WHERE IS WINTER?
We have been having such warm weather, and even
though we love it, we do need the rain or snow. We miss
our cold weather activities around the kitchen.
Since the weather has been warm, we had BBQ baby
back ribs from our local butcher, Indian rice with currants,
cinnamon and cloves, garlic bread, wedge salad, and
pecan bars.
For our movie this month we just finished the heartland series, and are watching "Lonesome Dove", if
anyone remembers that mini-series.
We had such a great visit from Mrs. Chiarini's class
and the great part about it is that Mrs. Bernacchi's class
has been coming along helping with the crafts and
songs that gives us a full house of talented children
and devoted teachers. We are looking forward to the
next visit which will be February 13; feel free to stop by at
around 9:45 am and observe the children and their
teachers who make our home come alive with songs,
artwork and stories.
Some of our ladies are tea drinkers and have been
trying out variety of new teas. A cardamon tea from the
Middle East, hibiscus tea, rooibos, honeybush and

red ginseng tea. It’s nice for a change.
For our coffee drinkers we have been enjoying
Starbucks Caramel Coffee, very smooth and rich.
The nice part about the warm weather is that there
has been so many horses out on the trails; we love
watching them ride by, such a variety of them and it
went well with our theme show, Heartland. We have not
seen any carts lately, we miss seeing the driving horses.

What is a Budget?
A budget, also known as an annual
operating budget, is a financial plan for
the upcoming fiscal year (July 1, 2014 to
June 30, 2015). This budget is a guide
for the Bear Valley Springs Association (BVSA) Management Staff
and Board of Directors to use to ensure the Association’s financial
goals are met by the end of the fiscal year. The Budget is broken
into “operating periods”, which in our case in monthly periods that
are added up to give the total forecasted or anticipated revenues
and expenses for the entire fiscal year. The Budget contains the
Association’s Revenue (Income), Payroll, and Operating Expenses. Based on these revenues and expenses, it also provides
Staffing Guidelines for the Amenities.
The Finance Advisory Committee
One of the responsibilities of the Finance Advisory Committee
(FAC) is to assist in building and reviewing the fiscal year budget.
The FAC is comprised of members of the BVSA, which are actual
residents who have input on how the BVSA money is spent. The
members who serve on the FAC represent a cross-section of the
community. Of course, there are some members willing to serve
who have expertise in areas such as insurance or finance that
contribute their expertise. The committee members are volunteers and they hold regular monthly meetings throughout the year,
currently scheduled on the fourth Wednesday of the month at 1:00
pm at the Oak Branch Saloon in the Oak Tree Country Club. The
BVSA Board of Directors Treasurer is a member the of the FAC.
As a member of the FAC, the Treasurer’s job is to keep everyone
on track as the budget process takes place and the new budget is
prepared. The 2014-2015 Fiscal Year Budget Schedule is
published in this February 2014 Bear Tracks.
The BVSA Board of Directors has issued written direction to
the BVSA General Manager this past November 2013 in a formal
Budget Direction Memo. These written guidelines come from the

Don’t know about you, but I am
enjoying this wonderful spring January
weather! Downside to this perfect “get
outside kind of weather” is the drought
we’re in. We know our water allocation
from the state water project has been
severely curtailed and this will translate into water-saving measures for us all. The Association and the CSD will be discussing
mechanisms to better use available water.
The new backstops are being built at Beaubien Field. Folks
who have designated exercise as one of their New Year’s
resolutions are eagerly awaiting the installation of the new cardio
machines and multipurpose stations. The Tennis Court shader is
finalized and is a welcome completed project.
At the January General Meeting, the Board authorized the
following replacement purchases, all paid from the Reserve Fund:
a new cold prep table and gas range for the Mulligan Room; a
carpet extractor/shampoo machine; 4 Island swim float kit; range
ball picker; Golf Shop counter; and renovation of the OTCC
rest-rooms.
In addition, the Board authorized the appointment of an
Inspector of Elections for the upcoming June ballot. Todd Lander
and Rebecca Hewett will be serving another year. Seats currently
held by Terry Quinn, John McGuffey and Jeanne Gray will be up
for election or re-election. Property owners in good standing may
self-nominate if they are interested in running for a Board Director
position. You will be receiving BVSA election information in the
mail. BVSA Board service is a volunteer two-year position and an
excellent way to give back to your community. A Nominating
Committee will be chosen soon and you can certainly get in touch
with any of them or any Board member for election information.
Our January Town Hall Forum was well attended. Firefighters
from the Kern County Fire Department presented the Pine
Mountain Club Paramedic Model of Service and explained the
path Bear Valley would need to pursue in order to bring this
service here. A variety of topics were covered as well, from
mailbox theft concerns to communication processes. One

