Volume 7, Issue 4
Manchester Valley High School
Principal’s Message:
Dear Parents, Students, and Supporters of Manchester Valley High School,
On behalf of the Administration and Staff, Happy New Year! We hope you
had a restful and relaxing holiday season, and are re-energized for the second half of
the year. It is hard to believe that we are more than half way through the school year.
Upon our return from Winter break, our students began taking the PARCC
assessments for English 10, English 11, and Algebra I courses. Also, students currently
enrolled in Biology and Government will take the High School Assessments for those
courses. All 11th grade students enrolled in a fall Math class, as well as any student
enrolled in Algebra II will take the Accuplacer exam as a way to meet graduation
requirements and determine their status for College and Career Readiness.
The Winter Sports season is underway, with our teams practicing hard,
competing, and representing Manchester Valley well. Our Instrumental and Vocal
music programs put on outstanding holiday concerts prior to Winter break, and our
performing arts groups entertained the entire school with the annual holiday
assembly. Our Drama program will send several students to a national competition
after earning first place in several events at the Maryland Thespian Festival.
Congratulations to our Drama Program!
The Northeast regional schools held our third annual Regional Night on
Thursday, January 21st. The evening included many performances, presentations, and
displays. During the evening, we also held the first committee meetings for merging
the school communities of Manchester Valley and North Carroll. There have been
some concerns regarding the transition of merging our two school communities and
its potential impact. Please be assured that the staff will, as always, remain committed to working in the best interest of our students and continue to strive to meet
their academic, social, and emotional needs during this process and beyond. Don’t
hesitate to reach out to us if you have any concerns as we go through the process.
As a reminder, we will have Parent/Teacher Conference Night on
Wednesday, February 24th, from 4:00 to 7:00 pm. This is a great opportunity to meet
your child’s second semester teachers. Information to schedule conferences will be
sent out in the near future. We hope to see you there!

Weather-Related School Closings
Parents will receive a Connect 5 call and/or an e-mail message if schools close due to inclement weather.
The CCPS website at www.carrollk12.org and local and regional radio and television stations will also make
weather related announcements. In an effort to keep our phone lines open for emergency communications, we ask that you
refrain from calling the school.
Cancellation Of Extracurricular Activities Due to Inclement Weather
If schools close due to a weather related emergency, ALL practices, games, and extracurricular activities are CANCELLED.
If school closes early and you do not want your student driving home due to bad weather, please have an emergency plan in
place prior to the expected closing. This will help to limit the number of incoming and outgoing phone calls.

Changes to Address, Phone number or Email:
Please notify us immediately when there is a change in your contact information. This is the only way we have to get in touch in the
event of an emergency or illness. Please know that if the student’s address changes during the course of the school year, we must
receive documentation for the student’s permanent record. All address changes must be documented by an appropriate proof of
residence as mandated by state guidelines. Acceptable documents for proof of residence include:
 A signed contract on a home in which you are currently residing;
 A signed rental/lease agreement on a home/apartment in which you are residing;
 Recent bill for a service delivered to the residence (i.e., BGE, land-line phone, cable, oil, water);
 Recent mortgage statement/bill noting “primary residence”;
 Deed (must show house number, street name and name of parent/legal guardian)
 A current settlement document;
 A current tax document indicating “primary residence”;
 A Resident Verification Statement accompanied by an acceptable proof of residence for the owner/renter of the property.
*Date on the DOCUMENT must be NO MORE then 60 days from time of notification.
Once documentation is received, the student’s records will be updated. If you need further clarification, please contact Gayle Bien,
Registrar, at 410-386-1674.
Home Access Center:
Attendance and Gradebook Email Alerts
CCPS’s Home Access Center allows parents/guardians of
middle and high school students to receive gradebook
email alerts every Thursday evening. If you would like to
receive an email containing your child’s gradebook information for the current marking period then you will
need to take the following steps for each of your children:

Go to the Home Access Center under the Quick Links
tab on the CCPS Home page (www.carrollk12.org)

Login to Home Access Center (NOTE: if you have
never logged in before click on “Request Password”
and follow the directions on the screen. If you have
forgotten your password click the “Forgot Password”
link.

