School bond projects in Sugar Land
and Missouri City are coming online
two years after Fort Bend ISD voters
approved $484 million in funding. Anne
McCormick Sullivan Elementary School
opened in Sugar Land in August and
will be followed by elementary school 48
and middle school 15 in Missouri City
starting next school year.
All three projects are indicative of the
district’s new school design standards,
however, not all students will see the
changes. The bonds are having a smaller
impact on some older campuses in areas
of slow growth. But FBISD leaders are
also battling projected annual population

reminded me of my first
day of school. Buying new
supplies and clothes and
waking up early that first
day back brings a sense
of excitement. In our
coverage of new school
construction stemming
from the 2007 and 2014
bond programs, we examined what some Fort Bend ISD students can expect
this school year. Get an inside look at these updates

without our comprehensive look at the local school

The increased school-related traffic brings road

found that officials are undertaking new measures,
including license plate recognition cameras and ordinances banning mobile devices while driving. Read

18 Fort Bend ISD is holding off on
the construction of elementary school
No. 49, located in Harvest Green
in Richmond. The district failed to
properly advertise the “competitive
sealed proposal,” or request for bid
packages in the newspaper, which is
legally required in Texas for school
construction contracts valued at
more than $50,000, said Oscar
Perez, executive director of design
and construction, at an Aug. 15
FBISD school board meeting. FBISD
advertised the new bid package Aug.
18 and will again Aug. 25. Bids will
open Sept. 6 and staff will submit a
proposal for board approval Sept. 19.
19 Victory Sports Center, a
21,000-square-foot facility, caught
fire Aug. 19, the cause of which is
unknown. The center offered classes
in competitive cheerleading, floor
gymnastics, tumbling, hip hop dance,
and other sports as well as a fitness
center with 43 pieces of equipment.
Crews responded to 750 Sartartia
Road, Sugar Land, at about 1:50 p.m.
Eight fire departments including
those from Sugar Land, Richmond,
Missouri City, Houston and Needville
responded to the scene. The city of
Sugar Land reported the building was
a total loss but that no one was injured.

Quail Valley Jewelers
Family-owned store specializes in casting, repairs

F
or 40 years, Ismael S. Albarran
has been selling, repairing
and designing jewelry in the
Greater Houston area. His store,
Quail Valley Jewelers—located at
2250 FM 1092, Missouri City—has
been in town for 16 years where he
and his family offer jewelry casting,
cleaning and repair.
“My dad is a third-generation
jeweler,” said Ismael Albarran, store
operator and son of owners Ismael S.
and Lucila Albarran.
Established in Missouri City in
2000, Quail Valley Jewelers sells 14-,
10- and 18-carat gold as well as sterling
silver with stones including white
diamonds, sapphires, blue topaz, turquoise and black diamonds.
“I would say the sterling silver is
what sells the most,” the younger
Ismael said.
In addition to retail, the store has
the machinery necessary to do casting,
cleaning and repair. The elder Ismael
primarily did this work at other small
jewelry stores before opening his own

store, his son said.
“We kind of have the same tools as
dentists have where they make a mold
of your tooth,” the younger Ismael
said. “We make a mold of a ring, and
then we’ll cast it and make it into silver
or gold or platinum—whatever the
customer wants to make.”
Before owning Quail Valley
Jewelers, the elder Ismael owned
Sharpstown Jewelers with his brother
for about 10 years at Fondren Road
and Hwy. 59 in Houston.
Lucila said her husband learned the
jewelry trade from his father upon
moving to the United States from
Mexico City about 40 years ago. But
she also comes from a family of jewelers, she said. Their son joined the business a couple years after Quail Valley
Jewelers opened. He operates the store
and said many customers come in for
repairs and gem replacement when
something happens to their stones.
Due to the wear and tear from
everyday activities, the younger Ismael
recommends bringing jewelry in every
six months to be checked for loose
stones. Regular cleaning also keeps
jewelry in good condition, he said.
Lucila estimated that repairs make
up about 90 percent of the jewelry
store’s business, but her husband is
known for his casting services.
“Anything he does, he’s good at,” she
said. “A lot of people ask for him for
casting.”
The younger Ismael said the family
is also trying to offer online ordering
within the next couple of months.
His mother said keeping the jewelry
store open has been a difficult feat
because of the nature of the business.
Over time, fewer people buy gold or
buy jewelry at all, she said.
“If we tell people our story, nobody
can believe us,” she said. “Nobody can
believe how this business has been
[able to] survive … It’s not that people
need this every day.”
She said it is the repairs that keep
the business steady.
“It’s amazing,” she said. “I know
God’s hands are there.”

