Lyon and its région
You, our students, and the institutions welcoming you,
are part of the rich canvas that is the City of Lyon: there
are over 120,000 of you enrolled in a series of higher
education institutions offering a wide range of study
programmes.
These programmes are underpinned, in the universities
and grandes écoles, by the scientific research of your
lecturers who represent an outstanding potential for
creativity and make a significant contribution to the
international reputation of our city. The worth you
embody is expressed by your presence in the city, your
activities and your talent for leadership. They weave the
basic social fabric that brings all us residents together
and helps make our city more appealing.
Welcome to our new students!
Welcome to our overseas students!
Every year increasing numbers of you enrol in the Higher
Research and Teaching Centre (PRES) institutions thanks
to the support of the Rhône-Alpes region which, with the
City, the University of Lyon and the CROUS, hope that you
will become the best ambassadors for our country.
This 2009/2101 Guide is designed to help you succeed in
your career as a student and citizen in Lyon, a tool which
will:
• make your everyday life easier by providing practical
information and resource structures to counsel you;
• help you explore the city and its region, by making you
a fully-paid-up key player in academic and urban life.
The Rhône-Alpes Region is the second largest economic
centre in France and ranks among the leading major
economic areas in Europe. Its population matches that of
Denmark or Finland and its size is similar to the largest
German regions. It has borders with Switzerland and Italy.
Its outstanding location at the heart of Europe makes
Lyon a mere 1.1/2 hours away on average from all the
major European cities, thanks to an efficient network
of transport by air (Lyon Saint-Exupéry Airport), road
or rail (two TGV stations).
Lyon is thus a two hour train journey from Paris and
the Mediterranean, 1.1/2 hours from the Alps, two
hours from Switzerland (Geneva) and four hours from
Italy (Turin).
Its vitality is fuelled by a wide range of economic
activities - agricultural, manufacturing (mechanical,
pharmaceutical, health, chemical, textile and IT sectors)
and service industries. Special mention must be made
of the high technology sector, boosted by research
and higher education, and tourism, in winter and in
summer.
The Rhône-Alpes Region has a very active international
policy and, as such, invests in many cooperation
programmes with various regions in Europe and around
the world. It supports the international development
of educational institutions and the mobility of their
students.

2 ENROLMENT
> To make initial contact with your future
institution, before arriving in Lyon, or if you wish
to move institutions next year, why not make the
most of the Open Days and Higher Education Days
in January. Don’t forget the Student Fair, organised
by L’Etudiant magazine in Lyon at the beginning
of every year
> A new procedure for first enrolment in the University
has been introduced.Visit the site
www.admission-post-bac.fr. Enrolment involves
several steps. Firstly, fill in a registration form (with
your personal information, civil status, etc.) and an
academic record (with marks from the baccalaureate
for French, diplomas and academic history) and then
enter your preferred study paths. A hard copy must
RECEPTION AND ADMINISTRATIVE INFORMATION I ENROLEMENT I STUDYING AND MAPPING YOUR CAREER PATH I etudiants en situation de handicap I STUDYING ABROAD
then be printed and sent to the chosen institutions.
The institution will subsequently e-mail you a reply. The
final step is the administrative enrolment which takes
place once the baccalaureate results are announced,
between July and September.
This procedure applies to French and Swiss students and
students from the European Economic Area. Students
of other nationalities should request information from
Campus France (www.campusfrance.org)and refer
to our heading below «Find out more».
Use this approach to centralise your application and your
preferences. You can choose up to 36 study programmes,
both selective (BTS, some IUT, preparatory classes, etc.)
or not (universities).
> Enroling in a school is also possible on the site
www.admission-postbac.fr
Enrolment for most schools takes place directly with
its own departments. You will almost certainly be
asked for:
• copy of your family record book or identity card,
• copy of your parents’ Carte Vitale or that of your
guardian or your own Carte Vitale certificate.
• for overseas students, copy of your passport or your
student visa,
• final award certificate if you are receiving a grant,
• employment contract, if you are employed.
> Don’t hesitate to ask your future institution about
the study programmes it has on offer!
3 MAPPING YOUR CAREER PATH

ISABLED STUDENTS
The higher education institutions have made the
necessary arrangements to facilitate access to their
premises for disabled students (installation of access
ramps, signage for the visually impaired, appropriate
washroom facilities, etc.). This access has been a
legal requirement since 11 February 2005. If you
run into problems, reference contacts will help you
find a solution, in all the institutions.
There is a legal facility for examinations (written
and oral) - known as additional time - granted to
disabled students, subject to a professional request
to the University and a medical certificate from the
referring doctor. Other reservations: recognition of a
disabled person by the CDA (Rights and Independence
Commission) and a recommendation from the MDPH
(Disabled Persons Departmental Office).

Stays abroad are an increasingly common
feature of university curricula, in particular
through agreements between the universities of
different countries, across Europe and beyond.
The international relations services (or divisions)
(SRI-DRI) of schools and universities are the first
port of call for French students abroad on exchange

18 finding somewhere to live
The accommodation market in Lyon is just as difficult
as in the rest of France. It is therefore important to get
well ahead with your search several months before the
start of the academic year.
Caution, do not rely on getting an accommodation
subsidy straight way. Its payment is delayed until
your application has been accepted - this takes at
least two months.

From 7 September to 16 October, everything you need
to know to get your student life in Lyon off to a good
start! Accommodation offers from various public and
private partners. Accommodation aid files with CAF,

2 THE DIFFERENT TYPES OF
ACCOMMODATION
How do you go about looking? Firstly take the time the
decide on your needs and priorities (location, size, halls
of residence or rental market, etc.).
One major factor to consider is the travelling time
between your study location and where you live: don’t
shy away from looking in Lyon’s outlying areas, for
rents are much lower and metro and tramway/bus
routes offer a good service. Information on the Lyon
Public Transport site:
www.tcl.fr
• Also check out the maps on the www.viamichelin.fr
or www.mappy.fr sites to see the potential routes via
public transport.
• Try asking acquaintances, relatives and friends living
in Lyon to act on your behalf in your search process.
Also contact the student associations in your host
institution (contact details on all institution websites).
Ideally, a preliminary trip before the summer will be
the most efficient way of preparing for your arrival in
Lyon for the start of the academic year.
• Sign up for temporary accommodation as a precaution if
you don’t think you have enough time to find permanent
accommodation. You can always cancel it later. Set enough
money aside to pay your deposit and advance rent.

