ASHINGTON – The United
States said Tuesday it will soon
start issuing work visas to the spouses
of some foreign workers as part of a
drive to retain highly skilled people.
The change will affect the spouses of
people with so-called H-1B visas, a limited-term working visa that employees
obtain when they are sponsored by their
companies.
As it stands now, their spouses only get
a “dependent” H-4 visa that allows them
to live in the US but not to work.

While describing his assignment as a
“food security secretary,” Pangilinan said
purging corruption in the DA was part
of his job description.
“The funds are already there for our
farmers, and these just go to waste,” he
said. “The marching orders are clear: to
clean it up. So we will do what we can,
as best we can to help in that respect.”
In a statement, Alcala expressed confidence that Pangilinan “will be effective” in his new post and that the “the
DA family looks forward to discussing
with him his specific assignments from
the President himself.”
ANILA —President Aquino has
tapped former Sen. Francis Pangilinan to do some serious “house cleaning”
in the Department of Agriculture (DA),
which has been wracked by charges of corruption and cronyism under Secretary Proceso Alcala.
“The President said I am here to help clean
up these agencies. Part of this is addressing
corruption and smuggling,” Pangilinan said
in a Palace briefing after being sworn to office by the President as his assistant on food
security and agricultural modernization.

$4M settlement with eBay over
“no-poach” deal with Intuit
SAN FRANCISCO -- Attorney General Kamala
D. Harris has announced a nearly $4 million settlement with eBay over allegations the company
violated state anticompetitive laws by making a
“no-poach” agreement with Intuit between 2006
and 2009.
“California’s technology sector is at its best when
competition and creativity are allowed to thrive,”
Attorney General Harris said.
“No-poach agreements unfairly
punish talented
workers and stunt
our state’s economic growth.
This settlement
compensates employees, demands
improved future
hiring practices,
and refunds the
state for economic harm.”
In November
2012, Attorney
General Harris
filed suit against
eBay and named Intuit as a co-conspirator, alleging that from 2006 to 2009 senior executives at
both companies entered into a “no-poach” agreement restricting each company’s ability to recruit
employees from the other company; in addition
eBay agreed not to hire Intuit employees. As a
result, employees of both companies were prevented from securing potentially better-paying
positions and both companies lost the ability to
hire qualified employees.
Attorney General Harris’ complaint alleged that
the agreement violated California’s Unfair Competition Law, the federal Sherman Anti-Trust Act
and the state Cartwright Act.
Today’s settlement, filed in United States District
Court for the Northern District of California in
San Jose, includes restitution payments and civil
penalties totaling $3.75 million and commitments
from eBay regarding the company’s future hiring
practices.
eBay will pay $3.5 million into a settlement
fund, which will include a $300,000 to the state
for the harm the anticompetitive conduct caused
to the state’s economy, which is the first time a
state antitrust settlement has explicitly recovered
additional funds for general harm to the economy.
A portion of the settlement fund will be used to
pay restitution to individuals employed in California by eBay
or Intuit since
2005. Restitution
payments will
be made to three
distinct pools of
current and former employees.
The first pool of
approximately
forty individuals
who were employed by Intuit
and considered
for but not offered a position
at eBay, will receive between
$5,000
and
$10,000 each.
The second pool of approximately 950 individuals who were employed by Intuit and applied for
but were not offered a position at eBay, will receive between $1,000 and $1,500 each. The third
pool includes current and former employees who
fall within the terms of the settlement but are not
included in the first or second pool. While these
individuals did not apply for jobs at the other
company, they may have been indirectly affected
by the anticompetitive conduct and will receive a
maximum payment of $150.
In addition, eBay will pay $250,000 in civil penalties.
eBay has also agreed to not participate in a similar “no-poach” agreement in the future and for
the next five years, the company must provide the
California Attorney General’s office with an annual report describing any violation or potential
violation of this settlement.
18 held in Bay Area massage parlor raids
OAKLAND— Authorities in Northern California said 18 people face dozens of felony
charges, including pimping, after several massage parlors were shut down during a series of
early-morning raids.
Alameda County District Attorney Nancy
O’Malley said Friday the arrests came after
federal, state and local law enforcement officers
shut down 13 massage parlors in Oakland, San
Leandro, San Lorenzo and Hayward that they
allege were operating as brothels. The parlors
are owned by five separate groups.
O’Malley said the suspects face more than
100 felonies including pimping, pandering, tax
evasion and other labor code violations. The
search is on for a 19th suspect. She said in addition to the illegal sex trafficking, there was also
numerous instances of money laundering that
could involve millions of dollars.
“60 of those charges are related to pimping and
pandering. 51 of those charges are related to tax
evasion and labor-code violations,” said Alameda County District Attorney Nancy O’Malley.
She added that investigators strongly believe
that there’s a human trafficking component
as well. “We believe that there are at least 50
women who either are being interviewed or will
be interviewed who we’ve identified as working
in those establishments or being forced to work
at those establishments.”
Authorities say the arrests topped off a sixmonth investigation.
O’Malley said the operation sends a strong
message that this type of illicit behavior is not
acceptable in the community.