hen Songkran Thai Grill opened in Sugar
Land, Executive Chef Jurrajet “Jett” Hurapan thought it would be an exact copy of
his original Houston location. Instead, he changed the
restaurant’s name, menu and prices this year to attract
a more casual and family-friendly clientele.
“People in Sugar Land come to us because they
see us as a high-end restaurant,” Hurapan said. “So
we said to ourselves, ‘how can we cater to Sugar
Land families?’”
Formerly Songkran Thai Kitchen, the business specializes in traditional Thai and street food staples. The
restaurant offers cheaper, commercial Thai recipes,
Hurapan said.
“Street food is … you don’t have to really finesse too
much,” he said. “You bring out the bold flavor, and
that’s it.”
Some of the new dishes include grilled calamari,
barbeque chicken, sizzling hot plates, papaya salad
and a children’s menu. General Manager Niki Vu said
the children’s meals are served in a bento box arrangement because children may prefer items not to touch.
“I have [customers] thanking me for the fact that we
actually have a kids’ menu now, and that their kids are
exploring new food items through that,” Vu said.
Songkran Thai Grill is one of the smaller restaurants at which she has worked. One of her favorite
dishes is the Son-In-Law eggs.
“They’re hard-boiled eggs that are deep-fried,
and they’re covered in a tamarind and chili sauce,”
she said.
Thai cooking uses basic ingredients such as coconut
milk, lemongrass and palm sugar. Hurapan said
ingredients are easy to find because Thailand and
Houston have similar climates.
He moved to the U.S. from Thailand when he was
six years old and comes from a family of cooks. He
went to culinary school in New York and moved to
Houston in 2007 to consult for the now-closed Gigi’s
Asian Bistro.
He left Gigi’s in 2011, though not before meeting his
wife, Jira, a pastry chef who now works at Songkran.

Songkran Thai Grill is a call back to Hurapan’s
roots. For the Sugar Land restaurant’s first anniversary
this year, Hurapan said he brought a monk from a
Buddhist temple to bless the establishment—which is
also how he opened the restaurant.
“My job is to take the old world food and bring it
back so that people know Thai food is more than just
curry or spicy,” he said.
The next step is a third location—Songkran Thai
Express in the downtown tunnels for Houston’s business clientele. Hurapan said many of his Sugar Land
customers work in downtown Houston.
“We’re probably going to open up in the next four
months,” he said.

Tax rate falling, salaries rising in Fort Bend County
Commissioners Court will
approve budget, rates,
raises in September
FORT BEND COUNTY Fort Bend
County is proposing a rise in tax revenue but a drop in the overall tax rate.
The county budget office has proposed
a county tax rate of $0.458 per $100
valuation for fiscal year 2016-17, a 1.5
percent decrease from FY 2015-16.
The county also proposed a 3.37
percent increase in salaries for elected
county officials, which Precinct 4
Commissioner James Patterson said
was the result of a compensation
study. The Commissioners Court
approved the tax rate and salary raises
on their first reading Aug. 9, but both
are set for public hearings and final
approval in September.
With a proposed FY 2016-17 drainage district maintenance fund tax rate
of $0.016 per $100 valuation, or 23.8
percent less than FY 2015-16, the total
tax rate stands to be $0.474 per $100
valuation, if approved.
“This is the third consecutive year
we managed to reduce the tax rate,”
County Judge Robert Hebert said.
“And that’s a good trend.”
The county is expecting a 3.94
percent property tax revenue increase,
according to the state’s funding formula. But Precinct 3 Commissioner
Andy Meyers said the formula did not
paint the full picture.
“However, not included in that formula is the property damage related
to the recent flood, which is going to
be reducing the property values and
therefore would reflect a reduction in
the amount of increase in property
values,” Meyers said.
Although the proposed county
tax rate is lower than the FY 2015-16
rate, Pamela Gubbels, the county’s
director of finance and investments,
said the expected tax revenue for FY
2016-17 is $276.4 million, compared
to the $264.1 million budgeted in FY
2015-16.
Patterson said this was because

the county’s property values had
increased in FY 2015-16.
The FY 2016-17 budget proposal
will be presented Sept. 6, with public
hearings scheduled Sept. 12 and 13.
The budget, tax rates and elected officials’ salaries are due to be approved
Sept. 13, according to the county’s
budget calendar.

