These charts represent Revenue and Expenditures by Functional Area for the General Fund, and the Public Improvement Fund for Fiscal Year 2015-2016.
As demonstrated here, the City’s total property tax revenue is not sufficient to pay for the projected expenditures of public safety services net of all

City of Pinellas Park
EQUESTRIAN
COMMUNITY
The City of Pinellas Park is a proud
supporter of the Pinellas Park Equestrian Community and the Equestrial
Trail at Helen Howarth Park.
There are currently about 45 equestrian property owners who maintain stable facilities for both public
and private use. Approximatley 750
horses scattered over roughly 200
acres share habitat with their owners.
It is this combination of horse and
rider that share the surrounding environment with motorized and nonmotorized traffic over public and
private roadways, trails, pathways
and sidewalks.
Many residents within the community and its surrounding neighborhoods have come to look upon
horseback riding as a usual and accepted activity.
Evidence of meandering trails used
by horseback riders can be found
threaded throughout the limits of
the community, neighboring parks
and roadways.
In some areas, the trails are noncontiguous due to various barriers,
roadway crossings, large drainage
channels and private property interests.

In 1909 or 1910, Mr. F. A. Davis and
a group of developers sent Mr. Patrick
John “P.J.” McDevitt to Florida to establish a town near the city of St. Petersburg for the purpose of growing sugar
cane. It was through the efforts of Mr.
McDevitt and Mr. Davis that the township of Pinellas Park was organized.
Mr. McDevitt set up a land office,
represented the company, financed
building a Catholic church and loaned
money in times of need. The McDevitt
family had the first automobile and the
first phone that was on a wall in a hallway, available for all settlers in Pinellas
Park to use.
P.J. McDevitt was elected as Mayor
from 1914-1917 & 1926-1932 and,
along with James R. Shoecraft, created
Pinellas Park’s first drainage district to
dredge the major drainage canals that
still are life-saving arteries in rainy seasons.
He and all of the town would turn out
at the ACL Railroad Station to greet
newcomers to Pinellas Park.

After serving in the Navy during WWII,
emerging with a degree in mechanical engineering from Harvard University around 1946, Loyd Tingler moved
to Pinellas Park in 1949 and opened
his own store, Loyd Tingler Furniture.
In 1974, he became the first Chairman
of the newly founded Pinellas Park Water Management Board and for 14 years
supervised construction of millions of
dollars in major drainage ditches that
substantially helped with flooding.
In early years he was a member of the
Optimist and Kiwanis Clubs in St. Petersburg of the Davista Civic Association. He wielded a wide influence all the
way from Pinellas Park to Tallahassee
and his connections included membership in national and state Home Furniture Dealers associations and the Contractors and Builders Association of
Pinellas County. The Loyd Tingler Nature Park was originally owned by the
Pinellas Park Water Management District and later donated to the City of Pinellas Park and renamed Tingler Park.

Helen S. Howarth served the people
of Pinellas Park for three decades. She
kept Pinellas Park residents warm in
the winter filling their furnaces with oil
even when some couldn’t pay.
Helen owned Park Oil Company, drove
trucks, cleaned stoves and took orders
and was known to many of the town’s
children as “Granny Good” for providing food, bundles of clothing and other
gifts on doorsteps to express her concern for children in need.
She initiated the building of a historical museum. The people of Pinellas
Park knew who Helen Howarth really
was. She talked straight, talked loud and
disdained euphemism.
Helen Howarth is a symbol of our
town, a personification of an era of life
in Pinellas Park.

F. A. Davis began a Delaware land development company called the Florida
Association. He bought 12,800 acres of
land on the Pinellas Peninsula, which
was then called West Hillsborough
County. It bacame known as Pinellas
County in 1913.
In 1909 or 1910 Mr. Davis and a
group of developers sent P.J. McDevitt
to Florida to establish a town near the
City of St. Petersburg for the purpose of
growing cane sugar. The peninsula remained a part of Hillsborough County
until 1913, but reference in testimonials
referred to Pinellas Farms or the Pinellas Peninsula. Model Farm No. 1 (there
would be two others) became the showplace for visitors or potential colonists.
Mr. Davis also built the Colony House,
at a point where 60th Street now crosses
Park Boulevard.

James Rex Shoecraft was a veteran of
the Spanish-American War. He moved
to Pinellas Park in 1911 and served on
the first town council. He was elected
mayor from 1917-1926 and 1932-1953.
He served on the county commission
and was presented with the Angus
Smith award for outstanding service by
the Pinellas Republicans.
He fought for a bigger Pinellas Park.
He championed the construction of
County Roads 15 and 16 and Welch
Causeway, which provided a short cut
to the Gulf Beaches from the western
end of Gandy Bridge.
He was one of the original backers of
the program to create Lake Seminole
and led the drive to extend Pinellas
Park’s Park Boulevard to tie in with the
Gulf Coast Highway.
He crusaded for many years to get the
Joe’s Creek and Sawgrass Lake drainage
projects and along with P. J. McDevitt
created Pinellas Park’s first drainage district. He was a chief proponent of the
county
commissioners’ taking over the old
drainage districts and the obtaining
of legislation under which a countywide millage levy sufficient to tackle
big drainage problems one-by-one on a
pay-as-you-go basis was levied.
He served two terms as Director of the
Pinellas Soil and Water Conservation
District, Director of the Florida Association of Soil Conservation, president
of the Pinellas County Farm Bureau,
represented Pinellas County on the
West Coast Inland Navigation District
(unit represented six counties along the
lower West Coast interested in securing the intracoastal canal’s completion
from Fort Myers northward to Tarpon
Springs.) Served as school trustee in
District 15 and was a member of the Pinellas Park and St. Petersburg Chambers
of Commerce, the Presbyterian Church,
Masons, Lions Club and the United
Order Junior American Mechanics, all
of PinellasPark; Elks Club and General
Leonard Wood Camp SAWV of St. Petersburg.
As a professional agriculturist, he had
a flower farm and became Florida’s first
expert grower of perishable flowers.
In 1953, fellow citizens honored him
by naming a new building at the County
Fair Grounds after him.

Stanley and Doris Broderick arrived in
Pinellas Park in 1945. The total population was 600. They were among the first
200 homeowners in Pinellas Park to receive water service and received a free
water meter.
Doris and Stanley at one time owned
the city’s largest land development company. Stanley and Doris were founders
of Little League Baseball in Pinellas
County and were both active in developing the program and the ball fields in
Pinellas Park.
In December 1982, Doris Broderick
deeded 3.80 acres of land at 6755 62nd
St. to the City of Pinellas Park.
The land was developed through a
Land and Water Conservation Fund
Grant, and named the Stanley and Doris Broderick Park. The city purchased
additional acreage abutting the original section of the park in May 1988,
expanding the size of the park to 10.08
acres.
In 1983 Doris was named a Pinellas
Park Achiever for her work and dedication for encouraging the growth and
prosperity of the city. In 1988 she was
chosen as Pinellas Park Citizen of the
year for her lifelong involvement with
the city and its youth activities.

worked closely with Acoustical Engineer Dave Fagen and Shields E. Clark
P.E. to recycle salvaged structural
components from the 1992 tornado to
achieve the most efficient profile, design
a hurricane resistant, maintenance free,
clear span, permanent band shell with
the necessary accouterments and utilities.
The Band Shell was constructed at no
cost to the City other than staff time
to review the design, surplus fill from