resignations of Veterans Affairs Secretary Eric
Shinseki and two of his top aides amid an investigation into allegations of corruption and
unnecessary deaths at the veterans’ hospital in
Phoenix.
Legion National Commander Daniel Dellinger accused Shinseki, Under Secretary of
Health Robert Petzel and Under Secretary of
Benefits Allison Hickey of poor oversight and
leadership failures.
“The existing leadership has exhibited a pattern of bureaucratic incompetence and failed
leadership that has been amplified in recent
weeks,” Dellinger said during a news conference at the organization’s Indianapolis headquarters.
The Phoenix hospital has been under fire over
allegations that up to 40 patients may have
died because of delays in care and that the
hospital kept a secret list of patients waiting
for appointments to hide the treatment delays.
Shinseki announced Thursday that three officials there have been placed on leave.

“The inclusion of a brief, ceremonial prayer as part
of a larger exercise in civic recognition suggests that
its purpose and effect are to acknowledge religious
leaders and the institutions they represent, rather
than to exclude or coerce nonbelievers,” Kennedy
said.
Justice Elena Kagan, writing for the court’s four
liberal justices, said, “I respectfully dissent from the
court’s opinion because I think the Town of Greece’s
prayer practices violate that norm of religious equality — the breathtakingly generous constitutional
idea that our public institutions belong no less to the
Buddhist or Hindu than to the Methodist or Episcopalian.”

US economy adds 288,000 jobs
in April
WASHINGTON -- The US economy
pumped out 288,000 jobs in April,
the highest pace in over two years, in
a fresh confirmation that growth has
resumed after a harsh winter freeze.

The unemployment rate meanwhile

And yet, one week later, the International Labor Organization reported that the Philippines
has the highest unemployment rate in ASEAN.
According to the ILO’s “Global Employment
Trends,” the Philippines registered an unemployment rate of 7.3 percent in 2013. Ranking
just above the Philippines is Indonesia with 6
percent, the study found. Neighboring Asean
countries Brunei has 3.7 percent, Burma, 3.5
percent; Malaysia, 3.2 percent; and Singapore,
3.1 percent.

“Almost 202 million people were unemployed
in 2013 around the world, an increase of almost
5 million compared with the year before,” the
ILO said in the executive summary of its report
published January 2014. “This reflects the fact
that employment is not expanding sufficiently
fast to keep up with the growing labor force,”
it said.
For the Philippines, it can only get worse considering that more than half a million graduate
from college every year, and counting those
who graduate from vocational and technical
schools, about 700,000 Filipinos join the labor
force every year, and despite the sustained economic growth in the last few years, the economy still cannot keep up with the growing labor
force.
The economy keeps growing every year but
the unemployment rate also keeps rising. In
June 2010 when President Aquino took over,
unemployment rate was about 7.0%. As of January this year, it was 7.5%.
Can you imagine how frustrating it is for parents who literally have to shed blood and tears
to send their children to college only to find out
that very few jobs await them after graduation?
Can you imagine how debilitating this situation
is to the young graduate who spent at least 14
years burning the lamp, so to speak, only to end
up a sales clerk in a department store or, worse,
jobless?
And yet, every single high school graduate still
dreams of earning that much-sought after college diploma and every single parent would still
work his bones off to send his children to college. In the Philippines, a college diploma is the
measure of one’s worth in life and the measure
of a parent’s success in raising his child.
A high school graduate, however poorly he had
passed through the four years of secondary education, attends whichever college or university
is willing to accept his tuition money, coasts
along through four years, earns his diploma and
finds out, to his dismay and disappointment,
that he could not find the job for which he studied and for which his parents spent thousands of
hard-earned pesos.
If he has good grades, he would be lucky to
join the some 10 percent who would get into
the profession that matched their degree, or he
can become one of the lucky ones who end up
as call center agents. Otherwise, he can land a
job as a salesclerk in a department store, a parttime worker selling phone cards in malls, a minor clerk in a small office, or any other job that
would otherwise need just a six-month training
in a vocational or technical school.
Worse, he can be one of the close to 300,000
new graduates who will join the growing ranks
of the unemployed.
Many of these graduates can’t even find a job
in the overseas labor market because many of
these jobs require special skills that do not need
a four-year college diploma and only requires a
six-month, or two-year training at the most in a
vocational school.
In the United States, because of the high cost
of education and the strict and tough admission
requirements of universities, many high school
graduates attend community colleges that have
two-year associate degree course or vocational
and technical course. This way, many students
do not have to accumulate thousands of dollars
in student loans or force their parents to get
money from their retirement funds just so they
can get a bachelor’s degree that do not guarantee them success in the workplace anyway.
In fact, at the onset of the recession, many
people found out that it was the vocational and
technical courses that remained in demand and
paid higher wages, such as mechanics, X-ray
technicians and medical assistants.
The government should start re-assessing the

