West Nile Mosquito Found at Lake Kiowa East Beach
Cooke County and the
LKPOA have been working
together testing for the West
Nile virus and other mosquitoborne diseases since 2012. The
West Nile virus was detected
in a mosquito test sample
collected Tuesday, Aug. 9
in the East Beach area. The
testing process takes almost
a full week and we were just
notified of the results Aug. 16.

Use the Four D’s to defend
yourself and your family
against this virus by taking
the following precautions
when outdoors:
1. Dusk/Dawn are times of
the day you should try to stay
indoors. This is the time when
mosquitoes are most active.
2. Dress in long sleeves
and long pants when you’re
outside. For extra protection,
you may want to spray thin
clothing with repellent.
3. DEET is an ingredient
you need in your insect
repellent.
4. Drain standing water
in your back yard and
neighborhood - old tires,
flowerpots, and clogged rain
gutters. These are mosquito
breeding sites.

(OWNC) will be holding their water
trials at Lake Kiowa's West Beach
Friday through Sunday, Sept. 23-25.
The OWNC encompasses the State
of Texas and club members promote
the health and well being of their

Community Manager’s Report
The kids are back
in school, the days
are getting shorter,
and hopefully cooler
weather is headed
our way! We had a
great summer this
year, blessed by sufficient rainfall
that kept our lake levels up during the
majority of the prime boating season.
Speaking of boating, over 1100
people have studied our boating
rules, taken and successfully passed
our online required Boat Safety Test.
Our Lake Patrol has been on the
water much more this summer, and
have observed much safer boating
behaviors than in years past. Having
said that, all boat operators (members,
guests, and day visitors) must take and
pass the online test before piloting a
motorized watercraft on Lake Kiowa.
By taking the test, operators will learn
the rules unique and specific to Kiowa
to keep our lake safe and fun.
If you have not seen our new patio
addition at the Lodge, come on by and
have a snack or drink from our new
and exciting patio menus. The menu
features lots of new and revised items
and are made for sharing with family
and friends and are generally able to
be eaten without cutlery. The new
patio menu items will be prepared in
a different part of our kitchen, in an
effort to reduce the pressure off of
the existing cook line and allow us
to serve our guests inside. We will
be using lots of ice buckets to keep
beverages cold and have come up with
some new drink serving sizes to keep
you hydrated. There will be no glass
or china on the patio to prevent any
possibility of problems from breakage.
The patio was designed to be family
friendly for those West Beach goers,
but everyone still needs to be properly
covered and have footwear on when
on our patio. These are new, exciting
and uncharted times at the Lodge and
Donna and her team are working hard
to provide great service and products
to many more people on the patio.
Our Pro Shop is now operating with
the same point-of-sale system that is in
place at the Lodge and Front Gate, so
be prepared to show your membership
card if you want to charge any
merchandise or greens fees to your lot.
This system will allow the LKPOA
and Brown to better coordinate
revenues and charges between the two
organizations. Tee times are still made
through the current online system Chelsea Information Systems.
We have been trapping mosquitoes at
various locations around Lake Kiowa
all summer and collected lots of all
types of mosquitoes. Unfortunately
for us, the samples collected on
Aug. 9 came back with a mosquito
testing positive for the West Nile
virus. More information is posted on
our website and it will be updated
regularly as things change. Everyone
needs to double their efforts by
eliminating standing water and other
favorable habitat and protecting
themselves when outdoors during
mosquito activity times.

Dear, dear friends,
A million “thank you” words would never be enough! Or,
to tell you each how much you mean to me and my family!
I have known some of you for many years and some just a
short time. But, no matter. Your friendship, prayers, love, care,
hugs and kisses are always in the top, middle and bottom of
my heart! I live away now and I miss you so much. In fact, if
the opportunity arises and it is in God’s plan, I would consider
coming back to Lake Kiowa. Meanwhile, God bless you all,
and thanks again.
I would like to share a poem I wrote a few years ago.
My Time
God gives us each a way to go,
Sometimes fast, sometimes slow,
Time to the front,
Time far behind,
To each his own,
In His own time!
We learn to laugh and cry and moan,
And sometimes we want to be alone,
And often we look to God above,
And thank Him for family, friends and love,
And hope when we come to life’s end,

A Bit of Lake Kiowa History
Bill Turner, former LKPOA Board
of Directors president and long-time
resident, supplied this historical item.
In anticipation of his move to Lake
Kiowa, he was going through old
boxes in his attic and came across a
fragile, faded, brown page from a
47-year-old newspaper. He wanted
to share an article referring to Lake
Kiowa and the island therein.
The following text appeared in
Section D of the The Dallas Morning
News on Sunday, March 16, 1969 as
part of Jim Stephenson’s column:
“YOU’VE HEARD, no doubt,
of the ‘corporate castle’ that
Miss Penny Rich, president of
Pennsylvania International of
Dallas, is building on a wooded
island on Lake Kiowa near
Gainesville. It’ll have a moat and
drawbridge—even a dungeon—
but Miss Rich isn’t sure what use
she’ll make of the latter.
It’s interesting to note that the
island on which she’s building
wasn’t even being offered actively
for sale when she spotted it.
'The developer didn’t think
anyone would want it,’ she said.
Miss Rich ‘discovered’ the
island when she went to inspect
a lot she had purchased on Lake
Kiowa earlier, with the intention
of building a lakefront cottage
retreat for herself and her mother.
The rise of land in the lake covers
about an acre.”
Bill commented as follows: “I had
forgotten she [Miss Rich] once owned
the island. She never built on it but
instead had a ‘mansion’ on East Kiowa.
It has been made over so many times
that I don’t think it is recognizable but
I remember my mother used to always
take visitors by to look at it.”

Lake Kiowa Travelers
Lake Kiowa Travelers enjoyed a
great trip on the Elbe River. Good
food, a great ship and loads of fun. It
was like a history class.
The next trip is Cruising the Adriatic
on February 19, 2017. We will be on
a 50-passenger ship and will cruise
along the coast of Croatia. We still
have a few cabins left. Come join us.

A small group of members met on
Aug. 1 for our monthly quilt bee. Tari
Dargar, a newer resident and avid
sewer, joined us.
Sharon Catlett led our discussion of
the raffle quilt ticket sales which have
been going very well and should raise
a sizeable donation for our Indian
Creek Volunteer Fire Department.
All proceeds will go to our fire
department.
Many of our members participated
in a quilt retreat in Sunset, Texas
during July with other quilters from
North Texas. Everyone who attended
raved about the accommodations
and encouraged everyone to take
part in the next one. There was good
food, generous facilities and great
friendships formed. Everyone enjoyed
sharing new ideas and unique skills.
Another retreat is being planned for
February 16-20, 2017 so mark your
calendars.
Sew day on July 22 saw many
“Care Bears” completed and turned
over to Debbie Alexander to be sent
to the organization that distributes
them to children being treated for rare
diseases.
Our next Bee is Sept. 5 at 7 p.m. and
our sew day will be Sept. 16. We meet
at the Lodge to work on our individual
projects for a day of friendship,
sharing and lunch. Come for the day
or any part of the day between 9 a.m.
and 4 p.m.

