A
webinar series on asphalt pavement has begun as a partnership of the National Asphalt Pavement
Association and the State Asphalt Pavement Associations. The first program was held on Earth Day,
April 22. Entitled Sustainable Pavement and Carbon Counting: Making the Case for Asphalt, the
program explained why asphalt continues to be a highly sustainable pavement and provided an understanding
of how a pavement's greenhouse gas carbon footprint is calculated and how different types of pavements
compare. The program also discussed how the inclusion of RAP or the use of warm mix reduces greenhouse
gas emissions and how the LEED green building rating system and the ISO's 14,000 series is defined.

pervious concrete pavement
due to “rapid deterioration
and early failure.” A report
(Pervious Core Petrography
Summary Report) has been
published
that
explains
the causes of the damage.
A
ccording to the United States EPA, “there is no official standard
or labeling program to designate cool paving materials, and
research in this area is in an early stage. Other factors including
shadows from nearby structures, changes in pavement characteristics
over time, and the absorption by buildings of solar radiation reflected
from the pavement surface.” Density, heat capacity, thickness, porosity,
and a myriad of other factors affect pavement surface temperature as
well. Open-graded asphalt pavement surfaces placed on top of concrete
freeways are highly successful in reducing pavement surface temperature.

CDOT Turning Construction Green
Energy Savings To Be Realized on Construction Projects
A joint effort of the asphalt industry of Colorado through CAPA and CDOT has led
to a change in specification requirements that will result in less energy being used on
CDOT asphalt paving projects. Hydrated lime is added to CDOT hot mix asphalt
mixes to ensure durable pavements. Currently, CDOT requires water to be added
to the hydrated lime to ensure proper blending of the materials. The added water
requires additional fuel to dry and produce the final hot mix asphalt materials through the production plant. In addition,
there are some materials that may not need the water for proper blending. The change in specification requirement will
put more responsibility on the contractor for quality control but will allow a reduction in needed water and fuel for the
production plant. It is estimated that the change will result in a 5% - 10% energy savings on many CDOT asphalt projects
this year and into the future.

SB 108 TO ADD $250 M/Yr. to TRANSPORTATION FUNDING
Senate Bill 108 (Funding Advancement for Surface Transportation & Economic Recovery – FASTER) was signed
into law by Governor Ritter on March 1. The bill increases vehicle registration fees to increase transportation
funding in Colorado by approximately $250 M/year. CAPA supported a CCA led coalition for approval of SB

Educating Your Work Force on the EMPLOYEE FREE
CHOICE ACT (EFCA)
The Employee Free Choice Act is proposed federal legislation that interferes with the democratic process by
taking away an employee’s right to a secret ballot election to decide whether they want union representation. Informational materials are available from the CAPA website at www.co-asphalt.com.

Unmodified asphalt (PG 64-22 and PG 58-28) is readily available
with several suppliers providing these grades. The Colorado
outlook for supply of unmodified asphalt for 2009 is good. The
good news on the supply of modified asphalt (PG 58-34, PG 64-28,
PG 76-28) is that there are three new suppliers who have been added
to the CDOT Qualified Binder Suppliers List (Mt. States Materials,
NuStar Energy, and Paramount Petroleum). The other news is that
Suncor Energy is in contract negotiation with SemGroup Energy
Partners, L.P. to secure the four Colorado assets that were formerly
owned by SemMaterials. If successful, Suncor should be providing
polymer modified asphalt and emulsified asphalt throughout the
state within the next month.
Modified Asphalt Producers
Update Supply Outlook
The Association of Modified Asphalt Producers (AMAP) have updated
their SBS Polymer Supply Outlook. The outlook is available as a
download from www.modifiedasphalt.org or from the CAPA website,
www.co-asphalt.com The outlook includes the following statement.
"There have been a number of new developments that they anticipate will give SBS
producers greater access to the raw material, and the ability to build inventory
in the coming months in anticipation of the upcoming paving season."

Recently completed CDOT research indicates that asphalt rehabilitation
projects using a 2” mill and overlay approach have an average life expectancy
of 12 years. This is 2 years longer than the previously held 10 years. The
research study Performance Evaluation of Various HMA Rehabilitation
Strategies (Report No. CDOT-2008-9-Final Report) was conducted by
Colorado State University Professor Scott Shuler and Graduate Assistant
Christopher Schmidt. The study analyzed performance data from
numerous projects and evaluated a variety of rehabilitation strategies.
As a result of the research conclusions, CDOT has made a policy change
to increase the life expectancy of asphalt mill and fill overlays from 10

The use of
warm mix
asphalt
( W M A )
was front and center at the recent
Rocky Mountain Asphalt Conference
& Equipment Show. In addition, to
an informative breakout session on
the design and construction of WMA,
two outdoor demonstrations were
held. A production and placement
demonstration was held at the Brannan
Sand & Gravel HMA plant off of I-76 in
north Denver and a WMA placement
demonstration was held on a City of
Aurora street. Cold temperatures were
ideal for the events. About 200 people
attended the demo at Brannan’s plant
where the warm mix was produced
using Gencor’s foaming process. More
warm-mix asphalt was placed later in
the day on a street in Aurora, Colo. The
crews used a total of 500 tons of warm mix for paving, with the temperatures under the screed at about 250o. The
Brannan paving team achieved 94 percent compaction. During earlier experiments with the warm mix, Brannan
crews were able to achieve compaction with temperatures under the screed well under 200o. For more information

An enthusiastic crowd of nearly 400 congratulated the award recipients of the 15th Annual "Best in Colorado"
Awards Dinner & Program held in conjunction with the Annual Conference on February 18. A special treat
was the keynote address from CDOT Executive Director Russ George. Mr. George commented on the Federal
Economic Stimulus and Senate Bill 108 - the FASTER Transportation bill. Those in attendance enjoyed a reception
in the Trade Show, a wonderful dinner and recognition of the award winners and several special awards. A few
of the highlights included:
• Thirteen "Best in Colorado" asphalt awards presented to recognize quality and project achievement
• A special “Partnership Award” presented to the City and County of Denver and Urban Drainage and
Flood Control District for the “pave green” porous asphalt project.

CDOT HMA Quality in Production of HMA Awards
Congratulations Award Recipients!!
In 2002 the Colorado DOT began to monitor the quality of plant produced hot mix asphalt (HMA) from each supplier. The
goal of this effort was to identify and acknowledge the single HMA supplier who most consistently meets specification
requirements. There are two categories for the award. The first is for those producing more than 100,000 tons of HMA
for CDOT. The second is for those producing less than 100,000 tons of HMA.
Project test results are evaluated and all suppliers are ranked on their ability to consistently provide HMA that meets the
CDOT specification requirements. Results are reviewed for the tests of Percent Asphalt Cement, Voids in the Mineral
Aggregate, Voids, Lottmans, and Hveem Stability. The supplier with the highest percentage of passing test results
receives the highest rating.

to the course and hits home the key concepts taught in the
lectures,” stated Professor Scott Shuler.