conference that EDCA does not seem to intimidate China. “It is justifiable for people to ask any
agreement between the US and the Philippines be

regional peace and stability,” Qin said. “With regard to President Obama’s visit to the four Asian
countries, we have expounded on our principled
position on China-related issues. We believe that
relevant parties should all make positive efforts to
enhance mutual trust and cooperation and promote
common peace, stability and prosperity in this region, rather than the opposite. The Pacific Ocean
should be kept pacific.”
Land grab
China’s land-grabbing has made China’s neighbors wary of her aggressive attempts to assert control over 90% of the South China Sea. She claimed
that it has been a part of China since ancient times.
Her claims overlap with the claims – partly or
wholly – of Vietnam, Taiwan, Malaysia, Brunei,
the Philippines… and just recently, Indonesia.
China insists that the Natuna Islands fall within
the controversial nine-dash line, which arbitrarily
delineates the waters she’s claiming; therefore, she
has sovereignty over them. But the Natunas are
within Indonesia’s 200-mile Exclusive Economic
Zone (EEZ).
Up until now, nobody had disputed Indonesia’s
sovereignty over the Natunas, which gave Indonesia a good enough reason to stay out of the territorial disputes among the six South China Sea claimants. Not anymore.
Recently, it was reported that Indonesia was
beefing up her air presence along the South China
Sea. The report said that Indonesia was upgrading
Ranai airbase on the Riau Islands, which is near
the Natunas, so that it could accommodate Sukhoi
Su-27 and Su-30 fighter aircraft. In addition, four
Boeing AH-64E Apache attack helicopters are be-
ing deployed to Ranai airbase.
Miyako Channel
It is interesting to note that Japan is planning
to militarize Yonaguni Island by installing a military lookout station. It is 93 miles southeast of the
disputed Senkaku Islands and 148 miles southwest
of Miyako Island. “It will allow early warning of
missiles and supplement the monitoring of Chinese military movements,” said a Japanese defense
expert.
In addition to the Yonaguni lookout station, Japan is also planning to convert the civilian airport
at Shimoji Island to military use. Shimoji is adjacent to the strategic Miyako Island, which is 124
miles southeast of Senkaku Island. Between Miyako and Okinawa Island lies the 161-mile-wide
Miyako Channel, which connects the East China
Sea to the Philippine Sea. This is a major chokepoint to the Pacific Ocean.
Bashi and Ballintang Channels
According to a recent Wall Street Journal (WSJ)
article, five military camps are being considered
as possible sites for American facilities to be
built in the Philippines under the EDCA. One of
these sites is the province of Batanes, which WSJ
described as a site that offers “an excellent vantage point from which to monitor a key maritime
chokepoint for any vessels departing China for the
Pacific Ocean.” Batanes, which consists of several islands, is located between two channels in the
160-mile-wide Luzon Strait: Bashi and Ballintang.
Batanes is about 100 miles from the main Philippine island of Luzon and about 120 miles from
Taiwan.
First Island Chain
Whoever controls the Miyako, Bashi, and Ballintang channels controls the First Island Group,
which runs from Japan all the to Vietnam through
Taiwan, Philippines, Borneo (Indonesia), Malaysia, and Singapore. Prior to the signing of EDCA,
the Philippines was the weakest link in the First Island Chain. Not anymore. EDCA strengthened the
chain link; thus, containing China to the confines
of East China and South China Seas.
Vince Lombardi once said, “A good offense is a
good defense.” By bolstering the defense capability of U.S. allies – Japan, Taiwan, and the Philippines -- along the First Island Chain, Chinese
expansionism into the Pacific Ocean is held back.
Thanks to the vigilance of Japan, Taiwan, and the
Philippines in keeping the Pacific Ocean pacific.

escalating crisis in Ukraine, where deadly
fighting raged around a flashpoint eastern
city and the interim president warned of
“war.”
European leaders fearing all-out civil war
was breaking out on their eastern flank have
launched a desperate new peace bid, trying
to force Ukraine and Russia to find a negotiated solution before it is too late.
The chairman of the Orga–nization for Security and Co–operation in Europe, Didier
Burkhalter, was due in Moscow on Wednesday amid calls for his group to mediate between Kiev and the separatists in the east.
But events on the grounds were overtaking
the diploma- tic initiative.

to the east and south of the town of Slavyansk, the epicenter of the armed insurgency,
as Ukrainian troops corralled pro-Russian
gunmen towards the center for what could
be a devasta- ting showdown.