For all you singers, Chapel choir will
begin rehearsing on Monday at 8 a.m.
at the Lodge beginning Sept. 12. See
you there. We have a great director,
Glen Wilson and a great accompanist,
Shirley O’Dell. They make us sound
great, but we need your help.
The next Quarterly Meeting of
Chapel is on Monday Sept. 12 at
6:30 p.m. You will not be disappointed
if you attend this month, as Dorothy
Baskett will be doing her version of
Minnie Pearl. Those of you who have
seen Dorothy do “Minnie” will be sure

seen her, you must come. Also Kathy

GriefShare Starts This September
GriefShare is a grief
support group that offers
help and encouragement
after the death of a spouse,
child, family member or friend.
GriefShare is nondenominational
featuring biblically based concepts to
aid you in healing from your grief. It
runs in 13-week cycles, meeting once
a week using video seminars, small
group discussion and a workbook to
help you as you cope with your loss.
These sessions are “self-contained”
so while it is beneficial to attend all of
the sessions, you do not have to attend
in sequence. You may join at any time
during each 13-week cycle and make
up sessions as it begins again.
The first session of this
GriefShare cycle will be
held Monday Sept. 12 at
2 p.m. The sessions will
run each Monday through the first
Monday of December. We will meet
at the Lake Kiowa Lodge.

Kiowa Genealogy Group Begins a New Year
Men’s Bible Study Conversation Group
Our weekly Men’s Conversation
Group with a Biblical focus meets
Sept. 7 at 8 a.m. in the Lodge Southwest
Room.
Mark this date on your calendar
and plan now to be part of this group.
Feel free to invite other guys to come
with you. Remember that this is a
conversation group with a Bible focus,
the reading serving as the backdrop
to ignite the conversation and keep us
focused and challenged. We are going
to begin with a very readable book, one
of the classic theological books.
I am a retired United Methodist
lead pastor and will bring the Biblical
correlations and present-day issues for
conversation that relate to the chapters
we read. Check out the summary
below. While you will not have to
read in advance of the group starting,
you can get the book now and read in
advance if that interests you. The cost
of the book is $11 and you can get a
copy at our first gathering, unless you
get one from me before that.
This group talks about life as we live
it today and has a lively conversation.
We recognize that folks cannot always
be present each week as life is being
lived out all around us, so guys
come when they can and share in the
journey.
The new book for September is “Life
Together” by Dietrich Bonhoeffer. He
stands as one of the most influential
theologians of the 20th century. In
1935 he took charge of an “illegal”
underground seminary where he
shared a home with 25 pastors. “Life
Together” is Bonhoeffer’s inspiring
account of their unique fellowship as
they sought to foster and live in an
authentic Christian community.
Imprisoned and hanged by the Nazis
near the end of World War II for plotting
to assassinate Hitler, Bonhoeffer stands
as a witness for faith and courage
in the midst of persecution and an
impassioned witness of the essential
calling for Christians to do life together.
Bonhoeffer reminds us, “We belong to
one another only through and in Jesus
Christ.”
Do you long for authentic Christian
community? A place to belong? Our
lives are filled with many things, but we
hunger for the goodness of life together
in community and we may wonder if it
is even possible. “Life Together” has
been described as “bread for all who
are hungry for the real life of Christian
fellowship.”

The Kiowa Genealogy
Group (KGG) stayed
cool during our summer workshop.
We began with a great lunch and a
lot of fun conversations. After lunch
we moved to the LDS church where
Linda Jonas spoke with us explaining
how she began her genealogy career.
WOW, we are so lucky to have such
a knowledgeable genealogist in our
midst! She will be one of our speakers
later in the year. We were then able to
go into the computer lab and work on
research where we received assistance
from Linda Jonas, Darlene Denton,
Carol Beck and Cindy Barnett. Thank
you, ladies!!
Jackie Gary is working on updating
the surname research list. This list
contains names being researched by
the KGG members. Please contact her
at [email protected] if you need
a list. If you have names on the list,
you will need to add the state/states
you are investigating per surname.
Please respond ASAP so she can
update and distribute the final listing
in September.
Darlene Denton also gave us an
update on the digitalization of Cooke
County records. The
digitization is to begin
in the next few weeks.
Volunteers will be needed
for half-day increments.
Darlene is our contact for
the project. More information will be
coming soon.
As we begin the new year on
Sept. 22 at 1 p.m. at the Lodge, the
KGG will give you a chance to
share your summer finds and any
instrumental information found in
your research. The program will be
a Show and Tell by those attending
so join us for a fun time going down
memory lane.
The group meets on the fourth
Thursday of each month at 1 p.m. at
the Lodge. We have a year planned
with genealogist speakers and field
trips to local libraries. Carol Beck,
Jackie Gary and Cathy Farquhar
will be co-leaders for this group. We
invite anyone interested in genealogy
research no matter the level of your
research.

Local Theater
Lee Skinner is Aunt Abby in Arsenic and Old Lace
Lake Kiowa’s own Lee Skinner
has been cast in another iconic role
at Butterfield Stage. Butterfield’s
opening production for the 2016/2017
season is “Arsenic and Old Lace,”
the hilarious theatrical comedy made
famous by the movie version that
starred Cary Grant.
Alfred Weser plays Mortimer
Brewster,
a
soon-to-be-married
newspaperman and author known for
his arguments against marriage, visits
the old Brewster home to share his
new found love with his two maiden
aunts. Lee will play Abby, one of two
aunts who have an unusual hobby –
killing old men and burying them in
the basement!
Aunt Abby and her sister Martha, to
be played by Melinda Butler, have a
long-standing need to carry out their
hobby. Once discovered by nephew
Mortimer, their entire world, and his
as well, turns into a hilarious and
sometime confusing romp.
Directed by Craig Hertel, long-time
Butterfield actor and director, this
show will delight the audiences with a
continuous flow of surprises, hilarity
and just plain fun. The play winds
through a twisting set of circumstances
with a long list of quirky characters
including other relatives, police and
even a crazy bugle-blowing brother
named Teddy who is in charge of
burial duties.
Lee Skinner continues her masterful
acting as Abby and, along with sister
Martha, tries cleverly to avoid detection
while attempting to humorously
distract nephew Mortimer from their
ghoulish hobby. Lee is joined by a cast
of 13 other Butterfield players in this
twisting and turning play that ends
with surprises and confusion alike.
Lee is a long-time actress who
has performed in many Butterfield
productions. Her role in “Driving Miss
Daisy” will not soon be forgotten and
her self-written, one-woman show
playing Katherine Hepburn will stand
out as her crowning achievement. Her
acting skills are perfect for the role
of Abby as she brings this character
to life winding her way through the
sometimes confusing, but always
focused role as one of the Brewster
family members who have the long
history of strange behavior.
The production opens on Friday,
Sept. 16 and continues on Saturday,
Sept. 17 followed by three
performances on Sept. 23, 24 and
a Sunday matinee on the Sept. 25.
Tickets go on sale the first day of
September. Tickets are now on sale
for the five Main Stage productions
including “Arsenic and Old Lace.”

