Dear EL members,
Dear friends,
The year 2012 now comes to an end.
Our association and its members have
yet again been particularly active this
year. While it is difficult to name a
highlight in what has been an intense
year of activities and seminars, I recall
in particular our highly successful Industry Days and General Assembly in
May in Amsterdam, a much welcomed
opportunity for all of us to gather and
exchange our experiences and views
on the opportunities and challenges we
face.
With the festive season now approaching fast, our EL Magazine takes the opportunity to share examples from our
members’ special activities during the
holiday season. May I take the opportunity to thank all of you for having answered our questionnaire!
We are now looking to start a further intensive year. As you are aware, the European Commission issued its Action
Plan on Online Gambling in October.
We have been following this process
very closely. The Action Plan is only
partially satisfying for us, but it sets the
stage for what the European Commission intends to do in the next years and
thus also, what we from our side should
prepare ourselves for.
In the Action Plan, the European Commission notably announces the publication of Recommendations on common protection of consumers and
on responsible gambling advertising
scheduled for 2013, the adoption of a
Recommendation on sports integrity
in 2014, as well as the exploration of
a possible EU standard on gambling
equipment. These are initiatives that we
should follow very closely and we need
to make sure our voice is heard on each
of these items.
The European Parliament will prepare a
Report on the European Commission’s
Action Plan. While such a Report is not
binding, it is crucial that we reach out
to the members of the European Parliament to assist them to identify the key
issues at stake. The same is to be said
for the European Economic and Social
Committee, a further European body
that will also issue a political statement
on the Action Plan.
We have in the past been successful,
under challenging circumstances, in

Parliament and the European Economic and Social Committee of many points
that are crucial to us. It is very important
that we build on our past experience of
dialogue with these policymakers and
again be as active as we possibly can in
contributing to the discussion.

The Lotteries:
increasingly active
We are all approaching the holiday season with a different frame of mind. For
some these are moments of joyful family gatherings, but unfortunately for
others they mean moments of solitude
and sadness and particularly this year
as the economic crisis will have a strong
impact in certain countries.
We recall that the Lotteries in Europe,
having already contributed EUR 25 billion in 2011 to the state budgets and to
the funding of general interest causes,
also developed other charitable actions
to assist the most disadvantaged. It is a
most commendable approach, which
differentiates them from other operators and is an integral part of our public
service mission. This issue is important
for society and the Lotteries, therefore
we have decided to dedicate this yearend issue to the actions undertaken
by the Member Lotteries and the programmes organised specifically during
the holiday season.
It is particularly interesting to note that
the Lotteries not only participate in
these actions financially, but encourage their employees to get involved by
volunteering. Thus, the Lottery personnel and even their retailers offer their
services to welcome the most disadvantaged at special holiday performances,
to serve meals at soup kitchens to the
most vulnerable and the homeless, to
visit the elderly and socially isolated as
well as many other charitable actions
that demonstrate the social awareness
of Lotteries and their employees.
2012 was also an active year
with new projects
Our seminar programme was broadened and new workshops were offered
to our Members. Whether it be creativity at Disney, social media or distribution networks, all these workshops were
well received by our Members and met
with a very favourable response. The
usual seminars, which are the pillars
of our association, such as marketing,
sport, legal and responsible gaming
continue to attract many participants.
For 2013, we have also prepared a
varied programme with novelties such
as the seminar “sport immersion“ or
the public order seminar, which will be
more comprehensive by expanding all
aspects of crime and fraud faced by the
Lotteries.
New topical issues will continue to
be addressed at our annual seminars,
which are listed in this magazine. Some
dates are still available and of course,
if you wish to organize a meeting, the
General Secretariat is at your disposal
for more information about the necessary requirements for the realization of
such an event.
In this magazine you will also find a new
sports section, which offers information on the activities of your Association
in this area. The EL Sport Newsletter will
continue to be sent to you by email on a
monthly basis.

THE LOTTERY’S HOLIDAY:
EMPHASIZE THE SUPPORT
PROVIDED TO GOOD CAUSES
With reallocation being one of the lotteries’ primary
missions, La Française des Jeux naturally keeps its
civic activities within the area of solidarity. Through
sports, social bonds and conviviality, the corporate
Foundation of FDJ has been encouraging and supporting for 20 years innovative initiatives whereby
people facing difficult situations attempt to "surpass
themselves", "re-establish themselves" or "live in
community". Every year the Foundation supports
about fifty projects or activities.
Preventing isolation during the holidays:
Christmas for all!
For five years now, La Française des Jeux and its
Foundation have joined forces with the French Red
Cross in the framework of a large operation carried
out during the holiday festivities: "Everyone celebrate!".
Since 2007, the event "Everyone celebrate" has made
it possible to organize throughout the French territory almost 400 festive events for individuals who
are isolated, elderly or in distress. La Française des
Jeux contributes the amount of EUR 300,000 to this
initiative, from which almost 60,000 people have
benefitted: a success that the Foundation FDJ® and
the French Red Cross wished by renewing for three
years their partnership in 2010.
The implication of the network and the employees of La Française des Jeux
"Surpassing oneself": in particular while benefitting from assistance that will allow young athletes to
reach their full potential early on in their careers. To
date, the Foundation has assisted 350 athletes from
37 sports federations, and among them winners of
121 Olympics and Paralympics medals.
"Re-establishing oneself": by means of social reintegration programmes through sports, giving detainees for example the opportunity to get back on their
feet before being released from prison.
"Living in community": through collective solidarity actions, by offering moments of conviviality to
persons who are alone during the holiday season.

