I THINK I AM GOING THROUGH THE DELIRIOUS PHASE OF MY PRESIDENCY
because I seem to remember writing my report for the last SEQUENCE in a hotel
room. I am again writing my report in a hotel room, but this time in Yorkton instead
of Ottawa. Is it delirium or a time warp?
Since the last report, I have been to Ottawa,
Regina, Saskatoon, Lloydminster and now
Yorkton. I have had the opportunity to speak
with many of the membership on a variety of
topics and it has been amazing.

The verdict from the CREA AGM, as many
of you already know, is that while many of
the Futures project ideas were passed, a few
were not! Our own CREA representative,
Cliff Iverson, was the lead on a few of the
more contentious issues and had to present to
the cantankerous crowd. Even though his
Rate Your REALTOR® project was
defeated, and he took it on the chin, he did a
terrific job.
On the bright side,
Saskatchewan is still open to the Rate Your
REALTOR® idea and will continue to look
into it.
Lloydminster, the nation’s only true border
city is a unique place in the real estate world.
Many of the members belong to both the
Alberta and Saskatchewan associations,
where they get the best of both worlds. They
also have a young, energetic, and active
board and we should expect to see great
things from them in the next few years.
Council Presidents, and the ASR board of
directors, current issues and concerns are
hashed out. Later that evening, we held the
first annual Q of L Legacy Gala, where over
$20,000 was raised to add to the Legacy fund
- a result of the many silent and live auction
items that were donated. As well, ten
individuals stepped up to become Legacy
Builders, each with a minimum $1000
contribution. Overall, it was a great event
and we even had the pleasure of having
CREA President Laura Leyser attend. The
conference program included Regina Mayor,
Michael Fougere; Tornado Hunter, Greg
Johnson; Economic Media Panel members,
Bruce Johnstone, Murray Mandryk and Paul
Martin; and, Riders Head Coach, Corey
Chamblin. A big thank you to all of the
sponsors and members who attended and
made this a great event!
After a few days at home, I was back in
Saskatoon for the joint ASR/SREC
Education meeting. ASR continues to work
hard on your behalf to improve and expand
the educational offerings for our industry.

Christiane D. Guérette is the new Chief Operating Officer of
the Association of Saskatchewan REALTORS®. Originally
from Fredericton, New Brunswick, Chris has also had the
opportunity to work in Ottawa and has proudly called
Saskatoon home since 2011.
Chris has over 10 years of experience in association
management and community development. Included on her
list of involvements: she was the first Executive Director of
the Stan Cassidy Foundation, raising the profile and funds for
New Brunswick’s only neurological rehabilitation centre; was
elected as a Board member to the Centre Communautaire
Sainte-Anne in Fredericton, a crown corporation managing the
largest government building in New Brunswick; was a
business coach for small business entrepreneurs, and has
worked in numerous capacities toward the development and
politics surrounding official languages in Canada. In 2009,
Chris was selected as one of New Brunswick’s leaders in 21inc, an innovative “action tank”
dedicated to fostering entrepreneurial leaders in Atlantic Canada.
Chris currently sits on the Board of the Saskatoon Food Bank and Learning Centre, is a member of
the Executive of her federal riding association and is the Vice-President (communications) of Equal
Voice Saskatchewan. Passionate about her community and politics, she is also passionate about her
family. Chris and her partner Jean-Michel deVink have two children, Louis-Pascal and Jan-Sébastien
who keep them grounded and entertained.

The ASR is working with SREC to improve the
delivery of regulated real estate education in
Saskatchewan. To that end, we would like to
solicit, via survey, your input regarding your
professional education. The data collected will
support the development of learning opportunities
and programs that support and enhance your role
as a Salesperson, Associate Broker, Branch
Manager, or Broker, and Registrant. Survey
completion should take about ten minutes and the
information provided will remain anonymous.

Glen Hantelman, a real estate industry veteran of 43 years, has
won the 2012 ARR/CMHC REALTOR® of the Year award.
Phillip Mack, a salesperson with RE/MAX Crown Real Estate
in Regina, was presented the 2012 Distinguished REALTOR®
Award at the ASR Legacy Gala on April 9th.
Hantelman, who works with Sutton Group Results Realty,
started in the industry in 1970 balancing REALTOR® duties with
farming. He sold the family farm near Rouleau in 1989 and has
concentrated on real estate ever since.
Phillip has served on committees at all three levels of organized
real estate, either as a chairperson or member at large. As well,
Phillip has had a seat on the Saskatchewan Real Estate
Commission since 2005, serving as Vice-Chairperson in 2012-13.
Described as “a giver - generous with his colleagues, his clients
and his community,” Glen has served on countless committees for
the Association and has been a tireless volunteer for many worthy
causes, especially helping Regina’s less fortunate.
Phillip has also been an exceptional community service volunteer,
having contributed to the Optimist club, Kinsmen Telemiracle,
Regina Economic Development Authority, Regina’s Old
Warehouse Association, Mayor’s Task Force on the Future of
Regina and the Regina Arts Commission.

Information Services Corporation (ISC) generously took on the role of
corporate sponsor for the ASR Quality of Life Legacy Gala held April 9th in
Regina. Because of their support, guests were treated to a fabulous evening and
significant financial support was funneled into the Legacy fund. Brian Burnett
was on hand to address the Gala crowd and mingle with REALTORS® and other
guests. On behalf of ASR, as well as all of the Saskatchewan charities who will
ultimately benefit from your largesse, thank you!

