Career opportunities
Pet owners are reminded to renew the registration of their cats and dogs by 10 April.
One of the benefits of registration is that it is the the best and fastest way to ensure your pet is returned to
you, should it be lost or wandering and found wearing the Council identification marker.
Whitehorse Councillor Philip Daw said dogs and cats must be microchipped and registered with Council by
three months of age and owner’s must renew their pet’s registration by 10 April each year to avoid a fine.
“All pet owners in Whitehorse need to ensure that registrations for their dogs and cats are up to date and
that their pets have registration tags attached to their collars,” Cr Daw said.
Cr Daw said registering your pet greatly improves the chances of them being returned to you if they are lost.
“Registration also supports a number of important services including removing wandering dogs from the
streets, dealing with nuisance problems such as barking dogs, control of dangerous animals, education
programs, cat curefews and Council licensing of animal businesses,” Cr Daw said.
Owners of registered pets will receive renewal notices
in the mail in March.
Registration renewals can be paid via Council’s
website, BPay or by using the prepaid envelope
supplied with the registration renewal
or at one of Council’s three Customer
Service Centres.

Business is big in Whitehorse!
The total yearly value of all goods and services produced
by Whitehorse businesses is an impressive $15 billion.
There’s an estimated 9000 businesses based in Whitehorse,
with about 98% of these classified as small businesses
(employing less than 20 people).
Based on employment numbers, the biggest industries
in Whitehorse are: health care and social assistance
(10,115), education and training (7294), retail trade (7083),
professional, scientific and technical services (4981) and
public administration and safety (4226).
Some of the biggest businesses in Whitehorse are SCA
Hygiene Australasia, ARRB Group, Deakin University,
Epworth Eastern and Yarra Valley Water.
Among the oldest businesses in Whitehorse are Hazelwood
& Hill (established in Whitehorse more than 80 years ago),

Each year, Whitehorse City Council recognises and promotes the outstanding efforts of people
who live, work or volunteer in the municipality. Congratulations to all recipients of the 2015
Whitehorse Australia Day Awards.
Joint Young Citizens of the Year
WHITNEY YIP
GLEN VERNAL
Twenty-five year old Whitney Yip
is the joint recipient of the Young
Citizen of the Year Award for 2015.
Sixteen year old Glen Vernal has been
chosen as joint Young Citizen of Year
for 2015 for his sporting achievements,
mentoring of young people, leadership
and community service.
A businesswoman, mother, student and
Parent Effectiveness Instructor, Whitney
is a very busy young person, but she is
dedicated to giving back to the community
and helping the lives of children.
She founded the Safe & Happy Kids program
(safeandhappykids.com.au) almost two years
ago in an effort to combat bullying and child
sexual abuse. The program promotes the
preservation of personal safety to parents
and children up to 12 years
of age through music,
art and play.
Whitney
was also
awarded
Young
Person of
the Month
in February
2014.
He is an accomplished sportsman with
many triumphs, including team captain
for the Little Athletics Nunawading Centre
in 2013/14 and winning the Les Plummer
Award for most outstanding Little
Athletics athlete in 2011/12 and 2010/11.
Glen regularly attends school working bees,
takes part in charity running events and he
has supported Scout Street Orienteering in
2014 and 2013, which involves mentoring
younger members of the Scout
movement. He has also taken
on many leadership positions
within the Scout
movement.
Australia Day Trophy
Whitehorse Showtime
Scout Association of Australia – Victoria Branch
Whitehorse Showtime is an annual Scouts and Guides association theatrical show
performed at the Whitehorse Centre. It is one of the largest Scout shows in the
world with a cast of more than 150 young people completing the 50th season
of the program in 2014.
There are also almost 200 people behind the scenes helping to put the
performance together.
The program provides invaluable experience to people of all ages in areas such
as scriptwriting, singing, dancing, costume making and stage craft.
The creative team spends five months bringing stories, songs and plot lines
together, after which it is the production team’s job to take this vision and make

