Diocese of Steubenville
The Diocese of Steubenville is an
ecclesiastical division of the Church governed
and administered by a bishop who is subject to
the ultimate authority of the Holy Father. The
Diocese is the local Church, the people of God,
all of whom assist the bishop in the
administration of the diocese.
A diocese
usually receives its name from the see city and
ordinarily the bishop resides in that city.
The Diocese of Steubenville comprises 13
counties in Eastern Ohio. They are Athens,
Belmont, Carroll, Gallia, Guernsey, Harrison,
Jefferson, Lawrence, Meigs, Morgan, Monroe,
Noble and Washington.
This territory
comprises 5,913 square miles, with a total
population of 512,926 according to the 2014
federal census estimates.
The Catholic
Diocese of Steubenville was established on
October 21, 1944 and the Most Reverend John
King Mussio was appointed the first bishop on
March 16, 1945. The Catholic population is
approximately 33,769.

Description
Diocese of Steubenville
Coat of Arms
The upper portion of the coat of arms is symbolic
of the Immaculate Heart of Mary, the patroness of the
diocese. This dedication is represented by a field of
blue, the traditional color of the Blessed Virgin Mary,
upon which is emblazoned a silver heart and a heraldic
rose. Beneath this is a silver crescent, indicating the
Immaculate Conception.
Immediately below this upper portion is another
section, or brisure, on which is found the arms of the Von
Steuben family, which was used by Baron Von Steuben,
after whom the city is named, as his personal arms.
This, of course, indicates the City of Steubenville. This
field is halved into silver and blue, with a diagonal stripe,
or “bend,” in red.
In the lower section, red Pentecostal tongues of
fire on a silver field refer to the Church’s mission. This
symbol is based on the text of St. Luke, (13:49) “I have
come to cast fire on the earth, and what will I but that it
be kindled.” The Cathedral of the Holy Name of Jesus is
indicated by a heraldic “celestial crown” of gold,
surmounted by seven stars, and resting on a field of red.
The IHS, ecclesiastical symbol for the name of Jesus, is
engraved on the crown.

THE FIFTH BISHOP OF STEUBENVILLE
MOST REVEREND JEFFREY M. MONFORTON, D.D., STB, STL, STD
Born May 5, 1963, in Detroit, he is the
eldest of three sons of Marc Louis
Monforton and Virginia Rose Ackerman
Monforton. He graduated from Wayne
Memorial High School, Wayne, Michigan.
He attended Wayne State University
and then entered Sacred Heart Major
Seminary, Detroit, from which he received
a bachelor of arts in philosophy in 1989.
While studying at the Pontifical North
American College, Rome, he received a
bachelor’s in sacred theology in 1992. He
then earned a licentiate in sacred theology and was awarded a
doctorate in sacred theology from Pontifical Gregorian
University, Rome.
On June 25, 1994, he was ordained to the priesthood at the
Cathedral of the Most Blessed Sacrament, Detroit, by Archbishop
Adam Maida. Following his ordination, he served in the
Archdiocese of Detroit as associate pastor at the National Shrine
of the Little Flower, Royal Oak, (1994-96), while also serving the
faculty at the parish high school for two academic years in the
department of religion.
From 1998-2005 he served as the personal priest secretary to
Cardinal Maida. During that time he was a member of the Sacred
Heart Major Seminary faculty.
In April 2005, he traveled with Cardinal Maida to the Vatican
and remained there for the funeral Mass of Pope John Paul II, the
conclave and the election of Pope Benedict XVI.
On July 1, 2005 he was named pastor of St. Therese of
Lisieux Church, Shelby Township, Michigan, and that same year
was conferred the title of monsignor by Pope Benedict.
In addition, he was named as an apostolic visitor by the
Congregation for Catholic Education to participate in the recent
apostolic visitation of U.S. seminaries and houses of formation
for the academic year, 2005-06.
On Aug. 24, 2006, he was named by Cardinal Maida as the
12th rector of Sacred Heart Major Seminary. He was installed as
the rector Oct. 29, 2006 where he served for six years.
He was named Bishop of Steubenville July 3, 2012. He was
ordained to the episcopate and installed September 10, 2012.

