the 2012 UIL Region IV-3A Spring Meet is a big success. The leadership

UIL STATEMENT OF PURPOSE
The University Interscholastic League believes
that most students enjoy the pursuit of excellence and seek opportunities to test themselves against
their own accomplishments and those of their peers,
that such opportunities are best provided through properly conducted and equitably administered
competitive activities,
that the classroom is enriched by the flow of student energy into the more intensified arena of
competition and back into the classroom.
Therefore, we reaffirm that students are the focus of our endeavor and deserve an opportunity to:
refine physical and mental aptitudes,
nurture self-realization and build self-confidence,
feel a sense of pride and dignity,
experience teamwork and develop a sense of fair play,
develop the ability to lead and the willingness to follow,
foster self-discipline and perseverance,
appreciate that rules, consistently applied, create order and discipline,
learn to accept graciously the decisions of judges and officials,
affirm self-worth in times of disappointment as well as adulation,
cultivate lifetime skills,
complement their class work with practice and performance,
have fun,
experience the joy of achieving their potential in a wholesome environment and,
discover that ultimately the true meaning of winning is doing one’s best.

ENTRY INFORMATION
The directors have prepared this Handbook to assist you in the Regional Meet of the UIL. It will be
necessary for you to follow the instructions contained in this Handbook and in the Constitution and
Contest Rules of the UIL in order to conduct a well organized and orderly meet.
SPECIFICATIONS
District Chairpersons need to ensure that all advancing students in the Academic Events are entered
via the UIL online system. You are obligated to notify the Regional Director for Academics, Dr.
Terry Lewis , should a contestant be unable to attend the Regional Meet or notify the UIL
State Office should a contestant who qualifies for the State Meet be unable to attend the State
Meet.
District Chairpersons should send a copy of the Athletic Event advancing entries to the respective
Director of that sport immediately upon completion of the district contest. The names and addresses
of these directors can be found on this & the following page. ALTERNATES SHOULD BE LISTED.
The appropriate Regional Director must grant authorization for late changes.
The District Chairperson must certify the district results.
Be certain the correct and full name, NOT initials or nicknames of the contestant are listed.
Use event titles as listed in Chapter 2, Section 900 of the Constitution and Contest Rules of the
UIL for 2009-2010. Be sure to check all other rules and regulations that are in this book.

There will be a $17.00 entry fee for each individual, each team member, and each of the top science
winners entered in each event with the exception of the One-Act Play.

ACADEMIC – Each District Chair must send Academic fees (one check) to Richard Avila
immediately upon the completion of the last District Academic Event. $2,082.00.

JOURNALISM - Include a $100.00 judge’s fee, in addition to entry fee.

ATHLETICS - District Chairman send Athletic fees of $2,082.00 payable to UIL Region IV3A immediately upon completion of golf, tennis and track to Richard Avila, Director General.

GOLF- GOLF FEES INCLUDED WITH OTHER ATHLETIC FEES. Each player in the golf
tournament must pay a $10.00 ENTRY fee (for 36 holes) and $25.00 green fee for 36 holes.
A TOTAL OF $35.00 PER GOLF ENTRANT IS REQUIRED.

ONE-ACT PLAY- EXCEPTION to entries and fees – this will not be the responsibility of the
District Chair since there will be area contests after the district contests. Each One-Act Play
advancing past the Area Competition will forward the $475.00 fee to Richard Avila, Director
General

ONE ACT PLAY DIRECTORS ARE REMINDED TO BRING THEIR ROYALTY RECEIPT
AND SET ADDITION APPROVAL (IF NECESSARY) TO THE CONTEST MEETING.
Advancing schools must be certified online by midnight, April 11th. Substitution needs to be submitted

Congratulations to all teams. Enclosed is information concerning the boy’s and girl’s Region IV-3A golf tournament
that will be held in Corpus Christi on April 16 & 17, 2012. Please make sure that you read all information carefully.
There are different guidelines for each course, however both courses are public. There will be a mandatory coach’s
meeting on Sunday night, April 15th at 6:30pm.
The following hotels are in close proximity to both golf courses. Holiday Inn Emerald Beach (contact Julie Moff,
361-883-5731) $82.00 + tax, when calling let them know you are with regional golf. Embassy Suites (contact Melody