To highlight the work done by the Red Cross and its
volunteers, FDJ promotes this association every year
by calling for donations on the 6 million holidays gift
packs distributed through its network of 35,800 retailers. At the end of 2011, a retailer-oriented event
was organized to allow them to win and offer 20 defibrillators and 200 first aid training courses at the
venue of their choice (city hall, municipal swimming
pool, concert hall, etc.)
The 2012 edition was launched at the beginning of
December 2011 with the now customary invitation
of almost 3,000 isolated or struggling beneficiaries to
the Pinder circus, where they are welcomed by volunteers of the French Red Cross, but also by about
fifty volunteers of La Française des Jeux.

“This partnership with the French Red Cross illustrates the social commitment of La Française des
Jeux. The allocation and redistribution in favour of
general interest causes are an integral part of the history and the values of the organisation”, says Christophe Blanchard-Dignac, Chairman and CEO of La
Française des Jeux.
Through these actions, the organization truly plays
an active role in society, by seeking to develop equal
opportunities amongst people. To contribute to the
individual fulfilment of men and women by supporting their projects and assisting them in realizing
their dreams, to encourage them to surpass themselves, to break the isolation of excluded persons, to
restore social links and promote self-esteem: these
are some of the many challenges that the solidarity
actions of FDJ aim to address.
Regarding our year-end draw-based events, Lotto is
in the lead with two events:
• A boosted Christ­mas Jackpot on Saturday,
December 22 with a minimum of 7 Million Euros
at stake and the headline: "An amazing surprise"
• A boosted New Year’s Jackpot on Monday, December 31 with a minimum of 7 Million Euros at stake
and the headline: "Change your year your life"
These events will be supported by TV / Radio / Web
spots as well as POS promotional displays. Commercial ads are developed from the new campaign: "Are
you ready to become this year’s xth LOTTO millionaire?" which was inaugurated on October 7 with the
launch of the new game options.
THE HOLIDAYS = THE LOTTERY’S NEW THEMED

Scratch games on this year’s programme:
• A new BANCO game with a new prizes table, designed for regular players and a two-step launch
strategy: first through a limited series in December, followed by a classic series with a refined design in January. This relaunch is the first stage of
the complete redesign of the category of 1 Euro

• New holidays gift packs (PCFA) with this year 2
novelties: more packs will be offered (6 instead of
4) which will allow us to better segment the targeted buyers (2 packs for the 18/35 year-olds, 2 packs

by young artists.

With the global economy in crisis, more governments and private enterprises are
scaling back their funding. Financial and social support is becoming crucial to many
charitable organizations. Throughout Europe, Lotteries make it their mission to
provide the necessary funds to charitable activities, government support programs,
education, health, sports or any other sectors working for the community. The end of
the year holidays provide all of us with an opportunity to share happy moments with
family and friends, but for many, this is a time of pain, isolation, stress and loneliness.
Many European lottery institutions redistribute most or all of their profits for the good
of society throughout the year but some place special emphasis on offering a different
type of dreams during this festive time.
A lottery’s holiday
The Swiss Loterie Romande channels 100% of its
profits to thousand of foundations and non-forprofit associations particularly active in areas of social welfare, health and helping the elderly and the
physically challenged. This funding is spread across
the six cantons of French-speaking Switzerland.
During this period of festivities, the Lottery joins
forces with its beneficiaries in an array of charitable
activities with the goal to help and comfort people in
need. Loterie Romande assists support centres and
shelters that offer to homeless and people in distress
a roof over their head. These centres, through very
generous conditions, allow a large number of people
to survive and benefit from essential services, especially during the holidays: meals, healthcare, counselling and a convivial atmosphere.
Hrvatska Lutrija in Croatia contributes to the community by raising funds through donations and finances humanitarian events. During the holidays,
there are more acts of generosity and solidarity towards the most unfortunate. So, the Lottery has been
organizing for the last six years a “Christmas Lottery”, with a campaign: “Something has to be placed
under the Christmas tree” and a motto “More than
a game.” Part of the proceeds is used to buy Christmas presents for children without adequate parental

care: so far, about 1,500 children who live in Children’s Homes, an orphanage organization controlled
by the Ministry of Social Welfare, have benefitted.

The good of these charitable campaigns brings as

events, involving the staff and the beneficiaries: in
Croatia, the Lottery organizes an art competition
among children who are encouraged to produce imaginative and creative artworks on a theme called
“Christmas Decorations.” The Lottery’s employees
vote for the best artworks and the event committee picks the winners who are rewarded with money
(annual scholarships of HRK 1,200 for 2012), and
with the honour of seeing their art printed on Lottery tickets. In Belgium, the Lottery supports “Tour
des Sites”, an organization that creates a spectacular Christmas-based event proposed in five different
cities. The public enjoys this exceptional parade with
light and sound shows, performances by artists covered in brightly lit outfits and all kind of decorated
floats.

