On behalf of the Board of Directors for P.E.I. Crime Stoppers, it gives me great pleasure to present
to you the 2011 Prince Edward Island Crime Stoppers’ Awareness Guide. This guide is intended
to provide an overview of our program and as a vehicle to thank our many supporters and partners.
This year marks the 22nd year of operation for Prince Edward Island Crime Stoppers. This year,
we placed special emphasis on upgrading and improving our website and social media presence as
well as overall awareness of our program on the Island. As a result, we have seen a marked increase
in our overall tips received and web-based tips received. We also continue to work closely with
our law enforcement and media partners to ensure Islanders are aware of crime and crime
prevention.
It continues to be my privilege to serve on the PEI Crime Stoppers Board of Directors as President
along with the many other committed volunteers, all of whom share a passion in working together
to promote safety and well-being within our Island homes and communities. A very special "thank you" to each of you and to
the many other volunteers who continue to support us.
I would also like to take this opportunity to thank all those anonymous callers to our "tipline" who continue to assist law
enforcement agencies. Your calls do make a difference in the lives of those affected by crime!
To those who have supported us financially, again a big “Thank You.” As our program relies entirely on donations from private
citizens, organizations, local business, government and fund raising activities, all contributions are significant. We have been
proud of our record in serving communities throughout Prince Edward Island, and it is through this financial support that we
continue to be able to operate our program. We are very appreciative of current financial supporters and count on your continued

As Commanding Officer of “L” Division RCMP, I am pleased to be part of this outreach to the public to promote the
excellent work of Crime Stoppers on Prince Edward Island.
PEI Crime Stoppers began in 1988, and since that time, 5,158 calls, and now web tips which already number close to
500, have been a key component to solving 974 cases, making 671 arrests and the recovery of well over 2.6 million dollars
in stolen property and drugs seized.
The numbers speak for themselves and indicate that everyone on Prince Edward Island understands the effectiveness of
a community policing a community, and no one entity does so alone. Crime Stoppers is a partnership of many including
Island media who quickly respond to issues that are highlighted through tips from the public. Together, police agencies
across Prince Edward Island work with the information provided by concerned citizens and promoted by media. It is
this community network that ensures the work of Crime Stoppers can be as successful as it has been over the years.
“L” Division RCMP on Prince Edward Island is honoured to be part of the PEI Crime Stoppers and this, the Annual
Awareness Guide. The RCMP on the Island has a long history with PEI Crime Stoppers’ Manager/Coordinator, Phil Pitts
as a retired member of our Division. Phil continually works closely with our employees and all policing agencies across
Prince Edward Island to assist in solving crimes in our local communities.
I commend all those who have called in to the “tip line” for your willingness to be involved in their own safety and taking
part in activities that continue to create safe environments for all to enjoy. It is something that Crime Stoppers also should
be proud of; but, it is also something that every Islander should be proud of as well. It’s a partnership with a great track
record.
On behalf of the RCMP on Prince Edward Island, I would like to thank the volunteer Board as well as the many members
of our community who provide direction and support to the Crime Stoppers program through fund raising, public
awareness, education and numerous other activities on a volunteer basis. I also congratulate PEI Crime Stoppers for the
many years of service to Islanders and visitors to our province and wish everyone involved many more years of success!

On behalf of the Charlottetown Police Department, I wish to congratulate PEI Crime Stoppers on this their 22nd year of
operation and for producing their 14th Annual Awareness Guide.
Addressing the issue of crime is one, which is done on many fronts, involving many individuals, groups and organizations.
A key in dealing with crime and helping with crime prevention is through participation, prevention and increased
awareness.
The Crime Stoppers program is an integral part in the fight against crime. Through its program and awareness guide, our
communities are provided with an anonymous means to report crimes they may have witnessed or about which they may
have obtained information, which contributes to community safety in a very real way. In addition, the production of the
guide also provides information that can help safeguard against crime.
Information and leads that are provided to Crime Stoppers assist police in the solving of crimes that have been committed
and prevent the perpetrators from victimizing others. Through PEI Crime Stoppers, close to 1,000 criminal cases have
been solved, with more than 1.5 million dollars in drugs and just over 1 million dollars in property being seized. Tips
provide police and others with valuable insight into the crime trends in our communities and neighbourhoods. Better
awareness leads to better prevention, which ultimately leads to safer communities.
Crime Stoppers cannot operate without dedicated, hard-working people. Charlottetown Police Services is proud to work
with the Volunteer Board and the Program Coordinator, Phil Pitts. These individuals and the many sponsors of the program
recognize the value and positive impact that Crime Stoppers has within our community.