Highlights of the April 9, 2013 ASR Board of Directors Meeting

After extensive discussion regarding SAMA and the
new fees they are proposing to access their “Field

Sheets,” it was decided to refer this issue to the
Government Relations Committee. Look for more
information on this issue in the coming weeks.
It was reported that a very large number of
registrants have not yet fulfilled their 2012/13 CPD
requirement. A reminder - this must be done prior to
May 31st.
A survey will be going out to the membership in the
very near future regarding a regulated real estate
education delivery project.
Once again, ASR has been approved by SREC to
receive IBTA funding to update the licensing
education courses.
Some concern was expressed regarding new
registrants’ lack of experience in forms completion.
This issue will be addressed at the next ASR
Education Committee meeting, as well as at the joint
ASR/SREC Education meeting.
The Symposium committee reported that expected
attendance for the upcoming event was less than in
the past. It was decided that the viability of
continuing the Symposium would be an agenda item
at the June Strategic Planning meeting.
The notice of meeting for the Standard Forms May
23rd meeting have gone out to all boards/councils.
The directors voted unanimously to fund the Buyer
Agency Task Force. Look for information on this
initiative very soon.

ASSOCIATION OF SASKATCHEWAN REALTORS® MISSION STATEMENT
The Association of Saskatchewan REALTORS® is the primary advocate for
organized real estate in Saskatchewan and provides the direction, leadership
and support services necessary to enhance the professionalism
and profitability of our members.
Reducing Property Taxes
Provincial revenue sharing for cities is up 152% since the Saskatchewan Party took power, and up 59% since
the 2009 revenue sharing plan gave municipalities a full point of the provincial 5% sales tax.
In 2007, cities got $67 million, this year they get $170 million. The increase is massive, but city councils
continue to raise property taxes.
A long list of expenses get paid by the ever-rising property tax: police and fire, roads and sidewalks, arts grants
and community centres, parks, rinks, pools and minor sport centres, garbage disposal, housing incentives,
planning departments, assessment systems etc., etc. Taxpayers turn over cash with no real indicator of what
they get in return, and no real way to manage their costs – all of that stays in the hands of the municipal lords.
It’s time for a taxpayers’ Magna Carta, or Boston Tea Party. It’s time to look at other ways to pay some of these
costs.
What if some of these services were moved into self-funding utilities, the same as gas, telephones, auto
insurance and electricity are supplied by self-standing crown corporations?
The key to public acceptance is ensuring a freeze on property taxes, even a roll-back. If that could be assured,
could we not apply insurance principles to fund fire departments? We already see recycling fees coming for
curbside pick-up; why not fund the entire waste system with a cost-recovery fee? Water and sewer is already
partially self-supporting and could easily be taken to the next level.
We need new ideas. Your Government Relations committee is working on them. Stay tuned.

The first annual ASR Quality of Life Legacy Gala took place at the
Hotel Saskatchewan in Regina on April 9th.
Sponsored by Information Services Corporation (ISC), the purpose
of the exciting black-tie event was to raise funds for the Legacy as
well as distribute the grants for 2013 to the successful applicants.

across Saskatchewan and each received a grant of $5,000. Our

It was truly an evening of recognizing and acknowledging good works.
After the grant presentations, Rhonda Toth, former ASR President was
presented with an Honourary Life Membership. Earl Kotlar was also on
hand to present the ASR/CMHC Distinguished REALTOR® Award to Philllip
Mack of Regina. Congratulations, Rhonda and Phillip!
In creating the Legacy, the ASR provided the initial
funding, but recognized that in order to continue to
support these worthy causes some fund-raising would
have to happen. With that in mind, a Legacy Builder
category was created; any individual or organization
donating $1000 or more to the Legacy would be
recognized as a Builder. The following Builders were

2013 SYMPOSIUM
RETROSPECTIVE

The 2013 Symposium, Building Our Foundation, took place in Regina on April 10 . Previously a two-day event, the
timing was changed in the hope that attendance would be bumped up if busy REALTORS® only had one day away to
work around in the busy spring season.
The day started off with greetings from Regina Mayor Michael Fougere. Immediately
thereafter, opening speaker, Greg Johnson, the Tornado Hunter, took the stage. His
incredible photos and vivid descriptions of extreme weather, and the often devastating after
effects, were truly awe-inspiring. He is pursuing his passion and encouraging others to
pursue theirs, and, as an interesting aside, is married to a REALTOR®!
The AGM (that perennial crowd pleaser!) was well attended and several speakers provided
timely and informative updates. On-hand from CREA, President Laura Leyser won over the
crowd with her upbeat reporting and gifts of chocolate! REIX Executive Chair, Harvey
Mayor Michael Fougere
Gamble advised the group of what happened on the E&O Insurance scene in
2012. As always, Harvey was very informative and shared some great advice
on risk reduction.
CREA staffer, Lynn St. Germain, Coordinator for Training and Marketing
provided a needed update on WEBForms™. Next up was Keith Hanson who
had some terrific information to share on the EnerGuide For Houses Program.
The day ended with keynote
speaker, Saskatchewan Roughrider
Head Coach, Corey Chamblin,
whose message was entertaining as
well as inspirational. His approach to
coaching transfers easily to everyday
life and how he has handled his
challenges is motivational, to be
sure. He was a huge hit with
everyone in the crowd - not just the
Rider fans!