Social Gaming – Social Gambling Gamification – like it?
Today, the emergence of social gaming
is an important issue at almost every
conference on gambling. It is seen as
the development on social platforms
of gaming services which originally did
not qualify as gambling because one of
the constituent elements of a gambling
service was not present: there was no
stake, no chance or no winnings were
distributed to the players. The social
gaming market has become huge,
especially on social media platforms
such as Facebook, for whom social
gaming has become hugely important.
Doubts quickly emerged about new
developments, whereby players could
“monetise” their winnings, and actually
collect money, while games that were
originally free, now required players
to buy credits to continue to play.
Their easy availability to children and
the serious risks of addiction ( some
even market their games as “the most
addictive games in the world”) raised
further questions, and led to steps
being taken.
Now classic gambling services are
offered for free on social media
platforms to bring new players to the
“gambling tables” and social media
platforms also offer online gambling.
Regulators in various EU Member
States, as well as a number of operators
(especially remote gambling operators)
are looking into these developments.
It is clear that changes are needed to
mitigate the various risks connected to
them. When actual gambling services
are offered through social media
platforms, they are subject to the law
of the jurisdiction where the games are
offered to the consumer. Social media
platforms are therefore often no more
distribution platforms, like the Internet.
If these social media platforms promote
the activities of gambling operators,
they can even qualify as affiliate service
suppliers and fall under the scope of the
applicable gambling legislation.
However, other developments are
proving more difficult to manage and/
or regulate.
Players, especially young adults who
are the main users of social media,
seem to prefer playing social games
for fun, and show no interest in lottery
products. Being present on social media
will no longer be sufficient for Lotteries.
The operators of these social games,
who are not subject to the constraints
of gambling legislation and “used to
operating globally” could undermine
certain aspects of national gambling
policies by offering free “gambling-like”
services to children and other vulnerable
individuals thereby increasing the risk
of addiction, or by promoting games
where winning appears to be easy.
Remote gambling operators see new
opportunities to advertise and/or
promote such services in order to
channel the enormous potential of
global users towards various licensed
activities.
To the extent that social games do not
qualify as gambling services, nor as
gambling-related services, they benefit
from the country-of-origin principle
in the E-commerce Directive. Other
EU legislation, including the Unfair
Commercial Practices Directive, the
Unfair Contract Terms Directive,
the Distance Selling Directive, the
Consumer Rights Directive, the Data
Protection Directive, the Privacy and
E-communications Directive and the
VAT Directives applies to gambling
services operators located inside the
EU, but may be more difficult to apply in
all circumstances to gambling services
operators based outside the EU but
accessing its market. This legislation
will require amendments to cover the
risks to children and other vulnerable
persons inherent in some social
games. Further study and attention are
undeniably required.

has become widely used today. When
we talk about retailing we hear people
saying that shops must be places of
entertainment, that is that the fun
has moved from the products to the
environment.

game-design thinking to non-game

one of the most important trends in
technology by several industry experts,
and it could potentially be applied to
any industry and almost anything, to
create fun and engaging experiences,
converting users into players.
Whether
the
development
of
gamification as such will be beneficial
to the lottery sector is a matter for
marketing people, but it could threaten
the sector through some large-scale
promotional games with high prizes.
In addition, the concept of gamification
could conflict with the approach taken
by the Court of Justice of the EU in
its rulings in the Markus Stoss case,
where it stated: “it is important, in that
respect, that any advertising issued by
the holder of a public monopoly remain
measured and strictly limited to what is
necessary in order to channel consumers
towards authorised gaming networks.
Such advertising cannot, however, in
particular, aim to encourage consumers’
natural propensity to gamble by
stimulating their active participation
in it, such as by trivialising gambling or
giving it a positive image due to the fact
that revenues derived from it are used

for activities in the public interest, or by
increasing the attractiveness of gambling
by means of enticing advertising
messages depicting major winnings in
glowing colours.”
Channeling gambling desire towards
authorised and well-controlled forms
of gambling also requires (as the CJEU
ruled in Placanica) a well designed and
controlled expansion of advertising and
the usage of new distribution platforms
for gambling services. The context of
today’s society must also be taken into
account. Lotteries should not deny the
market trends, but nor should they
passively follow them. Answers must
be given to the questions raised by
gamification in a socially responsible
manner. The ruling in Markus Stoss
does not provide an adequate solution
in a market where illegal activities are
still prominent and growing and where
any new distribution technique will be
used by the illegal operators to capture
a larger market share. Lotteries must be
able to embrace every new marketing
and distribution technique if they are
to fulfil their public interest objective
of channeling players towards legal and
well controlled games which benefit
society.

Economics, Mr. Louropoulos’ main
expertise is information technology,
business process transformation and
change management. In his 32 years
of professional life, he has gained extensive experience in a variety of fields,
dealing with the Greek banking system,
large corporations and the Greek Government. Equally important is his exposure to international clients of private
and public interest in Europe and North

He started his career in 1979 as auditor of Arthur Andersen, but soon joined
the consulting practice. After Andersen
Consulting separated from Arthur Andersen, he established the Greek office
of Andersen Consulting (currently Accenture) that quickly became the largest professional services company in

and CEO until September 1997. During
that period, he also acted as member

and technical committees: for example South Europe Management Committee, Worldwide Telecom Industry

Tamro Corp, the leading pharmaceutical distributor
in Northern Europe, led him to maneuver between
both the public and private sectors and place his
company’s focus on reliability and cost efficiency in
order to respond to national and EU regulations.
He views his nomination at Veikkaus: “a great personal honor for me to join the team that has built its
success.” Asked about the future, he adds: “we shall
continue to develop our operations consistently
and sustainably in the best interest of Finnish society. There is no need for big changes.” To sustain
his comments, Mr. Koponen reminds about Veikkaus’ all-time high results in 2011 of EUR 514 million resulting in about EUR 10 million distributed to
beneficiaries in the fields of arts, sports, science and

In October, Veikkaus chose Juha Koponen as their
new Lottery CEO, replacing Risto Nieminen who had
been successfully managing the Lottery for many
years.
With a Master in Business Administration, Mr. Koponen has developed over the years an extensive

