff in the States and Districts
Health education activities conducted at state and district levels are essential to strengthen the
implementation of programs at the national level. Information can be conveyed directly to the target group
through various activities according to the suitability of the target groups. Data on the activities are keyed in
the PKK 201 online reten by the health education practitioners to be displayed on Infosihat website.
In year 2010, individual advice method was recorded as the most numbered activity, followed by small group
discussion and demonstrations. The overall performance of health education activities carried out are as per
the fraction depicted below:

Certification of MS ISO 9001:2008
As a result from our dedication and commitment, this division was awarded with certification of MS ISO
9001:2008 on 13th August 2010 from SIRIM. 10 quality procedures, 6 major procedures and 2 supporting
procedures were developed to strengthen the planning, development, monitoring and evaluating health
promotion programs at divisional level.
Conclusion
As a leading body that monitors the implementation of health promotion programs throughout Malaysia,
Health Education division should always seek new alternatives in conveying information to the public. The
changing pattern of diseases, perception and high public demand for the services provided as well as
constraints from variety of resources had made this division more determined to strengthen the strategy of
health promotion programs.
This division are also facing challenges as the public particularly the target groups as it takes time to change.
Thus, the combination of various methods in delivering information should be done according to their
readiness to change. Social backgrounds and differential in demographic characteristics had demanded a
different approach according to suitability. In upcoming years, the division will leverage from latest information
channels such as twitter and facebook to expand the access of health information.
Way Forward
Based on the 10th Malaysian Plan and Ministry of Health Strategic Plan, this division will go along the
upcoming years with more effective and productive programs. The division will continue to identify appropriate
approaches and channels to convey health information to all levels of society. The division will strive in
creating a healthy and conducive environment for the society to practice healthy lifestyle throughout their life.
The division will explore new opportunities that can act as a platform to strengthen the society’s commitment
to be responsible for their health. Associations, committees, clubs and organizations will be driven to attract
participation from the public. In return, multiple sources can be utilized to its optimum for the benefit of all.
This division will improve health promotion services by enhancing the existing programs and introducing new
programs tailored to the current needs. In addition, it aims to train government servants on the ground to be
competent to conduct health promotion activities to the public.
Efforts were also focused on widening the coverage of programs such as Young Doctor and PROSTAR.
Such programs are very significant as an initiative to produce young generations who cultivate healthy
lifestyle in their daily lives. In addition, various intervention packages will be introduced to suit each target
groups.
In the future, this division aims to create new facilities that provide health promotion services. This includes
the use of outlets such as kiosks in shopping malls, mobile vehicles which provide health exhibition and
establishing a specific radio channel to promote health to the public.
All the vision and mission are far from reach without full cooperation from various parties. Hence, the division
will always strive to foster smart collaboration with various agencies in each setting for the benefit of all.