is looking for volunteers to act as Citizen
members of various District Committees.
This is the time to help give back to the
community in which we live. The following
Committees have positions available to serve a term of one year:
Administration – Responsible for personnel, general District
policy and other management matters.
Finance – Responsible for financial and budgetary matters.
Infrastructure – Responsible for suggesting long-term plans for
development and maintenance of the District infrastructure.
Communications – Responsible for keeping the residents of
Bear Valley Springs informed of District policies and activities.

Public Safety – Responsible for oversight of District police, fire
protection, and disaster planning/recovery programs.
The committees generally meet once a month. If you are
interested in serving on any of these committees as a volunteer,
please submit a letter of interest to Bear Valley Community

The Bear Valley Community
Services District has a vacancy on
its five-member Board of Directors
and will be accepting Letters of Interest
from qualified residents of Bear Valley
Springs to serve for nine (9) months of the
term (until December, 2014). This vacancy will appear on the
General Election ballot in November 2014 as the term is due
to expire. The Board of Directors of the Bear Valley Community
Services District will consider Letters of Interest at its Regular
Board Meeting on February 13, 2014, 6 pm at the District office
located at 28999 South Lower Valley Road. Preferably, Letters
of Interest should be received prior to the meeting but will be
accepted up to the time of the meeting on February 13, 2014.
Interested parties are advised that there is no requirement to file
a letter to be appointed. Any qualified individual in attendance at
the meeting requesting consideration will be allowed to address
the Board. On February 13, the Board will consider all interested
candidates and appoint an individual to serve until December of
2014, or continue the matter. Your attendance is encouraged but
not required.
The qualifications to serve on the Board are residency within
the District boundaries and registered to vote in the District.

ECC VIOLATIONS

We hope all of you had a wonderful holiday season. I just
wanted to let you know that I have been looking at violation trends
over the past couple of years and wanted to give you a heads-up
as to what they have been. The top three offenders which are the
most frequent violations that come up.
The first violation, and the most popular, is holiday lights that
are not removed from homes. I personally enjoy all the lighting
and decorations as do most people, but there is a time limit in the
ECC C&Rs so it must be enforced. This rule states: Decorative
lighting still on display 4 weeks after the holiday. - SEC 113.B.
That holiday is defined as the Christmas Holiday so the date we
use is the 25th of December. I am directed to start enforcement
of this rule on the 25th of January. If you have your lights up after
the 25th of January, please make every effort to take them down.
It will save the association paperwork and time and also save you
the aggravation of hearing from me.
The second violation on the list is the unapproved color tarp.
After reviewing violations over the past couple of years, it is
apparent that we have a large increase in the infamous Blue Tarp
Cover Up. This rule states: Non-approvable color tarp. –
Sec.109.B. To be in compliance – No white, blue, shiny or
reflective silver or other brightly colored tarps are allowed for
exterior use. This particular ECC violation is a big “NO, NO” in
Bear Valley Springs, so please choose an earth-tone-colored tarp
to cover your firewood, tractor or boat. Harbor Freight has
brown, tan and camouflage tarps at a very reasonable cost, and
all of these are acceptable colors.
Finally, the third most common violation is the dreaded
recreational vehicle parking violation. I don’t know if people
received RVs as gifts over the holidays or just retrieve them from
the storage lots but we have a number of RV parking violations
during the months of January through March. The rule states:

At this start of the new year, the management and staff of the
Bear Valley Springs Equestrian Center would like to take the time
to refresh everyone’s memory regarding some important policies
and rules that are currently in place.
A new year means that we need new signed liability release
forms for ALL equestrians in Bear Valley; this includes property
owners as well as guests. Anyone who rides on the property at
the Equestrian Center or uses any of the trails must sign a new
release form; this is an insurance requirement. The form must be
filled out in its entirety, including the helmet waiver regardless of
whether your wear a helmet or not. The form can be downloaded
at www.bvsa.org, or can be obtained at the Equestrian Center
office. Releases for minors must be completed by a parent or
legal guardian; grandparents cannot sign the release for their
grandchildren. The forms are to be turned into the Equestrian
Center office. (Section 603, Article K).
The Equestrian Center and trail systems are an amenity in
Bear Valley Springs; therefore we reserve the right to check
amenity cards at any time. All Staff will be making regular rounds
to check amenity passes. All members must carry their amenity
cards with them at all times while at the Equestrian Center or
while on any of the trail systems. A gate pass will not suffice in lieu
of a valid amenity card. Guests must have temporary amenity
card issued by the Equestrian Center, Whiting Center, or BVSA
office if not accompanied by the sponsoring member at all times.
We have a few helpful suggestions to ensure you always have
your card with you: take a clear picture on your phone, or make
several copies and keep them in your saddle bags, in your car, or
in your wallet. As long as your name, picture, and tract/lot number
are legible it is valid. (Section 305, Article H).
All members are welcome to bring their guests to the Equestrian Center, just make sure you take care of the appropriate
paperwork and fees, if applicable, before you head out to ride or
explore. ALL guests must sign a liability release form at the
Equestrian Center office. Guests who are bringing in horses must
check in at the Equestrian Center office located on the west end
of the main barn. If no one is in the office, please check the
grounds for staff. All guests with horses are required to pay a
grounds fee of $10.00 per horse, per day, and sign a liability
release. If at any time guests are not accompanied by the
sponsoring member, they need to be issued a temporary amenity
pass. (Section 307). Please remember that the barns house
privately owned stock and they are restricted to boarders and
authorized staff. Please DO NOT pet, touch, feed, or handle any
of the animals in the barns or in the pastures while visiting.
As everyone is aware, winter is upon us, and the temperatures
are dropping below freezing on a regular basis. The water to all
the barns is shut off whenever the temperatures drop below
freezing, this applies to times during the day and night. The Staff
takes extra precautions to ensure that the water system is shut
down properly to avoid breakage of the pipes. Please DO NOT at
any time turn on any of the water mains or open/close any of the
faucets while the water is off. Equestrian Center Staff are the only
ones authorized to adjust the water mains. Should you need to
use the restroom or need running water and the water mains are
off in the barns, the water is on at the Equestrian Center Lounge.
It is very important that all water mains and faucets are handled
properly when being shut off or turned on and we appreciate your
cooperation.
The haystacks are off limits to anyone who is not Equestrian
Center staff. Taking any amount of hay from any of the hay stacks

all accounts will revert to the owner’s name.
Staff’s intent is to make this transition as smooth as possible.

in their physical abilities beyond what a regular coach
would have been able to offer," said THS Volleyball Coach
Sheri Dees. "We have been extremely fortunate to have
Moe this year; he has made it feel more like college
program, rather than a high school one."
For Mountain Volleyball, it was about the prevention of
injuries and finding ways to make the team better.
Cramer's volunteer efforts started last spring when he
developed a conditioning injury-prevention plan,
plyometrics (jump training) and agility program and made
himself available in the school gym and his office on
countless occasions to work with the girls.
"Along with helping kids through injuries and prevention
of injuries, I have always been drawn to the kids that didn't
think they were good enough," said Cramer. "I wanted to
make them better athletes. When they believe they are
better, it makes the team better."
Suffice it to say, Mountain Volleyball would not have
achieved the success that they did this past fall without
Cramer's contribution. With his help in the gym, weight
room, and during games as a trainer, it allowed the rest of
the coaching staff to better focus their time on other
competitive and technical aspects of the game.