Mr. Koponen sees Veikkaus as a “strong system that is

THE GREEK CHAMPIONS OF LIFE AND SPORTS: TRULY INSPIRING

Prognostics in Greece, has been helping the
development of sports since its inception – a
vision that is an intrinsic part of its social
responsibility strategy. One of the most
endearing support from the Lottery goes to the
Paralympics athletes.
After the London 2012 Paralympics, OPAP proudly
welcomed home the remarkable athletes who represented Greece. Constantinos Louropoulos, Chairman and Managing Director of OPAP S.A., expressed
his deep gratitude to the 12 Greek Paralympics Medallists and also to the whole Hellenic team for their
exceptional participation at this year’s event. He
expressly noted that OPAP sponsoring is not about
pecuniary gain: “this sponsorship is valued in emotions. You made us proud in Athens 2004, Beijing
2008 and now London 2012 not only for the medals
but also for the massive participation. In the difficult
times our country faces, the message you convey
becomes of even greater value and importance”. He

and OPAP, the 14th Paralympics in London seemed
to be a lost cause as Greece did not see possible a

once again its social sensitivity and awareness and
at the same time supported sports,” added Mr. Foudoulakis, looking forward to more cooperation with

by Gregory Polychroniadis, the Greek Boccia Gold
Medalist, was equally heart-warming. Thanking all
the athletes and members of the Paralympics Team
for their performance and OPAP S.A. for its support,
he concluded by saying: “I want to promise you all
that we’ll keep trying with even more tenacity for
even bigger success.”
Invited to participate at this honorary event, were
EL Chairman, Friedrich Stickler and EL Secretary
General, Bernadette Lobjois, as well as Ivan Pittevils,
Managing Director of Belgium’s National Lottery.
During his intervention, Mr. Stickler congratulated
the athletes as well as OPAP S.A., and highlighted
the contribution of EL Members to the community
in the form of sponsorships and other benefits. Reminding that the European Lotteries recently signed
a memorandum of cooperation with the European
Disability Forum, which consists of 60 million people, he concluded: “the London Paralympics, the
atmosphere and the way people embraced them,
boosted the Paralympic Movement; it was a great
moment for disabled people.” OPAP S.A.’s contribution to the Hellenic Paralympics Committee and its
athletes was an exceptionally good example for the
society, emphasized Mr. Pittevils, who also underlined the important fact that “the financing of good
causes is the most distinct characteristic of EL Members compared to other companies in the games of
chance market.”

EL remains a protagonist in the
international sport integrity arena
The last 3 months brought about many positive
developments for EL in the field of sports. The innovative project submitted by IRIS in response to
the European Commission’s call for proposal was
successful and will be launched already in January
2013. EL is a partner organization and will have an
active role throughout the duration of the project.
Beyond this great development, EL was represented and had its expertise recognized in high-profile
meetings which attracted lots of attention within
the sports world.
The greatest news for EL and at the same time the
worst news for perspective match-fixers is the funding that IRIS got by the European Commission for
the project it proposed. The project involves a very
strong network of partners, which, beyond EL, includes SportAccord, ENGSO, Sport et Citoyenneté,
EOC and the University of Salford.
In terms of structure, the project will comprise
around 20 one-day national seminars. Each seminar will be tailored to the needs and knowledge of
the participants (questionnaires will be sent to the
participants in advance). The seminars which will
be attended by approximately 50 participants each
time (sport professionals, law enforcement officers
and regulators) seek to raise awareness about the
connection between illegal betting and match-fixing
as well as to enhance national coordination in the
field. Thanks to its involvement to this project, EL is
expected to receive a worldwide recognition about
its commitment to fight illegal betting and matchfixing and to strengthen further its bonds with the
sport world.
Recognizing that journalists are in need of operational information regarding the threat of illegal betting and match-fixing, EL decided to support WLA
in its partnership with AIPS and contribute to the
information programme addressed to journalists
about sports betting and match-fixing.
On Monday, 22 October the first pilot-workshop
of this programme was held in Milan, Italy. André
Chaker, Christian Kalb and Thierry Pujol were among
the speakers and introduced to Italian sport journalists issues related to sport betting and match-fixing.
The speakers analyzed the sport betting industry,
provided facts and figures about the scale of the

problem and underlined the risks that illegal betting
and certain betting types can pose. The journalists
seemed quite interested and the presentations triggered interesting discussions with a focus on good
governance issues, protection of players who report
incidents and the potential setting-up of a world
agency against sport corruption. AIPS President, Gianni Merlo, was very pleased with the workshop and
is planning to organize similar workshops in other
European countries.
EL was also represented in the ENGSO
Forum which took
place in Denmark on
October 19-20. ENGSO President, Birgitta Kervinen, referred
to EL as their most
valuable partner and
EL’s expertise on integrity issues as well
as its contribution
to grassroots sports
were on many occasions highlighted.
Christian Kalb, on Birgitta Kervinen
behalf of the EL, presented the EL Sport Charter and pointed out EL’s
strong support to the Council of Europe’s initiative
towards the adoption of an international convention
against match-fixing.
Otherwise, October brought about interesting developments with regards to the EU sport policy. The
Action Plan on online gambling, published by the
European Commission on 23 October 2012, stresses
the need for more co-operation between stakeholders in relation to match fixing at a European but also
at a broader, international level. It is also provided
that anti-match fixing recommendations will be
adopted by the European Commission in 2014. As a
next step, a group of experts composed of member
states' representatives will be formed and matchfixing will form an important part of its discussions.
The first meeting of the Group is scheduled for 5 December 2012 and it will be followed by a stakeholder
conference in 2013.
The New Year will no doubt bring new challenges
in the field. The problem of illegal betting-related
match-fixing might escalate which could lead to an
extended controversy over the betting industry in
general. Nevertheless, EL will stay extremely active
and loyal to its values. EL will go on fighting for clean
sport competitions and will keep pointing out the
difference between legal and illegal operators, underlining that betting is not the problem itself. Most
importantly, under these current difficult financial
circumstances, the Lotteries will not forget their
mission towards sport and society and will keep supporting sport and, in particular, grassroots sport.

How do Europeans know the holidays have officially
arrived in Switzerland? When Millionenlos games
begin to twinkle from displays in Swisslos lottery
outlets, offering the chance to win a Mercedes-Benz
or CHF1 million (~U.S. $1.07 million).