Lifelong Burwood resident
Valma Fell is passionate
about preserving our
local history for future
generations. Her family
history can be traced back
to as early as the 1870s to
when her family attended
Burwood Primary School.
Box Hill North’s
Maurice Pagram is the
hardworking President
of the Blackburn North
Bowling Club. After
joining the club in 2004,
he quickly took on a
committee position and
became President for two
years from 2007 and then
again for the past five
years from 2009.
Alan Mee, of Blackburn, is
an outstanding volunteer
for Eastern Volunteers.
Mitcham's Penny Crossman
has made a significant
contribution through her
work as a biology and
science teacher at a number
of schools. She was recently
awarded for 25 years
of service at Whitefriars
College in Donvale where
she has acted as a pastoral
care teacher, been actively
involved in international
exchange programs and
mentored Chinese students.
Jess Groszek, of Blackburn
North, has pioneered
the work of Unshackled
– a movement based in
Blackburn which aims to
bring an end to human
trafficking and slavery.
Glen Waverly’s Colin
Jeffery has been a
dedicated President of
East Burwood Tennis Club
since 2005 and has had a
connection with the club
since 1966 as both a player
and committee member.
Valma has dedicated
much of her time to the
Burwood History Group
and from 1994 has been
a gifted convenor, helping
to research information
on Burwood Cemetery
and provide all sorts of
local history in response
to requests. Without
Valma, and the assistance
of her husband Frank,
much of the history of
Burwood would have
been forgotten.
Maurice put together a
program that enabled the
club to maintain its greens
in good condition, which
inspired many other bowling
clubs to do the same.
He has made a number of
other improvements that
have contributed greatly
to the club, allowing it
to save money and offer
more to members.
Alan volunteers four
days a week as a driver
for Eastern Volunteers’
transport service, which
helps frail older residents
or people with a disability
with transport to medical
appointments, social
outings, shopping trips
and community facilities.
He is an unassuming,
friendly, committed and
dependable volunteer
driver. In the past 12
months alone, Alan has
taken more than 400
residents on booked
trips, worked more
than 480 hours and
driven more than
3000 kilometres.
Penny also set up a blood
bank program where
students can donate
blood each month,
resulting in more than 100
donations each year. She
is an active community
member who takes part in
Neighbourhood Watch and
gets behind local issues.
Since 2011, Jess has
focused on making a
global issue one that
can be tackled on a local
level and she has reached
thousands of people in
Whitehorse and beyond,
calling on them to initiate
change in their suburb.
Jess also launched
Unshackled Week, an
annual weeklong series
of nightly seminars that
mix creativity, music,
information and action
against human trafficking.
Colin actively encourages
young people to participate
in tennis and arranges
tournaments for various
age groups. He has
also fostered the local
Vietnamese community to
take up the sport, resulting
in many new members.
Colin, who is 79 years of
age, is very enthusiastic
in overseeing night tennis
teams, midweek ladies
competitions, social playing
and tournament teams.

M
ake walking, cycling, or car-pooling to school part of
your new year’s resolution in 2015.
Drop-off and pick-up areas
With the school term beginning for
another year at school for children,
Council is urging parents and carers
to follow the law when dropping
and picking up children from school.
School drop-off and pick-up can
often present serious safety issues if
traffic is not managed properly.
Drivers need to respect road rules
and parking signs including posted
speed limits and designated dropoff and pick-up areas.
It is important that parents
park legally to provide a safer
environment for children.
Parking within 20 metres before
a designated school crossing or
10 metres after is illegal. Double
parking restricts the view of drivers,
forces children onto the road and
obstructs the flow of traffic.
Teaching good habits
Walking or cycling to school is a
great way to reduce the traffic
congestion around schools, keep fit,
and decrease the impact of cars on
the environment.
Take advantage of the great
weather and help your children
include some exercise as part of
their trip to and from school. If you
live too far from school, try parking
a few streets away and walking
the remainder of the distance. You
will be helping the environment,
improving road safety around
schools, and becoming healthier.
Please help your children to learn
about road safety by displaying
safe travel behaviour for them to
model. Use a school crossing or
other safe place to cross the road,
and remember to ‘Stop, Look,
Listen, Think’ before stepping off
the kerb.
School speed zones and parking
restrictions have been implemented
around schools to improve the
safety for students.

child and other children when
dropping-off and picking-up from

ocal businesses are being given the chance to “boost their business”
through a week-long series of workshops, seminars and information
sessions held by Whitehorse City Council’s Business and Economic
Development Unit.
Whitehorse Councillor Sharon Ellis said bookings are now open for the Boost Your Business
(BYB) program, being held from Monday 23 March to Friday 27 March 2015.
"The program has been designed to give local businesses the opportunity to access new
ways to improve and grow their businesses. Events during BYB are offered free of charge
or at a very low rate," Cr Ellis said.