ECC RULES AWARENESS

Hello again from your friendly neighborhood Environmental
Control Committee (ECC) Field Representative. I would like to
talk about the Bear Valley Springs Association (BVSA) Environmental Control Committee process and complaint procedures.
The BVSA ECC is guided by a Standard Operating Procedures
Manual that was adopted and approved by your elected Board of
Directors. In this article, I would like to specifically address the
complaint process, as some residents may be misinformed as to
the process of, or accountability of, a complaint.
Every Bear Valley resident is given or afforded the opportunity
to pick up a copy of the Bear Valley ECC Rules and the Bear
Valley Springs Association Covenants and Restrictions from the
BVSA office. When I purchased my home here in Bear Valley, I
was given these booklets by my realtor and also by the escrow
office handling my home purchase. I did not bother to read them
because I have always kept my previous homes clean and nice
inside and out. Little did I know that while living in an “Association” I would be required to submit requests for home improvement projects such as exterior paint color, an exterior door or
garage doors!
I further learned that the BVSA had this cunning and crafty
ECC Representative who does the investigation of a complaint or
takes photographs of properties that may not be in compliance.
This unfortunately is a necessary evil to keep our community
beautiful for the current and future residents. I realized at that
moment that I moved here because of the rules, which were
created to keep Bear Valley Springs the attractive community that
it is. So, after that first violation, I quickly took out my handy ECC
booklet and read through it. I was amazed to find out how many
exterior projects needed submission to the ECC Committee for
approval, even before beginning those projects. I was, however,
happy to find out that the majority of projects do not require a
deposit or fee. My wife and I really wanted to live here, this was
to us “A piece of Heaven in California”, so I figured I should and
could abide by the rules set forth by the Association.
After a few months of retirement, I realized I could only fish and
work around the home so much. I decided to look for a part time
job, and wouldn’t you guess, I landed the ECC Field Representative position. Now I am the ECC Representative who is following
up on complaints and making new friends. I would ask for your
understanding and compliance, as I drive around the community
following up on complaints. I often come into contact with the
residents and, after a brief conversation, I realize there are a
number of misconceptions about the ECC complaint process.
I receive calls or emails asking me to write a violation on a
neighbor or another resident. A large portion of the callers want to
remain anonymous and when I ask them for their names, they
refuse giving me that information or they advise me that writing
letters of cooperation is my responsibility. I don’t even have time
to explain the ECC process before they hang up. Then a few
moments later, the same anonymous caller phones the office and
complains that I am not doing my job. So it is time that I explain
and hopefully, clarify the cooperation request process.
First and foremost, all complaints are anonymous. We (BVSA
employees) do not give out any information to anyone regarding a
complaint, unless it goes to a court proceeding. Then for obvious
reasons, we would be compelled to release some information
pertinent to that complaint by the court. Other than those extremely rare circumstances, all information is confidential.
I have attached the Standard Operating Procedures Rule for
your review. All complaints must be submitted in writing and
signed by the complainant, thus not allowing me to take a

The Golf Shop held its second event of the winter series on
December 21, with the SNOW BALL – THROW BALL tournament. Contestants were allowed to throw the golf ball as many
times as their 9-hole handicap allotted them. Players could throw
the ball out of a sand trap onto the green, throw the ball back in
bounds if they hit it out or even try to throw it into the hole. We
ended up with 40 players that were cut into three flights; here are

Since our cold spell in December, we have had some really nice
weather. I see many people riding
the trail and there is much activity
at the Equestrian Center. Our next
meeting will be February 28, at 7
pm held in the Equestrian Center
Lounge. Our speakers will be Randi
Goldsworthy, the new Equestrian Center
Manager and her new Assistant Manager, Rachel
McCarter. We would like to invite any of you interested to join us
on February 28. You may join BVSHA at that time.
The other day as I rode past the pond at the Equestrian
Center, I noticed a little water. There have been so many changes
in the pond over the years and efforts to have it filled. When we
first moved here the pond was twice its size – Dart even stocked it
with fish. When the decision was made to make the pond smaller,
the younger children (8-10) became very concerned about the
fish. As the pond had less and less water, the kids (Kari and
Kathy Aten, Shawna Walsh and the Dobbins) made the decision
to save the fish. The pond was really muddy but in they went.
They filled some tubs and buckets with the muddy water and
started collecting Blue Gill. It was quite a sight watching the kids
try to grab the fish. They worked for several hours and did catch
many Blue Gill. The parents help to transport them to Four Island
Lake. We had very muddy dirty kids but they didn’t care. They
proceeded to the Whiting Center where their older sisters were
and tried very hard to embarrass them as only younger siblings
are able to do.
The smaller pond became our play area with the horses. If you
had a horse that would not cross water, we start them in the pond.
When the pond was a little deeper, the kids would swim their
ponies. When some of these same kids started working at the
Equestrian Center, the pond became a new play area. As you
may remember, we had a rent string at that time. At the end of
hot summer days, the kids would jump on the rent string bareback
and go through the pond. The horses loved it particularly Soccer.
They would grab hold of his tail and he would pull them through
the pond. These kids all went to high school together and this
activity was their summer fun.