“There is truly no other game like Millionenlos. It’s
three games in one and has spectacular appeal to

For 2012, the A-4 sized Millionenlos ticket features
three different games and a total of 14 prizes of CHF1
million (~U.S. $1.07 million), 26 automobiles (including cars from Mercedes-Benz, Volvo and Mini
Cooper) and a significant number of additional high
tier prizes. Prize payout is in the mid-50 percent
range and there is a great deal of cross promotion
with local media while it is on sale October through

The first game on the ticket is a key number match
mechanic offering cash prizes in addition to the autos. It also features access to a drawing to appear
on the “Swiss Award – Die MillionenGala” television
show broadcast live 12 January 2013, with one lucky
player winning CHF1 million.
Last season, the CHF100 (~U.S. $107) game was the
highest grossing scratch game in the 2011 Swisslos
product portfolio, generating CHF49 million in sales.
Printed on foil board and individually wrapped in
holiday luxury, the perennial favorite represented
nearly 15% of the Lottery’s 2011 gross instant ticket
revenues.
The second game, which officially begins in December, is a special Advent calendar. From 1 December
to 24 December, players scratch a calendar-like box
for each individual day and a symbol or several symbols appear. If a symbol corresponds to the same
symbol published by Swisslos in newspapers and on
the internet that particular day, the player wins up to
CHF1 million or a car.
Interestingly, Millionenlos is always the highest price
point in the Swisslos instant product portfolio. But
each holiday season, players look forward to enjoying the game’s unique Advent calendar-like design.
And, of course, for many, the holidays represent the
eternal season of hope.
The third game on the ticket offers players five
chances to enter to win CHF1 million. The drawing
for these prizes also takes place live during the “Swiss
Award – Die MillionenGala” television show.
The Millionenlos story begins 13 years ago with
Swisslos and Scientific Games.
In addition to distribution by Swisslos, Millionenlos
is also distributed in the French-speaking regions of
Switzerland by la Loterie de la Suisse Romande under the name of Le Million. The calendar design and
supersized prizes of Millionenlos have inspired similar games in Austria, France, Spain and a number of
other European lotteries. The games are produced by
Scientific Games’ facilities in Leeds, England, which
has received ISO 14001certification for environmental sustainability practices and most recently, OHSAS
18001 certification for the company’s commitment
to occupational health and workplace safety.
“The basic idea behind the product was to create the
biggest lottery ever seen in Switzerland. Therefore,
everything had to be supersized – the ticket, the price
point, the top prizes, the number of high tier prizes
and the media campaign,” said Rolf Kunz, Marketing and Distribution Director at Swisslos. “The results were – and still are – overwhelming. Within four
weeks, 500,000 tickets sold. Today, Millionenlos generates roughly 15% of the lottery ticket annual turnover in just two and a half months of the year.”

• GTECH’s Poland Christmas Charity Auction:
Each year, employees from
GTECH’s Warsaw office organize a special charity auction
to support the Polish Association of Families and Friends of
Disabled: “Maja.” The association helps mentally and physically handicapped adults with everyday activities,
teaching them how to deal with routine operations
like dressing, eating, washing, using electronic facilities, etc. For the auction, our employees bring
a number of home-made goods, mainly food and
artworks. In addition, community support continues throughout the year as GTECH Warsaw
regularly invites children from the orphanages to
picnics and events or collects toys and clothes for
them.

• GTECH UK becomes GTASH UK in support of
Movember: Across the world November 1 is a
landmark day for many men. For the entire month,
men (or Mo Bros as they are known) are encouraged to grow and groom a moustache as a way of
promoting awareness of prostate cancer and other
male cancer and associated charities. Team members in the GTECH UK have raised nearly £1,000 in
donations thus far.
GTECH also has programs that create educational
opportunities, foster community initiatives, and
empower employee community involvement. The
GTECH After School Advantage program, our flagship program, provides non-profit community agencies with new computers, online technology, software, furniture, and volunteer hours. To date, more
than 175 After School Advantage computer centers
have been created resulting in donations to community organizations of more than $2.5 million dollars.
When disasters strike, GTECH and its employees
have been quick to respond with volunteers, money,
and the resources needed to help disaster victims.
Our support has included reconstructing homes after the earthquake in Chile, providing medical supplies and a $10,000 donation for relief efforts after
Haiti’s earthquake, and most recently donating a total of $50,000 in support of recovery efforts in New
Jersey and New York following Hurricane Sandy.
At the heart of these initiatives is GTECH’s Reach
Out program that offers employees a variety of ways
they can make a difference in their communities, including our Day Off for Volunteerism program, the
Dollars for Doers and Team grants that recognize
GTECH employees’ volunteerism and a corporate
gifts program that matches employees’ donations to
colleges or universities.

The European Lottery University (ELU) is a professional development programme for executives and
managers within the Lottery industry and is held annually. Targeted at both newcomers to the industry
as well as experienced managers, ELU is the oldest
lottery management training of its kind. Now in its
15th year ELU has established a strong reputation
amongst EL members and assisted many of its 700
alumni in the progression of their lottery careers.
The programme is intense and involves presentations from expert speakers, discussions, workshops
and case studies, covering a wide variety of current
lottery related subjects.
The opportunity to network with their peers and
share ideas and practices is also important to participants.
This year’s ELU was held in the old university town of
Padua, Northern Italy and attracted 50 participants
supported by 14 guest speakers during the course
of the week. Participants represented 19 EL lotteries
and 2 EL suppliers, both large and small and from a
broad range of functions with around a quarter of attendees being relatively new to the lottery industry.
The week commenced with a welcome from Ray
Bates, Honorary EL President. Subjects covered this
year included the lottery business in Europe, game
design, game strategy, social media, marketing and
brand positioning, multijurisdictional games, sports
betting, advertising and communications, loyalty
programmes, business strategy, corporate social
responsibility, financial management, risk and
business continuity planning. In addition we were