Deadly clashes erupt in Ukraine as troops
attack rebel-held city
SLOVYANSK, Ukraine — Ukrainian security forces and antigovernment rebels clashed
on the edges of this rebel-controlled city on
Monday as the acting president, Oleksandr
V. Turchynov, said roadblocks were being set
up around Ukraine’s capital, Kiev, because of
fears of disturbances or violence during an
emotionally charged holiday later in the week.
As many as 10 rebels and four soldiers were
killed in the fighting, according to the official
accounts from both sides, along with a woman
who was shot while standing on an apartment
balcony during a bloody firefight along the
highway to Slovyansk’s east.
But at the end of the day the violence accomplished little for
either side besides
deepening resentments and anger and
appearing to push the
crisis further from a
chance at peaceful
resolution.
The rebels yielded
a single checkpoint
to the government,
at Rybkhoz, from
which they withdrew
during a morning advance by a Ukrainian armored unit. But the
antigovernment forces still held Slovyansk,
where residents continued to fell trees and
stack tires to create obstacles to any military
push.
The most pitched fighting, at Semyonovka,
at the city’s eastern border, ended with both
sides pulling back with their wounded or dead,
leaving behind pools of blood, burning vehicles and a gas station that was rocked by the
explosion of a commercial propane tank. The
fighting there also included the civilian death,
which is likely to fuel the city’s building sense
of anger and grief.
In Kiev, the provisional government said vehicle checkpoints had been set up at strategic
locations around the capital in anticipation of
potential violence before a holiday on Friday
commemorating victory over the Nazis in
World War II.
“War is in effect being waged against us,
and we must be ready to repel this aggression,” Mr. Turchynov said, announcing the
roadblocks on Monday in an interview on
Ukraine’s Channel 5 television station.
Turchynov also said that Parliament would
meet in a special closed session on Tuesday
for a report by security agencies on measures
to stabilize the country. In a statement, Mr.
Turchynov urged all lawmakers to attend and
said that “important decisions will be taken
related to the security of Ukraine.”
The government seemed to be stepping up
its efforts to counter the pro-Russian disinformation campaign that has flooded the television airwaves in the
country’s east and
portrayed the central
authorities as illegitimate. Mr. Turchynov’s office released
a number of statements, including one
that criticized efforts
by those it called
terrorists to enlist
miners from eastern
Ukraine in antigovernment actions.
Most of the residents of Slovyansk, a small
industrial city, have never experienced war,
and in Khimik, a neighborhood about a mile
and a half from the battle, people crowded
on the upper-story balconies of an apartment
building to listen and watch as the two sides
clashed at an intersection beside the railway
crossing in Semyonovka.
The fighting at Semyonovka raged in the
morning after rebels took up a position on
the highway, one witness said. The Ukrainian
government said the rebels ambushed a convoy, but the witness described it differently,
saying that a patrol of armored vehicles attacked the new rebel position, killing many
of them. At a gas station near the intersection,
ordnance appeared to strike a large storage
tank, causing an explosion that set fire to a
four-door hatchback car, knocked aside another tank and heaved debris that smashed the
front end of a cargo truck.

Singapore plans centers
outside city for migrant
workers
SINGAPORE - Singapore plans to build more recreation centers in the suburbs to draw migrant laborers
away from the city after a rare riot in the congested
Little India district last year, a report said on Monday.
The multi-million dollar centers are the latest in a
series of government measures to better manage areas
where foreign workers congregate after the rampage
by South Asian laborers on December 8 injured 39
people and saw 25 vehicles destroyed.
The Straits Times newspaper said the four new centers will be built next to dormitories sited in industrial
areas away from the city center and will serve as alternative gathering points for workers on their rest days.
They will have a “combined size of more than nine
soccer fields” and will house sporting facilities including cricket and soccer fields and basketball
courts as well as supermarkets and Internet cafes,
the newspaper said, citing planning documents it had
seen.
There are currently four such centers in outlying industrial zones.
Minister of Manpower Tan Chuan-Jin had first announced the new centers in January, in the aftermath
of the Little India riot, which sharply brought into focus the way the wealthy city-state manages its nearly
one million low-paid foreign workers.
Singapore has a total population of 5.4 million, but
only 3.84 million are citizens and permanent residents.
The congested nature of the Little India riot zone was
identified early on as a reason why the situation spiraled out of control, along with the likelihood that the
rioters were drunk.
The government has temporarily restricted alcohol
consumption in the area, where South Asian migrant
workers usually congregate on weekends to shop,
dine and drink.
Migrant labor activist Jolovan Wham said while migrant workers would benefit from the new recreation
centers, “the intentions behind it are questionable”.
“Recreational and social facilities should be built
for the well-being of the community and not because
[the workers] are threats to social order,” Wham, the
executive director of the Humanitarian Organization
for Migration Economics, told Agence France-Presse.
“This approach to low-wage migrant workers is typical of the government. All low-wage foreign workers
are treated as threats to security,” he said.