Here we are, 2014. I wonder what is
in store for us this year. We already
have a great plan, that is , we live in
Bear Valley Springs. Some of you have
come here to retire, I came here to drive
and ride. There is no other place I would
rather be. We come from different places
and different walks of life. There is
something here for everyone. Except
shopping. I gave that up.
I am so thankful to be able to enjoy the
equestrian trails. There is a real variety of areas to ride. I was
speaking to new members who live in the high country. He said
he never tires of riding through the pines. I have never gotten off
the valley floor. We each have beautiful views of nature. Recently,
I was riding Memphis, he will be my last horse, what a love. A
friend joined us for our ride. We were leaving the Equestrian
Center by way of crossing Bear Valley Road, to ride the Foothill
Trail. Diane and I rode our horses up to the crosswalk to cross
over and catch the trail. Here we stood, waiting for cars to slow
down and stop so we could cross. Memphis had his front feet in
the crosswalk, no one would stop. Finally there was a break in
the traffic and we proceeded to cross the road. When we got to
the middle of the road, a car came speeding towards us and
passed behind my horse's rear end. Thank goodness Memphis is
a very calm horse. By the time we crossed to the other side,
several cars had whizzed by. I just do not understand what these
people are thinking? Is this a new game, hit the old lady on the
black horse. This is a matter of common sense and manners.
These horses weigh upwards of 1,000 lbs. Can you imagine the
damage to your car, not to mention injuries to horse and rider.
Please be aware that our roads are multi-use.
The January meeting was the Chili dinner. The room was
packed and the food delicious. We look forward to seeing
everyone on the trails. Be safe.

First, I would like to say that I am
thrilled to be provided with the opportunity
to work in the community in which I live.
I hope that my many years of involvement in youth and adult sports will allow
me to combine my career skills with my
passion for sports.
Among my accomplishments, I am a certified personal trainer
and served a number of years as an official for a city-run sports
league, as well as a head coach for several Orange County
travel soccer clubs, where I trained and monitored volunteer
coaches, officials and scorekeepers.
I have also been a player and coach for one the country’s
largest youth ice hockey leagues, produced and directed a
community hockey cable television show in Los Angeles, and
have been a sportswriter for over ten years for several national
magazines and newspapers, including the Bakersfield Californian.
It is my goal as the Bear Valley Sports Director to provide a
nurturing, well-rounded, safe and fun youth sports program and
environment. My emphasis is on skills development, being
positive role models, sportsmanship and teamwork, and above all,
having fun while promoting a healthy competitive spirit.
Our programs have been very successful in the past due to our
numerous dedicated volunteer coaches, parents and those who
have offered their services in other capacities. So, I encourage
you to keep this trend going by becoming involved as a volunteer.
It is a worthwhile and very gratifying endeavor.
I am a hands-on director, and welcome feedback in order to
better the experience for our young athletes in Bear Valley.
Just to bring everyone up to date, we had 101 players
participate in our 2013 basketball season, which ended with an
exciting round of playoffs during the week of November 18 and
two All Star games.
Congratulations to coach Danny Carol and his Division III
champion Thunder team, Division II champions, the Jazz and
coach Dave Dayton, and the head coach Justin Pool and his
Division I Pacers, who edged out the Knicks in a one-game battle
to take home this year’s title.
With basketball behind us, our in-line hockey season is
underway, with opening night taking place January 3.
We have 85 players spread over 12 teams this season,
ranging in age from five to 18.
Please remember if you plan on using the Whiting Center gym,
the hockey rink boards will be in place for the entire season
through March.
Things to look forward to in the new year, are new backstops
and dugouts at Beaubien Athletic Field and a new Bear Valley
Youth Sports Policies and Procedures Manual that will help guide
our sports league for years to come.
In closing, let me assure you that your Bear Valley youth sports
program is in good hands. I am dedicated to the
community, and I pledge to you and your athletes to
provide the best programs possible.