grateful to be given an insight into the latest global
technology trends by Georges Nahon, CEO R&D of
France Telecom in San Francisco and the current
status of European gaming law from Philippe Vlaemminck, EL Legal Adviser.
Group case studies, under tight time constraints,
were undertaken throughout the week covering lottery organisation structures, game strategy, social
media, game launches and financial management.
Workshops were held on Instant product design and
CSR.
At the end of the week all participants worked on a
major case study to launch a new lottery in a fictitious European state. All groups worked hard to produce high calibre presentations summarising the
key aspects of their ‘bid’ for this new lottery in just
a few hours. The winning group pictured below particularly impressed our panel of experts with their
branding, product plans and promotions. We felt
these delivered both value and entertainment for
players whilst covering all the bases on legal, compliance and commercial matters.

This joint EL/WLA Seminar was hosted by Svenska
Spel and attended by almost 100 participants from
WLA and EL Member Lotteries and Suppliers/Partners Companies.

had to respond to the dominance of a “grey market”
and change its business model a number of times to
survive. The message for lotteries was that you must
see the customer as being at the centre of a system
where he/she must have access to what they want
at all times and anywhere they are. The only way to
provide this might be through “collaboration” with
other sectors of related industries.
A short presentation on ELISE figures – showed that
7.2% of 2011 total sales of 73 EL member lotteries
(equivalent of €7.11 billion) were via online channels, an increase from €5.18 billion in 2010.
Svenska Spel has a reputation as one of the technology leaders of the Lottery sector, but Adam Jacobsson,
Head of Online Sales at Svenska Spel, in his welcoming address, also emphasised the importance which
the company has always attached to Responsible
Gaming, particularly for online gaming in Sweden.
The keynote address from Per Sundin, CEO Universal Music, Sweden entitled “The music revolution –
transaction to subscription” told the story of how the
music business has changed over the past ten years
and how, to survive, it was necessary to respond to
the needs of the customers by re-engineering the

The participants then heard four presentations from
a panel of experts in online lottery games. Jan Ross
explained the Camelot strategy for developing the
market to a point where some 10% of total sales were
now achieved via online. Their latest innovation was
to launch “agnostic products” where a scratch card
game was released simultaneously online and via
traditional retail channels. In Portugal, Samuel Ramos explained that instant games were not yet made
available online, but that draw games such as lotto
were being offered with many interesting variations
(e.g. partial quickpick) through the company portal.
The final two presentations by Matthew Byrne (GeoSweep, implemented by Atlantic Lottery Canada)
and Maria Sandell (Genera Networks, implemented
in Norway) described two versions of a draw game
based on selling geographic grids and randomly
drawing a winning grid/set of grids on a daily basis.

presented their innovations for growth, with Andy
Townsend (Scientific Games International) producing “happy winners” by a paradigm based on means-

motive-opportunity-choice-personalisation. “Social
Utilities” such as apps would be one of the paths to
future growth. Paul Riley (Gtech) presented the recently announced Lottery Developer Network which
would offer an App Store approach for lottery games.
The Network would not only be open to independent developers, but would be available to all developers, including other lottery Supplier companies.
Antonis Dimos (Intralot) presented the “Blue Ocean”
approach which would produce the next generation
lottery where lotteries would seek to develop lottery players for life, and where the best attributes of
social networking sites such as Facebook would be
leveraged.
The WLA Silver Contributors then presented, with
Nancy Bettcher (Pollard) explaining the Michigan
Cashword game with some interesting statistics on
the play rate of 18 to 25 year olds of “play for fun”
and “play for cash” versions of the game. Ingvar Hjalmarsson (Betware) who sees his company’s task as
taking lottery games onto the internet gave interesting examples of new technologies which can lead to
a description of internet as being not one but many
sales channels.
The first day of the seminar ended with a fascinating
panel discussion around online poker. The first lottery in the world to offer online poker, Svenska Spel,
spoke about its challenges and opportunities in this
field with the insightful presentation of Niklas Örtbrant. Whilst Europe was experiencing some saturation in this space, Luc Morin from Loto Québec said
that the Canadian and North American markets were
still growing. He stressed the importance of liquidity
and the added value of multi-jurisdictional playing
for poker. The responsible gaming aspects of online

The second day of the Internet seminar was filled with
eye-opening cases from many lotteries around the
world. The attendees were given a broad and captivating overview of several types of digital gambling
operations including slots, instants, bingo, sports
betting and other casinos games.
The day began with a stimulating keynote from Johan Ronnestam, a consultant in digital media. He
has consulted many leading global brands in the
field of digital media. He has even been a consultant
for Svenska Spel. His main message was to emphasize the importance of change in the way lotteries
conduct their business and how they must become
a new entertainment platform for their customers.
He stressed the need to capture the vast potential of
social media innovations.
André Noël Chaker from Veikkaus Oy gave a very informative overview of the trends in EU regulations
affecting online gaming. In particular, he gave the

