OPEN FLOOR FOR PUBLIC COMMENTS:
(Comments will be heard on items that do not appear on the Agenda. The Public
Comment portion of the Agenda shall be subject to a twenty (20) minute limitation. A time
limit of five (5) minutes shall be imposed on each Speaker.
The purpose of having Public Comments as an Agenda item is to allow any person to
make his/her views known to the City Council upon any subject of general or public
interest. The Council recognizes that Public Comments are for the purpose of legitimate
inquiries and discussion by the Public, and not for the purpose of advancing arguments or
repetitious questions concerning matters which the Council believes to be closed or not
of general public concern.
The Council shall have the right during this period to decline to hear any person or subject
matter upon proper motion and majority vote by the Council. Each person wishing to speak
during the Public Comment portion of the Agenda must fill out a Public Comment Speaker
Card stating name, and the topic about which he/she wishes to speak as well as a sign-in
sheet, and give to the City Clerk at the Meeting itself.
The purpose of the Cards is to obtain the spelling of the name of the Speaker, and provide
for efficient meeting administration.
The order of speaking shall be based upon the order of sign-in with first person signing-in
speaking first and so forth. If the twenty (20) minutes has elapsed before all Speakers who
have signed up are allowed to speak, the City Council may elect to continue the time
period.
However, if the City Council elects not to extend the time period those Speakers who
signed up but did not speak may if they so choose to be placed on the next Agenda under
the Public Comments Section and shall be placed at the top of the Sign-In Sheet in the
same order they were in from the previous Sign-In Sheet. All Speakers shall comply with
these rules which shall be posted at the Speaker Sign-In desk and rulings of the City
Clerk.)

BACKGROUND/HISTORY
Lockport Square LLC has submitted final plans for a 10,400 square foot multi-tenant retail
building on Lot 7 in Lockport Square. They seek approval of the following documents:
1) Final site plan
2) Final landscape plan
3) Final building elevation and rendering
4) Photometric Plan
5) Monument sign elevation
Staff reviewed the plans for compliance to the standards contained in the annexation agreement
and advised the Commission that they are in substantial compliance. This case was presented
at the January 13th Plan and Zoning Commission meeting. There was no public testimony. The
applicant Andy Goodman, GMX Realty was present to provide an overview of the project,
introduce members of the development team and respond to any questions or concerns by the
Commission members. There were no questions or concerns expressed by the Commission
members – they all expressed support for the project
RECOMMENDATION
Staff recommended approval of the final plans and by a vote of 6-0, the Plan and Zoning
Commission also recommended approval of the final plans (as listed), subject to the following
conditions:
1) Revising the site plan to reflect that all pedestrian sidewalks and crosswalks in
parking lot areas will be composed of stamped asphalt painted to represent
brick pavers.
2) The final plan approval is contingent upon City Engineer approval of the final
engineering plans specific to the subject lot.
Final Plans being approved include: Final site plan, final landscape plan, final building
elevation and rendering, photometric plan, and monument sign elevation. (All plans are
prepared by JTS Architects and dated 12/12/14)

III. PROJECT OVERVIEW/EVALUATION
The Lockport Square ageements contain architectural design standards, landscape
standards, sign criteria, and lighting standards. Unless noted otherwise, staff finds the
plans in conformance with the documents.

1) Site Plan / Design.
The final plan is for a 10,400 square foot retail building (shown as being divided into 5
tenant spaces), including a drive-thru. There is cross-access between this lot and the
Lockport Square development.
A condition of the rezoning and special use ordinance states that “all pedestrian
sidewalks and crosswalks in parking lot areas must be composed of stamped asphalt
painted to represent brick pavers.” Plans must be revised accordingly to meet this
requirement.
2) Elevations.
Elevations comply with the approved architectural design standards. Per the standards,
buildings must contain at least 60% Class 1 materials which include brick, stone, and
glass. The proposed design incorporates 65% which exceeds this requirement.
3) Landscaping.
The plan conforms with the landscape design standards. Plantings will be consistent
with the type being used on the landscape plan for the overall development.
4) Lighting.
For light levels, the City typically requires 0 footcandles at property lines, however, since
this is an outlot within a larger development the approved design standards allows
higher levels. The light fixtures (being full cut-off) and light levels are acceptable per the
standards.
5) Monument Sign. For consistency throughout Lockport Square, the design and size of
the monument signs were approved as part of the planned development. The proposed
sign complies with what was approved at that time.
6) Engineering. Though final engineering for the overall development was previously
approved, the City Engineer will need to approve the plans submitted specifically for Lot
7. A condition will be included that stipulates the final plan approval for Lot 7 is
contingent upon approval of final engineering plans.
7) Fire District. Lockport Township Fire District has reviewed the site plan and their review
memo is attached. Building Permits are not issued until plans have been approved by
the Fire District.
IV. RECOMMENDATION
Staff recommends approval of the final development plans with the following conditions:
1) Revising the site plan to reflect that all pedestrian sidewalks and crosswalks in parking
lot areas will be composed of stamped asphalt painted to represent brick pavers.