County Judge Robert Hebert and
the county sheriff each would earn
$131,519 for FY 2016-17. Salaries for
the district attorney, county judges or
district court judges remained because
compensation for such positions is set
by the state legislature rather than the
county, Patterson said.
He said the raises were proposed
after a compensation study of about 12
other counties revealed Fort Bend to
be behind the market in some jobs.
“The salaries for elected officials
have to be voted on in a separate action
[from the regular budget],” he said.

Land will remain closed while the
Texas Department of Transportation
works to fix safety issues caused by
bouts of heavy rain and flooding.
The Texas Department of Transportation closed the southbound portion
of the turnaround July 26 after heavy
rains eroded the area. The road portion was already damaged from May
floods, according to the agency.
Danny Perez, a public information
officer for TxDOT’s Houston District,
said concrete barriers lacked support
due to soil erosion from the July 26
rains. The barriers are designed to
protect cars on the turnaround.
“Right now, as a precaution we just
have it closed,” Perez said. “There’s no
significant impact to the surrounding
structure.”
He said TxDOT is working to fix
the issue, but transportation officials
have not determined when the turnaround would reopen.
He said TxDOT is coordinating

documents.

board of trustees Aug. 8, district staff
reported truancy cases increased
during the 2015-16 academic year,
compared with the previous year.
In 2015-16, FBISD counted 3,451
truant students, versus 2,876 truant
students in the 2014-15 school year.
Staff cited the effects of changed
truancy legislation and a disconnect
among students as partial reasons for
the increase.
“Between the focus groups, talking
to students and talking to administrators, we really found that one of
the big misconceptions was that the
students really felt like truancy didn’t
exist,” said Dawn Carlson, FBISD
director of student affairs.
The focus groups were part of
efforts undertaken by the district
over the past school year to address
truancy district-wide. Since 2015,
truancy is not a criminal offense and
school districts have more discretion as to whether they refer truant
students—those with 10 or more

rather than criminal court.
As a result, FBISD made 86 truancy
referrals in the 2015-16 academic
year, versus 3,708 referrals in the
previous school year.

before if they had been to the courts
before,” Carlson said.
FBISD added social worker support
and a dropout prevention specialist at
some high schools. Carlson and FBISD
Deputy Superintendent Christie
Whitbeck recommended keeping students engaged in programs to reduce
truancy.

Fort Bend ISD experiences STAAR
test glitches, some results unused

Like many school districts across
the state, Fort Bend ISD suffered
obstacles during the 2015-16 school
year with state standardized exams,
which affected students’ testing experiences and the reporting of scores.
Problems with the State of Texas
Assessments of Academic Readiness
tests, including online connectivity
issues and inaccurate results, began
in March and delayed the reporting of
scores this summer.
“There were some issues in March
with about 14,000 online tests,” Texas
Education Agency spokesperson
DeEtta Culbertson said.
Afterward, some campuses received
other schools’ scores for March tests
and May retake tests.
“[In March], we had three campuses
that had results sent to other campuses,” FBISD Director of Assessment
Thomas Negri said. “We had two students who did not have results at all.”
Culberston said the TEA attributes
the slew of problems to Educational
Testing Service, which started as a
testing vendor in the 2015-16 school
year after the contract of the previous
vendor, Pearson Education, expired.
The TEA on Aug. 23 directed ETS
to invest $15 million in its services
as a result of the online testing issues
and fined the company $5.7 million in
liquidated damages.
“ETS could not find these students,”
Negri said. “The end result with these
students, unfortunately, is that they
were required to take the May retest.”
Eventually, he said, the original
results arrived and revealed those
students had passed in the first round
of testing.
Some children also received duplicate, although not identical, results
attributed to the incorrect schools.
Negri said overall, however, fewer
than 50 FBISD students were affected
by testing and reporting problems.
The STAAR test measures Texas
students’ academic progress in math,
reading, social studies and science.
High school students take end-ofcourse exams in English, U.S. history,
algebra and biology.
Due to the problems with STAAR
tests across the state, Texas Education
Commissioner Mike Morath amended
the consequences of affected scores.
Morath announced in April that negatively affected results in March for the
reading and math sections for grades 5
and 8, as well as the May retakes, would
not be included in the overall index
scores of districts and campuses.
The same concession was made for
grades 4 and 7 writing sections, and
high school English tests.
He also canceled a June retake of
those tests.
Grades 5 and 8 math and reading
tests are determining factors for grade
promotion.