INFORMATION FOR GABE LOZANO AND OSO GOLF COURSES
1. $8.00 a player for practice round on Sunday, April 15. Must be paid on Sunday. No more than 5 players
per school playing during the practice round. Teams practice as a team.
2. Coaches may rent carts for practice round at $12.00 per player ($24.00 for 2 in a cart). Drivers must be 16
or over with valid driver’s license.
3. Tee times for practice rounds will start at 1:00pm on Sunday, April 15.
4. Tee Time reservations may be made 7 days in advance by calling Gabe Lozano Golf Course at 361-8268016. Please tell golf shop you are with the Region IV-3A golf tournament.
5. Boys will play from white tees; girls will play from red tees.
6. Play the ball as it lies. There may be ground under repair.
7. Range balls- $4.25 small bucket and $6.25 large bucket.
8. During play on Monday and Tuesday, each school’s Head Golf coach will have access to a golf cart for their
use. Coaches pick up key in the pro shop.
9. Rule sheets will be handed out at the coaches meeting on Sunday.
10. No outside food will be allowed on course. Food will be available at the Golf course.
11. Soft spikes only.
12. Pull carts are allowed. Pull carts can be rented for $3.00 a day.
13. Distance markers: blue-200yds, white-150yds, red-100yds.

GOLF RULES FOR COACHES AND PARENTS
1. Parents, coaches, and friends shall stay a substantial distance (30 yards)
from competitors during play.
2. After play has started, a spectator cannot give advice, coach or assistance
to a player during a round. This rule does not include assistance in finding lost balls.
3. Coaches. A coach may engage (coach) with the player(s) once all players in that playing
group has completed the hole and prior to the player teeing off on the next hole.
Note: Please ensure there is no delay in your player(s) teeing off due to your coaching.
4. A player is subject to a two-stroke penalty if coaching occurs during competition and
disqualification by tournament officials if coaching continues.
5. Parents and interested spectators should be reminded that they are spectators and it is not
their responsibility to report possible rule violations. Rule violations should be reported by
the players or the marshals of the meet.
6. Any protest lodged must be initiated by a contestant or school official either a player, coach
or administrator from the school for whom a student is playing. These protests should be
lodged before the scores are designated as final by the tournament director.
7. The rules committee will be the golf professional and his staff. All play will be by U.S.G.A.
and U.I.L. rules. Decisions made by the rules committee will be considered final.
8. In the event of a rule violation, the entire group should report as a group to the tournament
director.
9. On course encouragement, support, applause, etc is not considered coaching or advice;
therefore it is permissible.
10. All spectator and coaches carts must stay on the concrete cart path.

UIL GOLF DISQUALIFICATIONS
Subchapter C. Section 1260, U.I.L. Constitution and Contest Rules.
Disqualifications: According to UIL rules, a player disqualified for an unsportsmanlike conduct
violation COULD have all scores posted by the player not count toward the team score.
For example, a contestant disqualified for unsportsmanlike conduct during the first round will not be
allowed to continue. First round scores of a player disqualified for unsportsmanlike conduct during
the second round may or may not be cancelled. Thus, the first day or second day score may not be
used for the team score.
Unsportsmanlike conduct is defined as profane, vulgar and/or abusive language audible to others;
carelessly and/or deliberately throwing clubs; verbalizing with intent of intimidation; or exhibiting
behavior not in accordance with the spirit of fair play. First consideration of penalty should be per
USGA rules. If the golfer’s action warrant, penalty may be disqualification for the round, and/or in
the opinion of the tournament director the violation is flagrant, disqualification could be for the
tournament.
Please note that in accordance with Rule 6-8 of the USGA Golf rules, a player that must
discontinue play due to illness or injury may not be subject to disqualification if the Rules
Committee is notified and the reason, such as illness, is considered satisfactory to the Committee.
A student who discontinues play, but is not disqualified the first day, may be allowed by the
Committee to return and play 18-holes on the second day. The score of the second day, in this
instance, may be counted for team honors.
TIES
The lowest four scores count for team score each day. In case of a tie, all 5 players will be
involved in the playoff. For 1st 2nd and 3rd medallist, will also be involved in a playoff.