BISHOPS OF THE DIOCESE OF
STEUBENVILLE
THE FIRST BISHOP OF STEUBENVILLE
MOST REVEREND JOHN KING MUSSIO, D.D., J.C.D.
John King Mussio was born in
Cincinnati, Ohio June 13, 1902,
the son of John E. Mussio and
Blanche (King) Mussio. He had
one brother, Thomas J. Mussio.
He was baptized and received his
first communion in Sacred Heart
Church in Cincinnati and attended
Assumption Elementary School
and St. Xavier High School,
Cincinnati.
After completing his
collegiate studies at Xavier
University, he received a Master of
Arts degree at the University of Notre Dame. From 1925 to
1930 he taught English at Xavier University and in the same
period he studied law at the University of Cincinnati. He
entered St. Gregory Seminary in 1920 and went from there to
Mt. St. Mary Seminary for his theological studies.
After his ordination to the priesthood in Mt. St.
Mary’s seminary chapel August 15, 1935, Bishop Mussio was
stationed for a year at St. Louis Church, Cincinnati and for a
short time he served as an instructor in a Cincinnati high
school.
In September 1936 he was sent to the
Angelicum in Rome where he was awarded a
Doctorate in Canon Law, he returned to
Cincinnati and was named assistant chancellor
in August 1939. In January 1942, he became
chancellor. In June of the same year he was
raised to the rank of papal chamberlain with
the rank of Very Reverend Monsignor.
On October 21, 1944 a new diocese was formed with
Steubenville being named as the See City. On March 15, 1945
John King Mussio was named the first bishop. He was
consecrated May 1, 1945 in Cincinnati. He retired October 11,
1977 and died April 15, 1978.

THE SECOND BISHOP OF STEUBENVILLE
MOST REVEREND ALBERT H. OTTENWELLER, D.D., S.T.L.
Albert Henry Ottenweller was
born April 5, 1916 in Stanford, Montana,
but came to Leipsic, Ohio, at the age of
six with his parents, the late Mr. and
Mrs. Charles Ottenweller.
He attended St. Joseph High
School, and St. Joseph College, both in
Rensselaer, Indiana. He received degrees
in philosophy and theology from the
Catholic
University of
America,
Washington, DC in 1943.
He was ordained a priest on
June 19, 1943, for the Diocese of Toledo
by Archbishop Karl Alter, then Auxiliary
Bishop of Toledo. Pope Paul VI named him auxiliary Bishop
of the Toledo diocese and Titular Bishop of Predices in North
Africa on April 23, 1974. He was ordained a Bishop by John
A. Donovan on May 29, 1974.
Long recognized for his abilities as a parish priest,
Bishop Ottenweller’s concern for the welfare of the larger
diocesan community is illustrated by his longtime activity in
the Spanish speaking apostolate, of which he was director
from 1958-1969. He was a member of the Governing Board of
Retreats International in 1975, and named chairman of the
Laity Committee of the National Conference of Catholic
Bishops in 1978; he was also a member of the ad hoc
committee on parish renewal and the American Board of
Catholic Missions.
In 1968, Bishop Donovan appointed
him Vicar General of the Diocese of Toledo.
He also served as a member on the Board of
the Catholic Charities Corporation.
Albert H. Ottenweller was named
the second Bishop of Steubenville by Pope
Paul VI on October 11, 1977. Bishop
Ottenweller called for a diocesan synod in 1981, only the
second ever in the Diocese of Steubenville. It was celebrated
in October of 1983. Bishop Ottenweller retired as Bishop of
Steubenville April 2, 1992. He died September 23, 2012.
Funeral Liturgy with Mass was celebrated September 28 at
Holy Name Cathedral, Steubenville. Interment took place in
St. Mary’s Cemetery Leipsic, Ohio.

THE THIRD BISHOP OF STEUBENVILLE
GILBERT I. SHELDON, D.D., D.MIN.
Gilbert Ignatius Sheldon
was born September 20, 1926 in
Cleveland, Ohio, one of 12
children of Ignatius P. and
Stephanie J. (Olszewski) Sheldon.
He attended St. Philip Neri
Elementary School in Cleveland,
Cathedral Latin High School, John
Carroll University, St. Mary
Seminary (Master of Divinity), and
the Ohio Consortium of Seminaries
(Doctor of Ministry). He was
ordained to the priesthood February
28, 1953 by Archbishop Edward F. Hoban, and to the
episcopacy June 11, 1976, by Bishop James A. Hickey.
He served as associate pastor of St. Rose, Cleveland,
St. Clare, Lyndhurst; SS Philip and James, Cleveland;
diocesan director for the Society for the Propagation of the
Faith; chaplain of Magnificat High School; pastor of Sacred
Heart in Oberlin; Episcopal Vicar, Lorain County; notary,
diocesan tribunal; pro-synodal judge, diocesan tribunal. He
was also a member of the Academic Board of St. Mary
Seminary, a member of the Board of Trustees for Borromeo
College, instructor at St. John College;
chaplain of Serra West, and chaplain of
West Park Knights of Columbus.
His assignments as bishop
included Vicar for Marriage and Family
concerns (1976); Vicar, Summit County
(1978); Vicar, Southern Region (1979). He
was installed as Bishop of Steubenville
April 2, 1992.
Bishop Sheldon has traveled in 23 countries in five
continents. He served in the United States Army Air Force
during World War II. His principal lay occupation was
machinist.
Bishop Sheldon, though retired, still remains active
by assisting in parishes when needed; he serves as Judge of the
First Instance and Judge of the Second Instance in the diocesan
office of Church Law. He was invested into the Equestrian
Order of the Knights of the Holy Sepulchre. He resides in
Steubenville.