f you missed the April 15th tax deadline
and unable to file for an extension, there
are certain tax consequences that taxpayers
should be prepared to deal with.
The top 10 most valid points in regards to
IRS bills, penalties and interest charges as
detailed in IRS Publication 594 The IRS
Collection
Process are as follows:
1. Federal income tax returns are systematically checked for
mathematical accuracy. If there is any
money owed, you will be sent a bill. So
don’t worry so much about math errors on
the federal tax return as it will be caught.
Generally speaking if you catch a math
error after the tax return was submitted it
can make sense in many instances to wait
for the IRS to contact you with the changes
before going through the brain damage of
filing an amended federal income tax return. The tangible cost incurred for waiting
will be the assessed penalties and interest
for the difference between the original underpayment and the actual balance owed.
Keep in mind too that a math error on
a federal tax return will also impact your
state income tax return and various states
react differently to errors. So you will
want to reach out to your state department
of revenue with any necessary adjustments
as soon as they are discovered.
2. Generally, interest is charged on any
unpaid tax from the due date of the return
until the date of payment. The interest rate,
determined quarterly is the federal shortterm rate plus 3 percent compounded
daily. This in and of itself is not so onerous however when penalties are added
in a $10,000 balance due for example
can jump to $15,000 in approximately 5
months.
3. If you file a return but don’t pay all
amounts shown as due on time, you will
generally have to pay a late payment penalty of one-half of one percent for each
month, or part of a month, up to a maximum of 25%, on the amount of tax that
remains unpaid from the due date of the
return until the tax is paid in full. The onehalf of one percent rate
increases to one percent if the tax remains
unpaid 10 days after the IRS issues a notice of intent to levy. If you file by the return due date, the one-half of one percent
rate decreases to one-quarter of one percent for any month in which an installment
agreement is in effect.
4. If you owe tax and don’t file on time, the
total failure to file
penalty is usually five percent of the tax
owed for each month, or part of a month
that your return is late, up to five months.
If your return is over 60 days late, the minimum penalty for late filing is the lesser of
$135 or 100 percent of the tax owed.
5. In that you must file your return and pay
your tax by the due date to avoid interest
and penalty charges, oftentimes the funds
necessary to pay your tax can be borrowed
at a lower effective rate than the combined
IRS interest and penalty rate.
6. To ensure your payment on a bill for tax
is credited properly, be sure to return the
tear-off stub on your bill. Make your check
or money order payable to the United
States Treasury. Enter the primary social
security number or employer identification number, the tax year and
form number, and your telephone number
on your check or money order.
7. The penalties for filing and paying
late may be abated if you have reasonable cause and the failure was not due to
willful neglect. If you’re billed for penalty charges and feel you have reasonable
cause, send your explanation along with
the bill to the IRS Service Center
that sent you the bill.
8. Making a late payment as soon as you
are able may help to establish that your
initial failure to pay was due to reasonable cause and not willful neglect. Generally, interest charges are not abated; they
continue to accrue until all assessed tax,
penalties, and interest are paid in full.
9. There are possible exceptions to the
general deadlines for filing a return and
paying tax. One possible exception is if
you are a member of the armed forces
and are serving in a combat zone. Refer to Publication 3, Armed Forces’ Tax
Guide, for additional information and

China refuses Vietnam’s call to stop
oil drilling
HANOI, Vietnam — Vietnam demanded China stop oil drilling operations
in a disputed patch of the South China
Sea, saying on Monday that Beijing’s
decision to deploy a deep sea rig over
the weekend was illegal.
China dismissed the objections, saying
the activity was being carried out in its
territorial waters.
Beijing’s increasingly assertive territorial claims to the waters, which
are thought to have large oil and gas
deposits beneath them, have angered
Vietnam, the Philippines and other
claimants. The region is widely seen as
a potential area of conflict.
Last week, President Barack Obama
signed a new defense pact with the
Philippines aimed at reassuring Asian
allies of American backing as they
wrangle with Beijing’s growing economic and military might.
The China Maritime Safety Administration posted a navigational warning on its website advising that the
CNOOC 981 rig would be drilling in
the South China Sea from May 4 to
Aug. 15, in an area close to the Paracel
Islands, which are controlled by China
but Vietnam claims as its own.
China’s maritime administration also
said that ships entering a 3-mile (4.8-kilometers) radius around the area are
prohibited.

area where the rig was stationed lay
within Vietnam’s exclusive economic
zone and continental shelf as defined
by the 1982 U.N. Convention on the
Law of the Sea.
“All foreign activities in Vietnam’s
seas without Vietnam’s permission are
illegal and invalid,” the ministry said in
a statement. “Vietnam resolutely protests them.”
Vietnam’s state-owned oil company,
PetroVietnam, demanded that China
National Offshore Oil Corporation “immediately stop all the illegal activities
and withdraw the rig from Vietnamese
waters.”
Asked about Vietnam’s objections,
Chinese Foreign Ministry spokeswoman Hua Chunying said the drilling was
taking place in Chinese waters.
Many analysts believe China is embarking on a strategy of gradually
pressing its claims in the water by seeing what it can get away with, believing that its much smaller neighbors will
be unable or unwilling to stop them.