recycling
service
C
ouncil has introduced a
new free drop off x-ray
film recycling service.
Whitehorse Councillor Helen Harris
OAM said the new service would
provide residents - particularly
those that have a large amount
of x-ray films to dispose of - with
a convenient and easy system to
recycle their x-rays.
“Whitehorse residents can now
dispose of x-rays that they no longer
require at specially marked recycling
bins located around the municipality,”
Cr Harris said.
The x-ray recycling bins
are located at:
• Whitehorse Recycling and Waste
Centre, Vermont South (please
hand x-ray films directly to the
weighbridge staff)
• Forest Hill Customer Service Centre
• Box Hill Customer Service Centre
• Nunawading Customer
Service Centre
X-ray films contain silver which
is fully recovered as part of the
recycling process. They are processed
in an EPA-licensed refinery based in
Melbourne to extract the silver.
Council’s contractor recognises
that all x-rays and the patient
packets that contain them are
confidential documents and treats
them accordingly.
X-ray films currently contribute
to the 5 per cent of hazardous
waste that the average Whitehorse
household disposes of in their
rubbish bin.

Parent Information Forum
How do we know when children are ready for such important transitions in
their lives?
This very question will be explored at Council’s Parent Information Forum on
Thursday 26 March.
Council holds a series of forums each year presented by experts to cover
a broad range of topics that help make the important job of parenting a
little bit easier.
At the Kinder and School Readiness: What’s the Hurry? forum, presenter Kathy
Walker will discuss readiness indicators and the importance of sending children
to kinder and/or school when they have the maturity to make the most or their
learning rather than just cope or play catch up for many years. Kathy Walker is
a leading parenting and education expert, public speaker and author with more
than 30 years experience.

W
hether it is help with job seeking, information about supports and services
or the opportunity to practise your music, Council’s youth centre offers
a comfortable environment for young people to find information and seek
assistance on a range of issues.
Young people aged 12-25 are invited to visit Youth ConneXions
in Box Hill to find out more about the many activities, programs
and events on offer.
All services are free and include:
• Use of computers, internet, phone, fax and photocopier
• Friendly youth workers to have a chat
• Assistance with employment and resume writing
• Personal support
• Referrals to a range of services including accommodation,
health and wellbeing, drug and alcohol workers, legal and
financial support
• Table tennis, pool table, games and a relaxing couch area
• Hot and cold drinks.
Youth ConneXions also offers a recording studio program on
Tuesday afternoons from 1pm-5pm by appointment. Young
people can book the studio for some recording time or make
use of the many instruments available.

of the Month Award.
The Whitehorse Homework Support Program,
Cruzin’ Study, is a great way to get on top
of homework.
The award celebrates the efforts of young people
in the municipality and the great contributions they
make to the community. Young people who excel
at school, sport, the arts or community work can
be nominated for the monthly award.
The program provides all young people with
assistance from professional tutors in a range
of subjects including English, history, maths,
science and humanities.
The program also provides access to computers
for research and writing, Wi-Fi, printing and
photocopying, and free snacks to keep the
brain cells firing.
Monthly winners receive a JB Hi-Fi voucher in
recognition of their achievements and will feature in
a story published in Council’s monthly newspaper,
the Whitehorse News. It is also a great achievement
for young people to list in their resume as they take
their first step in their chosen career.
Cruzin’ Study aims to assist young people
who may have difficulty with their school work
whether they be secondary school students,
TAFE or university students. The program is
open to young people who live, work or study
in the City of Whitehorse or have a significant
connection to the municipality.
Award winners then go into the running to be
named as Whitehorse Young Citizen of the Year
for 2016, which is announced as part of Council’s
Australia Day celebrations.
An initiative of Council’s Health and Family
Services Department and the Whitehorse Regional
Library Corporation, the program is open to
students from secondary schools, TAFE and
universities or any other educational institution.