Halls of residence, reserved for students (including PhD
students), are managed by CROUS, a public body with
the task of making life easier for pupils and students in
higher education institutions. The quality/price ratio of
this type of accommodation is far and away the most
attractive. It can however be tricky to get a room as
demand is high and rooms are reserved for certain
student categories (grant-aided students).
> Overseas students who are not in exchange
programmes or have been awarded grants are very
unlikely to get CROUS accommodation in September.
Hope to take over from someone moving out in January
instead!
> For accommodation and award applications, connect

Refurbished rooms or «studettes» measuring 9 to

enquire at the CAF (www.caf.fr). You are not liable for
the housing tax.
> The new CROUS residences (studios)
These residences have furnished studios measuring
15 to 46 m2 (for one or two people) with bedding,
kitchenette, shower, basin and lavatory. CROUS and the
student sign a twelve-month rental agreement, from 1
September to 31 August. The rent for this accommodation
varies depending on the facilities on offer. The cost of
a studio (T1) averages out at €290 per month. This
type of studio is eligible for APL and is exempt from the
housing tax. A full list of residences and their description
is available at: www.crous-lyon.fr
CROUS residences are all equipped with WiFi.
PRIVATE RESIDENCES
> Services
Private residences are more expensive than halls of
residence, but the accommodation is bang up to date,
often furnished and designed as genuine mini-flats,
ranging from studios (kitchenette, bedroom, private
bathroom) to 1-bedroom and even 2-bedroom and duplex
flats. Most of these residences feature extra amenities
for residents: cafeteria, lobby, TV lounge, study room,
fitness room, laundry room with washing machines
and driers, cleaning services, car park, etc. Another
advantage is that many of these residences are located
in the city centre, close to campuses, public transport
and shops. Temporary or short-term accommodation
is possible depending on vacancies.
> Rates
Prices average €280 per month for a furnished studio
measuring 18 m2 and €450 to €500 per month for a
furnished or unfurnished 1-bedroom flat. One month’s
deposit is normally required plus a guarantor. Failing that,
it is possible to pay a year in advance. For reservations
from abroad, two months rent are requested. Eligibility
for accommodation subsidies (ALS or APL).

3 PRACTICAL TIPS BEFORE
MOVING IN
LEASE OR RENTAL CONTRACT
• This mandatory document states the rights and
obligations of all parties. It must be produced in duplicate,
with one copy for the owner and one for the tenant.
• Sometimes you have to make up your mind and be
prepared to sign the contract when you first visit the flat.
Make sure therefore that you bring your chequebook with
you along with the necessary documents (photocopy of
your ID, your last three payslips (or of your guarantor),
your last tax notice, bank details, an employer’s certificate
and the bond of indemnity from your guarantor).
• The minimum lease period is three years renewable
for unfurnished accommodation in the traditional rental
market. You can terminate the lease at any time by
giving the owner three months’ notice by registered
post with acknowledgement of receipt. Some private
residences offer shorter rental contracts.
> Caution, when signing the lease
• Read the agreement carefully, especially the articles on
backing out of the agreement, the deposit and everyday
life: this is the only reference document in a dispute.
• Never hand any money over before signing a rental
agreement. For each payment made, demand a receipt
stating what is covered.
• Electricity, rental fees, water, heating and gas are not
normally included in the rent. Find out more!
GUARANTEES AND JOINT SURETY
> The guarantor (or joint surety)
Before signing the agreement, the owner or agency will
ask you for guarantees of solvency. You will have to
prove a net income at least three times more than the

rent excluding charges. Failing that, you will be asked
to provide a guarantor, i.e. someone who undertakes
in writing to pay the rent and the charges should you
fail to do so. The guarantor is required in almost all
circumstances except in hostels and some private
homes. He must prove a net income at least equal to
three times the amount of the rent.
> The guarantor for overseas students
In theory this guarantor must be a resident of the
European Union. However, some owners, régies and
estate agencies in practice require a guarantor residing
in France. Note that CROUS is one of the rare landlords
which allows guarantors from the European Union not
residing in France.
> Security deposit
This is a sum equivalent to one month’s rent maximum
which has to be paid in most circumstances when you
sign a rental agreement. It will be returned when you
move out provided no damage is noted during the
end-of-lease inventory.
> Help in paying the deposit
The LOCA-PASS® service (www.loca-pass.com) offers
two aid options:
• the repayable advance: LOCA-PASS® finances the
deposit directly to the landlord. The tenant must
repay this within ten, twenty or thirty months, starting
three months after signing the lease (two months’
rent for private accommodation and one month in
a residence);
>the LOCA-PASS® guarantee is a zero-rate advance
which covers up to eighteen months (rent + charges),
and even 36 months in some cases, when the tenant
cannot pay. The tenant must repay it to the lending
body within three years. The application must be
submitted on the date the lease agreement is signed
at the latest. It takes about a month for the money
to be released.
• Tel. 0800 800 690 (freefone from a landline).
Caution, LOCA-PASS® eligibility criteria are very strict,
especially for overseas students. You must meet one
of the following conditions to be eligible:
• have a grant from the French State (French and
overseas students);
• prove a fixed-term contract of at least three months
at the time of application;
• accumulate three months of fixed-term contracts
during the six months prior to the application;
• prove a current work placement agreement of at
least three months at the time of application.
> Collective Association for Access to Accommodation
(ACAL) can also act as guarantor and provide the
deposit for all employed overseas students (parttime job at least).
Tel. 04 72 84 74 10 - 259 rue Créqui - 69003 Lyon.
> Re nta l r i s k g ua ra nte e ( GR L ) prov ides
accommodation to a wider public. holders of fixedterm contracts or part-time student contracts. It
complements insurance with additional guarantees
against defaulters. A «GRL Passport» is required to
take advantage of this system. It can be obtained from
the Interprofessional Accommodation Centre (CIL).
Your circumstances will be assessed for eligibility
and, if accepted, you will given a passport which
confirms your right to the guarantee. You should
then submit this to landlords and estate agencies
within three months.
> An expensive first month
As soon as you move in, you will need sufficient funds
for one month’s deposit (reimbursable), one month’s
rent in advance, potential agency fees equivalent to one
month’s rent, house insurance and various connection
charges (electricity, gas, telephone - See the heading
«Moving in»).
INVENTORY
This must be produced in writing with the landlord
when the keys are handed over. Make sure you get a
SOME ADVICE FOR THE SEARCH I THE DIFFERENT TYPES OF ACCOMMODATION I PRACTICAL TIPS BEFORE MOVING IN I SHORT GLOSSARY ON ACCOMMODATION
copy of this document so that you can compare the
condition of the accommodation at the beginning and
end of the rental period when the outgoing inventory
is produced. This will decide, where appropriate,
whether the tenant or the landlord is liable for repairs.
Caution: within two months of your moving out, the
landlord is required to reimburse your deposit, less,
where appropriate, the cost of any repairs for which
you are liable.
HOUSING TAX
if you have a flat on January 1, 2009, in principle, you
will have to pay tax on your accommodation (CROUS
residence halls are not taxable).
You have no tax statement to fill out; you will receive
a tax notice. Ask how much this tax is when you sign
the lease; it may be included in your fees.
HOUSE INSURANCE
All tenants must insure against rental risks (fire, water
damage, etc.). This is a householder’s comprehensive
insurance policy.
Ask about this at your student social security
company.
> Discrimination
A freefone number has been set up to report race or
sexual discrimination in the accommodation access
process: dial 114.