Congratulations once again, to PEI Crime Stoppers for continuing their good work in producing their Annual Awareness
Guide. Since the program began on PEI in 1989, over 970 cases have been solved, 671 arrests have been made as a
results of tips, and well over 2.6 million dollars in stolen property and drugs seized. This program is one of the greatest
crime fighting resources we have at our disposal, and it must remain as an integral component in assisting law enforcement
officials in solving crime. No matter where you live in this great country, or whether you are served by the RCMP or a
municipal police service, Crime Stoppers plays a significant role in identifying criminals and bringing them to justice.
Crime Stoppers has always provided citizens with a vehicle to anonymously supply the police with information about a
crime or potential crime of which they have knowledge and cash rewards are offered to people who call the program and
their information leads to an arrest.
All of us must practice good crime prevention habits and do simple things such as always locking the doors on your home
and vehicles, and give your home that ‘lived in look’ while you are away. Before leaving on a trip, leave the keys with
trusted neighbors who can turn your radio and lights on and off at sporadic times. Also your neighbor can open and close
your curtains, bring in your newspaper and all flyers, mow your lawn and keep your walkway clear of snow in the winter.
Also if you have no vehicle in the driveway, ask a neighbor to park theirs in your driveway while you are away. Also keep
in mind that the door to the house from the garage area should be as solid as all exterior entrances and equipped with the
same type of safety lock. These practices all help to reduce the opportunity for would-be criminals to strike. Criminals
strike when they have the opportunity and if everyone takes the time to crime-proof their property, this reduces the
opportunity for the crime to occur in the first place.
All police agencies must partner with Crime Stoppers and the media so the program can help officers solve crimes. The
media is a very important component of Crime Stoppers. An unsolved crime can be re-enacted and shown on television
or may be publicized in a newspaper or aired on radio so the media brings the program to the attention of the public.
Finally, citizens must play an active role in community safety by coming forward anonymously with information in relation
to crimes. The police needs the community and the community needs the police.

success in helping to keep communities safe across our great province.

On behalf of the Kensington Police Services and the Borden Carleton Police Services, I would like to take this opportunity
to congratulate the PEI Crime Stoppers Organization on its 22nd year in operation. The stats alone show how important
Crime Stoppers is to the policing community in the province and the residents of the Island. Since Crime Stoppers started
in 1989, there have been 5,914 tips to date. This is impressive. It shows that the residents of Prince Edward Island are
interested in living in a safe environment, and are willing to help participate in making this happen.
I feel it necessary to commend the Board of Directors and the present Coordinator, Phil Pitts, for the outstanding job that
they are doing. Organizations of this type need to have a strong board of directors, and certainly this is what we have
here on the Island.
The year 2011 marks the 14th year of the Crime Stoppers Awareness Guide. The guide itself is a very informative magazine
listing unsolved crimes that have taken place here on the Island, as well as crime prevention information. This magazine
could not be made possible without the many sponsors that you will see as you read the Awareness Guide.
The Crime Stoppers’ motto “We want your information, not your name,” is what the Crime Stoppers program is all about.
You can get involved; report a crime, get paid for your information, and remain anonymous. Persons with information

Crime Stoppers is an independent non-profit society and registered charity managed by a volunteer civilian Board of
Directors working in partnership with the police, the media and local citizens.