Y
our feedback is sought on Morack Public Golf Course to help Council develop
a plan for the future direction of the facility.
Morack is an important community facility that provides recreation opportunities for the residents of
Whitehorse and for people from across the eastern region. The facility features an 18-hole golf course,
20-bay floodlit driving range, two practice putting greens, a comprehensive pro-shop, and outdoor
barbeque and seating areas.
Council has engaged Well Played Golf Business Consultancy to develop the Strategic Plan for Morack
and is inviting everyone to fill in a survey to have a say in the future planning of the golf course.
Results from the survey will provide Council with valuable insights into how often people visit
and why, how satisfied they are with the facility, whether people who do not use it would
consider trying Morack if improvements were made and community priorities on future
improvements. All responses are confidential.
Whether you tee off at Morack or might consider doing so in future, please get involved
– it only takes 10-15 minutes to have your say.

and fitness goals, plus it’s much more enjoyable, motivating and rewarding.
Studies have shown that people who exercise with
friends will go to the gym more often and push
themselves harder than if they went to the gym alone.
Become a Wiser Driver
R
eflexes, confidence and awareness are important
skills for drivers of all ages. But as we age some of
the skills we take for granted can begin to wane.
Council is running the popular four week Wiser Driver courses
throughout 2015 to help older drivers stay safe on Whitehorse’s
roads for as long as possible.
It has also been identified that women who exercise
with friends burn almost 20 per cent more calories
compared to women exercising on their own.
The course is also helpful for experienced drivers to upgrade their
knowledge and discuss important issues facing mature drivers so
they can continue to make informed decisions about their future
transport options.
Friends can help keep you motivated and be there
when times get tough, but most importantly
exercising with a friend is fun.
From 2-20 February 2015, join Aqualink with a
friend to reap the rewards of a healthier you in
2015 and enjoy a reduced joining fee.
The seminar is offered free of charge to drivers aged 50 years and older.

As this is the first Ward column for 2015
we wish you a happy, healthy and successful
year ahead.
Last year was an extremely busy and rewarding
year as Mayor, so I am looking forward to a
slightly more relaxed 2015.
Whitehorse has a myriad of events each year
where the community can come together and
celebrate. Australia Day celebrations are always
an exciting start to each year and Carols by
Candlelight are wonderful conclusion.
In between times we have Music in the Park,
Women’s Forums, Spring Festival and many
other great events. Hopefully, I will have a
chance to meet many of you during the year.
Wembley Park
This well-utilised soccer field has been
undergoing reconstruction works over the
Christmas break. Lime stabilisation works were
undertaken prior to a roll-out of new turf.
This fantastic club has undergone enormous
growth in recent years and has experienced
huge success, particularly with their women’s
teams. We wish them a successful 2015 on
their reconstructed grounds.
Whitehorse Theatre
This year’s season offers some fantastic
entertainment and if you haven’t yet attended a
show it is worth checking out their website. It is
a popular destination for many Riversdale Ward
residents and I always enjoy catching up with
them at this popular venue - even if it is at the
other end of the city!

Star Rating Helps the Food Hygiene
Assessment (FHA) system
In 1996, Council adopted the Food Hygiene
Assessment (FHA) system as the principal
surveillance method of food premises. During
2014, the results of food safety performance
for food businesses are: 92% of premises
being compliant compared to 90.3 % in 2013
and 88% in 2012. They are better than the
state average which is 80% of premises being
compliant based on 2013 and 2012 data. The
good result is partly due to Council applying a
differential fee structure as incentive.
The registration fees are based on the food
premises' star rating. For example, a 5 star
rating will result in a 10% decrease in the
standard registration fee, a 2 star rating will
result in a 30% increase in the standard
registration fee and a 1 star rating will result in a
40% increase in the standard registration fee.
Road Injury and Fataltiy Statistics in
Whitehorse During 2009-2013
A summary of the road injury and fatality
statistics in Whitehorse during 2009-2013:
•R
oad users aged 18 to 25 years were involved
in the highest proportion of injuries and
fatalities (23%).
• Community members aged over 60 years
are over represented in pedestrian fatality
and injury crashes.
• Drivers and passengers were involved in
78% of all injuries and fatalities. Pedestrians,
cyclists and motorcyclists were involved in
the remaining 22%.
• Cyclists were involved in 5% of fatalities
and injuries; this is half the rate for the
Metropolitan area of Melbourne (10%)
• The most common type of crash involved
vehicle rear ends (27%) and side impacts
at intersections (27%). Other common
types of crashes were run off the
road, head on and crashes involving
pedestrians.
However, it is pleasing to know over
the past 10 years, the work undertaken
by Council, the State Government and
community organisations have resulted
in a 41% reduction in road injuries and
fatalities within Whitehorse.
Charity Function
Just before Christmas break, I was involved
in organising a 2014 Singing Talent
Competition to raise funds for the Eastern
Health Foundation to help cancer patients
at Box Hill Hospital. A total of $14,370
was raised.