BACKGROUND/HISTORY
Tandem Development Group is seeking approval of a Concept Plan for a 38 acre business park
for property generally located at the northwest corner of 163rd Street and I-355 (vacant property
east of existing Panduit). The proposed plan has three buildings, totaling approximately
659,000 square feet of building area. One of the three buildings shows cross-docking (docks on
two sides of the building so trucks can drive through). This design is commonly associated with
higher levels of truck traffic. Plan Commission expressed concern with this design and
suggested that the applicant change the design to a single loaded dock building. The other two
buildings are typical of what has been approved on other projects, with docks on one side of the
building.
The proposal is consist with the current zoning of M1 Limited Manufacturing (this zoning has
been in place since 1990). The proposal is consistent with the recommendations of the I-355
Master Plan (updated in 2014), which identifies this property as market flexible, stating it can
accommodate uses such as light industrial, business park, offices, and possibly big box retail.
This case was reviewed at the January 13th Plan and Zoning Commission meeting. In the
meeting discussion staff presented a list of general comments and design considerations for the
petitioner (refer to the staff report for this list). There was no public testimony as the Concept
Plan does not require a public hearing and therefore no public notices were sent for this case.
Public hearings will be required when preliminary plans are submitted. (A special use permit for
a planned development will be required due to the site being over 10 acres).
The Concept Plan is an optional step in the development review process. Petitioners typically
choose this step when they are considering changes in land use or significant changes to a
previously approved plan. In this case, the project already has the required zoning for a
business park and there are no previously approved plans. The petitioner has opted for a
Concept Plan review so issues that impact site design are discussed now in anticipation that it
will assist in receiving preliminary plan approval with limited comments/concerns from the City.
RECOMMENDATION
Staff recommended approval of the Concept Plan, subject to any detailed evaluation in
accordance with City codes and ordinances regarding development and by a 6-0 vote, the Plan
and Zoning Commission recommend approval with the following added conditions:
1. The traffic study submitted with preliminary plans should account for any
impacts/improvements that may be warranted along 159th Street and Gougar Road
(including the intersections).
2. Discuss off-site improvement cost-sharing with the developer of the business park that
will be located at the southeast corner of Gougar Road and 163rd Street (to be
undertaken by Panattoni Development) because some of those improvements benefit
this property (staff has notified both applicants of the need to do so in an email following
the meeting).
3. The number and location of access points into the property will be determined by the
Engineering Department and/or Tollway Authority, if located in their right-of-way.
4. Petitioner needs to confirm with the Tollway Authority that the bridge over I-355 is
designed to accommodate truck weights.

III. PROJECT OVERVIEW / EVALUATION
Project overview. The proposed plan shows three industrial buildings, totaling 658,450 square
feet. Building one has cross-docks, whereas buildings 2 and 3 have docks on only one side of
the building. Detention is located at the front of the property which creates a large building
setback from the residential (and proposed residential) on the south side of 163rd Street.
Staff has not performed a detailed plan review, as this will be done during preliminary plan
stage. General comments and design considerations for the petitioner are listed below.
General comments:
1. The property was annexed in 1990 per Ord. 90-199. The annexation agreement has
expired so the property is subject to current City codes.
2. Due to site acreage exceeding 10 acres, when this project submits preliminary plans, it
will require a special use permit for a Planned Development.
3. Roadway improvements to Gougar Road (between 159th Street and 163rd Street) per
County specifications will be required.
4. A traffic impact study at preliminary plan submittal will be required.
5. The City Bicycle/Pedestrian System Master Plan recommends an on-road bike lane on
163rd Street.

Design considerations:
1. Access
a. The access onto 163rd Street near the east property line is located within Tollway
right-of-way. Permission for this access must be granted through the Tollway
Authority.
b. The number of access points onto 163rd Street will likely be limited to not more
than two. The engineering department will approve the number and location(s)
of access onto 163rd Street (except for portions within Tollway right-of-way). The
engineering department has expressed concern with the westernmost access
due to its proximity to a full access on Panduit’s property. The engineering
department recommends there be further separation or that there be discussions
with Panduit to see if they will allow cross-access.
c. There are two parcels east of this property. The City will likely require your
property provide cross-access due to that sites limited access.
2. On the east side of Building 1, consider separating automobile traffic through the site
from trucks in the dock area.
3. There is an existing unincorporated property that would ultimately be surrounded by the
proposed development. According to the applicant, he has approached the owner about
acquiring the property. Unfortunately they have been unable to come to terms on a
purchase price. Consideration should be given to illustrating how this parcel, if acquired
in the future, can be incorporated in to overall plan.
Evaluation. The Concept Plan is an optional step in the development review process. This
property has industrial zoning so the property owner has the right to develop under City codes
applicable to this zoning district. The Concept Plan for this property is not a discussion on
whether the proposed land use is appropriate since this was previously determined when the
City approved industrial zoning. The petitioner has opted to go through the Concept Plan
process so issues that impact site design are discussed now in anticipation that it will assist in
receiving preliminary plan approval with limited comments/concerns from the City.
IV. STAFF RECOMMENDATION
Staff recommends approval of the Concept Plan, subject to any detailed evaluation in
accordance with City codes and ordinances regarding development.