In PEI, we have enjoyed great success over the years. Since our inception in 1989 to the end of the 2010 calendar year,
we have provided information to law enforcement that has resulted in the solving of 974 criminal cases, 671 arrests and
the recovery/seizure of over $2,600,000.00 of illicit drugs and stolen property.
Last year saw a number of significant achievements and advancements in technology that are outlined in the Coordinator’s
annual report. These achievements have been achieved for a number of reasons: the work of our board, cooperation of
our partners, support from businesses and governments but most importantly, the support of the public. Your contributions
to our organization are what keeps it growing. When I say contributions, I really mean many things. Obviously, financially,
we could not operate without your support. The strong support and positive comments we receive from the community at
large at trade shows, parades and community events also mean a lot to our organization. Finally, without information
from our tipsters, PEI Crime Stoppers would not be the effective tool it is in fighting crime in PEI.
Having said that, as I did last year, I would like to congratulate and thank our tipsters, volunteers, partners and previous
Coordinators who have, over the past 21 years, given of their time and talents to make PEI Crime Stoppers what it is

2010 Year Highlights
It is with great pleasure that I present my first report as the
Coordinator/Program Manager of PEI Crime Stoppers. It
has been a year of learning, new experiences, challenges
and friendships that I have enjoyed. During the year, we
have had many changes with our Coordinator/Program
Manager Paul Stetson moving on after 14 years at the helm,
as well as our Secretary and 20-year Director, Doug Gallant,
and former Vice-President, Lisa Dennis. At the same time,
we welcomed new Board members Amy McKenna, Tanya
Mullaly, Jason Hughes, Scott Chapman and returning
member, Jaime Bell. For the first time since 1996, this
report is not being delivered by Paul. I would be remiss if I
did not acknowledge the solid foundation Paul, Doug and
Lisa have left for our current Board of Directors and I to
build on. Paul continues to be a source of knowledge and
experience that I have called upon more times than I would
want to mention over the past year.
While there have been many changes and activities, I will
try to highlight a few that I feel are significant:
This report outlines some of the work we have done and
would not have been achieved without the support and
encouragement of our media and law enforcement partners.
I thank them and our volunteer Board for their support and
hard work. I also thank the community service groups,
government, businesses and the public for their financial
support of our program. Lastly, I would like to thank the
people who call our tip line or submit SMS and Web based
tips. While our work is not finished, together we are
making our communities better places to live and do
business.
DEVELOPMENT OF A MISSION STATEMENT AND
STRATEGIC PLAN
A Mission Statement and Strategic Plan were developed
over the past year by a dedicated planning committee. In
support of the work of the committee, a one-day planning
session was held on June 7th, 2010, involving Board
members, policing and media representatives as well as
other partners and stakeholders. The plan that was
subsequently developed will provide the foundation and
road map for our organization over the next 1-3 years to
ensure we remain focused on our mandate, values and
vision within our organization’s capacity. It will provide us
with a clear purpose and will establish realistic goals and
objectives consistent with our mission in a defined time
frame.

PEI Crime Stoppers also became members of the Facebook
and Twitter social networks this year giving us greater
exposure and the ability to get our messages out instantly
through this venue. Special thanks to Board member Amy
McKenna for her work and continued support on this
endeavor. The increase in the number of tips submitted via
the Web is quite significant, demonstrating that this
upgrade has already paid dividends.
CRIME STOPPERS INTERNATIONAL TRAINING
CONFERENCE
With this international conference being held in Halifax this
year we were able to send a large contingent at a nominal
cost to an event only one or two, if any, would have been
able to attend in the past because of travel costs. It was a
wonderful learning experience for all who attended with
overviews of new national and international programs and
ideas presented as well as new networks established
worldwide. During this conference our former Coordinator,
Paul Stetson, was formally recognized by Canadian Crime
Stoppers for his work in establishing the program in PEI
and his excellent work at the national level over the years.