Texas Hold'em Poker
The poker group looked more
like the party group in July with
plenty to celebrate and lots of
cake. Debbie Moody celebrated
her 60th birthday with a delicious
homemade carrot cake. Lisa
Bohannon raised the fun evening
to a new level with her accessories and
singing. Paul Mason also celebrated
his birthday with a cake. Finally, Tom
and Elaine Blackwell celebrated their
56th wedding anniversary and the
group enjoyed even more cake!
Attendance was great all month and
there were even several new players
of various ability levels. Whether you
are a beginner or experienced player,
you will always be welcomed and
encouraged to play.
There were only three notable hands
this month. Scott Moody was dealt a
straight flush, Steve Jackson revealed

Friends of the Lodge News
Fall is quickly approaching and we
are all looking forward to some cooler
temperatures. We hope you enjoyed the
community dances that we provided
this summer. A huge thank you to
Clint Sturgeon and David Moore for
providing our dancing tunes and we
thank all who attended.
Friends of the Lodge (FOL) is
bringing back the popular Golf Cart
Scavenger Hunt followed by a dance
in September. Join us at the Lodge on
Saturday, Sept. 10 at 4:30 p.m. for the
start of the scavenger hunt followed
by dinner. The Lodge will be serving
BBQ sandwiches with two sides. A
cash bar will be available. Dancing
will follow with music provided by
Churchill Audio DJ. The cost for these
events will be $15 per person. If you
attend only the dance, then admission
will be $5. Mark your calendars and
don’t miss out on this fun event. We
do need a count of those wanting to
participate in the scavenger hunt or
dinner, so please reserve your spot.

FOL is hosting a new event in
October, our first Fall Festival at
the Lodge on Oct. 29. From 4:30 to
6:30 p.m. there will be carnival-type
activities for our kids and grandkids to
enjoy along with two bounce houses,
a pumpkin patch for photo ops and, of
course, a contest for the best costume.
The Lodge will have food and drink
available for purchase. From 6:30 to
7 p.m. in the south parking lot we
will host a Trunk or Treat, a version
of trick or treating where children
solicit candy and other goodies, not
from your house, but from your car
trunks in a style similar to tailgating.
Obviously, to make this a successful
event, we will need volunteers willing
to provide candy or other goodies. We
hope this will be a fun way to celebrate
the Halloween season for young and
old alike and the beginning of a new
tradition at Lake Kiowa. Please plan
to come and join us.
Holidays will be here before we
know it. FOL and the Lodge will again
sponsor the New Year’s Eve Dinner and
Dance. The theme this year is “New
Year’s Eve, A Night to Remember Black and White at Midnight.” In the
past, FOL has surpassed itself each
year in decorations and thus has set
the bar very high for anyone willing
to take on the responsibility for this
celebration. We hope you will support

Indian Creek VFD Auxiliary
The closing of Shabby Chic is old
news, but we want to let everybody
know that last month we wrote a
check to the ICVFD in the amount of
$6823 for the purchase of many items
on an updated wish list provided to
us by the fire department. The twelve
items range in price from $30 each
up to $1900 for a grant match and
most everything qualifies as small
equipment and tools. Given space
constraints, we won’t list these items
here, but we are happy to share it with
you if you will contact any of the
Auxiliary board members.
This same wish list contains a
couple of high-dollar items that we
would love to help ICVFD procure so
our fundraising efforts continue. First
up is the Magic Show on Nov. 12 and
we are so excited about this event! The
team of magicians is excellent and
they will keep you repeating “How’d
they do that?” all evening long. The
ticket price is $20 each and we’ll let
you know as soon as they are available
for purchase.
Also in November is the annual bake
sale. As usual this will take place the
Sunday prior to Thanksgiving, which
is Nov. 20 this year. This is a winwin situation: we raise money for our
fire department from the sale of the
best treats Lake Kiowa bakers have
to offer and you get to remove some
Thanksgiving meal prep stress because
you’ll be buying your desserts.

On Sept. 17, the Indian Creek
Volunteer Fire Department will be
hosting our annual Fish Fry and
Auction fundraiser at the Lake Kiowa
Lodge and Pavilion. In order to
provide the quality fire and medical
service that our fire district residents
have come to expect, we are tasked
with coordinating fundraisers like
these to financially support our
operations. At present, over 90%
of our annual budget is provided by
donations and fundraising efforts.
ICVFD is not a department paid for
by the Lake Kiowa POA, nor by
government agencies like the State of
Texas or federal government. And we
are not a taxing fire district like you
would typically get in a town or city.
It’s pretty simple. Our funds, for the
most part, come from hard work with
fundraisers and from your annual,
tax-deductible donations. With all of
this said, it is extremely important
that you, your family and your

Sept. 17!
Each year, this event gets bigger
than the previous one. Food is cooked
on site under the direction of Mike
Merolla, and served fresh to your plate
by our volunteers and firefighters. And
I don’t want to get you too excited,
but due to generous donations from
our sponsors, there will be an “open
bar” for those who have purchased
meal tickets. These tickets can be
purchased at the door, or in advance
by contacting any ICVFD Auxiliary
member.
Once you’ve filled yourselves with
mouth-watering food, relax, socialize
and peruse the dozens of silent auction
items that have been generously given
to us to help our cause. The names
of our donors are countless, but as
I’m sure you have seen in the past,
there are often high-quality and very
valuable items to bid on in the silent
auction. We also have some higher

everything we do is completely
voluntary! All of our members
provide these services and equipment,
essentially, for free. Just take a short
moment to think. If we didn’t have
any funding to purchase equipment,
supplies or gas, what would we have?

GOT ‘ER DONE!
Your Lake Kiowa Kiwanis Club
members have completed another
summertime project at Callisburg
Elementary. This time, the Callisburg
Elementary PTO joined with Kiwanis
to fund and build a new playground
for the children in the younger grades.
Combined with the Outdoor Activities
Center we built last year, the kids now
have a fun and safe place to play, and
a place to go to cool off.
This project took about 75 manhours and 49 bags of concrete! (I don’t
know when you last lifted an 80-pound
bag of concrete, but it will make you
question your decision-making when
you do!) Pictured are the stages of
completion of the playground as they
occurred and some of the members
who helped. If you see one of your
neighbors, give him a special thanks
for his work for the kids. As always,
some helped who were not available
for “picture time,” so it will be OK
to say thanks to any Kiwanian you
know. Obviously, these pictures tell
the story of our accomplishment very
dramatically from the old to the new,
but there is no way to picture the
dedication these guys have to make
sure the kids in our area have a little
better life.
A lot of these same people help
maintain the Lake Kiowa playgrounds
as well. Let us know if you see any
needed maintenance at any of the
playgrounds. Current contact numbers
are kept on our page on the Lake
Kiowa website.