As your budget for accommodation is likely to be

room or studio), why not check out the financial aid
options. There are two types of aid. They are allocated
by the Family Allowance Agency (CAF) and cannot

various criteria (amount of the rent, resources, family
circumstances, etc.). Find out more from the Lyon
CAF - Tel. 0820 25 69 10
As soon as you have signed the lease, you can apply
to the CAF online at:

normally takes about three to six weeks to process
the application and receive the subsidy.
> Clarifications for overseas students
Overseas students must have a stay permit of more than
four months to be able to apply for accommodation aid.
Caution: given the time required to obtain a residence visa,
do not anticipate receiving allowances for three months
(however, the aid is backdated three months).
> Caution! You can only receive accommodation aid from
the CAF if your parents are no longer receiving family
allowances for you. Take advantage of the simulation
service on the the CAF site.
> Personalised Accommodation Subsidy (APL)
This is exclusively for regulated accommodation. The
landlord has signed an agreement with the State whereby
he agrees to rent the accommodation for a fixed period.
The amount of the APL depends on family circumstances,
your resources and the amount of the rent. The subsidy
can be up to €150 a month (€191 per month for grantaided students). The APL is paid directly to the landlord
who deducts it from the tenant’s rent.
> Social Housing Allowance (ALS)
This is paid to tenants living in accommodation meeting
certain standards of size and amenities (living area of
at least 9 m2 + 7 m2 for each additional person, etc.) The
student must spend a certain percentage of his income
on rent. This subsidy is normally paid to the tenant.
> Caution, APL and ALS cannot be amalgamated.

The three French operators - Orange, SFR and Bouygues

in question. It may be cheaper to take out a local contract

Health is neither an entitlement nor a right! Staying healthy means
organising your everyday life to find a personal balance between
different, yet complementary elements: being comfortable with your
body, understanding it and keeping it in good shape through exercise,
diet and so on. Being comfortable in your mind: approving your own
choices, self-confidence, etc. Being comfortable with others: the more
you want to meet people the more they will want to meet you! In
France, we have a very comprehensive health and social protection
system. It helps you pay for your care and your preventive treatment.
Healthcare workers are professionals; they can help you to become
and stay healthy for a long time.

Staying healthy is without doubt a major factor
in succeeding in your studies. France has a very
comprehensive healthcare and social protection
system. It keeps your healthy and pays for a major
part of your healthcare.
1 GETTING HEALTHCARE
COVERAGE
S TUDENT SOCIAL SECURITY
Student social security covers you from 1 October
to 30 September throughout the academic year. It
entitles you to:
• reimbursement of doctor ’s fees and care
(maximum 70% of charges based on a regulated
social security rate*);
• reimbursement of pharmaceutical products (35
to 65% of their cost);
80 to 100% payment of hospital charges, depending
on the severity or the length of hospitalisation. You
have to pay €16 a day for hospital stays longer than
one day. This will be reimbursed if you have taken
out complementary health insurance.
* The social security regulates the rates beyond
which no reimbursement is made (e.g. €22 for a
visit to a GP on 1 July 2007).
It is mandatory to join the student social security
system as soon as you enrol in higher education,
from the age of 16 until 28. The student social
security system covers all students regardless
of nationality. However, nationals of the European
Economic Area and Switzerland who hold the
European Health Insurance Card (CEAM) or a private
health insurance certificate (which covers them for
the entire academic year without excess or upper
limit) are exempt.
The fee for the student system (€192 in 2008-2009)
is payable at registration, except:
• if you are under 20 on 30 September 2009 and
your parents are employees;
• you have a grant from the French State, upon
presenting your final award confirmation;
• if you are in regular and continuous employment
during the year (employment contract from 1
October 2008 to 30 September 2009) for a period
of 120 hours per quarter or sixty hours per month
or more;
• students who are married or living together or in
a civil union with a non-student who is insured can
be exempt from joining the student social security
and paying the contribution if they can prove their
dependency when they enrol.
The local mutual insurance companies, SMERRA
and LMDE, manage the student social security on
behalf of the public authorities.
> The Carte Vitale (medical card)
Once registered for the student social security,
you will be sent at home your social insurance card
known as a Carte Vitale and a paper certificate. This
is valid throughout your study programme. You
can update your card in the Vitale terminals which
are freely available in many places (chemists,
social security centres, etc.). Present your card
to the healthcare professionals and you will be
automatically reimbursed for your care within
five working days. Some professionals operate
the third-party payer system, whereby you avoid
having to advance the amount covered by the
social security.
> New! The Carte Vitale 2 has added security
to authenticate its bearer. It has a photo of the
insured person and more memory than the previous
Carte Vitale. It can thus host information on the
GETTING HEALTHCARE COVERAGE I GETTING TREATMENT I PREVENTION AND COUNSELLING I YOU HAVE AN ADDICTION PROBLEM (SMOKING, ALCOHOL, DRUGS)?
complementary social cover, the GP and all the
elements which speed up the reimbursements.
For further information, we suggest that you
contact the staff at the SMERRA and LMDE student
mutual insurance companies who attend enrolment
days.
> Third-party liability and individual accident
insurance:
The student mutual insurance companies also offer
third-party liability insurance. This covers you if you
are found liable for damage or an accident caused a
third party (of people or goods), in your academic
and/or private life. It is very important to think about
taking out this type of insurance, which in some
institutions is in fact mandatory. The Individual
Accident insurance covers bodily harm, especially
if you are involved in an accident.
The LMDE and SMERRA student mutual insurance
companies offer total packages which also include
repatriation assistance from €13 a year, €26 a year
for healthy students (2008-2009 rates). Further
information is available in the booklets available
during enrolment.
TAKING OUT COMPLEMENTARY COVER
Joining a mutual insurance company is optional
(mandatory only for overseas students with
French government grants and foreign government
grants managed by CROUS: these students have
complementary health cover from LMDE, completely
paid for by CROUS), but highly recommended, for
the costs you are left to bear can be very high for
hospitalisation, fees over the State-regulated rate
charged by some doctors, optical work (glasses)
or dentures.
The complementary health cover thus supplements
the social security reimbursements. It gives you the
right to a membership card for third-party payer of
the complementary part of your health expenses
in certain establishments.
For example, a €22 visit to your GP will be reimbursed
partly by the social security (70%) and partly by
the mutual insurance company (30%), less a fixed
fee of €1 which is down to you.
Annual contributions: €35 to €300 depending on
your chosen cover.
T HE TWO STUDENT MUTUAL INSURANCE
COMPANIES, LMDE AND SMERRA
These mutual insurance companies also play
a crucial role in prevention through the special
connection they have with the students: they are run
by students and interact with them every day. They
are thus committed to genuine prevention policies
and to promoting health. Throughout the year they
are actively involved in major national campaigns like
the International AIDS Awareness Day, the Tasting
Week and the International Day against Smoking
and provide information on addictive behaviours
(alcohol, smoking, food, sexually-transmitted
diseases, AIDS, stress, drugs, etc.) in all the higher
education institutions. These actions take place in
close collaboration with more specialised bodies
like the University Preventive Medicine (MPU),
prevention associations, medical staff in screening
centres, planning centres and the Departmental
Health Education Association.