increase in public awareness of our program. Both the
Charlottetown Police and PEI Crime Stoppers websites
provide a direct link to our Tip Soft web submit feature
making it very easy to submit tips in this fashion as opposed
to the traditional phone call. The number of tips submitted
via the web saw a dramatic increase from 70 in 2009 to 338
in 2010. The program saw overall tips for crimes reported
by Charlottetown City Police, for instance, increased from
88 in 2009 to 361 in 2010 while the number of tips received
overall for our program went from 249 to 614 in 2010.
Our arrest and solved cases numbers also moved up though
not as dramatically as the number of tips received. I do
expect these numbers to increase as we receive disposition
reports for the last few months of 2010.
Over the 2010 calendar year, tips contributed to the
clearance of 41 criminal offenses and the arrest of 34
individuals for these offenses as well as 10 fugitives wanted
on outstanding warrants. These offenses included theft,
drug trafficking, a drug grow operation, fraud, assault,
property damage, as well as residential and business break
and enters.
In addition, a significant number of tips are considered as
information only or intelligence that may not lead directly
to an arrest but keep the law enforcement community aware
of individuals or groups actively involved in crime in their
communities.
INCREASE IN DISPOSITION REPORTS RECEIVED
An important part of our program is our ability to tell our
story to ensure continued support. The law enforcement
community plays an important role in this since we rely on
them to investigate and report back to us on the disposition
of the tips received. Our planning session in June identified
this as an area for improvement going forward. Information
sessions were held in an effort to increase our feedback and
I can report we have gone from an overall 38% return rate
in 2009 to a 64 % return rate for 2010. While obviously
there remains work to be done we are headed in the right
direction. With the continued support of our policing
partners I am confident this will improve to a more
acceptable level.
INCREASE IN TIPS RECEIVED
The year 2010 saw a significant increase in tips received.
We feel this can be attributed to several factors such as the
new Charlottetown Police Services website; upgrades to our

Drug Trafficking - RCMP Cst. XX advises that this tip was
the impetus for the investigation and contributed
significantly to the arrest of the accused on drug trafficking
charges as well of the seizure of narcotics and monies.

Crime Prevention & Child Safety, A Guide for Parents
Prince Edward Island is among the safest places in
the world to live, work and play. To help make it an
even safer place for our children, these safety tips
have been compiled to help prepare both parents and
children to deal with threatening situations.
REMEMBER, while very few children are actually
at risk, you should not allow your child to become
vulnerable to risks that can be avoided.
The following tips will not completely protect your
child, however, they will increase the level of
awareness.
This page has been designed to present the
information to your children in a non-threatening
manner; please adopt this style as you discuss
personal safety with your child. Remember to teach
your children according to their age and ability to
understand.

you are busy, and he/she should go away and
come back later. Teach your child not to engage
in conversation with the visitor. If the child feels
threatened, teach him to phone an emergency
number. Emergency numbers could be your
telephone number at work, that of the police or a
trusted neighbor who will be home;
• Where possible, your children should play and
walk with other children;
• Your children should always ask your permission
before accepting gifts from strangers;
• To avoid situations where strangers may approach
your child alone, such as an unsupervised play
area, empty lots, abandoned buildings and bushy
area of parks. To run home or to the nearest public
place, if someone is following or frightening your
child;
Always Teach Your Children
• To know their full name, age, telephone number,
area code, city and province;
• How to phone long distance in an emergency, by
dialing direct or with the operators assistance; and
how to contact you, or another close relative in an
emergency. How to contact a trusted neighbor,
police, fire or ambulance services and when to
make these calls;
• When children are home alone they should tell
phone callers that you are there, but you are busy
and cannot come to the phone. The phoning party
can call back later. Teach your child to cut short
any phone calls with strangers and hang up the
telephone if a stranger continues to talk;
• If someone follows your child in a car, they should
turn around and get away. Run home or the
nearest public place such as a school, store, or
office. Your child should also try to remember
what the driver and car looked like or its license
number; that adults, especially strangers, rarely
ask children for help in finding things, or for
directions. Explain to your child that both men
and women are strangers;
• If your child becomes separated from you in a
store or shopping mall, to go directly to a store
employee or cashier for help; and that police
officers who wear uniforms are their friends and
that they can be trusted if your child is in trouble.
It is for this reason that you should never use the
police as a threat to your child. This will confuse
their image of the police.
• When children are home alone, find out the
identity of the person who comes to the door,
without opening the door. If a stranger is at the