Educational Testing Service.

to districts this summer to perform
quality checks, Culbertson said.
“I think it was just a matter of firsttime testing,” Culbertson said. “We’re
testing 1 million to 3 million kids at a
time, and if you’re a new vendor sometimes there can be glitches with your
delivery service, with getting everybody on track of how this is done.”
Culbertson attributed some of the
result mix-ups to the vendor’s carrier
delivering the wrong results. Despite
the statewide issues, Negri said
FBISD was far less affected than other
districts in Texas, admitting that the
first year of testing for a new vendor is
challenging.
“We don’t want to see any student
suffer through a bad testing experience,” he said. “We’ve voiced our
concerns with the Texas Education
Agency and ETS, and we hope that
next year will be smoother.”

bond program is moving as expected,” he

year, and that number will likely grow
by 10.5 percent to 15.6 percent by 2025,
according to Population and Survey

“I think [the vision] was really
to make it still feel like a … regular
FBISD school but accommodating 400
more [students],” said Ashley Dixon,

The school’s central library has a
“maker space” for students to participate in different educational and
hands-on activities. Maker spaces are
part of FBISD’s initiative to create “21st
century learning environments.”
According to the district’s Elementary School Education Specifications,
or Ed Specs, which were last updated
in 2015, 21st century learning environments involve spaces for collaborative
learning and spaces for the wider community.
Sullivan Elementary is also the district’s first school to be LEED certified
by the U.S. Green Building Council as an
environmentally sustainable building.
Preserving what exists
While the 2007 and 2014 bond programs were intended to fund new construction, they also supported changes
to existing FBISD facilities in areas of
slower growth.
On Aug. 15, the board of trustees
approved $19.5 million total in construction contracts for new classrooms
at Oyster Creek, Sienna Crossing, Schiff,
Scanlan Oaks, Holley and Cornerstone
elementary schools. FBISD will also
perform renovations at various schools
around the district, such as boiler
replacement and roof repairs at Burton
Elementary School.

an outstanding learning environment
for all children,” Dupre said. “Overcrowded schools are not the best learning environment.”
These schools are expected to ease overcrowding and support population growth in
the Sienna Plantation master-planned community starting in the 2017-18 school year.

A growing challenge
Another future hurdle is continued
enrollment growth. Schiff Elementary in
particular was over capacity on the first
day of school in August, leading students
not already enrolled there to be bussed to
Sienna Crossing Elementary.
“Moving forward, the district will recommend a class-size waiver from the
[TEA], allowing a slight increase in class
sizes,” said a letter to parents from FBISD
Chief of Schools Mark Foust.
To manage that growth, Perez said it
is necessary to not build too large but
also plan for portable buildings.
“It’s an unavoidable evil,” he said. “We
design the schools with growth in mind.”
Dupre said he hopes the new
schools will allow the district to maintain the same quality of education for
future students.

Demographic differences
The neighborhoods of FBISD’s newest schools are in areas of high growth,
high household incomes and low numbers of economically disadvantaged
students. The feeder schools for Sullivan Elementary—Austin Parkway,
Colony Bend, Settlers Way and Commonwealth elementary schools—all
reported to the TEA 17 percent or
fewer economically disadvantaged students in the 2014-15 school year.
ES 48 will affect students at Schiff,
Sienna Crossing, Scanlan Oaks, and
Heritage Rose elementary schools. MS
15 could affect students at Baines and
First Colony middle school, according
to FBISD. While Heritage Rose had
73.3 percent economically disadvantaged students, the other feeder schools
reported to the TEA 25.9 percent or
fewer in the 2014-15 year.
By comparison, Ridgemont Elementary School reported 88.9 percent economically disadvantaged students in
the 2014-15 school year. Built in 1973,
the school is at 94 percent capacity this
year despite being in an area of lower
residential growth.
The 2014 bond program included
upgrades such as security features,
doors, and windows but no structural
changes or new space for Ridgemont.
Ridgemont will pilot the district’s
new Educators Dedicated to Growing
Excellence, or EDGE program, this
year along with Briargate Elementary
School—a campus built in 1977, with
85.6 percent economically disadvantaged students in 2014-15 and also in
an area of slower growth.
EDGE replaces the traditional classroom environment with more flexible
student grouping and teaching techniques, according to FBISD. Megan
Evans, FBISD director of innovation
and continuous improvement, said the
district considered Ridgemont’s and
Briargate’s environments when designing EDGE.
“That was something that we were
very strategic about was [ensuring] both
of those campuses have the most inviting
environment as possible,” she said.
Evans said data is being collected on
EDGE’s implementation, but she could
not speak to the effect of the schools’
facilities on long-term student achievement.