Our aluminum can collection centers
are one of the ways we help fund our
projects. If you are a weekender, bring
those cans from home! We have two
collection centers – one is a caged
trailer near the fire station and driving
range. The other is a small fenced area
near the intersection of Iriquois Dr. E.
and Kiowa Dr. E. THESE ARE NOT
DUMPING AREAS! Please dispose
of your trash and solid waste through
the standard processes. The can
collections are to help the kids, not
provide lazy people a place to dump.
Even if you are not up to tackling
summertime
building
projects,
Kiwanis still has lots of fun things to
which you can contribute. Come to
a meeting on either the first or third
Thursday of the month and we’ll buy
your dinner while you learn how much
fun you can have while helping our
area children have a little better life.

The Gainesville Area Visual Arts
(GAVA) Fall Art Exhibition and Sale
is looking for artists in North Texas
and Southern Oklahoma to join us for
a great show! The Great Outdoors is
the theme for this year’s annual show
and is open to a wide interpretation
that should provide for some
interesting and beautiful work. Artists
in all visual media are encouraged to
submit their art from traditional to ‘far
out’—two- or three- dimensional—it’s
all welcome if it’s visual. Sculpture,
pottery, textile work, photography,
wood carving and a multitude of
mediums are on deck already.

Gainesville in the Historic Santa Fe
Depot Museum located at 605 E.
California St. The show is free to the
public and runs from Sept. 15-25.
GAVA and the Morton Museum
of Cooke County are the ‘producers’
of the exhibition. However, local
businesses have stepped up and
contributed to the prizes. Over $2000
in cash awards will be presented at the
Sept. 15 reception and awards. This
special evening is the perfect time to
meet the artists and hear the stories
behind their work. So join us from
6 until 9 p.m. at the Santa Fe Depot
Museum for art, artists, libations and
nibbles. Much of the entered art will
be for sale. There will also be The
Art Exchange where more original art
not in the show will be available for
purchase.

participate, art will be collected
on Sept. 10-12 at the Santa Fe

Message From the President ...
Dear Ladies,
Summer at Lake Kiowa is fabulous!
With all the boating, swimming,
picnics and outdoor activities, we
know why we live here. This is the
MOST wonderful place.
With September we start new
beginnings. Vacations are over, or at
least winding down. Grandchildren
are back in school, so we reclaim our
houses and the company is on their
way home.
You think it is time to relax, but
no, it’s time for the first club meeting
Sept. 8 at 10:30 a.m.
And what a fun time we are
planning!
We start with new beginnings at the
Lodge.
There is a new Lodge manager,
Donna Chafin; a new chef, Teotlahuilli
Guadarrama (she said we could call
her Teo, thank goodness); and we are
so thankful to have Penny at the front
desk to keep us all straight and calm.
Now the stage is set, so let’s start
our club’s new beginnings.
The first act will headline Lezlie
MacElroy as she presents the new
yearbook with all club members
listed. Terry Conaway has our budget
ready and Julie Minter has the main
attraction lined up.
Teo has a delicious lunch planned
and Carol Jacobsen with her group is

Responsibilities
2016-2017
After a hot and dry summer, it is
time to prepare for changing seasons
in our gardens and in nature. The
Garden & Nature Department resumes
our meetings on the second Tuesday
of the month, beginning on Tuesday,
Sept. 13, and continuing through May
2017.
Jaqui Osborn-Stewart will speak
about adding color to the garden in
fall and winter. Susan Hair is our
hostess at her home at 1300 Kiowa Dr.
E. Our social time will begin at 9:30
a.m., with the meeting starting no
later than 10 a.m. As always, please
carpool when possible to minimize
the parking spaces needed.
We are looking forward to a
fun schedule, which appears in
the KWC directory. Several field
trips are planned that are within
reasonable distance and travel time,
hopefully enabling more people to
participate. Our planned speakers are
knowledgeable professionals with
significant experience. And we are
continuing our tradition of sharing
a light breakfast that we all help
to provide throughout the meeting
schedule.
New to our monthly update in the
CommuniQué will be a monthly
summary of gardening activities
that should occur in the month.
Additionally, we will highlight a
plant each month that is suitable for
use in the landscape in our area. As
information becomes known about
related events in our area, we will
highlight them also.

Here are this month’s tasks for
the garden:
Add new transplants or divide
existing plants such as asters,
rudbeckia and mums for fall color and
lilies, coneflowers, daisies and other
perennials for spring bloom;
Plant
cool-season
vegetable
transplants
such
as
broccoli,
cauliflower and cabbage and seeds for
root crops like beets and carrots;
Spread wildflower seed in prepared
beds;
Plant any needed warm season
grasses quickly to enable roots to
develop before frosts and freezes
begin;
Prune trees and shrubs as needed
to shape them and remove dead
branches;
Add organic material to vegetable
gardens;
Be alert for rose rosette disease,
which has swept through North
Texas. Every expert recommends
removal of affected plants to prevent
further spread of the airborne mites.
As yet, no known treatment exists to
eliminate this systemic disease once it
occurs in a plant. Put all plant parts in
plastic trash bags and set them out for
pickup;
Also watch for aphids, powdery
mildew, and fungal diseases and treat
as recommended;
Look for fall web worms. If
reachable, remove branch tips and
place in plastic bags for trash pickup.

recently
reclassified

Symphyotrichum oblongifolium);
Grows 1 to 3 feet tall, branches
frequently, with lower parts that may
become woody and turn brown by the
end of the growing season;
Multiplies by seed and underground
rhizomes, can become a large clump 3
feet wide or more.
Blooms from September to
November in North Texas, with
numerous daisy-like flowers of very
small yellow disk florets, surrounded
by many lavender-blue ray florets.
Does best in full sun and will
tolerate partial or dappled sun. Does
very well in calcareous or sandy soils;
most soils are well tolerated. Needs

Will need supplemental water
during first growing season, then will
thrive with existing rainfall. It is very
drought tolerant.
Nectar and larval source for bees
and butterflies. Dry foliage after
bloom provides cover to winter birds.