CMU (UNIVERSAL HEALTH COVER)
If you are not eligible to join the social security
system you can get Universal Health Cover (CMU).
This gives anyone holding (or awaiting) a stay
permit and living in France without interruption
for more than three months social security cover
for health costs.
> If you are over 25 with an income of less than
€606 per month, this is free of charge. If your
income is more, then you have to pay a contribution
proportional to your income.
You can also benefit from the complementary CMU in
some cases. Applications are examined with family
applications. Find out more from the National Health
Insurance Agency (CPAM) in Lyon: 0820 904 115
www.ameli.fr
> Procedure to obtain CMU
Firstly, acquire a registration from from a social
assistant or a mutual insurance company (LMDE
or SMERRA). The application must then be sent to
the National Health Insurance Agency (CPAM) which
processes requests and will give you an answer
within two months

Foreign nationals (outside the EEA) whose papers
are not in order can request State Medical Aid
(AME).
C OMPLEMENTARY CMU
Complementary universal health coverage is also
granted under certain conditions of income. This
enables the beneficiary to have healthcare costs
covered 100%, without paying anything up front. It is
granted for a one-year period and may be renewed
every year. Find out more from your CPAM (National

HELP IN OBTAINING COMPLEMENTARY HEALTH
COVER
If your income is more than the ceiling fixed for
granting the additional CMU, your eligibility for
assistance with complementary health cover will
be examined by CPAM. However, your income must
not exceed more than 20% (at 01/01/2007) of the
ceiling fixed for granting complementary CMU. This
system means a reduced contribution when taking
out complementary health cover. The deductions
are €100 if you are under 25 and €200 if you are
between 25 and 29. Find out more from the CPAM
or your social security centre.
sign with him the GP declaration form (provided by
your social security centre or your mutual insurance
company) and send it as quickly as possible to your
social security centre. This declaration can also be
made online from the doctor’s consulting rooms. If
you do not go through your GP, your reimbursement
from the social security will drop (50% instead of
70% for a medical visit).
> Medicines
> How can you get reimbursed for your health
costs?
There are two hypotheses once you have joined one
of the two student mutual insurance companies:
• You have a Carte Vitale and reimbursement is
made directly into your bank account;
• You do not have a Carte Vitale, as is certainly the
case at first. You must ask your doctor for a care
sheet which you then send to your mutual insurance
company; reimbursement will then take between
one and two weeks.
2 G
ETTING TREATMENT
DOCTORS
Make sure you choose a doctor who has undertaken
to charge the state-regulated fee agreed with the
social security. Some state-regulated doctors are
nevertheless free to charge what they like; no
«extra» fee is paid by the social security. You will
only be reimbursed on the basic rate (79% of €22 for
a GP). Ask someone you know for a recommended
doctor. You will also find a list of doctors in your
town on the site:
www.ameli.fr, heading Direc tories: health
professionals.
> Coordinated treatment path
You have to choose a doctor as your GP to get the cost
of a medical visit based on the agreed social security
rate. He will refer you to a specialist if necessary.
When you first visit your chosen doctor, fill in and
Only medicines procured with a doctor’s prescription
can be reimbursed. Some medicines are prescription
only. A list of doctors and chemists on emergency duty
during the night, at weekends and on public holidays
is displayed in chemists and published in the regional
weekend press and can also be obtained from the
SAMU (emergency response service) (dial 15), the
fire brigade (dial 18) and local police stations.
> Medical excess
In operation since 1 January 2008, these medical
excess apply to medicines, paramedical care and health
transport. They are deducted from reimbursements
made by your social security centre.
The amount of medical excess is:
• €0.50 for each box of medicine,

Nine out of ten students between the ages of 19 and 24 receive
regular support from their parents. The average cost of five years of
higher education is €47 750 all in. Although parental involvement
is still high, you can also look to supplement your budget (grants,
loans, part-time jobs, etc.) to help make ends meet.

JOBS
Student jobs are to be had in nearly all aspects of the
economy. To find job that best suits you:
> Go to the CROUS, CRIJ or OSE
See contact details above. These three organisations
display offers which you can check in their offices
and/or online.
- jobs offered by the universities and student
mutual insurance companies at the start of the
academic year (helping with enrolment and providing
information);
- home services: language lessons and private tutoring
(€12 to €25 per hour), babysitting (€5 to €6 per hour),
helping the elderly;
- supervision and reception jobs: running children’s
parties (about €40 for three hours), attendants,
hostesses and hosts;
- corporate services: handing out flyers, salesperson
in a department store, telemarketing, conducting
surveys;
- catering jobs: working in a restaurant or fast food
outlet, delivering pizzas.
> Don’t forget the tax
Salaries paid to a young person aged no more than 25
on 1 January in the tax year (1 January 2008 for tax
on 2008 income declared in 2009) are exempt from
tax up to three times the monthly minimum wage (i.e.
€3,963). The young person must be in secondary or
higher education to qualify. The salaried activity can
take place throughout the year or during the school or
university holidays.
2 EATING
> Le CROUS
The Lyon CROUS manages the university catering
through a network of resto’U, approved restaurants
and cafeterias found in the majority of higher
education institutions and near the halls of
residence. The resto’U menu changes every day.
• Traditional meal: main dish, two side dishes (starter,
cheese or dessert) and a bread roll. A traditional
meal cost €2.85 in 2008-2009 (subsidised rate for
students). Payment by Moneo card (French payment
card).
• Food from the grill: steak, chips, breaded fish, etc.
Payment by Moneo card or cash.
• Meals in the cafeteria-grill: chips, meat, salads,
pastries, pizzas, sandwiches, cold cuts, hot dishes,
cheese, desserts, fruit, etc. Payment by Moneo card
or cash. Some cafeterias offer a set menu (dish,
yoghurt, dessert). University restaurants are open
Monday to Friday.
All the addresses and opening times on
www.crous-lyon.fr
> Check the classified ads in the freebie newspapers
(Paru/Vendu and Top Annonces) or displayed in shops
(private tutoring or baby sitting).
> In addition, hundreds of grape and fruit pickers are
hired throughout the region through the ANPE (French
national employment office) (find out more in Spring
and Autumn). You can also think about a temporary
job as this has several advantages: you can adapt your
working hours to suit your studies and it is better paid
(end-of-contract bonus of 10% of gross salary).
> SMIC (Minimum wage)
The gross minimum hourly wage is €8.71 (since 1
July 2008).

• Pre-cooked dishes for reheating, yoghurts and
desserts are sold at the reception desk in some halls
of residence when the Resto’Us are closed.
• You can also have food delivered or why not visit the
many Lyon markets operating in the morning.
> In the cafeterias
There are cafeterias in the higher education institutions,
some of which are managed by the CROUS. The offer
sandwiches, pizzas, quiches and sometimes salads. They
are often open all day, unlike the traditional restaurants.
> Payment by Moneo card in the CROUS resto’U and
Cafet’U
The Lyon-Saint Etienne CROUS, the University of Lyon
PRES and its component institutions have available a
multi-service university card fitted with a Moneo chip.
This card has an electronic wallet for use in paying
for meals in the Resto’U and university cafeterias
managed by CROUS.
• Payment using the Moneo card will work in all the CROUS
restaurants in the Lyon urban area in 2009-2010.
The multi-service card is distributed by your higher
education institution if it belongs to the University of
Lyon PRES. Otherwise, you can request a CROUS Moneo
card from a university restaurant.
> Advantages of the Moneo card:
• no more queuing at cash desks or tendering exact
change to purchase RU tickets;
• Moneo is topped up in units of €10 and makes your
budget more flexible;
• the card is free and there are no charges for its use;
• Moneo can be topped up round the clock on any
terminal (Resto’U, cafeterias, banks, etc.) ;
• if you do not have a bank card, you can nevertheless
top up your Moneo card by purchasing, in cash, top up
codes from university restaurants and cafeterias;
• the student status recorded on the card is recognised
in all the CROUS restaurants operating the Moneo
system in France.