In a cell cramped with 14 female human-trafficking
suspects, Cornejo was the 15th detainee at the AntiTransnational Crime Unit (ATCU) of the Criminal
Investigation and Detection Group (CIDG) at Camp

It is also at ATCU where she will spend five more
days as one of the suspects for the illegal detention of
actor Vhong Navarro.
She is facing serious illegal detention charges along
with businessman Cedric Lee, Zimmer Raz, Jed Fernandez and JP Calma in connection to the Jan. 22

Earlier Monday, Cornejo was presented to the
Taguig Regional Trial Court (RTC) Branch 271 to

2 lawmakers gained from farm subsidies
MANILA —They were the brains and gatekeepers of a
multibillion-peso farm subsidy fund supposedly meant to
prepare the agriculture sector for the country’s trade integration into the Southeast Asian market next year, but official documents showed their bailiwicks became the biggest
beneficiaries of their pet legislation.
Six years after extending in 2007 the Ramos-era Agricultural Competitiveness Enhancement Fund (Acef) and
allocating P6 billion in fresh funds, former Sen. Edgardo
Angara and former Palawan Rep. Abraham Mitra refuse to
take responsibility not only for the reputed failure of the
project but also for how it was allegedly pillaged by dummy
companies fronting for lawmakers.
Both lawmakers themselves channeled a combined
P410.27 million in Acef money intended for grants and nointerest, no collateral loans to their respective provinces, the
Inquirer has learned.
The documents showed Angara endorsed P100.07 million
in funds for Aurora State University to build a “bangus”
(milkfish) park and research center, coconut processing
plant and feed mill plant in 2008; and another P200 million
for the improvement of the Baler-Casiguran Road in 2008;
while Mitra pushed for the construction of a P10.2-million
abaca farm for Palawan State University in 2008; and another P100 million for the Department of Agriculture (DA)
to eradicate mango pests in his province in 2009.
Angara and Mitra claimed that both of these projects were
fully implemented.
“It’s difficult to make sweeping allegations of a scam. I
think each company that borrowed should be investigated
before making any general conclusion,” Angara said in
a phone interview. He said Acef was a well-intentioned
program that the country needed at the time it was implemented.
20-35% kickbacks
Angara and Mitra said the projects should be classified as
grants and not lumped together with the P4.388 billion in

In Malacañang, Presidential Communications Operations Office Secretary Herminio Coloma Jr. said

Bangsamoro Basic Law within this month as soon

on it.
Malacañang has certified the BBL as urgent, and
Congress’ leaders have committed to pass it in by
December to pave the way for the holding of a plebiscite on the proposed Bangsamoro territory by the
first quarter of 2015.
Chavit pleads not guilty in graft case
MANILA -- Former Ilocos Sur Governor Luis “Chavit”
Singson on Monday afternoon pleaded not guilty before
the Sandiganbayan on the charges filed against him for
funding a company with P16 million in 2001.
Singson underwent a conditional arraignment before the
Sandiganbayan Third Division for three counts of violating Section 3 (e) of the Anti-Graft and Corrupt Practices
Act (Republic Act 3019) and docketed under Criminal
Case Nos. SB13CRM0946 to 0948.
Singson pleaded not guilty on all three counts.
The Office of the Ombudsman had accused Singson of
unlawfully granting in 2001 a total of P16 million financial assistance to the Multi-line Food Processing International Inc. (MFPII) in violation of Commission on Audit
(COA) Circular No. 95-003 since the entity was neither
a non-government organization (NGO) nor people’s organization (PO). He was still governor during that time.
Presiding Judge Amparo Cabotaje-Tang explained to
Singson that the conditional arraignment was required
before the graft court could act to his pending motion to
travel.
After the Sandiganbayan issued a hold departure order (HDO) against him last month, the former governor
asked permission from the graft court to allow him to
travel this month to Indonesia, Malaysia, Singapore and
Hong Kong for several business meetings.

PH has highest Asean
unemployment rate
MANILA — The Philippines has the highest unemployment rate among members of
the Association of Southeast Asian Nations
(Asean), according to a report of the International Labor Organization (ILO) published in 2014.
The Philippines registered an unemployment rate of 7.3 percent as of 2013, according to the Global Employment Trends.
Ranking just above Philippines is Indonesia with 6 percent, the study found.
Neighboring Asean countries Brunei has
3.7 percent, Burma, 3.5 percent); Malaysia,
3.2 percent; and Singapore, 3.1 percent.
The countries with the lowest unemployment rates are Vietnam, 1.9 percent; Laos,
1.4 percent; Thailand, 0.8 percent); and
Cambodia, 0.3 percent.
“Almost 202 million people were unemployed in 2013 around the world, an increase of almost 5 million compared with
the year before,” the ILO said in the execu-
tive summary of its report published January 2014.
“This reflects the fact that employment is
not expanding sufficiently fast to keep up
with the growing labor force,” it said.
On the globally unemployment rate ranking, Philippines is just below Brazil (6.6
percent), Canada (7.1 percent), and Argentina (7.3 percent).
The Philippines is doing better compared
to Great Britain and United States which
both have an unemployment rate of 7.5
percent.
Among the countries with the highest
unemployment rates are Egypt (12.7 percent), Greece (27.6 percent), and Spain
(27.6 percent).
The countries with the lowest unemployment rates are Cambodia, Qatar (0.6 percent), Thailand, and Rwanda (0.6 percent).
Philippine unemployment rate since 2005
has remained around the 7-8 percent range.