attendees some insights into what the upcoming
EU Action Plan for Online Gaming may look like and
how lotteries should prepare for some changes in
the regulatory landscape. Lotteries need to use the
Internet to continue to channel gaming demand
with modern and attractive services in order to take
their place in a market where there is still a growing
illegal offering.
The presentations dealing with online sports betting
covered the experiences of two European countries:
France and Holland. The session was of particular
interest since France, represented by Sophie Boissac from FDJ, gave a report on how its sports betting
offering has fared in a multi-license environment.
Bulent Polat from De Lotto presented many of the
initiatives the company has taken in the fields of
digital advertising, crowd-sourcing and the mobile
engagement of its sports betting customers.
In the digital instants and casino games section,
three companies presented a distinctive part of their
offering. Matthieu Schebatt presented FDJ’s digital
instant portfolio and some insights into its customer base. Michael Rittmannsberger from Win2Day
showed how the entertainment value of the online
casinos can be enhanced with world-class online
game production. Edvard Lysne from Norsk Tipping
explained the special opportunity the company sees
in casual online gaming.
Finally, the session on Internet bingo offered a refreshing end to the seminar. The experiences of
France, Finland and Sweden demonstrated many
similarities in customer behavior but also many differences in the product offering. One of the main insights was given by Emma Hällström, from Svenska
Spel who stated that bingo players were not pricesensitive but rather jackpot-sensitive. Gersende Egal
from FDJ stressed the importance of the social elements of bingo and Harri Järvinen from Veikkaus indicated that the company’s success in bingo is highly
related to the success of the overall digital offering of
the lottery.

The smartphone and mobile session had some insights from some of the world’s most developed
mobile countries: Sweden, Norway and Hong Kong.
Patrik Körberg (Svenska Spel), Pål Bergersen (Norsk
Tipping) and Phoebe Leung (HKJC) were all unanimous in predicting that the mobile channel, smartphones and tablets, would become a significant part
of the business of all digital lotteries.

with the EL Responsible Gaming
Standards, there continues to be a
strong demand from among nonaligned EL member lotteries for an
opportunity to learn more about the
certification process, and particularly
to learn from those lotteries which are
already aligned.
The 2012 EL Responsible Gaming
Seminar, graciously hosted by Szerencsejáték Zrt., the Hungarian National lottery company, was attended
by over 50 delegates from 32 Lottery
and Sports Betting companies in Europe, as well as some non-EL Members from Loto
Québec and Northstar Lottery Group from Illinois in
the US.
The EL President, Friedrich Stickler, welcomed the
delegates and gave a short presentation on Responsible Gaming and future perspectives for State Lotteries in Europe. The much anticipated European
Commission DG Internal Market Action Plan for
Online Gaming was expected before the end of October and the President assured the participants that
EL would be very actively involved in all discussions
and discourse associated with the Action Plan.
Julian Price (UK) described Camelot initiatives for
the prevention of sales to under-16 and Georges
Stockmans (Belgium) described his Lottery’s mystery shopper programme. There followed a heated
discussion on the use of actors to carry out the mystery shoppers and on how best to reward/punish
retailers for breaches of the under-age rules. Coralie
Zumwald, psychologist at the Swiss “Centre du Jeu

Excessif”, shared some practical experiences and
data concerning the incidence of, and treatment of
”excessive“ gamblers in French-speaking Switzerland.
Laura da Silva (Camelot UK Lotteries Ltd.) and Raymond Bovero (La Française des Jeux) presented different methodologies for assessment of game design. Laura, in describing their use of GAM-GaRD,
pointed out that responsible game design is mostly
about common sense. While Raymond described
FdJ’s Safer Game Matrix… an evaluation tool that
they built for themselves, after studying all the tools
available in the marketplace. Norbert Katona (Szerencsejáték Zrt.) presented very interesting data
based on a Pilot Project in the northeast of Hungary
which repeated some elements of a 2009 study, but
in the words of Norbert „had gone beyond demography“. Using the Canadian CPGI as a measure the
survey results showed that 2.6% of society was ”addicted to gambling“ in 2012 compared with 1.2% in
2009.
Teresa Zompetti (Lottomatica Group SpA) described
some successful Responsible Gaming campaigns in
Italy. Her message was that you should be very clear
and focused, and provide an integrated approach
uniting a number of specific elements. The message
was very important, but the „tone“ of the message
was equally important. Mathias Witzke (Lotto-Toto
GmbH Sachsen-Anhalt) described his State’s „Responsible Gaming Week“ during summer 2012 and
Herbert Beck (Austrian Lotteries) described another
tool ”mentor“ which tracked the behaviour of players in a Responsible Gaming environment and provided feedback to players about their individual behaviour.

Johanna Lipponen (Veikkaus Oy) presented the results of a 2011 gaming study carried out in Finland
by the Ministry of Health. In summary, no major
changes were measured in the incidence /occurance of gambling or in the sums of money spent
on gambling compared with similar survey in 2007.
The incidence of problem gambling in the population is lower in 2011 than 2007 (2.7% compared with
3.1%). Gambling is less common and the number of
problem gamblers lower among young people (age
15-24) in 2011 than 2007. Estelle Dauchy (FDJ) presented the new on-line ”Play Safe” initiative. Estelle
showed realtime examples of this new facility but
recommended that all of the participants should
view/test it themselves at their leisure on www.fdj.
fr/jeu-responsable. Laura da Silva returned to give
a very interesting presentation on social media. She
concluded - with some great examples - that If you
can make your product fun and engaging, you can
also make responsible gaming, environmental and
social "products" fun and engaging.
Jutta Buyse, General Delegate from the EL Representation in Brussels, presented a summary of the state
of play with the “European Commission Action Plan
on Online Gambling” which is now expected to be
published at the end of October. Herbert Beck returned to present a short paper on “The Square of
Values” (Helwig, 1967) where the need for business
ethics was made very clear. Carmen García-Ramal
then presented a review of the importance attached
by SELAE, Spain, to alignment with the Responsible
Gaming Standards.
Nora Cecić (Hrvatska Lutrija d.o.o.) and Konrad
Supper (WestLotto) shared their experiences with
certification and recertification and Anne Pattberg
(PwC) gave a very useful presentation on preparing

for assessment. Using the EL Framework as the basis for the work, both by the lottery and the assessor
seemed to be a universal recommendation.