Teach Yourself
• To provide the school or daycare centre with the
names of persons to whom your child may be
released. Inform the school or daycare centre of
whom to notify if your child does not arrive at
school, including an emergency number if you
cannot be reached;
• To make a quick mental note of your child's
clothing each day to aid in the search if your child
becomes lost;
• To maintain up-to-date records which include a
recent photograph of your child, his height and
weight, medical and dental histories, and if you
wish a video tape and fingerprint records. These
records are valuable tools if your child becomes
lost;
• To avoid clothing and toys which prominently
display your child's name. Children are less likely
to fear a stranger who knows their name;
• To interview and check with other parents to
ensure all potential baby sitters are trustworthy;
• To know all of your children's friends, their
families and their phone numbers. Insist that your
child ask for permission to visit his friends;
• If your child must use the washroom in a public
place, always accompany him, or ask another
adult whom you trust to take him. Your child
should never play or loiter near public washrooms
or public changing rooms;
• To accompany your child door-to-door activities,
such as Halloween or school fund raising
campaigns;
• Pre-school children should never be left alone or
be unsupervised in or out of the home; and
• Your children should always ask permission of
you, a guardian or a teacher before they accept
rides with strangers. Use a pre-selected secret
code word with your child, and those whom you
may ask to give your child a ride. Where
necessary, change the code word with your child
after it has been used for a period of time, or in
those situations where it may become known by
persons who do not have a need to know.

Criminals often regard older persons as easy targets for many kinds of crimes.
Every person should be aware of these crimes and how to prevent them.
CON GAMES AND SWEET TALK CRIMES
Pigeon drop
This scheme accounts for more than half of the
confidence games reported to police. The swindlers
claim to have found a large sum of money and offer
to share it with you. You are asked to withdraw
"good faith" money from your bank. The swindlers
take the "good faith" money and give you a phoney
address where you are to collect your share of the
money. You never see them again.
Bank examiner
A phoney bank examiner contacts you and asks for
your help in catching a dishonest bank employee.
He asks you to withdraw a specified amount of cash
from your account so that he may check the serial
numbers. After turning over your money to the
examiner, you never hear from him again.
Door-to-door sales
Many door-to-door sales are not legitimate.
Provincial laws protect you against quick sales at
your door. Enquire and be sure.
MAIL FRAUD SCHEMES
Consumer frauds
Beware of contests which require you to put up
money to win, even if there is a guarantee that you
will be a winner.
Home improvement offers
Beware of tempting home improvement offers,
made through the mail or on-the-spot. These offers
are a popular type of swindle.
Retirement estates
Any retirement estates offered at conspicuously low
prices to "lucky" individuals are usually fraudulent
and should be avoided.
Business opportunities
Business opportunities and work-at-home schemes
which promise high profits after a substantial
investment or registration fee are often fraudulent.
Medical frauds
Fake laboratory tests, miracle cures, and mail order
clinics, etc. are other ways schemed to defraud you.
Legitimate doctors and hospitals do not advertise
through the mail.
FOR YOUR PROTECTION
• Do not rush into something involving your money
or property.
• Beware of something-for-nothing or get-richquick schemes.
• Never sign a contract until you and your lawyer,
banker or other expert has thoroughly read it.
• Never turn over large sums of cash to anyone,
especially a stranger, no matter how promising the
deal looks.
• Do not hesitate to check the credentials of a
salesman or public official.
• Report all suspicious offers to the police
immediately, before the swindler leaves town in
search of other victims.
• Arrange for incoming cheques to be sent directly
to your bank.