THE FOURTH BISHOP OF STEUBENVILLE
MOST REVEREND R. DANIEL CONLON, D.D., D.MIN.
Bishop Conlon was
born in Cincinnati, Ohio on
December 4, 1948, the son of
Robert and Carla (Holzman)
Conlon. He is the oldest of six
children.
As a high school junior
he
entered
St.
Gregory
Seminary in Cincinnati, and in
1970 he received a Bachelor of
Arts
degree
from
the
Athenaeum of Ohio/St. Gregory
Seminary.
On March 9, 1974 he
was ordained a deacon at the
Cathedral of St. Peter in Chains, Cincinnati. He completed a
Master of Divinity degree in 1975 at the Athenaeum of
Ohio/Mt. St. Mary’s Seminary of the West in Cincinnati. After
serving as a deacon at St. Agnes Church, Cincinnati, he was
ordained a priest on January 15, 1977 at that church by
Archbishop Joseph L. Bernardin.
He served as Associate Pastor at
Immaculate Heart of Mary Parish,
Cincinnati from February 1977 until July,
1982. Beginning in August 1981 until
August 1983 he served as Director of the
Office of Planning and Research and
Assistant Chancellor in the Archdiocese of
Cincinnati.
He studied Canon Law at St. Paul
University in Ottawa, Ontario, earning the degrees of Doctor
of Canon Law and Doctor of Philosophy in January 1987.
He returned to Cincinnati to become the
Archdiocese’s Chancellor and Director of its Department of
Executive Services, until July 1996 when he was named Pastor
of Holy Redeemer Parish, New Bremen, Ohio on August 6,
1996. He served there until he was ordained and installed as
Bishop of Steubenville on August 6, 2002. He was invested
into the Equestrian Order of the Knights of the Holy Sepulchre
in 2007.
On July 14, 2011 he was installed as the Bishop of the
Diocese of Joliet in Illinois.

The Office of Family and Social Concerns (Catholic
Charities) is responsible for directing the areas of
Marriage and Family Life (including pre-Cana, Engaged
Encounter, Marriage Encounter, Retrouvaille, and
Natural Family Planning), the areas of Catholic Charities
(including Information and Referral, crisis relief efforts,
pastoral counseling, mediation, St. Vincent de Paul
Societies, relationship with United Way, and the Diocese
of Steubenville’s relationship with St. John’s Villa, Inc.)
The office also promotes Catholic social teaching,
including social justice issues, respect life issues, and
the Campaign for Human Development. It supports
Catholic Health Care, including hospitals, nursing
homes, parish nurse programs, and hospice work in the
diocese.
The director of the Office of Family and Social Concerns
also oversees the work of the diocesan directors in the
areas of Missions (Propagation of the Faith and our
relationship with our sister diocese, Archdiocese of
Cusco); Ecumenical and Interfaith Relations, Rural Life,

The AIM Women’s Center offers free pregnancy testing
and free limited ultrasounds, a 24-hour helpline and
education on abstinence, sexual integrity, fetal
development, pregnancy, parenting, adoption, abortion
and post abortion stress syndrome. The center offers a
program called “Bridges,” for first-time young mothers,
which incorporates learning with material assistance.
Rachel’s Vineyard Retreats are held throughout the year.
All our services are free and confidential.

The Apostolate for Family Consecration was founded in
1975 and is an international, “private association of
Christ’s faithful.” It seeks to simultaneously sanctify
family and parish life. Its mission is to nourish families
through the Catholic faith, in the Eucharistic and Marian
spirit of John Paul II. The Family Apostolate welcomes
thousands of guests annually to its retreats and events
offered at its global centers. Additionally, it provides
continuous multi-media evangelization and catechetical
programs to transform neighborhoods into God-centered
communities.

The Community of God’s Love is a Catholic, charismatic,
covenant community, established in the Catholic Church
as a Private Association of the Christian Faithful.
Founded in 1977 in Steubenville, the Community of
God’s Love is comprised of single and married men and
women and their families, diocesan and religious priests
and members of various forms of consecrated life in the
Catholic Church.
The Community is a full member in the Catholic
Fraternity of Charismatic Covenant Communities and
Fellowships. Formed in 1990, the Catholic Fraternity is a
Pontifical Association of the Faithful and is comprised of
over 100 member communities from over 14 countries.

In 1931, Fr. Aloysius Soukup purchased a house in Walhonding,
a small village close by, where a great many Catholic Slovaks
lived. He changed it into a little chapel; giving it the name of St.
Mary’s. The people came every Sunday to say the Rosary.
Father said Mass for them as often as possible to give them a
chance to go to Confession and to receive Holy Communion.