collaboration between the FAC, the Board of Directors and the
BVSA Management Team, giving specific instructions to management as to how much or how little the budget should be for each
of the many “line items” that make up the categories of Revenue,
Payroll, and Operating Expenses.
The BVSA Management Team Role
Following the “Budget Direction Memo” from the BVSA Board, the
BVSA Management Team will create the “first draft” of the budget
for all sixteen departments (Amenities) that comprise the Association “business units”. The General Manager works with the BVSA
Management Team on preparing their individual budgets to meet
their operational needs as directed.
The General Manager will present the “first draft” of the
proposed 2014-2015 Budget to the FAC during an Open Meeting
on Wednesday, February 26, 2014 at 1:00 pm in the Oak Tree
Country Club – Reception Area. The FAC will review the budget
and return it to the General Manager for discussion, and make
changes. This meeting is open to all BVSA members.
For this year’s 2014-2015 Budget Process, the FAC and BVSA
Board of Directors will hold a joint “Special Meeting” to review
the “second draft” of the budget with the individual managers for
their respective departments. These Open Meetings will take
place on Tuesday, March 25, 2014 at 11:00 am – 5:30 pm and
Wednesday, March 26, 2014 at 11:00 am – 5:30 pm in the Oak
Tree Country Club – Reception Area. These meetings are open
to all BVSA members.
After this process, again the General Manager and BVSA
Management Staff will make changes to the proposed budget,
based on the FAC recommendations.
The Budget “Final Draft” Process
The FAC and BVSA Board of Directors will hold a joint “Special
Meeting” on Wednesday, April 2, 2014 at 1:00 pm in the Oak
Tree Country Club – Oak Branch Saloon to review the final
draft and suggest any changes. This meeting is open to all BVSA
Members.
The FAC and BVSA Board of Directors will hold a joint
“Special Meeting” on Thursday, April 3, 2014 at 6:00 pm in
the Oak Tree Country Club – Reception Area to review the
final draft and suggest any changes. This meeting is open to all
BVSA members for the purpose of hearing comments and
requests from the general Association members concerning the
proposed budget.
Finally, the General Manager will present the “final’ Budget to
the BVSA Board of Directors for approval at the regular April 2014
BVSA Board meeting on Monday, April 21, 2014 at 6:00 pm in
the Oak Tree Country Club, Reception Area and the meeting is
open to all BVSA members. At that meeting, the Board will set the
assessment amounts for the 2014-2015 fiscal year.

How does the Finance Advisory Committee (FAC) and the
Board of Directors analyze the Budget?
The BVSA General Manager and the BVSA Treasurer make sure
the BVSA Board and FAC understand the three components of
the budget and the financial heath of the Association.
1-Operating Funds and Expenses are needed for daily operation of the Bear Valley Springs Homeowners Association. These
are broken into non-discretionary expenses which would be
required costs such as common areas electricity and water,
grounds maintenance, insurance, BVSA management and
general maintenance. Most of these expenses are either contractual or can be reasonably estimated based on past amounts, past
experience, or other cost allocation algorithms or formulas. Then
there are Discretionary Expenses that are budget-based on
estimated business and service levels that can be spent during a
budgeted month based on actual business levels that occur. An
important consideration when looking at the “line items” in the
operation budget funds is what are the expectations of the
community members and what is the balance that needs to be
achieved between costs of operation and the service that can be
provided. If these expenses are too high, the FAC and BVSA
management will look for ways to lower expenses without
comprising service. If the budget does not balance, the FAC may
have to make some tough decisions and recommendations to the
BVSA Board of Directors.
2-Reserve Funds needed to be maintained at the sufficient
levels. The Reserve Funds provide money for ongoing the repair
and replacement of the community assets such as buildings,
pools, roofs and asphalt, etc.
3-Development Funds for additions for enhancements to the
existing BVSA property. This is a function of what community
members want and are willing to pay for. The community should
provide input and approval for this component since in California
major renovations, additions and/or some improvements or
maintenance projects might require a “Special Assessment”
(which requires approval, when the amount is greater that 5% of
the Association’s fiscal year budget).
In Closing
With this knowledge, the FAC, BVSA Board of Directors and the
BVSA Management Team will analyze the proposed budget drafts
and the final draft. The final budget that is adopted will then be
used to determine the Annual Member Assessment that will
balance the budget and cover all the fiscal budget year’s
expenses for the BVSA. It takes the entire Budget process, the
BVSA Board of Directors and Finance Advisory Committee all
through volunteer hours and the BVSA Management Staff to work
numerous hours to prepare the optimal financial plan for the
upcoming year, for the approval of a new fiscal year budget.