Welcome to 2015. I hope there was a chance
to relax over the holiday season and maybe do
some of the things that we all put off with our
busy lives.
Nunawading Community Garden
Many of our community enjoy tending their
plots at the Jolimont Road facility. The variety
of fruit and vegetables (and flowers) grown is
truly amazing. The health benefits of eating
fresh produce is undoubted and the fact of
growing your own makes it especially beneficial,
I reckon! Of course the social interaction is also
important and the helpful tips and advice and
encouragement is what makes this facility so
enjoyable and worthwhile. Come and have a
look around if you haven’t already done so. I’m
sure you’ll be impressed.
Storm Damage
Early in January, severe storm damage affected
our municipality including areas of Vermont,
St. James Primary School, Campbell’s Croft etc.
Thankfully no one was injured. Crews from
Council were on the spot to clean up fallen
trees on local roads and ensure stormwater
drains were clear. This is an important service
provided by our Council and we thank them for
their untiring efforts.
Budget Deliberations
At this time of the year, as your Councillors,
we are deliberating over the 2015/16 Budget.
This will be an especially challenging time as we
come to terms with the
new State Government
policies. Your input will be
sought and valued as it is
your money (rates) that
fund the vast majority of
the services provided in
our municipality. I’m keen
to get your ideas about
where we can reduce
expenditure in particular.

The Swing Pop Boom! series opens on

night, rock ‘n’ roll and war inspired jazz from the 1940s.
The free concert series will be held in two of the City’s local parks with the final
concert at the iconic Box Hill Town Hall.

mateship in the outback. Narrated by
Noah Taylor, who plays the local publican,

Play Space opens
W
hitehorse City Council
has completed the much
anticipated upgrade of the East
Burwood Reserve play space.
The new play space at the northern
end of East Burwood Reserve, near the
tennis courts, has been redeveloped
to create a more accessible and
stimulating play environment for children
in the local community.
The play space features a variety of climbing,
swinging, sliding and sensory play experiences, as well as a safe rubber
playground surface. The play equipment includes a multi-activity
combination unit with a basket swing, monkey bars, rock climbing wall
and a flying fox.
As well as play equipment, there are also natural play areas with native
plants and a dry creek bed for children to explore natural and sensory play
opportunities. Rock boulders and logs have also been placed throughout
the play space to provide natural play features as well as informal seating.
There is also a central gathering area away from the road but close to the
play space with two new bench seats, a grass kickabout area, and new
tree plantings to provide shade and enclosure.
The play space was designed in accordance with the guidelines of the
Whitehorse Play Space Strategy 2011.
Neighbourhood houses save with solar
olar panels installed at neighbourhood houses in the City of Whitehorse,
have helped to significantly lower power bills and reduce coal-generated

Council provided funding for solar photovoltaic systems at Clota Cottage Neighbourhood
House in Box Hill, Mitcham Community House, Burwood Neighbourhood House, the
Bennettswood Neighbourhood House in Burwood, Box Hill South Neighbourhood House,
Kerrimuir Neighbourhood House in Box Hill North and Koonung Cottage Community House
in Blackburn North.
The installation of solar panels has helped Whitehorse’s
neighbourhood houses to cut their greenhouse gas

The project was part of Council’s Energy Action Plan 2009-2014.
Council offers a one-off $100 rebate for solar hot water
units and $154 for solar panels as an incentive for people
to take up renewable energy.

Chinese New Year
Library events

n Saturday 14 February Box Hill Mall will be awash with
dazzling colours, sounds, dance and delicious treats for
the annual Chinese New Year festival.
Coffee Cart Book Circle
Blackburn Library’s Book Circle will kick off its
first session with a coffee and cake cart. The
Book Circle meets on the first Tuesday of every
month from 10am-11am. No bookings required.
Mark your calendar and be sure to be there to celebrate the Year of the
Sheep and catch the spectacular traditional parade during the 12 hour event
running from 1pm-1am.