On December 9th, 2010 at approximately 12:30am, someone ignited a garbage can outside of Razzy's,
located on St. Peters Road. This caused extensive damage to the exterior wall.

During the early morning hours of November 1st, 2010, there was a residential fire at 1596 Route # 14
in Milo. The unoccupied residence was completely destroyed by the fire.

Kings District RCMP are investigating the following crime:
On October 18th, 2010, Souris RCMP and local fire departments responded to a house fire in Little
Pond at 4:00am. The two male residents escaped the residence without injury and called 911 from a
neighbour's house. The residence was completely destroyed. This fire is considered to be a criminal
act. In addition, on October 12th, 2010, Souris RCMP were called to the same residence after the
mailbox was burned. This matter remains under investigation as well.

West Prince RCMP are investigating the following crime:
Recently there have been multiple fires set in the Tignish area. The first fire occurred on October 25th,
2010 at the Tignish Ball Field where the scoreboard was burnt. The second occurred on the night of the
26th of October when two waste bins were set on fire in the Tignish community. While at this time of
year these incidents may be considered by some as seasonal pranks, they are not and are considered
criminal acts with serious consequences.

SUSPICIOUS FIRE - vICTORIA WEST
East Prince RCMP are investigating the following crime:
On Monday, October 18th, 2010, at approximately 20:21, the RCMP received a complaint that two
fishing gear storage buildings were on fire near the Higgins Wharf Road in Victoria West. Both buildings
were destroyed, with an estimated loss of approximately $30,000.00.

At 2:27pm, September 12th, 2010, Charlottetown Police and Fire Services were dispatched to the area
of 113 Longworth Ave. near the 911 Jail, where a van was on fire. Two youths were observed in the
area just before the fire was discovered.

BREAK & ENTER/THEFT - ALBERTON
West Prince RCMP are investigating the following crime:
Sometime during the night of December 21st and the early morning of December 22nd, 2010, unknown
persons gained entry into "Saunder's Variety Store" in Alberton, PEI. Thieves used a makeshift ladder
to gain entry through a window. Once inside, they made off with a wide variety of clothing, including
Silver brand jeans, Columbia and Bench brand jackets, Bench kid's clothing and several pairs of boots.
Value of the stolen items is estimated at over $5,000.00.

THEFT - STRATFORD
Stratford RCMP are investigating the following crime:
Thieves drove across the front lawn of a Stratford business, cut through a chain link fence and stole
approximately 500 lbs. of used bricks from a demolition yard. The theft occurred between June 17th18th, 2010 at Bull Dog Demolition on the Mason Road.The RCMP said that the thieves, believed to
have used a truck to commit the theft, would have driven on the Mason Road or back to the TransCanada Highway to flee the scene.

Sometime between 10pm August 5th and 12:30am August 6th, 2010, a blue and white 2000 Millennium
Edition GTX Sea-Doo on a Karavan trailer was stolen from a Cathy Drive residence in Cornwall. An
attempt was also made to steal a second water craft from a different Cathy Drive home the same night.

THEFT/DAMAGE to Fishing vessel - MURRAY HARBOUR
Montague RCMP are investigating the following crime:
In late July 2010, the owner of a commercial fishing boat reported that his boat had been removed
from, and later returned to, its mooring at Machon’s Point Wharf, Murray Harbour. The vessel was gone
for an unknown period of time. During the time that the boat was taken, the person(s) responsible
caused extensive damages to the inboard motor resulting in repairs costing tens of thousands of
dollars.

West Prince RCMP are investigating the following crime:
On November 15th, 2010, there was a complaint made about theft of copper wire from a potato
warehouse in Union. The complainant stated that sometime within the last three weeks someone had
stripped approximately 500 feet of copper wire from his warehouse. The complainant figures it will cost
approximately 8 - 10 thousand dollars to replace the wire.