As you are reading
this submittal to
the CommuniQué,
we should have the
results from the
ballots for the proposed assessment
addressing dredging of nine coves of
the lake, a bridge over number three
low water crossing and funding of
future lake maintenance. These are all
important items that could improve
our community. It will be up to the
voters to decide if we take on these
important tasks or to disregard the
need for another day. If we disregard,
we must understand that at some
point we will have to take on these
tasks. You must ask yourself what is
the answer for providing access to
the north end of the lake in inclement
weather and how are we to pay for
long-term maintenance of our lake?
There are many intelligent folks in
our community. Let’s all step up to
the plate and come up with a viable
solution and not ignore these issues.
As a community we must take care
of our lake to maintain its existence
for years to come. The question still
exists: Can we afford to continue to
do nothing for our biggest asset, Lake
Kiowa?
The Angler & Conservation Club
would like to remind you that we have
our annual fundraiser fish fry coming
up on Sept. 3. Food service will begin
at 6 p.m. and live music and festivities
will end at 10 p.m. We have a face
painter for the children. Auction items
include a two-person bass buggy,
wooden glider, guided fishing trips on
Lake Kiowa, a sunset wine and cheese
cruise, a fish fry catered by Backyard
Bayou, November NASCAR tickets
for two and more. We are also having
a liquor raffle and several other
fundraising games. As always, any
donations you might be able to help us
with would be great. Cash donations
are also acceptable. I am looking
forward to seeing all of you there for
another memorable event.
The lake has dropped a few inches
in the past month and temperatures
are high. As water temperatures rise,
the fish become less active. We have
seen a few floating fish around the
shoreline, but not in enough numbers
to concern us. Most likely these fish
have underlying conditions that are
exacerbated by hot water temperatures
causing them to perish. The good news
is we are in September and the lake
is mostly full. No sign of unwanted
algae or grasses anywhere in the lake
and fall is right around the corner.
Your club held a bass tournament
on July 23. That morning brought a
new competitor—Gidget Heiman.
She wants to learn to fish and compete
with us so she bought a boat, showed
up and the rest is history. Gidget had to
overcome many obstacles to bring in
her catch. However, she made it to the
weigh-in and succeeded in catching
fish. Way to go, Gidget!
We can’t wait to see you at the
next tournament. The results of this
tournament were as follows. Third
place went to Jordan Grant with a
17.52lb stringer of five fish. Jordan is

• There shall be a five-fish limit. No culling at weigh-in docks.
• Artificial bait only—no live bait allowed in bass tournaments.
• 14” minimum length. Any fish shorter than 14” shall be disqualified. Length
determined by scale official with mouth closed, lip against stop, and tail closed
at length mark.
• One-pound penalty for each dead fish brought to weigh-in table.
• Any participant not at the dock and tied up at weigh-in time shall be
disqualified. If you have mechanical problems, you must follow this rule. No
exceptions. Towing back to dock is acceptable.
• Start departure and weigh-in order shall be controlled by random drawing
of numbers. All participants shall leave docks and weigh in by your drawn
number pulled at sign-up.
• Live or dead fish shall be determined at scales by scale official. A live fish
is one exhibiting any movement of gills or fins.
• Any challenges of dead fish or short fish must be made while the questionable
fish is at weigh-in table.
Please make an honorable attempt to be signed up and ready a minimum of
five minutes prior to start time.

2016 Lake Kiowa Fishing Limits
The Fisheries Biologist and Lake Management Consultant made the following
fishing limit recommendations. These recommendations have been given careful
consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler &
Conservation Club has fully endorsed the following fishing guidelines for Lake
Kiowa:
Hybrid Striper: Catch and Release
Black Bass: Keep Black Bass between 10-15 inches; 5 per day, Per Person.
Release all other Black Bass under 10 inches and over 15 inches.
Crappie: Keep over 10 inches; 30 per day, Per Person. Release all under 10
inches.
White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.
Perch: No Limit.
Channel Catfish: Keep fish over 14 inches; No Limit. Release all under 14
inches.
Drum: No Limit. Remove any caught from lake.
Carp: Grass Carp have been intentionally introduced to the lake to help
manage excessive grass and weed growth. Do not remove any caught from
lake.
TROT AND JUG LINES ARE NOT PERMITTED!
Dock owners are encouraged to provide cover for the fish under your docks.
Make sure the trees are securely anchored so as not to interfere with boat traffic.
Feed the fish! Dry dog food or pellets especially made for the fish are readily

MGA General Meeting and Playday
Saturday, August 13, 2016
On Saturday Aug. 13, the Men’s
Golf Association (MGA) met at the
Lodge. Craig Lamkin called the
meeting to order at 8 a.m.
Craig gave an update on Bryan
Brown’s course condition report.
There will be one last core aeration
of the greens this year and it will take
place near the end of August. It has
been decided that the area behind the
#6 tee box and behind the #13 green
will be changed back to rough area.

on page 37.
Craig let the MGA members know
that the board will be looking for new
board members for 2017 and 2018
(2-year term). If interested in being a
board member, contact Craig Lamkin,
John Seefeldt or me.
In an attempt to educate all golfers,
Brown McCrory announced there
will be a write-up each month in the
CommuniQué about “Rules of Golf.”
Each month a different topic will be
chosen and written about that will
explain a particular rule. Should be
good stuff!
John Seefeldt reported we have 475
members, with 314 in the hole-in-one
contest. As of this writing, there have
been five holes-in-one for the year.
We had 97 golfers for the playday
and the format was a “Hot Seat Irish

That Rule 6-6 in the "Rules of Golf" says that when you play in a
competition you’re only responsible for the gross score on each individual
hole? You’re not responsible for the addition to determine your total score
or your total score at all. All you have to insure, regardless of who kept
score, is that your gross score for each individual hole is correct. Once
you are sure that the gross score for each individual hole is correct, you
and the marker, the person who kept the score, must both sign the card and
turn it in to the committee in charge of the competition. The committee is
responsible for the addition of scores and the application of any handicap.
This includes the determination and addition of Stableford points in a
Stableford competition. The consequences of not following this procedure
are twofold. At best, if you return a score for any hole higher than actually
taken, the score as returned stands. At worst, if you return a score for any
hole lower than actually taken, you are disqualified. The only exception to
being disqualified is if you return a score lower than actually taken because
you failed to include one or more penalty strokes that, before returning your
scorecard, you did not know you had incurred. You are not disqualified in
that case, but you incur the penalty prescribed by the applicable rule and an
additional penalty of two strokes for entering the wrong score for that hole.
The exception does not apply when the applicable penalty you incurred
is disqualification from the competition. Bottom line? As our friendly
PGA professional always tells us, put your gross score in the box for each
individual hole and you can’t go wrong.