Our leaders are obviously aware that hundreds of thousands of college graduates are not finding jobs and
swelling the ranks of the unemployed, and yet nothing
has been done to correct the situation. If they can’t provide jobs to college graduates, why not do something to
make sure only the qualified students attend college and
encourage the others to take up vocational and technical
courses that are what the country needs, after all? Why
not assess and close down the hundreds of colleges and
universities that only churn out diplomas that are not
worth anything in the job market?
The Department of Education should start an information drive among students and parents explaining the
advantages of taking up the more sought vocational and
technical courses. College education is desired, but if the
students are not qualified and the parents are not capable
financially, vocational training may be the way to go for
many of them.
And will somebody please tell Filipino students that
nursing, business administration, and hotel and restaurant
management (HRM) graduates are no longer in demand
in the Philippines or abroad?

more, such as agriculture courses, geology, mining sciences, and software engineering, the enrolment of which
are low but which are in demand.
A college diploma is every Filipino’s dream, but it is
never a guarantee to success. One has to make the right
career choice to succeed. And the parents, the teachers
and the government have the duty to help students make
the right choice.

skin by a thread. Skin tags often
appear on people entering middle
age, but they can also develop at
any time, if you have a genetic history of their presence. Along with
aging factors, other causes of skin
tags include pregnancy, obesity,
diabetes and an individual who
has Crohn’s disease. They do not
have a specific cause. However,
they often seem to grow in areas of
skin friction, such as the under the
breasts, on the eyelids, neck, armpits, stomach, and groin. Per se, if
you have one or two in any of these
areas of your skin, you will probably develop more. They are typically the same color as your skin,
or slightly darker or lighter. One
person may have anywhere from
one to over 100 skin tags. Almost

some point in their life.
Warts, in contrast, are caused
by a virus, namely HPV, or Human Papillomavirus. This virus is
spread through skin contact, especially during sexual intercourse.
Because the virus is contagious,
it is best to treat the warts when
they appear, to avoid spreading
the virus. They can spread from
one wart to the other. They look
may be flat and smooth. Tiny blood
vessels (capillaries) grow into the
core of the wart to supply it with
blood. In both common and plantar
warts, these capillaries may appear
as dark dots (seeds) in the wart’s
center. They do not dangle like skin
tags, but have a cylindrical shape
with white or pink hues. They can
even appear in clumps, which appear like cauliflowers on the skin.
Although they are unsightly, warts
are not particularly painful, unless
they are irritated through chafing,
including genital warts.
Once you see skin tags or warts
appear, consult a skin care specialist immediately for advise.
Both skin tags and warts can be
removed through surgery, but most
medical insurance companies will
not cover the expenses. Excision
under anesthesia is a typical route

Mayweather bloodied but still wins tough fight
LAS VEGAS — Floyd Mayweather Jr. has made such an art of dominance that anything less is quite puzzling. And his opponent Saturday
night was not expected to challenge that mastery.
But Marcos Maidana, a rough, hard-hitting, scrappy and sometimes
erratic Argentine, made Mayweather bleed. He made him pant and
sweat and cringe, and at one point even tackled Mayweather through
the ropes.
Maidana made Mayweather earn a victory at the MGM Grand Garden
Arena that improved his record to 46-0.
Mayweather won by majority decision, with one judge scoring it a
draw and the other two giving him the fight by sizable margins.
Although Mayweather seemed to get the upper hand on Maidana in the
latter rounds, the fight remained competitive throughout.
Mayweather threw about half as many punches (426) as Maidana did
(858), but he landed nine more (230). Still, the 221 punches Maidana
landed were the most by any Mayweather opponent in the 38 fights for
which CompuBox has been keeping statistics.
Early on, Mayweather let Maidana, 30, bring the fight to him in close
quarters, as if to make it more exciting than it needed to be. Maidana
threw many looping punches and pinned Mayweather, 37, to the ropes.
Maidana was aggressive and rough, and he and Mayweather tangled
several times. The referee, Tony Weeks, stopped the fight at one point
to warn Maidana for the roughhousing.
“A tough, competitive fight that the fans wanted to see,” Mayweather
said in the ring afterward. “I wanted to give the fans an exciting fight.”
Fans booed loudly as Mayweather spoke, seemingly unhappy with the
decision.
Maidana certainly did not agree with the outcome.
“He never hurt me with a punch,” Maidana said. “He wasn’t even that
tough. I thought I won the fight.”
Mayweather carefully chose his spots early, getting in a couple of
quick left hooks and straight shots to the body that seemed to stun
Maidana. But Maidana methodically kept coming forward and smothering Mayweather. A cut opened above Mayweather’s right eye in the
fourth round.
It was not until the middle of the fight that Mayweather seemed to start
getting his distance and tagging Maidana with quick, stinging blows.
Still, this was not the precise, dominating Mayweather that people were
used to, and Maidana continued to smother him at times.
In the ninth round, Mayweather seemed to channel his peak form
and asserted himself. He struck Maidana (35-4) with a straight right
and moments later got him with a short overhand right. Later in the
round, Mayweather bounced off the ropes to pepper Maidana with a
two-punch combination. From there, it was closer to a vintage Mayweather performance.
“If the fans want to see it again, we can do it again,” Mayweather said.
Although Mayweather was the big attraction Saturday night, there was
a strong Argentine contingent, many of the fans wearing soccer jerseys
and chanting, “Olé, olé, olé, olé, Chino! Chino!” as they referred to
Maidana by his nickname.
Mayweather took his ring-entrance theatrics to new heights. Not only
was Lil Wayne rapping alongside him, but he had a Las Vegas variety
show of sorts precede him toward the ring as fake money with his face