This Workshop was a follow-up to the PR Communications Seminar held in Tallinn in 2011. There were
three formal presentations followed by intensive
group discussion and workshops.

throughout the whole exercise, the importance of
Responsible Gaming was strongly emphasised.
The first keynote was given by Clarence Mitchell,
Managing Director, Burson-Marsteller UK, who
ranged over a number of areas of interest. He maintained that PR was about dealing with “exceptions
and contentions”, giving many examples from his
professional experience as head of Media for the Office of the British Prime Minister. You can “influence,
but not control” a situation, particularly a crisis, and
the best approach is to engage early and often.
Simon Burton, Controller of Media and Corporate
Relations at Camelot, gave a thoughtful presentation which began with the siting of Lottery business
in the “sweet spot” where Commercial Excellence
and Public Benefit intersect. He believes that Brand

He claimed to have no knowledge of lotteries, and
yet he gave wise counsel about how EL should develop “thought leadership” in the sector and shamelessly promote and emphasise the human and societal benefits of lotteries.
He finished his presentation by urging lottery managers to constantly keep in front of themselves the
question that reporters and commentators ask more
and more … “Why does it matter?”
Ágnes Tulik, Deputy Director of Communications,
Szerencsejáték Zrt., gave a most interesting presentation on how her lottery had recently rebranded to
give a more youthful image … “young, fresh, dynamic and straightforward”. This rejuvenation involved
redesigning the corporate logo and the retail outlets
as well as developing a corporate image campaign
using Hungarian personalities and celebrities. A
fresh novelty that generated some discussion among
the participants was the “twinning” of lottery games
Activities
For Good Cause communication, he sees three elements “me, my world and the nation”. This translated
into developing a public awareness of good causes
in MY area; information campaigns about the general good being done by the lottery in MY WORLD
and finally the good being done at a National level,
as demonstrated in the excellent “Jenny Meadows”
Olympics TV ad.
An interesting idea put forward by Simon was to
make all retailers aware of how much money each
of them had raised through their outlets for good
causes in the past year.
Simon finished on the triangle of Happiness – Help –
Hope … all underpinned by Fairness.

Retailing Workshop in Paris 6 November 2012
The Retailer workshop, entitled “Reinventing Retail … Think Retailer!” was a
follow up to the Retailer Seminar held in
Dublin in November 2011.
The workshop format was adopted as it
was felt that the participants had an extraordinary amount of experience that
was worthwhile sharing with each other.
There was one keynote address delivered by Clare Rayner, a Retail “guru” from
the UK. Clare’s presentation addressed a
number of really interesting issues.
Her argument is that time pressures and
price sensitivity have caused shoppers to
migrate to out of town shopping and supermarkets.
The new austerity has caused a reduction in discretionary spend, leading to growth in price comparison sites; growth of online resulting in reduction in
footfall in traditional retail centres. Retail stores are
closing and those that remain are increasingly being
used solely as “show-rooms”.
There was a shift in the engagement model to “SoLo-Mo”
• The people we trust – SOcial
• The places we are near – LOcal
• When I am on the move – MObile
Convenience and experience are now key factors for
consumers.
In order to respond to new consumers’ demands,
Retailers must -
Activities
• Adapt to the demand for “Omni-channel” (rebranding of multi-channel)
• Not shy away from technology but to embrace it
• Really understand the core, loyal customers
• Embed social engagement – be “a friend”
• Be socially responsible in the community
Retailers must deliver either the lowest price OR the
best experience to compete for different shoppers.
To help Retailers, Lotteries must …
• Know their customer, i.e. Retailer and Players
• Help their retailers better engage their target customer
• Drive much-needed footfall to the retailers
• Use “Gamification” – bringing fun and a challenge
to the consumer experience – proven to increase
sales
• Training in service, delivery and ethical practices
The Breakout panels discussed the various topics in
workshops; exchanged experiences and took the opportunity to validate their current practices against
the best practices among the participants.
In a single phrase, the group decided that Retail
should become POE or Places Of Enjoyment.
The participants strongly urged that there should be
another such Retailing Workshop around the same
time in 2013.

LOTTERY HALL OF FAME
In 2005, the Public Gaming Research Institute in the United States created the Lottery Industry
Hall of Fame to recognize lottery professionals around the world for their outstanding
achievements at the service of the lottery industry.
Each year, seven new inductees are selected by their peers and honored for their relentless
commitment to promote excellence and integrity within the world lottery industry.
This year, Christophe Blanchard-Dignac, CEO of La
Française des Jeux and 1st Vice-President of the European Lotteries and Dr. Rolf Stypmann, Managing
Director of Toto-Lotto Niedersachsen GmbH (Lower
Saxony), both Members of the WLA Executive Committee, were among the honorees. As members of
the Class of 2012, Mr. Blanchard-Dignac and Dr.
Stypmann join a very accomplished and distinguished group of world lottery professionals. Their
induction shows how highly regarded are their tremendous contribution to our industry.
Christophe Blanchard-Dignac and Rolf Stypmann,
along with five other lottery professionals, were inducted into the Lottery Hall of Fame during a ce­
remony that took place at the World Lottery Summit
in Montréal/Canada on September 11, 2012. Dianne
Thompson, CEO of the Camelot UK Lotteries Ltd.
and Member of the EL Executive Committee presented Mr. Blanchard-Dignac to the audience before
he was formally welcomed into the Lottery Hall of
Fame. Dr. Stypmann’s induction was done by Arch
Gleason, CEO of the Kentucky Lottery Corporation
in the States.
The European Lotteries congratulate Christophe
Blanchard-Dignac and Rolf Stypmann for now being
members of the inner circle of the Hall of Famers.