The summer heat has
made a big difference
in
our
playday
participation.
On
July 20 there were
only 19 who came out to
play from the yellow tees. The
July 27 playday brought out 20
participants who competed from the
silver tees. Our August scramble was
played from the yellow tees, Florida
scramble (aka Step Aside), and 38
players participated. The Aug. 10
playday had 22 ladies who played the
nine even holes.
At the monthly meeting, the
Treasurer’s report showed an
ending bank balance as of July 31
at $4,799.01. Earmarked funds total
$513.87. Our membership stands at
260. Gay Enright shot a 97 and was
presented a “Broke 100” pin. Way to
go, Gay!
Lake Kiowa plans to host the
Central Texas Golf Association on
Sept. 21. Golf carts and breakfast
items are requested from members to
assist in the success of this tournament
fundraiser. Danette Morrison is our
representative for Central, so please
contact her if you can help with a cart
or breakfast item.

music ranging from the 40s through
the 2000s is the theme of Girls Night
Out on Sept. 20. Expect to see some
creativity with the decorations;
each table will represent a different
decade of music. Lots of your fellow
Lake Kiowans will be providing
the entertainment for this fun-filled
evening.

the “Neighbors Helping Neighbors
– LIVE UNITED” Golf Tournament
scheduled for Saturday, Oct. 8 and the
Red & White Unite pre-tournament
dinner and auction scheduled for
Friday, Oct. 7 have been designated to
specific local agencies.
The local volunteer Board of
Directors of the Cooke County United
Way approved the designation of the
proceeds to support health initiatives
that will benefit Cooke County
residents. The following nine local
agencies were specifically chosen
to benefit from the 2016 Charity
Tournament and dinner event. They
provide programs and services that
improve the physical and mental
health, safety and well-being of all and
include American Red Cross, Area
Agency on Aging of Texoma, Boys &
Girls Club of Cooke County, CASA of
North Texas, DASH, Home Hospice
of Cooke County, Meals on Wheels

Camp Sweeney, and VISTO.

The real heat of
summer has made
its appearance in
North Texas right on
schedule, and are we
not glad that, in most
years, this happens
after all the festivities surrounding the
4th of July have come and gone? The
corresponding drop in activity levels at
this time is also a yearly phenomenon,
as the following account of this
reporting period will reflect.
Security patrol stopped two
vehicles being piloted by unlicensed
minors, administered three warnings
for parking violations and made
single stops for speeding and for not
stopping at a stop sign. Eight motorists
inconvenienced by car troubles were
given assistance. Lake officers made
fifteen stops for observed violations
and wrote one citation to a jet ski
operator for following too close behind
another watercraft. On six occasions,
members with malfunctioning boats
were given tows back to their docks.
Departmental logs also indicate
that response by Security personnel
was made to two residence alarms,
a request for a welfare check, two
complaints of disturbing the peace
and two complaints of trespassing.
There were two reported incidents of
unauthorized entry and one in regards
to an unaccompanied guest. A party of
golfers playing on a closed course was
asked to leave, a golf cart was removed
from the walking track below the dam
and an underage, unlicensed golf cart

trash out too early.
Animal control activities included
nine stray dog chases, two stray
cats caught in traps and 10 varmint
encounters. One dog was transported
to the shelter in Gainesville after
being held the requisite three days.
The Cooke County Sheriff’s Office
dispatched a deputy to the Guardhouse
to assist Security with an intoxicated
individual. A citation for Public
Intoxication was issued as a result of
this incident.
Thirty-one ICVFD emergency
runs were monitored by Security,
including nine medical calls within the
community. Seven EMS escorts were
provided by Security patrol. Security
First Responders were active on one
medical emergency.

REPEAT OFFENDER VIOLATIONS

Rule 3.2.7.c.-Repeat Offenders
Within a 12-month period members, lessees, or contractors that receive two
or more citations or a combination of two or more citations in the Special,
Serious, or Major categories will be considered as repeat offenders. Multiple
infractions issued during the same incident will not be considered as repeat
offenses. Names of repeat offenders will be posted on the Lake Kiowa website
and printed in the CommuniQué.
By rule, the following property owner is classified as a repeat offender:

when to run!” We are
all probably familiar
with these Kenny Rogers’ song lyrics.
This adage is true in cards and can be
applied to life. As I have mentioned
in other reports, the wildflower areas
we attempted to establish behind #13
green and #6 tee did not turn out as
we had hoped. That being said, we
decided to “fold” that hand and walk
away. Those areas are now and will
continue to be maintained as roughs.
The bermudagrass is beginning to reestablish itself in those areas. We will
continue to monitor that establishment,
and if necessary we may have to sod
some of those areas. We will hold off
on any sod work until late September
or early October when temperatures
start to stabilize and the turf is not
subjected to the extreme heat we have
seen over the last few weeks.
We have reached the home stretch
of what I refer to as the 100 days of
summer. We have seen several days
with afternoon highs reaching triple
digits. In fact, the heat index has
reached as high as 110. With that being
said, I think the golf course is holding
up nicely. We have had a few “hot
spots” pop up. Typically, we address
those several ways. First, we like to
get out there with roller base sprinkler
heads and soak those areas. In fact,
on some areas, we have run water all
day to saturate those areas. Second,
in areas that receive irrigation such
as fairways and tees, we also make
adjustments to the watering schedule
through the irrigation computer. This
is something that we monitor daily
and adjust accordingly.
Greens continue to be very good.
We continue to apply low doses of
complete macronutrient fertilizer
weekly and are supplementing those
with a micronutrient package every two
weeks. Our final core aerification on
greens will be performed on Monday,
Aug. 22. Although unpopular with
the everyday golfer, aerification is a
necessary cultural practice. Simply
put, the plant must have oxygen for
respiration and the soil must have it
for microbial activity. This is achieved
by pulling cores. To prepare the greens
for aerification, we will apply 0.5lb
Nitrogen on Monday, Aug. 15. This
boost is done to help speed recovery.
After cores are pulled, we will perform
a heavy topdressing, applying enough
sand to fill all open holes.
Tees continue to improve. In my last
report, I mentioned that the nutsedge
had become an issue on several tee
boxes. At that time, I decided to
wait until the turf was healthy before
applying any fertilizer to the tees.
That being said, we made our first
application on Tuesday, July 19. Since
then, I have noticed pretty good control.
As I mentioned before, it may take
multiple applications to get complete
control, so we will be making a second
application tentatively scheduled for
Monday, Aug. 15.
Fairways have recovered completely
from the June aerification. We continue
to make monthly applications of
wetting agent. We have pretty sandy
soils here at Lake Kiowa, and the
water can wick through the profile
pretty quickly.
The purpose of the wetting agent is
to make our irrigation more efficient
by holding the water in the root zone a
little longer, making it more available
to the roots. We still have a few dry
spots that pop up, but we are much
better off than we were at this time
last year. The rain events we had in
July helped tremendously!
During the week of Aug. 1, we
added irrigation around the tree at #16
green/#17 tee. Now we will be able to
get water down to the root ball without
having to run a hose from #16 green.
At the last LKPOA Board meeting,
a golf course advisory council was
established. This group will act similar
to a Greens Committee and will act
as a sounding board for all issues
on the golf course regarding course
conditions. I welcome their input and
look forward to working with them.