1 HISTORICAL HERITAGE
The City of Lyon - originally called Lugdunum - was
founded in 43 BC and was the capital of the Western
Roman Empire for the first centuries in our era.
While the foundations for the city were being dug,
a cloud of crows swept down on the site, hence its
name of Lugdunum - the hill of crows. Inspired by
this first sign of its destiny, Lyon would become a
constant stage for an economic life rich in colour and
international exchanges.
The magnificent ancient theatre on the Fourvière
Heights with space for 4,000 people is the venue
for the Fourvière Nights festival which takes place
every year from early June to end July.
Vieux-Lyon (Old Lyon) is the largest Renaissance
area in France and is a magnificent reminder of the
splendour of Lyon in the 15th and 16th centuries.
The traboules, Lyon’s inside passageways connecting
one street to another, conceal many architectural
curiosities: Renaissance facades, spiral staircases,
courtyards opening onto terraced gardens and more.
They also sheltered the secret comings and goings by
the inhabitants of Lyon during the Occupation.
The Croix-Rousse district was built in the 19th century
in response to changes in the silk-weaving industry
brought about by the Jacquard technique. This village
within a city sets its own pace with markets, pavement
cafés and original events (Vogue des marrons, street
market). The modest houses of the silk weavers
(Canuts) have very sombre facades with extremely
high French-style wooden ceilings. A height of four
metres was in fact needed to house the heavy looms
and the story goes that the number of windows in a
workshop indicated the number of looms operating
inside. Now a district of artists and craftsmen, the
«slopes» also offer amazing views over the more
middle-class area of the quays.
The Presqu’île (Peninsula) between the arms of the
Rhône and the Saône, was mostly developed in the
2 MAJOR CULTURAL EVENTS
19th century when most of the main streets were
laid out (République, Victor Hugo, Brest and Edouard
Herriot). It boasts superb administrative and cultural
buildings like City Hall, rebuilt in the 18th century by
the architect of Versailles, Jules Hardouin-Mansart,
the Museum of Fine Arts, the Célestins Theatre
and the Lyon National Opera House. But it owes its
special charm to the art of combining classical and
contemporary architecture with unheard-of audacity:
Jean Nouvel transformed a building built too much
in the classical style into the National Opera House,
giving it the glass dome that glows fiery red as night
falls. Place des Terreaux was also given a makeover
in 1994: the Bartholdi fountain was moved and
the granite paving with its black and white stripes
was designed by Daniel Buren; pedestrians have
reclaimed this square criss-crossed harmoniously
by 69 fountains set into the ground and lit by fibre
optics at night.

6 CULTURAL LIFE IN YOUR
INSTITUTIONS
The cultural departments in each university and most
institutions are designed to bring you into contact
with the cultural life of Lyon in general throughout
the year, but most importantly with life on your
campus by getting you involved. You can join dance
workshops, a choir, a film club, take part in news,
cartoon, short film, photo, dance and music shows;
keep up to date by reading a newsletter throughout
the year which will help you choose what to see on
your campus and in town

To become a fully-fledged member of your student life and climb
successfully on board, you can become involved in governing bodies,
culture and associations in your university or school and even in
CROUS. Lyon also has a large number of associations which you
can join and many opportunities for playing a sport. These are all
footholds in the process of feeling quickly at home in the city.

OVERNING BODIES AND
ASSOCIATIONS
AT UNIVERSITY
There are many bodies within your institutions
which will welcome your par ticipation in
democratic decision-making alongside lecturers
and administrative staff. In the universities these
bodies are the Board of Governors (CA), the Studies
and Academic Life Council (CEVU) and the Scientific
Council (CS):
• the CA, broken down into committees (finance,
logistics, international relations, etc.), takes decisions
on general policy and budgetary matters;
• the CEVU concentrates on organising study
programmes and educational theory and on
improving student living conditions. It also helps
manage the institution’s equipment;
• the CS focuses on anything to do with research. Participating
students are elected for two or three years, depending on
the institution. They include Student Vice-Presidents (VPE)
who are your direct contacts and who can transmit your
views to the decision-making bodies.

ASSOCIATIONS
> Through your institutions
• You cannot fail to find something to suit your
affinities and concerns among the huge numbers of
different associations in the student environment: BDE
(student’s office), defence of student rights, ecology
or a humanitarian project and so on. It is difficult to list
them all given their number. The universities organise
a welcome day at the beginning of the academic
year. Here you can find out about all the facets of the
associations in your institution. All the institutions
have a Registrar’s Office, a Student Life Office and a
Reception Point. This is usually a place for welcoming,
listening and exchanging views, especially with the
student associations.