This showcase of Chinese culture will include activities and entertainment for
all ages.
Council is proud to once again support the Asian Business Association of
Whitehorse as it hosts one of the largest Chinese New Year celebrations in
Melbourne, with crowds expected to exceed 80,000 people.
Watch the stunning Parade of Choi Sun (the Chinese God of Fortune), pray
at the giant Buddha statue, enjoy the traditional lion and dragon dancers
moving through the crowd and marvel at the firecracker show and martial arts
demonstrations. Singers, dancers, games and amusement rides for all ages are
also on offer and beautiful Chinese New Year souvenirs and merchandise will
be available from the stalls, as well as authentic Asian cuisine. SBS Radio will
broadcast live from the event.
The festival will be held in and around the Box Hill Mall and along the section
of Whitehorse Road adjoining the Mall.
This cross-cultural event is waste wise and Council is working with the Asian
Business Association of Whitehorse to encourage stallholders to reduce and
recycle waste. Volunteers will assist visitors as they recycle their waste at the
appropriate bins at the event.

roads will also be closed. Visitors are
encouraged to use public transport.

Farmers Market, held on the
second Sunday of every month
in Nunawading.
The band will be performing music from its latest CD set to be released
at Easter. Guest soloist for the concert will be Don Immel, Head of
Brass and Orchestral studies from the University of Melbourne, Faculty
of the VCA.
The market allows the community to meet
farmers, buy organic food and lower their
environmental footprint by purchasing
food produced locally and regionally.
More than 1500 patrons enjoy the fresh

Attracting Birds to Backyards
ox Hill City Band, one of the oldest bands in Victoria,
has been invited to join with the Melbourne
Symphony Orchestra at its Bohemian Rhapsodies concert
at the Myer Music Bowl on Saturday 21 February.
The earliest known record of Box Hill City Band dates back to 1889.
The group plays ensemble music ranging from jazz and rock to
classical music, and performs at local festivals, schools, jazz venues,
corporate events and in parades such as Anzac Day.

Artist to hold drawing
workshops for adults
with a disability
V
isual and community artist Melissa Peacock has been selected
as Box Hill Community Art Centre’s (BHCAC) new Artist in
Residence for 2015.
Her project as Artist in Residence at BHCAC will involve workshops for adults with a
disability who wish to celebrate, develop and continue to explore skills in drawing.
Melissa will be running the program in Term 2 and Term 3 and interested people
should contact BHCAC on 9895 8888 for more information.
Melissa has worked as a community arts worker and coordinator of an arts and crafts
studio in Edinburgh, Scotland.
Growing up in the Pyrenees region of Victoria on a sheep and wheat farm, Melissa’s
work explores the idea of sharing spaces in rural and urban landscapes.
Last year, she was the Project Coordinator of the Shaun the Sheep Pompom Parade
in the Pyrenees.
The Artist in Residence program aims to provide an artist with the opportunity
to develop their artistic practice and contribute to the rich cultural diversity in
Whitehorse by connecting the community through art. The residency is for a
12-month period during which the Artist in Residence is required to work on a
project of benefit to the local community, BHCAC and the artist.
The studio provided to the artist is known as the “The Loft” and is a purpose-built
studio located in the roofline of BHCAC, overlooking a large ceramics studio and the
Centre’s beautifully landscaped gardens.
Applications for the 2016 Artist in Residence program will open later this year.

Unveiling the Great Wall

he Great Wall of Blackburn Lake will
be unveiled at a special event on
Friday 13 February.

A
re you looking for a chance to show your talent
to the world?
The retaining wall at Blackburn Lake has had
a makeover with a colourful mosaic mural
designed to raise awareness of protecting
our local waterways.
Council is looking for performers for a new public space initiative in
Box Hill over three Fridays in April.
The mural was created by local artist
Lucienne Noontil, who worked with
school students to design mosaic tiles
that show the wildlife found at the
lake and spell out the slogan “Healthy
Waterways Healthy Habitat”.
We’re looking for performances suitable for a small outdoor space
that are acoustic or that can provide their own amplification.

properties downstream from flooding in case
of a major rainfall event.

the Visitor Centre display and taking part in activities organised by Melbourne Water.
The artwork is a partnership project between Melbourne Water and Whitehorse Council.