Lodge Update
August has been
pretty busy at the
Lodge considering
the hot days we have
had to endure. Our
Patio construction
has been underway
for the last few weeks and things are
looking fantastic! Our Grand Opening
will be Sept. 4, 5 so come and visit us
for some fun giveaways.
We also have hired some additional
servers to our team and look forward
to working with them closely to ensure
all our members receive outstanding
service. There will also be some
exciting events this month along with
the Patio opening and hopefully some
cooler weather.
We are expecting a very busy month
here at the Lodge. Please come out
and enjoy the new patio and try our
new items on the Patio Menu and
some of our new and refreshing drinks
that everyone will really enjoy. We
will also be offering our Limited Time
Fall Menu in September. This menu
approach was a huge success and our
fall menu will be a great hit as well!

The new patio
construction

moving along nicely.
New gutters and
some soffit repairs
have been done on
the Lodge to help
prepare for this new addition. There
will be some irrigation changes also
to supply the new landscape around
the patio and Lodge surrounds.
PARKS AND LAKE
The lake elevation as of Aug. 9,
2016 was 699.3, down 7/10 of a foot,
but still better than years past. This
makes the lake much more enjoyable
for those with watercraft.
The new surface has been applied to
the tennis court, with pickleball lines
also included.
Mowing continues as usual in the
parks and on vacant lots owned by the
Association.
ROADS AND BRIDGE
Drainage improvements are in
progress around the lake. There are
still some concrete basins along the
roads to be repaired and bids are being
accepted to get started on these as
soon as possible.

- Call to Order – President Busch
called the meeting to order at 6 P.M.
- Pledge of Allegiance – President
Busch led the Pledge of Allegiance.
- Established a Quorum –
All members present. Quorum
established
- Introduction of first-time attendees
– NONE.
- Approve Minutes – Keith Cole
made a motion to approve the minutes
from 6/20/2016. Second by Kelley
Stewart. All in favor, motion carries.
Gerald Smith made a motion to
approve the corrected minutes from
6/27/2016. Second Gary Cotten. All
approved, motion carried. Abstaining
were Keith Cole and Kelley Stewart.
- Celebration Committee – Charlie
Foster provided a review of the
results from the Independence Day
Celebration. Online pass requests
were a huge hit. The POA contracted
with off-duty law enforcement officers
to assist with controlling East Beach
activities, which provided outstanding
results. Ticket sales showed a 9.5%
increase over last year with a total
of $14,400 received. The major
contributors were Kona Ice, Cakewalk,
Kiwanis and Lodge sales. The Board
agreed and recommended that July 4,
2017 attractions be secured and locked
in immediately. Included would be the
current firework provider, Kona Ice
and the 2016 band and other attractions
as required. The Board also agreed to
take possible action to relocate the
tree lighting ceremony from the front
gate to an area between the Lodge and
Pavilion.
- Architectural Control Committee
– Gerald Smith made a presentation to
the Board requesting the constitution
of lots #1068 and #1069. Jim
Mead made a motion to allow the
constitution, which was seconded by
Pete Mason. All members approved,
motion carried.
- Safety and Security Committee -Gary Cotten provided an update on the
Committee’s accomplishments since
inception, which includes creation of
our boater safety test and identification
cards, created and conducted boater
safety classes, enhancement of beach
patrols, review of roadway and
signage changes, address emergency
response
improvements
and
communicate safety importance via the
CommuniQué and Constant Contact.
Gary also made suggestions for the
improvement of signage at various
intersections. The suggestions will be
reviewed and taken under advisement
and possible action taken at the next
Board meeting. The Committee also
suggests the placement of reflective
house number signs throughout the
community, which would aid fire and
EMS personnel during emergency
situations. Purchase and placement of
the signs could be a fundraiser for the
community.
- Golf Committee – D Noble
submitted a modification to Rule
3.3.8.1, which would provide golfers
with the right of way for holes 4/9
and 13/16. It was agreed that the
Rules Committee would review the
proposed change and report back to
the Board with their recommendation.
The Safety Committee also to review
and adjust language and signage, if
necessary.
- Committee Appointments – Kelley
Stewart made a motion to approve the
updated committee charter and the
appointment of new members of the
Rules Committee. Second by Gerald
Smith. All approved, motion carries.
The Rules Committee is chaired by
Jim Marfice and is comprised of
members Jim Lewis, Rita Langley,
Sam Samuel, Bobby Frank, Garland
Brown and Rich Gardner.
The Board reviewed the request
for the establishment of Golf Greens
Committee. After review and
discussion, the Board agreed to the
establishment of a “new golf group”
to the existing Golf Committee,
which would establish a “Golf Course
Maintenance Standard Document”
outlining grass heights, teeing,
grounds, flag pin placement and course
markings. The “new golf group” will
be an advisory and support link to
golf course maintenance ensuring
the entire course conditions meet the
quality and competitive standards of
Lake Kiowa.
- Treasurer Report by Gary Cotten
– June Income $408,701 against a
budget of $347,370 positive $61,331
and $322,751 YTD. Expense for
June $432,032 vs. $366,413 negative
$65,619 or ($33,855) YTD. Net
Revenues for June ($23,331) vs.
($19,042) $288,896 YTD. Major
income contributors for the month –
Lot Sales $33,066, Building Permits
$11,615, Green Fees $7,164, Lodge
$3,813 and maintenance fees $2,940.
Major expenses for the month of June
came from -- Public Works ($40,182),
Admin. ($19,821), Security ($8,762),
Lodge Food Service ($5,523) and
Lodge Mgmt. $2,953. The status of our
Reserve Funds are excellent – ARRF
$1,150,624, CARF $184,083, FRRF
$65,379 and the Capital Development
balance is $224,811. Again this month,
the number of delinquent properties
has declined. Only 40 delinquencies
with 6 property owners owing 55% of
the total monies owed ($21,681).
- CARF Funds – Charlie Foster
made a request to purchase a 7’ X 8’
X 20’ metal storage building with a
6’ door to store catering equipment,
which would increase the functionality
of the existing kitchen area. Multiple
bids were requested and the best was
$4,604. Charlie also requested storage
shelves be purchased for a total
investment of $6,000. D. Noble made
a motion to purchase the building and
shelving units for a cost not to exceed
$6,000. Second by Jim Mead. All
approved, motion carries.
- Community Manager Report
by Charlie Foster – a review of
current issues and actions: Lake
Water Quality test from July 7 “good
condition.” Pond Medic report –
Low levels of vegetation, no action
required. Mosquito Trapping – no
infections identified. West Beach
wall and main boat ramp – continues
“on-hold.” Lodge repairs and patio
prep – soffits repaired, replacement of
doorways upon completions of patio
area, Ovens and furniture ordered and
re-organization of kitchen by 8/1/16.
Pro Shop ABACUS implementation
8/1/16. Debris hauling from Mohave
on hold due to workload.
- Additional Business – Jim Mead
complimented workers for the nice
clean-up work done at LWC #3. Pres.
Busch announced that over 500 votes
have been cast to date in the current
election process. Pres. Busch also
stated that he has accepted a request
to participate in the Texoma Council
of Governments, which is made up
of four cities in three counties in the
immediate area. Charlie Foster stated
that he would investigate the request
for a reservation system for the RV/
campground area below the dam/
spillway.
- Questions from the Audience –
Ray Dunning Lot # 999 stated that
the Election Committee should not
be opening and tallying votes as they
come in. Bill Burhans agreed with Mr.
Dunning’s thoughts. Dennis Horvath
Lot # 1014 asked if the A/C had
been repaired in the Dining Room.
Response was yes and we may be
looking for another service provider
in the local area at the conclusion of
the current contract period.