Over 15,000 students come to study in Lyon from other
countries. Welcome to our city! This next section of the
guide is intended specifically for you. It supplements the
other sections, to help you arrive, settle in and enjoy
your stay in Lyon.
1 A DMINISTRATIVE STEPS ON
ARRIVAL
> The administrative steps you have to follow when
you arrive in France depend on the type of visa issued
to you by the French consular authorities (Embassies
or Consulates). In addition, nationals of the European
Economic Area have special status. It is important to
apply for a visa matching your precise situation and
your study period in France.
> Visas:
• short stay «tourist» visa (visa C): your stay in France
is limited to three months. It cannot be extended and
does not give you the right to a stay permit;
• short stay «student-examination» visa (visa C):
you can attend an interview or take an entry exam in
a public or private higher education establishment.
If you are successful, you can apply for a one-year
renewable stay permit without returning to your
country of origin;
• long-stay visa (visa D) «temporary exemption from
a stay permit»): you can attend a study programme
in a public or private higher education institution for
a maximum of six months. It cannot be renewed and
does not give you the right to a stay permit;
• long-stay study visa (visa D stating L 313-7 II,
«student» residency permit as of right or L 313-7 I,
«student» residency permit under common law): this
is issued to overseas students wishing to continue their
studies in a public or private higher education institution
for longer than six months. Within two months of arriving
in France, you should apply for a one-year renewable
temporary residency permit at the Prefecture serving
your home.
• Centre for Studies in France
A structure has been set up in some countries to ease
your administrative procedures. This is the Centre
for Studies in France (CEF). In this case, you apply
for your visa at the same time as the pre-admissions
procedure.
Countries covered: Algeria, Argentina, Benin, Brazil,
Cameroon, Canada, China, Colombia, Republic of the
Congo, South Korea, Côte d’Ivoire, United States of
America, Gabon, Guinea, India, Lebanon, Madagascar,
Mali, Morocco, Mauritius, Mexico, Czech Republic,
Russia, Senegal, Syria, Taiwan, Tunisia, Turkey,
Vietnam.
> European students
Nationals of the European Economic Area (EEA, i.e. the
27 countries of the European Union plus Liechtenstein,
Norway and Iceland) or the Swiss Confederation do not
require a stay permit to study in France. Your identity
card or valid passport is sufficient. However, if you are
a national of one of two member states which only
recently joined the European Union on 1 January 2007
(Bulgaria and Romania), do not hold a Master 2 degree
obtained in France and wish to work in France, you are
obliged to hold a stay permit.
STAY PERMIT AND ENROLMENT: MAIN STEPS
> Step 1
Administrative enrolment in your host institution
• When you arrive in France, you should already be
familiar with the detailed procedure for your enrolment.
If you do not have an invitation or appointment, contact
the Registrar’s Office in the host institution as quickly
as possible.
• Enrolment takes place in the universities from July to
end September. Enrolment in French higher education
is annual and in person. The procedure is identical in
all universities, but specific to all other institutions.
An application form can be obtained directly from the
university or via its Internet site.
• The final enrolment in the university is a two-part
process: the administrative enrolment and the academic
enrolment. This involves initially paying fees for tuition,
subscriptions to student clubs and associations and
social security contributions. Once these enrolment
formalities are completed you are issued with your
Student Card. You must decided on a payment method
as soon as you arrive in France.
The academic enrolment covers your studies themselves,
with the choice of courses and options.
• The other higher education institutions set their own
enrolment procedures which they transmit to the
students in question before they leave. Pay particular
attention to the documents required, for originals are
often mandatory.
> As a rough guide, tuition fees for 2008-2009 in a
public university were €169 in a bachelor programme,
€226 in a master programme and €342 in a PhD
programme (they can go as high as €700 for certain
degrees).
Added to this is the social security contribution
of €192.
Depending on circumstances, you will be asked for the
receipt confirming that you are on the appointment list
at the prefecture or, more simply, your Student Visa.
Your student card is valid for the whole academic year. It
proves that you are a student enrolled in proper fashion
in a higher education institution. It has important data
like the payment of enrolment fees, social security
membership and registration at the university library. It
is essential for taking exams, getting a job and qualifying
for all sorts of discounts.
> Documents to be submitted with the application:
each institution draws up its own list.
Here is a typical list:
• proof of academic level: the originals of your
diplomas, certificates and grades and their French
anouch
82 overseas students
translations, certified for accuracy by an official French
department;
• if the institution so requires, the result of a French
test;
• passport with the Student Visa, identity card for EEA
and Swiss Confederation nationals;
• two copies of your birth certificate;
• if you have opted for the DAP procedure (Pre-Admission
Request - see below): the control sheet for the DAP file
signed by the President of the institution;
• if you have a grant from the French government:
original and copy of the grant certificate;
• third-party liability insurance certificate;
• two recent passport photos (you will need more);
• stamped addressed envelopes;
• form of payment: bank card, cash.
Don’t forget to submit the originals of your diplomas!
> Enrolment in the first two years of university
• If you hold a foreign secondary education leaving
certificate outside the European Economic Area, the
enrolment procedure starts with a pre-admission
request (DAP) to the Cooperation and Cultural
Action Departments in French embassies abroad
or Centres for Studies in France (CEF). Anyone who
does not have a CEF in his country should contact
the institution of his choice directly once the DAP
has been completed to obtain the application forms
(frequently online, with requirement to send a
hard copy).
• When your country of origin has a CEF, the DAP
procedure MUST take place directly through the
Centre. This means that all the information can be
complied in a single electronic file, which avoids you
having to send a hard copy to the institution you
wish to enter. The overseas student can pre-enrol
via the Internet by gong through a CEF and create
a personalised electronic file (plan for a fee). This
approach speeds up significantly the institutions’
response times and the visa formalities.
• The electronic file allows each student to submit a
single application to all the connected institutions
likely to offer him a place. A personalised interview
will then take place with the Campus France
term, possible including a French test, which will
supplement the electronic file.

• The Rhône Prefecture, in partnership with the City of
Lyon and the CROUS, also opens delocalised reception
desks in September and October for submission of
applications (with issuance of receipts).
Visit the Prefecture site to obtain more detail on this
arrangement: www.rhone.pref.gouv.fr (heading Foreign
stay/overseas students).
>Step 2
Procedures for acquiring a temporary residency permit
as an overseas student.
You can apply for a residency permit within your training
institution. The main education institutions in the Lyon
area have signed a partnership convention with the
prefecture of the Rhône. This convention means that
you can apply for your stay permit directly from your
institutions: you should submit your full application
(original + photocopies) to your Registrar’s Office. A
receipt of application is handed to you, then a receipt
valid for three months is posted to you in an envelope
or «lettre max» supplied by you. You can then collect
your stay permit from the prefecture desks when your
receipt has expired.
List of institutions which have signed a partnership
convention with the Prefecture: University Claude
Bernard Lyon 1, University Lumière Lyon 2, University
Jean Moulin Lyon 3, Catholic University, INSA, Ecole
and Institut Bioforce.
• If you cannot find your institution on the list, the
Prefecture department responsible for welcoming
overseas students and researchers will see you
from Monday to Friday, 9 a.m. to 1 p.m. at 12 rue des
> Documents to be provided for a first stay permit as
an overseas student:
• passport with the long-stay student visa (with copies
of identity pages, passport validity, visa and arrival
stamp in France);
• copy of your birth certificate and, for married students,
of your marriage certificate translated;
• proof of residence of less than three months old
(rent receipt from a property management company,
electricity or telephone (landline) bill, house insurance
policy or residency certificate issued by a hostel or hall
of residence with the room number, etc.). Mobile ‘phone
bills are not accepted;
• a final certificate of enrolment in a higher education
institution or an academic certificate with the course
and year of study;
• three passport photos to the new French standards
(bare-headed, facing straight on, white background,
non-digital, identical and recent). Scanned photos are
not accepted;
• an «OMI (ANAEM)» fiscal stamp of €55 for a first
student document and €30 for a renewal (European
nationals are exempt). This stamp is on sale in kiosks
authorised to sell fiscal stamps;
• an envelope or «lettre max» with the address of the
student to send the receipt.
• For au pair students, the application must also
include the placement agreement stamped by the
Departmental Directorate of Labour, Employment and
Vocational Training.
• People on work placement must also provide the
tripartite work placement convention (employer/trainee/
training institutions), stating the type, effective duration
and non-remuneration of the work placement.
• Note that the validity of your stay permit cannot in
any circumstances be longer than the validity of your
passport.
For any additional details about the documents to be
provided, visit the site: www.rhone.pref.gouv.fr
> Process for issuing your stay permit
Provided your application is complete, you are given
a receipt valid for three months certifying that your
application has been received.
• Note that if you travel abroad, some States (outside
the European Union) do not consider the receipt for a
first application for a stay permit as a valid visa. In this
case, you must apply for a return visit from the French
consular authorities. Contact the consular authorities
in your intended country of destination for information
before you leave.
Students applying for the first time will be given an
appointment for a regulatory medical by the National
Foreigner Reception and Migration Agency (ANAEM):
• ANAEM
7 rue Quivogne - 69002 Lyon - Tel. 04 72 77 15 40
www.anaem.social.fr - [email protected]
The stay permit is normally issued within three months
of issuing the first receipt.
> Driving licence
• Overseas students holding a driving licence issued by
a member State of the EEA can use it in all countries of
the European Union, and therefore in France, provided
it is valid.
• Overseas students with a driving licence issued
by a non-EEA country are allowed to drive on French
territory under their foreign driving licence throughout
their study period provided they hold a stay permit
stating «student».
• If the student remains in France following his study
programme, he then has one year in which to apply to
exchange his foreign driving licence for a French driving
licence. This one-year period runs with effect from the
date of issue of the stay permit showing something
other than «student» status.