2. Play will be from the white tee markers.
3. The so-called “one ball rule” shall be in effect. A player must play the same ball through the
hole, not change for a putting ball.
4. Players will play the ball as it lies.
5. The club limit is 14 clubs.
6. Ground under repair: All white lined areas and any areas of fresh sod.
7. Out of Bounds: Indicated by white stakes and fences. In order to speed up play, please
announce to your group that you are hitting a provisional ball if you think your shot might be
out of bounds or lost. Penalty is stroke and distance.
8. #2 and #10 may be played as a lateral or water hazard depending on where ball crossed.
9. Immovable Obstructions: All cart paths, tee signs, service roads, restrooms, drinking
fountains, sprinkler heads, flush mounted storm drains, and valve covers are immovable
obstructions. When taking relief from any obstruction, if they interfere with your stance or
swing, you may take free relief by dropping one club length no closer to the hole. The
“nearest point of relief” always shall apply.
10. You may move your ball away from “active” antbeds without penalty. Drop your ball within
one club length, no closer to the hole.
11. Turn in your attested scorecard at the scorer’s table in front of the glass windows after your
coach has verified your score, with two signatures.
12. If there are any questions on a ruling, play two balls and check with the rules committee
before signing your scorecard.
13. Concrete ditch left on # 6 and outside of all boundary fences are out of bounds.
14. Course Marshals will be driving around and checking the pace of play in all groups. Keep up
with the group in front of you.
15. Club throwing, violent temper display, abusive language and/or damage to the golf course or
facilities are grounds for immediate disqualification.
16. Distance markers: blue-200yds, white-150yds, red-100yds
17. If in doubt as to procedure concerning the rules of golf, play two balls keeping both scores
and check with the rules committee following play before signing scorecard.
18. Hole # 11 & 17, ditch to the right is played as a lateral hazard. If ball hits inbounds then goes
in the ditch drop where ball landed.
19. Hole # 7, 12, 13, 14, & 18 fence on the left is out-of-bounds.
20. Earth cracks, some on the course, you may take free relief by dropping one club length no
closer to the hole. You must get someone from the group to ok the move.
21. Embedded ball rule is in effect through the green.
22. Any bare area in the fairway only is considered ground under repair.
23. In regional and state competition, a player shall pick up the ball and record a score of 9 after
the 8th stroke of the hole. If a player continues to play, the player is not disqualified, but must
count all shots played. For example: If a player picks up his/her ball after the 8 th stroke, a
score of 9 is recorded. If a player picks up his/her ball after the 9 th stroke, a score of 10 is
recorded.

9. Immovable Obstructions: All cart paths, tee signs, service roads, restrooms, drinking
fountains, sprinkler heads, flush mounted storm drains, and valve covers are immovable
obstructions. When taking relief from any obstruction, if they interfere with your stance or
swing, you may take free relief by dropping one club length no closer to the hole. The
“nearest point of relief” always shall apply.
10. You may move your ball away from “active” ant beds without penalty. Drop your ball
within one club length, no closer to the hole.
11. Turn in your attested scorecard at the scorer’s table in front of the glass windows after your
coach has verified your score, make sure all four turn in together. You must have both
signatures on the card, anywhere on the card.
12. If there are any questions on a ruling, play two balls and check with the rules committee
before signing your scorecard.
13. If your ball is in the concrete drainage ditch on hole #1 or #5, you may drop one club
length from behind the ditch no closer to the hole without penalty.
14. Course Marshals will be driving around and checking the pace of play in all groups. Keep
up with the group in front of you.
15. Club throwing, violent temper display, abusive language and/or damage to the golf course
or facilities are grounds for immediate disqualification.
16. Distance markers: blue-200yds, white-150yds, red-100yds
17. If in doubt as to procedure concerning the rules of golf, play two balls keeping both scores
and check with the rules committee following play before signing scorecard.
18. Earth cracks, some on the course, you may take free relief by dropping one club length no
closer to the hole. You must get someone from the group to ok the move.
19. Embedded ball rule is in effect through the green.
20. Any bare area in the fairway only is considered ground under repair.
21. Holes 14-17 play as lateral water hazard to left
22. In regional and state competition, a player shall pick up the ball and record a score of 9
after the 8th stroke of the hole. If a player continues to play, the player is not disqualified,
but must count all shots played. For example: If a player picks up his/her ball after the 8th
stroke, a score of 9 is recorded. If a player picks up his/her ball after the 9th stroke, a score
of 10 is recorded.