Summerside Police are investigating the following crime:
On Wednesday, March 23rd, 2011, an unknown male entered the main lobby at Credit Union Place in
Summerside. He went to a display and cut plastic ties that were holding a Stihl Quick Cut Grinder and
walked out the doors while covering the unit with a jacket.
The description of the suspect:
• Male • 5'8 - 5'10 • Slim build • Scruffy beard • Wearing a dark baseball cap, brown jacket and blue
jeans • Left in a 4-door silver vehicle
The item stolen was a new Stihl TS420 Quick Cut Grinder with a 14” blade used for cutting concrete
and metal. The serial number is 171134215. The item is valued at $1,200.00.

On March 20th, 2011, at 2:06am, Police and Island EMS attended St. Peter's Road, near Mt. Edward
Road, and were informed by the driver of a Pontiac Montana that he was just struck by a green Mercury
Sable. Victim also informed Police that after striking his vehicle, both the male driver and female
passengers fled from the area on foot. The victim's Pontiac Montana sustained extensive front-end
damage.

ASSAULT WITH A WEAPON - CHARLOTTETOWN
Charlottetown Police Services are investigating the following crime:
At 12:14am on Sunday, March 13th, 2011, Charlottetown Police Services responded to a complaint of
several individuals being assaulted with pepper spray in a residence at Brown's Court in Charlottetown.
Police were informed that two males entered the residence with masks and proceeded to spray various
individuals with pepper spray.

HIT AND RUN - KENSINGTON
Kensington Police are investigating the following crime:
On January 29th, 2011, at approximately 5:20pm, Kensington Police received a call of a hit and run
located across from the town office. The vehicle had been parked on Victoria Street East between
1-5pm and appeared to be hit by a snowmobile ski crossing from the sidewalk to the road.
Approximately $900.00 worth of damage was done to the back bumper of the vehicle.

vANDALISM - GEORGETOWN
Kings District RCMP are investigating the following crime:
On November 5th, 2010, culprits spray painted a derogatory message on a bait shed located at the
Georgetown Wharf. The message included names from two local families and an offensive diagram of
a body part. On December 12th, 2010, culprits used orange and black spray paint to paint the same
derogatory message on an exterior wall of the Georgetown Elementary School. The RCMP are
requesting assistance in apprehending the person or persons responsible for these acts of vandalism
and harassment towards these two families from the Georgetown area.

On November 14th, 2010, Charlottetown Police responded to a complaint of damage to property on
Jordon Crescent. Several trailers had been vandalized by individual(s) painting various depictions on

Summerside Police Services are investigating the following crime:
Sometime during the overnight hours of Tuesday, November 16th and the early morning hours of
Wednesday, November 17th, culprit(s) damaged 11 lights along the boardwalk on MacKenzie Drive in
Summerside. As each light is worth approximately $500.00, the damage exceeds $5,000.00.

FAILURE TO REMAIN AT SCENE OF COLLISION - CHARLOTTETOWN
Charlottetown Police Services are investigating the following crime:
At the intersection of University Avenue and Buchanan Drive, near Canadian Tire, on October 27th at
8:24pm, a motor vehicle struck another vehicle and then left the scene. A witness indicated that an
older male operating a green four-door Buick Century ('95-'05) struck a vehicle at the intersection,
causing significant damage, and left without stopping.

MISCHIEF/vANDALISM - MONTAGUE
Kings District RCMP are investigating the following crimes:
During the evening hours of October 15th and 16th, 2010, unknown person(s) broke several windows
at the Montague Bakery as well as vehicle windows at Kings County Chrysler Dealership and a vehicle
parked at Home Hardware in Montague. It appears the damage was done by using projectiles. As well,
in the early morning hours of October 19th, 2010, several vehicle tires in the town of Montague were
damaged. It appears that the same tool was used to cause the damage to the tires.

Kings District RCMP are investigating the following crime:
During the week of October 11th to 16th, 2010, the RCMP received numerous complaints of damages
to vehicles which had been parked near the roadway of Route 4 through Montague and Brudenell.
Windows and windshields of a number of vehicles were reported broken or cracked.

