SCHOLARSHIPS
A good year for the Orange County Education
Foundation (OCEF) translated into a great year for 13
Orange County High School graduates during their
Senior Awards Night program on June 9.
The Foundation awarded 16 scholarships, totaling
$33,000, to 13 different graduates. “This is the highest
amount of money that the Foundation has ever awarded
during its existence,” said OCEF President Bryan Hargett.
“I continue to be inspired by the community’s rapidly
growing support for students and teachers.”

STEADY GROWTH IN DONATIONS DRIVES
TEACHER INNOVATION GRAN EXPANSION
Members of the Orange County Education Foundation’s (OCEF)
Board of Directors hit the road again on Friday, April 18 as they
travelled from the Taylor Education Administration Complex, to the
Locust Grove campus of Germanna Community College and then on
to eight of Orange County’s nine public schools. Along the way, they
generated squeals, giggles, tears and cheers as they dispensed another
round of their increasingly popular teacher innovation grants, or
“TIGs.”
Due the ever-increasing success of the Foundation’s annual
“Celebration of Education” fund-raising campaign, the total amount
of money awarded reached $7,250 this year. That is up from $2,900 in
2013 and $1,500 in 2011 and 2012. Twenty-one grants were awarded
this year, up from 16 last year and nine in both 2011 and 2012. This
year’s recipients were selected from 45 applicants and they included
a team of Orange Elementary School teachers who received the
Foundation’s first-ever $1,000 “Triple I” (Involve, Inspire, Innovate)
grant.
“Given that we received the same number of applications this
year as last year, it was very gratifying to see that we were able
to fund 47% this year as opposed to 36% last year,” said Tim
Ferguson, OCEF Board member and chairman of the TIG
committee.

During the 1992-1993 academic year,
the Orange County Chamber of Commerce organized a
group of business people and educators for the purpose of
building a closer partnership in support of education in our
community.
The group focused on Orange County’s public schools, private
schools, and higher education. It was called the Business
& Education Alliance (BEA) and its motto was: “Building
Bridges Between our Business Community and our Educational
Community.” The BEA proceeded to create career day programs,
guest speaker rosters, and business shadowing opportunities and
internships for students and teachers. As the program evolved,
the partner organizations felt that a fundraising mechanism
would be needed to sustain the programs they were creating.
A vision for an education foundation emerged from their
discussions.
Three key members of the Chamber of Commerce Board
of Directors convinced their fellow Board members that a
foundation could have long-lasting benefits for the youth, the
education systems, and the businesses of our community. The
three key Board members included: Ray Hugo of Virginia
Power; Sean Gregg, Attorney; and Bill Carrington, Headmaster
of Grymes Memorial School. Mr. Hugo was Chamber President,
Mr. Gregg was the Chamber’s legal counsel, and Mr. Carrington
chaired the BEA. In 1994, the Chamber Board approved
the creation of the Orange County Chamber of Commerce
Education Foundation. Its mission was to serve all students and
education facilities in Orange County.
The Orange County School Board also established its own
Orange County Education Foundation in 1994 on behalf of
just the Orange County Public Schools. By 1996, however, the
two Foundations merged into what we now call the Orange
County Education Foundation. While it retained the name of
the organization established by the School Board, it was built
on the articles of incorporation and by-laws that governed
the Chamber’s foundation. Therefore, today’s Orange County
Education Foundation continues to serve the needs of Grymes
Memorial School, Germanna Community College, and all of
Orange County’s public schools.

The Orange County Education Foundation (OCEF) awarded
its 2014 “Lifetime Contribution Award” to long-time private
educator and author Joseph Y. Rowe during its Second Annual
“Celebration of Education” event at the historic Montpelier
estate of President James Madison. Mr. Rowe taught at
Woodberry Forest School for 24 years, eventually chairing the
math department. He also served as a Governing Board member
at Grymes Memorial School, a position which led to his eightprivate school. Upon retirement from Grymes, Rowe returned to Maryland to care for his
elderly mother. He characterizes his nine years in Maryland as “the most significant of his life”
since they afforded him with the opportunity to write. Rowe’s books include “The Greatest
Generation of Orange,” “St. Thomas Church: A History” and “Grammar School Grammar,”
among others.