heart and we are in the process of brain-storming new ideas re:
how we can get information to members and residents in the most
comprehensive way.
We do have some communication avenues at present, but you
may not be familiar with what is available. Allow me to give you a
brief snapshot:
• e-Buzz is an email sent weekly from the Association upcoming
events, amenity closures, club information, sign-ups for upcoming
sports leagues, etc.) We are reviewing this vehicle for some
changes to make it more current and less repetitive.
• BVSA website: (bvsa.org) Board Meetings/times/locations;
Management & Board contact information, Governing Documents,
Recognized Club information, Menus and events at the Food &
Beverage venues, Committees, Board and Committee minutes,
General Manager’s monthly reports, monthly financials, etc. This
is an easy site to navigate. We are exploring ways to utilize this
website more fully.
• Bear Tracks – a monthly newsletter mailed to all BVSA members
at no cost to BVSA members (with the exception of the annual
supplemental issue we send out to apprise you of financial
statements & auditor’s report). Both BVSA and CSD information
is printed in this newsletter. Upcoming rule changes are printed
here so you can review them and make comments/critiques
before the rule goes into effect. (Address your concerns re: rule
revisions to the BVSA Board. We do listen.) Our General
Manager, Kirk Wooldridge, has a monthly article that is
timely and informative. His knowledge of HOA issues is tremendous and his articles make for important reading.
• Annual Recreation Book is mailed to your home and is a
compilation of events, leagues, activities, etc., held throughout the
upcoming calendar year available for BVSA members.
The above-mentioned offerings contain a multitude of information about your Association and all the events and activities you
can take advantage of. We feel these publications are good
communication vehicles, but they’re only good if you utilize them.
Let us know what we can improve on and what you want to hear
about. We really do want to work with you and make the BVSA

Unapproved and unscreened RV/trailer parking. - SEC. 1602
A-E. As a Bear Valley resident you are required to submit a
parking and screen plan for the RV if you intend to park the
vehicle on your lot. There are a number of complaints that come
into the ECC and the complaining party usually includes a
statement that they have not seen the RV before on the property.
As a refresher, as I stated before, I have to follow up on all
complaints. I then do my investigation in the field and check the
files for a submittal. If there is no submittal, I issue a corrective
action letter to the property owner. I am not here to irritate
anyone, although I do a pretty good job of that, but am the eye for
the concerns of all residents.
The point I am trying to make is that I work for you, the Bear
Valley residents. If you have questions, concerns or need a
clarification on any ECC rule, I am available in person at the

Equestrian Center News (cont’d. from p. 10)
by a boarder or any other person(s) is strictly prohibited. The
action of removing hay is considered theft. A person taking hay
will be reported to the police for theft and could result in a BVSA
disciplinary action, and eviction if a boarder.
While you are visiting the Equestrian Center, please park all
vehicles only in the designated parking areas. These areas
include the main parking lot in front of the main barn, or in the
trailer parking area behind the main barn. Please DO NOT park in
the stable areas at any time regardless of the reason. Please do
not drive your vehicles off the paved areas or out of the designated parking areas.
Arenas are provided for all BVSA members in good standing.
While using any of the arenas or round pens, please follow all
policies and rules. These rules help ensure horse and rider safety,
and help keep our facilities and arenas in good shape. Speed
events are not allowed in the Milano covered arena at ANY time.
This includes, but is not limited to, sliding stops, hard spins,
barrels, or poles. Pattern work is permitted. (Section 605, Article
B). All jumpers are required to wear protective headgear, adults
included. All jumpers under the age of 18 must be accompanied
by a responsible adult. (Section 603, Article E). While riding
through the Equestrian Center, you must walk at all times,
whether you are riding or on foot.
Recently, bicycles have been sited at the Equestrian Center.
As a review, bicycles are not allowed on any of the trails located
away from the streets, this includes the meadow areas and single
track trails in the foothills. Bicycles are not allowed anywhere in
the Equestrian Center. Bicycles are permitted in the road right-ofway and on any trail/public easement along the paved roads.

bulletin boards located in the main barn, and can also be downloaded off of the BVSA website. Please feel free to call the office

ARTICLE VI. VIOLATION PROCEDURES
Section 600. GENERAL
1.1 All complaints must be in writing. The property owner making
the complaint is assured that the complaint is anonymous and not
shared with any other property owner or the property owner
receiving the complaint. It is in strict confidence and the complaint
is kept in a book of complaints filed under tract and lot.
Finally, if you file a complaint, the ECC Board meets every
Wednesday. The Board is comprised of appointed volunteers
who reside in Bear Valley Springs. The Board determines if the
violation is factual in nature and has a basis for followup. Once
the Board determines it is or is not a violation, an appropriate
letter is sent to the violator describing a course of action and a
time frame (usually 30 days from date of letter) to submit and fix
the violation.
If it is not a violation, a thank you letter for keeping Bear Valley
beautiful is sent to the complaining party with an explanation as to
why it is not a violation.