On September 30th, 2010, Charlottetown Police were called to Colonel Gray High School because of a
complaint of property damage. A culprit had spray painted threatening messages on the side of the
building.

Montague RCMP are investigating the following crime:
During August/September 2010, after business hours, culprit(s) caused damage to the outsite of the
Kingswood Centre located in Montague. Damage included tampering with locks, damage to the
waterspout, broken handrails on the wheelchair ramp and graffiti. The Kingswood Centre is a non-profit
organization which provides services to persons in the community with an intellectual disability. The
damage caused by the culprit(s) is putting the safety of the patrons using the facility at risk.

Summerside Police Services are investigating the following crimes:
Between Saturday, September 11th and Sunday, September 12th, 2010, Summerside Police Services
responded to 9 separate reports of individuals having their vehicle tires slashed. This resulted in
thousands of dollars in damage. The incidents occurred mainly in the areas of North Market Street and
Greenwood Drive.

Human Trafficking – It is Happening Here
Are They victims?
• Are they doing the work and being paid what was
promised?
• Are they being forced or pressured to work?

documents/identification?
• Are they or their loved ones being threatened?
• Are they free to go where they please?
Human trafficking is a global and multi-faceted
phenomenon. This modern form of slavery is characterized
by the exploitation of women, men and children who are
deprived of liberty. The United Nations has stated that
human trafficking is tied with illegal arms sales as the
second largest criminal activity in the world.

How to Recognize victims:
We’re Talking Human Trafficking – Not Human
Smuggling
While the two terms are often used interchangeably, it is
important to distinguish between human trafficking and
human smuggling. The major difference involves matters of
exploitation.
What’s the Difference?
HUMAN SMUGGLING is a form of illegal migration involving
the organized transport of persons across an international
border, usually in exchange for a sum of money, and
sometimes involving dangerous conditions. The relationship
between the smuggler and the person being smuggled is a
voluntary business transaction, which usually ends when
the client reaches the intended destination. The financial
component of a human smuggling transaction may be a
one-time fee paid to the smuggler.
HUMAN TRAFFICKING involves the exploitation of people
through force, coercion, threat, fraud or deception and may
include acts generally defined as human rights abuses.
Victims may be forced into labour, prostitution or some other
form of servitude. The relationship between trafficker and
victim does not end upon arrival at destination, as the victim
may be subjected to debt bondage (forced labour to pay off
a debt). Unlike human smuggling, HUMAN TRAFFICKING
occurs both across international borders and within national
boundaries.
International Human Trafficking involves someone who, in
the process of being trafficked, crosses an international
border. Although it may include an element of human
smuggling, internationally trafficked persons do not
necessarily enter a country clandestinely or illegally. They
may enter with a valid passport, visa or working papers.
Domestic Human Trafficking
While human trafficking is usually associated with migrant
victims being trafficked into Canada, it may also be a purely
domestic phenomenon occurring wholly within Canada.
Vulnerable, economically challenged and socially dislocated

The victims may:
• Speak neither English nor French, or may not speak on
their own behalf;
• Originate from foreign countries;
• Be unaware of local surroundings even though they have
been in the area for an extended period of time;
• Show evidence of control, intimidation or abnormal
psychological fear;
• Not be able to move or leave a job;
• Have bruises or show other signs of abuse;
• Show signs of malnourishment;
• Be frequently accompanied by their trafficker;
• Be frequently moved by their trafficker.
What is the victim’s Mindset?
The victims may:
• Not self-identify as victims of human trafficking. Victims
may not appear to need social services because they
have a place to live, food to eat, medical care and what
they think is a paying job;
• Be taught to distrust outsiders, especially law
enforcement. They have a sense of fear and distrust
toward the government and police (i.e. fear of deportation
in international cases);
• Feel better in their current situation than where they came
from, even if they are being exploited;
• Be completely unaware of their rights or may have been
intentionally misinformed about their rights in Canada;
• Fear for their families or loved ones as some traffickers
may threaten to harm them if they report their situations
to, or cooperate with, law enforcement.