As part of the City of Lockport’s 2014-2016 Forecast Plan, it was identified that the City of Lockport
needed to effectively market itself to the greater Chicago area. To do this, staff identified a variety of
ways that the city could strategically partner with local organizations to improve the city’s market
presence.
The City of Lockport allocated $40,000 for the marketing campaign. With the help of the Heritage
Corridor Convention & Visitors Bureau, the City of Lockport’s campaign reached the following
audiences through different advertising mediums:

RECOMMENDATION
To continue off of the success of 2014 and keep Lockport in the minds of prospective residents, tourists,
and business developers, it is recommended that the City Council adopt the recommendation authorizing
the City Administrator to make advertising purchases for 2015.

BACKGROUND/HISTORY
In 2014, the City worked with Buchar, Mitchell, Bajt Architects, Inc. for architectural and
engineering services to complete the scope of work for the Council Chambers improvement plan.
R. Berti Building Solutions of Lockport was utilized for Construction Management Services and
completed some minor renovations and AV improvements were installed in Council Chambers,
including new cameras, presentation TV’s and removing the dividing wall.
The 2015 budget allocation included funding to complete the rest of the renovation plan,
including additional LCTV broadcast equipment and private operations area, as well as some
new wall coverings, window treatments and new carpet throughout the room.
RECOMMENDATION
R. Berti Building Solutions as the construction manager sent out multiple proposals for cost
estimates to complete the designed renovations with the lowest responsible bidders. Whenever
possible local businesses were encouraged to respond for quotes and it should be noted that
Marchio Tile of Lockport will be furnishing the carpet and installation as well as the Design
Studio of Lockport will be furnishing the replacement vertical blinds. Projected cost estimates
are $47,655.00 for build out construction, $6,862.86 for AV/IT upgrades, and $3,431.00 for
replacement vertical blinds.
The Administration recommends the completion of the Council Chambers Renovations Plan.

BACKGROUND/HISTORY
Currently residents can only make payments for water bills during normal office hours at City
Hall, unless they mail the payment, sign up for automatic withdrawal, use on line banking
through their own bank, or use the night drop box. The City does not accept credit card
payments of any type. Numerous residents have indicated the desire to be able to pay online or
pay using a credit card/debit card.
In an effort to continuously provide excellent customer service to the residents of the City of
Lockport, the City has identified a 24-hour automated pay by phone and an online pay option as
a convenient method for customers to remit payment for their water bills. This can be expanded
to parking tickets for non-moving violations, building permits, or other fees due the City as well.
Proposals were sought from 2 payment processing companies, and Heartland Payment Systems
provided the lowest cost option for our residents.
Heartland Payment Systems prices their fully integrated service on a flat per transaction charge
directly to the customer, and there are no additional costs or hidden fees to be incurred. They will
integrate the posting file making the payment system simple to use not only by our customers but
for our staff as well. For payments using a telephone, Heartland Payment Systems will offer a
toll free telephone number to be used for automated Interactive Voice Response (IVR) phonebased payments at no additional cost to the City. This added payment channel will enable our
customers to make credit/debit card, ACH/eCheck payments using a toll free telephone number
available to our customers 24/7. Using an outside vendor to process the credit card transactions
will help reduce the exposure to liabilities related to the handling and storing of customer credit
card data. In addition to an automated telephone payment solution, the agreement includes a
quick online payment option for those customers who would like a secure online payment option
through a link on the City’s website. The quick pay option allows customers to enter key
information and submit payment within a matter of seconds.
There is no additional cost to implement the Heartland Payment Systems solution. The only fee
is the all-inclusive cost per transaction fee paid entirely by the resident to the payment
company. The convenience fees are $1.89 per transaction for ACH, e-check, Visa, MasterCard
and Discover card transactions. There are no other hidden charges for initial set- up, annual
maintenance, licensing fees, additional capacity fees, or per minute fees charged for their service.
Heartland Payment Systems is the 5th largest payment processor, processing more than 11
million transactions a day. Implementing the Heartland Payment Systems solution is a way for
the City to "offer more for less" by offering more ways for our customers to make a secure
payment on their water account. In addition, the Heartland Payment Systems solution also
provides 24/7 customer service in the event any customer has a question or problem processing a
payment. Other web-hosted/IVR payment solutions can require additional costs for software,
licensing, annual maintenance, and annual bank interchange gateway fees, i.e. PayPal and
VeriSign, and if credit card data is stored on the City's network, the City will be required to
maintain a higher level of Payment Card Industry (PCI) security standards compliance increasing
the annual expense to maintain the stringent standards. In addition, many IVR automatic phone
payment solutions can require a significant amount of capital investment to initially set-up and
support an IVR payment solution.
Implementing the Heartland Payment Systems solution will not only provide a quick online bill

The City joint purchasing contract for salt through CMS is at 553.09 per ton. The 400 tons initially
ordered and 800 tons being delivered currently. The contract is for 3700 tons which leaves 2500 tons
left which we must order before June 30, 2015. The City can go up to l2O% or 74O more tons if needed