“The plan on those is that actually
moving forward, [if] we’re going to make
any major changes, then we would incorporate the 21st Century [Learning Environment] ideals into them,” Perez said.
First built in 1976, Dulles Elementary
School’s enhancements inlcude a flex
space, cafeteria wall partition and other
building upgrades.
But Perez said that if the original
structure is too old, some renovations cannot be made without gutting
a school entirely. That would likely
require another bond program, he said.
“You’d literally have to be able to
reconfigure [the school],” he said.

“It’s just an incredible investigative
tool,” Missouri City Police Department
Chief Mike Berezin said.

The Sugar Land Police Department
has proposed three options to City
Council for the use of mobile devices
while driving.
The first would be to make it illegal to
use a mobile device for texting and using
applications while driving. However,
making phone calls behind the wheel
would still be a legal use of the phone,
Schultz said.
A second option would ban hands-on
mobile device use, and a third option
would be to have no ordinance at all.
Schultz said an ordinance would follow
suit to what about 60 other Texas cities
are doing.
He said in 2015, 116 accidents in the
city were attributed to either driver inattention or distraction in a vehicle, which
is as specific as the department’s reports
are. He said no fatalities occurred in this
accident category to his knowledge.

“I can’t say that was strictly a telephone call or a text message,” he said.
“It may have been a bee flying in the
car. I don’t know because it doesn’t get
into that detail but we did have 116 that
it could be attributed to. With that 116
accidents, that’s well over $200,000 in
property damage right there alone.”
Neighboring Missouri City has had an
ordinance since 2010 restricting phone
use while driving in the city. The city
ordinance bans texting and other activities. He said the police department is
looking to Sugar Land to see if it adopts
a completely hands-free ordinance to
determine whether Missouri City wants
to further restrict its own drivers in the
same way.
“If they’re successful with that, then I
would suggest that we would bring that
before our [City] Council and amend
our ordinance to also include that,” he
said.
He said the reason for a potential
change is also practical.
“Oftentimes, citizens don’t know
when they’re crossing city boundaries,
so if you have one large city doing that, it
makes sense [for] adjacent cities having
the same problems [to do the same], so
it’s not so confusing when you can and
when you can’t [use the phone] for the
traveling motorist.”
In addition to making an ordinance
easier for residents, Berezin said not
having a hands-free ordinance makes
enforcement difficult for police officers.
“There’s a few loopholes in the ordinance,” Berezin said. “You can make an
emergency phone call, you can check a
navigation device, things of that nature.
It’s a bit of a challenge for when an officer
does cite someone. It’s hard for them to
stand up in court and say ‘Oh, no, they
definitely were accessing one of those
[banned] applications.’”
Although numerically a local ordinance might not be significant, Schultz
said it would still be worth it.
“If it saves one life, would it be necessary?” he asked. “We’re looking to make

Both Sugar Land and Missouri City’s
police departments are also looking to
use license plate recognition cameras in
their cities as a crime deterrent and to
assist with investigations.
Sugar Land has had LPR technology
since 2007, Chief Doug Brinkley said
during an Aug. 2 presentation to City
Council.
In September 2015, however, the
department started operating 73 cameras in northern Sugar Land, testing to
see if cameras should be used across the
city. Brinkley said the cameras are helpful to investigations.
“Most of the time [when] we have
home break-ins or car break-ins, our
citizens see something,” Brinkley said.
“They may see a brown vehicle or a black
pickup truck, and we endeavor to use
the license plate recognition camera to
actually identify the suspects involved in
those types of activities.”
Brinkley told the City Council he now
wants six more months of study to help
determine the cameras’ effect on arrests
and crime before the council would
make a decision. Using LPR technology
from January to June, the department
recovered 38 stolen vehicles with a total
value of about $314,000, Brinkley said.

department arrested 38 people from
January to June, Brinkley said.
“Hopefully, it’s going to be a promising deterrent as we move forward,” Brinkley said.

town hall on the city’s website as well as
at homeowner association meetings. He
does not have a date set to close the town
hall and return to City Council.
As of Aug. 17, 60 people responded to
the online town hall stating their preference for an ordinance or lack thereof.

wanted a completely hands-free ordinance while 9 preferred texting and
application prohibition but not phone
call restriction. Sixteen respondents did
not want an ordinance.
“Law enforcement is already asked to
do too much,” Sugar Land respondent
Edward Fox said. “Their focus must be
on objective observation of how vehicles
are operating, not struggling to figure
out what’s going on inside each vehicle.”