TRACK AND FIELD EVENTS GENERAL INFORMATION
I.
Track and field information packets will include the following items and will be made available at the
coaches meeting on April 26 at 5:00pm at the Calallen High School Auditorium located at front of
Calallen High School.
 Heat and Lane assignments
 Field Event Entries
 Schedule of Events
 passes for participating schools
II.
CONTESTANTS:
A. Will not be allowed on the track and/or infield before the first call for their event.
B. Must remain in the stands when not participating in event or warming up.
C. The first, second and third place winner must report to the awards stand immediately after their
event.
D. Field Events: When a competitor has qualified in more than one field event:
a. She/he must inform the official upon check-in.
b. Upon leaving one event to compete in another, she/he must inform the official of time
leaving and has 10 minutes to return.
c. Trials may be taken in succession.
E. The Shot and discus weigh-in station will be at the Field House located on the North end of Wildcat
Stadium, beginning at 7:30am April 27. All implements weighed in will be impounded and only
certified implements will be placed in the pool for competition. Athletes will be allowed to warmup by flights prior to the start of competition under the supervision of an official.
F. Pole Vault weigh-in will be in the field house weight room located on the North end of the stadium
beginning Friday, April 27 at 7:30 am for girls and Saturday, April 28 at 7:30 am for boys.
It is the responsibility of the coach to verify the competitor will use a legal pole rated at or above his/her
weight by submitting the pole vault weight rating sheet, contained in this handbook, at weigh-in time. Each
athlete will be weighed prior to pole vault competition to make sure that pole weight and competitor weight
correlates with the rules. There will be no variance because of safety concerns.
G. No loud radios will be allowed in the stadium.
H. Absolutely no climbing over the rails from the bleachers to the field.
I. All Calallen ISD property is tobacco free by authority of the Calallen District Board of Trustees and
per Texas State Law.
J. Automatic timing system and video will be used for all running events.
K. In running events with prelims, qualifying for the finals will be the fastest 8 times.
L. FOR RUNNING EVENT PRELIMS, ATHLETES SHOULD JUDGE THEIR WARM-UP ON EVENTS, BECAUSE
TIMES ARE APPROXIMATE.
M. Designated uniform for shot & discus participants is specified as a singlet uniform top. (See Section
IV – Clothing)
N. No cell phone usage or other wireless device used for communication will be allowed on the field
or during competition.
O. Starting heights for the Pole Vault and High Jump will be determined by UIL Director of Athletics
and the Meet Director before the meet based on District entries.
P. Any participant who has been disqualified from further competition in the meet and who has
scored points will forfeit those points scored and the meet scores will be corrected.
Q. No metal or detachable/screw on cleats may be worn on the turf.