2 T HE EUROPEAN HIGHER
EDUCATION AREA
In common with more than fifty European countries,
France has altered its training system to integrate
with the European higher education area.
The French university curriculum is now organised
around three degrees: the Licence (Bachelor’s degree
- three years of study), the Master (Master’s degree five years) and the Doctorat (PhD - eight years). This
new organisation known as LMD increases the mobility
of European students, mobility between disciplines
and between vocational and general training courses.
To achieve his degree, the student must pass the
component teaching units. Each teaching unit is worth
a number of capitalisable and transferable credits
> Description of the system
The LMD reform aims to encourage student mobility.
A licence obtained in France will, for example, be
recognised in Italy. For international mobility, a
descriptive addendum to the degree known as a «degree
supplement» will ensure full understanding of acquired
knowledge and skills.
Nearly all the institutions in Lyon have finished
implementing the changes.

education system:

3 I MPROVING YOUR FRENCH
IN FRANCE
Given that most of teaching is in French, taking French
language lessons may be an option or a necessity.
In fact, the DAP (preliminary application for admission)
which is obligatory for non-EEA students who wish to
enrol in the first cycle of a French university, includes a
test of French language.
Students who already have a DELF (diploma in French
language studies) or a DALF (advanced diploma in
French language), diplomas which are recognised by the
French Ministry of Education, do not need to take the test.
Moreover, presenting a diploma of French can make your
university application more acceptable. In Lyon overseas
students can take intensive French courses at any level,
and take language exams.
If they are enrolled at the university they can also, in
parallel, take French courses within the non-intensive
programmes offered by their institution.

social security system if they are already covered for
the entire academic year in their country of origin:
- nationals of the EEA and Switzerland, holders of a
European Health Insurance Card (or certificate for the
card) or a private health insurance certificate covering
them for the entire academic year (1 October to 30
September of the following year), without excess or
upper limit, contract in French showing the validity
period. Remember to get your European Card validated
when you arrive in France (at the CPAM or your mutual
insurance company) to benefit from the third-party
payer system;
- students from Monaco and Quebec who hold a printed
convention form.
> Caution: you may not be entitled to join the student
social security system in some circumstances: for
example, if you are enrolled in an institution without
entitlement to the student social security system (some
institutions providing French courses for foreigners, for
example) or if you are over 28 or if you are staying for
less than three months (you will then be attached to the
International Relations Department at the CPAM).
You can then subscribe to the basic Universal Health
Cover (CMU) after three months regular residency in
France if however you meet the resource conditions.
Failing that, you must take out private health insurance
before you leave or on the spot:
• contact the National Health Insurance Agency (CPAM)
which can provide private health insurance to cover the
reimbursement of your highest treatment costs (about
€1,900). All CPAM addresses at:
• the student mutual insurance companies (LMDE,
SMERRA) can also offer you complementary health
insurance, with annual rates of between €80 and €650
based on the cover provided (normally for people staying
in France for less than three months);
• private insurance companies also offer a miscellaneous
types of cover at very different cost. Do be careful when
taking out an insurance policy of this type.
> Repatriation insurance
It is highly recommended to insure yourself for
repatriation in the event of a serious or lasting problem.
Ask about this at your student mutual insurance
company.
MANDATORY MEDICAL
> All students who are not nationals of a country
belonging to the European Economic Area and who are
staying in France more than three months are obliged
to undergo a medical. This is essential to obtain the
stay permit, valid for a one-year renewable period. A
further medical is not required if you elect to renew
your stay permit, unless you have left France in the
meantime.
The medical must take place in France. It cannot take
place in your country of origin. It is a prevention,
screening and orientation medical. No vaccinations
are required to come to France, however three
vaccinations are extremely highly recommended
(mandatory for children under 15): hepatitis B,
German measles (for young women) and diphtheriatetanus-polio.
> In France, medicals take place under the auspices of
the National Foreigner Reception and Migration Agency
(ANAEM), which will contact you with an appointment
once you have submitted your application to the
yann

prefecture. There is no need to pay the doctor directly
as the cost of the medical is covered by the €70 fiscal
stamp you had to provide during your appointment at
the prefecture.

HOSPITALISATION
The City of Lyon has a comprehensive hospital
infrastructure and first-class medical teams.
There are several types of hospital in France.
The quality of the care is theoretically the same
everywhere, but reimbursement of patient medical
costs varies according on the type of establishment.
Far better, therefore, to find out more before being
hospitalised, except in an emergency.
> Public hospital or regulated private clinic: care for
an illness is reimbursed at 80% for the first month and
then 100%. Surgery is fully reimbursed.
> Private clinic, approved but not regulated: you
are reimbursed about 10% of costs. When in hospital
- be it public hospital or private clinic, €10.67 is
charged per day to cover the accommodation costs.
This fee is only reimbursed if you have taken out
complementary health insurance.
REIMBURSEMENT OF HEALTHCARE COSTS
Claims must be submitted to the National Health
Insurance Agency (International Relations Group 69907 Lyon cedex 20 - Tel. 0820 90 41 23) or to your
student mutual insurance company which will answer
all your questions.
When making a first claim for reimbursement, send or
take your care sheet to your mutual insurance company
duly completed and signed, together with your bank
details, a photocopy of your residency permit and,
if appropriate, a photocopy of your European Health
Insurance Card (CEAM).
MEDICINES
In France, chemists have a monopoly on the sale of
medicines. The chemists, who have Doctor of Pharmacy
State degrees, are fully capable of advising you on
medicine to take in any situation.

ORKING WHILE STUDYING
Overseas students with temporary stay permits
can work part-time up to 60% of the annual working
hours (i.e. 964 hours per year). If you are studying
under a temporary long-stay visa and do not have a
temporary «student» residency permit, you can apply
for a temporary work permit from the Departmental
Directorate of Labour, Employment and Vocational
Training (DDTEFP).
Any employer seeking to hire an overseas student
must lodge a prior declaration with the Rhône DDTEFP
- Foreign Labour Department (MOE)* two working
days before hiring the person. This declaration of
employment can be submitted by e-mail or registered
letter with acknowledgement of receipt and must be
accompanied by copies of both sides of the student’s
temporary residency permit.