1. Call to Order and Declaration of
Quorum: Meeting was called to order
by President Thies at 9 a.m. and all
Directors were present along with
General Manager Ronny Young.
2. Review and approval of minutes:
June 8 and 17, 2016 board meeting(s):
Director White made a motion to
accept the June 8, 2016 minutes as
presented and Secretary Cole seconded
the motion and all approved. Director
White made a motion to accept the
June 17, 2016 Special Called meeting
minutes with mention changes and
all approved with the exception
of Treasurer Richey and Director
Dressel who were not present as they
abstained.
3. Public Comment. (Speakers
limited to 5 minutes each): None.
4. New Business:
(a) Discussion and possible action
regarding accepting proposal for
painting inside and outside of the
LKSUD office building: General
Manager Young went over the two
bids that have been received to paint
the office building and answered
questions concerning the bids. Vice
President Bergbower made a motion
to accept the bid from Keith’s Home
Repair and the motion was seconded
by Director James. All approved.
5. Old Business:
Consent Agenda: Directors should
ask for any items that they wish
discussed to be removed from this
section.
(a) Discussion and possible action to
engage an engineering firm to provide
surveying and other services required
to amend the district’s certificate of
convenience and necessity in order to
serve Lake Kiowa Property Owners
Association acreage.
(b) Update and possible action
agreeing to participate in a Regional
Water Study for the purpose of
developing a plan to take, treat,
and distribute water to water rights
holders in Collin, Cooke, Denton, and
Grayson counties.
(c) Update on fixed base meter
reading system upgrades.
(d) Discussion and update on the
waterline replacement project 2.
6. Committee reports:
(a) Human Resources (HR)
Committee:
The
Committee
presented a copy of Appendix C from
the Personnel Manual, which had
previously not existed. It contains an
outline of benefits provided to the
employees. Treasurer Richey made
a motion to accept Appendix C and
make it a part of the Personnel Manual
and Director White seconded and all
approved.
(b) Budget and Rates Committee:
None.
(c) Long-range Planning and
Conservation Committee: None.
7. Reports:
(a) General Manager re: review of
contractual matters; water system
maintenance and status; status of
capital improvement projects; rates and
finances; customer relations; employee
matters; special projects; equipment,
materials, and vehicles; administrative
matters; and, recommendations for
water system improvements: Manager
Young reviewed the unaudited final
financial documents with the Directors
and answered questions. He stated
that there had been numerous main
and service line breaks. They tend to
increase with heavier usage.
(b) Investment Officer re: Quarterly
Financial Report: Ronny stated that
he attended the required classes to act
as the investment officer. He also said
that he would have the quarterly report
at the next monthly meeting.
(c) Recent activities of the North
Texas Groundwater Conservation
District; Ronny stated that the NTGCD
had not met as the meeting was now
scheduled for Tuesday the 19th.
8. Review and accept monthly
financial report(s) and approve
payment of bills: Director Dressel
made a motion to accept the monthly
financial reports and approve the
payment of the bills. Treasurer
Cole seconded the motion and all
approved.
9. Discussion on future agenda
items: Items from the consent agenda
and the Quarterly Financial Report.

SECRETARY’S REPORT: June 13 Meeting minutes were reviewed, Allen

approve with amendment to remove ‘fish fry’ verbiage for the District vote.
Moved by Sam Moore, seconded by Bonnie Woodruff. Motion carried.
TREASURER’S REPORT:
Motion to approve the Treasurer's Report made by Sam Moore, seconded by
Allen Cravens. Motion carried.
FIRE CHIEF’S REPORT: In June there were 35 runs, 27 rescue and medical
and 8 service, good intent and false alarms.
OLD BUSINESS:
Status – Fire Chief Replacement – No update;
Status of Upstairs Storage Room – Pending finishing inside;
High Pressure Washer: Nearly complete;
Fire House Xerox Module – No update;
Fish fry – No chairperson identified yet.
NEW BUSINESS:
Fish Fry – requirements, procedures, general discussion was held while
ICVFD auxiliary members were still present. Another meeting will be held July
25 at the Fire Station to discuss roles and responsibilities for the fish fry;
FEMA Grant – Bryan to be applying for a grant for a compressor and cascade
system for $39,875, but the ICVFD will need to fund 5% of the amount. Bonnie
Woodruff moved, seconded by Sam Moore. Motion approved;
A&M Fire School – 4 of the firefighters will be attending the annual school;
Safety Deposit Box – to be closed with contents moved to the locking,
fireproof file cabinet;
Fire Equipment Storage System – The Board would like to thank Greg
Marishak for fabricating a storage system for the self-contained breathing and
oxygen bottles;
Audit Expenditure – The board voted on an expenditure not to exceed $3,000
for audit and tax preparation for 2015/2016 taxes. This information is to be
delivered to Schalk and Smith no later than August 1, 2016. Moved by Bonnie
Woodruff, seconded by Sam Moore. Motion carried;
Discussed bylaw information will be placed on our website. This will include
new bylaws, summary of changes, marked copies of previous bylaws, the ballot
and duration time of the voting (September 1, 2016 thru October 1, 2016).
NEXT MONTHLY MEETING: Monday, August 8, 2016 at 5 p.m. at decided
location due to the non-working air conditioning at the Fire Station.
ADJOURNMENT: The meeting adjourned at 7:30 p.m., motion by Sam

The policy and purpose of this publication
is to inform all residents of events and
activities within our community, to report on
actions and decisions made by our Lake
Kiowa Property Owners Association Board
of Directors, and to publish the results of
those decisions. Information is important for
everyone to know that problems are being
worked on and remedies are being sought.
The following items will be accepted
for publication: Events and information
about Kiowa organizations that are open
to all residents; events in our surrounding
communities when Kiowa residents may be
involved in them; and Items of a personal
nature that reflect on the generous character
of our residents or a milestone in their lives.
A Letter to the Editor should be less than
350 words in length and will be accepted if it
presents a thoughtful and constructive view to
an issue that may be controversial within our
community. It may be reviewed and verified for
factual accuracy by the appropriate authority.
The factual clarification will be published
along with the letter. The letter should be
typed or in legible handwriting, signed by
a verifiable resident, and will be published
unedited with misspellings indicated when
necessary. If handwriting cannot be easily
read, it cannot be used. The CommuniQué
will not be responsible for misreading a
handwritten word. A letter may be refused
publication if space is limited. If several
letters are received expressing the same
view, one may be chosen for publication.
