Alternative Impact
• Continues to effectively mitigate Fox Lake-RutlandWinnebago constraint (FCITC limit at ~1,300 MW doesn’t

transfer). Step Down Transformation at Winnebago provides
additional loading reduction.
• Mitigates Lime Creek-Emery-Floyd-Bremer-Blackhawk
constraint
– Offloads existing transmission by at least over 45% on all sections
• Attributed to transformers at Lime Creek and Emery which help pick
up wind of about 225 MW and 130 MW respectively onto the 345 kV
line in base shoulder scenario acting as step up transformers.
• Does not negatively impact transfer limit on Mitchell CountyHazelton 345 kV path
– Significant increase in transfer capability of over 4,000 MW
• No Iowa CMVP FCITC limit on Mitchell County line at about 4,200
MW increases to over 8,500 with limit on Hazelton to Arnold

Updates to PJM Areas in Model
• Based upon stakeholder feedback regarding the Com Ed
interchange and a review of historical line data,
particularly tie lines between Com Ed and AEP, led to
PJM making adjustments to the 2021 generation
dispatch to more accurately reflect the interchange
during typical shoulder and summer peak hours.
• PJM provided an update that placed the line loadings
more consistent with historical values for the shoulder
peak model, and this update was applied to the MISO
models used for this round of analysis.
• The same adjustments are also expected to be made for
the summer peak model.

Updates to PJM Areas in Model
• For the shoulder model, the historic data shows that
the combined loading on the three direct tie lines
between Com Ed and AEP was 2,000 MW or
greater for over half of the year in 2009 and 2010.
• In the model prior to the PJM update, the combined
loading was 1,134 MW (about quarter hrs. of the
year).
• After reviewing the historical data, PJM increased
the combined loading value to around 2,400 MW.
• Reasonable to study two Shoulder conditionsrepresenting low and high ComEd exports

Ottumwa – Adair – Palmyra – Thomas Hill CMVP
• Project adds 345kV line between MEC’s Ottumwa Substation south
to Ameren’s Adair Substation, east to Palmyra and further south
from Adair to Thomas Hill.
• This path provides an outlet for wind generation connected into
Adair (500MW max, 450MW dispatched in shoulder case)
• Without this path, the connected wind would overload the 161 kV
line from Adair to Novelty in the base case, and during other
contingencies overloads the 161 kV lines to the north and south, as
well as some nearby transformers
• Any 161 kV bus outages could result in the wind generation at Adair
being disconnected from the transmission system
• At 2026 wind levels, the overloads increase in severity along the
main outlet from Adair, along with constraints beginning to show up
in western Missouri along a parallel path of Ottumwa to Adair

Palmyra – Meredosia – Pawnee + Meredosia –

• This project adds 345kV lines between Ameren’s
Palmyra, Meredosia and Pawnee substations, along with
a line from Meredosia to Ipava. This provides an outlet
for generation from the west by connecting an east –
west path from Adair (MO) to Sugar Creek (IN) across
Illinois, as well as a north – south path with the line into
Ipava
• Without this path, the 138 kV lines will become
overloaded out of Palmyra, as well as the 138 kV lines
parallel to the proposed Meredosia to Ipava 345 line
• When examining this same project at 2026 wind levels,
the existing constraints are further aggravated, along
with an additional overloads on the path the south of
Palmyra