If you have more than one student in Carroll County
schools then you will be prompted to select a
student.

After you select the student let the cursor hover
over your name on the top right corner of the
screen.

Click on My Alerts.

Check the box for “Classwork Alerts”. You can also
check the box for “Receive Attendance Alerts” those emails are sent every day, ONLY IF your child is
marked tardy, absent or early dismissal that day.
If you have any other middle or high school students you
will need to follow these same steps for each child.
Parents who subscribed to receive
these alerts last year will need to
re-subscribe this year. This
information does not carry over
each school year.
Reporting Absences
Every absence must be verified. We will accept the following from the parent or legal guardian:
 A telephone call to 410-386-1594 before 9:30 a.m. on the day of absence (no follow-up note required),
 An email to [email protected] (no follow-up note required),
 A faxed note to 410-386-1561 (no follow-up note required), or …
 A written note upon return of the student.
We will attempt to contact parents if we have not received any communication by the specified time. Parents are
required to notify the school within two days following any absence, via phone, fax, email, or note, otherwise,
the absence will be coded as unlawful and unexcused. Students are not permitted to report their own absence.
3
Obtaining a Learner’s Permit
The Maryland Motor Vehicle
Administration (MVA) requires all
applicants under the age of 16 to have
their school attendance verified before
receiving their Learner’s Permit.
Please refer to the MVA website
www.marylandmva.com to download
the Maryland MVA Learner’s Permit
School Attendance Certification Form
(DL-300). Students may also pick up
the form from either the Main Office
or the Counseling Office.
Please complete Section A of the form
and submit to the school office clerical
for verification. We will compile the
attendance information and complete
the form within 24 hours.
IMPORTANT: An absence from school
to obtain a Learner’s Permit will be
marked unexcused.
Do you OWE?
Students owing obligations WILL NOT be
issued any school materials, including
textbooks, extracurricular equipment
(including athletic uniforms), parking
permits or be permitted to purchase
tickets to any dance until their obligation
has been resolved. If you know that your
child has an outstanding obligation, please
encourage him or her to either return the
materials or pay any monies that are
owed.
Payments to MVHS
We strongly encourage parents to pay by
check or money order when sending
monies to school. This will alleviate the
possibility of the student losing cash or
having it stolen, and provides a paper trail.
Please be aware that any check written to
MVHS that is returned is subject to a
$12.00 returned check fee.
4
Homework Requests
On the THIRD day of your child’s absence, please contact the
counseling office at 410-386-1674 to request work for your
child. Please be aware that planning time is the only time that
teachers have to gather work so calling first thing in the
morning is best.
Permission to Photograph, Videotape or Audiotape
Throughout the school year, the Carroll County Public School
System frequently covers school activities and may use your child’s photograph,
video image, or voice for educational, informational, or public relations
purposes, with or without identification by name.
If you do not wish to have your child’s voice reproduced on tape or to
have his/her image appear in such things as a video, a photograph, or the school
website, please notify the school principal in writing. It is assumed that parents
and guardians consent to their children being audiotaped, photographed,
videotaped, or having their image placed on a school website by the school
system unless such notification is received.
There are also occasions when the media cover certain school events
(such as when a government leader visits a school). If you do not wish to have
your child’s name or likeness published by the media, you should address your
concerns directly to the school involved so that the media is so advised. Please
be advised that the school system has no control over the media when they are
covering activities such as sporting events and musical programs that are open
to the public.
Use of Student Work on Websites or in Publications
The Carroll County Public School System recognizes that it may not
claim ownership rights, property rights, or the copyright to student work.
However, there may be times throughout the year when the school system
wishes to display student work on school websites or in publications. If you do
not wish to have your child’s art, poetry, writing, etc. appear on school
websites or in publications, please notify the school principal in writing. It is
assumed that parents and guardians consent to their child’s work being
displayed on school websites or in publications unless such notification is
received.
