Discharge Elimination
System (MPDES) permit
for discharge of treated
wastewater from the City
of Harlem Wastewater
Treatment Plant (WWTP)
to the Milk River. A fact
sheet is available for
review, and describes the
rationale for the permit
renewal. The applicant
operates a 3-cell aerated
and 2-cell settling facility
with continuous discharge
and disinfection. The
average facility design
flow is 0.11 million gallons
per day (mgd) and effluent
is discharged from Outfall
001 to the Milk River.
The proposed permit will
continue to apply limits for
5-day biochemical oxygen
demand (BOD5), total
suspended solids (TSS),
Escherichia coli (E. coli)
bacteria, and pH.
Proposed changes from
the previous permit include more stringent limits
for total residual chlorine
(TRC), and proposed
limits for ammonia, oil &
grease, and nutrients. The
proposed permit requires
periodic self-monitoring
of discharge quality and
quantity, with monthly
reporting of results. This
permit and fact sheet will
be submitted to the EPA
for approval.