One in three Americans are
spending too much on rent
NEW YORK -- In many of the nation’s
housing markets, the rent has gotten too
damn high.
One out of three Americans now live in
a housing market where rent for a threebedroom home eats up more than 30% of
the monthly median income, the traditional
threshold for affordability, according to
RealtyTrac. And in some cities, residents
are doling out a much larger percentage of
their paychecks.
In New York City’s borough of the Bronx,
the typical household spends nearly 66%
of their monthly income to rent a threebedroom house -- by far the highest percentage of any U.S. county, RealtyTrac
found.
With an overall median income of less
than $35,000, not only does the Bronx
contain some of the nation’s poorest communities, but average rent is high at nearly
$1,800 a month.
Similar trends are occurring in other cit-
ies that are home to large pockets of lowincome residents. Renters in Philadelphia,
Brooklyn, Baltimore and Miami are paying nearly 50% of their income toward
rent, RealtyTrac reported.
The foreclosure crisis turned millions of
former homeowners into renters, while
years of economic uncertainty has kept
many would-be buyers from leaving their
rentals and making the leap into home
ownership, according to Harvard’s Joint
Center for Housing Studies.
That has created big demand for rental
housing and has helped push rents more
than 21% higher since the housing market
peaked in 2006.
Meanwhile, renters have been getting
squeezed on another front: Real income -income after inflation is taken into account
-- has fallen some 14% over the past six
years, according to Chris Herbert, the research director at Harvard’s housing studies center.

MANILA -- The Department of Justice (DOJ)
has denied with finality the appeal of movie icon
Amalia Fuentes to reverse a resolution dismissing the libel case she filed against talent manager
Annabelle Rama and actress Bianca Gonzales.
In a two-page resolution Justice Secretary Leila
de Lima denied the motion for reconsideration
filed by Fuentes after she failed to attach in her
appeal the copies of the counter-affidavit of
Gonzales.
The resolution was forwarded to the Quezon
City Prosecutor’s Office Records Division.
Court records showed that Fuentes filed the MR
seeking to reverse the DOJ’s Oct. 10, 2013 resolution dismissing her petition for review.
Fuentes sought a review of the November, 2012
resolution of Assistant City Prosecutor John Patrick Corpuz who dismissed the libel case she
filed against Gutierrez and Gonzales due to lack
of probable cause.
The DOJ denied the petition for review on the
ground of failure to attach to the petition copies
of the counter-affidavit of respondent Gonzales
which is required under the 2000 National Prosecution Service Rules on Appeal.
The complainant was notified of the defects
of her petition when she received a copy of the
DOJ resolution on her petition for review.
However, the DOJ said, in filing the MR, Fuentes still failed to comply with the requirements
of the rules and correct the defect in her petition by failing to attach copies of the required
counter-affidavit of Gonzales.
“With this omission, we cannot relax the interpretation of the rules just to countenance litigants
who obviously slept on their rights. Wherefore,
the motion for reconsideration is hereby denied
with finality,” De Lima stated in the resolution.
Fuentes filed the case claiming that Gonzales’
article in her column in the Philippine Star Sunday Lifestyle published on Feb. 12, 2012 titled
“Love, Laughter & Intrigues with Eddie and Annabelle” was libelous and caused her dishonor,
discredit or contempt of her person.
Part of the alleged libelous article stated that
“She (Annabelle) recalls a time she called Channel 9 and asked to be connected to Amalia Fuentes, who was then dating Eddie. ‘Hoy ang pangit, pangit mo, iwanan mo si Eddie Gutierrez.’
Gutierrez posted in her Twitter account on
March 31, and April 3, 2012 the alleged malicious and libelous comments against Fuentes.

Fox says Naya Rivera to remain on ‘Glee’

FOX Network said in a statement to

been fired from the show. Rivera plays
the character Santana Lopez, a lesbian
glee club member, on the popular musical drama.
‘Glee’ had its fifth-season wrap party
Friday. The season finale is set to air in

Show co-creator Ryan Murphy has said
the series’ sixth season will be its last.
It’s been a difficult year for the series’
cast and crew. Actor Cory Monteith, who
had been romantically linked to actress
Lea Michele, died in July 2013 of a drug