> Exceptions
Students of Algerian nationality must still apply for a

> Conditions to be satisfied
• Enrolment in an institution with entitlement to the
student social security system.
• Working for no more than 964 hours in any one year,
which corresponds to part-time work during the week
(i.e. sixteen hours per week) or full-time work for three
consecutive months.
• Signing an employment contract: the contract states
the qualification, the gross monthly salary or gross
hourly wage, the employment period and the working
days and times.
> Documents to be submitted to the DDPEFP
• An employment undertaking signed by the employer
or a promise of employment.
• Copy of the valid «student» stay permit or application
(or appointment) receipt from the Rhône prefecture
and the pages in your passport showing its validity
and your identity.
• Student card for the current year.
• Self-addressed and stamped envelope.

> Note:
The legal working week in France is 35 hours, except in
some sectors (hotels, cafés, restaurants) where longer
periods are deemed equivalent to 35 hours. Similarly,
overtime can increase the working hours.
> Work placements
You are exempt from APT if you carry out a work
placement during your studies, provided that it is
explicitly included in your study programme and
has been agreed three ways between the school or
university, the company or host administration and
you yourself.
However, if your degree depends on your carrying
out a work placement after completion of your study
programme (accountants, notaries, etc.), you must apply
for a temporary work permit. Apart from the student
card and stay permit, the documents to be provided
(originals and photocopies) are the draft employment
contract and a certificate from the professional body
in question (order of chartered accounts, Chamber
of Notaries, etc.) proving that the work placement is
mandatory to complete the degree. In both cases, the
work placements can be full time.
> Grants and aid from the French Government
The Ministry of Foreign Affairs allocates grants to
overseas students every day through the French
embassies under pre-established cooperation
programmes. If you are one such recipient, your stay
is manage either by the Lyon CROUS or by EGIDE. Both
these organisations pay the grants, help you settle in and
make sure your stay runs smoothly. CROUS and EGIDE
also manage students with grants from certain foreign
governments and other lending institutions.
You cannot, however, apply for a French government
grant once you are in France.

ANKS AND MONEY
> Your budget
Your status as a student gets you discounted rates in all
sort of places (accommodation, restaurants, transport,
leisure activities, etc.). However, make sure you budget
accurately for your needs in France.
Allow at least €600 a month for a reasonable standard of
living and even more in the first month (over €800 due
to advance costs for your accommodation). Remember
that a minimum of €430 monthly income is required
to apply for a stay permit.
> Cost of living: a few examples
• Accommodation: €200 to €450 per month, from a
room to a studio or one-bedroom flat.
• Monthly gas, electricity and ‘phone bills: €60 a month
on average.
• Public transport: 11,10 €11,19 for a book of ten bustram-metro tickets (monthly pass: €31.50 and €25.10
for grant-aided students).
• Lyon-Paris TVG return ticket: €60 (with the 12-25 pass
which costs €49 per year), €120 with no pass.
• Food: about €250 a month.
• Meal at University Restaurant: €2.80.
• Meal in a pizzeria (including dessert, excluding
drink): €15.
• Stick of bread (250 grams): €0.89 on average.
• Cinema seat: €7 on average, student rate.
OPENING A BANK ACCOUNT
Any foreign resident staying in France more than three
months can open a bank account. Many banks are
reluctant to open an account if you are staying less
than three months, however.
Opening an account will give you a chequebook and
bank car which you will received about ten days after
opening the account. Chequebooks are normally
free. The bank card, however, which is valid for one
year carries an annual fee of between €15 and €45
depending on the bank and the type of card chosen:
international or national, immediate or delayed
debiting, etc.
The two two major account types are the current account,
which does not attract interest, and the savings account,
which helps you make your money grow. You can easily
open a savings account if you are staying for less than
three months.
• Opening times
In most cases you have to go the bank, the counter or
the cashpoint for your transactions. Remote banking
is becoming more common, mainly online but also by
telephone. Banks normally open Monday to Friday between
8 a.m. and 9 a.m., close between 12 noon and 1.30 p.m. and
then close at the latest at 6 p.m. Some banks are closed on
Monday and most are closed on Saturday afternoon.
> Procedures
Before your appointment at the bank, makes sure
you have all the documents you need to open a bank
account:
• a form of identity (passport, visa, residency permit,
etc.),
• proof of residence (telephone or electricity bill, rent
receipt, etc.),
• a certificate of school attendance or a student card
(depending on the bank).
> In the event of loss or theft, advise your bank as
quickly as possible so that payments are stopped. You
must then confirm this to the bank in writing.
> Beware of overdrafts!
They can be very costly: bank charges for negative
balances are called «agios». The bank sets the
overdraft limit when the account is opened. If you
go beyond this amount you may find your banking
facilities are withdrawn, including your chequebook
and bank card.
> To receive money from abroad: Post Office counters
offer the Western Union service for secure and fast
money transfers. You do not need an account to use
this service: the money is handed over and retrieved

Greece, Italy, Ireland, Luxembourg, Netherlands, Portugal,

countries and price comparisons
7 E ATING
There is tremendous diversity in regional cooking in
the country of gastronomy. All French regions have
their own dishes, wines and cheese (France apparently
boasts as many different cheeses as there are days
in the year).
Lyon defends its title of «world capital of
gastronomy» through its renowned chefs like
Paul Bocuse. The traditional restaurants called
bouchons serve typical Lyon cuisine (based on
> French eating habits
The French are accustomed to eat three meals a day:
breakfast first thing in the morning, lunch at about
12 noon or 1 p.m. and dinner around 8 p.m. Breakfast
is normally a hot drink (coffee, tea or chocolate) and
slices of bread with butter or jam.
The midday (lunch) and evening (dinner) meals
normally include a starter, a hot main dish (meat or
fish with vegetables), cheese and dessert (fruit, pastry,
ice-cream, etc.).
Water and wine are normally drunk with lunch and
dinner, more infrequently beer. Restaurants do not
serve food between 2-3 p.m. and 7 p.m., except bars
and fast food restaurants. Many restaurants are
closed on Sunday.
GROCERY SHOPPING
Large retail outlets (hypermarkets and supermarkets)
with a vast range of goods are normally open Monday to
Saturday from 9 a.m. to 7 p.m. (sometimes later and now
a few Sundays in the year). One major disadvantage is
that these shops are most frequently on the outskirts
of towns. You can also shop online, with home delivery
within 48 to 72 hours. Websites: Télémark, Houra,
Ooshop, etc.
It can also be pleasant to take the time to buy your
groceries fresh in the morning at one of the many,
very lively Lyon markets (in each district, one or more
mornings a week) or on Wednesday evening in Place
Carnot. You will find plenty of local produce (cheese,
cold meats, vegetables, fruit, etc.). Check out the guide
Le Petit Paumé des marchés at:
www.petitpaumedesmarches.com
There are also many excellent local shops: neighbourhood
delicatessens, bakeries, caterers and small grocers. They
may be more expensive but they have the advantage
of often staying open until very late.
It is not customary to haggle in France. It is unusual to
be able to negotiate a price.
> Home delivery
You can have dishes or even meals delivered to your
home within one hour of placing a telephone order: pizza
deliveries (about €15 for two to three people) are the
most widespread, but food from around the world can
also be delivered to your doorstep.
8 A SSOCIATIONS TO HELP YOU
FEEL AT HOME