R. The use of tobacco, sunflower seeds, and chewing gum is prohibited on the turf. Sunflower seeds
and gum are not allowed on the field or track. Debris left behind will result in a fee of $250.00 to
the team responsible.
S. Only water can be used on the field. No colored drinks such as Gatorade may be used on the field.
T. No glass bottles, cans or food are allowed on the field.
U. Spectators will not be allowed on the field before, during or after the regional meet.
III.
COACHES
A. No district passes or TGCA or THSCA membership passes will be honored.
B. Tags identifying Region IV coaches with qualifying participants will be given out with the
information packets and must be worn at all times at all sites. (6) Tags per team (3 boys, 3 girls)
plus 1 AD tag.
C. Admission prices will be charged to the shot and discus area and Wildcat Stadium. All
scratches/substitutes for events must be certified by the District Track Meet Director by submitting
the changes in writing to Sandra Brownrigg @ Fax # (361) 242-5971 or by e-mail to
[email protected]. Please use the form in the Regional Meet Handbook titled Track
& Field Substitute Certification Form.
D. NO SUBSTITUTIONS WILL BE ACCEPTED AFTER 12:00 P.M. on Monday APRIL 23, 2012. Scratches
only.
E. Relay cards are due at 1:00pm on Friday and 12:00pm on Saturday at the start/finish line. Relay
teams will be subject to disqualification if relay cards are not turned in on time.
F. Appeals must be made by the coach in written form and submitted to referee at the referee station
on the field no later than 30 minutes after the announcement of the event results. Forms will be
provided at the referee’s table.
G. According to UIL rules no coaches will be allowed on the field of competition unless summoned by
the referee or filing an appeal. A field Marshall will then escort the coach to the referee’s table.
EXCEPTION: High Jump, long jump & Pole Vault coach will be allowed to assist their athlete in
setting their marks 30 minutes before their designated events. Coaches must not communicate
with any other athlete who is not a qualifier in these events at their designated time. Coaches
must be back in the stands 15 minutes prior to the start of the competition.
H. Trainers will only be allowed at the trainer’s tent. Trainers will not be allowed on the track or field
unless they are called to administer to their athlete.
IV.
CLOTHING:
A. National Federation rules regarding uniforms shall be enforced at the Region IV Meet. Each
competitor’s uniform shall consist of a full-length track jersey (singlet). A singlet is defined as a
school issued jersey. The jersey may be long-sleeved, short-sleeved, or tank style. Shirts with cutoffs sleeves are prohibited. Bare midriff tops are not acceptable. The jersey (single) must hang
below or be tucked into the waistband of the shorts or briefs when the competitor is standing
erect. These rules will be enforced at running and field events.
B. Extra clothing and hats and/or gloves may be worn in inclement weather by the meet director’s
approval.
C. Any protest of objectionable jewelry or head wear being worn by a runner must be called to the
attention of the officials prior to the race. When objectionable jewelry or head wear is discovered
on a competitor in a field event, the objectionable materials must be removed before the
competitor can resume competition.
The track and field uniform consists of a school issued jersey, shorts, which are not objectionable, and
shoes, which may be supplied by the contestant. Socks are not part of the uniform. Any visible apparel
other than jersey and shorts must be of a single color and worn under the uniform jersey and shorts.

D. Team members shall wear the school uniform. A competitor must be in the proper track uniform
and wearing the assigned contestant number when numbers are used.
E. In relay races, each team member shall wear the same color and design school uniform (jersey and
trunks). When other apparel is worn under the jersey by more than one team member (two or
more), that apparel must be the same color.
F. A contestant who competes with an illegal uniform, or is charged with unacceptable conducts shall
be disqualified from that event.

VII. Article 1
a.
The competitor's uniform shall be issued by the school, worn as intended by the manufacturer
and have the following restrictions:
Each competitor shall wear shoes.
1. Shoes shall be worn on both feet and shall have an upper & definitely recognizable sole and heel.
2. The (shoe) upper must be designed so that it can be fastened securely to the foot.
3. The use of slippers or socks does not meet the requirements of the rule.
b. Each competitor shall wear a track top or one-piece uniform issued by the school.
1. When numbers are used, each competitor shall wear his/her assigned, unaltered contestant #.
2. The top or one-piece uniform may have the school identification and the top may have the
competitor’s name.
Team members shall wear the school uniform. A competitor must be in the proper track
uniform that shall consist of a full-length track top (singlet). A singlet is defined as a school
issued top. The top may be long-sleeved, short-sleeved or tank style. A t-shirt is not
considered to be an acceptable top. Tops with cut-off sleeves are prohibited.
3. The top shall not be knotted or have a knot-like protrusion.
4. A single manufacturer's logo/trademark/reference, no more than 2 1/3 square inches with no
dimension more than 2 1/4 inches, is permitted on the top or one-piece uniform.
5. The American flag, not exceeding 2x3 inches, and either a commemorative or memorial patch, no
to exceed 4 square inches, may be worn on the uniform top.
6. Bare midriff tops are not allowed.
7. The top must hang below or be tucked into the waistband of the bottom when the competitor is
standing erect.
c. Each competitor shall wear a track bottom or one-piece uniform issued by the school.
1. The bottom or one-piece uniform may have the school identification.
2. Loose-fitting, boxer-type bottoms or compression-style bottoms are permitted for boys and girls.
Closed-leg briefs are acceptable for girls.
UIL Exception: For boys, body suits may be worn only under the shorts, but not in lieu of shorts.
3. French or high-cut apparel shall not be worn in lieu of uniform bottom.
4. The waistband of a competitor's bottom shall be worn above the hips.
5. A single manufacturer’s logo/trademark, no more than 2 1/4 inches, is permitted on the bottom
or one-piece uniform.
6. The American Flag, not exceeding 2 x 3 inches and either a commemorative or memorial patch,
not to exceed 4 square inches, may be worn on the uniform bottom.
d. Any visible garment(s) worn underneath the uniform top or bottom shall be a single, solid color and
unadorned except for:

1. A single school name or insignia no more than 2 1/4 square inches with no dimension more
than 2 1/4 inches;.
2. A single, visible manufacturer's logo as per NFHS rules.
NOTE: If more than one garment is worn under the uniform top or bottom, all must be the same color
under the uniform piece.
Article 2 Additional restrictions for relay races.
a. In relay races, each team member shall wear the same color and design of school uniform although
the length of the bottom or one-piece uniform may vary.
b. Any visible garment(s) worn under the top and other visible garment(s) worm under the bottom
must be unadorned and of a single (and the same) color. Visible garments worn under both the top and
bottom do not have to be the same color. If worn by more than one team member (two or more), that
garment(s) must be the same color but not necessarily the same length. UIL Exception: If shorts are worn
over a body suit, the body suit does not have to be a single color, but must be the same for all members of a
relay team.
Article 3: Jewelry shall not be worn by contestants.
a. Medical alert medals are not considered jewelry & must be taped to the body & alert may be visible.
b. Religious medals are not considered jewelry & must be worn under the uniform & taped to the body.
c. A watch may be worn around the wrist.
Any protest of jewelry or headwear that is being worn by a contestant must be called to the

attention of the officials prior to the race. When jewelry or headwear is discovered on a
competitor in a field event, the objectionable material must be removed before the
competitor can resume competition.
Hats or gloves must be approved by the meet referee.

d. Allowance for the use of bobby pins, barrettes and hair clips no longer than 2 inches to be worn to
control a competitor’s hair. Certain types of devices, when securely fixed, may be worn to control the hair. It
must not pose a risk to injury or be considered jewelry or a type of adornment.
PENALTY: 4-3-3 new PEN: Modifies the penalty for the wearing of jewelry. A first violation will no longer
result in immediate disqualification, instead a team warning will be issued and any subsequent violation by
any team member (per gender) will result in disqualification from the event. The school coach (per gender)
is responsible for the communication to all team members following a violation and warning. The meet
referee or meet director will record a warning and subsequent infraction for each team.
Article 4 Removing any part of the team uniform, excluding shoes, while in the area of competition, as
defined by the games committee, is illegal.
PENALTY: This shall lead to a warning and if repeated, to disqualification from the event. If the
incident recurs again, the athlete will be disqualified from further competition in the meet.

Instructions for Exporting Advancers from HyTek Windows Meet Manager to the Regional
Meet Director:
Advancers: Follow the steps below to export advancers to Regional Meet.
1. Under “File” choose “Export” then choose “Advancer”.
2. Under Advances you will select all events.
Top How Many From Each Event Advance: 3
Maximum Qualifiers per Event: Leave Blank
Include Relay Names: Check this (we want relay names)
Custom Select Advancers: Leave Blank
3. Then create the export.
4. Email this report to Regional Meet Director at: [email protected]
5. Fax the results to Regional Meet Director at 361-242-5971 immediately after the
meet. The results do not need to be typed on the UIL Track and Field District Result
Form. You may use the HyTek results format.
School Codes: The school codes must be used for the HyTek program to work properly. The
school code and the school code name must be the same as listed on the UIL list. Do not put
HS or High School after the school names. The HyTek program does not identify the school
unless both of these items are typed correctly. The school codes and school names are
attached. Be sure the person in charge of computer scoring gets these schools codes.
